Hello, welcome to our look ahead to what the papers will be bringing us tomorrow. With me are former trade minister lord digbyjones and the broadcaster henry bonsu. Right, lets start with tomorrows front pages. And were going to kick off with. Victims of the coronavirus in england will be paid to quarantine thats according to the telegraph, which says people on low incomes who test positive will be paid to self isolate amid signs that increasing numbers are refusing to because of financial worries. The express front page story is on a Natural Ingredient found in an insect repellent that has been found to kill the covid 19 virus. The paper reports that the discovery was made by Government Military researchers in wiltshire. Turtle chaos is how the metro describes the school exam results fall out, after borisjohnson blamed the chaos on a mutant algorithm which prompted social media users to dub the marking method as the teenage mutant ninja algorithm. The i looks at a different angle of the controversy about the grading of exams in england, headlining the sacking of a top official at the department for education and saying unrest is growing in the conservative party over government u turns. The guardian reports on the third night of protests in wisconsin after the Police Shooting of jacob blake. A 17 year old has been arrested and charged with murder after two people were killed during the demonstrations. And the times warns that shoppers may face paying more for a loaf of bread, after what is expected to be britains worst wheat harvest for a0 years. 0k, ok, so lets get started with digby and henry. Were going to start with the guardian front page, a really trekking image both of the protest on the streets there and the headline, what weve been reporting, the vigilante, in quote marks, held after two shot dead in the us. Lets start with you, henry. This is a really spectacular image. Its a fantastic photograph, even though it must be terrifying to be caught in all of that, so talk about a 17 year old who had an ar 15. This gun, itsa 17 year old who had an ar 15. This gun, its a machine gun, essentially, is notorious in the usa because its often been used in mass shooting attacks and he shot and killed two and wounded another, but hes been arrested on suspicion of murder. He managed to walk calmly away from the scene even though protesters the witness what he had done, pointed them out to the police, but for some reason, the let him go, which across state lines, from that state, wisconsin, to his home state of illinois. And people on twitter, in the analysis of all this, are asking whether or not the glorification of a husband and wife, a solicitor couple called patricia and mark mccloskey, holding a handgun and a ar 15 when protesters walk past their home in st louis, missouri, whether that enable people to ta ke missouri, whether that enable people to take the lawn to their own hands, because lets remember, this same couple were given primetime filling on the Republican Convention stage, and so people are very worried about what has been unleashed here. Remember, donald trump retweeted a picture of that couple toting the air15 and the picture of that couple toting the air 15 and the handgun, essentially approving what they had done, so this is very serious because it is going to escalate the situation and the police dont appear to have a handle on it, whether by accident or by design, and President Trump says hes going to send federal forces down there. Digby, what do you make of that response from donald trump, clearly saying he is the law and order president . This is, as we know, a paper review, and i would tip my hat off to the garden for that photograph. Absolutely stunning. To the guardian. Well done. I think trump has come down on a lawn order pieced. If he sees that as electioneering, it will be successful in great parts of america, but if he is looking to not just have the prejudice the field for the people voting for him anyway, but if you wanted to come and get that voter that was saying, i dont believe want biting, but what do i do . The people who are going to decide this election, you wouldve thought he would have gone out and tossed about this amazing sickness that is flicking his country, and henry just sickness that is flicking his country, and henryjust talked, described by this lawyer couple, what you really saying is they are even more normalising the ownership and use of an incredibly dangerous military weapon, and is becoming. The way you describe is very good way, just basically saying they are almost getting to this is normal. At the moment, 350 Million Consumers think it is complete the normal to walk around with a military grade weapon, god help us. |j walk around with a military grade weapon, god help us. I need to interrupt you there, because you have described them as some of the most sophisticated consumers. I would challenge that. I would say they are some of the most basic consumers, because the appeal to them, real america, which i think is what was described in the opening video of the Republican National convention a couple of days ago, rugged individualism. This is this thing they appeal to, you go with your gut, you defend your values evenif your gut, you defend your values even if it means shooting first and asking questions later, so that lawyer couple were tapping into something, and trump by retreating them, retreating that video, was saying to a certain type of american, you need to defend yourself, you have the right to re tweeting them. And im going to defend you. And that is probably the cell at the polls. I dont think it is sophisticated, it is a base reaction, and trump is playing tuitt effectively. I would not disagree with that, actually. What im saying about trump, the question was, what doi about trump, the question was, what do i thing about him standing on the line order . He has rights to do that if he is creating some space in which he can address the sickness, and in that respect, i think the ability to shift the voting pattern to him from that middle will not work. 0k, thank you. Was really fascinating to hear both your