For the first few days. After an evening phone call, downing street warns that post brexit trade talks are in a serious situation. It was a night to remember for Marcus Rashford. On the field he scored twice to lift Manchester United up to sixth in the premier league off it, he was recognised by fifa for his work to try and end child food poverty in the uk. Catching up on one of the years most inspiring stories. Six year old tony hudgells raised more than £1. 5 million for charity. Well take a look at how the money will make a difference good morning. Rain is back today, heavy full some of us. Flooding likely in south wales. Windy, mild. I have your friday forecast and prospects for a brighter weekend. Its friday the 18th of december. Our top story. Millions of people across the uk are braced for tougher covid restrictions amid growing concern about rising Coronavirus Infections. From tomorrow, swathes of eastern and southern england will move into tier 3 measures. Northern ireland has announced it willjoin wales in starting a new lockdown after Christmas Day, meaning non essential shops will close, along with pubs, restaurants and hairdressers. Aruna iyengar has more. Around the uk, restrictions are tightening. From saturday in england more than two thirds of the country will be in tier 3, with a number of areas, including bedfordshire and buckinghamshire, moving to the toughest level. But theres some respite. Bristol and North Somerset will move from tier 3 to tier 2. And herefordshire goes from tier 2 to tier i. In clevedon, North Somerset, dropping down to tier 2 is a cause for celebration. Yes yes, yes, yes hurray i can go out on my 70th birthday, on monday, and celebrate in a pub locally i think its a mistake. I probably think its a mistake, because surrounding areas are still increasing. Bristol has gone down, but i think weve just got. Just got to sort of live with it and try and get over it. Hastings in east sussex will move into tier 3. It is a shame to see such a vibrant place as hastings old town seem to grind to a halt, and its such a shame that all the talented people that work and operate here are not doing that. These restrictions come into force just days before the christmas relaxation. Wales has already announced a post christmas lockdown. The first minister warned other nations could follow. My prediction would be that in other parts of the uk, as current restrictions are lessened, they too will find themselves with numbers escalating and more action needing to be taken. And last night in Northern Ireland, a new six week lockdown from boxing day was announced. Non essential shops will be closed and all sporting events banned. Its very clear that we need an urgent intervention. I think this is the right decision by the executive, albeit i accept it will be challenging for many, many people. We try to get a balance in all of these things, but its clear that we needed a longer and deeper intervention. With pressure on the nhs mounting, difficult days lie ahead. Aruna iyengar, bbc news. Our correspondent Frankie Mccamley is in windsor, in berkshire which is one of the counties heading into tier 3. Good morning to you. New restrictions for lots of people. Good morning stop these new restrictions are going to mean that just over two thirds of england are going to be placed in tier 3 restrictions from the weekend. Many of the area is moving into tier 3 from just past midnight tonight are like here, windsor in berkshire, on the commuter belt surrounding london, which went into tier 3 just a few days ago on wednesday. The government says the tightening of restrictions do need to happen to help prevent the nhs from being overwhelmed, especially as we move into january, usually one of the busiest months for hospitals. Many bars, restaurants and pubs will have to close, apart from those who can open for take raising what is the busiest period for them this year. A lot of the area around here lies heavily on tourism, like Windsor Castle, with travel restrictions coming into place that is not good news. This is not full lockdown. In tier 3 you can still meet in groups of up to six in outdoor public spaces. The shops, gyms and hairdressers will still remain open. Borisjohnson says talks to reach a post brexit trade agreement are in a serious situation with a no deal scenario now very likely unless the eu position changes substantially. The Prime Ministers comments came following a call with the European Commission president , ursula von der leyen, last night. Heres our Political Correspondent chris mason. In a fortnights time on new years day, the uks relationship with the European Union will have changed and changed substantially. And yet, two weeks out, we dont know if that new arrangement will be with an overarching trade deal or without one. What we do know is the differences between the two sides, which stand in the way of a deal are significant. Last night, there was another phone call between the Prime Minister and ursula von der leyen, the president of the European Commission. And guess what . They agreed their teams would carry on talking. In a statement after the call, borisjohnson said the negotiations were now in a serious situation. Time was very short and it now looked very likely that agreement would not be reached unless the eu position changed substantially. For those wanting a deal, the eus comments contained a splash of optimism. Ursula von der leyen said, and yes, both sides acknowledge how much fish can be caught in each others waters isnt yet sorted out. And the issue of state aid is a problem too. The support either side can give to a domestic industry without breaching the terms of any agreement. The uk doesnt like a suggestion from the eu that support that comes from brussels rather than a member state should be exempt from any limits on state aid. Both sides do want to do a deal if they can find one that is mutually acceptable, but that is no guarantee one will happen. Chris mason, bbc news. It also found that a higher proportion of Violent Crime was not recorded, including domestic abuse. Royal mail says that people in some parts of the uk may be receiving their post later than expected as it deals with an unprecedented volume of parcels thanks to the rise in online shopping. Internet orders for the first two weeks of decemberjumped by more than 50 , compared to last year. Thats according to the Online Retail trade body, the imrg. The met 0ffice seeing the greatest totals. The met office has an amber warning enforce in south wales. Up to 100 millimetres of rain falling in spots until the day is done. With the isobars tightening, it means the wind will pick up as well. A cloudy and damp start. A bitter brightness in scotland and Northern England which will not last because the rain will sweep into east anglia and south east england. Will sweep into all but. Winds up to 60 miles an hour. As i hinted at the start of the programme, around the start of the programme, around the showers there will be brighter skies and sunshine occasionally this weekend. More of what we can expect from the weekend weather as we go through the morning. Goodbye from 110w through the morning. Goodbye from now for now. Lets take a look at some of todays front pages. Many papers lead on the extension of tier 3 covid restrictions to large parts of southern england. The daily mirror carries the headline tiers before bedlam which is a reference to warnings from some Health Experts that mixing during the Festive Season could lead to a spike in new cases. The Daily Telegraph reports on the latest brexit talks. The paper says the Prime Minister has warned a deal was drifting away but could still be done this weekend if brussels gives ground on fishing rights and state subsidies. The guardian reports that many pupils will have a delayed return to the classroom in the new year most secondary School Students in england have been told to work from home for the first week of next term. We will be looking more closely at that when the schools minister will be with us. Its to allow more time for state schools to prepare for a rollout of mass covid testing. And the sun features a picture of sir Paul Mccartney on its front page and the headline get vacc. The paper says the 78 year old former beatle, who wrote and sang on the bands hit get back, has vowed to have the covid jab as soon as he is allowed. Do you want to go christmas or boring . Christmas or boring . Boring, please. There is a surprise. A calendar. Are you a fan of a calendar . It is not an Advent Calendar, it is a calendarfor calendar . It is not an Advent Calendar, it is a calendar for next year. This is the dull mans club calendar. What makes it so dull . It has various pictures. There is a washing machine restorer and a security envelope collector. A man who spends ten hours a day doing jigsaws and a student who photographs wet floor signs. These are all featured in this calendar. This is james, who is fascinated by the patterns on insides of envelopes, the graphic patterns. All of this has featured in the dull mans clubs calendar. Is it a calendar of dull things people do . 0ne personmcdowell is another persons interesting, isnt it . The World Biggest crane undertook its biggest net yesterday. One persons dull. It is capable of lifting up to 55,000. This happened yesterday . We should have seen those pictures. That is just one tenth of its ability. Those are incredible things, extraordinary things. I will jaw your attention to a couple of birthdays happening. Brad pitt, it is brad pitts birthday today. 52 . 57. The last one, keith richards, Rolling Stones guitarist . 82. That is not so good. He is 77 years old. No, you did not i nearly went 78. No, you did not i nearly went 78. No, you did not i nearly went 78. No, you did not commit you when 82. Ido like no, you did not commit you when 82. I do like our birthday guessing game. We do play that a lot. Weve covered so many inspirational stories on breakfast during this pandemic but few of them have had the impact of six year old tony hudgell. Tony has two prosthetic legs and back in the summer he decided to walk more than six miles to raise money for the hospital, which treated him. His family thought he might raise £500 pounds tony beat that target by a cool £1. 6 million. We wanted to have a catch up with tony to see how hes getting on and also to relay a special message from another well known fundraiser. Graham satchell has more. He has got a nice list in there and a naughty list. Where . There, it says nice list and over here says naughty list. If anyone deserves to be on the nice list this christmas, its six year old tony hatchell. Hudgell. I will tell you what i want for christmas and you write it down on a piece of paper. 0k. Ill put it on here. 0h, right. 0k. What a year its been its just so lovely that such a young boy can encapture so many people. Tony got his first ever set of prosthetic legs earlier this year. Inspired by captain tom, he set himself a target to walk 10 kms and raise money for the hospital that saved his life. This was day one of the challenge. The first walk took more than an hour. Keep going. Youre going so well. When i walk there, just so, yeah, really hurty. They hurt, do they . Yeah. A bit sore. There was quite a lot of pain at the beginning. But a tumble wont stop him. Tony has already overcome unbelievable hurdles in his short life. When he was just a few weeks old, tony was taken to the evalina hospital in london with horrific injuries. His birth parents had abused him so badly, his legs had to be amputated. When i was told the story, ijust burst into tears. It was absolutely horrific. You just. You couldnt imagine that a tiny 41 day old baby had suffered such horrific abuse. But, after spending an hour with him and his beautiful big brown eyes, ijust could not part with him. And im so glad i didnt. Pauls family fostered tony and then adopted him. The family set a target to raise £500 for the evalina. Tony was thinking a bit bigger. If you could decide, how much money would you like to raise . £5 million thousand. £5 million thousand . I want to. Thats a great total. Thats the best total ever. Hey tony crossed the finish line injune. To date, hes raised £1. 6 million. How can a five, six year old raise that amount of money . Weve had donations from all over the world and the messages of love and support. Its just so humbling that everybodys right behind tony. Hi, tony. This is tonys consultant at the evalina. In my mind, hes a true hero. It just shows the nation that anything is really possible as long as you have determination and really confidence in yourself. And theres no doubt that this little one certainly has both. The hospital will spend the money on a set of Virtual Reality headsets like these to distract children before operations on new 3d cameras to help complex surgery and, in time, the tony hudgell therapy room. Tony will do it himself. A final quick surprise, a message from tonys hero and inspiration. Hello, tony. I am absolutely thrilled with what you are doing. I think you must be an example to all the young people of today that someone like you can go on walking and Getting Better and better and better as time goes on. You really are a star and you stand out amongst all of the people with your effort. So young. Well done. Ah isnt that lovely, tony . What would you like to say to captain tom . Thank you. In the last few days, tony has got new prosthetic legs. They make him two inches taller, maybe the best Christmas Present ever. Come on, tiger. He can achieve and do anything he wants in life. And i have absolutely no doubt that he will achieve exactly what he wants to achieve. Weve always brought him up that, yes, he may be differently abled, but he is able to do anything. He might have to do it his way, but he can do it. A nice, casual stance at the end. That young man is definitely doing things his own way. I like the idea of that therapy room, that will be there for generations to come and it will be a testament to a rather amazing young man. Tony inspiring many. Speaking of which, wed love you to nominate your heroes of 2020 this christmas. Heres one suggestion to kick us off. It comes from another young man weve come to know quite well on breakfast. This christmas, my hero is freddie because he has raised so much money for manchester Childrens Hospital, where i am being treated for leukaemia and he is such a great friend. Merry christmas. That was hughie talking about his friend freddie, who is running more than 60 miles before christmas. If youd like to nominate your hero, wed love to hear why they are so special. A lot of attention around these young people raising money. It does not have to be about money raising. It can be a gesture, and moment in time when someone has done something that was not asked for, you just need a moment in time. People have had plenty of moments when they needed a little left, a moment in time. You can tweet your nomination with the hashtag bbc breakfast heroes or drop us an e mail. Millions of people in the south of england will find themselves in the highest tier of covid restrictions from tomorrow. We have been talking about this, havent we . Its a blow for so many businesses, particularly pubs and restaurants. Ben is in portsmouth, which is one of the affected areas. All dressed up with the tree and presents, it looks lovely but no service at the bar. That is the story. You are right. No service anywhere in this place. We are in hampshire this morning, one place which is moving to tier 3 restrictions from midnight. That means hospitality venues once again bearing the brunt of this. It means they cannot operate unless they are going to operate as a takeaway. This place does not work for them. Susie is the general manager here. 0pen, closed, open, closed. You have had a rough ride over the last few months. We are not doing a Takeaway Service. We are not doing a Takeaway Service. We are not that kind of