We meet some of the first people to benefit. Being able to communicate with her other than through a screen or her being asked to come into the garden, to see her in her own room, absolutely great. Calls for football to address the scandal of dementia in the game. England legend geoff hurstjoins those calling for new restricitons on heading the ball. Good morning. Today once again will bea good morning. Today once again will be a blustery day, windy for some, rain moving west to east, still mild for most but through the day in the west, temperatures will start to fall. All the details in ten minutes. Its wednesday the 18th of november. Our top story. New cars and vans powered entirely by petrol or diesel will not be sold in the uk from 2030. The plans are part what the Prime Minister is calling a green Industrial Revolution aimed at tackling Climate Change. Our environment analyst Roger Harrabin has more. The fuel pump. On a slowjourney towards the scrapheap. From 2030, the government will ban new cars powered only by petrol and diesel. New hybrids that run on petrol and electricity will still be allowed. And people can still drive conventional cars. Its part of a plan to steady the volatile climate. Planet heating gases from modern society havent caused the wildfires sweeping the world, but they have played a part. More Nuclear Energy is part of the governments solution. The Prime Minister wants jobs at the giant sizewell c plant in suffolk, although there are still hurdles to overcome. And no solution yet for nuclear waste. Offshore wind plays a key role as well, producing enough electricity to power every home by 2030, supporting up to 60,000 jobs. Cities in the north east should benefit. The government wants them to become new Technology Hubs for making wind turbines, and creating the clean fuel hydrogen. House building will also have to play its part. From 2023, all new homes will need to be so cosy, they dont require a gas boiler. As the new policies cut emissions, so the Prime Ministers road building plans will increase emissions. This critics say he should stop driving policies in the wrong direction and invest far more on putting the nation on track for a zero emissions future. Roger harrabin, bbc news. Ministers set aside normal standards of transparency as they scrambled to secure £18 billion worth of ppe supplies and services at the start of the coronavirus pandemic. Thats one finding of a report by the governments spending watchdog, the National Audit office. It found firms recommended by mps and peers were given priority. Andy verity reports. From the start of the pandemic to the end ofjuly, government contracts worth £18 billion were awarded at high speed, using emergency rules to bypass the normal competitive tendering process. Most of the contracts were two suppliers of personal protective equipment. The independent National Audit office said even in an emergency, it remained essential to public trust for the government to document why it had chosen a particular supplier and how it had managed any potential conflicts of interest. In a sample of 20 cases, it found repeated failures to do so. In one example highlighted by the nao, a contract was awarded to the focus Group Organiser public first, whose owners previously worked for the cabinet 0ffice minister michael gove and alongside borisjohnsons then top adviser dominic cummings. Yet the Cabinet Office failed to document any consideration of any potential conflicts of interest. By not keeping proper records, by not being transparent about when these contracts were awarded and what they were doing, it lays the government open to these accusations, whether they are true or not. And, certainly, this weird vip route through, where Certain Companies got a closer look, because they were recommended by mps, peers. I mean, this is not something mps wanted, and yet it has happened. And the question is, did anyone know about it and put people through that route, and a lot of us would not have known there was a fast track route to recommend Certain Companies. The nao also confirmed that where ministers offices, mps or Health Chiefs recommended suppliers, their applications were fast tracked. Public first said it was hired on a pay as you go arrangement that meant it could be fired if it did not perform well. The Cabinet Office said it welcomed the naos scrutiny and its recommendations for improvement, but declined to comment on the case of public first. Andy verity, bbc news. Labour leader sir keir starmer is facing pressure to keep Jeremy Corbyn out of the party after criticism of yesterdays decision to reinstate him as a member. Hed been suspended three weeks ago for saying the scale of anti semitism within labour had been overstated. Lets speak now to our political correspondent, leila nathoo. Lets talk first about this, how oui. Lets talk first about this, how our Party Members reacting . Predictably this has divided the crowd, supported theJeremy Corbyn in the parliamentary party, the unions that have been his allies are saying it was the right decision to bring him back in and it is good for party unity. But his critics in the party unity. But his critics in the party and jewish groups in labour are reacting furiously saying it is it is the wrong decision, it makes a mockery of the equalities report which found that labour had acted unlawfully when it came to handling claims of anti semitism. They wanted an apology from Jeremy Corbyn for his reaction to that report which got him suspended in the first place, saying the claims had been dramatically overstated by his opponents. They wanted the complaint againstJeremy Corbyn to be handled under a new independent process that the labour leader sir keir starmer has promised to introduce in the new year. Has promised to introduce in the new yea r. Clearly has promised to introduce in the new year. Clearly this has been a controversial decision. It was independent of the leadership, taken by the partys ruling body, a Small Committee there. There is a new independent complaints procedure coming in in the new year, sir keir starmer is promising. There is now a question for the labour leadership as to whetherJeremy Corbyn becomes as to whetherJeremy Corbyn becomes a member again of the parliamentary labour party, sitting as a labour mp, rather than just coming as a rank and File Labour Party member. Later on today, there is a bit of history being made by the Prime Minister in Prime Ministers questions, isnt there . Yes, Boris Johnson will be taking questions from mps virtually because remember, he is isolating in downing street after coming into contact with an mp earlier who has subsequently tested positive for coronavirus. He has had a negative test but downing street to say he will be self isolating in the line with the guidance. There will be a virtual pmst, sir keir starmer will be there in person. There has been calls for greater virtual participation in parliament, one union says they should not be an exception for the Prime Minister and they should be more virtual participation, there has been a move to include more vulnerable mps included in virtual debates but the leader of the sir Jacob Rees Mogg has said they wanted more interactions in person. Around two Million People will be placed under scotlands toughest coronavirus restrictions for three weeks from friday. Under the level four rules, nonessential shops, pubs, restaurants and gyms will have to close. 