This is bbc world news, the headlines. Tough new fines for anyone in england, who tests positive for coronavirus or is traced as a contact but fails to self isolate. People are actually going out of their way to ignore the guidelines. I think its quite fair and proper they should be punished quite severely for that. Thats really not on, for them to be going out and about. And they should be fined. But i think the rules now are really, really complex. President trump says he will nominate a woman within the next week as his choice to replace the Supreme Court judge, Ruth Bader Ginsburg. Anti government protesters in thailand call for reform of the political system and the monarchy. Also in the programme 80 years after the battle of britain a Memorial Service takes place to remember the pilots and aircrew who paid the ultimate sacrifice. Sport and for a full round up, from the bbc sport centre, heres kat downes. Including the football, the Tour De France, everything you want a busy weekend, we are going to start with the football. Manchester united manager ole Gunnar Solskjaer says his side need to improve quickly after losing 3 1 at home to Crystal Palace in their Opening Premier League game of the season. And it was one of uniteds former players, wilfred zaha who did most of the damage at old trafford, scoring twice including this goal to seal the victory for palace. So two wins out of two for Crystal Palace, and the same for arsenal. Eddie nketiah scoring the winner five minutes from time against west ham. Wins too for everton and leeds. Scottish premiership champions celtic have gone top of the table, after beating bottom side livingston 3 2. Albian ajeti with the decisive goal at celtic park. Second play third this afternoon as rangers face hibernian. Spectators returned to English Football League grounds for the First Time Since march yesterday, with 1,000 fans allowed into seven stadiums as part of the governments pilot scheme. One of the clubs hosting fans was blackpool. 0ur reporterjoe lynskey was there for their 2 0 win over swindon. At blackpool, the sound effects were switched off. Football has some volume again. This wasjust 1,000 supporters in a stadium far from full. But in lancashire, cases of the virus are rising sharply. This sport is seeking a balance. For 1000 lucky supporters today theyre back inside the grounds. It does mean a lot. Its a shame that not more can be able to watch the game, but its a start. It isa it is a test event. The fans are very pleased, and for the town its vital the club gets functioning again. Blackpool found out on wednesday they would be letting fans in. Once inside, they can sit in household groups and take their face masks off in their seats. Here, they could even sing responsibly. This pilot was just a test of how crowds can come back. For efl clubs, there is much at stake. Clubs at this level need fans through the doors. An entire season of empty grounds would mean many would go under. For blackpool, even having just a thousand supporters here is barely sustainable. We need as full stadiums as possible, match day income is absolutely paramount and critical, as ijust said, to clubs at our level. I think its been a real challenge. We need as many fans as we can get in the stadium as soon as possible. There was, i think 300 people in one stand, 250 in another, 250 in another. Quite surreal. There is just no better feeling, to be honest. To see your own club score in front of your own eyes, nothing beats it. It was a really good game. You enjoyed it yeah, it was good. Footballs authorities want more games like this from next month. If its judged a success, the premier league could be next. But if cases keep rising, then hopes of that will fade. This sports priority is keeping communities safe and clubs afloat. Joe lynskey, bbc news, blackpool. American Matthew Wolff leads the us open going into the final round in new york. At 21, he could become the first debutant to win the tournament in a century. Hes got a two shot lead. Rory mcilroy meanwhile is six shots back. And another big day for another young athlete. Slovenias Tadej Pogacar stunned compatriot Primoz Roglic to all but win the race for the first time at the age ofjust 21, the youngest champion in 111 years. Ben croucher has the story of yesterdays time trial. Ascending the summit in cycling is seldom easy, the view when you get there is quite spectacular. Just ask Tadej Pogacar, climbing into history. He started the time trial 57 seconds behind long time leader Primoz Roglic, but as he ate up the miles, the deficit kept dropping until the foot of la planche des belles filles pretty name, pretty steep too. 0n the left, roglic ragged, watching his tour disappear up the road. 0n the right, pogacar pristine, on his way to becoming the youngest winner in more than a century. The hard work was done, the seconds ticked by. Roglic was just too slow. Three weeks of racing decided by less than a minute. It was so. Unbelievable i didnt know that i win the stage, that i win the yellowjersey until i saw roglics time just at the finish line. I couldnt believe it myself. I was just out of the world. Slovenia was set to celebrate either way. It was his home of