Arcadias brand once dominated high street fashion. Its chains have been hit hard by the coronavirus pandemic. But its problems stretched further back than that, as it struggled to keep up with online retailers. The company, which includes topshop, burton and Dorothy Perkins, would be the biggest retail collapse of the pandemic. If it went into administration, its shops are expected to still trade for now, while they try to find a buyer. The Arcadia Group has more than 500 stores employing 13,000 people. Topshop alone accounts for 250 shops and concessions in 170 towns and cities across the uk. Senior sources at the company told the bbc they do not expect a last minute rescue deal. The offer of a £50 million loan from Mike Ashleys Frasers Group has reportedly been dismissed. There is also added uncertainty for thousands of arcadia staff, as there is an estimated £350 million hole in the companys pension fund. Coronavirus infections dropped by almost a third in england during the Second National lockdown according to the latest data. Interim findings from Imperial College london showed lower infection rates across the country after testing more than 100,000 people. Rachel schraer reports. To get a sense of how many people across england have coronavirus, our best option is to pick a sample of people from different age groups, areas and backgrounds, and test them regularly, whether they have symptoms or not. A study run by Imperial College london has done just this, and it gives us the most up to date picture of whats happening with covid 19. The researchers swabbed more than 100,000 people between the 13th and the 24th of november while england was in lockdown. They found that during this 12 day period, cases of coronavirus fell by 30 , compared with the last time the Imperial Team carried out this research. They tested people between the 16th and october 25th, when the country was under a three tier system of restrictions. And at that point, cases were doubling every nine days. Its not the same across all regions of england. So weve seen some of the northern higher prevalence regions have had larger drops than some of the midlands and the southern areas. But overall, weve seen a pretty substantial drop over the period of lockdown. The health secretary, matt hancock, has described imperials findings as encouraging, but he says the country cant take its foot off the pedal yet. The government plans to bring in a new three tier system on wednesday, this time with tougher rules, and more areas have been placed in the highest level of restrictions. The hope is that this will be enough to keep infections falling, while giving people a few more freedoms and allowing shops to open in the run up to christmas. Government scientific advisers have said they expect cases to rise, maybe as much as double, when rules are relaxed over the festive period. So keeping infections under control before then is even more pressing. Rachel schraer ending that report there. The Prime Minister has urged disgruntled conservative mps to show unity as he tries to head off a potential rebellion over a three tier system of coronavirus restrictions in england. The government will today publish analysis of the economic, health, and social impact of the measures. 0ur political correspondent, iain watson has more. Borisjohnson is determined to pull out the stops to squeeze the rebellion he is facing in his own ranks tomorrow. So he has written to the Covid Recovery group of conservative mps, lockdown sceptics if you like, suggesting there is some unity of purpose there, that he has constructively taken on board lots of his suggestions, including more testing of asymptomatic people. But hes also conceded a key rebel demand. That is to produce an economic and social impact of the measures that he is introducing. To put it crudely, his mps want to know if the lives that these restrictions will save will really outweigh the damage to livelihoods that they will cause. If they test negative, many students will leave university in the travel window starting on thursday. 0ur education correspondent dan johnson reports. Two of these tests, three days apart, then 2k hours to make it home for christmas. Thats the safest route on offer ahead of the holidays. And here in east london, these students are helping manage the tests as well as taking them. I think this is the safest way of doing it. I think by allowing all students and staff to be tested, we can ensure that we keep the r rate down and people can go home feeling confident. Youve got to balance the risk, and this just minimizes it a little bit more. So, yeah, iwould be happier knowing that i got the two negatives to go home and see my parents. A positive result will mean confirmation with a lab test, then isolation. Were very confident that we can test everybody. But support is being promised. The wellbeing advisers will contact the students, make sure theyre 0k, offer them emotional support. And i suppose the important thing about doing it now, is that theres a ten day window if somebody does test positive, so that they can then go back home to their families and loved ones. Still get home in time for christmas . Yes, absolutely. Its a huge challenge getting this in place at every university, with enough tests available for all students, and the results being delivered on time, quickly enough so that they can all get home as safely as possible. But this is all voluntary. So the question will be, how many students will actually come forward . In scotland, st andrews started testing on saturday, and students are already getting results. It didnt feel as bad as i expected it to. Like, id heard some stories about it being, like, really u nco mforta ble, but it was actually pretty all right. Obviously, its really important for many of them to get back and see families and loved ones during the winter break. We want to do all that we can to make sure that thats possible for them, but we want them to do so in as safe a way as possible. And thats why this Testing Centre is so important. Some lecturers have warned this travel window could be chaotic after a term thats been so tough for staff as well as students. People feel a bit up and down. I think theyre a bit worried about going home to places where the restrictions are higher. I think especially when people have had such little opportunity to mix in st andrews, i think going home and seeing their family is something that people are quite looking forward to. Its kind of awesome that we can still have some kind of normality and some kind of family time, especially if all the kids are away at uni, ts nice to be home and just to be home and get cooked for and get your washing done and stuff. But i think so much