Has hope. Well tell you what his victory means for us in the uk. And these are some of the 82 freed Chibok Schoogirls whove been hello. Welcome to the programme, this morning let us know youre experience of giving birth in a Maternity Unit and also your experience if you work in one. Our Excluisve Investigation on errors recorded in Maternity Units at quarter past 9. Use the Hashtag Victoria Live and if you text, you will be charged at the Standard Network rate. Our top story today. Frances new president elect, Emmanuel Macron, has promised to heal the countrys divisions, following his resounding victory over the far right leader, Marine Le Pen. The pro european candidate secured 66 percent of the vote in yesterdays election and atjust 39, he will become the countrys youngest ever president. Addressing thousands of supporters in paris last night, he said he respected those who backed ms le pen, and would reach out to them. Our europe correspondent, Damian Grammaticas was at the macron rally and has this report. This is an election victory that will reverberate across europe. Emmanuel macron, liberal, pro eu, who supports globalisation and immigration frances next president. And hes only 39. Mr macron created his political Movementjust A year ago to give french voters tired of traditional parties a new choice not at the extremes, but in the middle. Translation what weve done for so many months, theres no comparison, theres no equivalent to that. Everybody was saying to us it was impossible. But they didnt know anything about france his opponent, the far right anti eu Marine Le Pen, was soundly beaten. She did, though, secure 11 million votes, a third of those cast. And she said the fact that she made it to the run off meant that her party should now be seen as the official opposition in france. But mr macrons vision is a repudiation of populist, anti establishment wave that brought brexit and donald trump, and which Marine Le Pen sought to harness, too. Above all, this is a victory for europes centrists, and a defeat for europes populists and eurosceptics. Mr macron has already said he will work to strengthen the eu, and eu leaders have rushed to congratulate him. They see mr macron giving the eu new impetus. So this win means the uk is about to negotiate brexit facing an eu starting to feel confident that the Populist Tide may be turning. Lets go to paris and our correspondent Hugh Schofield is there. What does this new president presidency mean to the uk and its brexit negotiations. Two things to say, the 1st, he will be seen as a good thing by the British Government because he is generally pro british, he speaks english, he knows the city, a former banker, his instincts are free market, all of these things are good buttons to press as far as london is concerned. The other side of the coin is that hes firmly pro european and his ist instinct is going to be to patch up ist instinct is going to be to patch up the Franco German relationship and try to re establish that as the core of europe and to make europe a functioning, effective dynamic organisation. And in that sense, and in that context, his furry opposed to brexit which he has said is a big mistake and he will not want to lend any hostages to fortune by being too generous to britain on the way out. There are two sites to the coin and there is a 3rd aspect as well, i would say. From a british perspective, europe with the election of macron feels more confident, there is a sense of the crisis is past, the Populist Wave has reached its crest and so on, arguably it is it is with a more confident europe, less worried about setting a dangerous precedent for other countries, with that kind of europe, a more favourable deal, a better atmosphere at least can be created in the negotiations ahead. Thank you. Hugh schofield from paris. Joanna is in the bbc newsroom with a summary of the rest of the days news. Good morning. The bbc understands the conservatives will once again commit to cutting Net Migration to the Tens Of Thousands if they win the General Election. Yesterday the home secretary, amber rudd, refused to say whether the pledge which was also in the partys 2010 and 2015 manifestos would be repeated. Meanwhile, ukip says it would cut Net Migration to zero over five years. Also in the Election Campaign a ban on Television Adverts for unhealthy food and sweets before the nine oclock watershed, is being promised by labour. Its part of a strategy to tackle Childhood Obesity. The conservatives say britains Advertising Rules are already the strictest in the world. Our political correspondent, leila nathoo, has all the details. Tempting treats difficult for children to resist. Bringing down high rates of Childhood Obesity has long been a pressing Public Health concern. Now labour says it would tackle the problem by banning Junk Food Ads during prime time tv. The party says in government, it would stop adverts for Unhealthy Foods high in salt, sugar, orfat being broadcast before 9pm. It says that it would hope to halve Childhood Obesity rates within a decade. And it is promising a new £250 million annual fund for childrens mental and physical health in england. The government has already announced a tax on sugary drinks, and, in a strategy outlined last summer, a voluntary target for the food and drinks industry to reduce Sugar Content but Health Campaigners say the measures dont go far enough. The conservatives have accused labour of making unfunded promises, and said that their plan to cut Childhood Obesity was ambitious. Leila nathoo, bbc news. This programme understands that an nhs trust facing a review into Maternity Errors has paid out millions of pounds in compensation after similar mistakes led to babies being born with Brain Injuries. Freedom of information figures obtained by the Victoria Derbyshire programme found that at least five babies died at the shrewsbury and Telford Hospital trust after problems monitoring their heart rate during labour. Figures also reveal an average of more than One Thousand Four Hundred mistakes a week being recorded in englands nhs Maternity Units between 2013 and 2016. The Group Representing hospitals and other nhs trusts in england has called for an end to the cap on pay rises. Nhs providers says the governments policy of pay restraint over the last 7 years is preventing employers from retaining the staff needed to deliver safe patient care. We need to fund the nhs properly so that we are not asking our staff to try and close the gap between the demand going through the roof and the funding staying broadly stable and that the way we are trying to close the gap is by asking staff to do more and more and more and that means theirjobs are becoming more difficult, stressful, pressured. And in the next hour Victoria Derbyshire will be looking at how concern about the nhs is affecting voters in the Election Campaign. Facebook has placed adverts in National Newspapers to provide advice about how to spot fake news online. The initiative has been designed to stop the spread of false stories during the general Election Campaign. The company advises users to Be Sceptical Of Headlines and to cross check reports. The move comes after it was accused of helping to spread fa ke it was accused of helping to spread fake news during the us president ial election last year. Thank you. An investigation by this programme has discovered at least 1,000 mistakes are made in englands nhs Maternity Units every week. The most serious incidents include the avoidable deaths of mothers and babies as a result of errors by midwives and doctors. The Royal College of midwives says Maternity Services are heading towards a crisis because of demands on the services. 0ur reporter divya talwar has been to meet some of the families affected. As an expectant parent, youre excited to become a parent for the first time. Im angry, and im always going to be angry, because theyve taken my sons life away him. Taken my sons life away from him. There is no reason why he shouldnt have been here with us today, and i have to live with that for The Rest Of My Life. Every day i have to live with the fact that i am a victim of the nhs. You think you can trust these people, and you are meant to, but theyve let us down. Theyve let us down big time. There were six hours that my son suffered, and there were four opportunities that were missed to save his life. When i found out i was pregnant almost eight months ago, i did a lot of research looking into the hospitals around me to try and find the best place to have this baby. But all of the Maternity Units in my area were either inadequate or in need of improvement. So i had to find a place outside of my local area, which isnt ideal, but at least the Maternity Services are meant to be a bit better than what ive got around me. 0ther mums to be may also find themselves in a similar situation, with around one in three Maternity Services in england rated inadequate or Requiring Improvement by the regulator. Last month it was discovered that at least seven babies had died in avoidable circumstances in less than two years at shrewsbury and telford nhs trust. It led englands Health Secretary jeremy hunt to order an investigation, and the trust has since paid out millions in compensation after similar mistakes led to babies born with Brain Injuries. But weve found that in other Maternity Units across england there are also cases where serious mistakes are being made. Come in. This is jade penney, shes 26 and a single mum with two children. Theas four. Twinkle twinkle chocolate bar. Mummy drives a rusty old car. This is lucas. And this is lucas, whos seven. Lucas has got cerebral palsy, which means he cant walk, talk, see and hear very well. Do you want to high 5 me . Good boy jades lawyers argue that lucas brain damage is due to a lack of oxygen when he had his Incubation Tube replaced. The nhs trust is defending the claim. When did you find out that something wasnt quite right . Pretty much straight away, but we didnt know this obviously for a long time, so a couple of days after he was born. So, he was born on the fifth, and on the seventh they were re tubing lucas, so they had re tubed him in the morning without any problems at all, and then they re tubed him again in the afternoon. As they re tubed him, lucas basically put up a fight, he was moving his head to and from. Altogether it took them 20 minutes to re tube lucas. Imagine laying down and not being able to breathe, but you cant tell someone and youre awake. It must be the most horrible thing ever to go through, and he couldnt tell anyone. And i think thats just what upsets me the most. Jades now taking legal action against the nhs trust. Yeah, emotionally