The five i have picked up is a party thatis the five i have picked up is a party that is keen to get the country moving forward and get the Economy Growing. That assertion after a day of acrimony here at conference yesterday. Im very disappointed that members of our own Parliamentary Party staged a coup, effectively, and undermined the authority of the Prime Minister. I dont think we should be talking about coups, you know, i think that sort of language is just too inflammatory. The next ten days, of course, is a critical period, that goes without saying. So against that backdrop, the most ignominious perhaps for any incoming tory leader, liz truss will try to re establish her authority over the party. It will be a short speech perhaps less than half an hour. Were not expecting Policy Announcements youll probably to hear the word growth a lot. Shell say there needs to be an end to drift and delay and justify whenever there is change, there is disru ption welcome again to birmingham on the final day of the conservative Party Conference and the as speech day for Prime Minister liz truss. Out to people here. There will be a reference are out to people here. There will be a reference are here out to people here. There will be a reference are here to out to people here. There will be a reference are here to the out to people here. There will be a reference are here to the whole i out to people here. There will be a| reference are here to the whole tax about turn, quite how directly that is addressed will be interesting. I suspect there is a mood for quite a lot of conservative activists for some kind of contrition and some sort of sense for how the party can find itself back together. That sense of civil war breaking out publicly, i hesitate to use language like that because it seems as though here we go, it is a journalist with typical hyperbole, but it does fairly describe what we are seeing happening at the moment and that concern, to use a phrase by a senior figure, that the party is becoming a Circular Firing Squad figure, that the party is becoming a circularfiring squad on itself. If Circular Firing Squad on itself. If you are hearing these sorts of phrases, as we all have been this week, it raises the question could there really be another Leadership Contest . You just said this is what happened a little bit earlier, stephen, one people are worried about the polls. But we have just had a Leadership Contest, we have just witnessed it, is that what we are leading to again . I just witnessed it, is that what we are leading to again . I was speaking to a couple of people and this was i to a couple of people and this was exactly the topic of conversation, the view being amongst almost all, even the Prime Ministers biggest critics, that it would be utterly absurd to get rid of the leader you have onlyjust absurd to get rid of the leader you have only just elected absurd to get rid of the leader you have onlyjust elected and try and convince the country that you can have yet another Prime Minister who was not the one he was not the head of the party at the last General Election. What people are beginning to say is either the party kind of comes together around the new Prime Minister, oryou comes together around the new Prime Minister, or you are looking at a situation where there could be an election much sooner than the current timetable of the next two and a half years. And the hope from those, and there is not much hope around by the way, but the hope amongst those who want to see the Prime Minister succeed and want stability to return, is that mps who are very fearful looking at those polls will conclude it is better to hang around for another two years and hope it gets a little bit better than going into an election sooner rather than later where the polls would suggest annihilation for the conservatives. That is the kind of conversation that is happening pretty openly and some of it publicly, a lot more of it privately, about how this party attempts to approach the coming weeks in the light of what has happened over the rest of the day. Are you fed up, chloe, that this is where your party is . That this is the talk at the end of a conference which is always supposed to be a Honeymoon Period for someone like liz truss . Is it safe to walk down the high street late at night . Can you get a doctors appointment . I know how you feel because i have the same hopes and fears. I want what you want. I fought to get where i am today. I fought to get where i am today. I fought to getjobs, to get pay rises and get on the housing ladder. I havejuggled my career and get on the housing ladder. I have juggled my career with and get on the housing ladder. I havejuggled my career with raising two wonderful daughters. I know how it feels to have your potential dismissed by those who think they know better. I remember as a young girl being presented on a plane with a junior air hostess badge. Meanwhile, my brothers were given junior pilot batches. Badges. It was not the only time in my life that i have been treated differently for being female or for not fitting in. It made me angry and it made me determined, determined to change things so other people did not feel the same way. Applause i remember growing up in leeds where i remember growing up in leeds where i saw too many children being let down. Let down by low expectations, let down by a Labour Council who were more interested in Political Correctness than they were in school standards. But i was lucky to have been brought up in a family that cared about education. They taught me the value of hard work and enterprise. And i stand here today as the first Prime Minister of our country to have gone to a comprehensive school. Applause that taught me two things. One is, we have huge talent acro55 that taught me two things. One is, we have huge talent across our country. And we are not making enough of it. This is a great country, i am so proud of who we are and what we stand for. I know we can do better and they know that we must do better and they know that we must do better. And that is why i entered politics. I want to live in a country where hard work is rewarded, where women can walk home safely at night and where our children have a better future. Night and where our children have a betterfuture. To night and where our children have a better future. To deliver this we need to get britain moving. We cannot have any more