Coronavirus bailout, as the European Central bank warns the blocs gdp could fall by 15 . And the weekly clap for carers around the uk, as millions show their support and gratitude for britains coronavirus first responders. Welcome. Well bring you updates on the coronavirus pandemic across the world but first we start in the uk where the first human trial of a Coronavirus Vaccine in europe has begun. However, experts are sceptical that anything will be widely available before the end of the year. Nonetheless, the simple injection in a laboratory in oxford marks a significant moment in the scientific response to the covid 19 pandemic. Our medical correspondent fergus walsh has this special report. What would normally take years has been done in three months by scientists at oxford university. Around 80 groups worldwide are developing Coronavirus Vaccines. A few others in the us and china have also started human trials. There is no guarantee any of them will succeed. Personally, im very optimistic its going to work. Formally we are testing it in a efficacy setting, there is absolutely no suggestion working to start using this vaccine in a Wider Population before weve demonstrated that it actually works and stops getting people infected with coronavirus. So how does the vaccine work . Scientists have taking the genes for the spike protein on the surface of coronavirus and put them into a harmless virus. This forms the vaccine. After its injected, the vaccine enters cells which start to produce the coronavirus spike protein. This prompts the immune system to produce antibodies and activate killer t cells. Which should recognise the coronavirus in the future and destroy it, preventing infection. The scientists will only know how effective the vaccine is if lots of volunteers are exposed to coronavirus. At this moment we are chasing the end of this current epidemic wave. And of course if we dont catch that we wont be able to tell whether the vaccine works in the next few months. But we do expect that there will be more cases in the future because this virus hasnt gone away. Local Health Care Workers are being recruited to the trial as they have a higher chance then most of getting exposed to coronavirus. The oxford team are hoping to have a million doses of vaccine ready by september. With a huge scale up in manufacturing after that. Its not clear though, who would be prioritised to get the vaccine first. And for now we have to wait and see if it works. The uk has reported another 616 coronavirus deaths in hospital, bringing the total to 18,738 that does not include deaths in care homes or in the community. In the Daily Press Conference the Health Secretary also announced an expansion of testing and tracing people with coronavirus. Essential workers, and people who live with them, will now be able to be tested. Lets hear from matt hancock. We can make it easier, faster and simpler for any essential worker in england who needs a test to get a test. From today, employers of essential workers who will be able to go on gov. Uk to get a test for any of their staff. The government had set a target of 100,000 tests a day by the end of the month, so lets take a look at how its delivering. This graph shows the capacity to test has increased to 51 thousand per day. And mr hancock says its on track to reach that 100 thousand target. But while the capacity is up, only just over twenty three and a half thousand tests took place yesterday, so theres some way to go. The government is also hiring 18,000 people and developing an app to help tracing infections, but matt hancock says that doesnt mean theres a deadline for reducing social distancing measures. What i would say is that test track and trace done effectively can help to suppress the transmission in a way that allows you then to have lesser social distancing rules and critically, test, track and trace works more effectively when the rate of new cases is lower. So the lower the rate of new cases, the more effectively you can keep it down using test, track and trace rather than having to use heavier social distancing measures. So can the uk government reach its target . Heres our political correspondentjessica parker. There are two elements to this tempting target. Testing and it seems to me they are pretty confident in terms of reaching capacity for stop so as you been reflecting now at around 51,000 test in terms of capacity therefore the ability to carry out, the availability to carry out around 50,000 tests a day. But as you also mentioned the actual number of tests being carried out in reality, much lower than that. 23,568 the latest figures i have. So they seem like they can get to that 100,000 capacity figure but of course, they want to make sure that that capacity is being used. And that is whats behind i think, trying to expand the eligibility of those who can take part in test. I think ministers would say that it was intended to try and expand testing. The priority of first was patients in hospitals, then key workers. And now theyre making it easier to allow key workers, or key workers themselves tomorrow to sign up and get a test. All to reach i think there is target of 100,000 by the end of this month. That was a target that matt hancock, they