Unlike the rival Democratic Party legislation, the republican bill is not expected to Ban Police Chokeholds or allow victims of misconduct to sue police. Instead it will rely on financial incentives to encourage adoption of reforms. The bill was crafted by senator tim scott, the chambers only black republican. Here he is. Too often we are having a discussion in this nation about, are you supporting the Law Enforcement community or are you supporting communities of colour . This is a false binary choice. If the answer to the question of, which side do you support . Its, i support america. And if you support america, you support restoring the confidence that communities of colour have in institutions of authority. If you support america that means you know that the overwhelming number of officers in this nation want to do theirjob, go home to their family. It is not a binary choice. Meanwhile the brother of george floyd has asked the United Nations to set up an independent commission to investigate the deaths of black people at the hands of us police. He told the Un Human Rights Council in geneva via video link that the whole world saw how his brother was tortured and killed in minneapolis. My brother, george floyd, is one of the many black men and women that have been murdered by police in recent years. The sad truth is that the case is not unique. The way you saw my brother tortured and murdered on camera is the way black people are treated by police in america. You watched my brother die. That could have been me. I am my brothers keeper. One of the main points that stand out for you here . Well there is a lot on of course Monitoring Police forces as youd expect. There is some language on choke holds in fact. But they dont ban them in an outright sense federally but they try to what they call incentivize Police Departments. Not to use them and to use a different kind of restraint. There are some other managers included in there but they are different in many ways from what democrats in the house of representatives want. And thatis house of representatives want. And that is pretty normal, to be honest ina that is pretty normal, to be honest in a creek congressional process. Often you get bills addressing the same kind of issues starting in one place also starting in the other place also starting in the other place at the same time, sponsored by opposite parties and then they get toa opposite parties and then they get to a process at the end if they get through each house where they go through each house where they go through a sort of, reconciliation type process. We at they are trying to come up through negotiation with a single text so in order to become law of course the same text has to go through the house of representatives and the senate. There is a lot of impetus to get to a point there. There are a number of areas of common ground. But there areas of common ground. But there are some important differences, some important things that the democrats specifically want to see. Things like removing the qualified immunity that police out from civil prosecution. Republicans are absolutely dead set against that. And democrats arent actually keen on giving police any more money to do the right thing as they would see it. Whereas republicans do have money in their legislature for this training. And this sort of addressing the race issue within policing. There are some differences but they are not necessary irreconcilable. Moving forward what is the likelihood that this is going to become part of everyday life for the people that is going to affect . Namely African Americans. Well, i dont think anyone would necessarily see the legislation of either flavour as transformational. There isa flavour as transformational. There is a particularly among the protesters you seen on the streets of america the last few weeks they believe there is an endemic systemic problem the way policing is carried out in america towards the African CommunityAfrican American communities and other minority groups. As you know, passing a bit of legislation around the world doesnt necessary change that. You cannot legislate away decades and decades worth of cultural dna. And those in both prejudices. Thatjust doesnt happen like that. But its about creating an atmosphere where things become unacceptable, where best practices is propagated from one Police Department to the next. And where those who deviate away from the norms and the standards arent able to just move on and do it somewhere else. Theres a whole range of issues. Whether or not African Americans are going to see they are sort of attitudes and their experiences transform overnight, i would very march. Bear in mind. Most black people most black men in this country are absolutely petrified about being stopped by the police. They believe its a real risk to life if you are stop by the police. In this country if youre black. And that perception is going to ta ke black. And that perception is going to take a long, long time to shift.