0ur reporter Alexandra Mackenzie is in glasgow for us. Good morning. It is the plan around this to try and get some sort of normality by christmas . Yes, some kind of normality orjust some kind of easing of restrictions, that people can even have a chance of spending time with family and friends. Over that christmas period. After what has been a very difficult and stressful time for many. The 2 Million People or more than 2 Million People or more than 2 Million People or more than 2 Million People that are affected are across 11 Council Areas and that includes here in the city of glasgow. That is across central scotla nd glasgow. That is across Central Scotland and across western scotland. The kinds of restrictions that we are going to see is that hospitality is going to close, james are going to close, and nonessential shops are going to close. Gyms and hairdressers will close as well. Schools will remain open although the unions have called for a blended learning system in level four areas, they say the school should not be fully open in those areas. There has been a mixed reaction, it is obviously a very difficult time for businesses, especially coming up to christmas but nhs Greater Glasgow and clyde put out a Statement Last night saying they have seen a steady increase in the number of people going into hospital in the last few weeks, 700 people in hospital with covid at the moment and they say that their staff are under the same kind of pressure that they were at in the peak of the covid ist of may. Thank you very much for the covid first wave. Thank you very much. Leading doctors have warned that hospitals will be overwhelmed unless the government imposes new restrictions in england after the lockdown is lifted in two weeks. The British Medical Association says the previous local tiered system is inadequate and does not contain the spread of the virus. Its created a blueprint with suggestions on how a new system should look. The government says its Infection Control guidance is constantly under review. Donald trump has sacked an official who rejected his unsubstantiated claims of voter fraud in the president ial election. Christopher krebs was the head of the us cybersecurity agency. Skipping ropes sales have soared this year as we all look for ways to exercise at home, but what if you only have one rope per household . Well, you could try this. This is hijiki ikuyama and angora soncho, a couple from japan who have just broken the world record for the most alternate skips by two people using a single rope in 30 seconds, they did 71. The footage of their feat was released to celebrate Guinness World record day 2020. And if skipping isnt your thing, you could have a go at this instead. This is tinukes 0rbit, from london, bagging the record for the most cartwheels in one minute while wearing roller skates. It is the roller skates she managed 30 ina it is the roller skates she managed 30 in a minute. It makes me dizzy looking at her. Imagine whats going on your brain after that. Can you cartwheel . Yeah. I never mastered the cartwheel, my arms and legs are too long. Skills that i never know i needed lets have a look at the weather now. Good morning. This morning is quite a mild start to the day, the focus is cloudy for most of us again, rain moving to the east and it will be windy. The strongest winds will be towards the north and west. We have had some persistent rain through the night, in the last 36 hours in the isle of skye we have had 160 millimetres but we have another leg of rain as well and this will be moving from the west to east through the day. If you start off with some brightness in the east, it wont be too long before cloud builds, a few showers and the rain will arrive. Persistent rain across the Northern Isles and behind this band of rain, you will find the return to some brighter skies, sunshine and also some showers. Temperatures ranging from six in lerwick to 15 in the south east. Behind this weather front, the temperatures are going to do it. The highest temperatures in the west are now. This evening and overnight, the front pulls away into the north sea and the near continent and the front in the north sinks southwards. It is bumping into cold airso we will southwards. It is bumping into cold air so we will see some wintry showers down to sea level across shetland and 200 metres across the highlands. In the heavier showers, it could be much lower. There could bea it could be much lower. There could be a risk of ice in parts of scotla nd be a risk of ice in parts of scotland but further south, not quite as cold as it is in the north. Tomorrow we start off with some gales across eastern scotland and Eastern England, but through the day asa Eastern England, but through the day as a ridge of High Pressure builds m, as a ridge of High Pressure builds in, the wind will ease. Any showers will start to fade away and there will start to fade away and there will be a lot of dry weather around. It is going to be much colder, in scotland, tomorrow compared to today, there will be a 10 degrees drop in temperature for some. That is a big drop. See an hour. See you in half an hour. Lets take a look at some of todays front pages. Five days of christmas is the suns headline. The paper claims that households will be able to mix indoors for a limited period over christmas starting on the 24th of december. It says the rule will apply to the whole of the uk. The daily mail leads on the same story as we do this morning. It says its the end of the road for new petrol and diesel cars, which will no longer be sold after 2030 under plans to be announced by the Prime Minister today. The mirror carries a pledge by the england world cup hero sir geoff hurst who says hell donate his brain to science after he dies. Well be talking to sir geoff at 8. 30am today. He wants to help researchers to tackle dementia which appears to affect a disproportionate number of ex professional footballers. And the daily record responds to the increased coronavirus restrictions announced by scotlands first minister Nicola Sturgeon yesterday. The paper calls it the fight before christmas. We will be talking about that as well later. We will be talking to john swinney. Lets start on the inside with dolly parton. She was talking on the bbc yesterday about coronavirus, this new vaccine that the modern maybe 9a. 5 effective. She was name checked in the report, is one of the people who donated some money, 1 million to the moderna fund to investigate it. It is cold the Dolly Parton Covid fund. I love dolly parton, its great shes involved. My story is not quite so important. Its about Nigella Lawson telling people how to make toast. I think your assessment is correct, we know how to make toast. Apparently not this is her way of doing it, this is part of cook eat repeat, which is on on monday night. Everyone likes toast different shades of brown, but she said two layers of butter, one when its hot and another when it is cold. My kids dont allow me to but thats because i put too much pressure on the life and i press the toast down. I dont like it, dad do it yourself then. Do you watch bake off . Dont ruin it. What will we watch when its over . This is a lovely story, this man went into retirement and attempted a world record, cycling from lands retirement and attempted a world record, cycling from lands end to john 0 groats last year, 874 miles. He wanted to break a world record but only got back from that in fact he had not got a world record, he was too young by four months. So he said it again because he wanted to break the world record. He has done the right at the age of 88, congratulations, lawrence. You watch im a celebrity in your house . Its a bit late for me but yes. Later on we will be talking, we have been watching gordon north, he used to work on five live and now jordan north. We are going to be talking to his old housemate, he told a story to mo farah that in 2012 on golden saturday when they all won gold medals, jordan and his flatmates decided that they would watch a film instead. So they missed super saturday. He admitted this to say a mo farah, sarah mo farah, eve ryo ne mo farah, sarah mo farah, everyone was talking about it. He has been one of the stars of the trials, last week he was eating goat eyes. He is a staff of the wrong reasons . Lots of screaming going on. We will be speaking to his housemate later on. Here on breakfast, throughout the pandemic, weve heard the heart breaking stories of family members whove been separated from their loved ones living in care homes. Now, the