of the group is dependent on high street offer. We know that it is about that mix of having online blending perfectly with your stories and perhaps less of a store network too. So covid was an acceleration rather than a cause. Going forward, 13,000 jobs at risk. Is there any hope for any of the individual brands . I think the brands will have a very good relevance online. The jewel in the credits topshop. We know there is going to be a bidding war. Those 13,000 jobs, although they might be an opportunity in e commerce, it will not be the same kind ofjob. The knock on effect to the high street, what will fill holes, what will the knock on effect of beta the neighbours . We have to see rejuvenation in the high street around purposeful social rather than retail. What has happened to how we shop . The way we approach shopping in itself . I think everything now, for organisations, is about understanding the pulse point of your consumer. Ethically, ecological conversations are very important. We have all been living with our wardrobes for a few months this year and have decided we dont need it is much though. Lots of consumers wa nt to is much though. Lots of Consumers Want to engage with fashion in different ways. It does not mean the end of fast fashion but it means a more sophisticated level of fast fashion. Really interesting to see what comes next. For many of the employers of the Arcadia Group this morning, they may be concerned about their pension. The amount of taxpayer money that farmers receive will be much more dependent on the contribution they make to the environment, under new plans by the government. I think theres a very real concern throughout the industry that the money available to achieve the objectives of farming for more wildlife, is simply not going to be enough for us to deliver successfully, cos delivering wildlife from a farm is an expensive business. Its been announced that farmers will lose half theirformer eu grants by 2024, and all of them by 2028. Farmers who embrace the new policy and farm sustainably and make space for nature on their farms, and who want to improve their profitability, so invest in new equipment, they will all benefit from the new policy. There will be incentives for farming sustainably, grants to help space for nature, and grants as well to help farmers buy new equipment. Coronavirus infections dropped by almost a third in england during the Second National lockdown according to the latest data. Interim findings from Imperial College london showed lower infection rates across the country after testing more than 100,000 people. Rachel schraer reports. To get a sense of how many people across england have coronavirus, our best option is to pick a sample of people from different age groups, areas and backgrounds, and test them regularly, whether they have symptoms or not. A study run by Imperial College london has done just this, and it gives us the most up to date picture of whats happening with covid 19. The researchers swabbed more than 100,000 people between the 13th and the 24th of november while england was in lockdown. They found that during this 12 day period, cases of coronavirus fell by 30 , compared with the last time the Imperial Team carried out this research. They tested people between the 16th and october 25th, when the country was under a three tier system of restrictions. And at that point, cases were doubling every nine days. Its not the same across all regions of england. So weve seen some of the northern higher prevalence regions have had larger drops than some of the midlands and the southern areas. But overall, weve seen a pretty substantial drop over the period of lockdown. The health secretary, matt hancock, has described imperials findings as encouraging, but he says the country cant take its foot off the pedal yet. The government plans to bring in a new three tier system on wednesday, this time with tougher rules, and more areas have been placed in the highest level of restrictions. The hope is that this will be enough to keep infections falling, while giving people a few more freedoms and allowing shops to open in the run up to christmas. Government scientific advisers have said they expect cases to rise, maybe as much as double, when rules are relaxed over the festive period. So keeping infections under control before then is even more pressing. The Prime Minister has urged conservative mps to show unity as he tries to head off a potential rebellion over a three tier system of coronavirus restrictions in england. I think some are being persuaded and therefore, in the end, these restrictions are coming on wednesday, whether you like it or not. What about the labour party . Where do they stand . They matter because if there were enough rebels and labour were to oppose the government, then the government could be in trouble. What i am told is that seniorfigures could be in trouble. What i am told is that senior figures in the labour party will have a call today with the chief medical officer for england. They continued to push for extra help for people who are self isolating. They acknowledge they sound like a stuck record on this but they absolutely want to keep on making that argument. In the end, labour has backed government measures all the way through this pandemic when it has come to the crucial vote and they will do again tomorrow, i am sure. Put that together with what will happen on the conservative benches and these measures will pass. New restrictions to combat the spread of coronavirus in wales will be announced by the first minister today. They will be brought through into here. This is normally the University Concert venue, which has been transformed into a Testing Centre. Students will ta ke into a Testing Centre. Students will take themselves into these booths and do the test. But under the supervision of a trained member of staff. It is the sort of thing we showed you at leicester being piloted at de montford university. They will be a member of staff here through the screens helping them with those tests. Two tests taken over three days. If they get two negatives they are able to safely travel home to be with their families. So the first testing sta rts families. So the first testing starts today, with the travel window opening on thursday. If you recognise these booths, that is because they are actually from bristol council. It is important the results come quickly and people know what is happening and when. How will you make sure it is done on time and efficiently . So when they arrive through the doors, they register their test kit with a bar code. When its taken here, the testing supervisor registers that result and the student will get a notification on an e mail or a text message within 20 minutes, but within a few hours certainly. There have been some questions about the reliability. think that is probably a question for our Clinical Experts as to the efficacy of the test. But it will offer enough reassurance so that the student can travel safely. But if they are going to still need to wash their hands, where they facemask and keep their social distance. Its not a license to go out and party. So when they have had their first test, we would prefer that they keep following the guidance in place. For the first time in over 400 years, eurasian beavers have built a dam on exmoor after being re introduced into the area nine months ago. The way they did that was, they borrowed some parachutes left over from world war ii, and they actually dropped the beavers in a big box into a different part of idaho, so they sky dived in these beavers. All but one of them survived. 