Several muslim majority countries have removed french products from the shelves in a row over frances tougher stance on radical islam. And scientists reveal there may be far more water on the moon that previously thought so could it one day provide a home for human beings . Welcome to our viewers on pbs in america and around the globe. Lets go to the us, where the response to the pandemic is a focal point in the lead up to next weeks election. Over the weekend, the us recorded the highest ever number of new daily cases. The white house chief of staff, mark meadows, says the us is not going to control the pandemic because its a contagious virus just like the flu. He said the Trump Administration is focused on vaccines and therapeutics instead. Heres the latest from the president. Weve done an incredible job. Take a look at whats happening in europe. Whats happening to europe is. Nobody has seen anything like it. And you use to tell me all about europe. Now, we are doing a greatjob. We are absolutely rounding the corner. Other than the fake news wants to scare everybody we are absolutely rounding the corner. His democratic challengerjoe biden says the white house is waving the white flag of defeat heres what he told cbs. Covid, the way hes handling covid is just absolutely, totally irresponsible. Hes telling people that weve turned the bend in one of his most recent rallies. Hes gone as my grandpa would say hes gone around the bend. Barbara plett usherjoins me now from washington. Good to have you with us, barbara. Just how big is coronavirus and it comes to people deciding how they are going to vote . Broadly speaking, its one of the main things that people cite when asked about the issues of the election and polls. Those who are going to be voting on it or have voted on it, there, mr biden has an advantage because people show polls show that people show polls show that people trust biden more than trump on this, especially seniors who have been moving away from trump and towards mr biden. When it comes to this recent resurgence, specifically whether that will change patterns, you know, most people have already decided how they are going to vote. Many of them have already cast their ballots. At the viruses ravaging swing states which are crucial for the outcome of the election, and to the outcome of the election, and to the extent that it influences undecideds and independence in this area, it could have an impact even at this late stage. It certainly means that President Trump hasnt been able to change the conversation, which he keeps trying to do. And also with his chief of staff saying that the us cannot control the pandemic of my wondering was there any response via tweet or otherwise do that, and . Not specifically to the outcome and come about, really, ithink specifically to the outcome and come about, really, i think mr meadows rarely articulated what has clearly been the white house strategy, which is to open up the economy and behave as if everything is normal into real life on the vaccines and therapeutics to fight the virus. Mr trump had already set on saturday, all we hear about is covid, yes, you are not going to be hearing about that after november four. So in essence, he sort of preview mr metals remarks, and if you look at the way he is campaigning in the way his Vice President is campaigning, they show that, they are basically going for throttle with campaign rally. Stay with us, barbara, because we have one more question for you. The president s daughter has just treated this picture showing her husband and herself with mail in ballots, her father has repeatedly linked these ballads to voter fraud, do you think this will get a lot of attention, barbara . Well, it could get some attention because mr trump has made such an issue of mail in voting. Here his family members are doing it. Wrigley, many of his staffers have done it and have done it before. He has voted by mail in previous elections. What he has been saying is that the expansion of mail in voting because of the covid crisis will lead to massive fraud, without any evidence, frankly. But his argument is that previously, you had to register and ask for a mail in ballots, now these ballads are being mailed out to everyone because of the covid crisis, and that opens the door to fraud. Critics have very much said that there is no evidence for this, they say hes being hypocritical, that hes deliberately trying to undermine the outcome of the election in case he doesnt do well, and he has indicated that he would challenge the results if he doesnt do well. Barbara, thank you so doesnt do well. Barbara, thank you so much. We welcome of course can go back to dc a number of times throughout the programme. We will, of course. Now lets update you on coronavirus across europe. Authorities are scrambling to contain a second wave of infections and new measures are being put in place. Lets ta ke lets take a look. Theres now a nationwide overnight curfew in spain. And in italy gyms, pools, cinemas and theatres have shut, and restaurants, bars and cafes will close at 6pm. France has set a new daily record for coronavirus mark loewen is in rome. Streets across italy will look very different tonight, including here at this iconic location here in the heart of the italian capital. Because all the restaurants, bars, cafes here will have to stop Table Service from 6pm, there will only be take away service that is allowed until midnight. From today, gyms, pools and cinemas and theatres have closed. All contact sport has been stopped. Italians are being advised by the government only to move around if really necessary. The Prime Minister said today that the infection rate is currently very worrying. There were 21,000 cases yesterday, 1,200 people are now in intensive care at the moment. Thats a rise of almost 1,000 in a space of a month. It all has frightening echoes of back in march, when italy became the first country in the west to be crushed by the virus, and the first in the world to impose a National Lockdown. This time, its looser because whats changed is that covid fatigue have set in. There have been protests in italian cities over the last few days. The economy is already forecast to shrink by 10 this year. It could take a few weeks for the impact of these measures to be felt on the infection rate. The opposition has warned that the