The vast majority are in china, where the rate of new infections is now slowing but theres been a significant rise in south korea. Officials say they want to test around 200,000 members of a religious sect, which is at the centre of the outbreak, as laura bicker reports. Save the people of daegu is the cry as the president arrives. Some in this city fear the government cannot bring the outbreak under control. President moon knows this is a major test of his leadership. Chinas handling of the crisis happened away from the cameras but south koreas is in the spotlight. Translation what is important is time and speed. There must be a clear turning point witnessed this week. But as the president was thanking medics on the front line, a leading doctor claims some staff are already at breaking point. And doctors are passing out from exhaustion. They havent confirmed that there are cases but they have urgently requested fpr masks, goggles and other testing kits. There are 10. 4 Million People in dprk who are already in a severe humanitarian situation and our concern is that if coronavirus were to hit it would exacerbate a difficult humanitarian situation. You were there last year. What did you see and how are people coping . I visited for two weeks last year in pyongyang and in the countryside where i visited with my colleagues from the local red cross, i saw vulnerable populations. People who travel a long way to collect water, people who do not have access to basic sanitation and people also who do not have enough food. For us, we see the vulnerability for a potential coronavirus outbreak as concerning and that is why we put in this special exemptions request to the Un Sanctions Committee at the request of local colleagues to bring in what we need to be prepared to any with for any outbreak. That has been granted. How will that facilitate you . It is excellent that we have had the exemption request given to us and now we need to work to make sure we get those goods into the country. The preparedness to deal with such a Health Emergency is key. This is why it is important and why we continue to request to bring in humanitarian goods because having the stockpiles on the ground lets us respond. The north korean red cross are in the provinces, the four provinces closest to the chinese border where we have vulnerable populations and we need them to have the ability to continue their life saving work. I was able to see some of that life saving work when i was there last year. Is there any communication with the authorities . It is a difficult situation but are they helpful . Do they acknowledge what you are doing . The local red cross can co ordinate with the ministry of health and local volunteers to be able to work on basic hygiene, educate people in the case of a coronavirus outbreak. So we are please to be able to co ordinate with authorities there but really we need the supplies to be able to get through so we can continue our normal life saving humanitarian work and prepare for any further exacerbation of the situation. It features the governments plan to avoid overwhelming hospitals and prioritise treatment for those who are at risk of developing serious pneumonia. Now, kasia, a unique meeting is attracting a lot of attention online. Yes, its an image of a face to face meeting of perhaps two of the most famous young women campaigners in the world today. This is the moment when climate activist Greta Thunberg met Nobel Peace Prize winner Malala Yousafzai at Oxford University here in the uk. Joe biden, for example, has released a digital advert in which he has basically said that Bernie Sanders was no friend of reich 0bama, that mr sanders tried to undermine mr0bama in the past. Michael bloomberg has also released an advert in which he has criticised mr sanders on his record on gun control, to a soundtrack of rather ominous music, it must be said. And, as you know, Bernie Sanders is a self proclaimed democratic socialist, and theres been criticism about his policies, that theyre too extreme, theyre not affordable. I think hell be very much criticised on that as well. He has defended himself forcibly in the past, and i think he will do so again. Its also a key night forjoe biden, who has not really performed that well so far. Its a crucial debate forjoe biden. Some would even say make or break debate, because here in south carolina, hes long been the frontrunner. He has a loyal and large support base of black voters, and black voters are the majority in south carolina. And he has performed poorly so far in the race, but hes said consistently wait til i get to south carolina. Thats when my campaign will take off. Thats when im going to be propelled into the race with a big win. But his lead has slipped dramatically here. It was in double digits. Now it no longer is. Others, including Bernie Sanders, are nipping at his heels. Some of his supporters think he may no longer be the man who can beat president trump. He will have to have a strong showing on the stage tonight to try to convince them that he is. What about Michael Bloomberg . His debate performance