76 beavers were able to skydive into this park in western idaho. 0ne only one of them died. Are you believing the internet again . Until the 1100s, there was a strange myth that beavers actually nibbled off their own testicles. And the reason why they said this was because they felt that hunters were chasing them for their testicles, and therefore they nibbled them off. They thought they we re very clever, nibbled them off. Tell us about what is happening and why its so important that they are being reintroduced in the way they are . Well, its really important. I just like to the way they are . Well, its really important. Ijust like to say the way they are . Well, its really important. I just like to say we didnt parachute our beaver in, which i guess in some ways is disappointing. But its really important because of the change they have affected. So our releases and release. But the beaver change the habitat around them. Thats what they have done in this instance. They have created a wetland in what was just a fairly standard woodland over the course of a weekend. We went in and did the site checks on the friday and came in at the beginning of the next week and hey presto, there was a wetland, whereas before there hadnt been any. It was that instant and profound change, and the benefit that creates for other wildlife and for us. Ben, give us an other wildlife and for us. Ben, give us an idea of the skill involved in this entire impressive is the building of this dam, and what happens after that . Yeah, we couldnt have done a betterjob i sell. It is a work of engineering. You are talking about whether they are bright or not. I dont think i could answer that question. They are very instinctive. They put the dam in exactly the right place to impound the exact amount of water. If you can imagine, it wasjust impound the exact amount of water. If you can imagine, it was just a few strea ms if you can imagine, it was just a few streams through a woodland. Now there is essentially a very large pond, which creates opportunity for other wildlife. It slows the flow, it improves Water Quality, sequesters carbon. There are huge ecosystem benefits for this kind of work we beavers do. So what knock on effect will there be now because of this . What other wildlife would you expect to see coming in . A host of wildlife. So, birds, bats, invertebrates. A big part of it is they create a lot of standing deadwood, which is a really important part of habitat. Its that wetter habitat thats missing from the uk landscape at the moment. Weve lost a lot of our wetland. Beavers can be a really important tool for re establishing that of habitat. And the benefits of that. Can it cause issues . Not everybody, i would imagine, can it cause issues . Not everybody, iwould imagine, will can it cause issues . Not everybody, i would imagine, will be happy. Is there potentially an issue with flooding in farmland and stuff like that . Yeah, there can be impact. In most cases you wont even know they are there because if there is deep water there already they will have a borrow on the bank and have a browse. That important in itself in that that it creates diversity and an abundance of complexity. It is in the headwaters where they look to engineer. Those impacts, if they do start to dam and pond in areas where you dont want them, its easy to move them along. As you can put in a beaver deceiver. That lowers the level of the pond behind it very easily. It is about there being clear guidelines and procedures in place, so that if there are any impact they can be mitigated easily. The government publishing this report today. Why now . What are you telling farmers and how well their work lives change . We have always said leaving the European Union created an opportunity to do things far better than we had under the Common Agricultural policy. It was renowned for being hopelessly bureaucratic and it also meant they simply doled out money to farmers based on how much land they owned or rented and, asa much land they owned or rented and, as a result, the biggest sums of money go to the largest and wealthiest landowners. We dont think that makes sense. Gradually, over the next seven years, we are going to change the system to remove arbitrary area based subsidy payments and instead reward farmers for creating space for nature on their farms, for creating space for nature on theirfarms, humming for creating space for nature on their farms, humming more sustainably to improve Water Quality and enhancing animal welfare. Farming. Some are not happy. Expecting farmers to run viable businesses, continuing to improve food while phasing out existing support is a high risk and a very big ask. We are very mindful of the dependency at the moment on their subsidy payments. That is why we are not going to do this overnight. This will be an evolution not revolution and we will change this over seven yea rs. We and we will change this over seven years. We believe that we properly reward farmers to what they do for the environment and pay them something which also has a margin in it to incentivise good uptake, that will help their profitability. We also have other measures set out in our agriculture bill to improve fairness in the supply chain. 