On that, and i will be live in washington, dc after donald trump launched a second extraordinary attack on the mayor of london, sadiq khan. You join me on a damp, Loi Monday Night here in the centre of london. Iamjust on night here in the centre of london. I am just on the edge of the huge Police Cordon that has been set up around the scene of Saturday Nights atrocity, in which three men killed, seven people. We now 48 others were injured. The authorities of the sa nton injured. The authorities of the sa nto n have injured. The authorities of the santon have said they had identified attackers but were not releasing their names, well, two names have 110w their names, well, two names have now been released, the first was a 27 year old, called khuram butt. He was a british citizen. You can see him on the left. He was born in pakistan, but living in barking, is london. The second to be named is the 30 year old rachid redouane, who also lived in barking, is london. We are told investigators were aware of khuram butt but there was no evidence he was planning an attack. Before this wind and rain came in so fiercely, a vigil was led by the mayor of london, sadiq khan, in a park just next mayor of london, sadiq khan, In A Parkjust next door to city hall and right next door to tower bridge and the river thames. Here is some of what the mayor said. As the mayor of london, i want to send a clear message to the sick and evil extremists who commit these hideous crimes. We will defeat you. You will not win. Today, we mourn the loss of innocent lives. Londoners and people from around the world. We send our love to the victimss families, and to all those who are injured, and we thank our courageous emergency services, and the brave londoners who risked their lives to care for others. You are the best of us. Applause khuram butt, one of the two attacker to have been named by the police we 110w to have been named by the police we now have been reported to the authorities over concerns he was becoming radicalised. We also know he featured in a channel 4 documentary looking at people with jay harris the queues in london. The bbcs ed thomas has been in east london today and has spoken to one of khuram butts neighbours, who says he saw the van that was true than in the people on Saturday Night in London Bridge, he saw the ban on friday. More details in as latest report. He was the enemy within, khuram butt, at 27, a father of two young children, he had worked on the London Underground before turning to islamic extremism. Tonight, police around his home. He he was well known and well liked. My kids just loved to play with him. Romana was a neighbour, she now says she feels fooled. He was kind, he shared the sweets with the neighbours. I was blind. He is not going to go there, he is going to go there. Scary, we have children here. Benjaminjoe would say hello to his neighbour, even on the day of the attack. Yes, i can remember saying hello. What was he like . Just quiet. What was he wearing . Arsenal t shirt. Was he calm when you saw him on saturday . Yes, he was calm. We thought he was moving out because he was parked in the middle of the road. Moving out, because michael watched the london attacker with another man in a white van, speeding at 6. 30 on Saturday Night. Before the final. To be precise, around 6 30pm. What was the van doing . It screeched up, it was driving pretty fast. So it was speeding up, then braking . Didnt brake on the bend, it just went. He wasnt happy with the way women were dressed, he wanted women to wear hijabs. This teenager knew khuram butt. They would talk in parks, in a nearby mosque. He didnt want to show his face and asked us to protect his identity. He would talk about syria mostly, afghanistan, they get bombed and most people dont have food, they dont have homes to live. He said the pair would debate syria, iraq and islamic state. Wasjihad important to him . Really important to him. Do you think he was trying to radicalise them . To radicalise you . Not sure. I wouldnt want to turn out like a bad person, i wouldnt want to do that kind of thing. Khuram butt, responsible for seven innocent deaths, and today more raids, more searches to get to the truth of those behind the london attacks. Ed thomas, bbc news, barking. With me now, dal babu, former chief superintendent with the metropolitan police. Thank you for coming out in this Arnaud Clement weather. There has beena Arnaud Clement weather. There has been a furious political row about cuts. Do you think police cut affected the Metropolitans Police ability to track this plot . The challenges that police are never prepared to come out to say that they need a huge amount of resources while they are serving. It always reminds me of the George Orwell scenario, where the police keep being asked to do more and more and they keep carrying on doing it. If you have had a 50 cut in policing, 20,000 less officers since 2010, it isa 20,000 less officers since 2010, it is a no brainer, it will have an impact of what the police can do, in terms of resources. Even if funding for counterterrorism specifically is ring fenced . I dont think they are two entirely different things. When i was two entirely different things. When iwasa two entirely different things. When i was a police officer, i got information to talking to people. I would speak to people, find out what was happening and then come back and do intelligence reports on that and there is no substitute for that. People sitting in an office going on computers and trying to work out what is happening on the ground. You need those people on the ground but it is not just need those people on the ground but it is notjust the Police Officers being cut. We have also had cuts in the c50 being cut. We have also had cuts in the cso numbers, Community Support officers and police staff are being cut as well. In the case of one of the attackers who has been named, we know the police were aware of him. Can you help us understand what that actually means when someone like him is on actually means when someone like him isona actually means when someone like him is on a watchlist . The police will have an intelligent system and they will look and grade each bit of that comes in. One thing that is very crucial is that communities should carry on contacting the police. We have heard muslim embers of the community in manchester were contacting the police around the individual who carried out the Suicide Bomber in manchester. It is very important people carry on providing that information, once they get information, they will grade it. There is a problem with the system of people in manchester came forward, people in east london came forward, people in east london came forward, people in east london came forward and yet tragically his attacks were carried out . There will be some Lessons Learned in how we deal with that information but we have to look of the information. I have to look of the information. I have some sympathy with the police, in terms of information comes in and they have to grade it. They cant have the same response to every civil person, every bit of information. Some might be this guy is looking at a magazine, he has downloaded something on making a terrorist bomb. We have heard this phrase, a new reality, being used by cressida dick, the current commissioner of the metropolitan police. Whichever government is elected after thursday, what do you think their priorities are, in terms of responding to this new reality. We need to look at the prevent Strategy First of the present Prime Minister has talked about Reviewing Counterterrorism and i think that should include the prevent strategy. The prevent strategy is one of the four strands of counterterrorism strategies, which is designed to look at stopping radicalisation. The muslim community, significant members of the muslim community, have difficulties with that. It is important that that confidence and the community is essential. We need to review that, and look at the good things about prevent and make sure we are able to use it. It should be about safeguarding, if you have someone about safeguarding, if you have someone who has gone report, has Mental Health problems, is acting bizarrely, they should be brought before the authorities and the authorities make an assessment. This is someone who need support and assistance, or is this someone who is dangerous and needs to be charged with an offence and put into prison. I will let you step out of the wet and get yourself a bit dry. Dowell babu, former chief superintendent with the metropolitan police. I am sure you aware that all seven victims of saturdays attack had not been named, but we know that a 30 year old canadian woman called Christine Archibald was one of those who had. She had moved to europe to live with her fiance. Who had. She had moved to europe to live with herfiance. They who had. She had moved to europe to live with her fiance. They called the netherlands home but had come to london for the weekend, and we are told today that she died in the arms of her fiance. Her family told today that she died in the arms of herfiance. Herfamily put told today that she died in the arms of her fiance. Her family put out an extraordinary statement talking about her commitment to work with the homeless. They encourage people to do Volunteer Work and said if they go and do that, tell Them Christie sent you. Weve also been taught by the french authorities that a French National lost their life, and we also heard from the sister of a man called james mcmullan, who confirmed her brother was also one of those who died. This was also one of those who died. This was also one of those who died. This was a statement that she gave earlier. This morning we received news from the police that my Brothers Bank card was found on one of the bodies from Saturday Nights brutal attack, but they are unable to formally identify him until the coroners report comes tomorrow. Report begins tomorrow. We would like to send our condolences to the relatives and loved ones of all the ones who lost their lives, our thoughts are with them at this time. We would like to thank all the members of the services hooted their utmost to serve and protect the population