it plays on you a lot. It plays on me a lot when were out and i see kids his age, thats when i think it really gets to me. Take, for instance, if ive gone to the park with lucas before and ive seen kids his age, theyll kind of avoid luke, not because theyre being horrible but theres not that much known to kids when theyre younger about disabilities, theres not at all. Sometimes theyll look at him and they get a bit scared and they wont go up to him, and all lucas wants to do is go and say hello. Whats the hardest aspect of all this . Knowing that hes got this for the rest of his life. Because not only does it affect me, its affecting his life, and his quality of life. Yeah, hes still alive, but he hasnt got the quality of life other children without disabilities his age have, so he will miss out on a lot. Hes going to. And he knows himself when he sees kids running around that he cant do that, so it impacts him as well as me, which is sad. Its sad for him to pick that up. And its not his fault, and thats whats horrible. Its not his fault at all. He is like the Innocent Party in all of it, you know . Arent you . An investigation by this programme has found that at least 1000 mistakes are occurring in englands nhs Maternity Units each week. Serious or adverse incidents where an unexpected harm, injury or death has happened. It could be anything from records being lost to a mother or baby dying. Last year alone, there were 220 mistakes recorded every day. Weve also found that nearly 260 mothers or babies died overfour years. These deaths were either unexpected or could have been avoided. Only 39 out of 81 trusts responded to this question, so the number of deaths could be much higher. Some of the other incidents weve heard about include staff shortages, wrong medicines being given to patients, records being lost, and delays in care. Its those delays in care that can be the difference between life and death. Sarah ellis and her fiance adam lost their baby in 2014. When i first fell pregnant, everything was amazing, wasnt it . Yeah. We were absolutely over the moon. Couldnt wait to take him to the football with me, and be a Huddersfield Town fan like his dad. Sarah was left waiting for hours on a busy maternity ward, despite telling staff that she couldnt feel her baby moving, and there were Warning Signs of infection. We were left for six hours. We didnt really know anything. Theyjust told us, well, theyjust reassured us, didnt they . Everything, you know, everythings 0k. When a qualified midwife says to you, it could be that, maybe, possibly, were not sure, i wasnt really concerned because if there was anything alarming they would be doing something more. The inquest later showed sarah should have had an emergency c section many hours before she did. Medical staff failed to act on Warning Signs, and their son gino was severely starved of oxygen. One of the doctors that was there pulled me to one side and just said, hes not in a good condition, he was born in a really bad condition and if he does pull through, hes going to be very badly brain damaged. I was in the corridor and i was with her mum and dad and ijust said to her mum and dad, isaid. I said, how am i going to tell sarah that hes not all right . Gino was placed on a Life Support Machine, butjust days later sarah and adam were advised to withdraw treatment. The words that were used was he was unrecoverable. That was when we knew he wasnt going to get any better. We had to make a decision. We had to make a joint decision, yeah. We had to make a decision for him that, you know, we would turn the machines off. Its a conversation you never think youre going to have to have, is it . No. How do you discuss how youre going to end your sons life . The couple decided to take legal action. A coroners report found the hospital missed four opportunities to save ginos life. Everybody makes mistakes, i do, we all do, but to see so many people make so many different mistakes within six hours is just shocking. People who you put your trust in, your life is in their hands, and ginos life was in their hands and they didnt take care of him. Every single day i think about him. Every single day i think, why, why us . We have to live with the fact that we are a victim of the nhs. So many babies have lost their lives, and so many families have been destroyed because theyre not doing theirjob right. Sarah and adam got compensation from the trust. The nhs spends hundreds of millions on Compensation Pay Outs for blunders made by Maternity Staff. In 2015 it paid out more than £0. 5 billion. So whats going wrong . Reviews into englands Maternity Services have found they re under pressure. So ive gotjust over three weeks before this babys due, and i had my latest check up with the midwife earlier today. Over the course of this pregnancy ive been seen by different midwives at almost every appointment ive had, and at times ive had to wait up to two hours just to be seen. The Royal College of midwives said safety is being compromised because of the pressure our Maternity Services are under. Its my view that were heading for a crisis in our Maternity Services. The simple truth is, we do not have enough midwives working in them right now. Were also seeing more midwives heading for retirement, were seeing more midwives leaving the profession because of stress, and were seeing a slight reduction in the number of student midwives training. Alongside that, weve got much more complexity in pregnancy, which takes more care, and weve got an increasing number of births in this country. So if you put all that together, as opposed to only having one of these things going on, we would say thats looking like a bit of a crisis. What do you think needs to be done to make our Maternity Units safer . We need to reduce the number of mistakes in our Maternity Services to an absolute minimum. And if were going to do that, our Maternity Services have to be properly staffed. We cant deliver the safest possible care if we dont have enough midwives and enough doctors working in our services. Could you get me the Emergency Box . Thank you. Theres going to be lots of us doing lots of things all at the same time, sojust bear with us. Libby is having excessive bleeding from a haemorrhage after giving birth. What im going to do isjust pop a drip in the other side. This is a Training Exercise here at Bristol Southmead hospital. Libbys actually one of the doctors at the hospitals maternity ward. I think we can call that a wrap, as we say, and welljust have a chat about how we did. I think libby stole the show, very good acting yes, i know, absolutely the hospitals pioneered this training, known as prompt, where midwives, doctors and other staff train together and simulate emergencies they may face on their maternity wards. Everything else was very clinically done in a very straightforward order. The Health Secretarys announced a number of measures to improve the safety of Maternity Care in the nhs. They include more money for Training Courses like this, and a fund to pilot new ideas for improving maternity. For sarah and adam, the mistakes leading to ginos death have left them worried to have another baby. We do want more family, but when that time comes i really dont know what were going to do. Where do we go . Who do we trust . We went in with a baby seat and came out with a death certificate. You think you can trust these people, and you are meant to, but theyve let us down. Theyve let us down big time. For The Rest Of My Life im going to be angry, and ill never, ever forgive anyone for that, you know . And i know there are mistakes out there, but you cant make mistakes with little babies lives, you know . You cant. Baby gurgles. Yeah, i know. Youre right, thomas. That report from divya talwar. You may have noticed a different voice in that report and thats because divya gave birth to a baby girl before completing the film. Mother and baby are doing very well. Texter says working in maternity can be amazing. We strive to give our women and babies the best possible care. However, poor Senior Management and ridiculous Computer Systems a re management and ridiculous Computer Systems are taking away from this and Making The Environment Unsafe for users. Staff are leaving in d roves for users. Staff are leaving in droves meaning the remaining workers are underan droves meaning the remaining workers are under an impossible workload with antenatal clinics stretched to bursting, labour care impossible with midwives caring for multiple women and documentation poorly designed making it dangerously easy for busy staff to miss information that can be vital for safe care. Lisa says, the nhs Midwifery Team at Epsom Hospital were fantastic for the birth of my first baby 11 weeks ago. Brilliant care and fantastic facilities. I feel very lucky and incredibly grateful. Helen says, i cant praise the nhs staff who looked after me and my baby enough. Everyone from healthcare and cleaning and catering staff was amazing. I received a comprehensive and personal service. They were fantastic. There maybe faults, but there are also some great examples of exemplary World Class Services and staff. Keep those coming in. In and staff. Keep those coming in. In a moment, we will talk to a father whose son died atjust aged 9 days old. Still to come nhs providers, the Group Representing Health Trusts and hospitals, say politicians must address rapidly growing concerns over the nhs workforce in the general Election Campaign. We hearfrom a group of nhs workers on this. More than 80 nigerian schoolgirls were released yesterday after being held for three years by the Islamist Group boko haram. We hear more about their story. And well speak to a father whose 2 daughters are still being held by the group. Heresjoanna in the bbc newsroom with a summary of today s news. The last year has seen shock Election Results with brexit, trump and now the new french president Emmanuel Macron a political novice who has never Held Elected Office before and formed his new party only a year ago. The 39 year old has promised hell use his victory to unite a divided country and rebuild its economy. Elected with two thirds of the valid votes, he admitted the task facing him was daunting and that he would need to build support for his programme of change. A third of french voters either abstained in sundays second round, chose neither candidate or spoiled their ballot. Sojust who is Emmanuel Macron . Lets talk now to our correspondent Karin Gianonne who is in paris. Good morning. Hello and welcome to paris. There is a double sense of natcho national occasion, france has woken up to a new president elect in the form of Emmanuel