0ne reason farmers have needed subsidy payments is they do not get a fair enough share for the food they produce. We want them to get a fair price for the feed they are producing. That is the way to address poorfarm producing. That is the way to address poor farm profitability. There is an expectation from many farmers that prices will have to go up. Surely that is not something the consumer wants to see. We think prices of feed will remain broadly stable. That is our objective. We are making available grants to farmers so they can invest in new equipment and technology to reduce costs. That improves profitability. If you remove this area based subsidy, we are likely to see an adjustment in land rent which will reduce adjustment in land rent which will red u ce costs adjustment in land rent which will reduce costs to farmers and if we can have more transparency in the supply chain, the feed price for the consumer will not go up but the share of the price going to the farmer well and thats what we want to achieve. Moving on to the current situation, moving out of lockdown and into the tier situation, all the evidence suggests that lockdown is very effective but the tier system not so much. We did not want this lockdown to last for ever. These are highly disruptive economic things to do. We did not take it lightly it because we did think it was the right thing to do. Some data today shows a significant reduction in the incidence of the virus. That is very encouraging and vindicates the decision awaited. About the different tiers, tier 1, is unlikely to keep the infection value bedlow one and the disease is likely to grow. Many in your party are not convinced. There is a great deal of frustration in this pandemic, with emergency measures we have been full steam take. I completely understand that. Asa take. The government is having to deal with a very difficult pandemic, as our governments around the world and having to take quite draconian emergency measures to save lives and prevent the nhs from being overwhelmed. That is not easy. There isa overwhelmed. That is not easy. There is a lot of anxiety about long Term Economic impacts. We believe it is necessary in order to protect the nhs and to save lives. But we need to do in parliament is demonstrate a clear road map, a clear way out of this. We believe the advent of these vaccines enables us to do that. Lets have a look at the numbers in more detail. You are facing 70, may be more of your own mps who do not agree. We are facing a large number of ourmps agree. We are facing a large number of our mps who are unsettled by the measures that have had to be taken and the potential impacts of that. We absolutely understand that anxiety, that apprehension administers, the Prime Minister himself and the chief whip, will obviously be working very hard to try to reassure those mps while these measures are necessary and i think the data we have seen today proves they are being effective. They are necessary for now but we dont want to maintain them for a moment longer than is necessary. As we roll out the vaccine, we have a way through this. We should not stumble at this last hurdle. We have had to take some difficult decisions. We need to see it through and stick to the course. We will be parliament a say on the review of these measures later injanuary. What happens labour does not support the tier system . My own personal view is at times of national emergency, which is what we have here, where we are having to take some highly unusual emergency measures, it is not the moment for any Political Party to play politics. These are times when people of all parties need to try to make the right judgment. People of all parties need to try to make the rightjudgment. We are doing this, we are not doing it lightly, we are taking these steps to reluctantly to save lives. I would not think the labour party would not think the labour party would vote against that but if they do we will have to deal with that situation at the time. We were approached two years ago and i never went into it thinking it was going to be therapeutic for me, but it actually has been. Ive now learned so much about myself. Ive learned that things were bothering me my mother passed away, where i havent slept properly for certain reasons, and watching the documentary allowed me to really understand why that was. Stuff was in the back of my mind, they werent at the forefront of my mind. They were subconsciously there. Being able to watch the documentary allowed me to bring these subconscious thoughts from the back of my head to the front, so i was able to deal with them. It has been a very therapeutic period for myself. Anton, you talk in the film about the abuse that actually your mum received when you were little. And sadly, your mum, who is no longer with us, she feels like she is quite a big part of this film. In some sense do you feel you are doing this because of her . Yeah, definitely. I know she would be proud of me. I know that she is watching down, not just proud of me. I know that she is watching down, notjust on me but all of us. She suffered abuse when me and rio was younger. Before we we re me and rio was younger. Before we were born, probably. Being with our dad, who is black. That wasnt the thing to do back then. So she suffered abuse for that. And she suffered abuse for that. And she suffered abuse for us. So when it was my time, when i was suffering abuse on social media and being part of this incident, i realised how ha rd of this incident, i realised how hard it was for her. Notjust her, my whole family, watching me change from being the person that i normally am, to someone that im not. And at the time i never knew that i was actually in some kind of bother in terms of a mental state. But watching it back, and going through this process, allowed me to actually see it. Its really interesting. 0ne actually see it. Its really interesting. One of the part of the documentary when it clearly hits you quite hard is where you go to see your old manager, neil warnock, who was in charge at qpr at the time. People might not remember, the game was qpr against chelsea. And he said it did affect you. He said you play differently after that. We heard your brother, rio, talk about how it affected your career. People might forget that you only actually played 11 premier league games after that took place. Looking back now, having listened to neil warnock say that you are a different player after that, do you feel that yourself now . Can you watch a setback and maybe think, it did change you not only as a person but as a footballer . 10096. I was a person but as a footballer . 10096. Iwas in a person but as a footballer . 