thoughts on that awful, awful develop in wisconsin. Which will rumble on, sadly, for days to come. Were going to stick with the guardian. Different story. We have not talked about it too much, brexit. Germany scraps brexit talks after wasted summer of no progress. They are quoting in eu double not hear saying since there has not been any tangible talks, the brexit item was taken off the agenda eu diplomat, saying. Laughter why do we start with him . |j diplomat, saying. Laughter why do we start with him . Ijust thought, henry and i is on the other end of this line, and he and i have not discussed brexit for months, and what a blessed relief that was. I have to say, that is a nonstory. What theyre really saying is germany, theyve got the presidency of the council at the moment, for a year, six months, whatever it is, and they are not going to talk about the deal because no progress has been made, so whats to talk about . Thats a perfectly rational thing for the chairman of the meeting to do. And why has not been any progress . Because we are not getting giving in. Simply, it germany is a bully, and what germany wants, germany is going to get. Henry, your chance to respond. But you might call it a nonstory, but theres a very interesting undercurrent there because, as you say, germany is the chairman or the president of the council at the moment, and this cancellation of this particular agenda item isnt as innocuous as you might think, digby, because comes you might think, digby, because co m es after you might think, digby, because comes after mrs merkel and president macron met at macrons president ial mansion down by the riviera just a few days ago, and so i think that the decision to remove the item came asa the decision to remove the item came as a result of the conversation the two of them had, in which they said, you know what . Actually, we probably are going to go down to the wire here, lets not give them anything, and if it means that we call their bluff and we do end up with a no deal brexit, lets prepare for it. I understand michael gove here in the uk government is preparing for a no deal brexit and the europeans are doing the same. It could very well be week sleepwalk to a no deal brexit, and europe did not wa nt a no deal brexit, and europe did not want that. Plenty more time. Digby, therell be plenty more to discuss brexit. All i would say, it is not politics in britain, they dont wanted in germany either. The guy at the mercedes plant at two guard stuttgart does not want exit any more than. Digby, digby lets go to the front page of the i newspaper. Pm wings ask again as tory u nrest newspaper. Pm wings ask again as tory unrest goes over u turns. It actually details, this is what it says, borisjohnson accused of throwing the purgative educations top Civil Servant under the bus. Henry. Department for education. This is something that i suppose a lot of tory mps, a lot of backbenchers, who had a lot of faith in borisjohnson backbenchers, who had a lot of faith in Boris Johnson because backbenchers, who had a lot of faith in borisjohnson because of his chutzpah, are getting very very nervous because of the number of u turns any casualties. Politicians are u turns any casualties. Politicians a re often u turns any casualties. Politicians are often described as here today, gone tomorrow, but the silver surface is there forever and thats what gives stability the Civil Service. The department for education, the Civil Servant being blamed for the fiasco in gcse and a levels, not just in blamed for the fiasco in gcse and a levels, notjust in england, but in the other regions of the United Kingdom as well, and altogether, since covid 19, we have at about 15 u turns but several of them apply to schools, primary schools supposed to return injune, schools, primary schools supposed to return in june, they schools, primary schools supposed to return injune, they did not. We we re return injune, they did not. We were not supposed to have masks and schools, and i we will have them in communal areas where distancing is not possible. When the facts change, i change my mind, but many of the traps are perfectly visible, you can see them coming, especially when you have got a highly skilled Civil Service said to advise ministers and ministers decide. And i think people, particularly tory mps, are noticing a pattern of a Prime Minister who is quite hands off, he wa nts to minister who is quite hands off, he wants to delegate but take the glory when the sun is shining, and we are seeing time and time again the casualties of these mistakes are the Civil Servants, the lightning rod for the Prime Minister himself. It does not have confidence in the public. Digby, and using the government will be worried by newspaper front pages talking about listing you turn after you turn . |j think the paper and listing you turn after you turn . |j think the paperand henry listing you turn after you turn . |j think the paper and henry have completed stories. Completed two stories. At last, at last, we are seeing Civil Servants take the blame for their own inadequacy, and i was a government minister, and he used to really get to me that you had Civil Servants who were doing stuff, taking decisions, producing all this stuff and at the end of the day, a minister would be removed from it, had to take the blame. They also ta ke had to take the blame. They also take the glory when the sun shines, but it really always got to me that the Civil Servants never got blamed for stuff that they had done. And at last, we are seeing a degree of accountability. Im thrilled to bits, friendly. That is a different story to the your turn to the u turns. Some of the 15 will be judged as u turns damaging the because only henry and i have got the hindsight. It will be about stuff of which governments can do nothing, and they do have to react another way. The other thing, you can see it coming down the track, you can see it is going to be a problem. Very quickly, henry. Digby, youve been a minister. When ministers are on top of their briefs, they asked the right questions. Sure, sure. I get the impression with some of the