place. We had to close completely tonight, do the cleaning and organise the food. There will be loads of waste physically. The opening and closing isa physically. The opening and closing is a huge amount of money. We cannot store the feed for a long time. Even if we are going to be opening two weeks time, preparing for half term will start today, the school terms and the school break starts today. Usually between christmas and new year we make a usually between christmas and new yearwe make a big usually between christmas and new year we make a big amount of money which we are going to lose this time. Everything will go in the bin that we prepared. What about your staff . You have 13 people who work here normally. What have you told them about their jobs . Here normally. What have you told them about theirjobs . Most of them will be on furlough. We had some staff who started in october and they were not paid until the end of october and they will lose their jobs. They will not lose theirjobs but they will find a job where they can be paid. It is really tough, isnt it . Thank you for having us this morning. I know you have a lot to contend with. We heard from the chancellor yesterday that furlough will be extended from the end of march to the end of april. Some good news to support workers but not for everyone. Faz runs a restaurant around the corner. Talk about the timing of this. You have not had a lot of notice. It was announced yesterday. Christmas is a time for people to relax. Family time. New years eve, all the bookings have gone. The timing was not ideal. I wish we had been notified a bit before but what can we do . That is the situation. Unlike susie, you are able to operate takeaway from your restau ra nt. Able to operate takeaway from your restaurant. We have not closed through the pandemic. We have offered deliveries and take a ways where needed. It is a bit of a loss leader. Takeaway is a usually small and we have higher costs. It is very competitive. If we close for six months, customers will go elsewhere. Financially it would make sense to close and come back but logically you want to keep your customers. Quick word on the frustration you feel about a tenth macro system. At the tier system. My understanding is local hospitals are under pressure and we need to be in tier 3, which is understandable. We are six miles away from the hospital and two miles from the hospital areas are open, so two miles from the hospital areas are open, so i cannot understand why that makes sense. Only 30 of portsmouth people are using the hospital. 60 is the surrounding area and some of that is tier 2, which baffles me really. Good luck through all of this. Nice to see you. That is the frustration a lot of businesses are facing, so many issues for them to contend with, whether stock staff for making that system work for them, being able to offer things like takeaways. Back to you. Thanks very much. We wish them the best of luck. These are tough times. More on the effects on the economy and all the changes in tiers coming up this morning. Good morning, im sonja jessup. From midnight tonight, much of londons commuter belt will join the capital under tier 3 coronavirus restrictions. It affects bedfordshire, buckinghamshire, berkshire, parts of essex, hertfordshire and surrey, and means bars, pubs and restaurants will have to close, except for ta keways. And for more on what those Restrictions Mean for you and your family, you can take a look at the bbc website. Among those affected are the Theatre Royal in windsor, whove had to cancel pantomime performances of cinderella. They had been allowed to go ahead with socially distanced performances under tier 2, but that cant happen under tier 3 rules. Archaeologists have made a surprising discovery inside an empty shop in barnet in north london. A wooden building from the middle ages was revealed when plaster and boarding was removed for a refurbishment. Experts were able to date it by studying the timber and the distinctive patterns found on the wood. Its a bit like a fingerprint, its unique to the time it grew in, somewhere between 1330 and 1360. Certainly looking at the outside of the shop i had no clue. Quite remarkable for something in north london. Despite an incredibly busy and challenging year, staff at the Royal London Hospital have, in their personal time, recorded a Charity Christmas single. Have yourselves a merry little christmas. Theyre raising money for well being projects for staff, patients and their family, through the barts charity, and hope to bring a bit of christmas cheer too. Lets take a look at the travel situation now. All looking good so far on the tube just the waterloo city line still closed as usual. Weve got no london North Western trains though between watford and st albans abbey. This is how the a13 looks its slow westbound from lodge avenue heading towards the works at beckton. In catford, the a205 is partly blocked at catford hill after an accident. And in the west end, conduit street is closed westbound from Regent Street to bruton street due to a burst water main. Time for the weather with kate kinsella. Good morning. Its a mild start this morning, temperatures widely in double figures. We had some rain overnight, and weve still got a little bit first thing this morning, some patchy rain, but itll clear away eastwards. We are, however, left with a legacy of cloud. Its going to stay rather grey, rather murky in one or two spots, especially towards the home counties. The cloud also thick enough to produce the odd spot of light rain and drizzle, and its breezy too. Temperatures today, despite all that, getting up to 13, maybe even 1a celsius, so certainly much milder than it should be at this time of year. Overnight, a dry start, then more rain piles through as we head through the early hours and into saturday morning. Minimum temperature again mild, between nine and 11 celsius. So a damp start tomorrow morning, but that will clear and well see a regime of sunshine and showers. If you get a shower it could be quite heavy. For sunday, fewer showers, more in the way of sunshine, and the wind will fall a bit lighter. Unsettled for the first part of next week. But then, by the end of next week, its getting colder. Ill be back in half an hour. Bye for now. Hello, this is breakfast with Charlie Stayt and naga munchetty. Coming up on breakfast this morning. Youre probably not going to a traditional works party this christmas, but you can have just as much festive fun online. Ok, you probably cant. But well be hearing how some firms are giving it a good try. The lewisham and greenwich nhs choir Beatjustin Bieber to the christmas number one slot five years ago. Now theyve joined forces for this new track, which has just been released. You can hear more of it when we speak to the choir leader before eight. And nicola adams had her strictly journey cut short by covid, but shell be joining us for a chat as we look ahead to tomorrows grand finale. Patients in hospital with coronavirus should be offered a follow up after six weeks, to check for so called long covid symptoms, doctors have been told. Around one in ten could be struggling to shake off symptoms including dizziness and shortness of breath. Jamie read has more. Like thousands, tess waring fell sick in the first wave of coronavirus. I was taken in at the end of march. It was just as lockdown was going on. And i was taken straight into intensive care, straight into a e, and then onto intensive care. And i spent several days on intensive care, and another about four days on an ordinary ward. It took three months for tests to get her strength back. Even now, she sometimes struggles for breath. Ifeel a different person. I think the whole experience for a lot of people has changed you. And itsjust im. One of the challenges is, yes, you know, its eight months since i caught this, and youre always thinking, well, things always change anyway. So sometimes youre thinking, is this just part of growing older . But fundamentally, no, i feel changed in that, like my breathing is much more of an issue than it used to be. The tiredness is much more intense. Its thought around one in ten patients with the virus may develop whats known as long covid lasting for more than 12 weeks. New guidance for Doctors Today from the Health Watchdog nice and the Royal College of gps, lists 28 possible symptoms from fatigue and nausea, through to chest pain and dizziness. It seems to hit all age groups, including young people, people who sometimes even get just a mild infection with covid or know people who have a more severe infection and are more likely to get it. We know it happens more often in people who have got pre existing Health Conditions like diabetes or heart disease. But we dont really understand why some people seem to get some people dont. The new guidance says patients should now be offered a follow up consultation if theyve either been in hospital, or have symptoms lasting longer than eight weeks, and then referred on to specialists if necessary. It comes, as the nhs said, it has spent £10 million on more than 60 dedicated long covid clinics in england. Doctors though, say more funding is likely to be needed to deal with the long term impact of the disease. Jim reed, bbc news. Lets pick up on that now with this mornings gp, dr fari ahmad. Morning. Iam morning. I am sure you are listening to that reported this morning. Really interested to hear what you have seen in terms of patients who have seen in terms of patients who have had covid and how it might work in practice following up a potential long covid cases for you . Yeah. Long covid is something we became aware of fairly early on when we had patients who had it. It is notjust people who have been to hospital. It could be people who are managed at home. They were struggling to get back to normal. There are lots of symptoms. People are still struggling to breathe. People have extreme fatigue. People with joint pains. They described a brain fog. They cant think and concentrate and be how they are. We have known about it for a while. It is useful to have a structure and some guidance about following people up. Like everything, there are resources you need some resources around it. It is following people through. There are a lot of Mental Health issues that come with long covid. We struggle to get people seen normally. It is difficult in a system that has already got all these pressures. Could you do it . Yeah, ithink these pressures. Could you do it . Yeah, i think it would be good too. Yes. But then if youre helping somebody and you say, yes, you need access to this but you have to wait access to this but you have to wait a few months, it feels frustrating for the patient and for you as the doctor trying to help them. Talk to me about the vaccines. Have you been administering them . How has it gone . I have patients reacted in terms of willingness to take them . We have not gone yet. We are still waiting. We get a week in which it could be one of those dates and then the clock starts ticking. I know other practices have been doing it. We have had places locally that have done really well. I note some places, the vaccine didnt quite arrive as planned and so theyve had to quickly change things. So far the feedback has been positive. We have had a good uptake. There is a lot of pressure on because it needs very slick organisation. And were not getting a whole lot of notice that if this is the day it is going to come in. It is moving. Fingers crossed when we get our call, i can let you know personally how it has gone you are laughing, but i sense there is a bit of frustration in terms of workload and in terms of organisation. Is that true, or am i reading too much into this . No, we have got a lot. Winter is the time we are busier. This year we have done more flus than ever. We want to done more flus than ever. We want to do this covid vaccine. But it would just be helpful if they said, right, you are getting it on this date for sure, then we can get organised and do it. We are great at delivering vaccines. We can do this. But we need the support and help around us to get there. That sometimes is not as forthcoming as we would like it to be. At the moment we understand there are increased waiting times at various hospitals around the country, including Greater Manchester. How is that affecting you in terms of patient referrals . So its difficult. Its difficult, because whats happening is, you know, people we would normally have referred for investigations, they have to wait. And they still have no symptoms. Their first port of call is also. And the reason we. We are struggling to manage them. It becomes a frustrating cycle for the patients and for us. The other side of that is that some of the routine work of the hospitals have been doing, theyre asking us to take it on. The pressure is on us, increasingly. Are you and your staff 0k . Yes. I think theyve done an amazing job, they really have. We have asked them to do so much. And theyve stepped up. Notjust us but our local surgeries. I think some of them are getting a bit fed up and burnt out. It is important to support them. I know people have been struggling, people have been frustrated. People have been very kind and polite on the phone is because they are frustrated, they are unhappy. It would be really good if people. Just a little bit of kindness would go a long way to help us kindness would go a long way to help us get through this lark last dark patch before the end of this stressful period. I am sending you a big virtual hug. Have a lovely christmas. We probably wont speak before. Thank you for being one of the gps that has been really reassuring for viewers and answering questions, as we have all been learning through this period. So ta ke learning through this period. So take care, you and your colleagues. Its been my pleasure, thank you. Bit of kindness. Goes a long way. Mike, a young man who has got a lot of young admirers having a good night on the pitch . What we mustnt forget is during all this tireless work by Marcus Rashford to tackle child poverty, he is still a premier League Football road trains hard, three matches in a week, what an inspiration. What a night it turned out to be for this man, Marcus Rashford. On the field he scored twice to lift Manchester United up to sixth in the premier league. They won 3 2 at Sheffield United, who actually led early on, but rashfords double turned things around to ensure his side continued their record of winning every away league match this season. Theyre five points off the top with a game in hand, while Sheffield United stay bottom with just a single point. Theirs the worst start to a season by any club ever. And it was as memorable a night for rashford off the field too, because before that he won an award at the best fifa football awards. The england and Manchester United striker won a Fifa Foundation award for his work trying to End Child Poverty in the uk. As we know on breakfast, rashford was successful in lobbying the government to provide Free School Meals to those in need. Its, of course, a nice feeling to. To be, erm, noticed for the work that ive been doing. But for me the positive thing is that itll encourage people to go ahead and do things that they believe in. So its a good moment for me now, but for the future its even better. Elsewhere, the best mens coach of the year went to liverpool boss jurgen klopp for the second year in a row, while Manchester City defender lucy bronze has become the first english player to win the best womens player award. Congratulations to lucy as well. I will have a bit more for you later. Special night for lots of Different Reasons forjurgen klopp. Thank you. Heres nick with a look at this mornings weather. As we come in at these crazy hours, it was very, very mild this morning. Yes, temperatures in double figures this morning, way above what it is going to be on Christmas Day. There isa going to be on