Macron but its also a public all date nationwide. Victory in europe day and injust a public all date nationwide. Victory in europe day and in just a few minutes behind us, there will be a huge Military Parade in commemoration. Emmanuel macron will be there alongside the outgoing president Francois Hollande, we come to that in a few moments. With me is Hugh Schofield, the bbcs paris correspondent and we have a member of the emmanuelle Macron Campaign team, who was in charge of gender equality. What do you make of what happened . How we did this night . Can you believe it . No, its amazing, a year ago no knew him and no could imagine he would be president of france and now he is, he did it, its amazing and its a historical day. You are in charge of gender equality, france missed out on a female president my god, we are happy we did, Marine Le Pen is not a feminist, she is against every single womans writes, she is against abortion, the rights of women against abortion, the rights of women and its a good thing we have this man for president today stop tell me why you think that unfortunate objective is, i note you are in charge of selecting the people who will be put forward to stand in the forthcoming parliamentary elections to be prospective mps, how are you selecting them . Its a really hard job, we have a president to say ministerand we are job, we have a president to say minister and we are 9 members and the commission in charge to select the commission in charge to select the deputy, people who have spent 5 years and he will spend 5 years with emanuel macron, we want half men and half women and 410 people you have 8 old men and two women and we want that change, we want to have half women that change, we want to have half women and half men. You mentioned all male, are you saying this is an opportunity for young people . All male, are you saying this is an opportunity for young people . M course not, the goal is to have mixes and we want different people to make the world together. We have to make the world together. We have to have people with experience working hand in hand with young people and new people together. Emmanuel macron has topped lot about equality, talked about different kinds of families, how ready do you think france is ready for his vision, especially socially conservative pockets of france, Marine Le Pen got more than 10,000,000 votes . Of course, i think france is red, ago now we voted, waiting for everyone and i think the majority of people have chosen Emmanuel Macron for president and i think there should be a kind of coronation now. You think he has a realistic chance at uniting the country behind . Realistic chance at uniting the country behind . Of course it can. I think what he did was he had people from right and left, are preferred together, for the country. Thank you. Our guest there in charge of putting together a list of prospective mps, we can hear this starting up behind us, a big event for france, in National Holiday to commemorate victory in europe day, my colleague Hugh Schofield is with me looking down on the events beginning behind us. Tell us the significance of may the 8th for france . It was the end of the war in europe and it was a National Holiday, declared so, not at the time but in 1981, Francois Mitterrand and it was a way of recognising the great event which was victory in europe. Oddly, though, its not a holiday which is really i would say part of peoples mental make up. Ive been out asking people what they are celebrating on this bank all of and b team puzzled, they dont know, and in fact my taxi driver coming here this morning had no idea it was a holiday. Tank holiday and people were puzzled. The popularity of this is not what it should be and its declining, you would not see huge crowds of people, not like to live the 14th, this is a modest. Because that is bastille day. This is a modest Military Parade, very significant and important and parade, very significant and important and i dont want to downplay that at all, president Francois Hollande world lay a wreath at the statue of Charles De Gaulle and down the Champs Elysees he will, normally in a slow moving vehicle with blind by the Republican Guard and the Jingle Jangle of whatever it is they have and they will arrive at the top and he will rekindle the flame over the Tomb Of The Unknown Soldier and flame over the Tomb Of The Unknown Soldierand in all of flame over the Tomb Of The Unknown Soldier and in all of this he will be accompanied by Emmanuel Macron, i think, thats whats happened before when weve had this 5,10 years ago, the outgoing and incoming do it together as a civil of transition. The significant part of today is the president elect Emmanuel Macron Will Appearfor the 1st time president elect Emmanuel Macron will appear for the 1st time effectively alongside president Francois Hollande. Its a chance for france to see the 2 men together, they may which other very well indeed, rather thrown in emanuel macrons says that he was very close to Francois Hollande and he was and is they will be together throughout this ceremony which is furry importance and bollettieri. It will be a way to begin to take on the mantle. Tell us about their relationship and how it evolved and how it became, some say its a strange, some say this was the plan. Indeed. Certainly, the critics on the right will always say this about him. It was a brilliant ploy by the socialists to ensure continuity. That Francois Hollande knew his time was up. His ratings we re knew his time was up. His ratings were terrible and so some work in a room in the Elysee Palace they cooked up a plan they would arrange a break, Emmanuel Macron would split away representing social democrat reformists and by breaking away he would become legitimate and come to power and assure a continuity for the socialist party. You know, of course, if you are not a supporter if course, if you are not a supporter if you are a supporter of Emmanuel Macron, he says everything he did was his own personal choice, his conscience prevailed and this is what he did but there is no question they were very close. Just reading they were very close. Just reading the other day than Francois Hollande was inaugurated exactly 5 years ago 1 was inaugurated exactly 5 years ago of was inaugurated exactly 5 years ago of the st things he did was fly to germany to see Angela Merkel who was in the plane with him on that trip . Emmanuel macron. They had been together very close for the past 5 years. Not to say that Emmanuel Macron doesnt criticise a lot of what Francois Hollande did and i think Emmanuel Macron genuinely felt constrict dead and his liberal pro business tendencies were constrained and kept down and thwarted by Francois Hollande. But, i think macron has great feelings for Aransas Holland and he is at heart, i think a man of the left, for Aransas Holland and he is at heart, ithinka man of the left, in a social sense. We are just seeing Emmanuel Macron has arrived there, in the midst of the crowd, he will be attending the ceremony and this com pletely be attending the ceremony and this completely standard procedure, this coincides with the aftermath of the president ial election for the outgoing to attend with the incoming. Yes. Famously, Nicolas Sarkozy. I can incoming. Yes. Famously, Nicolas Sarkozy. I can see him down there. Nicolas sarkozy and Francois Hollande did it 5 years ago, that was the occasion when Francois Hollande, was soaked by a downpour, it was seen as a terrible symbol of the beginning of his presidency. Yes, all the great and the good come together and i think, yes, all the great and the good Come Togetherand i think, is yes, all the great and the good come together and i think, is that Nicolas Sarkozy . Yes, i think can see him, in the monitor we have feared and admits the brightening paris light. Because it tends to fall, obviously the election run slightly differently every 5 years but its around this time. And so the ceremony tends to falljust at a time when we can see the symbolic handing over of power and the 2 men, the last time, it was much more tense, Francois Hollande and Nicolas Sarkozy did not enjoy each Others Company and on the handover of power is, officially, at the Elysee Palace, Francois Hollande was almost rude to his face by not accompanying him down the is to say goodbye, but was a delicate moment. This is not, two people who broadly feel very close together under the same side of french politics who have a warm relationship. There wont be any of that tension. We talk about Emmanuel Macron as the newcomer, never Held Elected Office, but he was appointed Economy Minister by Francois Hollande. He has been inside in that sense of the political scene and he was very much Pa Rt Political Scene and he was very much part of Francois Hollandes government . He cast himself as an outsider brilliantly. Im not saying its not genuinely felt. He feels that hes an outsider because he feels he has a mission to reconfigure french politics and he believes the old Left Right Division is out of time and out of place and has stopped the reforms that the country needs, but to describe him as an outsider is ridiculous. He is almost the emblem of the perfect product of the french administrative educational system. He is someone who has come up from nowhere, a modest background and plucked where obscurity and because of his brilliance was selected and given the Fast Track Treatment and came up and did all the topjobs thaw the Fast Track Treatment and came up and did all the top jobs thaw do the Fast Track Treatment and came up and did all the topjobs thaw do if youre someone of that background. He was an inspector of finance which is the topjob in he was an inspector of finance which is the top job in the administration. He was in the Big School In Strasbourg where the administrative elite are trained, he has got his network. This is where he built up his network and this figure from the past this great figure from the past this great figure on the left of french politics spotted him and said, come into my group. He was adorned and anointed as someone who had a future in socialist politics. He had identified as being on the left. It was naturally towards that side of politics that he gravitated. He could have Ta Ken Politics that he gravitated. He could have taken another choice and gone down a different road, but it was to the left, and thats how he came to be so close to Francois Hollande when Francois Hollande was elected and was in his team as his Economics Advisor and then a couple of years later when he, there was a reshuffle, he was promoted even further and became his Economy Minister, but as i say, he doesnt wa nt