long hoped for prospect of face to face meetings could be a reality once again, with trials in england of a new system for testing visitors. John maguire has been speaking to some of those whove been able to hug their relatives for the First Time Since march. A moment of tenderness, of intimacy, of love, and long awaited. If you could do five swivel turns towards the back of your console. Summercourt Residential Home in teignmouth is one of about 20 homes involved in the pilot across cornwall, devon and hampshire. Peter williams is the first to visit his mum, sheila. He undergoes the lateral flow test and, after half an hour, is given the all clear to enter the home and, crucially, be able to touch his mother once again. To go in and hold her hand and reassure her and give her the love, not only from me, but for my sister sue and her grandchildren and great grandchildren, that would be brilliant. How are you . All right . Good to see you again. There is no age limit to a mothers pride. Peters recently been elected as the mayor of teignmouth and is keen to show sheila his chains of office. Who would have thought it . All right . For the care home, this is another step towards restoring the magic of a loved ones visit. Ive just seen the first visit take place. I was very lucky to be in the room. And just seeing the residents hands reach out to hold hands with her loved one. It was just really special. We feel very lucky and, hopefully, this will all work and, in fourweeks time, we are nearing christmas, and we can have some normality at christmas with people coming into the home to do visits. It would be great. Even half obscured by a mask, you can see the joy these rapid tests are bringing already. 0h, she is beaming with delight up there. Absolutely loved it. She always loves it when people come to see her. But to actually have bodily contact, to be able to communicate with her other than through a screen, or her being asked to come to the garden, absolutely great. Relaxed, chilled, she is loving it up there. Sefton hall in dawlish is also part of the pilot. Doctor simon raines, a local gp, has been coming to see his mum marjorie as often as he can, in the garden, as a drive through and behind perspex in the homes summer house, which is now being used to test visitors. His appointment was rescheduled after a delay in the testing kits arriving. He is excited, but also anxious, not sure what his mums reaction will be. It just gives that extra bit of closeness. It will be very interesting to see how mum reacts after all this time to being together again. Touch. One of the senses that makes us human. Simon, how was that . It was just amazing. She was in brilliant form. We did lots of hugs. And lots of messing about, as she always will do. She was just in great form. Itjust warmed up, actually. She was very quiet at the beginning and, then, itjust built and built, and we had a lovely, lovely time with her. The department of health says it is aware of some delays and all but one home now have their kits to allow the trial to start fully, with the objective to see testing in all homes by christmas. If successful, it will be another vital step in bringing family so cruelly kept apart by this pandemic back together, back in each others arms once more. John maguire, bbc news, devon. Thank goodness. Its so important, you can see the difference it makes. The Prime Minister will announce plans for the uk to switch to a low Carbon Economy later today. Therell be more investment in new technology and jobs. Nina is taking a look for us. Good morning. Thats right. The way we generate our energy, especially electricity, has been dramatically changing over the past few decades. Just ten years ago about three quarters of our electricity came from generators powered by coal, and natural gas. But theres been a global shift away from fossil fuels because of the harmful gases they produce. Last year, the governmment committed to net zero by 2050. That means the amount of Greenhouse Gas produced, must be met by the amount removed from the atmosphere. That demands big changes. Coal stations will shut, therell be more power from wind and solar. Last year, renewables provided 40 of the uks energy mix. But the govenrment says they cannot be relied on 100 . And so theyre investing in nuclear as whats called a baseload supply. The bbcs chief environment correspondentjustin rowlatt has been taking a look. The Nuclear Plant at Hinkley Point b in somerset is looking rather tired. That should not be a surprise. It will be 45 years old next year. I am now walking out on top of a Nuclear Reactor and its right below me. And a hole is opening up in the uks energy system. This place will be shut down in two years. All but one of the uks seven Nuclear Power stations will be off line by 2030. That is 20 , a fifth, of the countrys electricity. This place, Hinkley Point c, is the only new Nuclear Plant being built in the uk. It will generate 7 of the countrys electricity. We understand the government plans to step in to fund another plant like this at sizewell in suffolk. We believe working alongside government, working in partnership with them, we can find a model that suits the consumers, which lowers the cost and price of electricity, but, at the same time, lowers the overall cost of nuclear. But that isnt the end of the governments nuclear ambitions. What have we got here . It is full of pipes, a spaghetti of pipes. The Prime Minister is expected to take a punt on a new approach to nuclear. How about, instead of a few big plants, we build lots of little ones . The beauty of this 40 foot container module is you can manufacture these in a factory environment and then deliver them to site on road transport. The plan is to build the Component Parts in hundreds of sections, or modules. Think high tech lego. The idea is it will drive down costs and make construction less prone to overruns. Our products will be in the £2 billion range and that is a much more investable proposition. Once the factory concepts are developed and proven, the amount of capital that would come in and fund the construction and delivery of this technology, we are confident will be transformational to the industry. Of course, there is no guarantee it will be cheaper. Small Nuclear Plants will have to make the same high Safety Standards as big ones. But the possibility of a major new low carbon export industry is exactly the kind of optimistic vision that government is desperate for. Justin rowlatt, bbc news, somerset. Justin talking about the scale of the challenge to meet that 2050 target, and there will not be many Business Owners who say to you that they dont agree that that is a great target for us to have it. Its the practicalities around meeting those targets so later i will be talking to the boss of vauxhall, they are all about building new electric vehicles but they say, are there enough charging points, are they popular enough with the consumer and how is Consumer Behaviour going to change when we think coming out of coronavirus and a brexit . We are going to talk to the business secretary alok sharma as well. Time now to get the news, travel and weather where you are. Good morning, im sonja jessup. British airways will begin offering covid tests to passengers travelling to the uk from three us airports from next wednesday. The airline wants to persuade governments that testing travellers will make quarantining unnecessary. Passengers will be tested 72 hours before departure, as well during and after their trip. It is a trial, and theyll still have to follow the current quarantine rules. The met police is urging families who become concerned that a loved one is becoming radicalised to call a new confidential police hotline. Detectives at london prevent, which aims to identify and help people at risk, has seen a drop in the number of referrals from health and education authorities. As lockdown means more people are staying at home, they fear worrying behaviour could be missed. Research