drift and the late at this vital time. Lets remember where we were there when i entered downing street. Average energy bills where predicted to rise above £6,000 a year. We face the highest tax burden our country had had for 70 years. And we were told that we could do nothing about it. I didnt accept that things had to be that way. I knew that inaction would be unconscionable. Families would have been unable to heat their homes, businesses would have gone bust. Jobs would have been lost. And we would have worst Public Services, including the nhs. I couldnt allow this to happen. I refused to consign our great country to decline. Applause and that is why i promised, on entering downing street, to act. Heckling. Booing. Applause cheering and applause thank you. Later on in my speech, my friends, i am going to talk about the anti Growth Coalition. But i think they arrived a bit too early. They were meant to come later on. So we will get onto them, we will get onto them in a few minutes. But what we did is, we acted. We made sure the typical Household Energy bill should not be more than around £2500 a year, this winter and next. We followed up with immediate action to support businesses over the winter. We are determined to shield people from astronomically high bills. So much so, we are doing more in this country to protect people from the Energy Crisis than any other country in europe. Applause our response to the Energy Crisis was the biggest part of our mini budget. It was the biggest part for a good reason, because we had to do it. But it is not the only challenge we face. For too long our economy hasnt grown as strongly as it should have done. I know what it is like to live somewhere that isnt feeling the benefits of Economic Growth. I grew up in paisley and in leeds in the 805 and 905. I have seen the boarded up shops, i have seen the boarded up shops, i have seen people left with no hope turning to drugs. I have seen families struggling to put food on the table. Low growth isntjust numbers on a spreadsheet, low growth means lower wages, few opportunities and less money to spend on the things that make life better. It means our country falling behind other countries, including those who threaten our way of life. And it means the parts of our country that i really care about falling even further behind. That is why we must level up our country in a conservative way, ensuring everywhere, everyone can get on. Applause conference, it is wrong to invest only in the places that are thriving, as economic models often have it. We need to fund the furthest behind first. And for too long the political debate has been dominated by the argument about how we distribute a limited economic pie. Instead, we need to grow the pie. Instead, we need to grow the pie so everyone gets a bigger slice. Applause that is why i am determined to take a new approach and break out of this high tax, low growth cycle. And that is what our plan is about. It is about getting the Economy Growing and rebuilding britain through reform. The scale of this challenge is immense. While in europe for the first time in a generation. And more uncertain world in the aftermath of coveid uncertain world in the aftermath of cove id and the Global Economic crisis. That is why, in britain we need to do things differently. We need to do things differently. We need to do things differently. We need to step up. As the last few weeks have shown, it will be difficult. Whenever there is change, there is disruption. Not everybody will be in favour of change, but everyone will benefit from the result. A growing economy and a better future. Applause that is what we have a clear plan to deliver. I have three priorities for our economy, growth, growth and growth. Applause growth means more money in peoples packets. It means businesses creating newjobs, growth means people can feel secure and they can plan for their future. Fundamentally, growth helps people fulfil their hopes and their dreams. And that is why are dynamic new chancellor and i will be taking action in three areas. First of all, we were lower. Cheering and applause first of all even lower our tax burden. Overthe first of all even lower our tax burden. Over the summer we had a robust debate and the Conservative Party will always be the party of low taxes. Applause cutting taxes is the right thing to do morally and economically. Morally, because the state doesnt spend its own money, it spends the peoples money. Economically, because if people keep more of their own money they are inspired to do more of what they do best. That is what grows the economy. When the government plays too big a role, people feel smaller. High taxes mean you feel it is less worthwhile working the extra hour, going for a betterjob or setting up your own business. That is why, my friends, we are cutting taxes. Applause we have already cut stamp duty, helping people on the housing ladder, especially first time buyers. We are reversing the increase in National Insurance from next month. We are keeping Corporation Tax at 19 , the lowest in the g20. We are also helping 31 million working people by cutting the basic rate of income tax. Applause we need to be internationally competitive with all our tax rates attracting the best talent. Cutting taxes helps us face the Global Economic crisis, putting up a sign that britain is open for business. Applause the fact is, the abolition of the 45p tax rate became a distraction from the major parts of our growth plan. That is why we are no longer proceeding with it. I get it and i have listened. Applause secondly, we will keep an iron grip on the nations finances. I believe in fiscal responsibility, i believe in getting value for the taxpayer, i believe in sound money and lean state. I remember my shot, opening my first pay check to see how much money the taxman had taken out. I remember this feeling is replicated across the country. Applause and that is why we must always be careful with taxpayers money. It is why this government will always be fiscally responsible. We are in extraordinary times, he would have been wrong not to have proceeded rapidly with our energy and tax plan. I am clear, we cannot pave the way to sustainable Economic Growth without fiscal responsibility. So we will bring down debt as a proportion of our national income. Applause. We are seeing rising Interest Rates worldwide in the wake of president putins and covid. The Federal