Christmas Day. There is a hint. It is turning colder in time for christmas. But our immediate focus is on this, a met Office Amber Weather Warning for heavy rain today in south wales, especially to the Brecon Beacons where there could be 100 millimetres of rain in some spots before the day is done from this area of low pressure bringing in the rain. It is not very wet at the moment. Damping places. It is about to get wetter. Those rain totals mounting and some flooding likely across of wales, especially the south. Here comes the rain this morning. There may be some brighter breaks in the sky. Scotland and Northern England. That will not last. The rain reaches all but east anglia and south east england. Winds of 60 mph in england. Very wet. Across the western side of england, parts of Northern England and scotland, heavy rain moving on. Still some brighter breaks in between the bursts of rain around the moray firth. And Northern Ireland brightening up this afternoon with sunny spells and showers. You will notice it is mild as you head out this morning. Temperatures up to 13, 1a, maybe even 15 celsius in the odd spot of this afternoon, but it is going to be windy, cloudy and very wet in places. Those rain totals continue to mount, particularly through this zone as the rain lingers through the first part of the night. It eventually gets the message and moves away eastwards as the night goes on. Showers following behind. A mild and blustery night. Low pressure still very close by. But of the persistent rain will have gone. These weather fronts will produce bands of showers moving across the uk. And in between those bands of showers we will get to see some sunshine. It will not be a wash out but you could find yourself getting caught in the odd heavy, possibly thundery downpour. Some early rain across eastern counties of england as saturday begins. That will clear. You can see these showers moving through. Some heavy downpours, gusty winds. The winds pick up in the west on saturday afternoon. Temperatures may be down on today but it is still mild to start the weekend. Spot the difference for part two on sunday. Still some sunshine, still some showers. More frequent towards the south and west. Fewer towards the east. Some of them may fade away as we go through sunday afternoon. Perhaps at that stage more in the way of sunshine, but i have to say some hints going into next week, it looks like two more areas of low pressure coming our way with more wind and rain, before it turns colderfor wind and rain, before it turns colder for christmas. Wind and rain, before it turns colderfor christmas. Looks wind and rain, before it turns colder for christmas. Looks like wind and rain, before it turns colderfor christmas. Looks like it would be turning brighter and drier by then. Just push that front down. By then. Just push that front downlj by then. Just push that front down. I will stand in front of eight and it will never come thanks a lot. A lot of schools are breaking up for Christmas Today but the start of the new term will be different depending on where you are in the uk. In england, the government announced yesterday that secondary pupils who are not taking exams in 2021, will spend the first week of term learning online from home. Theyll resume face to face teaching on the 11th of january. In wales, there will also be a staggered start with a full return to the classroom by the 18th of january. Were joined now by simon uttley hes the head of high school in reading which has 850 pupils. Lovely to see you this morning. I know you are actually in school. Was it early yesterday afternoon you got the news that the covid testing system was going to kick in next term . How is that looking for you . Yellow morning yes, good morning. It is interesting to open my Advent Calendar yesterday and find out that news. I read it in a news app. It is a lwa ys news. I read it in a news app. It is always good to find out ones duties from the bbc news app. It was a surprise, it was a shock. I was taken aback, as were my head teacher colleagues, frankly rather angry about it as well, because its probably one of the worst day is possible to get that kind of news. We have been absolutely clear as head teachers for a period of time now that the idea of mass testing and recognising the importance of secondary schools as schools where there is more potential communication of the disease, we are clear on that, we understand it, we supported, we fully recognise our role as part of the National Push against this virus, but please, please, please, we need to be working together, not dropping this on to the in trays of head teachers at the end of term when we dont have our core teams for the next two weeks. We are quite where we are trying to reassure families and communities because they deserve better as well as us. 0k. Communities because they deserve better as well as us. Ok. This is a really interesting point you are making. Politicians make decisions about policy. A decision has been made. You deal with practicality. So paint mea made. You deal with practicality. So paint me a picture of those pupils who will fit into this category of those who will be tested and how that will work as they arrive at your school next term . That will work as they arrive at your school next term . |j that will work as they arrive at your school next term . I would love to be able to paint you that picture. Werejust to be able to paint you that picture. Were just making sense of a range of materials that arrived just yesterday. There is obviously talk of armies of volunteers, military assistance etc. We know that in the first week back we will have our Vulnerable Children and children of critical workers, as well as our examination groups, which is year 11 and year 13 in this school. Other students wont be coming to school but will be brought infor coming to school but will be brought in for testing. We are still making sense of this whole thing at the moment. The rhetoric is very much battle of britain. The reality, im afraid, feels a bit more like dads army. We are trying to make sense of this this morning. We are hoping to make progress today and make sure first and foremost our families understand what it is going to happen, because this didnt need to happen, because this didnt need to happen this way. If wed worked together over a period of time we could have done this better and been more successful. We believe in the idea of testing. We actually, many of us also believe in the idea of looking at a vaccination of school staff as a separate point, but this approach at the moment means that we are to potentially have a lot of uncertainty, which we have to work out in the next days and weeks, over the christmas holidays, to make sure we can deliver on this project after christmas. Simon, a lot of people listening will appreciate the position you are in. Listening will appreciate the osition ou are in. Im listening will appreciate the position you are in. Im assuming you and your staff are going to take a break. Given the scale of what you are talking about, is it conceivable that in the first week of term, when in theory the government says you and your colleagues across the education system, this system will be in operation, given presumably you are having some time off, how does this work in practice . I dont understand where you are going to find the time to set it up . Most School Leaders will recognise that many School Leaders will recognise that ma ny staff School Leaders will recognise that many staff in the last ten months, things like holidays have become things like holidays have become things of the past anyway because we have been wanting to make sure we do our best for our students and our families. We are used to having holidays disrupted. I think it is u nfortu nate, holidays disrupted. I think it is unfortunate, because we are also pretty exhausted after 12 weeks of working against this virus, working against staffing shortages, many schools having to close early, many schools having to close early, many schools which have had to be open or partially closed. Some schools and local authorities receiving legal challenges and legal threats from the government about what they should and shouldnt be doing. So yes, we are pretty tired, but we are happy to do whatever is necessary. It is part of our national commitment. The issue is finding out what it means in practice and making sure the training and reassurance is therefore our staff and for our families. The idea that we have a range of staff in schools nowadays in offices waiting to do something at the behest of the government because it is a good thing to do, its a little bit naive. People need to be trained and reassured as well. So many questions came out of yesterdays news. The first thing i did was to contact all our parents and say, we havejust did was to contact all our parents and say, we have just got this information, we are trying to make sense of it, dont worry, we will do our best to reassure you and give you the information you need. That is not really the best way to approach it. We are apologising for the way this has been led at a National Level and we cant do anything about it apart from trying to make the best of a bad job. Simon, we wish you well. You have got a lot on your plate. I hope you and your colleagues to get some time to relax over christmas because Everybody Knows you have been under enormous pressure like a lot of other people. We will maybe keep in touch and see how you get on as term sta rts touch and see how you get on as term starts next term. Thank you. Thank you. We will talk to nick gibb, the schools minister, at half past seven. Under normal circumstances you might be looking forward to your works Christmas Party this weekend. Sadly, as we know too well, this is not a normal year. With most traditional parties cancelled because of covid restrictions, some companies are trying to find alternative ways to bring colleagues together. Breakfasts Jayne Mccubbin has been invited to join the festive fun. Ah, the work Christmas Party cancelled because of covid, but lets just cross over to Party Poopers anonymous. Raise a hand if you are actually really relieved the office party isnt happening this year . And not everyone is disappointed. Because its just stressful when you have to go to a Christmas Party with work people, pretend you like them, pretend youre interested you dont want to be sat around making small talk with your boss, do you . No. 0h, theyre just terrible, arent they . I mean, you get dragged around pubs you dont want to go to, with people you dont want to be with. If you leave too early, youre a party pooper, and if you leave too late, youre looking on whatsapp the next day to see what happened the night before. Admit it, weve all been there. But not this year. Cheers this year, if were doing the works do, were doing it online. Can ijust ask, is everybody having a good time . Yeah. Yay bless the lovely volunteers from macmillans, whove let us crash their Christmas Party. They, and party hosts likejohnny and helen, are trying to keep the fun going, virtually. Im missing out, i dont have a drink nobody wants to do this. Id like to be on stage. I was on tour when this happened. I was playing to real people in a real room on a tour. And, you know, ive ended up doing zoom parties. But what i would say is that were good at giving it a go, and were good at its the blitz spirit thing of saying, come on, its not what we want, but lets make it work. We are dealing with anything from 30 to 400, and we have had an inquiry this morning for 600. I cannot imagine a Virtual Party online with 600 people . yeah, its interactive as well. So, well see. Ill let you know. Good luck with that is it as good as a face to face party . No. The one thing ill miss when i go back to the live circuit is the ability to mute people. You can even eject them yourself without getting bouncers involved. Its fantastic. What were going to do is were going just have our private party. Were having a little get together here. But if youre a Virtual Party isnt, well, virtual enough, this Liverpool Company will create an avatar for you and take your Party Anywhere in the world, or beyond. Hi hello. Ive got vertigo. Weve seen a real surge in inquiries really, this year in particular, of course, you know. People are looking for new ways of getting together. And, you know, what we offer is something that really goes beyond a traditional sort of video call, if you like. Can we dance at this party . Yes clemence is our, eh. Clemence . Yeah, he can bust a few moves. There we go. Wheres your famous robot dance, clem . There you go. Yay we think it definitely has a lot of a lot of potential. Can we go somewhere where theres wine at this party . Beach. Look at that. And i have some virtual drinks here. U nfortu nately, theyre just out of. Argh out of reach for goodness sake, oh its estimated that all of this could cost the hospitality sector over £700 million. And many remember the good old days of real cocktails with real work mates in real time with a real sense of loss. Paul, were they gorgeous dos . Magnificent. Absolutely glorious. Marvellous. And this year . And this year is very different indeed. They are ditching the do all together. In its place, good deeds. Instead of handing out Golden Tickets for a guest list, they are blowing their budget on books for children in need in their city. Each of our guests who would normally come to one of our parties will be getting a book donated in their name. Its such a nice idea are you going to miss the party, though . Well miss the party. Well make up. Well have a post covid party. Well do it in the summer. Fingers crossed. Fingers crossed so for now, lets enjoy the safety of socializing while staying apart. And just imagine how messy its all going to get this time next year. Chin chin Jayne Mccubbin, bbc news. Time now to get the news, travel and weather where you are. Good morning. Im sonja jessup. From midnight tonight, much of londons commuter belt will join the capital under tier 3 coronavirus restrictions. It affects bedfordshire, buckinghamshire, berkshire, parts of essex, hertfordshire and surrey. And means bars, pubs and restaurants will have to close except for ta keways. And for more on what those Restrictions Mean for you and yourfamily you can take a look at the bbc website. Its another blow to theatres, too, including the Theatre Royal in windsor, whove had to cancel pantomime performances of cinderella. They had been allowed to go ahead with socially distanced performances under tier 2 but that cant happen under tier 3 rules. Archaeologists have made a surpising discovery, inside an empty shop in barnet in north london. A wooden building from the middle ages was revealed when plaster and boarding was removed for a refurbishment. Experts were able to date it by studying the timber, and the distinctive patterns found on the wood. Its a bit like a fingerprint, its unique to the time it grew in, somewhere between 1330 and 1360. Certainly looking at the outside of the shop i had no clue. Quite remarkable for something in north london. Despite an incredibly busy and challenging year, staff at the Royal London Hospital have in their personal time recorded a Charity Christmas single. Theyre raising money for wellbeing projects for staff, patients and their family through the barts charity. And hope to bring a bit of christmas cheer too. Lets take a look at the travel situation now. All looking good so far on the tube. Just the waterloo and city line still closed as usual. Weve got no london northwestern trains though between watford and st albans abbey buses instead due to Staff Shortages. This is how the a13 looks. Slow westbound from goresbrook, heading into the works at beckton. In catford, the a205 is partly blocked at catford hill after an accident. Theres plenty more on our website at the usual address bbc. Co. Uk london. Bye for