We start in france where president Emmanuel Macron has denounced a knife attack that killed three people in a church in nice as islamist terrorism. Were told he had also stabbed a third victim, a woman. She fled to a nearby bar, but died of her injuries. Chloe mathey and her partner live about 50 metres from the church. This was her account. We heard many people shouting and we knew that there were many, many policemen coming and we heard many shots and more and more policemen and we did not see the attack. Tom vannier is a journalism student who was filming at the scene shortly after the attack. This is what he told the bbc. The church, at the bank this morning, and in front of this church, it was a very big symbol that stands today. We saw a woman who knows the members of the church and she was crying and lots of people came here and cried because of the attack. In paris, parliament was sitting to discuss covid 19 measures as news came through of the attack. Proceedings were put on hold as politicians observed a minutes silence to honour the lives of those lost in the attack. Within hours Emmanuel Macron arrived at the scene raising the National Security alert to its highest level. Heres what else he said. Translation we decided to raise the degree of vigilance to adapt to the terrorist threat. I decided in the coming hours, our troops to be increasingly mobilised and we will go from 3000 to 7000 soldiers deployed across the country. That means we will be in a position to protect our places of worship, particularly churches so that all saints day can be celebrated in the right conditions. In 2016, the city was rocked by a terrorist attack when a truck ploughed through crowds of people celebrating bastille day and the notre dame basilica was a place where many would pray for the dozens that were killed there. One of them happened in nearby avignon, in the district of monfavet. Police shot dead a man who allegedly threatened passers by and police in the street with a handgun. And in lyon a young afghan man allegeldy armed with a long 30 centimetre knife was arrested as he attempted to board a tram. Police say he was already known to them. The incidents come at a sensitive time. France is still reeling from the beheading of french teacher samuel paty earlier this month in a suburb of paris. Mr paty had shown his pupils cartoons of the Prophet Muhammad in a class on freedom of expression. Muslims believe that any depiction of the prophet is blasphemous. In wake of the attack france vowed to crackdown on what it calls radical islam. French police launched a series of raids targeting islamist networks. They also shut down a major mosque and some muslim aid groups. And interior minister Gerald Darmanin vowed there would be not a minutes respite for enemies of the republic. Big news in the uk the man who was labour leader until april this year, Jeremy Corbyn, has been suspended from his own party. Its after a report found that labour was responsible for unlawful acts of harassment and discrimination againstjewish members while he was in charge. Mr corbyn said he did everything he could to tackle the issue, but added today that the scale of the problem had been overstated by opponents. That didnt go down well. You can see cloudy skies and a fairly dismal afternoon for many across the far north west. This was cumbria earlier on and, if we take a look at the rain radar, you can see that rain continues to drift its way north and east across the whole of scotland. There was a clearance behind across central and southern parts of england and wales. Still windy with it, though, still plenty of isobars behind that weather front. Thats driving in much milder air. So as we go through the night, those temperatures wont fall away very far at all for this time of year. It does mean that rain still yet to clear away. It will do so through the next few hours, leaving a trail of showers in the north west for a time, and some more persistent rain lingering across wales and south west england. This time its the same but to include stockholm and gothenburg, so its about 3. 5 Million People. Now we are told that the swedish equivalent in terminology here is a strong recommendation. So its not a regulation, people cant be fined if they do decide to go to a gym, but theyve also said not to hang around with another family of more than ten people into households. And if youre ina people into households. And if youre in a group and it has to be for a bigger activity, maximum 50 people. Ive spoken to several epidemiologists over the past couple weeks from different countries, and they all say that the advice you give depends on the behaviour of the people. Our science correspondent Rebecca Morelle has been looking at how effective lockdowns are. This was the picture back in march. Covid cases were increasing incredibly rapidly, then the National Lockdown was introduced and the numbers are slowly came down. The lockdown worked but at a big cost to the economy and other parts of the health service. Now, there is a regional approach, which is making a difference in some areas. Derry city and strabane in Northern Ireland had some of the highest numbers in the uk. But after tough local measures were introduced, the infection rate