minister, but as i say, he doesnt want to play that up too much because he always wanted to, you know, keep his distance, but its a fa ct know, keep his distance, but its a fact that he was very much alined with Francois Hollande and with the reformist side of the hollande presidency was blocked by Francois Hollande, but there was a will there and that will was receipted by Emmanuel Macron. We have seen the outgoing president , Francois Hollande greeting people. Thats a man with a week left in the job, perhaps less. It will be on sunday which the hand over of powers happens. It goes down to mandates. Hea happens. It goes down to mandates. He a five year mandate, he was elected on the 14th, so he has to be out by the 14th. By next sunday Francois Hollande will have to have stepped down. So the hand over could happen before then, but were told it will happen on sunday which is unusual because it doesnt normally happen ona unusual because it doesnt normally happen on a weekend. At that point we will or around that time, we will have to have had Emmanuel Macrons version what his next government will be and thats what everybody has been waiting for. He has been able to bask in this ambiguity. It mant he has been able to appeal to the soft left and everyone said we can see ourselves somewhere in the mix, but as soon as he names this government and particularly his Prime Minister, he is going to have to make a choice and this is the beginning of governing, making choices and thats where his problems and difficulties will start. If he names a Prime Minister from the left, from the outgoing government, the Outgoing Defence minister, his name is a possibility, people will say, hang minister, his name is a possibility, people will say, hang on a sec, you said youre the candidate of renewal. If he said youre the candidate of renewal. If he names the other possibility, a woman from civil society, a couple of names are out there a big trade union leader, or Christine Lee guard, these are possibilities, people will say, hang ona possibilities, people will say, hang on a sec, theyre not politicians. These people hang on a sec, theyre not politicians. These people have to build up the party. Run an Election Campaign in six weeks time and they dont know parliament. They dont know the political system. There is to ideal candidate and this is what happens when you get into power. Youve got to make choices and you start annoying people and he has been able to get Awithout Doing that until now. Already, speaking to members of the Emmanuel Macron team in the last few hours, you get that sense that even they didnt have a feeling this honeymoon was going to last long. The party is over, we have got to get to work . They are alewisive about that which is a wise position to take. They have got their fingers burned after the first round when Emmanuel Macron and this has thrown in his face a bit went out and celebrated at a restaurant and this was seen as not good form. Personally, i cant see why it was such a bad thing to do, but france is getting very puritanical these days. It was nothing extravagant. Anyway, it was thrown in his face that he was celebrating early and out there and that france was suffering and here he was celebrating. So, i mean, and clearly la st celebrating. So, i mean, and clearly last night you saw that his first appearance on television was incredibly sober, not the one at the louvre, but this one, there was no audience and no one clapping, it was just him talking to the camera, very sober. At the louvre, he came out solemnly, looking serious, as if the gravity of the moment was really on his shoulders. Very much aware that if he comes out looking like hes too happy, too jolly, if he comes out looking like hes too happy, toojolly, celebrating too happy, toojolly, celebrating too much he wont have caught the moment. And the moment is defined by the fact that even though he won this big majority, most people, you know, dont feel a huge affinity towards him. He has got to and great fan club in the aspiring middle classes of paris and the other big cities, but you know, whats that . Thats 20 of the population. Its not the whole population and he knows that and in his addresses last night he did acknowledge that and i thought it was significant and rather noble of him to reach out at republican, and Marine Le Pen, but acknowledging that she is part of the republican camp now, which i think is very, very important. That party has to be brought into french politics or else itjust becomes a joke politics. So his language is, it does recognise that there is a large part of the population which does not really feel any great warmth towards him and his cheery optimistic pro Business International side and he is going to hope that he produces results quickly enough and that he brings them with him. How big a problem do you think it will be for him, hugh, that more than10. 5 will be for him, hugh, that more than 10. 5 Million People voted for Marine Le Pen yesterday . Well, i mean, thats what im saying. In a way he was lucky that it wasnt more. He had a dynamic at the end of that campaign in the run up to yesterday which allowed him to breach the 66 , two thirds. That was important. It meant there was a switch by many people in the last days, particularly after the debate, which was a car crash for Marine Le Pen. There was a switch to him and that meant he it elevated him from being purely the default candidate, the one that was not Marine Le Pen to being someone who could claim to have brought more people into his camp and there were people, i think, who in the end said were not going to abstain, were going to vote for him because we dont really like Marine Le Pen, but Marine Le Pens presence in french politics is such a curse, not because she is bad or anything like that, but because it defines everything else. Everything is defined around whether or not youre with the national front. Like with chirac in 20002, we have people elected whose only merit is they are against Marine Le Pen and the Front National which means there isnt a proper consensus around the programme of government of that elected leader. Thats what blocked chirac in 2002 and unless hes careful it is going to be a burden for Emmanuel Macron as well. Hugh, we are looking at the events that are taking place. The Military Parade marking 8th may. This is a significant daishghts but across france, do people think of what it means when they take the day off on 8th may . I really dont think they do. A few years ago there was talk of uniting the war holidays of france because there is a th november as well and turning th november as well and turning Th November Intoa november as well and turning th november into a memorial of all re Ce Nt Wars November into a memorial of all recent wars which would include the First World War and the Second World Warand wars of First World War and the Second World War and wars of algeria and china and so on. That never happened because there was resistance to losing holidays, not surprisingly in france and so 8th may remains a public holiday. You ask people and theyre puzzled about what it is all about and As Time Goes By and memories fade, of course, that will become more pronounced and th november, First World War, not the poppies, but the equivalent poppy idea here is still very strong. Thats seen as the war to end all wars and the Second World War and the end of that, funny enough, even though it is closer in history, it doesnt have the same repunch as the First World War obviously because the First World War was a personal catastrophe for french families and the Second World War was not quite so cataclysmic and it was also the group, the group allied forces in the Second World War which led to the Second World War which led to the end of it and the ambiguous part that france played in the Second World War, all that made the Maria Millerry slightly more complicated. Hugh, thank you very much. Youre watching bbc news with special live coverage from paris. Lets get the latest Weather Update with carol. We have got an East West Split in the weather today. So today, it is going to feel cold here. Now, across north east scotland, that scenario holds true. There will be more cloud. Come south, a lot of sunshine. For northern england, a lot of sunshine, but once again some eastern coastal counties, not just the but once again some eastern coastal counties, notjust the wind, but the cloud will remain for much of the day and we have got the cloud through east anglia and down into the south east, but it should stay dry. Drifting further west from hampshire over towards devon and cornwall and the isles of scilly, were back into the sunshine and we stay in it too across wales with temperatures getting up to around 15 celsius in aberystwyth. There will be areas of cloud thick enough to produce drizzle and in the countryside, it will be cold enough here and there for A Touch Of Frost. These temperatures you can see represent towns and cities. So not as low. High pressure still very much in charge of our weather tomorrow. Look at the distinct lack of isobars. So if youre along the east coast, you will notice the wind. Hardly a breath of wind. Jose mourinho made 8 changes to his Manchester United team that lost to arsenal at the emirates yesterday as they prioritse the Europa League as a route into the Champions League next season. Its the first time that he has lost to Arsene Wenger in the Premier League, either at united or in his two spells at chelsea. Granit xhaka and Danny Welbeck scored the goals. The gunners are still 6 points outside the Champions League places, united have written off a top four finish, so mourinho didnt seem too bothered by defeat to the gunners. It is the 1st time. I left the emirates, they were crying, they we re emirates, they were crying, they were walking the streets with their head low so finally today, they sing, the scarves, it is nice for them that will while the gunners fa ns them that will while the gunners fans a little bit. Fraser forster saved James Milners second half penalty the first time in 8 years that hes failed to score from the spot the 1995 premier League Champions Blackburn Rovers will be League One Side next season after a nailbiting final day in the championship. All the drama was down at the bottom with one big club guaranteed to go down. It was between rovers, Birmingham City and Nottingham Forest for the final relegation spot and all of them won, rovers 3 1win against brentford not enough to stop them slipping into the third tier of english football. They finished level on points with forest but go down on goal difference. She beat Mirjana Lucic baroni to