now. Good morning. Welcome to breakfast with Charlie Stayt and naga munchetty. After the sunshine yesterday, back to the wind and rain. Heavy rain and flooding likely in south wales. It will be brightening up for the weekend, though there will be showers around. Your friday and weekend forecast coming up. Its friday the 18th of december. Our top story. Tens of millions of people across the uk are braced for tougher covid restrictions amid growing concern about rising infections. From tomorrow, swathes of eastern and southern england will move into tier 3 measures. Northern ireland has announced it willjoin wales in starting a new lockdown after Christmas Day meaning non essential shops will close, along with pubs, restaurants and hairdressers. And herefordshire goes from tier 2 to tier 1. Ministers in Northern Ireland have defended the introduction of that new six week lockdown straight after christmas warning that the Health Service would be crushed in january without it. Our ireland correspondent chris page is in belfast with more. Chris. Morning to you. Not so long since the last lockdown but if the warnings are that the hospitals and the medical service will be crushed, it needs to be done. Yes, that is right. It is just a week ago since the shops in Belfast City Centre reopened after being closed for two weeks. Now another lockdown is coming though it is going to be much tougher than the last one. These measures will be the most strict in Northern Ireland since the lockdown backin Northern Ireland since the lockdown back in spring. From boxing day people will not be heading to the sale is all going to traditional sporting fixtures because the lockdown will begin at one minute past midnight. It will last for six weeks, into february, but there will bea weeks, into february, but there will be a review after four macro weeks. After first week of the lockdown the rules will be even stricter. Essential retail will have to shut at eight oclock at night and people are being told to stay at home between eight oclock at night and six oclock in the morning. All organised sport will be banned. It is hoped that will send a message to people as to how serious the situation is. We had from the deputy first minister announcing this last night. He said if it were not for an intervention the Health Service would be crushed injanuary. There was queueing outside hospitals in Northern Ireland. In the antrim area, people were being treated in ambulances outside because there we re ambulances outside because there were no beds. Ministers are hoping the lockdown will do what is needed and drive down the infection rate. An interesting picture to be painted. Thanks very much. Borisjohnson says talks to reach a post brexit trade agreement are in a serious situation with a no deal scenario now very likely unless the eus position changes substantially. Our Political Correspondentjoins us now from westminster. What is the phrase they are using for this chinwag on the phone last night . Was it the stock take . Is that the phrase for this one . State m e nts that the phrase for this one . Statements put how by both sides, yet another phone call between Boris Johnson and ursula von der leyen we re johnson and ursula von der leyen were intriguingly different from the eu were intriguingly different from the eu side, there was a hint of optimism with the president of the European Commission saying there had been substantial progress on many issues but big differences remained. The Prime Minister described the talks as being in a serious situation and emphasise the eus need to shift its stance substantially if agreement were to be reached. He offered details on the Sticking Points, the level Playing Field and competition rules, it seems there has been progress but fishing rights is very difficult. At times it has felt like the Brexit Process has been moving in slow motion, no more so than now. We are two weeks away from the deadline of all deadlines when much will change, whether there is a deal or not. The fa ct whether there is a deal or not. The fact both sides are talking and both sides say they want to do a deal and clearly believe it is possible for a deal to be done, although less likely now it seems, it means that it is still possible and time is incredibly short. Parliament is now in recess here in westminster. We area in recess here in westminster. We are a week away from christmas and two weeks until the ultimate deadline. Thank you very much. Englands second Largest Police force has been placed in special measures after an investigation found that it had failed to record more than 80,000 crimes in the space of a year. Her majestys inspectorate of constabulary said it was deeply troubled at how Greater Manchester police had closed cases without a proper investigation. It also found that a higher proportion of Violent Crime was not recorded, including domestic abuse. Captain sir tom moore has capped off a remarkable year by meeting one of his cricketing heroes. What a great picture this is he met the west indies all rounder sir Garfield Sobers during a tour of the kensington oval in barbados. Captain tom, who raised millions for the nhs by Walking Around his garden, is a lifelong cricket fan and an honorary member of the england squad. I had forgotten that. His family described the meeting as a huge honour. Nice to see captain tom in his shorts enjoying the sunshine. Something we are not going to be doing over the next couple of days, i dont think. We might get a glimpse of it. We are going to see sunshine at times this weekend, certainly not today. It is all about the rain today . Of which will be heavy. In south wales, the met office has an amber weather warning, coming into effect at nine oclock until midnight tonight and this is where flooding is likely and conditions will get worse as we go through the day. Dampen justly at the moment but the area of low is driving the rain in. Damp and drizzly. A bit of sunshine in scotla nd drizzly. A bit of sunshine in scotland and Northern Ireland briefly. The rain will come in to all but east anglia and the south east. Elsewhere it is much wetter and windier. Gusts in the south west of england up to 60 miles an hour. Up to 100 millimetres in the Brecon Beacons. The rain in much of Northern England and scotland as well. There will be heavy bursts in places. In Northern Ireland after the morning rain, brightening up with one or two showers around. So mild to start the day. 1a, maybe 15 celsius but again it is windy, cloudy and very wet summer thus, as it will be this evening across some of the wettest places, wales and the south west of england. Rain will reach eastern counties of england for the start of the day tomorrow but there will be showers following on behind. Blustery and mild again tonight. Into the weekend, low pressure is still close by. Persistent rain will clear from the east of england but the weather fronts will sweeping the advance of showers. On the plus note, it is not going to be raining all the time. In between the bands of heavy showers needing three, there will be sunshine occasionally, t. Lets return to our main story. Millions more people are facing the toughest level of coronavirus restrictions in england. When the restrictions were first introduced at the end of last month, around 23 Million People just over 40 of englands population was placed in tier 3. From tomorrow, the number rises to 38 million. Thats two thirds of the population, living under the toughest measures. Only a few places will see restrictions eased. Bristol and North Somerset will move from tier 3 to tier 2 from tomorrow. And herefordshire will enter the lowest tier, where indoor meetings are allowed. Our reporter Kathryn Stanczyszyn is in ledbury in herefordshire this morning. Also joined by Frankie Mccamley in windsor. Frankie, thats one of the areas facing tougher restrictions. How has that news been received . Good morning. Iam good morning. I am on the high street in windsor in berkshire, which is going to see a severe drop in football in the next few days as the new restrictions come into place and bars and restaurants are forced to close. Like many other places moving into tier 3, to close. Like many other places moving into tier3, it to close. Like many other places moving into tier 3, it is on the commuter belt surrounding london, which moved into tier 3just commuter belt surrounding london, which moved into tier 3 just a few days ago. I have been speaking to a local restaurant who were saying we we re local restaurant who were saying we were expecting this to happen, the new restrictions to come into place. They have managed to shift their business into a takeaway business and they say they are not too worried. Full bars and restaurants which really do have to close, this will be a big blow. This area also relies heavily on tourism. That sector has already been affected by International Tours but people from local areas will not be able to come here, to places like Windsor Castle we are next to. This is not the full lockdown in tier 3. People can still go out and meet in Public Places in groups of six. They can also head out to the shops, do their Christmas Shopping and go to the gym and hairdressers as well. People in herefordshire are moving from tier 2 to tier 1. It is a very beautiful place. What will it mean in practice . It is a bit drizzly here that it will not dampen the spirits. Herefordshire has been granted its Christmas Wish of going down a tear, the only place to go down a tear, the only place to go down from tier 2 to tier 1. This has been called for some time in herefordshire. It felt it was u nfa i rly herefordshire. It felt it was unfairly being lumped in with other parts of the west midlands. The numbers are much lower, around 50 cases per 100,000 places. It feels a pretty common sense approach from government. It means you are going to see something approaching normality in terms of the Festive Season. In places like ledbury, people can go to the pub and drink. They will not need to have a substantial meal. They can also mix households indoors. It has been broadly welcomed by the Hospitality Industry but there is a note of caution, particularly in border areas. Restrictions are much tighter in places like ross on wye, which is down the road. There are also concerns about stock. With a week to 90, concerns about stock. With a week to go, they had no idea this would happen. Things like stock and staffing are on the minds of other businesses. It has been a terrible year, a terrible december. Overwhelmingly the sense is of relief here that herefordshire will be this island of tier 1in the 1 in the heart of england. The situation in herefordshire where they are moving to tier 1. Major change and people were very happy about how it will affect their lives. Many people in the north of england have been living under the toughest restrictions for months, and plenty of them were hoping to be told they were leaving tier 3 yesterday. But they remain in tier 3. Earlier this week, we spoke to staff at a pub in west yorkshire, where theyd been hoping to re open tomorrow. We can catch up with rachel whipp and julie salmon now. Good morning to you both. You are chatting to nina earlier this week. Quite optimistic. Rachel, how are you feeling knowing that tier 3 is here for the moment at least . |j you feeling knowing that tier 3 is here for the moment at least . I am feeling quite angry really. I am worried, obviously stopped i am worried, obviously stopped i am worried financially how we will survive. We have had no grants from the government were nothing from our local authorities. We are still awaiting some news from that. In the first lockdown we didnt have anything. Financially, that will be ha rd to anything. Financially, that will be hard to get by. Obviously, i worry about customers, the people who should have been here on their own on Christmas Day who do not have anybody, no family, what they will be doing. It a worry. The team are being furloughed, they are getting 70 of their wage, 80 , surrey. It is not massive coming up to christmas. I worry about mentally as well not being in work. The business is so fast paced. Some of them are bored stupid, wanting to do stuff. Mentally i worry about the staff as well. It is unfair because we are controlled environment where you can go anywhere and it is not controlled. We have done Everything Possible and it is really disappointing and really sad. We just need to help the hospitality trade. You work front of house, or you would be in other circumstances. How are things for you . Not good. Yes, i work front of house can help on the bar, i do everything. We are one of the lowest for track and trace, one of the safest places to go, one of the lease places to track anything and yet we had to suffer, why . It is not fair on hospitality is. We are safe. Supermarkets are not, universities. Children need education but arent lice more important . We are the ones that suffer. Important . We are the ones that suffer. Lives. Important . We are the ones that suffer. Lives. What about you personally . Your boss, rachel, was talking about what it is like full staff. What has it been like for you . It has not been good, it has been awful. I am a workaholic, i like to be here. I like to meet new people. When you are stuck at home, even though i love my husband to pieces, it is very stressful. I like to be ina pieces, it is very stressful. I like to be in a working environment doing what i do best and that is meeting new people and selling customers and being with my extended family. On the blackboard behind you, what does that read . The blackboard behind you, what does that read . I the blackboard behind you, what does that read . I can see their word, back. It said Merry Christmas, welcome back. Pubsmatter. I saw you nodding, sympathising. Julies has been to self employed a photographer, a wedding photographer. Husband. He has lost out financially this year said they have struggled as a family had been dependent onjulies wage. Now they are getting 80 ofjulies wage and that is the only income. It is a reality so many are facing. So many will be empathising in understanding where youre coming from and understanding your frustrations as well stop and we wish all our customers a Merry Christmas and we hope to see you on the other side . Take care. Thank you. Thank you. Employers are so concerned about well being and what they are going through. So many will be able to empathise and recognise what is happening. We are going to talk some more about the tiers and how they are arranged. There is the reality that we are facing a virus and the effort is to bring numbers down. Werejoined by epidemiologist professor sian griffiths to explain how it works. He would have had the frustrations and also the point i had just made that we are dealing with a virus. If numbers are rising, the government has decided it is this estimate appropriate. How effective is the tier system . Saying appropriate. How effective is the tier system . Saying we appropriate. How effective is the tier system . Saying we had put provisions in place, we are not the problem. The tone of voice, i feel enormously sad for people in this situation. I have members of the family who have suffered. We have to look at the science. It is all about the balance between the reality of the balance between the reality of the virus and getting back to normal. The reality of the virus is rates are going up and when the tea rs rates are going up and when the tears are put into place, what is considered is the overall picture. The numbers of cases and particularly which age groups and u nfortu nately we had particularly which age groups and unfortunately we had seen a spread from younger people over the last months into the older population. We look at positivity when the rates are down, how many people come back positive . If it is high it implies there is a lot of virus out there in there is a