10096. I was in denial. I thought i was actually 0k. I was in denial. I thought i was actually ok. I thought i was playing well. I thought my football was getting me through the day to day abuse and stuff that came with the incident. And of the social media abuse. I didnt think there was anything different around that time. Football has always been my get out for anybody that has ever happened to me. Or anything. Thats what i thought was happening. It wasnt until i spoke to neil warnock that it actually had my comb. And i was like, wow, this is my manager telling me i wasnt the same player. Its quite clear to see in the documentary that i am a bit taken aback by that, because for nine yea rs i have aback by that, because for nine years i have felt like i was just 0k. And i thought my football was ok andi 0k. And i thought my football was ok and i dealt with it by playing football. Anton, im curious to know, what did stop you from speaking out at the time . You talk about that at length in the film tonight. But looking back now, why did you feel you couldnt say more . The whirlwind around it was almost insta nt. The whirlwind around it was almost instant. And i have no shame now sitting here saying i was scared to speak out. I was scared to speak out because of the whirlwind around it. I couldnt get away from it, the abuse on social media was daily. Every time i looked at my phone it was there. Something new. Every time i went to the training ground, it was in the papers every day. But on the papers was stuff that, in my eyes, wasnt the correct way. It wasnt the correct things that were being said. But itjust got me to a point where the whirlwind was so bad that i didnt feel like i could speak. I was scared to speak out. I was told i couldnt speak out because it could harm the case in hand. And because it could harm the case in hand. And i trusted the authorities. And looking back now, that was something i maybe shouldnt have done. Anton, people will remember there was a court case, there was an fa enquiry as well. One thing that important to point out is this documentary is not you versusjohn terry. You do reach out to him and he didnt respond to the programme. He didnt respond to your texts. His people, right at the end, say that he tried to reach out at the time and he has moved on with his life. If you are to move on with your life, do you feel that at some stage you need to talk tojohn terry . Life, do you feel that at some stage you need to talk to john terry . Do you need to talk to john terry . Do you know what . Im actually passed that. As you said at the start, this documentary is not an anton versus john terry documentary. I never wa nted john terry documentary. I never wanted to be that. I made that very clear to the bbc from the get go that if this was that type of documentary i dont want any part of it. What i do want to do is make a documentary about positive change. And ifelt, documentary about positive change. And i felt, and documentary about positive change. And ifelt, and i still feel now, that to make positive change, to see me and john terry come together and speak about the implications and the ripple effects of an incident like ours, ithink ripple effects of an incident like ours, i think that would be more powerful than anything, to help the organisations like the fa, the premier league, the pfa, in how not to deal with a situation or an incident when it actually occurs. And for me, and i say this a lot in the documentary, its bigger than me and him. The fight that we are fighting right now across society and in football, its bigger than me and in football, its bigger than me and him. And that is the reason why i wanted him to speak and commonly documentary and speak. But i have to respect his decision. He didnt want to bea respect his decision. He didnt want to be a part of it. But the door is a lwa ys to be a part of it. But the door is always open. The door is always open. So on that, you talking about the fact that you and him together talking about this would put out quite a powerful message, would you try and make that happen . The documentary speaks for itself and i think. The ball is in his court now. I have left it over to him. He knows, not just now. I have left it over to him. Sources in the Company Whose brands include topshop, burton and Dorothy Perkins have told the bbc they dont expect a last minute rescue deal, as Greg Mckenzie reports. This could be the end of the road for sir philip greens epic retailjourney, one that has brought him riches, a knighthood, but also infamy. Arcadias brand once dominated high street fashion. Its chains have been hit hard by the coronavirus pandemic. But its problems stretched further back than that, as it struggled to keep up with online retailers. The company, which includes topshop, burton and Dorothy Perkins, would be the biggest retail collapse of the pandemic. If it went into administration, shops are expected to still trade for now, while they try to find a buyer. The Arcadia Group has more than 500 stores, employing 13,000 people. Topshop alone accounts for 250 shops and concessions in 170 towns and cities across the uk. Senior sources at the company told the bbc they do not expect a last minute rescue deal. The offer of a £50 million loan from Mike Ashleys Frasers Group has reportedly been dismissed. There is also the added uncertainty for thousands of arcadia staff, as there is an estimated £350 million hole in the companys pension fund. The bbc understands he is currently on his superyacht, lionheart, which is docked in monacos harbour. He has so far declined requests for an interview. Greg mckenzie, bbc news. Coronavirus infections dropped by almost a third in england during the Second National lockdown according to the latest data. Interim findings from Imperial College london showed lower infection rates across the country after testing more than 100,000 people. The Research Suggests infections fell by more than half in the north west and north east, but remained higher in the east and west midlands. The Prime Minister has urged conservative mps to show unity as he tries to head off a potential rebellion over a three tier system of coronavirus restrictions in england. I am told this morning that cabinet ministers and the chief whip who manages the numbers in these votes has been making calls to mps to try to persuade them. Its fair to say there is a great deal of frustration with this pandemic, with the measures we have been forced to take, and measures we have been forced to take, and i completely understand that. What we have to do is a government is persuade parliament but also the country at large that we have got a route through this. What might be said today . We know it will be based around restrictions on the hospitality sector, a sector that has already been hit very hard this entire year, during the pandemic. It is thought and has been rumoured to the model could be based on the restrictions seen on the toughest areas of scotland, so may bea toughest areas of scotland, so may be a restriction and bringing down of closing times to earlier in the evening and potentially a restriction on the sale of alcohol as well. We will find out the detail at 12. 