set up what could be a prickly encounter against Eugenie Bouchard. The canadian has called for the russian to be banned for life. We see how spicy that 1 gets. Lets talk to norman smith, we are continuing with our election coverage. I think the Prime Minister will be pressed today about the issue of immigration, she will recommit to this target of getting Net Migration down to the Tens Of Thousands, a target which they have missed again and again and again. What theresa may seems determined to stick with it because its all an issue of trust, i think is her view. If she is to convince voters she is serious about getting the number of migrants coming to britain down then she cannot abandon this pledge, particularly when shes having to negotiate brexit and also its become a sort of personal thing for her i think. As home secretary she was so closely identified with this pledge if she was to give it up now it would be viewed almost as a personal defeat. However, ukip this morning trying to pile on the pressure, saying they want a Migration Policy which is a sort of 1 person in, 1 person out policy, so there would be 0 Net Migration and their leader paul nuttall, in the past few minutes, in effect said you cannot trust theresa may on immigration. I can announce today that ukip will go into the selection with a policy of balanced migration which means 0 Net Immigration over the next 5 year period. We have to wait until we get the tory manifesto until we see exactly what the commitment will be because it will be interesting frankly to see whether there is a specific yet to meet this Tens Of Thousands target or whether it disappears off into a long ambition some work down the line in never never land. Norman, thank you. Okay also this General Election, back, not by popular demand, but because we couldnt think of anything else every day untiljune 8th well be highlighting the best cock up, gaffe or highly amusing moment from the campaign, with norman. We need a General Election and we need 1 now. Takeit take it away, norman. This, the Humble Selfie Stick is pretty much ubiquitous on the campaign trail. Wherever you go you will see politicians with 1 of these being thrust in front of politicians, the modern day equivalent of having to kiss the baby, politicians have to have that selfie moment. Some of them are getting a little bit familiar with these selfie moments, here isJeremy Corbyn when he was out at Leicester University over the weekend. All the best, jeremy. And good luck to you. And think on the music. Absolutely. The music is the message. Absolutely. I captured that for you i think he took that rather well. Someone else came up for a selfie and he started mothering them. Concentrate yes, thats better yes showing his best side and then there was a curious moment when another bloke came up and i think said to him, the last time i met you was ina said to him, the last time i met you was in a toilet in leicester charming. Jeremy, good to see you. We met in the gents toilets at Leicester University. Yes. Although i dont think we should say that on air laughter. To giveJeremy Corbyn his credit, he seems to go with it remarkably good spirits, doesnt necessarily mean it will do him any good at the election. Do you remember the many found on moment when ed miliband came off the boss and he was grabbed by that hen party . Before we go. Let me give you another classic what the. Moment. Youre never going to believe this. Iain duncan smith doing eminem. Remind us of these words. I only said that, you were talking about eminem eminem, lose yourself lyrics, from diane abbot. Can we have some . Its halfway down, he says, he opens its mouth but the words dont come out, hes joking now, everybody is talking now, the clocks run out laughter amazing. Whatever next . Theresa may does beyonce. That would be good. And that was were taking our programme on the road visiting Forgotten Britain during the general Election Campaign. Tomorrow were in camborne in cornwall one of the most deprived areas in england where 7 of people have no central heating. Well be asking people there what election issues they care about the most. The nhs is one of the issues that you tell us will influence your vote the most in next month s General Election second only to brexit for many. A group which represents Health Trusts and hospitals says politicians must address rapidly growing concerns over the nhs workforce in the general Election Campaign. Nhs providers says a combination of pay restraint, the impact of leaving the European Union and the lack of a decent long term workforce strategy are taking their toll. Nhs providers say lower paid workers are leaving the sector to stack shelves in supermarkets. Lets talk to a group of people who all work for the nhs and also here is our Health Editor hugh pym. Dr mark porter, a consultant anaesthetist and chair of the british medical association. Professor geeta nargund, a senior fertility consultant. Dr zeshan qureshi, a paediatric registrar, sandy wright, a medical graduate, starting as a Junior Doctor in august. Charlotte wilson, an anaesthetic nurse. Dr rishi dhir, an orthopaedic registrar. Welcome to all of you and thank you somewhat for your patience, i appreciated. How short staffed or certain parts of the nhs . Very short staffed, talk to anyJunior Doctor, the experiences of rotor gaps, you have on call rotors with Emergency Staff and ships designated that there are gaps for people should be. Go to emergency departments, short staffing is rampant, vacancies in general practice 5 times higher than they we re practice 5 times higher than they were some years ago, individual practices running out of gps to be able to give services. Do you know people who have left the nhs to stack shelves . I know people who have gone abroad because there are better pay offers. But not to stack shelves, is that true . |j better pay offers. But not to stack shelves, is that true . I have no doubt chris has a few examples of bad but the thing you must remember, the stability of employment, the stability of what people see as their commitment to the nhs is affected by long term pay restraint, pay restraint is also known as pay cut, an average of 12 pay cuts while the Restraint Policy has been running. Over the last 7 years . Scheduled to carry on for another 3 yea rs, scheduled to carry on for another 3 years, that has a long term effect on morale and commitment to the nhs. You can, i spoke to the Chief Executive of the trust recently and she says she is show short staffed they are sending people out to spain, the philippines, to recruit doctors and nurses, it is happening. It is, trusts send out to spain, greece, the countries in europe and further afield, there have been many nurses over the years and care workers coming from the philippines and other countries, the uk needs workers from around the world to come here and do the Surrey Importantjobs come here and do the surrey important jobs in the come here and do the Surrey Importantjobs in the nhs come here and do the surrey important jobs in the nhs and come here and do the Surrey Importantjobs in the nhs and social care. Just on this issue of people leaping to stack shelves in supermarkets, chris and represents nhs providers, representing the trusts in england says the trusts and saying that, employers are saying they are aware of staff who have left because of pay. The government reaction to it, the conservative reaction i should say in this Election Campaign is it needs a Strong Economy to deliver at the money to pay out the staff in the money to pay out the staff in the Public Sector but we havent heard yet for the parties want to do about funding for the nhs. You say youre cancelling three hip or knee operations a week. Why . The reason were doing this because we dont have beds availablement to bring a patient in safely for an operation, you not only need to have the staff available to do the operation, you need to recover them appropriately afterwards for to or three or however many days it takes. The beds have been cut year upon yearin the beds have been cut year upon year in the nhs. I wanted to go back to what you said about staff shortages. There is a massive problem with morale in the nhs. Emblem saith maralaafihafifi isa emblem saith maralaafihafifi is a recruitment and retention there is a recruitment and Retention Problem at the moment and i think a lot of this comes to not only competency and trust. Doctors have lost massive trust in this government. We have seen the first Junior Doctors strikes in a generation and nurses balloted and accessing foodbanks for the possibility of strikes and we saw a landmark case last friday on whistle blowing, Junior Doctors have been cheated out of whistle blowing protection from this government since 2015 after the francis report into Mid Staffordshire and that was thrown out at one of the highest courts of appeal on friday. This is worrying me as a doctor who is near the end of his training about that. Whats the best and worst thing about yourjob whats the best and worst thing about your job at the whats the best and worst thing about yourjob at the moment as a paediatric registrar . Well, the worst thing that i have seen recently is that for the First Time Since 2003 the death rate amongst children under one is going up. Thats going up in a country thats the fifth biggest economy in the world. We have an under one Mortality Rate that is 15th out of 19 in western countries. Why do you say thats happening . What mark and the bma talk about in terms of an underfunded, the bma talk about in terms of an under funded, under resourced nhs the bma talk about in terms of an underfunded, under resourced nhs is important. We need the government to look at every policy through the prism of does this harm children . One in five children now are living in poverty. In the fifth biggest economy in the world and all Party Parliamentary group stated that Three Million children are at risk of hunger during the school holidays. They get free meals during term time and for me, im diagnosing children with scurvy. How often does that happen . That happened a few weeks ago. One child . I havent seen it before in my career and children are going into hospital with malnutrition. Scurvy and malnutrition. Scurvy and malnutrition are being diagnosed more commonly. Charlotte wilson, you are an anaesthetic practitioner. They are not scrabbling around for money there, are they . Im glad to say i have had a good experience in my trust and because of their sort of charity that they have, they do have a lot of extra income that many trust would not benefit from. So, perhaps not in my immediate experience at the moment, but certainly, in previous posts, you know, there are struggles. Your message to politicians from whichever party would be in this Election Campaign . I think training up Election Campaign . I think training up future Healthcare Professionals is really important. Thats our sort of long term vision. Bursaries were cut a few years ago now and personally, without a bursary, i was one of the last to go through with a bursary scheme, i could not have afforded to train and i would not have qualified and be in working for an nhs trust if that wasnt the case. And in sort of the last year there has been a 23 drop in Nursing Applications across the board and thats also overseas students applying to come and train here so thats really concerning especially. Whats the knock on effect of that going to be, do you think . That drop in Nursing Applications . Well, i think it will have a knock on effect. Quite clearly, i think there are a couple of general points here that the doctors, the Healthcare Professionals, nurses included, they need to be empowered and they need to feel that they are appreciated. 