lot of virus out there in the community. Also looking at the hospital situation and other local factors. I think it is a precautionary move to keep tears hire because we are about to face the christmas break. Tiers. You will have had a lot of concern among scientists that if you mix, which you do in the christmas break, it will increase the number of cases. It is about how each of us interpret what we will be allowed to do within the framework, not letting our guard is down over the next few days. Some people will be watching the programme this morning, absorbing the news. Different parts of the uk are seeing us where they are. In wales there are new restrictions coming in as of boxing day. In Northern Ireland, from the 26th. Surrey, it is Christmas Eve in wales, a new batch of tougher restrictions coming in. We now know Northern Ireland is facing a six week lockdown from the 26th of december. This is on nonessential shops, pubs and restaurants closing down because the people looking at that might think, is this an inexorable path towards that for the whole of the uk . These decisions are not being made right now but when you look at the rates you have already referenced, do you see it going any other way . At that moment, the figures are going up. If you look at the situation in wales, they had the worst figures amongst the countries at the current time and they will be going into a lockdown situation on the 27th of december, the rules are much tighter because of the risk in the population. If cases do start to go, i see we will have further restrictions because thatis have further restrictions because that is the only way to contain the virus until we get the vaccine. We only need to go and look at europe pressing the measures they had put into place. In france they have an evening curfew, you cannot go out after eight oclock in the evening and all the restaurants and bars are closed. In germany it is more like a lockdown with only a little relief over a couple of days at christmas. We are all seeing virus rates going up we are all seeing virus rates going up despite our best efforts. The only way to keep pressure of the nhs and make sure we can treat people with the virus is to restrict what we can do. I suspect that after the christmas bubbles we may well see a pace wise which is why a lot of us are saying, to echo Chris Whitty Met we are saying, keep your gatherings small. Do not think you had to have everybody together if you can avoid it over the Christmas Period. Keep them local. Can you not use zouma instead . Them local. Can you not use zouma instead . Do you have to stay overnight. Zoom. Lets keep safe and keep the virus members as low as we can and then we will avoid further lockdown is as a welder Vaccine Programme out. There will be an impact but not yet. As we roll an impact but not yet. As we roll a Vaccination Programme out. Hospitals are seeing ambulances queueing outside at the moment they start treating patients in ambulances and warnings of capacity levels being met in some hospitals. How much of the reality is this come january . At the moment we are hearing nhs staff are up against it but not a problem yet. Is it inevitable that january will see these very real problems . We always see problems injanuary. We call them winter pressures and knowing that, as well as the surge in covid, it is quite likely we will see additional strains on the nhs, which is why we are giving their message to restrict social mixing at christmas because we want to reduce the spread of the virus. During the winter the pressures on the Hospital System winter the pressures on the hospital syste m go winter the pressures on the Hospital System go up and staff get ill. The combination of less staff, having to have hospitals covid secure and high rate in communities does put pressure on the nhs. That story from Northern Ireland demonstrates why they think it is necessary to go into lockdown, to save capacity in the nhs to be able to treat everybody he gets sick. That is the reality. The reality is that in january we will see pressure on the nhs, it will probably be worse this year. We can do something about it if we can stay within the limited rules that we now have. I think we did just need tojust rules that we now have. I think we did just need to just think there is a light at the end of the tunnel, the Vaccine Programme is welling out and we will get more vaccines in the new year. Rolling out. Hopefully by spring it will look better. How is Christmas Day looking for you . am already in a bubble with my children, my grandchildren, and we will be going to them for christmas lunch. Not the same as usual. Usually lots of people will get together. It will be restricted this year. Have a great week next week. Thank you. Take care. Thank you. Hgppy thank you. Take care. Thank you. Happy christmas to all of you. Time now to get the news, travel and weather where you are. Its another blow to theatres too, including the Theatre Royal in windsor, whove had to cancel pantomime performances of cinderella. Have yourselves a merry little christmas. Theyre raising money for well being projects for staff, patients and their family through the barts charity. And hope to bring a bit of christmas cheer too. Lets take a look at the travel situation now. All looking good so far on the tube just the waterloo and city line still closed as usual. Weve got no london northwestern trains though between watford and st albans abbey. There are buses instead, die to Staff Shortages theres been an accident in catford. This is how it looks on the a205. Its partly blocked at catford hill. And the a13 is very slow westbound from lodge avenue heading towards the works at beckton. Ill be back in an hour. Theres plenty more on our website at the usual address. Now its back to naga and charlie. Bye for now. Hello, this is breakfast with Charlie Stayt and naga munchetty. Good morning. Let us talk to the schools minister, nick goepper. Good morning. Thank you for being with us. Good morning. Lots to talk to you about. The announcement yesterday that they would be a staged return for secondary schools injanuary, staged return for secondary schools in january, what staged return for secondary schools injanuary, what is happening in terms of what the government wants, in terms of who should attend school well . A few days ago the council is threatening legal action against councils were telling people is not to go to school. Now you are saying you dont need to go to school, you have a staged return and you are telling teachers just a couple of days, maybe even as they are breaking up for school . Well, education is a National Priority. We want schools to remain open. We wanted them to remain open until the end of term, which is why we took the action we did a few days ago. In january, we took the action we did a few days ago. Injanuary, we want to break the cycle, break the chain of transmission. We want to test 5. 5 million secondary School Students. We have been piloting these testing arrangements and schools for the last few weeks. To enable us to do that, other than those exam year groups who will be going into school on the 11th of january, that first five days injanuary on the 11th of january, that first five days in january we on the 11th of january, that first five days injanuary we want children to be learning at home through remote education, while schools prepared to test 5. 5 million students, followed three days later bya students, followed three days later by a second test. That is 11 million tests. But our priority is to make sure we have as many children as possible in the classroom. That is what the testing is all about. If you test negative, you can stay in the classroom. The other thing we are doing, and we announced on tuesday, as we are testing all secondary school staff every week, and also anybody who is a close contact and also anybody who is a close co nta ct of and also anybody who is a close contact of somebody who has tested positive will be testing them every day for seven days. Instead of self isolating those contacts, they can stay in the classroom. Thats what this is all about, making sure we have more children in the classroom in the spring and summer terms going forward. Let me get some detail out of you. Is it the rapid test kits you are using . Yes. They detected just 48. 9 of covert infections in asymptomatic people. They only half work . No, about one third have a negative, false negatives. That is why there are two tests three days apart. The advantage of these tests as you get a result back very rapidly. For those that do test positive, they will then go and get a pcr test, a Laboratory Based test, following the positive result from the National Flow test. Will all the secondary schools have the tests they need so you get to the point of 11 million tests . Yes, thats right. You can guarantee that . As much as you can guarantee anything. No, this is important. You need to guarantee this because you are telling teachers and parents and pupils this is how you are going to test them. We are sure that 11 million nationalflow test them. We are sure that 11 million National Flow test will be available in schools from the 11th of january next year. It is a massive logistical exercise. We are testing 5. 5 million secondary schools. This isa 5. 5 million secondary schools. This is a very good news story. It is about making sure we can keep schools open. When you combine that with the testing we are doing for staff as well, this is about making sure that the National Priority of education in our society is effective. We want children to be in the classroom. The chief medical officer has said that children should be in the classroom. Being out of the classroom can damage their Mental Health, it can damage their Mental Health, it can damage their long term prospects in terms of education. Absolutely. That has not been denied. You say it is a good new story. As a teacher said that today . The education professionals in this country have been magnificent since the start of this pandemic. We had 99 of schools open between september. Sorry, i asked you if any teacher had agreed with you that this was a good news story . I spoke to some head teachers yesterday and they are very supportive of what we are doing. We have had some criticisms from the unions. We know they would prefer schools to be closed and to have all education remotely. I dont think thatis education remotely. I dont think that is the right approach. Children need to be in school with their friends, with their teacher, that is the most effective way of delivering education. That is our determination. These tests will ensure that more children are able to stay in school. Whenever somebody tests positive in a school, on average about 2k students also have to self isolate. The advantage of this testing system as they wont have to self isolate. This testing system as they wont have to selfisolate. Youve explained the virtues of that. Thank you. We spoke to a head teacher in reading. He was overwhelmed at the prospect of work. Preparing changes at church short notice. Listen to what he says and perhaps respond. We are still making sense of this whole thing at the moment. The rhetoric is very much battle of britain, the reality, im afraid, feels a bit more like dads army. We are happy to do what is necessary. It is part of our national commitment. The issue is finding out what that means in practice and then making sure that the training and the reassurance is therefore our staff and our families. The idea that we have a range of staff in schools nowadays just waiting to do something at the behest of the government because its a good thing to do, its a little bit naive. People need to be trained and prepared and reassured as well. He doesnt feel the training time or the reassurance is there. And pretty damning when he says the rhetoric he is hearing from the government is like battle of britain but the reality is dads army . Well, that that head teacher, like many head teachers around the country, is determined to make it work. We know we are putting a huge burden on schools right from the beginning they have had to make sure that schools are covid secure, that there are staggered at lunch breaks, there is hygiene, pupils are behaving the rules where pupils are obeying the rules. It has been a huge effort by the teaching profession and they have responded magnificently. 99 of schools open, average attendances of 85 . It has been superb. On top of that teachers have to deliver the catch up programmes for students. What we want to do, and that is why we are testing of course, all staff, all secondary school staff every week from january onwards, and any contact week from january onwards, and any co nta ct of week from january onwards, and any contact of somebody positive will be tested for seven days, there will be guns, they will be training. The logistics for carrying out those tests will be volunteers and agency workers. It wont be teachers carrying out the tests. Schools are going home today. Some went home yesterday. How is this going to be in place for the first week of term . We will be issuing detailed guidance about what needs to be put in place early next week. We announced it on the 17th of december. It starts in the 17th of december. It starts in the 4th the 17th of december. It starts in the 11th of january. We now there is work to do over the next few weeks. So all they had teachers and teachers are working over christmas to get this done, this plan announced by the government . We do wa nt announced by the government . We do want teachers to have a rest over the Christmas Period, that is why we announced an insect day for today. So that there is a gap then between pupils no longer attending school with regard to the administration of track and trace. And i do know there isa track and trace. And i do know there is a big burden on teachers, but they have responded magnificently. We announced on tuesday, as i say, the testing of staff. We have piloted this testing regime in a number of schools over the last few weeks. But this is a good news story. It is about ensuring more young people will stay in the classroom. It is about ensuring that staff are tested and i say. And in the spring and the summer term, as a consequence of this announcement, we will have more young people in School Learning and being prepared for their exams in the summer. Talking of preparedness, Northern Ireland going into a six week lockdown from the 26th of december, made the message is very clear to those in Northern Ireland. Ways, similar measures right after christmas. Are you going to prepare the rest of the country for lockdown straight after christmas, or are you going to wait until, well, when . Matt hancock, the health secretary, announced yesterday they would be no more areas of england going into tier 3. We take very seriously the increasing cases. There will be more areas of england going into tier 3. We think very seriously about putting areas into higher restrictions. I am talking about national lockdown. That is what has happened in Northern Ireland and wales straight after christmas. Should the uk prepare for that now . We have a localised approach because we have the data from the mass testing. 46 million tests have been issued through the test and trace system since the beginning. It means we can identify where in particular local areas infection rates are rising, and then we can apply those restrictions on an area by area basis through the tier system. When infection rates are rising we will increase the tier from tier 2 to tier 3. When they are falling we will reduce it, as we have in bristol, North Somerset and in herefordshire. So now a national lockdown, tier system size . Or stays . Lockdown, tier system size . Or stays . We think the tier system is very effective. We were nothing out. This element is determined to tackle this virus. We are so close. We have the vaccine. Thats where this government is determined. We are the first country in the world rolling out a vaccine. 