of london from these arranged and deluded individuals. We know that seven people lost their lives on saturday, and that 48 were injured. We are told 18 of those remain critically ill. Now this report from allan little on the victims of the London Bridge attack. The faces of those caught up in the attack reflect the character of london diverse, global and a Magnet Drawing Youth and energy from around the world. Chrissy archibald, who was 30 and from canada, was walking on London Bridge with herfiance Tyler Ferguson when she was struck by the killers van. He heard tyres screeching, and he looked back and he just saw the mayhem that was going on, and the van hitting people. And then he ran up and tried cpr on her. And she passed in his arms. Her family said she would not have understood the callous cruelty with which she was killed. The French Foreign Ministry Said One French Citizen was murdered, another seven French Nationals were injured, four of them critically. A ninth is still missing. Candice hedge was one of four australians injured. She was stabbed in the throat and is now recovering in hospital. She was hiding at the time and the guy got her, and stabbed her in the neck somewhere. Thats really all i know. I was really, really scared. But i eventually got onto the hospital, and they spoke to me, and they said shes fine now. She is going to be ok, thats the main thing. Daniel 0neill, whos 23, suffered a seven inch wound to the abdomen. His life was saved by a friend, who stopped the bleeding by applying a tourniquet. Jeff ho, a journalist, was stabbed while trying to stop an attack on someone else. I dont know whether it was stupid or noble, he said on facebook, but that wasnt going to happen on my watch. 0liver Dowling from new zealand needed four hours of surgery. His french girlfriend was also injured, and is in a different london hospital. Brett freeman, who is from east london, is a father of three and was stabbed four times. A friend posted this picture on social media with the words, hes a soldier. 18 people remain critically ill, most of those who died have yet to be named. The list of those killed and injured reflects the character of a global city. An attack in london sends its anguish around the world. Allan little, bbc news, london. Many hundreds of people were caught up many hundreds of people were caught up in the attack on saturday. 0ne many hundreds of people were caught up in the attack on saturday. One of them was richard angell, who is joining me live by London Bridge. Thank you for coming out, i know it isa thank you for coming out, i know it is a really unpleasant evening. You are back in town because you went to the jaw earlier. Yes, we went to the vigil where sadiq khan i think spoke for everyone in this city as the mayor of london. He spoke about our unity, our diversity, and how we will not let these people change our lives. They dont speak for people of his faith, they dont speak to people of any faith, and they dont speakfor the people of any faith, and they dont speak for the carriage of london that will come through this. And we remember the seven people who are now not with their loved ones, friends and families, and the 21 still in hospital. Tell me what happened to you on saturday. Still in hospital. Tell me what happened to you on saturdaylj still in hospital. Tell me what happened to you on saturday. I was having a lovely Saturday Night out with my friends at a restaurant in borough market. We were sitting at the table near the door and it became apparent that the security to the venue were saying lock the door and duck and hide. And this young waiter, who is clearly overworked and underpaid, put his foot against the door and his body weight on these big glass windows and he protected lascu na won these big glass windows and he protected lascuna won us could get in. Everyone else panicked not unreasonably, turned over tables, got under chairs, try to get some semblance of safety. I was able to look around what was happening, opposite i could see a guy throwing a table, but i found out afterwards it was that heroic guy who was throwing stuff at one of the Assa Ila Nts Throwing Stuff at one of the assailants were stabbing a young woman. He put her life before his and we thank him for that, he is one of the heroes of that story. At that point did you will as that was something out of the ordinary. Point did you will as that was something out of the ordinarym was clear from the beginning that it was clear from the beginning that it was a terrorist attack, it was no drill. You didnt want to take a Second Chance at doing the right thing the first time and people active. So how long after those initial moments tojihad active. So how long after those initial moments to jihad to stay inside the restaurant . We saw someone inside the restaurant . We saw someone coming out covered in blood holding their neck or upper Chest Structuring staggering through. Police at the area, gunshots went off andi police at the area, gunshots went off and i am thorup was just eight minutes. Relying onjournalists like yourself, people on twitter, to try and