has fallen. In the south of england, cases are not yet as high but they are surging. Is it time for restrictions in the south to match those in other parts of the country . If cases continue to rise, eventually those places may well end up moving through the tiers, becoming clear to and tier 3, and you end up getting forced to make that decision as health becomes under strain so there can be advantages in arrears where perhaps things are lower to acting earlier give more options for control. Typhoon molave slammed into the coast near da nang city on wednesday with winds of up to 150 kph. This is Quang Nam Province in Central Vietnam. Were told that in one village 33 people have been pulled from the mud alive. At least a0 people are still missing. This is ha tinh province. Rescue efforts are being hampered by bad weather. The tragic loss of life for the misery and hardship to 100,000 people in Central Vietnam after the typhoon yesterday. Along with the flooding, 89,000 homes have had their roofs blown off. Over 700 communities are without electricity, and more damage to crops and infrastructure. The challenge for us is now the hardship to get to the remote area and the isolated areas, because of the mounting evidence that Climate Change is playing a part in this disaster. Even for the most prepared and resilient communities. An entire us city has dimmed its street lights for ten days its an experiment to assess the impact artificial light is having on the environment. Heres our science correspondent victoria gill. When the Natural Light fades, our towns and cities begin to glow in the dark. But all this artificial light being shone into space, as these views from the International Space station reveal, competes with the light from the stars. As well as obscuring our view of a naturally dark sky, and of the stars as well, with that all too familiar orange glow, artificial light at night can disrupt our sleep and that affects our health. It also affects wildlife because it disrupts the Natural Light dark cycle that insects, birds and other animals are tuned into. To find out the problem an International Team of scientists asked an entire us city to turn down its streetlights. To find the source of the problem. For ten days, tucson in arizona dimmed its 111,000 streetlights, while researchers used a satellite to measure the effect. These pixelated views from space reveal that the vast majority of city light that was wasted by being beamed upward, wasnt from streetlights, but from other sources. That included billboards, signs, floodlights and shopfronts. We really need to start thinking about, ok, how many signs are we going to have in the city . How big can they be and how bright can they be . Were in the midst of a Climate Crisis and a biodiversity crisis, and light plays a role in both of those issues. So late at night time, if we can find ways to use less electricity for light, it will help us with the Climate Crisis, and also it will help us with our energy transition, if we can instead use that electricity, for example, for charging batteries, doing energy storage. You can see cloudy skies and a fairly dismal afternoon for many across the far north west. This was cumbria earlier on and, if we take a look at the rain radar, you can see that rain continues to drift its way north and east across the whole of scotland. There was a clearance behind across central and southern parts of england and wales. Still windy with it, though, still plenty of isobars behind that weather front. Thats driving in much milder air. So as we go through the night, those temperatures wont fall away very far at all for this time of year. It does mean that rain still yet to clear away. It will do so through the next few hours, leaving a trail of showers in the north west for a time, and some more persistent rain lingering across wales and south west england. But look at these temperatures. Overnight minimums of just around 8 111 celsius. For many, were looking at low to mid teens first thing on friday morning. That cloud and rain across wales will sink its way steadily south and linger across the south coast for much of the day. Brightening up though to the north of that, and that will allow for some sunny spells, top temperatures through the afternoon of 9 17 celsius as a high. As we move out of friday, we really do change gear yet again, as we see these weather fronts pushing their way in from the atlantic. And we could on saturday see quite a significant area of low pressure, which will bring some Stormy Weather for a time. A spell of very heavy rain the brighter colours denoting this as it tends to push its way steadily eastwards, and then a trail of sharper showers wrapping around that low, where the strongest of the winds are likely to sit. Widespread gales, severe gales for some, with gusts in excess or close to 60 70 mph. It does look as though those temperatures will still register on the mild side on your thermometer. We are looking at highs of 11 17 celsius thats 63 fahrenheit. More wet weather to come as we move into sunday. A level of uncertainty as to just where this weather front is sitting and how far north that area of low pressure will be. So keep watching the forecast for finer details on sunday.