Health Secretary said. When the government was coming under quite a lot of pressure over its strategy when he came to testing, you remember, its very well known now went last month the who World Health Organisations that test, test, test. It led to questions here and some criticisms complete my criticism as to whether the government was doing enough. The government said that its being led by science and it has taken the right steps at the right time. Matt hancock did an ounce at that time while she was under pressure now clearly under pressure to meet that within seven days. Of course if that happens will keep you posted. Of course if that happens will keep you posted. The us house of representatives is meeting to vote on another tranche of bailout funds, as a further four point four million americans lost their jobs. Latest unemployment numbers are stark. New applications for Unemployment Benefits mean the total number of people whove lost theirjobs since mid march is 26. 4 million thats about 15 of the us workforce. This graph shows the huge spikes in unemployment which happened very quickly as lockdown measures brought the worlds biggest economy to a standstill. And this graph is from the Economic Policy institute. This shows us the unemployment claims over the past 50 years. The areas in grey indicate a recession. What it tells us is that the jobless claims of the last five weeks are more than five times worse than the five week period of the Great Recession its hard to comprehend figures of this size, so lets get some context from the economist elise gould. She tweets how do we even understand a number like 24 million . Its as if the entire Adult Population of texas and oklahoma combined, applied for Unemployment Insurance benefits in the last five weeks well to explain how quickly individuals will be able to access the financial aid, heres heidi sheer hols a former chief economist at the department of labor. Our Unemployment Insurance programmes actually administered at the state level. So there is more than 50 of these programmes and they are, have varying degrees of being ready to accommodate the crisis of this magnitude. So what were seeing is in many cases people are getting frozen out. Theyre having to face long delays. Which is a real problem. I hope the us really learns the lesson that we need to invest more in these programmes so that were ready in a crisis like this hits. Because this is the lifeline for working people who have lost theirjobs through no fault of their own. Through a global pandemic. So, it is a shame i think, the fact that weve under invested in these systems in recent decades, its working people right now who are paying the price. And its working people especially people who work in say the services industry, those people who serve food for example, people who earned such a large amount of their salary through tips. That will be hugely affected. Yeah, so the industries were seen being hit hardest right in the beginning of this crisis are those Front Line Service industries. Where theres a lot of social interaction, that have been really shut down. So we are talking restaurant, hospitality industries, hotels, tourism. Anything related to events. Brick and Mortar Retail has been hit really hard. So one of the underlying things about all of those is at many of those jobs are very low wagejobs. So youre seeing people getting, seeing their jobs disappear. Who before that didnt have high enough wages in order to have a cushion built up. So people really are in dire straits and desperately need government relief at this point. So the house of representatives at meeting. Is meeting to approve the latest relief package worth 484 billion dollars. Nearly two thirds of it has been earmarked to help Small Businesses cope during the pandemic. Katty kayjoins us from washington. That is really needed because we saw just within the two weeks the money spent completely on the Small Business really fun. So the money is desperately, desperately needed. Yeah, state you show those chart showing the unemployment its really been the last five weeks that weve seen this huge spike week on week of millions of americans using delete not losing theirjobs. That money that was destined for Small Businesses, all of that in the first round of stimulus when in two weeks. So for five weeks some americans have not been getting any money at all. They cant pay their employees, cant pay their rent, cant keep their business is going. So they are looking for this new charge that the house of representatives is about to vote on. For hundred and 85 billion ina new vote on. For hundred and 85 billion in a new Stimulus Programme 60 billion of that reserved specifically for the smallest businesses in the country. Because what happened last time round is that some of the money actually went to bigger businesses who could actually go and go to a bank, who had the resources to go to a bank and get loans of other sorts. Theres been a lot of controversy about that. Where the most needy really getting the money . So congress tried this time around to doa congress tried this time around to do a betterjob of earmarking some of this money specifically for Small Businesses. Itll go through congress