patch together what was happening around us. And you have been back to meet the Restaurant Owner this evening . We have been to have a drink with him, we are determined to go back and pay abel. We havent had a chance to do that. It is still cordoned off as a crime scene. We want to tip those people, putting your body behind a glass door to stop someone getting in doesnt deserve a double fit, i dont what does. We met another guy at the vigil who i read about his story at the evening standard, he couldnt get back to his flat and these two lovely women took him in, and he wants me to say thank you to them and were having a drink with him as well this evening, because london is determined that these people shall not, will not win, and i thought sadiq khan spoke for all of us. If having a gin and tonic, flirting with handsome men and hanging out with strong women offends these people so much, we are going to do it time and time again, because that is what makes london so great. Thank you to coming to see us. Great. Thank you to coming to see us. Richard was talking about sadiq khan. He has been on the receiving end for a second time of a very critical tweet from donald trump. A lot of people are slightly amused about why donald trump is picking a fight with sadiq khan at this moment. We will be live in washington, dc to discuss that. Music welcome back to outside source. I hope you can hear me about the rain in the wind, because the weather is deteriorating here, just close the London Bridge. Behind me you can probably see the shard. At the base of the shard is London Bridge station and it was not far from there that the atrocity of Saturday Night played out, with the bike with a white van in mounting the pavement on the bridge and three men exiting the van and beginning to sta b exiting the van and beginning to stab people in the street. 0ur lead Story On 0utside source today is that the authorities had named two of the three attackers, and we understand one called khuram butt, featured in a channel 4 documentary and was known to the security services. Now, a lot of you would have been aware of a couple of tweets that donald trump sent in the hours after the london attack. The first that caused a lot of dubstep from particularly in the city, was the president saying at least seven dead, 48 wounded, and the mayor of london says there is no reason to be alarmed. Well, the mayor of london in that case was being taken mayor of london in that case was being ta ken completely mayor of london in that case was being taken completely out of context by the president , because in Fa Ct Context By The President , because in fact what sadiq khan had said was that people have no reason to be alarmed. When asked about that particular riposte from donald trump, sadiq khans spokesperson said we are not going to get into responding to that, we have Better Things to do. Donald trump came out today and sent a second tweet, in which to use the us phrase, he doubled down, criticising the london mayor again. A couple of things to offer here. Sadiq khan didnt offer an excuse in response to his initial statement, it just wasnt there, so we response to his initial statement, itjust wasnt there, so we are not sure what donald trump is referring to there. Second of all, his statement was so clear and easy to understand, it is hard to imagine how the president came to misinterpret it, unless he meant the misinterpreted. Lets speak to Anthony Zurcher in washington. There are a lot of people in the city who are very angry with what mr trump said but also bemused that something that is so easy to prove to be wrong is something that he continues to criticise. Right, and donald trump had a public appearance earlier today and he did not comment on it at all, didnt take any questions. Reporters during the regular White House Press conference asked Sarah Huckabee sanders, deputy secretary, if donald trump was trying to pick a fight with amir khan, and he said not at all, coming was focusing on National Security with sadiq khan. Then they asked if he was being targeted by donald trump because he was a muslim mayor and she said it was utterly with the killers. She said what donald trump was trying to say is that there was reason to be alarmed over the rise in islamic extremism in the world. So in other words she answered a question that was not opposed to her and basically did not directly address anything about why donald trump decided to pick this fight, where he got the idea about what sadiq khan said was talking about being alarmed over a terrorist attack. Nonetheless, anthony, it is quite something for the american president to say in the 48 hours after a Terror Attack in the capital of one of americas supposedly closest allies. Absolutely. It is very remarkable, but then again donald trump has a tendency of trying to take incidents like this, high Profile Attacks like this, and use them to political advantage. It was after the paris attack, i believe, that he first unveiled in December 2015 his proposal for an outright ban on muslim integration into the us, and his standing within the republican party, among