has found that older lgbt people have been struggling with loneliness during lockdown. More than a thousand were asked how theyve coped over the last few months, and more than a third said they felt more lonely than normal. Half reported lockdown has had a negative impact on their psychological wellbeing. Experts say many dont have family around. Should cars be banned from some of the capitals royal parks . Londoners are being asked for their views as a trial takes place to reduce cut through traffic in parts of richmond and bushey parks. Some groups such as the London Cycling Campaign say the measures should go further and parks should be completely closed to drivers using it as a short cut. Lets take a look at the travel situation now. Its all looking good on the tube so far nothing to report other than the ongoing waterloo city line closure. We have problems on the m25 its closed anticlockwise from junction 12 for the m3 to junciton 11 for chertsey after an accident overnight. Its slow on the approach tojunction 12 and you can expect delays through staines and chertsey. And in kennington, the a3 is closed outside the tube station following an accident. Now the weather with elizabeth rizzini. Hello, good morning. Once again it is a very mild start to the morning. Temperatures are between 11 13 celsius. Some brighter spells, a bit of sunshine around for a time this morning. But it is not going to last. Always plenty of cloud and the cloud will thicken as we head through the afternoon, from the west. Eventually, we will see some outbreaks of light rain and drizzle, but probably not until after dark. Its another very windy day. Gusts of wind across the capital up to 30 40 mph, and feeling very mild. Highs today of 15 16 celsius. After dark, this weather front will make its way eastwards. It will give us some outbreaks of light patchy rain, nothing more than that, really. But also introducing cooler air overnight tonight. The skies will clear. It will remain too windy for any frost to form and we will see lows drop back into single figures. So it is a much cooler start to the day tomorrow. Tomorrow, expect to see some cloud, possibly one or two showers through the morning. But the skies will clear, there will be sunshine into the afternoon, and there will be quite a big dip in temperature, maybe a touch of frost, on thursday night. Ill be back in half an hour. Hello, this is breakfast with dan walker and louise minchin. Coming up on breakfast this morning. Sir geoff hurst willjoin us to discuss the links between football and dementia after the diagnosis of five of his 1966 World Cup Winning Teammates. Would dinosaurs have continued ruling the earth if an asteroid hadnt hit 66 million years ago . Previous Research Suggests they were already on their way out, but not any more. Hgppy happy place, happy place, turf moor. And hes been dubbed the most terrified contestant in im a celeb history. Well see ifjordan north managed to find his happy place in his second trial. And we will speak to a former housemate. The British Medical Association are calling for a post lockdown plan to avoid the Health Service becoming overwhelmed in the time between when restrictions are lifted and when a Coronavirus Vaccine reaches the public. The uk has ordered five million doses of the new Moderna Vaccine, which is nearly 95 effective. Lets talk now to gp dr ellie cannon. Good morning, iam good morning, i am sure you have followed the news of the vaccine, particularly closely because you have been involved in a trial. Yes, iamon have been involved in a trial. Yes, i am on the oxford vaccine trial, the astrazeneca, which has not made an announcement yet. I joined the astrazeneca, which has not made an announcement yet. Ijoined the trial in june. And an announcement yet. Ijoined the trial injune. And i was vaccinated at that point. I do not know if i have had a vaccination or placebo. I have had a vaccination or placebo. I have not had covid, so far, so lets hope ive had the vaccination and lets hope it works. Was it important to be part of the trial . Without people who volunteer there cannot be a vaccine . Absolutely. I spent much of the year probably like everybody else feeling devastated and depressed about the effect of the pandemic. 0n and depressed about the effect of the pandemic. On my family, my patients, and really life in general in the uk. For me it was a selfish act. I wanted tojoin a in the uk. For me it was a selfish act. I wanted to join a trial to do something about that and rather than just screaming at the television and feeling sad at the news all the time, i wanted to channel that energy somewhere practical. And as you say, it is because there were thousands joining trials that we are now in the optimistic situation we are in. Tell us about your surgery. Gps, when there is a vaccine able to be rolled out, you will be gps, when there is a vaccine able to be rolled out, you will be part gps, when there is a vaccine able to be rolled out, you will be part of that. Are you preparing already. Yes, we are. People have to realise it will not look like a normal flu campaign where you pop down to your surgery, pharmacist and have a vaccination. It will not be organised at that micro, local level. It will be organised to primary care Network Level with groups of gps coming together to organise this either in local sports halls, or bigger venues where we can vaccinate lots of people safely, very quickly. It is unlikely to be yourgp very quickly. It is unlikely to be your gp vaccinating you. The scientists and advisers said it does not have to be a Health Care Professional who is doing the vaccination. So it may actually be a logistical situation like we have seenin logistical situation like we have seen in liverpool with mass testing, where the army, other types of personnel delivering these vaccines. Shall we talk about december the 2nd when lockdown in england ends. The British Medical Association calling for a strategy. What is your view is the priority . In my view the priority really needs to be looking towards living with the virus. As we wait for a vaccination. The bma are absolutely right, we cannot fall out of lockdown again. Into diffuse measures. What they are calling for isa measures. What they are calling for is a tightening, of people plus my understanding. They have called for a proper video to show people how to wear a facemask properly. 0r a proper video to show people how to wear a facemask properly. Or a tightening of measures in restau ra nts tightening of measures in restaurants to ensure when people are eating in restaurants, everywhere is covid secure, because obviously there is inconsistency. The most important thing we need to work towards now is an understanding that lockdowns cannot simply be repeated every time that virus numbers go up because lockdowns in themselves are incredibly damaging. And there is a lot of fatigue now in the country. It is the idea that we need to find another way to live with this virus while we wait for the vaccination programme. Shall we talk about christmas . How do you think it could work in a safe way . |j suppose think it could work in a safe way . suppose this goes back to what the bma are saying about clear guidelines for people. We are nine months into some form of restrictions now and there is a lot of fatigue. I know that from speaking to patients, elderly patients, who no longer want to be by themselves. If the government wa nt by themselves. If the government want people to behave appropriately and in line with restrictions, they are going to have to give us some form of christmas, which will involve you being allowed to see yourfamily in your home involve you being allowed to see your family in your home safely. I think really they would have to move towards doing that. I know within the bma suggestions it mentioned people should continue to socialise outside, but perhaps theyve forgotten Christmas Falls on december the 25th in a very cold country, so i do not think that