government is chasing after the virus rather than controlling it. Thanks so much to mark. Lets turn to belgium. Starting in belgium because several hospitals there have requested that doctors and nurses, who test positive for covid 19, continue to come to work if they have no symptoms. These pictures are from one hospital in liege. Its been overwhelmed by new admissions. Up to a quarter of medical staff in liege are off work with covid 19, while another 10 percent who have tested positive, have no symptons. Gavin lee is in brussels. Hes been to visit some of these hospitals. Gavin, whats the situation . That stopped me in my tracks when i read it. Yes, its the sort of thing that you have to listen to twice, isnt it, to get that, medical staff, doctors and nurses with covid told to still go into hospital if they are a symptomatically and thats whats happening in ten of these hospitals in liege. I was in one of them come as you said, a couple of days ago, and they had quadrupled the number of wards in the space of seven days, and they we re the space of seven days, and they were running out of capacity. They we re were running out of capacity. They were saying in five days, they will literally be a crisis point having to shut down. They are already transferring patients out there, they stopped all of the hospitals across belgium most of the hospitals have stopped nine urgent surgery, hospitals have stopped nine urgent surgery, and triaging patients to be treated. Thats the level of crisis they are at. Now, whats happened is that you mention the sheer number of staff who are off sick in these liege hospitals, they said they cannot cope with any more. So these 10 who have tested positive in the last few days who arent showing symptoms, the staff are now saying to Hospital Management that you have to Hospital Management that you have to turn up for work. One of the key doctors of the ic you unit, doctor philip daedalus, the president of the medical Union Association in belgium has said he knows this is a massive risk for the virus to tra nsfer massive risk for the virus to transfer into very weak patients, but he said, we simply havent got a choice, because if we dont have these people working, nobody will be treating the patients. Gavin, what happened in belgium . At the beginning, we saw it had such a high per capita rate of the virus. Now again. Is there something particular in society or the way that they treated it that has led to them being overwhelmed yet again . |j treated it that has led to them being overwhelmed yet again . I think two things to brief the net briefly bearin two things to brief the net briefly bear in mind is at the start of the first wave of the pandemic, belgium have the highest death rate in the entire world per capita. Now, what the experts and governments have said is that they were counting more thoroughly because they werent discounting hospitals, care homes, they were counting those who are suspected ducks, not all governments do that. This is different. You are looking at 17,000 cases a day in a country of 11 million. Its more than the czech republic, which had the highest figure in europe. Now come on of the issues to talk about in italy is covid fatigue, but it seems to be more than that, the rate of spread, because youve got liege and brussels said to be the highest regions in europe as well, just Walking Around as a snapshot. Ive got to say from my experience in portugal, and spain, in germany, in france, in recent weeks and months, there are a lot more people you see, for example, in supermarkets werent wearing the mask properly, and this isa wearing the mask properly, and this is a snapshot of what ive seen as a journalist. But there are layers of which the government are saying people simply arent getting the message, and thats why there are bigger problems, particularly in liege. Gavin lee, thank you so much. Now a few more updates across europe. France has set a new daily record for Coronavirus Infections on sunday with over 52,000 cases recorded in 2a hours. In the czech republic, one of europes worst hotspots, a partial lockdown is in place and field hospitals have been set up. Lets turn to spain. Its a state of emergency event, that same Legal Mechanism is being used, the same is back in spring. The measures being introduced under it are more relaxed. This is not the same tight National Lockdown that we saw back in the spring. However, we do have this curfew now in place as of last night. The curfew that in most places runs from 11 oclock at night until six in the morning, although, there is some leeway there depending on which region you are in. Also, theres a new rule of six, limiting the number of people who could gather together at any one time. Local authorities are now being given extra powers so that they can introduce the kinds of restrictions that they feel are necessary in whichever part of the country is seeing a particularly high infection rates. Spain going through such a difficult time with the virus. Next to iran, which is also grappling with a surge in cases. These pictures are from irans biggest cemetery over the weekend. The country has reported more than 300 new deaths and almost 6,000 new cases over the past 2a hours. State tv says thats a death every four minutes. A member of irans medical council says the real death toll is 3 to 4 times higher. Cases are rising in at least 15 provinces. Measures to curb the spread of the virus including the closure of schools, mosques and restaurants have been extended until the end of november. Rana rahimpour is from bbc persian and joins me now. I have seen this described as a third wave. Can you put it in context for us . You know, if you remember, iran was hit by the coronavirus from early february. At least, thats when the authorities admitted it existed in iran. And it has gone through a number of stages. There are disputes whether this is a second wave or a third wave, or actually, there hasnt been any waves, but the reason why the number has changed is because of testing. Of the country. The numbers are three orfour times more of the country. The numbers are three or four times more than the amount, and its difficult to know how iran will cope. If you when you speak to family members in iran, they say they know many people who have contracted the virus. So even these 5000 numbers a day, the