komenda where pogacars name was chanted long into the night. Today, the champagne will flow on the Champs Elysees as well. Hes reached the peak of cycling, aged just 21. You wonder how long he might stay there. Ben croucher, bbc news. A good day for those of 21 years old. Two bright stars coming up in the world of sport. Now on bbc news, its time for the papers. Hello and welcome to our look at the mornings papers. With me are david wooding, the Political Editor of the sun on sunday, and property and personal finance commentator anne ashworth. Lets look at the front pages then. The mail on sunday leads on the Prime Ministers plan to unveil bigger fines for those in england who break self isolation rules. The paper describes the plans as draconian. That storys also the lead for the mirror, which focuses on the part of the Prime Ministers plan which calls for people on low paid incomes to receive a £500 lump sum if they have to self isolate. The sunday telegraph carries the same story, and suggests borisjohnson could announce tighter nationwide lockdown restrictions as early as tuesday, in an attempt to combat a second wave. The times points out that fines for not self isolating will start at £1000, but could increase to £10,000 for repeat offenders. The paper also carries a picture of revellers in newcastle enjoying a night out before the introduction of local lockdown restrictions. In addition to the introduction of fines forfailing to self isolate, the observer carries a picture of Supreme Courtjustice Ruth Bader Ginsburg whos died at the age of 87 the paper describes her as a feminist lodestar so lets begin. David, maybe you could start is with the sunday times, £10,000 fine and those who fail to south isolate. That is for repeat offenders but a pretty hefty fine. It starts at £1000. This is all about showing that the government is serious about self isolation and this will apply to people he had tested positive but also those who have maybe been to a pub or restaurant, left the number and had a call saying we have had an outbreak here and even though they have not tested positive, they will still have to isolate. It also extends, something in the small print in the story, anybody who prevents others from self isolating will be fined. That would apply to perhaps Small Businesses who say if you do not come into work, i am going to make you redundant. They will be fined as well. It is showing that the government means business on this. The other side of the carrot and stick is there will be these payments for those who are on benefits, about 4 Million People will be affected by that, he really cannot afford to not go to work, may be people who work for themselves and hourly contracts or whatever. Anne, a sense that not enough people are taking the idea of self isolation seriously enough and they need that stick as potential £10,000 fine to make them do so. It is becoming quite clear that people think that the rules may not cover them. We know throughout this whole period there have been people whole period there have been people who followed all the diktats to the latter and other people who flout them, go to books, go to the shops, go to meet their friends and it is evident that is how the virus is spreading. I think there is also a misunderstanding about what self isolation means and for a lot of people they think, if i went for a walk down the road, and i really did not speak to anybody, that is not breaking the rules. Indeed it is. David, the sunday telegraph, an interesting story about sir graham brady, really quite angry that parliament does not, in his view and the view of other tories in parliament, have enough say in all these lockdown restrictions. That Parliament Needs more of a say in what is being announced. Yes, it is the democratic argument. He has a fair point, theres a groundswell of anger on the tory backbenchesis groundswell of anger on the tory backbenches is going to break forth at some point. What graham brady is saying is the government has imposed Something Like 160 laws on this country since the covid outbreak this year. That is fine, it is an emergency, he says, but some of these things are stealing all Civil Liberties and they should be invoked in the commons. He says, i spoke to him last week, he says it is fine, they would probably be voted through, theres properly a majority for it to be voted through but it should be going through parliament. There is this argument that whether parliament is given a view on it. In the same story, it mentions that matt hancock announcing these changes, not in the comments, but outside and press conferences has also insulated the speaker of the comments, send hoyle, he is not too happy about that of course. Mike lindsay hoyle. The government need when they implement these various announcements. These various restrictions and if you put everything through parliament, i suppose i can take a while, that could be the argument. It is quite clear this weekend, we cannot delay taking action. However, the anger of cannot delay taking action. However, the angerof sirgraham cannot delay taking action. However, the anger of Sir Graham Brady and the anger of Sir Graham Brady and the rest is against