will be viable. We are talking later in the programme about loneliness because that is an impact this is hand. How are you seeing it affect people . Unfortunately, i see the very worst of that. We have a tsunami of Mental Health problems now affecting all sectors of our patients, from children, adults and our elderly and vulnerable patients. Loneliness is a huge part of that. Some people in care homes have not had a visit since the beginning of the pandemic, since march. The figures show it could be as many as eight out of ten people. Loneliness for People Living by themselves in the pandemic unfortunately has led to spiralling Mental Health problems. In my practice we see referrals for that go up and up. That will have to be taken into account in terms of measures because we know loneliness is not simply an emotional problem. Loneliness is genuinely associated with worsening physical health, worsening Mental Health, worsening dementia. So it is vital that is taken into the calculations when we look at the effects of lockdown. Thank you very much. We have a packed programme and coming up later we will talk to sir geoff hurst about the link between football and dementia. This is something you are touching on this morning . Yes, i have read the studies. If you area yes, i have read the studies. If you are a former footballer you are between 2 5 times more likely to be diagnosed with a degenerative brain disease. And it was brought into the spotlight by the fact five of the 1966 world cup winning side were diagnosed with dementia and four have gone on to die, nobby stiles in 0ctober have gone on to die, nobby stiles in october was the most recent. And some heartbreaking testimony from his family about the effect of that and the effects of living with dementia and how hard it is for people to cope with that, particularly after a career in football. All this morning on breakfast were going to be discussing the links between dementia and football. England legend sir geoff hurst has seen four of his World Cup Winning Team mates die after living with the disease. Sir Bobby Charlton has been diagnosed with it, too. Its linked with heading a football, something hurst wants a review into in the professional game and a total ban on for young kids. Well hearfrom him later this morning. Nobby stiles was one of hursts four team mates to die after suffering from the disease. He had cancer, too. And now his family have been talking about the issue, saying football has to address the scandal of dementia in the game. Well, it is blatantly obvious, heading the ball has given them dementia. There is nothing else that they have done. Although, again, all i hear from the football authorities is we need more studies, we need more studies. But while they are doing that, the players are not getting the help they need, and they need it now. Well, the Football Association say theyre working closely with the Alzheimers Society and other sport governing bodies, plus campaining to raise awareness of dementia. And the professional Footballers Association say theyre funding three separate studies looking at neurodegenerative conditions and football. In the next hour, well hear from a doctor who carried out a study commissioned by the fa and pfa. And at 08 30, sir geoff hurst joins us on breakfast. Fans could be back in some sports venues before christmas in parts of england. Football leaders held talks with the government yesterday with the return of supporters one of the things discussed. We understand Prime MinisterBoris Johnson has indicated privately to mps that reopening turnstiles as soon as possible is a personal priority for him, in areas where the rate of infections are sufficiently low. Rafael nadal produced some incredible tennis, but was still beaten by Dominic Thiem at the atp finals in london. The us open champion won what was a brilliant match by two sets to love, but needed tie breaks in both. Nadal can still make the semi finals having won one, and lost one so far. To get there hell need to beat Stefanos Tsitsipas tomorrow in a winner takes all match. The defending champion beat Andrey Rublev two sets to one, which in turn confirmed thiems place in the semi finals. And, finally, it wasnt a good night for germany in the nations league. They suffered their biggest defeat in 89 years as they were thrashed 6 0 by spain in seville. Germany hadnt lost in over a year, but were swept aside. Manchester citys Ferran Torres scoring a hat trick before mikel 0yarza bal here wrapped up the win. Theyjoin france in the finals with two more places still up for grabs. Maybe that will make england fans feel better. England not in the finals and germany are not, either. There is always someone worse off than you heres carol with a look at the weather. We will have a proper look at the weather. Thank you, i will be on until 9 15am. There is cloud around again and it will be breezy with rain moving from the west towards the east. If you are about to step out a mild start. These are the temperatures. But for some, those temperatures. But for some, those temperatures will go down through the day. That is because the weather front bearing rain moves towards the east with colder air behind it. It is going to be windy, especially in the north and west today. We have seen a lot of rain overnight. In the past 36 hours, in the isle of skye, 138. 6 millimetres, almost five and a half inches, and more rain for you today. This is moving towards the east, eradicating early brightness in some areas. We also have persistent rain across the Northern Isles. Behind this we see a return to brighter skies and sunshine but also showers. And temperatures going down. We will be down around nine in the afternoon. Further south, still in the milderair. The afternoon. Further south, still in the milder air. And it is largely a change in the wind direction with a change in the wind direction with a northerly component in the north and westerly in the south. 0vernight, the weather front clears. We have a weather front sinking southwards over night and we have the northerly wind and cold air, so likely to see snow showers across shetland in particular. Down to sea level. And accumulating down to 200 metres in the highlands. And it will be cold tonight. Look at the temperatures compared to the 12 14 we are looking at at the moment. Further south, not quite as cold. As we move through thursday you can see the blue dominates the chart, indicating it will be cold. Add in the wind chill and it will feel quite bitterfor some. We have High Pressure building that will settle things before the next clutch of fronts bringing the milder air through friday. First thing on thursday, gales in eastern scotland and england. They will start to ease and england. They will start to ease and we will see showers fade away. A lot of dry weather and a fair bit of sunshine. But cold with the wind chill. These are maximum temperatures. Not as cold in the south as the north. In some parts of scotla nd south as the north. In some parts of scotland the temperature will be a good 10 degrees lower than it is going to be today. We will certainly notice that. On friday, cloudy. And then weather fronts from the west introduce rain. We will start to see milderair introduce rain. We will start to see milder air because the wind will return to more of a south westerly. These are the temperatures in the west. And we will see the temperature rise towards the east. But you might find on friday temperatures are higher on friday night than they will be on friday during the day, for some. Is that unusual . I imagine it is. It is quite unusual. The weather is to psy tu rvy. Phrase of the week, topsy turvy. For months, swedens Pandemic Response garnered world wide attention as the only western european country not to order a legal lockdown. However, in recent weeks, coronavirus cases, hospitalisations and deaths have all increased rapidly, resulting in the Prime Minister announcing the countrys toughest restrictions yet. 0ur