Hes now tested positive for the virus. This was delhi today. At least 13 People Killed in clashes over a new citizenship law. It grants amnesty to immigrants from neighbouring countries, as long as theyre not muslims. As another humanitarian tragedy unfolds in syria the director of the White Helmets travels to the uk to ask for help. As syria is in the grip of another humanitarian tragedy there arent words in length arabic language that can describe the catastrophe happening there. There are now over 80,000 cases of the coronavirus in 36 countries. Of the coronavirus in 37 countries. Well bring you the latest on how the virus is spreading, how countries are combatting it, and how many people have died later in the programme. The coronavirus outbreak has sparked sharp falls on stock markets for the second day running the New York Stock Exchange has closed in the past few minutes it was trading down nearly 3 in the closing minutes. Earlier, paris, london and frankfurt all ended the day about 2 lower. Samira husain is in new york. Help us understand why traders are so help us understand why traders are so concerned. Traders are really worried about some of the things that we talked about yesterday, the provisional spread of the virus and how thats going to impact the global upon me. There are other things that happened today. Global economy. We heard from Health Officials saying that americans should really prepare for a possible outbreak of the coronavirus and that it will be bad. That really sent markets trading a lot lower today. 0ther markets trading a lot lower today. Other things that have markets really worried, rather investors really worried, rather investors really worried, rather investors really worried, theres this general sense from some investors that it is possible that the number of cases in the us, although it remains low, were talking about very few cases, some people are finding it very hard to believe. Now that were hearing from the cdc we should prepare for an eventual outbreak of coronavirus in this country, that certainly has people quite spooked. Another particular sector under pressure for the stock market. A lot of sectors are being hurt by it. In particular, they are looking at airlines. Basically, any company that has anything to do with china. If you sell to china, if you buy Raw Materials from china to make your own goods here in the us, all of those companies are being impacted. So its a variety of things from apple to walt disney to american airlines, it is really because what happens in china touches so Many Companies that operate in america. We are seeing such a widespread impact. Lets pick up on some of those issues. However the coronavirus outbreak develops from this point, we can already say with certainty that the economic conseqeunces are going to be enormous. Already, efforts to contain the virus have disrupted supply chains, air travel and a range of cross border activity, and kept millions of workers at home. Heres our International Business correspondent theo leggett. There of in these huge lockdowns, there have been factory stoppages, factories in china are still at 50 60 . People arent able to go out and spend money, so the car industry there has taken a tremendous knock thats affected International Companies which sell in china, so theres a lot of damage being done there. Then theres the supply chain, so goods that are manufactured in china would normally be crossing the ocean and arriving in europe and in the United States a few weeks later. Now we know that a lot of those sailings havent happened because of restrictions in the ports because there arent enough goods to fill the ships, so sailings have been cancelled. Aviation is under severe pressure. This firm cirium logs air Industry Data reports that more than 200,000 flights to and from china have been cancelled since the outbreak began. And it says the number of flights scheduled to fly from and within china in february is 80 on this time last year. And while china is bearing the brunt, this is a global issue. Today bahrain suspended all flights in and out of dubai. While passenger and cargo flights from the uae to iran have also been cancelled. This is the analysis of simon calder of the independent. China southern, china eastern, particularly suffering, but hong kongs airline cafe pacific is having a terrible time as well in terms of the number of people who no longer wish to trend it through hong kong are really important. But other airlines, whether from the us, whether from south asia, air india for example, whether from europe, they are trimming back their asian operations, particularly into the peoples republic of china. As a result of which air traffic on some routes has been cancelled completely on many others up by 80 . One way to assess the possible economic damage of this virus is to look at sars, another deadly virus which emerged in china in 2002. Factories and businesses closed, and it slowed the chinese economy by 2 . But chinas economy and the Global Economy have changed an awful lot since 2002. According to the new york times, while sars stung the Global Economy, coronavirus poses a greater menace because of chinas increased economic power. These figures explain why. According to the world bank, chinas gdp has increased almost tenfold since 2002, to 13. 