1 5pm. There will also be a financial package in place to help the sector and we know it will be mostly based on hospitality sector today. There will be no restrictions on people muting up, and the other places due to close will be cinemas, although gyms and nonessential shops will remain open in the lead up to christmas. There was a major restructure last year which meant they closed down International Outlets but 13,000 jobs remain in the uk. Despite the problems of the company, sir philip green, the owner, has an estimated personal wealth of more than £900 million. Every empire has its day, but this is an extraordinary fall for the man once dubbed the king of the high street. Brash, brave, brilliant. Bully. Whatever your view, sir philip green is undeniably one of the big beasts of british retail. Its going to be about Old Fashioned shopkeepers, Old Fashioned operators, theres no more financialjinks, this is about knowing your business. From miss selfridge to Dorothy Perkins, his clothing brands are on every high street. But it is topshop and its links with high fashion that striven the groups success. Its just a label, isnt it . Yeah, but its the style of clothes its kate moss yeah, its kate moss its kate moss everybody wants to be like kate moss its kate moss, shes gorgeous, man, shes stunning . It matters that much . Beautiful figure, tall, beautiful. But its just a label. Its kate moss but its the same thing as designer clothes, why do they say you can spend £500 on an outfit . Because you know this designers designed it. And were all so shallow in this day and age that we dont care. Because its got a label that says armani, gucci, whatever. Look where we are on this high street, we have got primark next door and that old building that used to be part of the Littlewoods Group which used to which has morphed into very. And next has an online and in store presence, people have choice as to where they spend their money and they dont necessarily wa nt to money and they dont necessarily want to give it to philip green. His wife, sylvia, passed away just over a year ago, sadly. He was telling me about how on the weekend he was watching dancing with the sta rs, he was watching dancing with the stars, which are used to love watching with sylvia. He has a dog, badger and he said that as he was watching with the stars, he said that badger was letting the tears off my face as he was crying. 40 minutes until i felt better. And i thought stories like thatjust finish you off, dont they . Beautiful. Absolutely gorgeous. Yeah. You tell that story and you can imagine the effect that one person can have on one other person. What should ordinary people do who just want to get involved and help in any way . Does it have to be a phone call . What can we do . Yeah, you are right, something that could seem very, you are right, something that could seem very, very small to one person can make someone elses christmas, can make someone elses christmas, can really make a big difference. Try and think of someone. We all know someone who might really benefit from just a bit of contact, connection. Last christmas, we spoke to a lovely old gentleman called terence who had been volunteering through age uk. I spoke to him on the sofa and he said that the age uk stats said 350,000 people like terence wood to spend christmas on their own. He said that for 20 years he would sit crying into a turkey sandwich on Christmas Day even though there were people on his street who he spoke to but they didnt know how lonely he was. It makes you think, doesnt it . It brea ks makes you think, doesnt it . It breaks your heart to think there are so many people like that who just need a phone call, a board game, someone saying hello to them, whatever it might be. It makes a massive difference, particularly at this time of year. Exactly. At christmas time, people have so much to think about. Family and all kinds of things going on. It can be difficult sometimesjust of things going on. It can be difficult sometimes just to imagine there might be someone so close, even as close as next door, who hasnt got any one with them and is on their own and being able to have that little bit of bandwidth to think about that, if you have the chance, can make a massive difference. There is already so much going on. 0ver difference. There is already so much going on. Over the years, people locally to me had been putting on days, cooking meals for people, putting on events for people who are on their own. Amazing to see stuff that people do. We know there is light on the horizon with there is light on the horizon with the really positive news around vaccines. Those dark, cold months over the Christmas Period can be tough to get through at the best of times. And this year, you know, its going to be a real challenge. But that kind of spirit that was there early on in lockdown, when people we re early on in lockdown, when people were reaching out, we need to try to get back into that. Every year, people are doing extraordinary things all over the country to reach out and try and be there for people who are vulnerable but this year we really wa nt who are vulnerable but this year we really want to encourage everyone to just put that little bit of extra effort to makes sure nobody feels alone this christmas. In my first, last and in between focus right now, its on the pandemic. I spent all my energies on that and even my worst critic would probably have to concede thats the case and it will continue to be the case and it will continue to be the case as long as required. The point i am making is, as we recoverfrom covid, all countries will face the question of what kind of societies did they want to see emerge from the crisis. Right now the focus of the scottish government, as it has been everyday since the start of this pandemic, is trying to steer the country as safely as possible through this most challenging of times. I would like to talk to you about the this morning as well, but i was interested, are you able to guarantee that if you were to win the election next year that you would hold another referendum . There will be a referendum if people vote for one. I will put my faith in democracy, as i think any politician should do. I will go to the people of scotla nd should do. I will go to the people of scotland in may of next year and ask them to give me authority to call a referendum. My point is that there cant be a guaranteed referendum unless borisjohnson says it can go ahead. This point about whether the Scottish Parliament can do it without westminsters say so has never been tested in the courts andi has never been tested in the courts and i hope it never has to be tested in court because i think the democratic argument should prevail. But if Boris Johnson democratic argument should prevail. But if borisjohnson wants to stand in the way of democracy then of course we will consider