From President Trump side hes keen to show people and his supporters in this Election Year that governors like what hes doing. That they think hes been doing a good job. So in the last couple of press briefings, hes run these clips of Governor Cuomo praising the federal governments response. From Governor Cuomo sighed what he wants to get out of this white house meeting is more commitment on testing. He needs more commitment on testing. He needs more testing in the state of new york in order to be able to start to reopen the economy of the state. And he says that has to come from federal coordination because some of this is to do with supply chain acquisitions and some of those suppliers are outside the country. And its better at the federal government does it. There are a lot of technical things that need to be cleared up between the two subsides about whose responsibility it is. But from the point of view from the American People it would be much better it seems if governors and the federal government Work Together rather than criticise each other on twitter. That does seem the priority. There is another complication with the relationship with the unit states here. Which is the devolution of power to the states to make their own decisions about things like restriction. Which means weve got a rather confusing picture for people outside the us, certainly. About which areas i have in lockdown, which are easing restriction, whats going on there . I think itsjust restriction, whats going on there . I think its just been pretty confusing for people inside the us too. To actually try to understand ina too. To actually try to understand in a crisis like this where disparate ally in the country . And that too as you suggest has been a source of some confusion. It actually lies with the states. Its eight two up to the states when they shut down and its what up to the states when they start to reopen. What the white house has done it really only as put out guidelines. Those 15 day guidelines and its extended to 30 day guidelines and then guidelines for reopening. But those are only guidelines. All the back and forth between President Trump saying he had total authority and then saint actually this is up to the governors, it is up to the governors under the us constitution. This is something that governors can do. Which leaves us in a slightly odd situation where states like georgia for example, have announced that they are effectively reopening in the next few days on friday. And friday and georgette nail salons, tattoo parlors, hair salons, friday and georgette nail salons, tattoo parlors, hairsalons, im not sure why theyre included, will be allowed to reopen for business. On monday in the state of georgia cinemas and restaurant will be allowed to reopen. That could technically mean that somebody could drive from washington, dc where i am in lockdown, drive down to georgia and get themselves a haircut. Itd be rather long and expensivejourney but you could do it. Technically there is nothing to stop you from crossing borders. Thats where some of this confusion comes in. And where you see the weakness in the sense of the system, one state can open up, the next day doesnt open up open up, the next day doesnt open up andi open up, the next day doesnt open up and i can mean that people can cross between them and potentially ta ke cross between them and potentially take virus between those two states. The latest figures show that in hospitals across the uk a further 823 people have died from the virus following a post weekend dip in yesterdays figures. That takes the total number of deaths to over 17,000. Seperate figures suggest that in the week up to easter, deaths in england and wales hit a 20 year high with 8,000 more people dying than would be regarded as normal for the time of year. Around a third of deaths that week were linked to coronavirus. The figures from the office for National Statistics also found in that same week the number of deaths in care homes quadrupled, rising to more than a thousand. And there are fears the number may be higher still. But despite todays grim figures, our Health Correspondent jane dreaper says there is some cause for hope. Overall, the trend for the past couple of weeks seems to be a csteadying in the figures for uk hospitals, at least. Some experts in statistics, when theyve looked at this, are pretty certain that the peak in hospitals of death in hospitals was reached on 8 april. There is a separate situation with care homes, and we saw some figures about the broader patterns of death for the whole community, which is not good news. But that dates back to a couple of weeks ago, there was a time lag in these figures so it paints quite a complicted picture. But overall, statistical experts think that the peak in hospitals has been reached for the moment. We could still get a nasty shock if some other figures are uncovered, and we are by no means out of the woods yet in terms of the lock down measures from the governments point of view. But there is starting to be some cause for hope in these statistics. A shortage of protective equipment for Health Workers has been a major concern in the uk for the last few days. At todays virus briefing our Political Editor Laura Kuenssberg asked the Health Secretary how that was allowed to happen. This was declared a pandemic well over a month ago. Why is the government still having to scramble now to get our Health Workers the equipment they need, and allowing uk firms weve been hearing from today who