6 trillion in 2019. For the same period, global trade doubled. Now, many major global businesses depend on chinese factories for their production, and chinese consumers for sales. Heres theo legget again. Well, china can recover. The question is whether those people whove been burned by supplies from china being disrupted actually want to be as reliant on china as they are at the moment. China is the workshop of the world. It is a cheap place to get things made, but there are alternatives. The garment industry, for example, people can buy from bangladesh, so a lot of the companies which have been affected by this will be going, well, this has happened once. Maybe we dont want it to happen again, and maybe we should have alternative supply chains just in case, and that might hit china in the future. Chinas government is trying to counter the hit to its economy. According to Chinese State radio, banking and Insurance Firms they have injected over 100 million into the economy. Reuters reports beijing has plans to roll out tax cuts to help businesses. The ft reports chinas biggest factories offered big bonuses and city governments paid for charter flights just to get people back to work. The message from the government clear china needs to get moving again. The president xi says those in low risk areas should resume full production and normal life. But theres is a long way to go. This was the scene in beijing today. The main metro empty, streets quiet. Many shops, restaurants and factories closed. And its been like this for weeks. So what tools are available to governments to mitigate to governments to mitigate the economic consequences . Andrew walker explains. Its not all that conventional. Governments and Central Banks can do to try and provide some economic stimulant to upset a slowdown in Economic Growth. Part of the story i think will be one of consumers being more wary, be more reluctant to spend money and to some degree, those things of the conditional tools conventional tools, reducing taxes, they can perhaps help a little bit with that. If people are simply determined not to travel, not to go out, then those kinds of things will have a rather limited affect. The other point i make is about the demand side of the economy, a lot of the impact is on the other side, the supply side. Disruptions to peoples ability to get to work, to move around for business meetings, to transport goods, and stimulating demand doesnt help very much with that. I think the one thing that perhaps comes candid and can help with this, the chinese have already been doing it to some extent, is to provide some short term lending essentially to companies because many of them will still have their outgoings. They will be able to pay their staff and rent, but not getting money coming in because they cant produce and sell goods they normally would. Some sort of short term lending to tide them over, that kind of problem certainly can and will help Many Companies if not all. Some tactics are available but help me put this into context. Whats the worst Case Scenario here . How bad they could the Global Economy be affected by this single virus . Its very hard to put numbers on it and we are not looking at anything at this stage that looks like it would constitute a global recession, but i suppose if you really were to spread far enough and how that must disruption to economic activity, it could come to that. At the moment, what most people are thinking in terms of how a substantially slow Economic Growth in the first quarter, perhaps the first half of the year in china, so maybe by 2 points slower. In a smaller but still not negligible hit to the Global Economy. Is it too simplistic for me to see attention between efforts to restrict the spread of the virus at efforts to protect the Global Economy . There really is attention there. The bulk of the economic disruption i think is going to come from and has been so is going to come from and has been so farcoming is going to come from and has been so far coming from efforts to contain the spread, stopping people from travelling. Ordering factories to close down and so forth. Rather from the direct costs associated with the disease itself. Sure, there are some. China is investing quite a lot of money in this rapid building ofa lot of money in this rapid building of a new health facility. Theres also the cost of getting more supplies to deal with the virus, but the bigger Economic Impact certainly comes from trying to stop it spreading. Much more background on the bbc website. We will turn back to it and 18 minutes time. Cases are developing in italy, austria, china, japan, the are developing in italy, austria, china, japan, the list goes on. We will cover that in about 15 minutes. Harvey weinstein has spent his first night in detention after being found guilty of rape and Sexual Assault. One is the former Production Assistant mimi haleyi who the jury found he sexually assaulted, back in 2006. Here she is speaking to cbs news. Im just, ijust think im just, i just think that were being educated about the reality of Sexual Assault and victims, and what Sexual Assault and victims, and what Sexual Assault and victims, and what Sexual Assault usually involved. Its not always just a stranger, it is very often somebody that the person