true number is probably much, much higher. And what sort of, the line was just glitching there for a moment, but i get it to him as you are saying, what they have gone through. Also, the amount of testing thatis through. Also, the amount of testing that is being done it, probably come the figure is much higher. How do people feel . Can they get, i suppose, the testing that they need, or indeed the treatment that they need if in fact the figures are so high . No, not necessarily, especially in smaller cities and towns. But even in iran, today, we had an authority saying that the test kits are not necessarily reliable. A set only 70 of test results are accurate. So we are talking about people who are being tested and the results comes negative, but they actually have been ill, but nobody knows that they have covid. So its very difficult to get the tests commandos also very difficult to find a bed if you are in severe conditions. We have reports of people that are going to hospital to hospital begging for their loved ones to be taken in, and their loved ones to be taken in, and the hospitals are refusing because theyve simply run out of beds. My goodness, as we see this story, a similar story, really, goodness, as we see this story, a similarstory, really, its on goodness, as we see this story, a similar story, really, its on any parts of the world. Thank you so much. For updating us on iran. Tensions are escalating between france and some muslim majority countries over president Emmanuel Macrons pledge to tackle radical islam in the wake of the killing of a french teacher. Turkey has been the most vocal so far heres what its president Recep Tayyip Erdogan said today. Translation i am now telling my nation just telling my nation just as they are saying in france not to buy anything from turkish brands. I call on my nation here and now, do not Pay Attention to french labelled goods, do not buy them. The row started after the french president pledged to defend secularism following the beheading of teacher samuel paty seen here who had shown cartoons of the prophet muhammed to his class. Two weeks before the attack mr macron had called islam a religion in crisis and promised to tackle what he called islamist separatism. Over the weekend turkeys president hit back and stepped up his rhetoric telling president macron that he needed a Mental Health check for speaking out so forcefully on islam. France responded by recalling its ambassador to turkey the president tweeted. For more background heres ece goksedef from the bbcs turkish service. The problems between both countries have resurfaced since late last year, actually, because the two countries are supporting opposing sides in libya, syria, Eastern Mediterranean and now in nagorno karabakh. But especially after Emmanuel Macrons words about islam after he described islam as a religion in crisis. Erradon change his tone, actually, he started to use this rhetoric of islamophobia in france, in his words, and he changes his rhetoric. For the last couple of days, he never passed any speech without mentioning Emmanuel Macron and without mentioning this rhetoric. But turkey isnt the only country to be raising objections heres a letter from the pakistani Prime Minister imran khan to the facebook chief executive Mark Zuckerberg asking for a ban on islamophobic content on the website. He raises the publication of the cartoons and says across parts of the arab world, the boycott of french goods is already under way. This is french cosmetic products being covered at a shop injordan. The sign says. In solidarity with prophet mohammad peace be upon him, all french products are boycotted. And here are french products being removed from the shelves in a supermarket in qatar. But the boycott could go even wider heres the bbcs middle east Business Correspondent sameer hashmi. This is one of the larger supermarkets in this part this is one of the largest supermarkets in this part of the world, and a lot of people go there to shop. So it might have started with just boycotting products, but if it gets bigger, in fact, in saudi arabia, there is already a hashtag asking people not to shop from this store. And this store is one of the biggest supermarkets in saudi arabia. So if this becomes bigger, you could see people not going to supermarkets. Thats what, least from a of people are saying on social media. Thats what, at least, a lot of people are saying on social media. In the past hour france has confirmed it isnt planning a reciprocal boycott against turkey. For more Hugh Schofield is in paris. Well, there are three things going on here, theres the call to boycott french products which we are seeing in countries across the middle east, there are calls from radicals and islamists on their websites and social Media Outlets to attack french interests, a renewed emphasis on that, and then there is this very personal vendetta being conducted by france and then there is this very personal vendetta being conducted by erdogan against president Emmanuel Macron in particular. And together, there is no question about it, they have gone into a fully blown diplomatic crisis which is why the ambassador has been recalled from consultations and why the whole of the french diplomatic corps is being told to sort of go on the offensive to make the french case, and that means repeating over and over again the french view of all of this, and over again the french view of all of this, which is that, no, muslims in france are not treated like jews in europe in the 1930s, that there has been an awful lot of false propaganda and reporting around all of us, for example, the footballer is not about to leave the French Football Team because of his muslim sensibilities. And no, the cartoons have not been projected from the buildings or town halls in the south of france, what that was was the projection of cartoons by charlie hebdo, but not the cartoons of the prophet muhammad. Again, misreporting, creating a sense of anti french hostility. In general, i think the point is going to be made that president macron supports the cartoon, he says he doesnt support the mohammed cartoons, he is supporting the right of publication of those cartoons, and us two distinct things and french views, and that distinction they believe isnt fully understood in the arab world. Groups of workers and students in belarus