0k. And to feel that they are appreciated. Ok. And its quite important that we cant just rely ok. And its quite important that we cantjust rely on goodwill all the time because the doctors and the nurse love the National Health service and they are there could do a greatjob for this institution, we cant just rely a greatjob for this institution, we cantjust rely on the goodwill and we need to make sure they are partners in the nhs and the second point is that what hugh said, we need people from outside and i think we have more than 50,000 european nationals working in the nhs at the moment as doctors, nurses and researchers and we need to think about that when were talking about brexit and how we retain them. Just on that first point. I think its really important to pay and value our staff well, but going further, the nhs is actually making its staff sick which i find quite frightening. Depression and post Traumatic Stress disorder and anxiety is rife. Doing paediatrics and looking after sick and Vulnerable Children is very difficult, but having a 2 and a half hour shift where you have to break, people fall asleep at the wheel, its really quite scary. No wonder people are being scared off. Has that happened to you, 12 hour shift, driving home, falling asleep . I felt too tired getting into my car andnded up having to get a taxi home and a few hours previously i was making life and death decisions with sick children. Youre going to become a junior government two months after the next government two months after the next government gets in. What are the challenges for you speaking to friends who are starting as Junior Doctors, maybe theyve done one or two years, the sentiment coming from them is theyre holding off applying for further training. Theyre going to take time out and maybe locum and it isa to take time out and maybe locum and it is a combination of things which weve talked about, morale issues and the pay issues and so they want to sort Ofjust Wait And See what the effect is going to be before they commit themselves to ten years of training and thats one of the reasons thats leading to these gaps in the rota is youre not getting these professionals through on to these professionals through on to the Training Programmes that could provide the support to probably people like myself as newJunior Doctors coming into the system and its going to be a. Employing locums is costly. The rate is much higherfor a locums is costly. The rate is much higher for a freelance stand in. Locums is costly. The rate is much higher for a freelance stand inlj dont think you can blame these individuals for taking a step. If im to the going to get paid very well, im not going to get valued, the morale is low, maybe i should ta ke the morale is low, maybe i should take time out and consider an alternative career. Hugh, we know about what some parties are saying they would do with the nhs and with social care . Well, labour, last week, said they would raise the cap on Public Sector pay. Currently 1 , set by the conservative government to go through to 2020. They would raise it to allow pay increases of above that, more in line with inflation. They say they would pay for that by raising Corporation Tax after cuts over the last few years. But actually they werent very clear about how much money it would cost and whether Corporation Tax receipts had been pledged to other policies. The Liberal Democrats said at the weekend they would put a penny on income tax, a penny in the pound, that raises in total £6 billion over the next, by 2020, you get there. The trouble is, how far will that go given the pressures of keeping up with demand and this raises a bigger question does the nhs and social Ca Re Question does the nhs and social care need rather more than what the parties are talking about . We spend just under 10 of National Income on health, france and germany is just over 11, but that difference could be around £20 billion a year. So i think there is a big debate about all these issues about sustaining the nhs and social care and paying staff. The conservatives havent said what they would do about spending. They did say theyd try to get 10,000 more professionals in Mental Health over the next few yea rs, Mental Health over the next few years, but that would have to come from existing planned nhs budget increases. Dr mark porter, is it simply a lot more money . Is it as simple as that . The key thing underlying alling the stories we heard about the nhs being at Breaking Point. We spend less than leading european economies with whom we compare ourselves. Compared to the long term trend in the nhs, the spending increase each year are lower than they have been in the history of the nhs. At the moment, the amount of money spent per patient in the nhs is going down in real terms and those Spending Decision which are actual decisions taken decision which are actual decisions ta ken by successive decision which are actual decisions taken by successive governments are what is driving the nhs to its Breaking Point at the moment. The key message here is that the General Election, everybody says its about brexit and about giving ourselves a negotiating position, thats completely wrong. The General Election is the moment when Public Services are reset for the next five years. Where we look at where we wa nt years. Where we look at where we want to be in five years time with the nhs that we have now and the one that we want then and at the moment it is hard to see any party thats taking that long term Step Back View to give a proper investment in the nations health. Thank you. More than 80 nigerian schoolgirls freed in a Prisoner Swap Deal with the Islamist Group boko haram are expected to be reunited with their families from today. The girls from the town of chibok who were among more then 200 kidnapped three years ago met their president Muhammadu Buhari yesterday, following their release. Lets speak to two people now who say theres more work to be done to release the remaining girls. Reverend enoch mark joins me on the phone. Two of his daughters were kidnapped in chibok and aisha yesufu is a bring back our girls campaigner. Tell us your reaction to the 80 girls being released. Presently the government have tried but i know the government have tried but i know the government can do more than this. We are hoping we asking the government to release the whole girls. I cant quite hear you. Im going to talk to aisha yesufu. Your reaction to when you heard that the 80 girls were released. The first reaction was one ofjoy, happiness and elation that 82 girls of our girls have been rescued. The last time we had any negotiation was in october 2016 when the government then said to us that the girls would be brought out very soon. So when we heard the 82 were brought back, it was a joyous moment. There was a tinge of. We have 113 that are out there and they are waiting to come back home. We have to continue. Each and every one of them must be accounted for. Yes, 113 girls left out there. What do you want the government to do to try and negotiate their release . Well, we wa nt negotiate their release . Well, we want the government to put in obthe front burner. To give it the maximum priority that it needs. There should be intelligence gathering. Weve always said to rescue our chibok we need military operation. So the government needs to put this as a priority and need to ensure that the chibok girls, each and everyone of them is accounted for, put everything in place to ensure that. We want Ourgirls Everything in place to ensure that. We want our girls to get education and not left behind. The chibok girls are no longer nigerian citizens, they are world citizens. They represent the girls that are trying it get education. They represent the repressed people. Girls should get education and thats what the chibok girls did. They have spent over three years in captivity for doing just that. Actions speak louder than words. Sometimes we look at chibok. Actions speak louder than words. Sometimes we look at chibok. Thank you very much. Thank you for your time. Heresjoanna in the bbc newsroom with a summary of today s news. Emmanuel macron isnt yet 40, had never before run for Public Office and only founded his Political Party a year ago. Hes now the new president of france. Making him the youngest since napolean and the first not to be from either of the two main parties. A few moments ago the outgoing president Francois Hollande and Emmanuel Macron embraced before laying a wreath at a victory in europe commemoration in the centre of paris. It was mr macrons 1st Official Function as the new french president elect and he has bin grading veterans during commemorations marking the end of the Second World War in europe along with the man he replaced at the end of the week, Francois Hollande. Our correspondent James Reynolds is in paris where the ceremony has been taking place. James. The tory, Francois Hollande and Emmanuel Macron just a few metres beneath me, in the stand, going to greet various guests are not the 1st Indication that Emmanuel Macron has had of thejob he inherits, 1 of the most powerful in europe. He stands alongside Francois Hollande in this mornings ceremonies, at the Arctic Triomphe behind me, this was built to remember some of napoleons battles and Emmanuel Macron becomes the youngest french leader since napoleon. A reminder of the weight of the task he faces. They are commemorating victory in europe day, victory against nazi germany and it was the alliance that france and germany formed in the years after the Second World War