knows. You know, so. With that comes an entire other layer of processing. When it somebody that you know, theres another whole layer of processing, like emotional confusion. Why did this person do this . How could this person have done this to me . So thats what i hope that we are more realistic from 110w hope that we are more realistic from now on about Sexual Assault. So 2a hours since the verdict, how are americans reacting today . Heres nada tawfik in new york. There are a lot of discussion today about the accusers and what they we nt about the accusers and what they went through testifying. We heard again from the silence breakers, a group of women who came out and spoke in los angeles, thinking the women, so spoke in los angeles, thinking the women, so lots of discussion on how this impacts the metoo movement. Showing that this is significant, that this does send a message not just a powerful man, that they are not immune from prosecution, but also to prosecutors and judges across the country because historically, these have been very ha rd historically, these have been very hard cases to try. Prosecutors are always worried about jurors looking at cases where there isnt much evidence and it just a at cases where there isnt much evidence and itjust a he said she said basis. So this has really changed the paradigm in that sense. This is proof to many people that it is worth victims coming forward, that they can get their day in court. We heard from one lawyer who was part of mr weinsteins team saying they were planning to appeal. Has that been confirmed . Yes, thats right. His lawyer has confirmed that they will be a feeling appealing. They have a different set of attorneys that handles the appeals process but she said she will be advising that going forward. It will bea advising that going forward. It will be a lengthy process and he still faces charges of rape and Sexual Assault. He will have to be sentence first here in new york. Thereve been cases of inmates committing suicide of how because of how traumatic it had been. The mayor of new york has found to shut down Rikers Island by 2017. Its worth noting that Harvey Weinstein is still in hospital, but his lawyers wa nt is still in hospital, but his lawyers want him to have a special pa rt of lawyers want him to have a special part of the prison where he can be separated from the overall population. This all started over indias controversial sentence and chip law. There was a group of people, mostly muslims, protesting the law. Citizenship law. There was a group of people supporting the law, but the clashes that broke out between the5e the clashes that broke out between these two groups have increasingly become common. A couple que5tion5 being raised, where he saw violent mob5, there wereju5t being raised, where he saw violent mob5, there were just two policemen. Questions about whether the government has deployed enough police to break the cycle of violence which is been going on for two days now. Bbc hindi has been speaking to one man who was allegedly attacked by the hindu mob. The riot5 have overshadowed Donald Trumps state visit to india. Prime minister Narendra Modi is at the centre of the story. His hindu nationalist bjp party is being accused of stoking these religious tensions, something it denies. And inevitably, these issues came up in questions for President Trump. I will say that the Prime Minister was incredible on what he said, he wa nts was incredible on what he said, he wants people to have religious freedom. He says in india, they have worked very hard to have open religious freedom. If you look back whats going on relative to other places, they have really worked hard on religious freedom. I asked that question in front of a very large group of people today. He talked about it for a long time. On the visit more broadly, both men are talking a good game. Ours is a friendship that is people driven and people centric. Our nations are cooperating extensively. Maybe, but they havent found a way to resolve trade tensions over tariffs. There is a three billion dollar military agreement, as well as deals on telecoms and energy. On the new trade deal, President Trump says maybe this year, though based on past predictions, id take that with a pinch of salt. Truth is we have no idea on that. Heres one Indian Foreign policy expert. I think the reason is by then, we will have a sense of if theres going to be a second trump term, and if there is i think india will have to put things forward. Right now, its not willing to. At that point, President Trump will feel that he is approached on the world on trade has been validated and he will want other countries to make concessions and he will expect it. I think by then, the indians will also kind of try to figure out what they can move on, and some of the issues that are causing the trade skirmish between the two countries involves indian legislation which i think we will have clarity on by the end of the air. It is possible there will be Movement Later this year. I think both sides are most likely to want to get something done and put more on the table, things that they are not willing to do right now. Syria is witnessing another humanitrian tragedy. Since december, theres been a escalation in violence as the government seeks to retake the last