have been taking part in a nationwide strike to press for the president s resignation. These images are from minsk. You can see hundreds of students taking part. They marched out of several universities clapping, chanting and linking arms. Riot police soon turned up and arrested several of them. Workers at some state run plants also downed tools and chanted slogans outside the gates. At least 155 people were arrested for supporting the strike action in minsk, braest, barysov and mogill yoff among other cities. These are scenes from sunday. The centre of minsk turned into chaos and violence when riot police fired stun grenades at the protesters. Theyd come out to deliver an ultimatum either alexander lu kashenko agrees to resign from monday, or theyd come out in a nationwide strike. From the authorities as you can see the response was no. This also happened. Police sparked terror as they hunted down protesters in apartments. This hasnt deterred the protesters though. These are the latest pictures from today. Protests have been going on since 9 august when president lukashenko claimed an overwhelming victory in president ial elections that were widely viewed as rigged. They were met with a brutal crackdown and many of mr lukashenkos opponents have been jailed orforced into exile. One of them is exiled Opposition Leader svetla na tikhanovskaya. She called for mondays nationwide strike in the event mr lukoshenko refused to step down. Here she is speaking at the weekend. The real bela russian people can be changed, and even if we do not succeed or if we do not get the effect we are waiting for, people, we, and people will be looking for another kind of struggle, another kind of protest, but we will not stop. One of the Svetlana Tikhanovskayas advisors, franak via corka spoke to us from the lithuanian capital, vil nius. Heres what he said about todays protests. Riot police and people in masks came today to the factories and state enterprises, and many people were arrested, more than 200 people, workers, would join the strike and we re workers, would join the strike and were detained by police. We also saw that administration and authorities, they harass and intimidate the workers, students, who support the strike. But they are really afraid of this form of protest. It seems this is the only form which really works. Lukashenko this is the only form which really works. Lu kashenko definitely lost his credibility, he lost the remains of his support among society. He really counts on the riot police, and the army on the regular police, but thats it. He planned that pro lukashenko rally but thats it. He planned that pro lu kashenko rally yesterday, sunday, but nobody showed up them and they basically cancelled the rally. Right now, he is surrounded by thousands of people who dont wa nt by thousands of people who dont want him, who dont want lukashenko to be reelected, and he is like in a bunker. Hes trying to protect himself, defend himself, hes trying to find a way out. But there is no easy solution here. Hes trying to face the facts, save face, and he needs to be provided the opportunity to leave but also to be respect. Write something completely different. Nasa has announced that there could be even more water on the surface of the moon than previously thought. Hidden pockets of ice might cover the surface patches that may have gone without any sunlight for billions of years. The discovery could be a boost for plans to build a Permanent Base on the moon as our science correspondent victoria gill explains were right where we wanted to be for station two. It looks like a great place. Half a century since humans set foot on its surface, weve mapped every boulder and crater. But a series of discoveries that nasa revealed today have shown that the moons surface has been hiding an abundant supply of water. One of the discoveries comes from a telescope onboard a modified boeing 747. By flying above 99 of the earths atmosphere, it has a clearer view of the solar system. It picked up the telltale signature of water molecules on the lunar surface. In another simultaneously published discovery, researchers mapped shadowed areas called cold traps, where frozen water might be stored permanently. What these papers are telling us is that, actually, that the water could be trapped in slightly more easier to access areas, that arent so hazardous, and this is really important, especially if we want to send crewed missions to the moon. And it gives us slightly more options in terms of where we can go and making sure that its safe for all those involved. To go farther, we must be able to sustain missions of greater distance and duration. These discoveries will be a boost for nasas plan to send the first woman and the next man to the moon by 202a. Because, while the Apollo Missions already took humans there and back, future missions will aim to establish a base there as a gateway to explore the rest of the solar system. Ending this half hour with moon water. Thanks for watching. Good evening. Its week good, proper autumnal, changeable weather all being driven by whats happening over the United States and canada at the moment. Blue colours, very cold air, unusually cold, record breaking 0ctober cold air for the north of the us fighting it out with warmer air in the south. When you get those two battling, you get a very strong jet stream propagating from the us out into the atlantic. That then fires up some pretty potent areas of low pressure. This one is going to drop in pressure quite substantially into tuesday, 100 mph winds on the southern flank of it, but thankfully for us, it stays well away from our shores. But it is close enough to influence our weather to influence our weather through this week, with other areas of low pressure running around it, it will be windy at times, but nothing untoward. Some heavy rain, which could produce flooding for one or two later this week, along with some rough seas in the west before things turn milder later. Certainly not mild out there at the moment. A cold night for many parts of the country, and across scotland, northern, Eastern England, temperatures dropping well down into single figures. Even a touch of frost for two. Temperature is rising, though, through the night. Southwest wales, northern ireland, thats because cloud and rain spell its way in. Now, tomorrow, your day will