which led to the Second World War which led to the creation of the European Union a little later, that union is struggling but Emmanuel Macron downgrading people behind me has promised to try to report that project, to work with Angela Merkel to bring back the strength of the European Union which has been damaged since the Brexit Vote Last year. He sees himself as a pro european, Pro Immigration but he will have a huge task ahead of him. Thank you, james. Its probably fair to say that quite a few french people were uninspired by the two candidates for president a third of french voters either abstained, chose neither candidate or spoiled their ballot. Turnout was the lowest in 50 years though at 74 far higher than in recent british General Elections. We can speak now to some people who say theyve reluctantly voted for Emmanuel Macron. Amelie turgis, a french mum and accountant living here in the uk. Arthur gerard, a French Citizen Living In London who works in market research. And ines seddiki, who is a youth worker from the outskirts of paris. Welcome to you. Why were you a relu cta nt welcome to you. Why were you a reluctant footer for macron . Good morning. I wasnt really convinced by his programme, im more on the left wing of the political scene but i decided to vote for him because i didnt want Marine Le Pen to be our next president , thats the reason why. What about you, and millie . Similar, really. Ivoted why. What about you, and millie . Similar, really. I voted for the socialist candidate in the 1st round andl socialist candidate in the 1st round and i didnt really like macrons programme because he didnt have anything about ecology or anything like that which matters to me. Arthur, for use . For you its going to be macron . There is no question about that but i have to say, i feel pretty much in line with the other persons, exactly. And i think he also doesnt really represent any sort of renewal of the political landscape, to me, he feels like someone who has been growing in that same sort of political environment. And i dont feel like he will be able to deliver the promise of having a brand new able to deliver the promise of having a brand new way of doing politics, really. Iu per per to give him a chance . I wish him luck, of course we are not savages. But what i want to say is that i think he was troubled to get a majority because. Thats his next challenge and to explain that to our audience, next month parliamentary elections, hes got to try and get some sort of majority if you can. He has no party, its a movement, there is no party, its a movement, there is no party, no base there. Yes, and actually, i think, party, no base there. Yes, and actually, ithink, this party, no base there. Yes, and actually, i think, this is recent news, i think he said he was actually not so much in favour of forcing people out of their traditional parties but he has to compose with a labour people coming from traditional parties, how do you make you politics when you have people who had been in this same kind of environment for decades. How do you think hes going to, as we said, plenty of people didnt hope or spoiled their ballot papers and 11,000,000 people voted for Marine Le Pen so how will Emmanuel Macron unite france . Its very important what you said. Weve been running around like we are giving lessons to the uk, to the United States because we didnt vote for the far right but 11,000,000 people voted for Marine Le Pen and its too much. And so what he tried to do yesterday in his speech, he tried not to point fingers at them, to include them in his presidency, the way he did with all french people during the campaign, he was, whats good with Emmanuel Macron as he has a very inclusive way of campaigning and of doing politics, he doesnt point fingers at anyone and i think thats what he tried to do yesterday and he said he respected the foot of the 11,000,000 people, he has heard them, as much as he has heard the people who abstained. The vote. Just to prevent Marine Le Pen from being the next president and i think it was important to say that because the people who didnt want to vote in the 1st place because they feared there would be a labour but tensions, the people who didnt want to hope for Emmanuel Macron use the argument he would take the votes for him and think 65 of the population voted for his programme and i think he did the right thing yesterday, what he said will be acknowledged, he knows that people, a lot voted for him just to put an end to Marine Le Pen. Thank you all so much, we will leave it there. Thank you all. Nice to meet you. An investigation by this programme has found there are at least 1,400 mistakes made in englands nhs Maternity Units every week. The true figure could be much higher because only 81 out of 132 trusts in england responded to our Freedom Of Information request. The most serious incidents include the avoidable deaths of mothers and babies as a result of errors by midwives and doctors. The Royal College of midwives says Maternity Services are heading towards a crisis because of demands on the services. We played you our full report earlier. Heres a short extract. While hundreds of thousands of women give birth safely in Maternity Units across england, there are cases where serious mistakes are being made. Sarah ellis and herfiance, adam, lost their baby in 2014. We were left for six hours, we didnt really know anything. Theyjust told us, well, theyjust reassured us, didnt they . The inquest later showed sarah should have had an emergency c section many hours before she did. Medical staff failed to act on Warning Signs, and their son gino was severely starved of oxygen. I was in the corridor, i was with her mum and dad, and ijust said to her mum and dad, isaid. I said, how am i going to tell sarah that hes not all right . Gino was placed on a Life Support Machine but, just days later, sarah and adam were advised to withdraw treatment. Its a conversation you never think youre going to have to have, is it . No. How do you discuss how youre going to end your sons life . The couple decided to take legal action. A coroners report found the hospital missed four opportunities to save ginos life. Everybody makes mistakes, i do, we all do, but to see so many people make so many different mistakes within six hours isjust shocking. People who you put your trust in, your life is in their hands, and ginos life was in their hands, and they didnt take care of him. We have to live with the fact that were a victim of the nhs. So many babies have lost their lives, and so many families have been destroyed because theyre not doing theirjob right. Sarah and adam got compensation from the trust. An investigation by this programme has found that at least 1000 mistakes are occurring in englands nhs Maternity Units each week. Weve also found that nearly 260 mothers or babies died overfour years. These deaths were either unexpected or could have been avoided. Only 39 out of 81 trusts responded to this question, so the number of deaths could be much higher. The Royal College of midwives said safety is being compromised because of the pressure our Maternity Services are under. Were heading for a crisis in our Maternity Services. The simple truth is, we do not have enough midwives working in them right now. We cant deliver the safest possible care if we dont have enough midwives and enough doctors working in our services. When you go in to have a baby, you expect, you go in with a baby seat and you come out with a baby. But we went in with a baby seat and came out with death certificate. Lets talk now to James Titcombe whose nine day old sonjoshua died as a result of mistakes in the Maternity Unit where he was born. Rachelle mahapatra, a solicitor who specialises in cases where babies have been left with brain damage. Dr pat o brien, a consultant at the Royal College of obstetricians and gynaecologists. Welcome all of you, james, firstly, your reaction to our investigation that over a thousand mistakes are being recorded in england paternity units over the next week. We need to encourage organisations to report incidents and we need to be careful how we report this but we need to find out why theyre happening, are there any themes that represent systemic risks . Pat obrien, how do you respond . Its a terrible tragedy from a couple lose a baby like this andl from a couple lose a baby like this and i heart goes out to them. I think its and i heart goes out to them. I think its 1 of the reasons why the royal oak at has set up each baby Counts Campaign, and it aims to reduce the number of stillbirths by 50 over the next few years and we do that by looking at the investigations in morkel hospitals, look at the lessons learnt and roll them out across the nation and i think that will make a big difference. The most common thing that you see in cases of mistakes in Maternity Units, what would you say . I would say basically the main concern is that the investigation procedures within hospitals are not deriving enough information and that is the only way that hospitals can learn to actually plug the gaps. There used to be consistency of completion of the investigation of reports. Its not thorough enough, diligent. They are diligent enough in some of the trusts but its not consistent and james inquiry, following the sad death of his son found that its not been implemented and so we are in a situation, if theres going to be a National Training scheme, which is going to help to improve the experience for patients and may cause people safer, and stop these people dying, unnecessarily or 129 average annual admitted Brain Injuries in children that we are seeing from the nhs statistics, then things are not going to improve. We need to basically have as much transparency as possible. Absolutely, 1 of the 1st reports of the each baby counts programme find that, for the serious incident investigations were not thorough and a large proportion were failing to involve the parents and i think that was your major point. Absolutely. Joshua died in 2008, of a preventable infection that could have easily been treated at what happened afterwards was even more ha rd happened afterwards was even more hard for us because critical records went missing, the Investigation Report that was done wasnt worth the paper it was written on and very sadly afterjoshua died, mothers and babies continue to be at risk up that trust and a number of other babies died for similar reasons. And looking back even before that, the that that unit that unit that should have been an opportunity to learn was in 2004, that wasnt investigated properly and the whole cascade of events carried on. The point about needing to properly