Its the opportunity for the president to highlight his acheivements and set the tone for his agenda in 2020. Its thought hell deliver an optimistic message, buoyed by his expected aquittal by senators in his impeachment trial, and the chaos seen during the Iowa Democratic caucus. My colleaguejane obrien sets the scene on capitol hill. This will be Donald Trumps third state of the Union Address and all of them have been shrouded by some form of drama but the circumstances note would be extraordinary. Donald trump will be standing in the very chamber where just seven weeks ago they voted to impeach him. On that eve on the vote in the senate where they are expected to find him not guilty. At the moment there are no plans. But this being donald trump who knows what he may end up trump who knows what he may end up saying. The main theme is the Great American comeback and he will be focusing on the economy, which is his strong point. He has a strong job growth and record unemployment and he will be talking about a strong america, with Strong Border security and more protections for freedom of religion but, against all that, is the backdrop of impeachment. This is a president who will be broadcasting to the nation, an audience of millions around the country, with that plot of impeachment right they and he will be using that platform to talk about the good things but not least to launch his own re election campaign. Staying in the us, the Democratic Party in the us state of iowa has reported 62 of the initial results of the state caucus, after a day of chaos and delay caused by a technical glitch. These show the candidate, Pete Buttigieg, in front, closely followed by Bernie Sanders. Joe biden is in fourth place. The caucus represented the first leg of the race to choose a democratic candidate for novembers president ial election. The chair of the Democratic Party in iowa promised a thorough and transparent investigation would take place into why the vote on monday night had failed to produce a winner. The reporting of the results and circumstances surrounding the 2020 iowa Democratic Party caucuses were unacceptable. As chair of the party, i apologise deeply for this. Last night, we were faced with multiple reporting challenges and decided, out of an abundance of caution, to protect the integrity of the Iowa Caucuses and their results by taking the necessary steps to review and confirm the data. We are in fact still waiting that final result. Democrat Pete Buttigieg hailed what could end up being a crucial victory for his campaign. Here he is. A campaign that some said should have no business even making this attempt has taken its place at the front of this race to replace the current president with a better vision for the future. Cheering and applause our north america correspondent, nick bryant, is in des moines. I asked him what he made of the results so far from the caucus. It is obviously a terrific result, early result, for Pete Buttigieg, mad pete, as he is known in iowa, this former mayor of south bend, indiana, the first openly gay president ial candidate trying to become the first occupant of the white house. Very good early returns for him, of course. Hes the youngest candidate in the race. The other candidate whos done well here, Bernie Sanders, 78 years old, had a heart attack in october, but he has managed to energise the young, in particular here in the iowa caucus. The bad news is forjoe biden, former Vice President , sells himself for his electibility, his ability to beat donald trump in a november president ial election. Well, he is in fourth place at the moment, and that is a very dismal result for him. In third place, of course, senator elizabeth warren, another candidate from the left of the party. Of course, this is 62 of the precincts reporting thus far so it could slightly change but when it comes to why we did not get result on the night itself, what was the reasons given . Well, there was a malfunction, not with the voting, but with how they actually collated the votes, and reported them here to the headquarters of the iowa Democratic Party. That was the problem. And i think one of the other problems in this caucus for the Democratic Party is we did not see a huge turnout. There was this feeling beforehand that, in the search for a candidate to beat donald trump, it would have this hugely mobilising and galvanising effect. Well, that was not really the case. We did not see a turnout anywhere near as big as it was in 2008, when barack obama went up against Hillary Clinton and john edwards. Iowa is a very unrepresentative state. Its the fourth whitest state in the country. Joe biden will move on to states that are much more demographically diverse, especially places like south carolina, which has a big African American vote, and he is very popular with black voters. But for people who saw joe biden deliver his halting and often stumbling, stump speech here, there are many people who will wonder whether he has the energy, whether he has the message, whether he can actually mobilise enough supporters and whether here we might have seenjoe biden has done his dash. The brother of the Manchester Arena bomber has gone on trial at the old bailey in london. In the prosecutions opening remarks the jury was told that hashem abedi was just as guilty of murdering the 22 people who died as his brother salman, who detonated a bomb during an Ariana Grande concert in 2017. Abedi, whos 22, denies all the charges against him, as our Home Affairs Correspondent Daniel Sandford reports. Teenage sweethearts Chloe Rutherford and liam curry died side by side in the Manchester Arena bomb. Today, their mothers arrived together liams mum pushing chloes in her chair. The families of 15 year old megan hurley and Kelly Brewster were also there to hear the evidence. Theyre just four of the 22 People Killed in the bomb, aged from eight to 51. Other bereaved families were watching the trial by video link. Oh, my god. The bomb went off at 10 31 at the Ariana Grande concert on the 22nd of may 2017. Sirens. As well as those killed, 264 were injured. The bomber, salman abedi, was blown to pieces. But today, his younger brother hashem abedi went on trial. The prosecution saying that he was just as guilty of the murder of the 22 people. In the aftermath, police found evidence, the prosecution say, that the brothers had bought 16 litres of sulphuric acid and 55 litres of Hydrogen Peroxide chemicals used to make explosives. And they got access to a property on the 12th floor of this tower block, miles from their family home. From mid february to mid april, the prosecution say, the brothers rented this flat, where police later