the background of the pummelling that the government is receiving over its handling of the whole affair. The papers yesterday were almost united in condemnation of the policy is, indeed the tone this morning is even more forthright on the commons failings. This may be, decided that it is disgusting government away from the government, the conservatives taking from the government, the conservatives taking decided that it is taking away. Sunday people, they have save us from another care home catastrophe. What is your sense of what the government may do next . That is a lot of talk of a two week lockdown, a circuit breaking lockdown as it is called. Is that the way you see things going . There is certainly going to be some sort of announcement in the next three days. My understanding is that chris whitty, the chief medical 0fficer, chris whitty, the chief medical officer, and sir patrick vallance, the commons chief scientific adviser, will do a double act tomorrow, probably on television. You may know about it before me. They are going to go forward and lay the ground, they are going to say that this is how bad it is and hit us that this is how bad it is and hit us with all these facts and figures. More importantly, about projection of what this is going if we do not do something and that will then leave Boris Johnson do something and that will then leave borisjohnson the chance to comment on that coat tails and announce all these rather draconian measures that we expect. The problem is the Prime Minister is a libertarian at heart and does not wa nt to libertarian at heart and does not want to impose a second lockdown, indeed he has got the chancellor of the exchequer rishi sunak on his back saying you are going to destroy this, the Hospitality Business will go down the plug hole. He is going to have to do a balance, one option would be a five day or a two week Circuit Breaker where he shuts the country to try and put out the forest fire covid, if you like. Another is to shorten the hours of pubs, make them close and, less chance of people staying at night having one too many and making the breaking the rules. We will also get back to the office, britain needs you, our town centres are dying, i think the brakes will be slammed on that a little bit. The truth is, i do not think the government know what course they are going to go down at the moment. They are still working on it at the moment. Lets move away from coronavirus and the death of Supreme Court Justice Reece coronavirus and the death of Supreme CourtJustice Reece played against, died at the age of 87 from pancreatic cancer Ruth Bader Ginsberg. A divided country about when she should be replaced on that crucial Supreme Court, before the election after the election, which would have a massive bearing on what kind of justice will would have a massive bearing on what kind ofjustice will replace her. It is very difficult for the british to actually get an idea of how important Supreme Court judges to actually get an idea of how important Supreme Courtjudges are in the us. They are huge role within government and extraordinary, iconic status of ruth baker ginsberg, Ruth Bader Ginsberg, then notorious are bg, a womans his opinion was always worth hearing and hearing other peoples opinion, stop her death has come under texture ordering time in the election and trump says he wants to appoint a woman in her place and it looks as most of the senate will get behind him on this. However, there is an example of what happened during the la st example of what happened during the last few months at the 0bama administration where he was not allowed to appoint anybody to the Supreme Court on the basis that it was too late in his presidency. This is probably taken the American Election down the slightly different path, itis election down the slightly different path, it is going to make a lot of vote rs path, it is going to make a lot of voters who are not quite decided yet, wonder how they stand on the kind of issues that Ruth Bader Ginsberg makes champion. The sunday times, unsafe flats pa ralyse the sunday times, unsafe flats paralyse housing market. 1. 5 million flats it seems that unmortagable. What a word for a sunday morning. You have to make sure they are cladding free and this ta kes sure they are cladding free and this takes money and time. It is costing thousands of pounds for the owners and all these flats are just lying idle and people who are in them cannot move out. They cannot sell them and it is going to be a real problem for the industry. According to the sunday times, under leasehold, they must pay for the repairs and the typical cladding bills are £30,000. In one block in manchester, they reach £115,000. You have got all those Olympic Village once in london which borisjohnson famously said would be swanky at them one of these big holiday mediterranean flats. There are all these, some luxury flats that have been built in modern times, which cannot be sold. Anne, page three. The diaries of sasha, the former mps the diaries of sasha, the former mps wife he has written some pretty indiscreet diaries, including various claims about format by mr david cameron. It has been called a glut of smut in