But first, a major change to the uk governments approach to quarantine rules in england. Travellers arriving from seven greek islands will have to self isolate for m days in a new targeted approach that could see a countrys islands removed or added to the safe travel corridors list. The changes to the rules for islands including mykonos and crete will apply from four oclock on wednesday morning. Travellers arriving in wales from six greek islands must already quarantine. And the Scottish Government has imposed similar restrictions on the whole country of greece. Grant shapps came to the commons to explain the new english approach. For the first time, we have the data and the capacity to add and remove specific islands from quarantine which, providing, while still providing maximum protection for the uk public. Its now means that we will be able to nuance our decisions for us to safeguard british citizens, but also british tourists to enjoy trips to islands even if the mainland is deemed too risky. But grant shapps, whose own family holiday was ended by a change in quarantine rules for spain, had a warning to those tempted to book a break in the sun. Travelling during the coronavirus is not without risk. So, please, if youre travelling go with your eyes open. And its important that we carry out a full review, notjust of quarantine in the very blunt sense that the government approaches it, but also making sure that the proper test and tracking system is in place. Portugal was recently placed on the red list for scotland and wales and is now experiencing 23. 2 cases per 100,000. But they accused the government of portugal on the list andjumping the gun. The uk government has had over 20 years to get used to the fact that health is devolved and wales, so could he clarify that any confusion between the rules of england and wales arise consistently from a failure on the part of his government to communicate when its rules apply to england only . Demonstrators accused the papers of failing to report on Climate Change. Extinction rebellion claim to be an Environmental Campaign group, yet that worthy cause is undermined by their tactics. The home secretary and i are committed to learning the recent lessons of protests, and to ensure that police have the powers required to deal with the disruption caused by these groups and i will give the tools available to tackle these behaviours under constant review. Youre watching monday in parliament with me, david cornock. Education ministers have been challenged over what theyre doing to ensure students are protected from coronavirus in schools and colleges. At question time, ministers also faced renewed criticism over their handling of this summers a level and gcse results. Thousands of students grades in england were downgraded due to the use of an algorithmn by the regulator, quual. The response prompted a u turn from ministers. So many families and so many students were hurt by the chaos and the instability in his department. And its no good trying to blame quual or ofsted. The responsibility lies in the instability and lack of Firm Leadership in his department, and what is he going to do about it . The minister. Well, when we were aware what the problems of the a level results, we took swift action. Quual decided to move to Centre Assessment grades, and within 48 hours of that decision being taken, the recalculated a levels grades were sent to all schools and the gcse results on the new basis were also given to schools to enable them to give to their students, on the day scheduled, which was august the 20th. The model that was used to ensure that we were able to give students qualifications, notwithstanding the fact that we had to cancel exams because of the pandemic, was supported in a wide ranging consultation by the regulator. It was supported by 89 of respondents, and a similar model was used in all four nations of the united kingdom. The fiasco surrounding last months exam results caused huge distress to students, to their parents and teachers and chaos for universities and colleges. And now it turns out that the secretary of state was repeatedly warned of the dangers of the system of calculated grades and a flawed standardization methodology that he adopted. He was warned by a former senior official of the department, he was warned by the regulator, and he was warned by what happened in scotland. Why did he ignore those warnings . Those warnings were not ignored. Every time we heard from people like kanes assessment and john coles and others, we raised these issues with 0fqual. And all those various challenges that were made by individuals were raised with 0fqual. We were assured by the regulator that, overall, the model was fair. The minister said no system was as good as children sitting exams. When the a level results were published in august, it did become clear that there were anomalies and injustices in the results that went beyond the anomalies that we had been made aware of for which we had put in place an enhanced appeal process. And as i said earlier, swift action was taken to ensure that all young people got the just and fair results they deserve. Concerns were also raised about the safety of students after a school in suffolk was forced to close when several members of staff tested positive for covid i9. Just in the last week, a few days