and end times we are and even the voting for it is going to be different for usually this would be different for usually this would bea15 be different for usually this would be a 15 minute vote, all of the 535 members of representatives we come m, members of representatives we come in, cast their ballots, it would be done. This time around only 60 members of congress at anyone time can be in the chamber. And afterward there has to be a disinfecting process will top the whole thing is going to take about two hours. But we do expect the house of representatives to vote on this later this afternoon. We will update our viewers and when that does come in. We will update our viewers and when that does come in. Stay right there katty because i want to touch on another story out of the us involving the president. Weve heard donald trump repeatedly promise to re open the economy in weeks not months even as coronavirus deaths continued to mount. So perhaps it might be surprising to hear his message for georgias governor, who has started to lift lockdown restrictions. They can wait a little bit longer, just a little bit, not that much. Because safety has to predominate. We have to have that. So, i told the governor very simply that i disagree with his decision. But he has to do what he thinks is right. A different tone to what weve heard from the president. Well, georgias republican Governor Brian Kemp hit back on twitter, tweeting i appreciate his bold leadership and insight during these difficult times our next measured step is driven by data and guided by state Public Health officials. We will continue with this approach to protect the lives and livelihoods of all georgians. Georgias move is the most aggressive of the states. From friday nail salons, massage parlours and even bowling alleys and gyms can reopen. While in dining restaurants will be reopen monday. Lets go back to katty kay. It will help the economy of georgia but it just it will help the economy of georgia but itjust goes to show what the United States with the whole process has been. The dater that camp is referring to is data suggesting that georgia hit its peak a couple of weeks ago in terms of the number of coronavirus cases. So he feels he can take these measures in order to try to reopen the economy. Bearing in mind how many people whove lost theirjobs. What were already hearing Business Owners from george irst, owners of gems for example saying theyre not going to bother reopening because they dont think its safe. And because polls show that the public doesnt think it safe. So will they actually go back evenif safe. So will they actually go back even if a nail salon is open in atla nta, even if a nail salon is open in atlanta, georgia . Even if a nail salon is open in atlanta, georgia . Is somebody going to think that they can go there in a socially distant way and get their pedicure or manicure . It doesnt seem so. Pedicure or manicure . It doesnt seem so. So is it worth these businesses reopening . Your right hip points to the patchwork nature of this. And yes, some states have much fewer cases. For example than new york or washington, dc where i am. And the feeling is they can start to reopen slowly full. There are some concern if you could move between states and carry the virus from one states and carry the virus from one state that a shutdown to another state that a shutdown to another state that a shutdown to another state that are starting to open up. But it is part of the american system. I think this coronavirus incident, the whole pandemic has revealed some of the weaknesses in the system. Where things are patchwork in this way. Very complicated situation. Very interesting to hear it outlined by you. Stay with us on oustide source, still to come eu leaders discuss a massive coronavirus bailout, as the European Central bank warns the blocs gdp could fall by 15 . Scotlands first minister Nicola Sturgeon has set out her strategy for exiting the lockdown. She warned that the social distancing measures to prevent the spread of cornoavirus may have to remain in place the rest of the year and possibly beyond that. Ms sturgeon told a News Conference in edinburgh that a return to the normal life was not on the cards in the near future. Social distancing and limiting our contact with others will be a fact of life for a long time to come. Certainly untold treatments and ultimately a vaccine offer different solutions. So that means possibly, for the rest of this year and maybe even beyond. And thats why top delete not talk of lifting the lock oii delete not talk of lifting the lock 011 as delete not talk of lifting the lock on as if its a switch of the switch moment are misguided. Our steps when we take them will need to be careful, gradual, incremental and probably quite small to start with. This is outside source live from the bbc newsroom. The start of the first human trials of a Coronavirus Vaccine in europe hundreds of volunteers will get the vaccine two of them were injected today in oxford. Important moment for the eu today, the leaders of its 27 members held a video summit and agreed a coronavirus emergeny fund. Lets talk to ros atkins about whats been discussed. Hi ros. Hi kasia. The eu is used to having its unity