rebel stronghold, idlib. Hes been talking to the bbcs mike thomson. After all these years of this tragedy, there arent enough words to describe whats going on. There arent words in the arabic language that can accurately describe the tragedy and the catastrophe that is happening there. There is now shout out. No shout out. People are burning their close and we have schools of elderly people and children who died because of the cold. We are here to put pressure on politicians and the British Government so that they can find an end to this tragedy and they can find a different support other than just financial. We need political support, otherwise this strategy will not finish. We will be back with you in a couple minutes with the full coronavirus update. Looks like weve got a double whammy of weather across the United States. Two areas of low pressure, bringing some heavy rain to the deep south. Areas that do not need any more rain. The second feature across the north rockies will bloom as it moves eastwards a cross north rockies will bloom as it moves eastwards across the northern plains. Likely to see some very heavy snowfall from the system as it pushes on towards the southeast canada. Areas like chicago could see 20 cm of snow, montreal quincy 50. This could bring some travel disruption for two airport in rose. Montreal could see 50. Airports and roads. Cyclone ferdinand is this feature here. It will remain in open waters, but its a beautiful looking system. Its going to intensify, but it looks like its going to not threaten any landmasses. We are concerned about this. This is the remnants of what was cyclone esther. Its going to continue to move and bring heavy rain just south of darwin. Cross into the middle east, this area of low pressure has brought all sort of weather to parts of iraq and iran. Strong winds, heavy rain, significant snow and blizzard conditions as well. That feature will continue to move its way eastwards into afg ha nista n will continue to move its way eastwards into afghanistan on wednesday and thursday, skipping up some very warm air. Temperatures will recover across the area. Closer to home, this area of low pressure brought snow to the north of the uk. Thats going to affect states, with some heavy snow and strong winds. For the middle part of the week, we have a run of cold winds across motes of central and northern europe. That cold extending as far as south as northern italy as well. Sharp falls on the Global Stock Markets as the coronovirus spreads. In new york, the dowjones closed down by more than 3 . Paris, london and frankfurt all ended the day around 2 down. New cases are cropping up in tenerife hundreds of tourists are told they cant leave their hotel after an italian doctor there tested positive for the virus. We just have to stay in the hotel. We just have to stay in the hotel. We cannot leave. We can walk around front that we can sit on the sidelines but there is a cordon around the hotel and the police. In iran the deputy minister is seen repeatedly wiping his face at a press conference. Hed spent days defending the governments response to the outbreak. Hes now tested positive for the virus. This was delhi today. At least 13 People Killed in clashes over a new citizenship law. It grants amnesty to immigrants from neighbouring countries as long as theyre not muslims. The eus members states agree a mandate for post brexit trade talks with the uk. The British Government says it will set out its plans on thursday. There are now over 80,000 cases of the coronavirus in 36 countries. And were just getting reports that algeria has its first case that would make 37. The vast majority of cases are in china but there are signfica nt clusters in south korea, japan and iran where there are close to 100 cases and 16 deaths. The outbreak is centred around the city of qom. And theres been a political row involving the Deputy Health minister. Yesterday he said hed resign if allegations that the government was hiding the true death toll were true. Well, now hes the story because hes got the virus. And he was involved in the most extraordinary press conference. Here he is on the left mopping his brow, looking decidely unwell. He was telling those gathered he doesnt believe in quarantine and that its an old measure from world war i that doesnt work. The other guy on the stage may have a view on that. Heres what the minister is now saying. That is the Deputy Health minister who has the virus. Weve also heard from the iranian president. Translation a disaster has happened in iran, a virus spreading in iran and has involved a0 countries in the world. And it will spread in all the countries around the world too. It is an uninvited and unpleasant guest, which is travelling everywhere. We should overcome the problem and we shouldnt panic. And, while clearly not a neutral observer, us secretary of state mike pompeo has also commented on the virus being in iran. The United States is deeply concerned by information indicating the Iranian Regime may have suppressed vital details about the outbreak in that country. As of yesterday afternoon, iran was only second to china in coronavirus deaths. All nations including iran should tell the truth about the coronavirus and co operate with International Aid organisations. Heres rana rahimpourfrom bbc