found traces of the home made explosive tatp. The allegation is that it was here that the brothers manufactured the explosive and accumulated parts for making the device. Just over a month later, salman abedi boarded a tram wearing a backpack, travelled one stop to the Manchester Arena and detonated the bomb. Daniel sandford, bbc news, at the old bailey. Joining me now here in the studio isJoseph Sternberg, hes a member of the wall streetjournals editorial board. Will discuss what he is going to discuss. We have been speaking all night about what we can expect. Weve got to address the ongoing impeachment. Because historically this is a huge, huge moment, and when it comes to the state of the Union Resident trouble only be the second president ever to give an address while undergoing this impeachment trial. Absolutely. So that makes one of the exciting things this evening whether he is going to talk about of top certainly i think that the smart thing to do would be to ignore it. The polls suggest that president trumps popularity is holding up trumps popularity is holding up despite the impeachment, maybe even because of it, its not very popular. I think he can probably get more traction with voters if he focuses on positive stories like the economy. But the fact of the trump error is you are never sure if youll be able to exercise that degree of self restraint when he is actually up restraint when he is actually up to on the podium. When it comes to the economy, when your paper, together with the nbc broadcaster, dipol, they found the economy is poling very well, americans are very happy with the way its going on, but comparatively not as happy with donald trump himself. Surely the two should be going in tandem . Yes. Thats one reason the state of the union will be so important and an opportunity for him to log residential and focus on the good economic news. Think what people dont like and why his popularity rating underperforms despite the economy is voters dont like the circus aspect. They wa nt like the circus aspect. They want a president , often, like the circus aspect. They wanta president , often, it will seem a bit more president ial than president President Trump too often does. So this piece tonight, if you can stay on message, is an opportunity for him to show he is capable of delivering that. How easy is it for him to go off message . Again, you never know. I would not want to put money betting on whether he stays on message honours. It does seem to be able to stick to the teleprompter when he needs to. And there is a lot of incentive for him to do that. If you can focus on the good economic news, the wage growth we are starting to see in the us economy, the very low unemployment rate, that something voters are responding well to and that usually works in favour of well to and that usually works infavourofan well to and that usually works in favour of an incumbent is running for re election. In favour of an incumbent is running for reelection. As we await those results from the democratic caucuses in iowa, it feels like the candidates there, they have moved on, most of them a new now in New Hampshire. Anything President Trump would like to be up against when it comes to the president ial election in november was yellow i think he would probably prefer to run against Bernie Sanders and the theory that sanders is so far to the left, outside the political mainstream, that the voters would go for the devil they know in november and re elected donald trump. What is interesting is that democratic voters also seem to be favouring Pete Buttigieg, who was perceived as a more moderate candidate, maybe a little bit younger, it would be a big contrast to President Trump on the debate stage. So some of those voters might conclude that they want someone who can look like a reasonable moderate alternative. High pressure means a lot of settled weather currently, but it is very much the calm before storm when light winds, dry conditions and sunshine, end of the week and that picture will change dramatically. Here we are today with High Pressure across the uk, barely a breath of breeze for most of us. The highjust picking off a little bit more moisture on its western flank, though, thanks to the breeze coming in off the atlantic. That gets fed into the northern half of the uk and that moisture will take the form of cloud through the day today basically. Sunshine, perhaps hazy and a little overcast at times, even for Northern Ireland, parts of scotland. A few showers possible for the far north and west of scotland. Could be some early fog across eastern wales through into the midlands, but that should lift through the day. Our highs somewhere around the 6 to 8 degree mark. Overnight wednesday and into thursday, the high stays with us, the wind stays light, perhaps the cloud drifting a little further south across the uk. A shade milder, actually, towards the north west with that feed off the atlantic, the core of our frost likely across wales into the midlands. But again, patchy frost possible just about anywhere as our temperatures, particularly in rural areas, can dip down below freezing. The high still firmly with us on thursday, just drifting a little further eastwards. A chilly start, but a fine day in prospect. Perhaps as the high drifts eastwards, the breeze in the west can pick up a little more and break up the cloud for Northern Ireland and western scotland through the day. A lot of fine weather, though. Bright, if not sunny spells, and our temperatures very similar to today, perhaps even a degree or so down in one or two spots, particularly if we get some lingering fog. But were looking at the 6, 7 degree mark. Thursday into friday, again, its just a slow shift for our high eastwards, but fronts do start to come into our picture later on in the day on friday. And notice the isobars start to squeeze together too, the change is beginning. The wind will start to strengthen through friday afternoon to the west of the uk, maybe even gales around irish sea coasts and for the western isles, then some showers arrive before close of play. Some milder air trying to come in too, though, as the south westerly wind kicks in, but my goodness, is it set to kick in. Basically for the end of the week, the jet stream feeding across the atlantic, which feeds us our weather system, starts to align itself like a motorway driving systems straight across the atlantic towards the uk and this is what that looks like on our the pressure chart. Heres the uk. Notice how many isobars, that high is long gone, and potentially some deep low centres towards the north west. It could get stormy. Hello and welcome to this bbc news special.