be split in two. Where you start off with the wet weather, northern ireland, wales, southwest, some of that heavy, you will have something brighter for the afternoon with some sunny spells and one or two showers. But after a sun start to northern, Eastern England and through much of scotland, it turns cloudier and wetter here through the day. And because the day started quite chilly, you lose the sunshine through the morning into the afternoon, temperatures will struggle to rise, rather chilly day. Driest and brightest of although, the northeast of scotland. Mildest of all, where the sunshine comes out towards the southwest. Through tuesday evening, the rain will then sit across the northeast of scotland where it will linger into wednesday morning. Area of low pressure still there to the south of iceland. The centre of it staying away from us. But with a long sea thatch across the atlantic, out towards these western parts of the uk where we will see some pretty rough seas, waves could talk over ten metres in height towards the west of ireland. And because the low pressure is still close by, its quite a disturbed atmosphere, mixture of sunshine and showers for wednesday. The heaviest of the showers to the south and west where they will be most frequent, there could be some hail, some thunder mixed in, for central, eastern parts to see sunshine, however, through much of the day. Fewer showers, a rather cool day, particularly in the breeze. More in the way of persistent rain though back across many parts into thursday, that could cause some minor flooding in parts of west wales in northwest england, parts of england and wales could see winds touch gale force at times. See you soon. Hello, im nuala mcgovern, this is 0utside source. Just over a week until the us election and the coronavirus pandemic is taking centre stage. We are absolutely rounding the corner. 0ther we are absolutely rounding the corner. Other than the fake news that wants to scare everybody, we are absolutely rounding the corner. A lifetime seat in the Supreme Court ina a lifetime seat in the Supreme Court in a Major Political victory for President Trump. Lets take a look at the scene live now in the senate where a vote is expected at 7 30pm local time. In england hundreds of thousands of people are facing more coronavirus restrictions as nottingham and surrounding areas move into the countrys highest virus alert level. And well be discussing the next steps for chile after it votes to re write its constitution. Welcome to the programme. More people in the uk will be put under maximum coronavirus restrictions this week. Just a few hours ago the government announced that nottingham and some neighbouring towns will go into the highest covid 19 alert tier, so from one minute past midnight on thursday. Jessica parker has more. When knew talks had been ongoing for these two areas last week but we we re these two areas last week but we were expecting some news particularly for wellington this week. The reason wellington really wasnt a surprise was, yes, we knew those talks were going on but also it is between manchester, Greater Manchester, and liverpool city region, of course both of those areas already in ps3 because of concerns about high infection rate. I think it will be interesting to see the kind of support packages that those areas have agreed. 0bviously, when it came to negotiations with Greater Manchester there was a very public row. That doesnt seem to have happened in the case of these two areas but, as you say, the overall picture, more and more people in england living in they the very highest level of restrictions. Thanks, jessica. The uk government has announced there were 20,890 new Coronavirus Infections recorded in the latest 24 hour period. 102 deaths were reported so thats people who died within 28 days of a positive covid 19 test. It takes the total number of deaths so far across the uk to 411,998. The rise in daily coronavirus cases is piling more pressure on britains hospitals. 0ur medical editor fergus walsh has been to newcastles royal victoria infirmary to see how theyre coping. Covid continues to make people critically ill. It continues to make peoples organs fail. It continues to cause death. That still is a frightening prospect for many people out there. But patient numbers that compared to the first wave, and very few were on ventilators. To me, this feels very different from the peak in april. Doctors now know so much more about covid and how best to treat the disease and that means many more patients are surviving intensive care. We feel we can offer every patient the best possible opportunity to get through it based on some much firmer science that we can draw on now compared with april. Covid patients in intensive care at a given remdesivir, an antiviral drug, plus medications to stop potentially fatal blood clots. They also get dexamethasone, a steroid, trials in the uk showed it reduces the risk of dying by up to a third. The hospital is confident it can cope with coronavirus this winter and could expand its intensive care fivefold if needed. But the markova davies, the greater the impact on other, non emergency care. For hip replacements, eye operations, a myriad of other conditions. And, like everywhere else, patients waiting longer. Thanks so much to fergus. Lets turn to a covid test, lots of people looking at this today. A covid test that can provide a result in 12 minutes will be made available at high street pharmacy boots. The nasal swab will be sold in selected stores in the uk to people who are not showing symptoms but want a test. 0ur Health Editor hugh pym has more details. Its a nasal swab test delivering results in 12 minutes. Its been proven to be effective amongst people who have symptoms, but we are trying to find out a bit more about how effective its been that those who dont have symptoms, and i think more data is needed on that, and, of course, it is aimed at people who are asymptomatic. Boots dont want people walking into stores of symptoms because that absolutely knockedis symptoms because that absolutely knocked is what is intended. And it will be looking for that, no doubt. Lets comments turn to an ongoing battle to contain conspiracy theories about the polemic that had spread across the internet. About the pandemic. While Technology Offers new ways of tracking coronavirus, there