Well explain why. The fraudsters trying to make easy money from a government backed loan scheme to keep Small Businesses afloat. We have an investigation. And the pledge for nature 65 countries sign up to save habitats there are many elements and wildlife at risk to the trump tax story. The democrats say the public must know who the president owes money to as a question from Climate Change. Of National Security. Well look at the political reaction in detail shortly. But if you havent seen lets ta ke lets take you to the New York Times story here are some of the many, many claims. It reports that in 2016, the year mr trump won the election, and during his first year in office, he paid just 750 in federal income taxes. He also paid no income tax in the ten of the past 15 years. The times also reports that, in his first two years as president , mr trump made 73 million in revenue from overseas. This includes licensing deals worth millions in countries like the philippines, india, and turkey. These figures raise questions about potential conflicts of interest. And the times also suggests mr trumps finances are in a precarious position. It reports that within the next four years more than 300 million in loans, for which he is personally liable, will become due. Well, mr trump has responded to the New York Times story. Heres his defence. Its totally fake news. Its made up, fake. We went through the same stories. You could have asked me the same questions four years ago. I had to litigate this and talk about it. Totally fake news. The president may say its all fake the New York Times has a long track record of being very accurate. And mr trump followed that up with this tweet, saying. The fake news media, just like election time 2016, is bringing up my taxes all sorts of other nonsense with illegally obtained information only bad intent. The issue here though is federal income tax. Taxes come in many forms vat, property tax and so on. The New York Times is focused on federal income tax here. The president is right though that this issue has come up before. Heres a clip from one of his debates with the democratic candidate hillary clinton. Maybe he doesnt want the American People to know that he has made nothing in federal taxes because it only years anybody has seen our couple of years when he had to turn them over to state authorities when he was trying to get a casino licence and they showed he didnt pay any federal income tax, so. That makes me smart. Now, theres no legal obligation for mr trump to release his own tax returns, but it is customary and every president since gerald ford in the 19705 has done so. Here he is again in the 2016 debate outlining why he was choosing not to. I dont mind releasing, i am under a routine audit and it will be released and as soon as the audit is finished it will be released. That is not correct. The investigation conducted by the New York Times provides more details about the circumstances of that audit by the Internal Revenue service. That investigation stems from a 2010 tax refund worth almost 73 million that donald trump claimed after declaring huge losses. If the irs rules against him he could have to pay more than 100 million. And contrary to the president s comments, he could release them his tax returns if he wanted to. This article from bbc reality check finds theres nothing stopping him from releasing those returns while the irs audit is under way. If those are the details of the allegations. Next to the political fall out. Heres tom burgis, the investigations correspondent for the financial times. He is doing something that undermines the foundations of how democracy works, we choose our rulers and we trust them to take decisions for the collective goods, not for their personal financial interests. When they start taking decisions for their own interests, democracy breaks down and when we see the New York Times stories, the way donald trump is sustaining himself, sustaining his wealth appears to be by monetizing the highest office in the free world. Well, as you might expect, leading democrats have been responding. Heres senator elizabeth warren. He knows better than anyone theres one set of rules for the wealthy and giant corporations and another for hardworking americans and hes taken advantage of it at every turn. Next congresswoman alexandria 0ccasio cortez. Donald trump has never cared for our country more than he cares for himself. A walking scam. The democrat speaker of the house nancy pelosi has spoken to msnbc she says the public needs to know who the president owes money to. To me this is a National Security question. Heres the economists us editor on why that issue matters. Who lent money to donald trump after he kept going bankrupt, a lot of the big new york banks, american banks wouldnt lend him any more. Bank met him some money. But i think nancy pelosi is right to say that American Voters probably ought to know who donald trump was mighty. Owes money to. Now, as youd expect, the Biden Campaign has not wasted any time in getting on to this issue. The campaigns website is selling stickers saying i paid more income tax than trump. And the team joe campaign has already produced this video. As you can see, the ad compares the amount of tax paid by the average person, teachers, nurses, and construction managers, with that paid by donald trump. Heres julia manchester, a political reporterfor the hill, in washington dc, on how the republicans have reacted to the story. President trump has going this fake news. 0thers President Trump has going this fake news. Others are going at big news saying the timing of this is very suspect, given this comes just one day before the first president ial debate between joe biden day before the first president ial debate betweenjoe biden and President Trump. But republicans i would imagine very much have a headache right now because once again they have been forced to play clean up with something regarding the president. Last week it was President Trump refusing to commit toa President Trump refusing to commit to a peaceful transition of power. Now there is an issue of this tax