questioned this coronavirus outbreak has been no different. And todays summit was the latest test. The focus was an Emergency Fund that Emmanuel Macron had said perhaps a little dramatically was essential to the survival of the eu. Well the fund is in place and its not come cheap. Its worth around 575 billion, thats 540 billion euros. Its hard to get a handle on figures this big isnt it . This is more than the gdp of poland if that helps its substantial. You might remember, how the eu said it owed italy an apology for letting it down at the start of this crisis. Well it seems its saying sorry with an enormous cheque and its a cheque that is largely being covered by Northern European countries, especially germany and france. Heres mark lowen in rome. In 1957 the treaty of rome was signed right here inside this building establishing the European Economic community. The forerunner of the European Union by its extending members of one of which was italy. European idea. This country has always been proud of being the heart of the now many here felt let down by the projects it helped to form. He crisis in relations has played into the hands of the extreme right. Some of its members making a public display of hostility. Feeding into european sentiment now at its highest ever here. In the book shops reopened this week, italys historical ties with europe are on show. But as our its current battles to with a disease that has shaken the roots of european corroboration. I was pro european and i have changed my mind. I dont believe in it anymore. I dont think there is solidarity. We feel betrayed. I feel european so i hope everything will change. We need europe and europe needs us. And i believe that italy will break if will go out from europe. This country has fought many battles in its long history. But now one with its allies to help it emerge, recover, rise up again. Next we wanted to understand exactly how this eu Emergency Fund will be used, so we got in touch with the bbcs gavin lee in brussels. Its huge and split up and about three areas. Billion. Hundreds for workers, employees do have loan so they dont lay them up straightaway. And quick access to those loans for businesses to try to kick start the companies that might need it. And for government specifically, 240 billion available available. Countries can borrow up to two point 2 of the gdp especially in health. So italina govrerment example care homes or to help hospital infrastructure. Then there is the bigger issue of how much more they will need. Most rely on the president said today probably around e1 trillion. They can and need a longer term fund for this. The answer was pretty cryptic. Hey said they be a mix of loans and grants there are some countries in the north very opposed to loaning their money to the south. This will be decided after analysis the commission said. So basically roll on another few weeks but looking at another emergency summit. The eu is also trying to co ordinate the easing of lockdown restrictions. Its now agreed some guidelines on this. Easing should only happen when. Deaths and infections have been reduced for a sustained period. Health care systems are able cope with a new surge of cases. And there must be enough testing capacity. All of which some might say is all quite close to common sense. And raises the issue of why eu Member States are being mroe ambitious in how they work together. Indeed, some argue a lack of Co Ordination has already cost lives. Theres some brilliant analysis on our website from katya adler on this. She says Scientists Say yes, better Co Ordination would have helped. But as katya points out, that hasnt even been possible among the states in the us, and its going to be harder still among 27 independent countries. Well today weve heard from Angela Merkel on germanys easing of the lockdown this week. These are pictures of a secondary school near dusseldorf. This isnt a full re opening just for students who are sitting exams and strict social distancing rules are in place but many more schools will reopen in may. Today Angela Merkel talked about the need for germany to be clever and cautious heres more of what she said. Translation no one likes to hear it but it is the truth. We are not living in the final phase of the pandemic. But we are still at its beginning. We will have to live with this virus for a long time. Ive several other important updates in europe for you. On care homes the whos dr hans kluge says up to half of those who have died from covid 19 were resident in Long Term Care facilities. he called this an unimaginable human tragedy. In sweden, officials have recorded more than 2,000 deaths. And say 26 of people in stockholm are expected to be infected by the start of may. These are pictures from there three days ago. Sweden has not imposed Strict Lockdown measures instead its urged people to take responsibility. In bosnia herzegovina, a top court says measures restricting freedom of movement for children and pensioners are unconstitutional. Its one of the few countries that has stopped children going outside. Another is spain and from sunday, for the first time in six weeks there, children under 14 will be allowed to go out for short walks near their homes. And kasia, more on all of these stories at bbc. Com news. China is giving the World Health Organization an additional thirty million dollars, a week after President Trump suspended us funds for the un agency. Mr trump has accused the who of mishandling the pandemic and has repeatedly attacked beijing for the outbreak. Beijing has already revised numbers of those it says have died in wuhan, and now researchers at the university of hong kong estimate china had four times more covid 19 cases than it first claimed. But chinas ambassador to london has denied any cover up. The virus does not respect orders. 