correspondent maddy savage joins us now from stockholm. As we mentioned, the approach in sweden has been one that has produced interest over the past weeks and months. Give us an idea of what life has been like for most of 2020 there . Crucially i think it is important to say life has not been com pletely important to say life has not been completely as normal. There have been no packed sporting arenas nor festivals. There has largely been an approach on voluntary recommendations than tough guidelines, so advice to work from home and to use public transport, but no fines, penalties if you do not do so. And so much more has stayed open than in other parts of europe with most schools, shops, restau ra nts a nd europe with most schools, shops, restaurants and gymnasiums. The strategy here was based around long term measures designed to stop the country going in and out of lockdown. The other key thing you would notice masks are not mandatory. So it is a big difference. How have restrictions changed . And how have they gone down . As you mentioned, sweden has had a mixed reaction to the pandemic. The first cases were very high and it managed to get cases down without a lockdown but due to thousands of cases reported every day over the past weeks in a country of 10 billion, tougher restrictions have come in with a rule of eight in bars and have come in with a rule of eight in bars a nd restau ra nts have come in with a rule of eight in bars and restaurants since last week. There will be a ban on serving alcohol after 10pm on friday. And also a ban on Public Events of more than eight people say things like demonstrations, small concerts or theatre productions. I have spoken to people in stockholm to get their reaction. We do not have to have laws. If they tell us to do something, we do it. Most of us. Now that there are restrictions i feel people might be more inclined to follow the rules. I also feel there are a lot of people who do not really ta ke are a lot of people who do not really take it seriously and do not really take it seriously and do not really care. I think people are sad we get more restrictions. I do not believe that people will take this well. We have been disrespectful about covid, me, also, i well. We have been disrespectful about covid, me, also, lam no better than everyone else. It has spread very much and we have a second wave. In sweden we are like, oh, we suggested you do not go out but i want it to be like we have to stay at home and focus that it is a serious thing going on. I think we should have a lockdown. Really interesting comments. Do you think the suggestion is the laid back approach in sweden might have failed . I think there are a few things to look at. Did sweden managed to bring down the infection rate as much as it hoped without a lockdown . No. Has it managed to have a consistent approach with sticking to guidelines in the long haul . No, it is introducing tougher recommendations. Fans of the strategy would say look at the uk and belgium who had tougher lockdowns and still seeing high numbers of cases. And then the question of immunity. The experts here say that was not the key goal of the strategy but they thought more swedish people would have antibodies at this time of year but that has not happened. The crucial takeaway, sweden is not the start of the show when it comes to reducing covid 19 infections. The show when it comes to reducing covid19 infections. Very interesting. As winter approaches, levels of loneliness in lockdown have risen to record levels, affecting millions of people of all ages. Young people are most likely to feel isolated according to the office for national statistics, with nearly a third of 16 to 29 year olds always or often lonely. The bbc has been hearing their stories in a series of special reports. Elaine dunkley has more. Especially caring for my mum and my little sister, itjust leaves you isolated from your friends and everyone around you. Everything when youre pregnant is unknown, but to deal with a global pandemic, my Mental Health has suffered because of it. You know, not having my friends around. A lot of care leavers tend to be quite isolated anyway, but i think with the lockdown in place, its more a sense of feeling trapped. For poppy, pregnancy and becoming a parent has been a difficult journey. She is in stockport, her family are nearly 300 miles away in scotland. Ijust really miss my mum. I wish we could go and see her. You know, i feel bad that she is missing out on so many things with arlo. Ive been really anxious all day today. Just thinking about if were not allowed to go to scotland for christmas, what im going to do . For christmas, what im going to do. You know, it willjust be me and arlo here by ourselves because my partner is working for most of december. Ithink its, you know, affected me being able to make friends. And, it sounds like its not really a big deal, but it absolutely is, to have peer support is sometimes more important than having a gp on the end of the phone. Its so much more thanjust being able to go for a coffee with someone, you know, it is everything. Elorm is a young carer. Her mum has sickle cell anaemia. Shielding and extra responsibilities at home has added to the feeling of isolation. Its like youre carrying the whole worlds burden on you. With college, i definitely still have to go in. Its just me being extra careful. Im just like, no, dont touch me i want to be extra careful. You are outside with other people but youre still isolated from them because you dont want to get too close in case you catch it and take it home, it could be dangerous. 21 year old jaymie grew up in care. Her grandfather recently passed away and shes worried that this years christmas gathering for care leavers will be cancelled. Last year, wed had a really nice sit down meal with a group of us. It was like just a big family sitting down for christmas dinner. Like, it was a really good atmosphere and they would usually be christmas quizzes and stuff as well. And, like, wed get given presents and stuff. A lot of care leavers may not necessarily have a family to go to. Since lockdown began, young people have been the most likely age group to experience loneliness. Poppy has now helped to start a Walking Group for parents. A simple thing, being able to go out for a walk in the park. But, you know, seeing how much it means to some people isjust. Cant really describe that feeling. Jaymie has nowjoined an online art group to help herfeel connected to have grandfather and his passion for painting. Whenever i talked to him about art and stuff, hed be always like, you take after me with that. Which made me smile. And elorm is determined to help others. She is part of campaign called lonely not alone. Today im wearing my yellow socks, we chose yellow socks as our symbol. And itjust brings me so muchjoy when i see a random person on the bus wearing yellow socks. That will make you feel more like youre definitely not alone through all this. Many thanks to poppy, elorm and jaymie for sharing those really powerful stories with us. If you are affected by any of the issues in that report, you can go online to. Where youll find details of organisations which offer advice and support. It is a trial and theyll still have to follow the current quarantine rules. The met police is urging families who become concerned that a loved one is becoming radicalised to call a new confidential hotline. Detectives at london prevent, which aims to identify and help people at risk, has seen a drop in the number of referrals from health and education authorities. As lockdown means more people are staying at home, they fear worrying behaviour could be missed. A studys found that one in three older lgbt people have been struggling with loneliness during lockdown. More than a thousand were asked how theyve coped over the last few months. Half reported lockdown has had a negative impact on their psychological wellbeing. Its thought older lgbt people are especially vulnerable as they are more likely to live alone, and have less contact with relatives. Should cars be banned from using the capitals royal parks as a short cut . Its all looking good on the tube so far, nothing to report other than the ongoing waterloo city line closure. We have problems on the m25 though, its closed anticlockwise from junction 12 for the m3 tojunciton 11 for chertsey after an accident overnight. Its slow on the approach tojunction 12 and you can expect delays through staines and chertsey. And in kennington the a3 is closed outside the tube station following an accident. Theres much more on our instagram and facebook. Good morning, welcome to breakfast with dan walker and louise minchin. 