138,000 people have been vaccinated so far, but we are not there yet and that is why we have to, all of us, be so careful over the Christmas Period to have a short period of christmas, keep it to small numbers, the number of people whojoin to small numbers, the number of people who join you at christmas, to make sure we keep this deadly virus under control. Nick gibb, thank you very much for talking to us this morning. Nick gibb, the schools minister. Mike has of the sport. We all like people whose actions speak louder than words, dont we . There is a fellow does that. Yes, it was a great night for Marcus Rashford on and off the pitch. With all the tireless work Marcus Rashford is doing off the pitch to help tackle child poverty, last night he reminded us of how good he is on the pitch scoring twice, to lift Manchester United up to sixth in the premier league. They won 3 2 at Sheffield United, who actually led early on, but rashfords double turned things around to ensure his side continued their record of winning every away league match this season. Theyre five points off the top with a game in hand, while Sheffield United stay bottom. And get this their one point from the first 13 games is the worst start to a season by any league club ever. And it was a special night for rashford off the field too, because before that he won an award, at the best fifa football awards. The england and Manchester United striker won the Fifa Foundation award for his work in trying to End Child Poverty in the uk. As we know on breakfast, rashford was successful in lobbying the government, to provide Free School Meals to those in need. Its of course a nice feeling to be noticed for the work i have been doing. But for me the positive thing is that it will encourage more people to go ahead and do things they believe in. Its a good moment for me now, but for the future is even better. Elsewhere, the best mens coach of the year went to liverpool boss jurgen klopp for the second year in a row. Manchester city defender lucy bronze has become the first english player to win the best womens player award. If theres anything that 2020 has taught us, its to appreciate every single moment that youve got, to never look too far ahead and just live in the here and now. So i think winning this award right now, this year, i would appreciate it more than every, and ill remember this moment for the rest of my life. What about the next generation . Now, Wayne Rooneys son is following in his dads footsteps by signing for Manchester United. Kai, whos now 11, was pictured alongside his dad and mum coleen, signing a contract with the club. Uniteds record goalscorer wrote on twitter proud day. Kai signing for man utd. Keep up the hard work son. And talking of potential stars of the future, heres charlie woods. Hes the 11 year old son of tiger woods. Charlie will be taking part in the father and son challenge at the pnc championship in florida this weekend. Hes certainly been watching his dad, whos a 15 time major winner. Hes got quite a swing on him, and hes clearly going to be just as competitive as his dad. He has got quite a swing on him. And he is clearly going to be just as competitive as his dad. There comes a pressure with playing alongside your child. If you ever tried to help your child to do homework, making something or driving lessons, there is a line between encouraging them with support and going too far and then the backlash. Oh, yes it has an adverse effect. It would be interesting to see how tiger woods coped with that playing with his son, who probably likes a bit of needle as well at the age of 11. It isa needle as well at the age of 11. It is a great thing though, isnt it . He wont be as nervous as any other time playing in any other championship. Thank you. Heres nick with a look at this mornings weather. Good morning. We have got the backlash after yesterdays sunnier, drier weather. Look at the recent rainfall picture. This is all poised to move in. Some of this rain is going to be heavy. The higher totals, the greater chance of disruption once it arrives across South West England, particularly in wales today, where the met office has an amberwarning wales today, where the met office has an amber warning in force. That is for parts of south wales, especially to the Brecon Beacons. We could well see up to 100 millimetres of rain falling. That will be in nine to 12 hours. That is where flooding is likely from the rain. Deteriorating conditions as we go through the day. This area of low pressure feeling this weather front. Thats feeding. Very slowly moving eastwards today. It dampens the start for many. A few sunny spells across parts of scotland and Northern Ireland this morning. Clearly there are not going to last. The rain pushes through all parts, apart from east anglia and south east england. Very cloudy. The wind picking up. Up to 60 mph. Look how white it is going to be. Conditions going downhill rapidly as the heavy rain arrives. Heavy rain to the north of the pennines. Brighter spells around the moray firth. Northern ireland this afternoon will get behind that band of rain. You will brighten up but there will be showers. Look at these temperatures. We are talking 1a, maybe 15 degrees today. Well above average for the time of the year. Then again it is cloudy and wet for some of us. And of course it is windy. It is going to be blustery tonight as well. The rain just hangs around parts of wales, western england, for longest before gradually it clears east and arrives in Eastern England on saturday morning. Behind that bands of showers will move in. Still blustery tonight but still mild. Low pressure still very close by into the weekend. Rain will clear from eastern parts. These spokes will bring in bands of showers. On the plus side, as the showers move through, we will all get to see some sunshine at some stage of the weekend. But again there would be some heavy downpours around. We start the weekend with outbreaks of rain still to clear from Eastern England, as they will. Here come the showers, some heavy, may be thundery, with the sunshine in between. Very windy tomorrow, particularly on the western coasts. 50 to 60 mph. Temperatures down on today but it is still mild. Then for pa rt today but it is still mild. Then for part two of the weekend, spot the difference on sunday. Showers. They are most frequent, or the greater chance of them, towards the southend west, fewer towards the east, and what showers there are will fade through the afternoon. Ending sunday drive. Cooler on sunday. Not as windy. Just look at the blue here, the rain. Looks like not one but two areas of low pressure coming our way like next week before christmas, with more wet and windy weather. What happens for christmas, i will give you a flavour of that in the next hour. 0h, next hour. Oh, you tease you keep them hanging on. We will find out. With just a week to go until christmas, couriers across the uk are dealing with an unprecedented volume of parcels, thanks to the rise in online shopping. According to the Online Retail trade body, the imrg, sales for the first two weeks of decemberjumped by more than 50 , compared to the previous year. Some royal mail customers have been experiencing delays, as our Business Correspondent emma simpson reports. A personal mountain at a Royal Mail Sorting Office in bristol. Stacks of mail ready to be sorted here in manchester too. And parcels to be dispatched in essex. On the road of the vans are full, a glimpse of how posties are grappling with an unprecedented increase in parcels this year. It has meant some delays for customers. Last week i managed to spend sent some Christmas Presents abroad to ireland and a few to my partners family in kent. Both havent arrived despite me putting a first class stamp and sticker on it. The Union Representing postal workers it says its members were doing their very best. There is no doubt we could not possibly have anticipated this level of packaging and parcels. It seems to be intensifying every day. And that, coupled with the arrangements that have got to be in place to keep key workers safe because of covid, and the spread of covid and the figures going up again, all of those are complicating what is already a strategical nightmare, really. All our big careers are up against it right now. The royal mail has taken about 33,000 Seasonal Workers to help out. In a statement, royal mail said some areas were experiencing a reduction in Service Levels due to covid related absences and social distancing measures. But the majority of the network was now running as usual. For this time of the year. The pressure is now on. A business that is flat out trying to deliver christmas mail as quickly as it can. Emma simpson, bbc news. Youve been letting us know how much you appreciate your postie. Charlie has emailed to say that wayne the postie has been working extra days and long hours to clear a two week backlog of letters. So charlie wants to send a big thank you from everyone in victory pier apartments in medway, kent. Sue is in rotherham, south yorkshire. She has ms and says her postie, jack, always makes sure shes ok with a wave or knock on the door with a smile. She says he doesnt seem to have many days off and has kept me going through the covid restrictions. Every day working no matter what the weather. And one of the residents of silverstone village in northamptonshire has written in to thank their postie, alison, who is one of the best and has worked hard through everything to keep the deliveries running. My my postie has a really lovely smile. One of those smiles that light up your day. Nice shorts . Sometimes, yeah. They almost always wear shorts no matter what the weather. He always gives me a way. Keep those thoughts coming in. If you have heroes, dig things, Little Things people have done for you, we are things people have done for you, we a re interested things people have done for you, we are interested in that in the run up to christmas. Five years ago, the race to be christmas number one saw the lewisham and greenwich nhs choir vying for pole position with popstarJustin Bieber. The choir won, thanks, in part, tojustin urging his fans to buy their single. That friendly rivalry helped to forge a bond between the two acts. And this year theyve collaborated on a joint single, which is released today. Take a look. Feels so holy, holy, holy, holy. Feels so holy, holy, holy, holy. Ro feels so holy, holy, holy, holy. Ro running to the altar like a track star. Running to the altar like a track star. When you hold me, hold me, hold me. Were joined now by Caroline Smith and dr pamela lutalo, who are both part of the lewisham and greenwich nhs choir. A very good morning. Lovely to see you this morning. Caroline, do you wa nt to you this morning. Caroline, do you want to go through some of the basics . We know the back story. There is a rivalry, a friendly rivalry, and then this year and e mail comes through saying what . Yeah, so we just got an e mail saying, would you be interested in collaborating with justin saying, would you be interested in collaborating withJustin Bieber . As you do totally out of the blue. Totally unexpected. I was actually ona totally unexpected. I was actually on a choir rehearsal at the time. I wa nted on a choir rehearsal at the time. I wanted to share with everybody straightaway but i knew we had to keep it secret. Sojust straightaway but i knew we had to keep it secret. So just incredibly exciting, but it has been a really difficult yearfor a lot exciting, but it has been a really difficult year for a lot of people, so although i really wanted to get excited, and i difficult it is to get projects off the ground at the moment as well. I was trying to stay calm as well. You did get it off the ground and we are seeing some of the pictures now. Do you want to talk us through, pamela, the recording itself . This is the abbey road studios, is that right . Yes, it is. It was an incredible honour to be invited to abbey road studios, where some of the most Famous Artists have performed. And we did it in a socially distanced way. We managed to do socially distanced way. We managed todoa socially distanced way. We managed to do a collaboration with Justin Bieber on his amazing single in aid of Nhs Charities together and our home charity. It must have been really lovely to be standing in the day room. I know you are socially distancing. But i would imagine rehearsals have all been via zoom or whichever app is being used . Yes, we have been using zoom. We have done some other collaborations with other choirs. To see each other again in person and to sing together and hear the choir harmonising was an incredible experience. We were all very emotional about it and very grateful. And we should say it was out, the single is coming out, the single is out. How likely do you think you can get that number one spot . Well, i dont know. I think its been such a busy year. Obviously it was amazing to record with justin obviously it was amazing to record withJustin Bieber obviously it was amazing to record with Justin Bieber and thinking about it number one was, i think, i suddenly thought, its about it number one was, i think, i suddenly thought, its five years, wouldnt that be incredible . This christmas we just want to celebrate nhs staff, its a lovely story. Once againJustin Bieber nhs staff, its a lovely story. Once again Justin Bieber has nhs staff, its a lovely story. Once againJustin Bieber has generously reached out to our Small Community choir. Hopefully it spreads some good news. Hopefully it raises lots of money for charity. A number one would just be that extra bit special. Caroline, can ijust ask you . You special. Caroline, can ijust ask you . You and special. Caroline, can ijust ask you . You and your colleagues work in the nhs, doctors, nurses, everyone is so much support from people. I know you get on with yourjob is most of the time. But i also know, and maybe we got a sense of a just by watching that little bit, singing can bea by watching that little bit, singing can be a very emotional business. I dont know, you have maybe got things bottled up and you are with your colleagues and youre singing at the tops of your voices. Im just thinking, maybe, where the people who find that, well, may be difficult but also really wonderful at the same time . Was it some kind ofa at the same time . Was it some kind of a release for you . Definitely. I think weve been running as a choir for, gosh, itll be nine years in march. It is something we have done. We practice every week. When we went into lockdown it was one of the first things we wanted to do. We wa nted first things we wanted to do. We wanted to keep that routine going. And keep those connections with people. Across the hospital there are Something Like 6000 staff in our trust. We come from so many different areas. It was really important for us to keep that connection. When you rehearse on zoom you connection. When you rehearse on zoom you cant hear anybody else. You have to sing to yourself and your bedroom, which is a bit different. So coming together like pamela said, actually being able to sing together in abbey road, was just so special. Extra special because we havent really been able to sing or perform together for so long, so we are just incredibly grateful for that experience. think everyone willjoin together in saying it is fantastic. The whole thing is berlin. The emotions around it, im sure, are huge. Pamela, caroline, thank you very much. And Justin Bieber, has he been in touch to say he is pleased with the outcome . Who knows the beaver verdict . Pamela, do you want to pick up verdict . Pamela, do you want to pick up on that . Oh, sure, thank you. Justin bieber has been active on social media tweeting about us on facebook. His support has been incredible. We are very happy to collaborate