in the start of term, weve had 46 cases in schools across the uk. In scotland, there were 86 cases a total of 158 schools already have cases. In a suffolk school, five teachers, i think its in the health secretarys own constituency, five teachers, and the school has had to close. Does the minister, or secretary of state rather, is he confident the government really has this under control . Very much so. And if i draw the honourable gentlemens attention to the joint letter by the chief medical officers of england, wales, Northern Ireland and scotland what they were pointing out is that children are best served by being in school. But the honourable gentlemen is right to highlight the risks and some of the challenges of children returning to school, and this is why at every stage, working right across the sector, we have put in place the strictest level of controls and system of controls in order to create that safe environment, not just for the children, notjust for those who work in schools, but for the community as a whole. Can i pay full tribute to all of the schools in my constituency who reopened on time and in full. As the secretary of state will be no doubt aware, this is against a background of record investments which, of course, came into play in april. Gavin williamson said schools could look forward to a substantial cash increase over the next two years. Schools were one of the few, if only, areas that were able to get a three year deal, and i believe this will have a real impact in helping them plan for the future and delivering the best education. Gavin williamson. Three quarters of black people dont believe their human rights are protected as well as those of white people. Thats according to a survey commissioned by the human rights committee. The study also suggested that 65 didnt think the nhs treated them equally, and 85 felt the police werent fair. The reports authors appeared before the committee to expand upon theirfindings. There cant be smoke without a fire. Our polling isnt saying, you know, 85 of people saying that 100 of their experiences have been negative with the police because of their race, but what we are saying is that they feel that there might be mistreated because of their race, and through that, its more so looking at. If we were to say half of those people had actually had a negative experience, the other half are expecting it to happen because the existing Research Says its more likely to happen to them. So even me as a person, ive never been stopped by the police, still, factually, the reality is i am more likely to be stopped by the police. So it doesnt stop me feeling that my rights arent protected. Were there any findings in your report which identified how we could overcome that concern, in terms of solutions to that . One of the key answers that came up consistently was that actually, there should be better Record Keeping. So if the police want to do anything, better Record Keeping of racist incidents, including more investigations into and the charging of those guilty of racist offences. So i think if theres something around how we want to change peoples belief in the community, its around, actually, people seeing actions being taken against those who have committed racist offences in society. Its very interesting to see that more black women then black men feel that they are less likely to be treated in the same way as white people by the police, because we perhaps have a perception of stop and search being something thats very much directed towards young black men. My mum knows the reality of what happens or what could happen to young black men like me, than, obviously, any parent is going to care and be worried. That doesnt mean my dad wouldnt care, but generally speaking, my mums really going to care, because more times than not, she will probably be the one that comes and gets me from the station or comes to the desk. So this is why i probably feel that that has been the case. Its something which would be great to explore, but i do think in terms ofjust an observation, that could probably be one of the answers to explain why. A really interesting interview was a young woman from kent who ended up getting stopped and searched. And after this whole debacle, she actually spoke to a few friends who were not black themselves, and they spoke about the situation, and it seemed as though it was not a normality for any of her friends. To the point where they were quite shocked and in fear of her own safety. And she expressed that, you know, while there is not a high number of black females who get stopped and searched, she sort of acknowledged that its a very familiar process within the black community. So even though, you know, perhaps its not something that a lot of black women face, i think off the back of that the fact that it happens within the community a lot, be it research outside, it seems as though it was not a surprise to herself. They found that some black people see themselves as part of a quota. There was a young lady that we interviewed who felt as though she was brought up in devon and she felt as though she was in the school particularly because she had to just to be part of a good quota in order for the school to say, yes, theyve got a mixed and diverse cohort. Being black in the uk, we have grown up in the context of where we feel the