last week has been described as poor by many. Can he make a comeback . That is what is going to try to do he needs to do it he needs to do it, because it is charitable to say his performance was very shaky indeed. Hes effectively bought himself a place, with his billions a massive advertising campaign. But when he got to the debate stage he was really attacked last week, especially by elizabeth warren, who eviscerated him on issues like his companys treatment of women, his controversial record on criminaljustice when he was mayor of new york. And he had very stumbling responses. He came across as prickly and hesitant and brittle. He basically needs to sound like the guy in his advertisements. And he has been practising. We know he skipped an event last night to try to sharpen his game. And, for him and for everybody on the stage, its a crucial debate, because its the last one before whats called super tuesday, next tuesday, when 1a states are going to vote at once, and a third of the delegates will be upforgrabs. Jakarta is sinking at alarming rate. Its predicted that almost all the land here in North Jakarta will be underwater injust 30 years. This was built in an attempt to hold back the tide, a giant sea wall that goes for hundreds of metres. But what is on the other side has become an iconic image of a city that is living on borrowed time. This mosque went under years ago, and the predictions for this area are bleak. Faced with this future, the president wants to move the capital to a new site, 1,000 km away, to the island of borneo. Nearly 2,000 hectares of land has been designated. The estimate cost 33 billion. And the deadline within just four years. This is what it could look like. The winning urban design, selected through a government run competition, is of a Sustainable Forest city. We have a very Good Opportunity to start from scratch, where we have all the model of the city that is compact, that is walkable. But the Indigenous People of this area are fearful about what it will mean for them. Translation we strongly reject the move. We are disappointed and scared. We are worried that our land and forest will be filled with tall buildings, and we will lose our way of life. Due to rapid deforestation here, orangutans who call these forests home are now critically endangered. At this sanctuary near the new capital site, orphaned baby orangutans are having to be looked after by humans. The government is vowing to protect and restore forests around the capital, but environmentalists are worried. Translation this is a key habitat for many animals. If this is swallowed up by the new capital, where will the animals go . The promise is that the mistakes of the past injakarta will not be repeated in borneo. And given those showers, some icy conditions, especially for northern and western parts of the uk, where those showers keep going into the morning. In general, fewer showers, perhaps, on wednesday. A few will get across to the midlands, eastern england, and eastern scotland, but most of them, certainly during the afternoon, towards Northern Ireland and western scotland. Snow mainly over the hills. Some heavier showers, mind you, and temperatures of 5 9 degrees once again. Chilly in the breeze, but it wont be as windy in the south west of england. Here, during the evening though, cloud is thickening up. Weve got some rain moving in. Thats moving into the colder air. So theres the threat of some snow overnight in the brecon beacons, perhaps a centimetre or two of wet snow over the cotswolds, and later into the chilterns as well. It is mostly rain. Further north, the air is colder, of course. Wintry showers keep going, and there will be some icy patches around as well. Now, its this area of low pressure that brings the threat of some wet show across more southern parts of england and wales. That then moves away into Continental Europe on thursday. But it could take much of the morning before that wetter weather to clear the south east of england. Once it does, were all into that cold north westerly airflow. Sunnier skies, showers mainly for Northern Ireland, northern and western scotland, and the north west of england. But many places in the afternoon, away from here, i think will be dry. Still, temperatures struggling to 5 7 degrees. Another frost, actually, on thursday night. And then we look in to the atlantic to see more weather systems moving further north across the uk. Itll be a cold start, cloud will increase. Well see outbreaks of rain moving in from the south west. You can see how the wind direction changes. We pick up more of a south westerly wind. We may well find some snow over the tops of the pennines, southern uplands, towards the latter part of the day. Temperatures 6 7 degrees for most. But milder, perhaps double figures for southern parts of england and wales. But that rain may well get steadier and heavier, actually, on friday night, saturday morning, before pushing away. Then a few more isobars in the chart as well. And were back into that colder, showery airstream as saturday goes on. So remaining very unsettled over the weekend.