persian telling my colleague simon mccoy that iranians are worried about the spread of the virus. Trusty politicians and to degree they cast out of what the Deputy Health minister. They dont trust the position. They say they are lying about corunna and this is a propaganda. They say he is lying and he will come out and say i am recovered in three days and it is not serious. The level of mistrust towards the iranian politicians is so deep that they wouldnt believe anything that comes out of their mouth. He didnt look well, it has to be said. No, i agree with you. Laughter. He didnt look well. He is not the only one. An mp from tehran has also confirmed test results came out. They are positive. They had a sitting yesterday. It looks like it is going to every place. Every mp will now sign off isolate . Are they . If they do. That is the problem. Many of the politicians and the iranian public are are religious they think that death is in the hands of god. They say i will not die if im not meant to die. They dont believe in all of these scientific measures to contain the virus. From iran to Spains Canary islands. This hotel in tenerife has been locked down after a visiting italian doctor tested positive. Hundreds of tourists being confined to the hotel grounds. And weve heard from one of them. We just have to stay in the hotel. We cannot leave the hotel. We can walk around the grounds, sit on the sun loungers, but there is a cordon around the hotel and the police. Theres also been a confirmed case in barcelona. This is the latest from Spains Health minister. Translation there are three reported cases, there is no confirmed Community Transmission so far in our country, in spain, and therefore we continue to think that we are in a scenario of containment of coronavirus in spain and that the most effective is to strengthen all these measures for early detection. To austria and a hotel in the city of innsbruck in the alps has been locked down. You can see police streaming into the building and people being blocked from going in or out thats because an italian receptionist working there has the virus. In italy the death toll has risen to 11 and there have been more than 300 confirmed cases. Its the largest number of people infected in europe. The outbreak is centred around two northern regions where several towns are locked down. Bethany bells in milan. New cases of the virus have been reported in sicily, in tuscany, and in legoria, but the hotspot remains these cluster of towns in northern italy. Places have that have been quarantined as the authorities are seeking to try and contain the virus. Now, the government has appealed for calm. It is asking people not to panic. But it is facing criticisms of the with the hospitals in these regions handle the cases in the correct way. Here in milan, there has been an impact on tourism, one of the citys main tourist attractions, the cathedral behind me, has been closed to visitors and no services are taking place. And today is mardi gras, shrove tuesday, which should be the climax of the venice carnival, but the celebrations there have also been cancelled because of fears of the virus. And sporting events are being affected too. Bbc sport has written this up this weekend, five serie a matches will be played behind closed doors and Six Nations Rugby games featuring italy are under threat. There are already doubts over italys match against ireland in dublin on the 7th of march. England are due to face italy in rome a week later. Both games are still on at the moment but that situation is being monitored. Now to japan. A fourth person who was on board the diamond princess cruise ship has died. The ship was quarantined for more than three weeks off japan. Tokyo is watching the situation closely because of the olympics scheduled forjuly. The ap got an important scoop earlier. They spoke to the ioc member. Which would be in a number story. Heresjenny hill. An enormous story. Authorities here are growing increasingly concerned about a rising number of cases. Until now, the picture injapan has largely focused on the cruise ship, the diamond princess, which is still moored incidentally just down the coast in the port of yokohama although the vast majority of passengers have now disembarked after well over two weeks in quarantine. But separate to the several hundred or so cases linked to that ship, the japanese authorities now say there are around 150 reported cases elsewhere in the country. They are dotted all over and the concern really for the Health Authorities here is that they are really struggling as are many foreign governments to try and work out how and where those people became infected. It is an increasing problem and a big headache for the japanese authorities because in five months time, tokyo is due to host the 2020 olympics. At the moment, the Health Ministry here has said that it is too early to Start Talking about cancellations, but they are concerned and they are now saying that the next couple of weeks will be crucial as to whether the outbreak here can be contained and of course they are looking over the water at south korea. Our next focus is south korea. It has almost 1000 confirmed infections and 11 people have died. Over half of the cases are connected to the city of daegu and in particular to a religious sect