government ministers, they are not asking the right questions what happens if . And thats how we ended up happens if . And thats how we ended up with this exam fiasco. |j happens if . And thats how we ended up with this exam fiasco. I agree that Gavin Williamson in this instance has been inadequate and probably incompetent. Im with you. On the u turns, the problem is, you have a trade union in education who have a trade union in education who have politicized covid to oppose the government. They are not only facing the problem where parents are buried and kids are worried of a rightly, but youve also got parents are worried. That is slightly different route. We cannot get into it because we have baskets more stories, the front page of the daily telegraph, the headline there, victims of virus will be paid to quarantine. An interesting idea, locked down payments intended to ensure sufferers and any context of people who have the virus contacts. Sufferers and any context of people who have the virus contacts. We have a system of test and trace, and for it to work, we need people who have tested positive for covid 19 to leave their details with the hospital and then the hospital gets in touch with the trust the test and trace centre. And they follow u p test and trace centre. And they follow up with the patient, who gives other details to the test entry centre and people are told to isolate. The person who is testing positive leslie for ten days will self isolate. What if those people are in low paying jobs and cannot afford to do without the income . The problem we are finding, in some of the local lockdown centres, they are reporting to the government, they are refusing to. From the beginning of september, they are going to pay £132 to those people who have to self isolate for ten days and 180. Henry, do you think that amount of monies could make a difference . No, no. Its not even the minimum wage, so people will not do that. Theyre going to hedge their bets, sadly, and take risks. Lets move on to the front page of the daily mail, digby, i want to get your thoughts on this. We must rescue ghost town britain. This is with people not going into towns, which means the economy of towns, which means the economy of town centres is crumbling. What are your thoughts on this, digby . When i was at the cbi for six years, i. And i would say well done to her for that. It is, in my view, the wrongs you to like the fire. The wrong future like the fire. It has been hastened, not starting by, by retail, high streets. It is one of those things that covid have taken an existing trend and fully accelerated that, and that is working from home, people not wanting to commute, people who can be productive at home. I do nothing it means they have set themselves. You get an area of socialisation, especially in the young, you get a lot more of the team together. It is not saying, we are going to have everybody at home forever, and i think some of these copies were upset you can work from home forever are fine, but it dont think they mean when he 47 naming 24 7, 365, they mean partly. And it would be, ina way, they mean partly. And it would be, in a way, better if the government and employers promoted a weight in which you could be structured to get the best out of the home working environment, the best out of the social intercourse negotiated by the workplace and the best environment to get anything else, sol workplace and the best environment to get anything else, so i very pleased that this concept is going to get front page, and ijust think it is not a sensational issue because, frankly, it was going to happen anyway. And re, i want you to ta ke happen anyway. And re, i want you to take is on to our last story now, the front page of the times. Nhs data shows 15 million on hidden weights and list, new total, four times higher than official figure weights and list, new total, four times higher than officialfigure hidden waiting list. If this is true, its pretty startling. It is startling and it is very worrying because we are told about people, not the people who have gone to the gp the first time around, but some of the people, those follow on appointments, but the people getting the second follow on appointment, this is the referral. When people are waiting for the second appointment, their illness, lets hope it is not cancer, but it could be, is getting worse, and prognosis when you have a long term or very serious illness, the longer you leave it, the harder it is to treat and more likely a negative outcome, so numbers of parliament are very concerned about this. They want the government to do something, ask any Prime Minister to tackle the cancer backlog, the big problem that the governments wingless targets only apply to initial referrals wingless targets. It means patients needing those follow up appointments which are really important, may be less of a priority. Hospitals need to do something about this because there are huge amount of people who may be secondary casualties of covid 19, even though they never had it. We have 30 seconds left, but we have known about this from the beginning, before lockdown, that we would see things like this. It doesnt make it easier to solve things now. No. And a lot of effort has got to make sure, facilitating the nhs can do with the not covid related but the covid cost backlog, and one way. It is your nhs. You we re and one way. It is your nhs. You were out clapping for them. Help it. Turn up foryour were out clapping for them. Help it. Turn up for your appointments. Do not think your gp can be treated like dirt, and then at the same time, if you have a hospital appointment, go to it. And in return, what theyve got to do is manage the backlogs better. The nhs have been brilliant on the start line, stunning, but the back office, pushing the operations to the system, they are still not good at it. The back office has not had a good. 0k, thank you so much, both. Fascinating again. We got through quite a few of the front pages there. Henry bonsu, digbyjones. They are enjoying their socially distance paper reviews. That is it from them and me. I weave back at