return that were released at the New York Times gave details. Republicans definitely on the defence right now. This is not something they want to be talking about. I want to be clear, while the president says fake news, there is no evidence i have seem to suggest the New York Times has fabricated all of this reporting. It has not released as sources but there is no particular reason for us to doubt what its saying. No particular reason. I think the term fake news and President Trump is like messaging on this is kind of reassurance to his supporters right now. I dont think this report is going to change any minds in the election. Maybe it has an impact on swing voters who are Still Deciding but there are very few of those right now. President trumps supporters will indeed say this is big news and i dont believe it, they are suspicious, this is President Trump definitely talking to that. However on tuesday night it will be interesting to see howjoe biden approaches the issue and how the Campaign Messages on this. Were going to focus for a moment on the coronavirus in the uk. A few days ago, the government brought in a 10pm curfew on pubs, bars and restaurants its already under pressure to change it. This is one of the reasons why. This was liverpool on saturday. People packed into the city centre once the pubs shut at 10pm. And this was the west end in london on friday night. Big crowds gathered on the streets the underground was busier than normal, too. Liverpools mayorjoe anderson tweeted this picture and said the new rule was making the situation with the virus worse not better. We will speak to the mayor in a couple of moments. Then theres this from sasha lord a night time economy adviser for Greater Manchester. Its very clear, across the uk, that this ill thought out 10pm curfew, has pushed everyone out of venues with socially distanced measures, into the streets, into off licenses, supermarkets, over crowded public transport and house parties. Every operator predicted this. Shambolic. And heres the mayor of Greater Manchester andy burnham calling for a rethink. My personal feeling is that the curfews probably doing more harm than good and that its creating a major incentive for people to carry on partying at home, and that is what we are told is the main place for the virus to spread, by gathering in the home. I think the government needs to give some urgent consideration to this. The police too have concerns. This is the chair of the Staff Association that represtents police in england and wales. You did not have to be a scientist to know that if you close the bars and restaurants in any given time, everyone out the door would be with the bars and restaurants completely empty but the streets are full and a handful of Police Officers are available will have to deal with that. Some people have said to me and colleagues have said, you should encourage everyone just to go home in a nice orderly manner and the reality is that we mix alcohol with some people resisting, not the majority but some resisting, the rules that are being put in place, it is one public order to kick off and that will absorb all of the resources of policing and so we cannot deal with that if not hundreds of people. During an interview with the bbc, these concerns were put the government minister helen whately. I say it is very early days since the introduction of that policy. And ido the introduction of that policy. And i do hope the people we are watching listening today, and anyone planning a night out this week will think, actually, i really get it, i realise that it might seem like a fun thing to do to keep on partying, it doesnt mean it is the right thing to do. While that issue remains live lets look at the figures. More than 4,000 new infections were recorded in the latest 24 hour period. Wihle the average number of new daily cases in the past week is over 5,000. In the past 2a hours, another 13 deaths have been recorded down from 17 on sunday. Some of the current covid hotspots are in the north east of england. And thats led Health Secretary matt hancock to make this announcement earlier. U nfortu nately unfortunately the number of cases continues to rise sharply stop the incident right across the area is 110w incident right across the area is now over 100 cases per 100,000. We know a large number of these infections are taking place in indoor settings outside the home. And so at the request of local councils, with whom we have been working closely. We will introduce legal restrictions on indoor mixing between households in any setting. Mayorjoe anderson joins me from liverpool now. Thank you for your time. I have seen via your comment already you are not convinced by the 10pm curfew so what would you do instead . convinced by the 10pm curfew so what would you do instead . I think the cu rfew would you do instead . I think the curfew itself for the closure itself had to be dealt with in a different way. I am not suggesting for one minute that the government intended what happened to happen, but if they had spoke to local authorities and spoken to was as the licensing authorities, the city council here, we could have liaise and work with the police, so we could have staggered the closure times of the pubs. All pubs have different operating licences, some 11 oclock, some midnight, some one oclock depending on whether you have entertainment licence, to just have a blanket approach and then allow everybody to spill out onto the streets trying to get on public transport, taxis, often groups going into off licences and then going back to houses for parks and public spaces, as everybody you have just interviewed said, it wasnt well thought out, it wasnt talked to, communicated to local authorities and we ended up with the result that we see last night. If you are suggesting that certain pubs shut at nine oclock, others ten, 11, 12, wouldnt you just get groups of people going from one to the other which is a problem . Also dont you create a complex messaging setup which is the direct opposite of what the government is trying to achieve . No, it doesnt, i accept your simple look at what i am