is an ongoing battle to contain conspiracy theories about the pandemic that have been spreading across the internet. One man has spoken to the bbc about his own mother after after she became one of the leading proponents of fake news, with tens of thousands of followers on youtube. My brother rings me and he says, sebastian, i think weve got a problem, er, you know, mums got 40,000 youtube followers. And at that point, my facejust dropped. I knew immediately what was going on. Sebastian is 21, from east sussex and his mum, kate shemirani, has become notorious for spreading conspiracy theories during the pandemic. What shes doing is dangerous. You nurses dancing, im coming foryou. This is herfive minutes of fame. You will stand trial for genocide. I dont want to be here talking about, you know. But its something i think weve got to do before these ideas get bigger and more people fall down the same route that shes trying to take them down. You can only prevent it before it happens. Now a suspended nurse, she has become a headliner at anti lockdown rallys. This is all a lie, this covid 19 and promoted baseless conspiracy theories about 5g, vaccines, and the pandemic. Thats going to go into your dna, its going to change you forever, which means that you are no longer of the creator. They can put a patent on you and you cannot be genocided. Sebastians concerns are about public health. There is no evidence to back up claims his mum makes about 5g and coronavirus, which have been linked to real world damage. And she encourages followers to ignore health guidance. The bbc put sebastians claims to kate shemirani. She did not directly respond to what her son said. She did tell us. As a child, he says he was frequently exposed to conspiracy theories. At 17, he left home and they are now only in touch via text. When this is over, in three orfour years time, and everything she said is forgotten and the global genocide hasnt happened, people will forget about it. But, you know, the disaster that goes on with. Within my family, and the relationships that shes losing now, that stuff stays forever. Before we go lets get some good news on coronavirus from austrialia. There is some good news on coronavirus from australia. The city of melbourne will come out of lockdown on wednesday after recording no new cases for the first time sincejune. The state of victoria was the epicentre of australias second wave, recording more than 90 of its 905 deaths. Melbourne has been in lockdown for more than 100 days with strict stay at home orders in place, as well as a curfew and restaurants and stores closed. This graph shows the daily cases in melbourne. The infection rate peaked at more than 700 new cases a day. Heres the first question the victorian premier was asked after the announcement. Cani can i confirm that what you are saying is we can finally get back on the bay is . I dont know that i will be drinking a beer tonight. I might goa be drinking a beer tonight. I might go a little bit higher up the shelf. He followed it up with this tweet was to washington now, where democrats are attempting to delay a vote on president Donald Trumps new Supreme Court nominee. Lets just take a quick look at whats happening on the senate floor at the moment. This is life right at the moment. Majority leader mcconnell waited less tha n majority leader mcconnell waited less than an hour after the announcement ofjustice less than an hour after the announcement of justice ruth less than an hour after the announcement ofjustice ruth brady ginsbergs death to say that he was going to push the envelope. Amy Coney Barrett is almost certain to be confirmed later today here she is appearing with President Trump a few weeks ago. This was the rose garden just a few weeks ago, controversial event. Shes favoured by social conservatives because of her record on issues like abortion and gay marriage. Remember republicans have a majority in the senate, so the vote is likely to go along party lines. Judge barrett would be the third Supreme Courtjustice to be appointed by President Trump and her confirmation would cement a conservative majority on the nine member court. And that could have implications for decades. Heres professor rick pildes, a professor of constitutional law at new york university. The the United States is unique amongst constitutional democracies in having life tenure for the court and one of the reasons our battles over the court and appointment are so intense, among the most significant political battles we face is the court has become a very powerful institution and people are now, of course, living and serving much, much longer and sell a president ial appointment projects a0 yea rs president ial appointment projects a0 years down the road. Democrats have criticised the confirmation process happening so close to the election. Heres one political analyst. This will be the fastest confirmation to take place before an election in us history and already we have seen democrats doing a marathon session to denounce this confirmation but clearly they simply do not have the votes and we are expecting amy Coney Barrett to be confirmed. Heres gary 0donoghue in washington. Washington, dc is a very lively place these days one report i read was thatjudge babbitt could be at work by next tuesday. What you think the odds are . Ya, i think it could be for the same. I certainly think of the vote goes through in the next three orfour of the vote goes through in the next three or four hours there may be some swelling in getting the oath that the white house later on tonight so thats all possible. She could be on the bench really very quickly and of course that matters from Donald Trumps point of view because he is envisaging potential port or court cases to bubble up to the Supreme Court as a result of the election. He has pretty much said that if he doesnt win there will be legal challenges and that is the court that may end up hearing them, as it did back in 2000. Just taking as it did back in 2000. Just taking a look back through this presidency, it is quite incredible that there has been three Supreme Court justices that are now going to be on the bench. Picked by mr trump. We hear Aboutjoe Biden and people talk about Court Packing or packing the court. Can you explain that to our viewers and whether it might happen ifjoe biden wins . Share. I