0r discriminate between races. In face of the crisis blaming and scapegoating are futile. Arrogance and insolence will only poison the cooperation between countries. And lets end on these pictures from across the uk where people have come together to show their appreciation for front line workers battling covid 19. Clapping for the nhs has become weekly tradition since the lockdown began five weeks ago in the uk. A big thank you to all of those working throughout this pandemic. Youre watching bbc news now it is time for a corona newscast. I hope you all enjoyed your big night and i hope you all enjoyed your big nightand and i hope you all enjoyed your big night and and i hope you will continue it on the coronavirus newscast. The coronavirus newscast on the bbc. Hello it is adam and the studio. I am chris and my social desk and layer of news. Sarah smith and glasgow in my own flat. Welcome back we have ripped you in tonight because there is a lot to talk about in scotland because Nicola Sturgeon had a Big Press Conference and a big document to you talk to us about so we will talk about that in a minute that first the Daily Briefing today, actually quite a lot of information from matt hancock the health and social care secretary. We will get used to that three teas, testing, tracking and tracing. But the first tee, testing is about to become a bigger tv because more people will get tested. Here is how he explains that. You can make it easier, faster and simpler for any essential worker and simpler for any essential worker and england who needs a test to get and england who needs a test to get a task. From today, and players of essential workers will be able to go on guv diet uk to get a task for any of their staff who need a test. And from tomorrow any essential workers who need a test will be able to book an appointment directly. Thats all applies for people and essential workers households as well you need a test. It is all part of getting britain back on herfeet. A test. It is all part of getting britain back on her feet. There are a few things to unpack there. Remind us a few things to unpack there. Remind us again what essential workers are and what the governments essential workers are in this context. |j and what the governments essential workers are in this context. I hate to say it that it depends a bit and however some of it is exactly what you imagine, people who work in Health Service or vital public services, it does for some, journalists, but it expands potential for a testing by about 10 Million People who will now be able to be able to get a test and that is vital in terms of allowing people who need it in the Health Service to get back to work to discover they dont have it. And the government for a political point of view allows them the opportunity to hit their target of 100,000 tests which they hope 100,000 people being tested every day but much more importantly this is the big push to get to a widespread testing system that has to be in place press to start to get back to Something Like normal. You have an eye over what the government as promising in terms of numbers. Have an eye over what the government as promising in terms of numbersm is interesting because there were accusations that they were trying to shift the goal posts a little bit and it appeared to imply that he was talking about capacity ie the number of tests that could be done and a day rather than the number of people tested and a day and there are three things, capacity and you need the capacity to reach 100,000 if youre going to do 100,000 tests a day but you also need to get enough people in front of the testing kit in order to test enough people, ie100,000 tests in a date which is the target. And they say bad target has always been 100,000 tests a day says some people are tested more than once which may be fewer than 100,000 tested but it is about doing the numberof tested but it is about doing the number of tasks tested but it is about doing the numberof tasks in tested but it is about doing the number of tasks in a day so it is a lot it is a lot about capacity and not the number tested. They pointed in the press conference and exponential rise in capacity and it kind of needs to be. The rate of increase in testing is meant to be like a hockey stick, demonstrated by adam. Likely a newscaster got in touch to does work for co op and they had an e mail explaining how it will work so basically if you work ina will work so basically if you work in a food shop which is whether you are stacking that shelves or a delivery or whatever, you are now entitled to get a test and it is not just you, it is a household as