the observer. She is saying maybe i was naive, she says to the as above. Are you astounded to the as above. Are you astounded to find she is terrified of upsetting people because that what she has done. She is betraying the confidence of friends that have been given to herduring confidence of friends that have been given to her during difficult times in their lives given to her during difficult times in theirlives and given to her during difficult times in their lives and that is one review of the book today, questioning whether anybody has any class who does these kind of things. But it is an extraordinary moment when somebody writes down all these things that have been confided to them and puts them in a book and then thinks, oh, dear, i never meant it to happen that way, that indeed it to happen that way, that indeed it well. I wonder what her social life is going to be like now, you would not want to tell her too much, which you, now . Arent all political diaries based ona kind arent all political diaries based on a kind of betrayal, all the best ones anyway . Alan clarks diaries. This is super stuff, it is really racy. What has been fascinating is the tit for tat revelations, we had another revelation about her husbands behaviour, the Health Minister came out last week talking about her own experiences with hugo swire. What is great about this interview it says she has got by as ramos, when she starts asking sashas question, she says do not put that in your article, it will upset people she has got buyers remorse. The words too late come to mind. The sunday times, they talk about the British Empire, the rights and wrongs of the British Empire and the idea that the medals, the obe, mbe is, which stand for order of the British Empire, might have to change their name. We are at an extraordinary time. It feels like everything has been speeded up. There had been discussion as to whether these owners were appropriate in our age in the sunday times is reporting that the black lives Matter Movement and all the increased consciousness of race may mean that these orders are well made it. What does that mean to people who already have one until honour to have one . Who already have one until honour to have one . Should who already have one until honour to have one . Should we be doing this what the queen is still alive . I know that was the question being asked this morning, i do not know on that one. Dave, your mb cannot be far away, surely . Im definitely going for the peerage. I have got an answer to this one. I know it is regarded as largely woke, people have got that one are immensely proud of it, why dont we keep the name obe and changes to the order of british excellence so we can keep the same iconic namejust excellence so we can keep the same iconic name just change it a little bit. The other option would be to come up with a completely different award system and i think a bit of history about the and we have all had it throughout our lives and some people may feel it is not right to change it, we could tweak it a little bit and make it work. Footballers and sports stars are usually getting there awards. Gareth bale is coming back to tottenham. Is that good news after all they get stuck at real madrid, not even playing, playing a lot of golf . Star isnt that like the acne of the footballing career, to play at real madrid. I see it, he is back at tottenham, apparently he does need to quarantine marquee doesnt need to country when it comes back because he is a bubble. If you really cannot excel at real madrid, why would spurs what you so much . Is it all the history, . As supporters of liverpool, nee and david, we are quite happy with our tra nsfer david, we are quite happy with our transfer news. What do you think. You have properly got a editor in charge today i think it is exciting for the premier league have such a great player back. I remember seeing him score a superb goal. He will set it alight. I think the problem for spurs fans if i may say, i have been here myself, it may create a false door that they think they are going to win the league after 60 yea rs going to win the league after 60 years with one player. I think he will be a big difference to them and he will bring them on a bed. It will be exciting for them to have gareth bale back. As one man the answer to turning it into a great team . Probably not. Anne, you are shaking your head. You think somebody else is going to win this league. Yes, i think it will be. At this point of the year where everyone isjostling for position and that is all the new signings and it is all fresh and new and anything could happen, that is pa rt of and anything could happen, that is part of the excitement. It certainly is. I part of the excitement. It certainly is. Lam part of the excitement. It certainly is. I am excited and we have got chelsea today. It is even more exciting. David, anne, thank you for talking with us. Thats it for the papers this morning. Headlines coming up. Goodbye from us. Our weather for the week sees us starting off on a level footing. The High Pressure has built in from the atlantic. Mid week onwards, autumn will be knocking on our door. Heres the pressure pan know for sunday.