discrimination that we face isnt as bad as in the us. So we can kind of coast along cos there are some things in place that kind of prevent it excelling to that degree. However, i feel like over the years, that isnt enough. Just because we are not as bad as elsewhere doesnt mean that thats enough. And there are things that can be done, not necessarily ground shaking but small changes here and there that could adjust and help the relationships between systems that exist and black people for the better protection of their human rights. All elections to Public Office have been cancelled for the duration of the pandemic, and the house of lords has been making sure that one controversial election for new hereditary peers doesnt slip through the net. The next vote was due to take place this month, but peers have postponed it until next year. It sparked a wider discussion about how peers can stop the chamber from increasing in size after borisjohnson created 36 new peers injuly. I sincerely hope that we will be able to reach the stage quite soon where if someone is given a peerage, he or she does not automatically, immediately come the Prime Minister should realise that it should be possible to give a peerage without a seat in the house of lords. Because. The Prime Minister himself has created an extra problem for your honourable lordships house. I think all of the these things should be looked at in the round, together. Labours lord grocott has proposed a bill to stop elections for hereditary peers. But its opposed. By a hereditary peer. As the lordships will be well aware, i am not a supporter of the lords proposed private members bill, im in doubt that i ever will be, unless there are some other circumstances, and this house of lords reform has by then been completed, which is the condition upon which the hereditary noble lords came to this house back in 1999. At the moment, no elections to any Public Office are being held. Elections were postponed in may. No by elections to local councils are being held, and if the only place which is Holding Elections at this point was the hereditary peers by election in the house of lords, it would make us look even more foolish if thats possible than we look today. My lords, i very much hope that this is a stopped leisure. The strong balance of opinion in your lordships house is that this system should be done away with, and we need to make progress. One supporter of lords reform thinks its time for peers to stand up for themselves. My peerage actually goes back to the reign of henry the third in 12 something, rather, and there have been regular live peerages, they use to end the live peerages by chopping off the heads of the lords when they fell from favour. This is no longer recommended procedure. I had expected the debate to go back either to the 13th century, but the house of lords does look backwards on itself, not forwards, but it doesnt often go quite so far back. I think it illustrates the scale of the problem, and what we are dealing with is something here and now, and this motion before us today has my full support. It would be nonsensical, and the noble lord made the most telling point is that elections have been stopped around the country for local government. The public are not allowed to elect, it would be nonsense nonsensical for an unelected house to elect one of its few elected members to this place. Now, on the charts for tuesday, weve got low pressure to the north of the uk, High Pressure to the south and this front working eastwards. Now, this area is called a warm sector. And thats going to be moving right across the uk. Bringing warmer air, yes, but increasing amounts of humidity. All thats going to do is thicken the cloud up and bring some outbreaks of drizzle, some mist and fog patches forming around our coasts and hills. So it will turn increasingly murky over the next few hours. Some dampness around, as i say. A few spots of drizzle, no great amounts butjust some dampness in the air across the west first thing. Starting off with the day on tuesday, we start off with that extensive cloud. The best of the sunshine, actually, northern and eastern scotland, north east england starting out sunny as well. Elsewhere, there could be a few breaks coming along in the cloud, but its always going to be a struggle to break the cloud across the west, so staying quite grey. Despite that, temperatures still into the 20s. Rain moves into the north west of scotland, becoming persistent towards the end of the day, and if we do see any lengthy clear breaks, with some sunshine, it will feel warm, it will fill humid. That rain will continue to push southwards as we go through tuesday night as this cold front extends towards england and wales, taking its rain with it. The front itself is moving towards High Pressure so the front is weakening all the time. As it takes its cloud, the rain increasingly turns patchy as it works towards the south and the east. Temperatures on wednesday, lower, and about 5 degrees lower across the north and east. You will notice that change. Its but across the south east, were stilljust about hanging onto that warm air. Temperature still around 22 or so in london. It will turn a bit fresher, though, on thursday. We say fresher, it will be fresher, but of course in the sunshine, it still september, it is still warm in that sun.