Reserve has been hiking rates in america and there are more rises to come. Inflation is high acro55 america and there are more rises to come. Inflation is high across the worlds major economies. We will do what we can as a government to support homeowners, such as cutting stamp but it is right that Interest Rates are independently set by the bank of england and politicians do not decide on this. The chancellor and the government will keep closely coordinating our monetary and fiscal policy. And the chancellor and i are incomplete lockstep on this. Applause thirdly, we will drive Economic Reforms to build our country for a new era. We take a new approach based on what has worked before. Previously, we face barriers to growth like militant unions, Nationalised Industries and outdated city regulation. Now we must break down the barriers to growth built up in our system over decades. Decisions take too long, burdens on businesses are too high, Infrastructure Projects get delayed for years, years and years. As a result, we have seen Economic Growth choked. Houses havent been built where they are needed and wanted and we have become averse as a nation to doing things differently. I love business, i love enterprise, i love people who take responsibility, start their own businesses and invest. Applause they generate profits, they create newjobs they generate profits, they create new jobs and they generate profits, they create newjobs and they power our success. And i want to see more of that, that is why we will back business to the hilt. We are cutting taxes and simplifying red tape to help businesses realise their ambitions. This is what our new investment zones will do, helping us level up across the country. We will be inspired by the great hubs of industry like bournville, here in the west midlands. And that is what zones in places like here and around the country will deliver. We want to create zones in england, scotland, wales and Northern Ireland and now is the time to harness the power of Free Enterprise to transform our country, ensure that our greatest days lie ahead. Applause this is the United Kingdom at its best, working together and getting our Economy Growing. And we will face down the separatists who threaten to pull apart our precious union, ourfamily. Union, our family. Applause next year we will host a Global Investment summit. This will show the worlds top investors there is nowhere better to investors there is nowhere better to invest than the uk and we are seizing the new found freedoms outside the european union. We are the party that got brexit down and we will realise on the promise of brexit. Applause we are building an economy which makes the most of the huge opportunities brexit offers. By opportunities brexit offers. By the end of the year all eu red tape will be consigned to history. Instead, we will ensure that regulation is pro business and pro britain. Leaving the eu gives us the chance to do things differently and we need more of that. That is why over the coming weeks my team of ministers will set out more about what we are going to do to get britain moving. We will make it easier to build homes, to afford childcare and to get superfast broadband. We will help you setup your own business and get a mobile phone signal wherever you are the country. We are in tough times, but i want you to know that day in, day out, i am thinking about how we get this country moving. I am working flat out to make sure people can get through this crisis. So let me be clear, we have your back. Applause that is why the government has taken Decisive Action to tackle the Energy Crisis, it is why we are pushing ahead with our plan for growth. Economic growth makes life better and easierfor everyone Economic Growth makes life better and easier for everyone and Economic Growth makes life better and easierfor everyone and it Economic Growth makes life better and easier for everyone and it will level up our country. I know this is what people want to see. Economic growth will mean that we can afford great Public Services such as schools, the police and the nhs. Our fantastic deputy Prime Minister and Health Secretary will deliver for patients so they can expect a gp appointment within two weeks. Applause she will ensure that those who need urgent care will be seen on the same day. And she will get ambulances out there faster and she will improve a e. And she will burst the covid backlog. That is not all, that is not all. And she will bolster social care so everyone gets the care they need. We are working to put this country on the path to long term success. That means ensuring we are safe and secure. One of the reasons we are facing this Global Crisis is because collectively the west did not do enough. We became complacent, we didnt spend enough on defence, we became too dependent on authoritarian regimes for cheap goods and cheap energy. And we did not stand up to russia early enough. We will make sure this never happens again. Applause so we are taking Decisive Action to reinforce our energy security. We are opening more gas fields in the north sea and delivering more renewables and nuclear energy. This is how we will protect the Great British environment, deliver on net zero and tackle climate change. We are also taking Decisive Action by strengthening our borders and beefing up our border force and expanding the rwanda scheme. Our brilliant new Home Secretary will be bringing forward legislation to make sure that no european judge can overrule us. Applause and while she is acting, meanwhile the labour party has absolutely no plan to tackle illegal immigration. But, my friends, we cannot have security at home without security abroad. That is why our tough foreign and defence secretaries are updating the integrated review to make sure we can face down these threats. It is why we are increasing defence spending to 3 of gdp by the end of the decade. This will ensure that our armed forces are ready to tackle new and emerging threats. We are working with our friends and allies to support ukraine in the face of putins brutal war. The brave ukrainian people. Applause the brave ukrainian people are not just fighting for their security, but for all our security. This is a fight for freedom and democracy around the world. Putins illegal annexation of ukrainian territory is just the latest act in his campaign to subvert democracy and violate international law. We should