mean, there are nine justices on the court, as things stand. They have been that way for decades and decades and decades. The point is, there is nothing in the constitution that says there has to be nine justices of indeed any other specific number of justices so justices of indeed any other specific number ofjustices so when an imbalance occurs like this, six conservatives, three liberals, then of course the left will Start Talking about, and this is a very strong view on the left, that there should be some rebalancing by expanding the court. Thats what they mean by Court Packing. Joe biden isnt really a fan of it. Hes never really been a fan of it. Hes promised to bring about some kind of review, some kind of body to take a look at the question should he win the election, but, of course, there are other things they could potentially do to rebalance the political system. The code, for example, seeks statehood for the district here, the district of columbia and puerto rico. That would give them a big boost in the senate because both those places would be likely to do it, collect two Democratic Senators each. That could change the balance of power away from the court in terms of getting legislation through. So all these things are possible. It will, i think, depend, ifjoe biden wins, and the size of that win. If he gets and the size of that win. If he gets a landslide, then he might decide to do some pretty radical things. If its a squeak then he may not. Gary danny 0donoghue, thank you very much. A huge moment in chile which has voted to rewrite its constitution drawn up 30 years ago under the former dictator augusto pinochet. First this report from our south america correspondent, katy watson. Chileans were out on the street celebrating even before the results that come in. So sure they were of a resounding yes vote. Projected onto a building was the word rebirth, because this is how people here feel. That this referendum has said goodbye to a dictatorship near the constitution and represents a new beginning that chileans say its more fitting for a modern democracy. Translation this is the foundation of everything and we will keep going. We will keep fighting with this, always. When the results came m, this, always. When the results came in, president sebastien said that peoples voices had been heard, but the hard work was still to come. Translation this is not the end. The hard work was still to come. Translation this is not the endm is the beginning of a path that we must all Work Together to agree on a new constitution for chile. Until now, the constitution has divided us. Now, the constitution has divided us. From today, we must all Work Together so that the new constitution is the great framework of unity, stability, and future. This has been a turbulent year for chile. A country praised for its stability yet one that masks deep inequalities within society. Mass Anti Government post that erupted a year ago called for better access to Services Including health and education. Anti government protests. From the very beginning, protesters called for the constitution to be scrapped and replaced with one that would respect all chileans, notjust replaced with one that would respect all chileans, not just the privileged few. According to officials almost 7. 5m chileans turned out to cast their vote thats the highest turn out since the 1989 election which brought an end to military rule. More than 78 voted in favour of a new constitution. And 79 voted for it to be drawn up by a body which will be elected entirely by a popular vote. Constanza hola is a journalist in santiago and joins me now. How does it feel in the city today . The feeling is exciting. You walk through the streets and you can smell, basically, new energy in the streets. Actually, people, if you see something that is not right in the streets all you hear a weird conversation or something that is not happy, that is unhappy, you can think, like, oh, the new constitution is going to sort it out. So what is it thats going to be in this new constitution . Is there so far as you no consensus on what needs to be changed . Yes. Actually, i am blocks away from the former. Square, which is called dignity square now by the protesters and the social movements and that is exactly what they were claiming since the social movement started a year ago, dignity. And since the social movement started a yearago, dignity. And why since the social movement started a year ago, dignity. And why dignity . Because the current constitution, which could be like something abstract, is not. It perpetrates the inequality between rich and poor people in chile, and the World Bank Says that chile is one of the most unequal countries in the world. And thatis unequal countries in the world. And that is because everything, most of things are privatised here. So people die waiting for an appointment in the health system, or pensions for people are around could be £70. So what people, the changes that they are expecting, is to make the country and most more equal country in specific things, so thats what they are expecting. Its a laudable goal but, constanza, just briefly, what do you think could be the roadblock or the obstacle to making that happen . Ijust have about 30 seconds. The obstacle is like to get an agreement that includes everybody. So it was not going to be a long way, it was not going to be a long way, it was not going to be a long way, it was not going to beat two years at least, to choose the body which is going to choose, which is going to write to the new constitution, and then there isa the new constitution, and then there is a new referendum after the constitution is written, approved the new constitution, so the main obstacle the new constitution, so the main o bsta cle is the new constitution, so the main obstacle is that the 22 that is against a new constitution is probably the most powerful people in the country. Gosh, what a note to levers, consta nza. Thank the country. Gosh, what a note to levers, constanza. Thank you so much as speaking to us. We will continue following it. Stay with us an outside source. Still to come. Well have an update from poland where pro choice demonstrations are protesting for a fifth day against a courts near total ban on abortion. As half term starts for many pupils this week, borisjohnson has refused to extend Free