with him and we hope that everybody will enjoy the song and. Allthe that everybody will enjoy the song and. All the proceeds from the single will go towards making patient and staff nhs well being. Single will go towards making patient and staff nhs well beingm isa patient and staff nhs well beingm is a wonderful cause. We thank you for your time. Thank you. Good luck. Holy, byJustin Bieber with the Lewisham Greenwich nhs choir, is available now. Stay with us, headlines coming up. Good morning. Welcome to breakfast with Charlie Stayt and naga munchetty. Its friday, the 18th of december. Our top story. Tens of millions of people across the uk are braced for tougher covid restrictions amid growing concern about rising infections. Lets take a look at the details. In england, from tomorrow, more than two thirds of the country will be in tier 3 with a number of areas including bedfordshire and buckinghamshire moving to the toughest level. Only a handful of places will see restrictions relaxed. Bristol and North Somerset will move down from tier 3 to tier 2. And herefordshire goes into tier1 the lowest level of restrictions, where people are allowed to meet indoors. Northern ireland has announced it willjoin wales in starting a new lockdown after Christmas Day meaning non essential shops will close, along with pubs, restaurants and hairdressers. In a moment, well speak to our ireland correspondent chris page, but first Frankie Mccamley is in windsor, in berkshire which is one of the counties heading into tier 3. Frankie, what do these new Restrictions Mean for people . Lots of people will be very disappointed that the reasons are playing. I am on the high street in windsor which will see a drop in footfall from tomorrow. There is a sense of frustration from the hospitality sector who feel like they have already been hit this year as they are forced to close in the run up to christmas, essentially the busiest time of year. Shops will have stock which they have auditing they will now have to get rid of those at the local mp has described the move is disappointing. Down the road at ascot racecourse, they were meant to open this weekend as spectators. They had decided to close for the foreseeable. I have spoken to some local people who say they were expecting these measures to come into place. The infection rate here is 2115 per 100,000, larger than the uk average of 219. This area relies heavily on tourism and has been affected by International Tourists not be able to come here. With the tier 3 travel restrictions we re with the tier 3 travel restrictions were local people from local areas will not be able to come here to enjoy places like Windsor Castle, which is next to us. Not all bad news. You can still meet outdoors in groups of up to six people. Lets concentrate on the system in Northern Ireland. Our ireland correspondent chris page is in belfast. The first week of the new restrictions, as i understand it, even supermarkets will be working under restricted hours, not allowed to open after eight oclock at night. This is a major move for an extended period of time. Yes, that is right. On boxing day when normally people might be hitting the shops for the sales are going to a traditional sporting fixtures, instead Northern Ireland will be moving into its most strict period of lockdown since the spring. Nonessential shops will have to close completely. The definition of what is an unessential shop has been widened so more retailers will close. Also Close Contact Services like hairdressers will shut as well. All Leisure Facilities and hospitality businesses will close. During their first week and even essential shops selling food and supermarkets will have to shut at eight oclock this evening was that people will be told not to go out of their homes between eight oclock at night and six oclock in the morning. Last night, thejoint leader of the devolved government Michelle Oneill said the news will be disappointing for people but frankly ministers had no option. think this is the right decision by the executive, albeit it will be challenging for many people. We tried to get balance but it is needed a longer and deeper intervention. At the moment but no plans for a longer term closure of schools. Officials are discussing whether or not there can be some change to the plan to reopen schools at the beginning of next term. That is still to be worked out. Businesses say from their point of view what they need is a support package to get them through the next few months. Unions have accused the government of mismanagement over the plan to introduce mass testing for the virus in secondary schools in england. Most secondary schools pupils have been told to stay at home for the first week of the new term to allow mass testing to be organised but the National Education union said the late announcement showed panic. Earlier, the schools minister nick gibb said he understood the pressure being put on schools. We know we are putting a huge burden on schools. Right from the beginning they had to make sure schools are covid secure, they stagger lunch breaks, there is hygiene. That pupils are obeying the rules in terms of one way systems and Wearing Masks in corridors. There will be guidance, there will be training. The logistics for carrying out the tests will be volunteers and agency workers, so it wont be teachers who are carrying out the tests. Borisjohnson says talks to reach a post brexit trade agreement are in a serious situation with a no deal scenario now very likely unless the eus position changes substantially. Our Political Correspondentjoins us now from westminster. Jonathan, were told the Sticking Point is fishing. We know they say they are going to carry on talking and they want to getan carry on talking and they want to get an agreement. Where are we now . Morning. After yet another phone call between the two macrobid political players in this ongoing negotiation, borisjohnson political players in this ongoing negotiation, Boris Johnson and ursula von der leyen. Last night there were statements from both sides which were intriguing because they offered slightly different assessment of the state of play. From the side of the eu ursula von der leyen said there had been substantial progress on many issues but there were big differences remaining. Borisjohnson said the situation was serious and the eu would need to shift its position substantially if agreement was to be reached. There has been progress on the level Playing Field but fishing rights seem to be the major stumbling block to an agreement. The eu stumbling block to an agreement. The eu chief negotiator Michel Barnier is updating members of the European Parliament as we speak. They will be hanging on his every word to find out if he can offer any indication of what chances there are of doing a deal at this point. The European Parliament had said sunday was the last possible day for a deal to be done to give it time to be approved before the deadline of december the sist. Before the deadline of december the 31st. There is no doubt that time is now incredibly short with the ultimate deadline of the 31st of december when the transition period and is now just december when the transition period and is nowjust two weeks away and big changes are coming regardless of whether a deal is done or not. Thank you for that. A second Coronavirus Vaccine is on the verge of approval in the united states. The head of the food and Drugs Administration has said hell move quickly to authorise the moderna vaccine, allowing the company to begin shipping millions of doses. The us which has just begun rolling out the Pfizer Biontech jab has recorded more coronavirus deaths than any other country. Her majestys inspectorate of constabulary said it was deeply troubled at how Greater Manchester police had closed cases without a proper investigation. It also found that a higher proportion of Violent Crime was not recorded, including domestic abuse. One last story for you at 8 10am. Captain tom has just got to meet one of his heroes. We are talking about cricket now. He is in barbados. He met the west indies all rounder sir Garfield Sobers during a tour of the kensington oval in barbados. Captain tom, who raised millions for the nhs by Walking Around his garden, is a massive cricket fan and an honorary member of the england squad. This is a great picture. His family described the meeting as a huge honour. That is great, isnt it . Fabulous. Seeing the cricket in barbados, meeting a legend after the year he has had. It has been an amazing year for him, hasnt it . Lets talk to nick. Really mild this morning when icame into nick. Really mild this morning when i came into the office. Is that unusual . It is unusual. Temperatures in double figures to start the day for many of us. That is full of moisture and that is about to come out in the form of heavy rain. That is why the met office has an amber warning in force for parts of south wales, particularly into the Brecon Beacons. Comes into effect at nine oclock until midnight. Some flooding and disruption is likely. Low pressure to the west of us, the flow of air low pressure to the west of us, the flow ofaircoming low pressure to the west of us, the flow of air coming in from the south west, the mild direction. The weather fronts providing the south west, the mild direction. The weatherfronts providing the rain. Already damp for many of us. If few sunny spells in parts of scotland and the north of england before the rain came in. Particularly windy with the heaviest rain across western parts. East anglia and the south east many dry this afternoon. The wettest weather will be in the south east of england. The highest rain totals will be in south wales. Gusts up to 60 miles an hour. We see outbreaks of rain in the north of england and scotland. This afternoon for Northern Ireland, heavy rain this morning. Brighter this afternoon with one or two showers. Double figures to start the day, 714, 15 double figures to start the day, 71a, 15 degrees as we go through the afternoon. Well above average for the time of year. The heavy rain will linger for a the time of year. The heavy rain will lingerfor a time in wales, the west of england and parts of scotla nd west of england and parts of scotland as well. It finally clears. It pushes is to reach eastern parts of england. Showers follow from the west were still blustery and mild. Low pressure in charge for the weekend. You expect it will be wet at times but only at times. In between the showers, some of which will be heavy and thundery, we get to see a bit of sunshine that it will still be windy this weekend. Still mild but there are signs there is something a bit more festive in the weather on the way in time for christmas. We will look at that in about an hour. Little snippets of what he is going to offer. Its 8 13am. Pub and Restaurant Owners in some areas of england are facing a frantic 2a hours to prepare for new coronavirus measures. Most are entering the highest tier of local measures where only a Takeaway Service will be allowed. And a lucky few are gearing up to re open after restrictions were eased. We are going to try and illustrate that with two places with different fortunes. Brea kfasts tim muffett is in bristol, one ofjust two areas moving out of tier 3. But first lets speak to ben, whos in portsmouth, where the restrictions are being ramped up. A glorious place. Wendy, i can see. You have your big coat on. Not great news for some of those in the Hospitality Industry. news for some of those in the Hospitality Industry. I hope you are warm. You are right. Good morning. The seas out there are pretty wild. I would not want to be on the ferry making its way out of portsmouth this morning. The outlook for business is pretty rough as well. This restaurant has been in tier 2 and will move into tier 3. Whilst people would normally be here for a spot of lunch and that you convey are going to close. It is not viable for them to offer takeaways. Locally infection rates remain low. Full business it is pretty tough right now. You run a pub, dont you, just down the road from here and the pub has been in the family for so long. He had been in tier to when you are in tier3 he had been in tier to when you are in tier 3 now. You have been in tier 2 macro and you are in tier 3 now. What does it mean for you . M has been a tough year for business and we want to survive the new year. It has been in the family a long time. It will be our first christmas not open for 20 years. Maybe a mixed blessing, you get christmas elf this year. It is a bitter sweet. It will be enjoyable in some ways to have christmas. Sad for customers who would come and have the festive tea. Talk to me about the finances. You were telling me you have been able to reinvent your business by coming up with new ways of running it around the rules. What happens in the new year . I think a lot of businesses will struggle because, as much as there had been grants available, obviously there is not endless many pots and businesses still consume many closed but i think it would just be determination of so many Business Owners who love their businesses and work so hard. am so impressed at how determined people are to make it work. Nice to talk to you this morning. Let me introduce you to mark. Your biggest problem is the lack of notice. You have a lot of stock to get rid of in 24 hours. It is difficult times. We ran on a daily basis ordering stock. We have over £10,000 worth of stock. That gets used many at the weekend and they have given us 24 hours to do something with it. It feels like they do not think about it before they do not think about it before they put it on us. 24 hours is not enough time. The chancellor says he is going to extend the furlough scheme. For you, things like grants and furlough do not make a huge difference. We have 40 fulltime staff, so furlough is great committed to supporting them and keeping them in their houses with food on the table. They are not looking after the companies that employ these people. It is fine giving them furlough but what about Business Owners . That is the biggest problem for me. Good luck. Thank you for talking to us this morning. When you hear stories like that, you get a sense of what it means for Business People who are trying really ha rd to Business People who are trying really hard to come up with new ways of working and being flexible, working within the rules to make sure they had businesses and they can employ people. The grant barely keeps the lights on. Calls for more help for hospitality which once again is really, really badly affected by these restrictions. That wonderful scene you showed us out to sea. Following the coast all the way around, come in for the severn estuary. My basic Navigation System as we go out there, we turn right, we follow their post to the uk all the way around, we come into the severn estuary and we arrive in bristol, where we will find ten. Some restau ra nts ca n where we will find ten. Some restaurants can reopen where you are. restaurants can reopen where you are. Tim. North somerset need from tier 3 to tier 2. It has taken many by surprise. The owner has a bit of work to do because he is going to open tomorrow which he was not expecting to do. This has come as unexpected good news for many. We found out how sam reacted yesterday. However, mr speaker, i am pleased to say that some places can go down a tier. Waiting, hoping, but still a surprise. In bristol and North Somerset, rates have come down from 432 per 100,000 to 121 and falling. Wapping wharf in bristol, home to bars, restaurants and cafes. The move from tier 3 to tier 2 has come as a huge relief to many who work here. Imogen runs the gambas tapas bar. Its been such a tough year and our business is looking after people, welcoming people into our restaurants. Not able to do that, empty restaurants, its pretty heartbreaking. As long as bars and pubs can offer a substantial meal, theyll be able