all those options. But lets all agree as democrats, we can argue over whether or not scotland is right in wanting to be independent or not, thats perfectly legitimate, but i dont think its credible, sustainable or right in any form for borisjohnson orany right in any form for borisjohnson or any other Prime Minister to say, regardless of how people in scotland vote, i will decide what should and shouldnt happen. Lets put our faith in the power of democracy. We have seen across the atlantic right now what happens to leaders who try to hold back the tide of democracy. They get swept away. Boris johnson looks to donald trump for many things so perhaps he should look and learn in that respect as well. Would you hold an advisory poll without consent . I am absolutely clear that any referendum has to be legal because if it is not legal then we will not win the authority we need to make scotland independent. I have a lwa ys to make scotland independent. I have always been clear about that. The point i made earlier on, the issue about whether it needs westminster consent, which we always come as a matter of fact in the past, have accepted it is the best way of doing things, that has never actually been tested in court. If we all agree to abide by the democratic will of the scottish people, then there is no reason why it should have to be tested in court so lets allow democracy to be the decider here. Scotla nd democracy to be the decider here. Scotland will not become independent if people dont want to be independent. The polling suggests it is now the majority view in scotland but i dont take anything for granted. I only get the authority from the scottish people to have a referendum if we win the election next may. At every step of the way, its democracy that we should trust to guide us. I heard you say yesterday on the television that you area yesterday on the television that you are a democrat, and often our viewers, if i look at how they reacted to you saying that, they often come back and say, there was a once ina often come back and say, there was a once in a generation, your words, a vote that didnt go your way, and here you are saying you want to follow democracy. Thats the response from many who will listen to you this morning. I understand that. Let me respond pretty bluntly on that. I did respect the result of the 2014 referendum, and do. Scotla nd the 2014 referendum, and do. Scotland is not independent by definition, that vote has prevailed. But democracy is not a single moment in time. Its notjust about what i want. The polling right now suggests a majority of people in scotland wa nt to a majority of people in scotland want to be independent. Politicians dont have a right to say, no, you had your chance and there should never be the opportunity to reconsider these things again. The very nature of democracy involves the right of people to change their mind. Scotland will only become independent if the majority of people in scotland choose to be the case. You have spoken about conversations with borisjohnson. To ask you a bit about christmas, those agreements that were made across the four nations, you have slightly changed and are making changes to the way things are happening in scotland. At what point did you make the decision to go separate to some other regulations in other countries . I didnt quite understand the question in terms of when i made a decision to do what. We decided to come to a broad agreement across the uk which was, i guess, recognising the reality of christmas for many people, the importance of it, but also it is a time where some people arejust also it is a time where some people are just not prepared to leave loved ones on their own. In a sense, the reality we recognises that some people would choose to come together regardless of what people like me and other leaders said. Rather than allow that to be a free for all, we have tried to put boundaries around that. We agreed that because our regulations are already different, there are points of detail each country would have to determine for itself. Within this, it is still the case, and i think this is true across the uk, certainly true on the pa rt across the uk, certainly true on the part of me and my government, because we are setting boundaries for what people can do if they feel it necessary, it doesnt change the default advice, that if you can get through this christmas without seeing people in other households, thats what we advise you to do, because the virus will not take the day off. With the possibility of a vaccine now so close, lets not take these risks if we can possibly avoid it. Are you being more cautious because of current death rates in scotland . I am being cautious because i think we have to be cautious to try to control the virus. To take the point about death rates, i had some figures put to me yesterday on the Andrew Marr Show that took four weeks out of a nine month pandemic to make the point that scotland had a higher death rate. I didnt mention those comments and i wasnt comparing the scottish death rate to england. I didnt mention a comparison. You have said one death is too many and i agree with you on that. What i wa nt to i agree with you on that. What i want to ask you about, a number of people who have died in care homes in scotland, which is a relevant question. Im not interested in comparing that to england. I think when you look at why only one sixth of people discharged from hospitals and went into a care home were tested, do you think looking at that particularly, its an area where m ista kes particularly, its an area where mistakes made have cost lives . will come directly to that, my apologies to going to the comparison. I would never try to say we didnt make mistakes. In terms of testing at an earlier stage in care homes, the advice then around the efficacy of testing people without symptoms was very different to what the advice is now and therefore we have change the position around testing. Back then, we chose to put a lot of emphasis on Infection Prevention and control, isolating people in their own rooms in care homes, because the advice then was different around testing. Yes, there are elements in which we will have made mistakes and i think thatis will have made mistakes and i think that is absolutely unavoidable, but there are also aspects where there are things we know now that frankly we didnt know back then, because the knowledge and understanding of the knowledge and understanding of the virus has developed in the months since then. I know regret is a hard thing for politicians to talk about, but do you think you and others would have made different decisions . Yes. If i others would have made different decisions . Yes. If could turn