that gathers in this building. Authorities now plans to test all of the members of the group and there are more than 200,000 of them. Well, president moonjae in has been in daegu. Translation this situation is very grave, and therefore the declaration of a special disaster zone is not enough. What is important is time and speed. There must be a clear turning point witnessed this week in the upward trend in the number of infections. Laura bicker is also in daegu. I have been here for three to four days now and all ive heard is staff trying to reassure me they are trying to reassure me they are trying to reassure me they are trying to get this outbreak under control. But today is the first date that ive heard medics look at me and go we are not sure we can do that. The reason is because this is becoming far more widespread. While this is increasingly becoming a global story China Remains at the heart of it. The vast majority of cases are there. These pictures have just come in from beijing. You can see very quiet streets and railway stations. Heres the World Health Organization with the latest on the situation in china. We dont know whats going to happen next in china, weve got it right down like this. We think we can manage and there will not be another wuhan, we know how to manage this disease now in all of the parts of the country. If it went to zero and disappeared that would be great but thats not what theyre planning for. What theyre planning for is this could remain for some time, maybe some time until theres a vaccine, so we will have the capacity to be able to manage it and run the society and the economy and Everything Else the way that we need to and not lock people down to try and manage this. Well also have reports that chinese and american scientists have developed different vaccines and now want to test them. But lets be cautious here without full Clinical Trials we cant be sure how safe or effective these vaccines would be. Heres the bbcs Global Health correspondent tulip mazumdar. There are a couple of Dozen Companies all around the world racing to find a vaccine for this new coronavirus. There are for example a number in the us, a couple here also in australia, all of those at the moment most advanced are in animal trials. That is still quite early days. This is still record timing really. This was a virus only discovered and first identified i should say injanuary. Within a few hours of it being identified for the first time, china put the genetic sequence code of the virus out for researchers to look at. They immediately started trying to come up with a vaccine. This has happened in record time. There are a number of hurdles they have to cross before this can be used much more widely. There are a number of trials they have to go through. They have to go to human trials first, phase one. Those are likely to start in the early spring potentially. Maybe a little bit later. That is where they will test the vaccine for safety and see how effective it is. On a small number of people, may be a couple of dozen. Maybe more like 50. Then they will go into larger human trials if they are a success, they will go into larger human trials, the ideal conditions to test a vaccine is in the middle of an outbreak where there are a lot of people who can be given the vaccine and researchers can look at how effective it is. The race really is on. It is unlikely that a vaccine for this outbreak will be ready before the end of the year. Maybe early next year. We are still some time off as researchers have said this is a virus which is unlikely to go away anytime soon. Even if it really comes right down in terms of the number of cases towards the end of the year or potentially later this year, when it warms up a little bit and perhaps it might be easier for us to contain this virus. Even though it might not be ready for this outbreak, this virus is likely to return and we will be ready for future outbreaks or at least that is the hope. You can find all of our coverage of the spread and impact of the coronavirus on the bbc news youtube channel. We put those all together as one click. If you ever miss the programme, you will find it all on the channel. And you can see previous clips we posted. Stay with us on outside source still to come. Well have the latest on the post brexit trade talks as the eus Member States agree a negotiating mandate. They had to share it before the brexit transition period comes to an end. They have this year still to negotiate. Railway lines have been closed in shropshire as river levels continue to rise. Flood waters are expected to flow over the top of the barriers in the coming hours. Sian lloyd has this report from the town of ironbridge. No rescue needed but there is a growing sense of urgency for People Living along the banks of the river severn to leave their homes. When the water level peaks these cottages already flooded will face another surge. But the couple living here have decided to tough it out. The historic bridge spans the severn which has now risen to a 20 year high here. These temporary flood barriers were first made in ironbridge in 200a. This is the first time they have been tested to this degree. Trapped, but safe, steph has a birds eye view of the rising waters and knows that she is not about to go anywhere soon.