0ur headlines today. New petrol and diesel cars to be banned from sale after 2030 as part of the governments 10 point plan to tackle Climate Change. Ministers say a quarter of a million green industrial jobs could be created. It demands a lot of change very quickly. Can businesses meet the challenge . Ill talk to the boss of vauxhall. Criticism for the way ministers handed out billions of pounds worth of contracts to buy ppe to tackle coronavirus. The watchdog says priority was given to firms recommended by mps and political advisers. Calls for football to address the scandal of dementia in the game. England legend geoff hurstjoins those calling for new restricitons on heading the ball. Good morning. A mild day her head, and through the afternoon temperatures in the west will drop as rain moves from the west to east, followed by some blustery showers. All the details in ten minutes. Its wednesday the 18th of november. Our top story. New cars and vans powered entirely by petrol or diesel will not be sold in the uk from 2030 as part of what the prime minster has called the green Industrial Revolution. Later today, mrjohnson will unveil his 10 point plan to tackle Climate Change, so whats on his agenda . Lets start with that ban we just mentioned on the sales of new petrol and diesel cars. Its hoped it will speed up the transition to electric vehicles. The scheme plans to provide investment for a range of green energy initiatives, like producing enough offshore wind to power every home and quadrupling how much we produce. More Nuclear Energy is part of the governments solution. The plan is to build more small plants which could support thousands of jobs. And new House Building will have to play its part. From 2023 all homes will need to be so cosy they dont require a gas boiler. Lets speak now to our chief environment correspondent, justin rowlatt. First of all, give us a sense of scale, how ambitious are these plans . As you can imagine, the Prime Minister borisjohnson plans . As you can imagine, the Prime MinisterBoris Johnson is plans . As you can imagine, the Prime Minister borisjohnson is a saying this is very ambitious, he says it is the invigorating start of a new green Industrial Revolution. There will be investment in hydrogen, Nuclear Power, electric vehicle infrastructure, batteries, carbon ca ptu re infrastructure, batteries, Carbon Capture and storage, he will restate the governments commitment to offshore wind, developing the industry in britain and also Energy Efficiency, so an increasing the amount of grants available to us all to insulate our homes and make them cosy. He is keen to stress the jobs aspect, saying that 250,000 newjobs will be created as a result of this investment, this new industry which he says will be growing up. You will not be surprised to hear that labour and the green party say this is not ambitious enough, and to put it in context, £4 billion new money, 12 billion in total, they say if you look at that 4 billion, is about the 20th of what they are spending on the new hs2 high speed rail line which put in perspective. You have picked out the most eye catching of the measures, and everybody virtually, anyway, agrees it is ambitious and this is this plan to phase out new petrol and diesel cars by2030, phase out new petrol and diesel cars by 2030, ten years earlier than planned. Of course that means that will have a big impact in the car industry for starters. The car industry for starters. The car industry is saying this is very ambitious, they are saying we can do it, but it will be tough because it means retooling all of those production lines that it has, making them switch to a completely new technology. We have relied on internal combustion engines for 120 yea rs internal combustion engines for 120 years and there we will switch over to this new technology so they say will be expensive. 0ne to this new technology so they say will be expensive. One of the issues will be expensive. One of the issues will be expensive. One of the issues will be the price for consumers. Im sure everybody will be wondering, what about my car, my petrol or diesel car, will they face that out ifi diesel car, will they face that out if i dont buy a new one . You have to assume that they are signalling a direction of travel, the vision is that beginning in 2030, we will begin to get that fleet of petrol and diesel cars off the road, beginning what Boris Johnson and diesel cars off the road, beginning what borisjohnson would call an electric revolution here in britain. Very interesting, thank you, justin. Most of the contracts were to suppliers of personal protective equipment. Jeremy corbyn has been reinstated as a member of the labour party after being suspended three weeks ago for saying the scale of anti semitism within labour had been overstated. Lets speak now to our political correspondent, leila nathoo. Good morning. Give us an idea of how the Party Members are reacting to this news. Good morning. Predictably it has divided the crowd, very much as his initial suspension did at the time. He was suspended because of his response to that long awaited report into how anti semitism complaints were handled under his leadership. There was a critical report from the equalities watchdog and found labour had broken equalities law. He said at the time that he did not accept all of the findings and said that at some cases, his political opponents had dramatically overstated the extent of anti semitism. That is what got him suspended in the first place. To his critics, that was welcome news, saying that actually labour was showing it was determined to draw a line under the whole issue. It had been very toxic to the party for a long time but his supporters said it was a very long time but his supporters said it was a very divisive move. Now he has been reinstated, some of his critics and jewish groups reacted with dismay saying it shows the shortcomings in labours complaints procedure and saying he should have apologised for his comments. His supporters want to see this as a line in the sand for him to move on. There are questions as whether he will be let back in as a labour mp in parliament, a big call for the labour leader. If anyone looks at the front pages this morning, lots of talk about a government plan around christmas. Do we know anything concrete . Lots of speculation as ever, Everyone Wants to know whether they will be able to see the loved ones over the christmas period. Nothing concrete coming from downing street yet, lots of speculation about what could be under consideration, various plans to enable people to mix for a few days here or there are the inserted households. But as i say, or within a certain households. We know that the four nations are trying to have a unified approach so people could potentially travel across the country but we are still quite some way off that at the moment, and ministers are clear that they still say it is too early to say in westminster what will happen in the National Lockdown in england comes to an end and the various restrictions in other nations continue in the run up to christmas. Thank you very much. We will maybe put that question to alok sharma the business secretary who will be here at 7 30am. He described the election as the most secure in american history. Mr trump said