scripted. but at the end of the day it is a game we are going to want to commit everything to and afterwards it does not change whether we win or lose we still have to qualify. scotland's first public that the scottish | assure the public that the scottish government is working on this challenge and has been for some time. risks associated with the presence of raac in buildings is not a new issue. in order to fully understand the scope of raac including in the school estate we have been working with local authorities and nhs scotland as they have conducted reviews of raac in their properties. this allows us to better understand the extent of the issue and ensure that risks are managed and require that remedial work and mitigations have been put in place when necessary. institutional structure first published guidance on raac in march 2022. my officials were made on this publication at that time and have throughout supported reasonable building safety stop for example, into july 2022 learning direct officials made contact with scottish heads of property services and association of directors of education in scotland to discuss raac. in december 2022 nhs scotland issued a service team to understand raac across the state. early on in the summer my officials met with... and met with several local authorities individually to discuss the specific issues. injuly my officials issued raac security... discussed raac since december 2022. the work now supports as my officials joined with key representatives of the private sector. this has been established as a more formal foreman to share good practice and recent discuss professional advice, buildings and the work that is ongoing which is already under way. more recently my officials had been invited tojoin the across uk government working group on raac. in various other meetings we have once again been assured that the guidance and risk based approach remains appropriate for the management of raac in schools and other buildings. the most recent discussion with the interchange... when my officials met with the director who confirmed that raac guidance had not changed and remains a good valid practice in this area and we have issued it to local authorities. the institutional structure of engineers remains of the view that... the issue of raac has been in discussion for some time and has action has been taken. the uk cup department for education change their approach to raac on the sist change their approach to raac on the 31st of august and a change of approach which the scottish ministers learnt through the media. recent incidences have shown chaos in the uk government it is totally only acceptable that uk ministers do not share crucial information with devolved governments. what can only be described as a dereliction of duty it was not until 1856 on sunday the 3rd of september that the uk government shed for pictures of raac photographs dating back as far as 2018. just photographs with the bare minimum of supporting context to be frank, the engagement has been insulting. i can confirm to the table that following receipt of the photographs we are still waiting detail and comprehensive structural reports which we requested on lease 3rd of september and again on the 5th of september. the withholding of this information was completely reckless and irresponsible. the secretary of the dates disregard of the work of devolved governments be clearer. more importantly it has spread unnecessarily alarm amongst parents and children. as i stated earlier work is already behind under way to deal with raac in the school estate. today it has been identified in a0 school buildings across scotland, albeit in some of those it is in part of the building which have not been in use for some time. what whenever raac has been found mitigations have been put in place. for example in west lothian they have closed part of their estate including dining and kitchen areas. in east lothian they have closed areas. riverside primary school moved children into alternative provisions. safety is the central consideration and there is robust guidance which is followed by every local authority to ensure these buildings are safe for the pupils, the staff and the public to be in. local authorities have a clear responsibility to ensure their schools are safe for staff and users. i know they take this responsibility seriously. they are taking out assessments and we are aware that some parts of the school estate in some cancers still need to complete full surveys. ministers have been clear to authorities that these must be carried out as a matter of the highest priority and have offered assistance to councils where appropriate. however it is in pro imperatives that that mitigations him place and we are working to ensure local authorities will have published information about the schools affected by the end of this week. the across government working group we established is enabling centralised understanding of how raac is affecting other sectors of the public estate. work is ongoing to assess properties across the public sector. it is important to state again that the assessment processes proportionate and based on the institutional structure engineers guidance. i want to once again reassure the team that where raac has been found mitigations are in place with accordance with that guidance. it is clear that significant work will be needed to take place across scotland on the uk in dealing with raac over the longer term. the first minister has been clear that while we do not have contingencies on governments to spend on raac we will of course spend on raac we will of course spend what we will need to to ensure that our buildings are safe for those that use them. i was pleased to see the chancellor seeming to commit over the weekend that the uk government will spend what is needed on this. more recent briefing is coming from the uk government say they will be no new money and it is deeply worrying. let me be clear that after a decade of tory austerity and cuts to capital budgets it is not sustainable that the uk government say there is no new money. this is an issue we have been alive to for some time. long before the change in approach the deputy first minister wrote to the treasury seeking for clarity on funding to deal with raac. then on the 3rd of september our education secretary wrote to the secretary of state seeking clarity on funding. both have not received a response. again the ignorance is simply astounding in such a serious situation. the uk government cannot put their head in the sand. new money including to the dealer pulse governments to take action which will be required, anything else... i would hope that i can count on support from all members of this chain but when making a case to the uk government. i will close as i started, the safety of occupants in buildings and buildings themselves is of utmost importance. the actions this government is taking along with public sector and industry partners is designed to ensure that appropriate measures are in place and provided for