to open here from tomorrow. Mixing in groups of up to six will also be allowed in peoples gardens. North somerset has also moved from tier 3 to tier 2, so changes for those living in clevedon. Yes, yes, yes. Hooray. I can go out on my 70th birthday on monday and celebrate in a pub locally. Maybe mummy and daddy can go out for a meal, what do you think . Yes. Its a yes. I think its a mistake. Yeah, i probably think its a mistake. Because surrounding areas are still increasing. Bristol has gone down but i think weve just got to live with it and try and get over it. Some pubs have already had to close their doors for good, so the relaxation of rules has come too late. As this year of the unexpected draws to a close, another twist for bars and restaurants in bristol. Now the rush to reopen. Another twist for ciaran, the owner of this tapas bar. How did you react when you heard the news . It was a mix of surprise and relief. We are happy to reopen. What do you had to do to reopen . We had two macro plans. The staff are given a tiered tea rotor and a tier 3 rotor. Tier2 tea rotor and a tier 3 rotor. Tier 2 rota. We need to get trapped. What difference could this make for you in the run up to christmas . M is five vital days of trading. We really wa nt is five vital days of trading. We really want to welcome people back and show people restaurants are some of the safest places to socialise and we want to look after our guests and we want to look after our guests and extend our hospitality to them. What about support the Hospitality Industry has had, has it been enough . It is great to have an extension to the furlough scheme. That does not help the businesses. We make a contribution to that scheme but there needs to be an extension to the dat release to give hospitality a chance to survive. The vat relief. It is about showing people a good time making them feel confident that we are doing safely and hospitality is a great place to socialise. Good news. Not everyone is that happy about the easing of the relaxation, easing of the restrictions, but for many businesses it is good news. Just one tap pastiche you will be serving just to whet your appetites. Are most famous dish is the dish with patatas. Weve covered so many inspirational stories on breakfast during this pandemic but few of them have had the impact of six year old tony hudgell. Tonyis tony is a very special young man. Tony has two prosthetic legs and back in the summer he decided to walk more than six miles to raise money for the hospital which treated him. Breakfasts Graham Satchell has been to catch up with him. He has got a nice list in there and a naughty list. Where . There, it says nice list and over here says naughty list. If anyone deserves to be on the nice list this christmas, its six year old tony hudgell. I will tell you what i want for christmas and you write it down on a piece of paper. 0k. Ill put it on here. Oh, right. Wahay tony crossed the finish line injune. Just do things your way, do it the tony way. A cool young man in his own way. Speaking of which, perhaps you would like to nominate your hero of 2020 this christmas. Here is one suggestion from another young man we have come to know pretty well on brea kfast. Have come to know pretty well on breakfast. I know. This christmas, my hero is freddie because he has raised so much money for manchester Childrens Hospital where i am being treated for leukaemia and he is such a great friend. Merry christmas. He was talking about freddie, who is running more than 60 miles before christmas. If you would like to nominate your hero, tell us why you think they are so special. It could be any number of things. Often it is to do with fundraising because it draws peoples attention and is amazing in all sorts of ways. Does not have to be, it could be something really small, a time when you are down with someone saying the right thing, asking how you are, you know the kind of thing. Sometimes the Little Things make the biggest difference. You can tweet us with your nomination or e mail. Some of your nomination or e mail. Some of you have already contacted us and it is really lovely. I would urge you not to not send the men because they are not dramatic. Some of the anecdotes were just a regular way. Good morning, im sonja jessup. From midnight tonight, much of londons commuter belt will join the capital under tier three coronavirus restrictions. It affects bedfordshire, buckinghamshire, berkshire, parts of essex, hertfordshire and surrey. And means bars, pubs and restaurants will have to close, except for ta keways. And for more on what those Restrictions Mean for you and your family, you can take a look at the bbc website. Its another blow to theatres too, including the Theatre Royal in windsor, whove had to cancel pantomime performances of cinderella. Despite an incredibly busy and challenging year, staff at the Royal London Hospital have, in their personal time. Recorded a Charity Christmas single. Have yourselves a merry little christmas. Theyre raising money for well being projects for staff, patients and their family through the barts charity, and hope to bring a bit of christmas cheer too. Lets take a look at the travel situation now. Theres been a signal failure at aldgate. The circle line has minor delays clockwise. The hammersmith and city line has severe delays between Liverpool Street and barking. And the metropolitan line has severe delays between baker street and aldgate. This is how it looks in streatham. The high road is partly blocked at prentis road. And the m25 has two lanes blocked anticlockwise between junction 24 for potters bar and junction 23 for south mimms. Theres been an accident. Temperatures today, despite all that, getting up to 13, maybe even 14 celsius, so certainly much milder than it should be at this time of year. And now its back to naga and charlie. Bye for now. Hello, this is breakfast with Charlie Stayt and naga munchetty. After breakfast its morning live with kym and gethin. Yes, so the first few dances i did, it didnt really affect my fitness that much. But this last dance, because there is so much involved in it, there is a lot of powerful moves in there, this was the first time that i was actually physically tired, which i was surprised at, because the other dances i was fine. I could have done done them ten times in a row. At this stance, its very strong, its very powerful and it left me right out of breath at the end. So i know its a good dance. Nicola, take us through the final two contestants. Bill bailey, who for a lot of people representing, he is an older guy, where the signs there that he was really going to do well early on . This is the scene from new york yesterday, with more snow ina day new york yesterday, with more snow in a day than the whole of last winter, which isjust an incredible statistic. What are the chances here . We will get to that in a moment. First of all though, the serious matter of what is on the way already arriving for some of us across the uk today from this area of low pressure. That is heavy rain. In fact, there is a mate of his amber warning for a high rank grosgrain totals. Flooding likely in south wales today. Particularly around the Brecon Beacons. Up to 100 millimetres of rain. Conditions will get worse during the day. Rain in all but east anglia and south east england. Patchy rain so far today. The heaviest rain is going to be along the coast of South West England and wales. Those rain totals mounting. Difficult travel conditions. Rain across northern and then, heavy as to the west of the pennines, pushing through scotland. Brighter breaks around the moray firth. Northern ireland getting behind the rain. Brightening up. There will be some showers. A mild start. The heavy rain hanging around through wales, South West England into this evening. Then finally moving east overnight to those parts of Eastern England dry today. Showers following behind. Some clear spells. Mild, blustery night. Then it takes us to the weekend. Low pressure will still be close by. There will be showers around. Also some occasional sunshine. Lets look at saturday. Any rain in Eastern England clearing away. Bands of blustery showers. Some heavy, possibly thundery. In between we get to see the sunshine and temperatures a little bit down compared to today. But then again it is still mild. For pa rt but then again it is still mild. For part two of the weekend, spot the difference. Sunshine and showers. Showers mostly towards the southend west. Some will fade in the afternoon particularly in england and wales, they will continue across north west scotland, some heavy. A look at this, another area of rain coming our way, or wet and windy weather into the start of next week. There is transformation as we go through the next week and it is all about the feel of the weather macro. We are going to turn things colder on wednesday, Christmas Day, coming down from the north it is going to be turning colder. That is reflected inafew be turning colder. That is reflected in a few places here. Colder in scotla nd in a few places here. Colder in scotland and Northern Ireland. Wet and windy in england and wales. As we get to christmas, those temperatures have come down, closer to average for the time of year, a bit below as well. But you dont just need cold, you need moisture to get some christmas now. It looks as if there will be a lot of dry weather around for that. Maybe just a few wintry showers. At least it will feel more festive. Christmas so different from any of us this year but the weather might help with feel a little bit more christmassy. Thank you. Nick setting the christmassy town. Yeah. Cheers. Im all for people getting on it together at work. Im sure it will happen one day. But i really like the fact that emily was blacked out at the beginning, darkened with the lighting, talking about going to a party with people you dont like. I love the guy who said he is going to miss muting his colleagues. There will be people who think that way. I appreciate it. Enjoy yourself whatever you are doing, of course. Motor cars, madagascar and a Massive Treasure hunt. Those are the key ingredients for Richard Hammonds latest grand tour with his familiar sidekicks, james may and Jeremy Clarkson. Richard joins us now. Good morning. How are we . Not too bad at all. I did catch a glimpse of you at the corner of my eye as you are waiting to speak to us. What is the look we have got it going . I was thinking slightly reclusive french professor or explorer. The whole thing, the goatee beard, the glasses. There is a look there. Well, ive spent the last year staring at a computer. Ive gone blind. I cant see anything these days, honestly. Im not going for a look. It kind of happens. Itsjust something i put together. Very casually. You have been on a trip . We have, yes. We went to madagascar. This was about a year ago. There is a long gap between filming it and it going to air. It will be on shortly. We went on an adventure looking for treasure. Dont ask, we are growing then, we should know better. But thatis then, we should know better. But that is the joy of it, isnt it . Grown men tapping into the inner child. Theres not a lot of dignity that, is there . What were the highlights of madagascar . It must have been a treat to be there . realise im a lucky boy in many, many ways. Places i want to go, i end up going with work. I was wanted to visit. At such a beautiful place. The roads, we learned, were pretty dull. We had been warned. Actually, to be fair, james warned us, a friend of his warned him. We have never encountered anything like it. We have driven a lot of work roads all of the world. This was unlike anything we have ever encountered. Lets show people what you are talking about. We are hunting for pirate treasure . Yes, we are . Do you believe it pirate nonsense . Yes, we are . Do you believe it pirate nonsense . What you mean believe . Yes, pirates were pirates. A pirate is somebody who sells you a knock on video knock up video. Pirates had knock on video knock up video. Pi rates had style. Knock on video knock up video. Pirates had style. We have to crack that and that will tell us where this, the buzzard, buried its treasure. Yes. How are you going to crack that . This is so up his street. What has happened here is he loves pirates, you, what do you like doing . Cracking codes. Doing so do go crosswords. What do i do . We will be pirates, we will split the treasure. Im not going to be a pirate . Oh, we wont split the treasure. You could maybe mugging a bit. The scenery may change but the bickering does not . No, no. Its funny, thingsjust bickering does not . No, no. Its funny, things just happen bickering does not . No, no. Its funny, thingsjust happen naturally when we three do stuff together. Things go wrong naturally. Boats sink, cars crash, just happens. But in that instance, the pirate was real. He did literally buried his treasure. There was a code that leads to it. So we set out to find it. And i couldnt be happier because i like pirates. They were romantic figures, i think. Because i like pirates. They were romantic figures, ithink. Richard, you said you have been sat in front ofa you said you have been sat in front of a computer for the last year. As have we all. Im very lucky, i have been able to come to work. How has it been for you . Do you know what . Im not going to say, oh, poor me i have had an easy time of it. I am very lucky. A lot of my work and be done by computer. Its been a bit weird not to travel. You know the Airlines Give you cards when you are flying off . I do normally for work. Ive been demoted. And they dont warn you. It just ive been demoted. Look at your smile. This is what you are going to do for us this morning. We cant do what you do like driving on fast cars. That is to remote and in crazy places. What you can do is tantalise us, paint the picture of you going out for a meal, may bejust us, paint the picture of you going out for a meal, may be just meeting people, may be sitting at a bar, tell us what it is going to be like . Im a bit scared to do it. I live in herefordshire. It isjust im a bit scared to do it. I live in herefordshire. It is just moved im a bit scared to do it. I live in herefordshire. It isjust moved into tier 1. Largely because it is one of the least populated counties in the country. There is nobody here i can just go out of the door. Its from tomorrow, i think. Just go out of the door. Its from tomorrow, ithink. I could just go out of the door. Its from tomorrow, i think. I could go to like a tomorrow, i think. I could go to likea pub. Tomorrow, i think. I could go to like a pub. And by the way, republicans across the country, im so sorry you have had a time of it. I could go to one and made like, what they are called . Friends. I could meet a friend. A reality. Actually made them opposite a table. And have a point. Are you going to get a special outfit . Are you going to dress up a little bit . You didnt dress it up to go to the pot but now you are going out. Hey, do you feel that . If you get to go anywhere now, ive got a shirt on today, this is an actual shirt. And ive got long trousers on. I will not show you what i have. For the first eight months of the year i wore shorts and a t shirt. Which i never do. That is another thing. I dont know what is going to be like leaving the house and stepping into the world. Im in hereford, there is not that much to do. A last thought, you zooming with your colleagues, Jeremy Clarkson on a zoom, does that work well . Does that go well . If you imagine somebody giving an orangutan in a computer and telling them they can communicate with other apes across the world, its like that. Its very loud. Oh, and by the way, will you please say hello to nick miller for me . Every time he comes on my telly in the morning, and im always at home now, every time he comes on, i started radio with an egg 32 years ago. He was one of the grown ups. He was a proper broadcaster.