trying to say here, but pubs in the districts outside the city centre, they operate quite normally and covid site, but if you have a pub that has a licensed to operate until 12 oclock. You can close the one at 11 at ten, last orders, people leave and then vacate. The other pubs that have got 12 oclock and stop people coming in at 11. That is the type of thing and approach that could have worked. What has clearly happened is we have seen the situation where it hasnt worked and we have got people leaving at the same time as we used to do when it was her past and closing many years ago, and that simply has made matters worse. The setu ps simply has made matters worse. The setups with the pubs have made matters worse, you say, tell me about the university students, as their arrival in the city made the situation worse as well . Yes, i guess it has, because we have got a situation where we are seeing a lot of the young people that were on the streets over the weekend have come pressures week, 20,000 students returning to universities over this week and next week freshers week. That will make things worse. In terms of people not following the guidance, the guidelines, because as one of your previous interviewers said, the situation in terms of drinking and following rules dont really mix, so we are concerned about the number of infections increasing. We have got 125a new infections in the last six days and every six days those numbers are doubling, do we have a real concern in the city. Having pubs close all at the same time, cruising restau ra nts at the same time, cruising restaurants at the same time, it is just to me ridiculous. Thank you very much. We will leave it there but we appreciate you joining us. That is joe but we appreciate you joining us. That isjoe anderson the mayor of liverpool saying quite explicitly that the governments10pm curfew on pubs and restaurants and their decision to allow students to go back to university in this case liverpool, both of those decisions he says has made the situation with covid 19 worse in the city for which he is mayor. In a few minutes we. Talk about a new pledge to 65 countries have signed up to, the idea is to make more commitments to protect wildlife and habitats and we will explain how this is going to work. Children in zimbabwe have gone back to school after six months. But some teachers are on strike over concerns about safety Shingai Nyoka is in harare. In the capital today the strike seems to have been quite patchy, in some schools, teachers were teaching but in some of the schools i had witnessed, students were just sitting in the class and there were no teachers there to teach. There we re no teachers there to teach. There were obviously the preventative measures had been taken with the hand washing as well as temperature checks, but the greatest concern is schools were open specifically in phases to allow for those that are right in the Public School exams in december to be able to get some teaching time before those exams happened, but with the strike that has put all of that end out and there was some concern about the pa rents there was some concern about the parents that i spoke to about whether their children will pass. They say first it was covid and now it is the teacher strike. This is 0utside source, live from the bbc newsroom. 0ur lead story is. Our top story the New York Times says donald trump paid just 750 dollars in federal income taxes, in the years before, and after, becoming president. Donald trump says its fake news. I want to update you on the wildfires in california. They have burned through more than 1. 4 million hectares this year far exceeding any other year in the states history. This is deer park in the napa valley wine region in northern california. This particularfire has burned through over 4,000 hectares of land. And hot gusty winds are forecast. Heres more from the authorities. We had an increase in the wind along with an increase in temperature and lowering relatively which has increased the fire behaviour and the fire has jumped and its working its way towards those more populated areas. There are three fires which have merged near santa rosa. Thats led to mandatory evacuation orders in napa and sonoma counties. This is what that looks like from above. Thousands of hectares have been burnt and the fires are still uncontained and out of control. And this video is from the napa county sheriffs office. It came with the caption never wait til the last second to evacuate. Hundreds of residents have taken that advice and left. Others have stayed to try and defend their homes. Heres one of them. We have a long hose out here. Trying to keep it wet. Hopefully dont end up to keep it wet. Hopefully dont end up like the poor guy right across the street, the whole town went up in flames about five minutes ago. These pictures show us just what that looks like. This was captured by photographer kent porter for the Santa Rosa Press democrat. One of many homes destroyed in santa rosa. I spoke to kent earlier. The fire moved so fast up the hill that it impacted the structures. These are big homes, 2500 square feet, they are on a ledge of a canyon. They are really difficult to put out. When they get going the wins are up around 50 mph and the impact the houses pretty routinely and there are so close together that they just took off. And there are so close together that theyjust took off. There was not much they could do. They did a great job, they save a lot of firms on the other side because the data in an amazing job, but i think they lost ten or 11 structures on that street. When you are taking these photos, how easy is it to move around and navigate from one situation to another . You are wearing all the gear that the firefighters are wearing. The only thing you dont haveis wearing. The only thing you dont have is the house and tools which you have, the fire shelters, helmets, boots, gloves. You feel sort of like the mummy when you run around in that stuff, but you get used to it. We have such a good law in california, it allows us access into these disasters to show people what is going on when