others would have made different decisions . Yes. If i could turn the clock back and know everything then that i know now, undoubtedly i would make different decisions. I dont expect anybody to feel any sympathy for politicians but i regret anything, if i think, if only i had known this then then i could have done Something Different and that will probably live with me the rest of my life. I feel the responsibility of what we have gone through in the last few months acutely. I think it is right people in my position do. I will try every single day to get these decisions as right as possible, and learn from things that either we stra ig htforwa rdly things that either we straightforwardly got wrong, or things we have learned differently as the pandemic has gone on. For every day we are living through this i will do my level best and dedicate all my energy to try to get it right and save as many people as possible and save as many people as possible and get the country through it as safely as i possibly can. To pick up on something you said on the alex salmond situation you said on television yesterday. You mentioned dates and allegations, april 2018, november 2017. I dont want to get into that, but the leader of the scottish conservatives, douglas ross, accused of telling an outright lie and disgracing the office of first minister. Have you and did you . No and no. Anything i do as first minister, its for the people of scotla nd first minister, its for the people of scotland to decide, ultimately. I have set out in written evidence to the parliamentary enquiry what i knew and when. I havent yet had the opportunity to give oral evidence to the enquiry and i will do that as and when. People can then make up their minds. Through this episode i have been simultaneously accused of covering up things about alex salmond, or colluding with him on the one hand, and conspiring against him on the other. Both of those things are completely untrue. At all stages, all i have tried to do, and this all happened initially in the light of the me to movement episode, we tried to have a system in scotla nd we tried to have a system in scotland where any complaints could be properly investigated without any fear or favour regardless of who it was about. The me two movement. Nicola sturgeon, thank you. The mass testing of students for covid, so they can go home safely for the christmas break, is starting at many universities across the uk today. If they test negative, many students will leave university in the travel window starting on thursday. 0ur education correspondent, danjohnson, is at the university of bristol this morning. Dan are universities ready for the challenge of mass testing their students . They say so, yes. This is bristol universitys biggest Testing Centre. This is a constant venue which has been transformed. If you recognise the booths that will be used for stu d e nts to the booths that will be used for students to take the tests, they are the polling booths used normally for elections but they will be useful stu d e nts elections but they will be useful students testing themselves. Two tests ta ke n students testing themselves. Two tests taken three days apart and 24 hours, if they get the double negative for students to head home. Lets talk to some of those students, robin, georgiana and teddy. Robin, how are you feeling about this double testing and going home . Will that give you the confidence to do that safely . think so. Its really good to have some level of reassurance because i am going home this christmas to family. We are really lucky to be one of the universities that has been selected for this. It provides you with some sense of reassurance and some knowledge you can go home safely and celebrate christmas with Family Members. Georgiana, you said you have a grandparent who is 85 . Yeah, my grandma is 85. I feel really lucky that we are one of the university is able to get this quick turnaround test so i know that when lam going turnaround test so i know that when i am going home, turnaround test so i know that when lam going home, i turnaround test so i know that when i am going home, i am turnaround test so i know that when lam going home, lam not turnaround test so i know that when i am going home, i am not putting her life at risk. Yes, real and surreal and disturbing to see these booths but it provides that level of reassurance. It has been an odd time because we have been in a pandemic and there is no getting around that. Hopefully the vaccine going our next term might be a bit more normal. But we are yet to see. You have had to isolate this time . For two weeks. How was that . It was tough, it was odd. Everything was online. You just had to make that transition. It is just online. You just had to make that transition. It isjust a bit odd. You feel you have been out of university for two weeks and you come back and the classrooms are smaller and things like that. This whole time hasjust been a bit surreal and odd. Hopefully we will get some normality later. How are you feeling, georgiana, about the learning you have been able to do this year . Like teddy said, it has been really tough. Most of my learning has been online. And it has just meant that a lot of the time, i am in my room, ratherthan just meant that a lot of the time, i am in my room, rather than getting the University Experience that i had been used to for the last two years. Ive been sat behind a laptop screen with very, very little face to face interaction and it is such a shame that that is a part of my very limited time here. If you get home for christmas, robin, what do you think about the new year and coming backin think about the new year and coming back in january . It is nerve racking. There is a lot of. You dont know what is going to happen and we dont know the situation injanuary. Happen and we dont know the situation in january. There happen and we dont know the situation injanuary. Itjust seems the right time, we all needed a bit ofa seems the right time, we all needed a bit of a lift. We were desperate to sing together. We literally got into lockdown two weeks after we had finished our tour. Itjust all seems to work for us. It seems to be the right time. And we will do the tour for this for next year, this time next year. I will ask you what it was like working during the pandemic, but i know lots of people that i will be looking at you by thinking, my goodness, you are very close to each other explain to us what you are allowed to be like this, how this is allowed to happen you are a bubble i love social distancing we are in a bubble, apparently. The number of new coronavirus cases in england has fallen sharply since the second lockdown began with some areas down by 50 .