investigate and learn and share that learning across the system is important. So if 25 of cases arent investigated is that a lack of skills amongst those carrying out the investigation, is it a lack of will because they dont really want to know . I dont think it is trying to know . I dont think it is trying to hide things, i think it is a lack of training and a lack of rigour in the process. Within of the major benefits of this each baby Counts Campaign will be to look at this and point out that rigour isnt uniform and the first step will be to make sure the serious incident investigations are being carried out ina investigations are being carried out in a thorough and open and inclusive way throughout the country. When it comes to compensation for Brain Injuries, for example, some of the pay outs can be between £10 million and £15 million, cant they . Yes. How is it assessed to that level . We have a cohort of children who have preserved intelligence, but they are very physically disabled so there are short bursts of brain damage and they cant speak and they have no physical movement, but they will have quite a normal Life Expectancy so they cost a lot of money to care for. Thats the way we calculate the claims. They can go to school and go to university and they want to actually engage in normal life and independence as much as they can. Technology costs a lot of money. So to be able to operate a speech syste m to be able to operate a speech system we are looking at £25,000 every time you renew that piece of equipment. The wheelchairs are expensive, it is right that people should have an independent and fulfilled life as possible. Should have an independent and fulfilled life as possiblelj should have an independent and fulfilled life as possible. I want to ask you james how you, so many yea rs to ask you james how you, so many years on, to ask you james how you, so many yea rs on, reflect to ask you james how you, so many years on, reflect on the loss of your son . Well, it still affects us every day. We are not finished of all the investigation processesment even though its nine years later, we have got hearings happening. The saddest thing for me is the themes that happened injoshuas case which was midwives and doctors not working together as one team, failure to risk assess properly, those themes delayed intervention. Families still contact me today having recent tranlg daorks i cant emphasise teamwork, working together, training together and learning from things that go wrong are so important and we have not made enough progress in those areas. Why are hearings still going on nine years later . Well, u nfortu nately going on nine years later . Well, unfortunately this is what the process does and things get in the way so afterjoshua died there was a police investigation, the nmmc processes got put on hold and then there was an investigation and everything got put on hold and when that happens things cascade and there is one case relate to go joshua thats still on going and its traumatic for everybody. It is desperately sad for us and desperately sad for us and desperately sad for the staff involved. We have got to get to the point where we can learn quickly and be open and honest and understand what went wrok and put things in place to stop that from happening again. Thank you very much for coming on the programme. Thank you very much. Phillip tweeted us, you read out comments about voting or not but please run a short video showing how to register by 22nd may. So phillip here you go. It looks like the new conservative manifesto will re commit to the target of reducing Net Migration to the Tens Of Thousands. Though the exact wording is yet to be published, it is a pledge the party has previously failed to meet. In fact theresa may is talking about it right now. Jeremy corbyn, who just wants to carry on with Free Movement as it always has been. Itv. Reporter hello, emily morgan from itv news, nhs Service Providers say staff are leaving to go and stack shelves this supermarkets because of poor pay and thats leading to risks in safety. Will you commit to ending the 1 pay cap and if so, when . Well, it is right that the Public Sector as a whole has had to play its part in dealing overall with what we were left by the last Labour Government which was the worst deficit position that we have seen in peace time and weve had success in bringing the deficit down by two thirds, but there is more to be done. In relation to nhs pay, actually, if you look at the, not just the basic pay nhs staff get an annual increase of 3 to 4 in their pay, but, of course, we want to see more staff and good staff in the nhs and thats the record weve got as a conservative government. More doctors, more nurses, more midwives. It is because weve put the extra funding into the nhs, we have been able to do that, you can only put extra funding into the nhs if youve got a Strong Economy. Studio meanwhile, labour is pledging to tackle what it called the scandal of poor health in children by axing allJunk Food Ads before 9pm so they would no longer be shown in prime time programmes like x factor and britains got talent. Lets talk now to david lammy, labour candidate for tottenham. And in blackburn is nigel evans, the conservative candidate for ribble valley. Mr evans, fora mr evans, for a third time the conservatives are going to promise to cut Net Migration to the Tens Of Thousands. Some voters might be forgiven for thinking youre taking the mick . Well, no. Im not in blackburn, but im in the heart of lancashire and im delighted that that promise st going to be restated in our manifesto. Why should voters believe you this time. Its the third time you would potentially fail to deliver on it . Weve third time you would potentially failto deliver on it . Weve missed the targets in the past, but a lot of that is due to the incredibly Strong Economy where people clearly wa nt to Strong Economy where people clearly want to come and live and work in the United Kingdom and the north west of england too and weve got ma make sure as we leave the European Union were going to institute a system on controlled immigration, that is actually going to be applicable to 220 countries and not just those to be applicable to 220 countries and notjust those outside the European Union. It has got to be one that reflects the needs of the country as well. In lancashire, in west lancashire particularly, where there are people grow cabbages and lettu ces, there are people grow cabbages and lettuces, there is demand for seasonal labour from eastern europe. We have got to have a system thats flexible enough to meet those demands. David lammy, whats labours policy on immigration . Labours policy on immigration . Labour have not announced its policy. Thats to come in the manifesto. No, seriously, has labour got one . Well, we will see in the manifesto in ten days time. So youre not sure . I thinkJeremy Corbyn said that he accepts there has to be curbs on Free Movement. Im not sure he has. Keir starmer said there has to be changes, but im not sure jeremy said there has to be changes, but im not sureJeremy Corbyn said. Said there has to be changes, but im not sure Jeremy Corbyn said. He did repeat what in a speech, but lets see in ten days time what we put in our manifesto. Do you think it isa put in our manifesto. Do you think it is a failing that you havent talked about immigration when so many labour voters voted to leave the European Union . Look, i dont think it is surprising to be honest and say the Labour Movement has been split on immigration. There have been people within the labour tribe ina been people within the labour tribe in a place like london that are very welcoming of those who come into our country, who recognise the contribution that they make, but it is true that in parts of the country, particularly the north, there are deep concerns about immigration and people want to see an end to Free Movement. But in the end, when you look at what the conservatives are saying today, they have not met their targets in the past, why would they meet them in the future . When they talk about new free trade deals what would be the first thing about the indians ask for with their new free trade deals, they will say they want visas and indians to come to britain. There is no point in being dishonest not not meet again. When you strike the deals with india, with brazil and other countries, they will want people to be able to come to this country as we are able to go there. Thats a fair point, isnt it, nibblingle evans that david lammy makes . Yes, if the indians have got the right skills that we need in this country then clearly, they will be treated the same as everybody else including those from the 27 other countries. Part of the problem as david has intimated is the labour party dont have a policy. It really a tail back to when tony blair had a free for all. It seemed to be an open door policy and the number of people coming in from all over the world was just unsustainable. You really cant have a system whereby for instance when tony blair said only 16,000 were galloning. Im going to stop you because its coming to the end of the programme and no other reason. Tomorrow well be in camborne in cornwall asking voters there what issues they care about the most ahead of next month s General Election. Good morning. At its best that sphere willjust good morning. At its best that sphere will just about good morning. At its best that sphere willjust about do it for the weather. But its not like that everywhere, when you have the combination of cloud and breeze, the temperature is closer to 18 celsius. So in the west you can walk your dogsin so in the west you can walk your dogs in sunshine. If you try and walk your dog on the beach in the east, you will probably be on your own. The dog has got more sense than you perhaps im hopeful that sunshine breaks through across eastern parts, but the north of scotla nd eastern parts, but the north of scotland and maybe the south eastern quarter sticks with a fair amount of cloud for a good part of the day. Nine, ten 11 celsius, but somewhere in the west will see 17, 18 and possibly 19 celsius. Overnight, the skies will stay clear, but too far north k and you ind up with a wee bit more in the way of cloud and drizzle. Underneath the clear skies, A Touch Of Frost is possible. For tuesday, another dry day in prospect with sunshine around and not so much wind on the east coast at last this is bbc news, and these are the top stories developing at 11 Emmanuel Macron attends his first event as frances president elect after his resounding electoral victory, at events to commemorate the end of world war ii.