they have been evacuated, so it is actually pretty easy to move around, it is little dangerous ring of fire it was pretty dangerous ring of fire it was pretty dangerous last night. The look of his work online. A decades long dispute between armenia and azerbaijan has reignited over the Nagorno Karabakh region. Dozens of people have been killed in the last three days of violence, which both sides accuse the other of starting. These are the fiercest clashes since 2016, in a region that provides crucial transit routes for gas and oil to the international market. Nagorno karabakh is internationally recognised as part of azerbaijan, but it has been controlled by Ethnic Armenians since the early 1990s. Russia, traditionally an ally of armenia, has called for an immediate ceasefire. Turkey has pledged support for azerbaijan, and armenia accuses turkey of directly supporting the azeri military, something azerbaijan denies. Here is turkeys president speaking earlier today. Translation i condemn armenia which has attacked our territory. Turkey will continue to support wholeheartedly and with whatever means are possible. It is time to end the crisis in this region. This region will once again have peace and calm following the swift abandonment of all azerbaijans territories. Any measures or propositions beside this will be unfairand propositions beside this will be unfair and unjust. Heres our correspondent Rayhan Demytrie on armenias response. There was a strong worded statement by the armenian ministry, it accused azerbaijan of launching this offensive and the Armenian Foreign Ministry says the president of azerbaijan has publicly denounced the Peace Process and has now resorted to military means of solving this conflict. Matthew bryzah is a former Us Ambassador to azerbaijan who worked as a mediator on a prospective Peace Agreement for Nagorno Karabakh. He explains russias role in the crisis. Russia is, like the United States and france, supposed to be an impartial mediator of the conflict. It is not so great that russia might depart from that mission. But nonetheless, turkey has not been pa rt nonetheless, turkey has not been part of the multilateral negotiations for a Peace Agreement under the group. What has happened in the last couple of months is that as tensions have heated up, after military clashes injuly, the United States did not really get involved and created a diplomatic vacuum, so what has been happening subsequently is that russia and turkey have been filling that vacuum. Russia on the side of armenia, which is an ally of russia under the collective security treaty organisation, and turkey supporting azerbaijan. Leaders from 65 countries have signed a pledge for nature. Its a plan designed to save wildlife and habitats from the threat of Climate Change and other environmental threats. The uk says it will increase the amount of land that is protected from development from 26 to 30 by 2030. Heres what the uk Prime Minister borisjohnson has said. We need notjust good intentions but real action and we must act now, right now. We cant afford dither and delay, because biodiversity loss is happening today, happening at a frightening rate, and if left unchecked, the consequences will be catastrophic for us all. You can find out more about that pledge via the science tab on the bbc news website. I was using. The science tab on the bbc news website. Iwas using. I the science tab on the bbc news website. I was using. I will see you soon. Good evening. Its a quiet weather story out there as we bring the first day of the working week to a close. Tomorrow, another quiet day if anything, perhaps more in the way of sunshine tomorrow. A lot of dry weather on the way and just light winds, all thanks to this ridge of High Pressure now building in from the west. It has been rather more hit and miss today because weve had a weather front working its way west from east. They are cloud and some rather persistent drizzle now pushing its way into eastern england, and thats where well find it in the smaller hours of tuesday quite murky, as well, with that moisture in association with the weather front. To the west, light winds, clear skies and it is a little chilly across scotland and Northern Ireland, with temperatures on the lower end of single figures, milder under the cloud, temperatures in the double figures. So a grayer, gloomier, damper start across eastern counties of england, but it should brighten here is the morning goes on. Come the afternoon, as you can see its pretty much a dry story across the board. Slim chance of a shower towards the southwest, perhaps across western scotland, but overall dry, light winds and temperatures in the mid to high teens. But that is pretty much where it ends. We get to wednesday and low pressure will take effect from the atlantic. Even overnight tuesday into wednesday, the winds will strengthen the rain into Northern Ireland, but wednesday morning making its way to western scotland, wales, and the southwest of england. The southwest of scotland and Northern Ireland particularly favoured for some of the more heavy and persistent rain on wednesday. Eastern england could escape some of the worst of it, but i think we will see a pulse of heavier rain coming in from the south here through the afternoon and into the evening, and a cooler feel. And, once that low pressure is through, we are left with a series of areas of low pressure dodging around each other as we go through the end of the week and on into the weekend. And thatll make it very difficult for us to pinpoint the exact detail on when we will get the heaviest, most persistent rain and strongest winds. What i can tell you is that there is a clear signal low pressure will dominate our weather by the end of the week, dragging in cooler air, meaning itll be often windy and rain at times will be heavy. If anything, perhaps thursday is offering a little bit of a respite from the wet and windy weather for many parts of the uk. But still a bit cooler than weve been used to. Just take a look at the outlook a case of rain, rain, 00 28 32,310 4294966103 13 29,430 and more rain in the coming days