not give in to those who want a deal which trades away ukrainian land. They are proposing to pay in ukrainian lives for the illusion of peace. We will stand with our ukrainian friends however long it takes. Ukraine can win, ukraine must win and ukraine will win. Cheering i know that president zelensky and the people of ukraine will welcome our solidarity with them at this very, very difficult time. To take on russia and other authoritarian regimes free democracies need strong economies. Economic growth makes us strong at home and strong abroad, and we need an economically sound and we need an economically sound and secure United Kingdom. And that will mean challenging those who try to stop growth. I will not allow the anti Growth Coalition to hold us back. Applause labour, the lib dems, the snp, the militant unions, the vested interests dressed up as think tanks, the talking heads, the brexit deniers, extension rebellion and some of the people we had in the hall earlier applause the fact is they prefer protesting to doing. They prefer talking on twitter to taking tough decisions. A taxi from north london town houses to the bbc studios to dismiss anyone challenging the status quo. Cheering from broadcast to podcast they peddle the same old answers. It is always more taxes, more regulation and more meddling. Wrong, wrong, wrong cheering we see the anti Growth Coalition at work across our country. Keir starmer wants to put extra taxes on the companies we need to invest in our energy security. And his sticking plaster solution will only last six months. He has no Long Term Plan and no vision for britain. Mark drakeford in wales is cancelling road building projects and refusing to build the m4 relief road. Nicola sturgeon will not build new Nuclear Power stations to solve the Energy Crisis in scotland. Have these people ever seen a tax rise they dont like . Or an industry they dont want to control . They dont understand the british people, they dont understand aspiration, they are prepared to leave our towns and cities facing decline. My friends, does the anti Growth Coalition have any idea who pays their wages . Laughter its the people who make things in factories acro55 its the people who make things in factories across our country. It is the people who get up at the crack of dawn to go to work, it is the commuters who get trains into towns and cities across our country. I am thinking of the white van drivers, the hairdressers, the plumbers, the accountants, the it workers, and millions of others up and down the uk. The anti Growth Coalition just does not get it. It is because they dont face the same challenges as normal working people. These enemies of enterprise dont know the frustration you feel to see your road blocked by protesters, or your train stopped due to a strike. In fact, theirfriends on train stopped due to a strike. In fact, their friends on the train stopped due to a strike. In fact, theirfriends on the hard left tend to be the ones behind this disruption. The anti Growth Coalition think that people who stick themselves to trains, roads and buildings are heroes. I say the real heroes are the people who go out to work, take responsibility and aspire to a better life for themselves and their families. Cheering and i am on their side. We will build roads, rail, energy and broadband quicker. We will be proudly progrowth, pro aspiration and pro enterprise. That is how we will forge ahead on our long term path to national success. In this new era we are taking a new approach. My friends, we are focused on boosting growth and opportunity across our country. This mission will be difficult, but it is necessary. We have no alternative if we want to get our economy moving again. I am we want to get our economy moving again. Iam ready we want to get our economy moving again. I am ready to make the hard choices. You can trust me to do what it takes. The status quo is not an option, that is why we cannot give the voices of decline. We cant give in to those who say britain cant grow faster, we cant give in to those who say we cant do better. We must stay the course. We are the only party with a clear plan to get britain moving. We are the only party with the determination to deliver. Together we can unleash the full potential of our our great country. That is how we will build a new britain for a new era. Applause studio liz truss has finished her speech and they are on their feet, as you would expect. She looks pleased or may be relieved she has come to the end of the speech that lasted just over half an hour. She ended by saying she is prepared to make the hard choices and i wont give in. There she is being embraced by her husband as she goes out of the hole passing the delegates. But she did giving over the policy of the 45p tax rate and you turned on scrapping it. She said, i get it and and you turned on scrapping it. She said, i get itand i and you turned on scrapping it. She said, i get it and i listened. But she said she is going to forge ahead with her difficult but necessary mission. We are taking a new approach and the status quo is not an option. Interestingly, when she did her personal story at the beginning of her speech growing up in leeds, she said she is the first Prime Minister to have gone to a comprehensive school. Presume that is a nonselective comprehensive school. Former Prime Ministers have been to grammar school. Just moments into her speech there was that rather dramatic interruption and intervention by greenpeace protesters who somehow managed to get into the hall with a rather large banner, protesting about the governments policies or as they see u turns on pledges of green policy, one of them being fracking. She was interrupted, but she regained control quite quickly and referred to a passage later on in her speech, the anti Growth Coalition. She said they turned up early. She was talking directly to people watching and saying, i am on your side. Is trying to make out there are these two opposing camps and she is in the one that will bring growth and help people. She said the country needs all of that. There is not much dwelling on the difficult things that are coming. Talk about how she is going to be fiscally prudent but not giving any detail on how she is going to do it. There is a lot of difficult things to come, but given where she was after these last few days, she had to get through that and show she was determined to carry on.