could supply british hospitals and care homes to sell their products abroad . I think the most important thing that we concentrate on is, what are the offers that could get us the most ppe, to be able to get into the country, to be able to manufacture it here, and to be able to then get it out to the front line . And we are doing everything we possibly can to make that happen. Protective equipment is essential for keeping Health Workers safe while treating covid i9 patients. The government has confirmed 49 nhs workers have died from the disease, but that number is thought to be much higher. One of them is Manjeet Singh riyat, who died yesterday at the royal Derby Hospital where he worked. Mr riyat was the uks first sikh a e consultant. Colleagues described him as the father of the current emergency department, who was widely respected across the nhs. Jagdeesh Singh Dhaliwal is a gp in melbourne in australia, who trained with mr riyat at medical school in leicester. He says there is a stark contrast in covid repsonse between the uk and australia. Here im being told that i can test for covid, you know, for any patient im worried about. And some of these things do make me angry, to be honest, because i do think that some steps could have been put into place earlier back home in the uk that may well have cut the risk for some of my other colleagues, in terms of covid. You dont send your troops out to the battlefield unarmed, you just dont do that. It doesnt matter how brave they are, you dont send people out if they dont have the equipment they need. We ot do that with our soldiers, why would we do that with our Health Care Professionals . There have also been developments today for rolling out Virus Testing for all front line workers, as Richard Galpin reports. 27 of these drive in testing centres are now up and running across the country. Besides Health Workers, teachers, police, prison officers and others can now get tested for the virus. Theres huge progress being made in building lab capacity. So there is a plan to deliver that level of lab capacity. We now have a number of ways of meeting demand and matching that capacity to demand. But the real aim is to secure the testing capabilities that the country needs. And im confident that we have that, and will be able to allow the country to respond to the testing that is required. The governments pledged to scale up the programme to 100,000 tests a day by the end of this month. Whether thats possible was not something the new Testing Coordinator would answer. Today, parliament returned to work, in an unusual format. Only 50 mps are now allowed to sit in the house of commons, meaning many mps will now have to contribute virtually. I do remain cautiously optimistic that firstly while the numbers being admitted to hospital are still fluctuating on a daily basis they do appear to be broadly stable. And secondly, the numbers being admitted to intensive care are at this stage reducing. We shouldnt forget how important that is. Its not too long ago that we were seriously worried about the potential for our Hospital Capacity to be overwhelmed. The fact that it is not is down to the planning thats been done in the National Health service of course, but more than that it is down to the High Compliance with the lockdown restrictions. Social distancing will be the new way of life for as long as its needed and a new vaccine and therapy is found. This means using facemasks and gloves, but also for instance for companies to give Flexible Working hours in order to allow public transport not to be too crowded. Also the government has said that they will increase investment in the Health Systems so, they will create some hospitals specifically dedicated to the treatment of coronavirus patient. To avoid contamination of other patients who dont have coronavirus and also testing, currently there is between 40 and 50,000 tests every day. The government said they will continue doing that and on top of that they will also add antibody test. And finally, Contact Tracing. This has been a very contentious issue. The government wants to use Contact Tracing that can be an app ordered on everybody. But the planning is very sad this use of this app would be said on a voluntary basis because of course, there are privacy with regard to the app. So these are the main guidelines. The government will implement in order to allow summer and tourism start. And the government will give more details on that later this week. Next this is the Prime Minister himself pledging a new economic stimulus package to help the country recover from the outbreak. Translation in addition to the 25 billion euros that the government has already allocated with the so called cure italy decree, the government is now requesting from the the 2020 budget an additional 50 billion euros, which will be added to the 25 billion already allocated, to make an overall intervention of no less than 75 billion euros. But those ventilators are made by Foreign Companies that come to mexico under certain rules, including the fact that they can import parts duty free without taxes to assemble them here. Now, mexico relies on export manufacturing for a third of its annual economic output, so its not going to be easy for the country to change the rules on these companies and say, hey, you have to set aside a certain amount of your production here before you are allowed to sell, because that would be changing the rules of the game halfway through. So its a difficult situation for countries like mexico.