party voters went up after that, and time and time again you see instances where there has been an attack or some sort of incident and donald trump has reacted very aggressively in condemning it and saying it is an example of why the us must do more to ta ke example of why the us must do more to take on islamic extremism. So it isnt out of keeping with the way donald trump has behaved on the campaign trail, and as president. But, mind you, it is particularly pointed, given the fact that it is the mayor of london, and the uk is one of our closest allies. I think he is getting a lot of criticism here within the us on this topic. And just before the end of this half of the programme, explain to us what the president has been saying about the president has been saying about the travel ban and the Department Of Justice and the supreme court, because it is getting confusing exactly what he would like to happen. Exactly. First of all he tweeted earlier today that he did in fa ct call tweeted earlier today that he did in fact call for a travel ban, the word ban is something he would use to describe it. Other people in the ministers and have backed off using that term because it was too closely allied with the muslim ban he proposed earlier. But i think what he is saying is trying to come up with some sort of immigration action, it is too watered down, too politically correct. He would much rather see a sweeping action, much like his original travel ban that he proposed in january, like his original travel ban that he proposed injanuary, that had a religious component to it and would have possibly affected people who even had immigration, valid Immigration Papers are coming into the us. Anthony, thank you very much indeed. Yes, ithink the us. Anthony, thank you very much indeed. Yes, i think it is fair to say that in london a lot of people fall into two categories. 0ne say that in london a lot of people fall into two categories. One group of people think the state visits scheduled for later this year is not something they approve of, or they would welcome the state visit as an opportunity to communicate the donald trump exactly how they feel about his criticism of this citys mayor. That is it for this half of 0utside source. I will be back with you for another half an hour with all the latest on the investigations into the London Bridge Terror Attack. Speak to you in a bit. In some parts of the country, the weather really is very unpleasant right now. Heavy rain, strong winds and this rough spell of weather will continue into tomorrow and then by the time we get to wednesday, things will improve a little bit. But for the time being we have this massive cloud, this low pressure barrelling across the uk. This is the rainfall within this area of low pressure through the course of the night, strong winds as well stop we will talk about them in just a second because they will be a feature across more southern areas because they will be a feature across more southern areas during the course of tuesday. But the rain, which could be a problem across more northern areas, quite a bit of rain for south western scotland, central scotland, the north of england too. So the low is right over the uk. 0n tuesdayit so the low is right over the uk. 0n tuesday it will be moving slowly into the north sea. To the south of that, that is where the wind will be strongest but lets talk about the weather first. In the strongest but lets talk about the weatherfirst. In the morning actually for many of us across south Western Parts of the country, the weather webby too bad. The sun will be out. That is because the low pressure is pulling away, moving into the north sea. Same goes for Northern Ireland, some sunshine. The winds will be lighter but then we get into Northern Ireland and scotla nd get into Northern Ireland and scotland and we are well within that pressure. A lot of cloud and we have the outbreaks of rain. The winds will be strongest across the southern part of the uk. Even further inland it could be gusting up further inland it could be gusting up to gale force winds. Strong enough to take twigs even branches off in some other stronger gusts. Sunshine and showers across much of the midlands and wales in the south, and in these eastern areas, yorkshire into scotland, that is where we have a more persistent rain. The strong winds and the rain could continue right into the evening hours on tuesday. And then we can wave goodbye to this area of low pressure, there is another one on the way, but this one is out of the way and we have this window of Better Weather on wednesday. It looks as though this low might have a sting in its tail across eastern scotland, could be some wind and rain, butfor scotland, could be some wind and rain, but for many of us, a much better, much warmerfeeling day, and then can see another Weather Front approaching. That will be moving across the country during the course of thursday. 0n across the country during the course of thursday. On thursday, another wet spell of weather heading away but maybe a little bit warmer, if the sunshine breaks through in the south east