School Meal vouchers to cover the holiday in england, but has hinted at extra support. Our Political Correspondent alex forsyth reports. These are the ducks that we hatched then and cant find work in a pandemic. She relies on universal credit and says Free School Meals of a lifeline that she is missing this half term. It is embarrassing to not be able to do the most basic of human things and provide your children and then have to go and ask for that help and have that help debated, have that help discussed and have my decisions on my choices asa and have my decisions on my choices as a mother discussed, if it can happen to me it can to anybody. The Prime Minister, despite growing pressure to of the vouchers during the holidays, is holding firm on that front. But in practice today, promoting better hospital food, that front. But in practice today, promoting better hospitalfood, he didnt rule out more support. The way to deal with it, we think, is by increasing the Funds Available for universal credit. We have put up by about 1000 per year. But also to put more into local councils. We dont wa nt to more into local councils. We dont want to see children going hungry this winter, this christmas, certainly not as a result of any inattention by the government, and you are not going to see that. But without extra help this half term, some councils and businesses are stepping in. Wolverhamptons labour leader was living for passing ulster day. The government points to £63 million it gave englands local authorities this summer to help families facing hardship, but many say thats already been spent awful sparse is short. There has been a promise of the funding of any detail. Already been spent or falls far short. Detail. Already been spent or falls farshort. Perhaps detail. Already been spent or falls far short. Perhaps to avoid another damaging bow before christmas. Of course not everyone thinks the government should fund food during the holidays but this campaign has got real traction and plenty here, including some tory mps, think the government has just handled it badly. This is outside source live from the bbc newsroom. Our lead story is. Just over a week until the us election and the coronavirus pandemic is taking centre stage. Over the weekend, the us recorded the highest ever number of new daily cases 83,000 in a single day. Pro choice demonstrations have continued in poland after the countrys top court ruled last thursday that ending the life of a deformed foetus is unconstitutional. So this means abortion in poland is now permissable only in cases of rape or incest, or to protect the mothers life. This has proved controversial here are some pictures from warsaw. You can see the huge protests there. Poland, i should say, already has one of the most restrictive abortion laws in europe and opinion polls show a clear majority of poles are against more restrictions. The catholic governing law and Justice Party was forced to abandon a previous attempt to push the measures through parliament in 2016 because of the backlash from protesters. This time a group of mps took to decision out of the hands of the government and asked the court, which is dominated by pro governmentjudges, to rule on the issue. Heres what one of the protesters made of that. We have been fighting this since 2016 it is 2020 use the pandemic situation against is instead of helping us. Their citizens, instead of helping us and helping us survive the Economic Situation has clashed, people are losing theirjobs, people are losing their houses, people are losing theirfamilies are losing their houses, people are losing their families and theyve given you laws like this and make it difficult for women to be women, to live life, to be able to make our own choices about our own bodies. The bbcs adam easton was at todays protest in warsaw. Its the fifth day in avail protests against a court ruling that introduces an almost total ban on abortions. On sunday, protesters disrupted church services. Today, they are disrupting the traffic, blockading junctions in towns and cities across the country. These protests are spreading. They started off in big cities are now theyve spent to small towns. Thousands of people are taking part in street demonstrations across the country every day. Theres considerable anger hear about the way this ban was introduced, without a public or parliamentary debate, and also during the pandemic. Poland already had one of the strictest abortion laws in europe and opinion polls say that there is a clear majority of people here who oppose making the law any stricter. From protests in poland, to protests in thailand. The countrys Prime Minister has called for what he says are illegal protests to be brought under control following weeks of rallies against his leadership and the monarchy. Heres what he told parliament earlier. Translation we dont want to see clashes of riots in the country. Government has a duty to protect the bounce of every thai citizen. Ultimately, 70 million people. Protect the rights of thai citizen. As parliament was convening protesters continued to call for mr Prayut Chan O cha to step down during this rally in bangkok. Jonathan head was at the protest. Weve been to a lot of pay in many different places but this one isnt specially significant. They have come down to the German Embassy in bangkok and what theyre complaining about here is that their king is in effect raining from a foreign country. Lots of protesters here, we had royalists here earlier today expressing their support for the monarchy and in fact the German Embassy is caught in a sandwich between these two sides and saying they didnt want any changes to the status quo. These numbers are much, much bigger. They have blocked off, here, one of the largest road in bangkok. Completely blocked. There are thousands of people here getting support for this determination that the monarchy must be at the heart of discussions about irelands future. There are many, many grievances which have been raised about the way in which the monarchy functions, even against the current occupant of the throne in thailand, but, you know, its been a fairly orderly event. The police have got a fairly heavy presence here, not doing much as you see, simply protecting the embassy. As for embassy. As foer embassy. As for mrjonathan, ending this edition of outside source.