hed made a highly inaccurate statement. Just coming up to ten past, time flies. Time for the weather again, already did you say ten past time . Isaid already did you say ten past time . I said ten past seven in my world, it is ten past time. Fairenough fair enough good morning, everybody. For some of us, a beautiful start to the day, look at this weather watcher picture taken in eastbourne, beautiful picture. Ill start for all of us better through the day a band of rain will move from the west to east, temperatures behind will start to drop. Maximum temperature is already being achieved in the north and west, but they will not last. The other feature of the weather is its windy. Here is the rain, we have a co nsta nt windy. Here is the rain, we have a constant rain across western scotland, a weather front producing all of this rain in the west and this band will continue to journey steadily eastward through the day. There is some brightness in eastbourne for example, but the cloud will build, we will see showers and then the rain will move in and behind that, we are looking at some blustery showers and sunshine. The rain also lingering across the far north of scotland as we go through the day. Temperatures raining from seven in the north to 14 in the south, already 12 to 14 in Western Areas but by the afternoon, looking at eight to ten. This evening and overnight, there goes the rain into the north sea. The rain across the Northern Isles sinks southwards. A northerly flow, northerly wind so we are looking at snow showers down to sea level across shetland, down to 200 metres well it will start to accumulate in the highlands, but some of the heavier showers will get lower than that. There is the risk of ice. In the south, comparatively mild air. But it will not last, and i will tell you what to expect in more detail in half an hour. Half an hour past time. Pick an hour, and the hour, ten past that time more than two Million People in scotland will be placed under the nations toughest lockdown rules from friday. Pubs, restaurants and nonessential shops will have to close but schools will remain open. The move affects 11 Council Areas across western and Central Scotland, including glasgow. 0ur correspondent james cook reports. Here we go again. Lockdown, take two. From friday, more than 2 Million People in scotland will be living in level four. In this restaurant, theyre not angry, theyre not surprised, but they are concerned. Its the busiest time of the year. You know, this is when we take, we probably make a lot of profit and then that sees us through the quieter months, kind of keep the business afloat and not having it is going to be really difficult. Are you worried about the survivability of the business . Yeah, of course. Every time this happens, its going to be harder and harder to reopen because, yeah, no money is coming in, cash flow, itsjust, its awful. Its very stressful. But is eating out really to blame for the rise in covid cases . For some business leaders, scepticism simmers. They want to see the Science Behind the decision. And the staff in the kitchen, well, theyre worried about theirjobs. When you see other businesses closing, i guess you must be worried . Its worrying, yeah. Just hoping its not you, but you dont want it to be anyone else either. Ive got a lot of friends that work the industry as well. Some of them arent going back to work, so its quite scary. For staff in the hospitality industry, weve seen how greatly its really affected us. With a lot of places that are closing or currently not opening, its kind of waiting to see, it feels like what will happen, what wont happen, and itsjust keeping our own morale up to say, we are now in lockdown, 0k, we must do this or deciding as a business was the best route for everyone to go down. Life for the diners is about to change as well. From friday night, it will be illegal for them to leave glasgow without good reason. I guess on the run up to christmas its important so families can hopefully see each other at christmas. Its a shame for businesses and social interactions, but i guess its quite necessary. Travel hasnt caused a massive rise in infections, so it seems to be people are sacrificing a lot, for not much benefit. Its quite difficult to swallow in that sense. Gyms are being hit hard as well. They must close, again, a blow for owner and clients. I dont think we can put a price on what sport, leisure, the arts does for peoples Mental Health. Its huge. When we returned after lockdown, two of our people got to the top of the stairs and burst into tears, they were overcome with being back. Small shops like this one already struggle against online giants. And shutting now could be catastrophic. The next six weeks are usually our busiest. Weve got queues of people outside wanting to do their Christmas Shopping because we do have restricted numbers in here. So already, we are impacted by not having the normal numbers in. So, for having the shop closed, itsjust going to have a disastrous effect. And the idea of the state banning haircuts again has put this barber on edge. Rubbish, total rubbish. I mean, ijust dont understand this. I mean, why lock us down . Its not been proven that any hairdressers or any barbershops have caused a problem. And theyjust seem to be picking on us all the time. So scotland heads into a tough winter. This shutdown is supposed to save lives, but that doesnt make it easy. James cook, bbc news, glasgow. And we can discuss the level four restrictions more now we are hoping to get more details on that in the next few minutes we are hoping to speak tojohn swinney, lots of Different Things to ask him. Hopefully that will be shortly. We will also talk to the bma this morning and we have got alok sharma the business secretary coming after 7 30am. Lets have a look at the front pages. We to our political correspondent, mentioned this to her, the newspaper claiming that people will be able to mix for a limited period starting on the 24th of decemberfor limited period starting on the 24th of december for five days. But as she was saying, no real data from the government yet. Discussions but no confirmation as to whether or not that might happen. The daily mail leads on the same story as us, the end of the road for new petrol and diesel cars. They will no longer be sold of 2030, under plans that will be announced by the Prime Minister later on. Nina will be speaking to the boss of vauxhall in 40 minutes on the programme. This is the mirror, carrying a pledge by sir geoff hurst to say he will donate his brain to science after he dies. He wants researchers to tackle dementia which seems to tackle a lot of expert borders. We will also be talking to him at 8 30am about whether children should be heading footballers. Heading footballs. There have been recommendations about children under a level not heading effortful in training at least. We will under 11. We will speak to geoff hurst at 8 30am. The daily record, the reaction to the restrictions announced by Nicola Sturgeon yesterday, the paper calls it the fight before christmas. 2 Million People placed under those toughest restrictions from friday, level four rules being imposed in 11 different Council Areas. What it means is nonessential shops, pubs, restau ra nts a nd nonessential shops, pubs, restaurants and gems have to close, schools remain open and that will remain in place until 11th of december. Gyms have to remain in place until 11th of december. Gyms have to close. Any opportunity for dolly parton to get into the programme, louise will take it that was one of my favourite interviews i have ever done on interviews i have ever done the show. It was a top five. I love her, she is making the news because this Moderna Vaccine we have been talking about, which may be nearly 95 effective against covid 19, dolly pa rton effective against covid 19, dolly parton was one of the people who invested in it. She put some money into the programme at the vanderbilt hospital, she has been saying, it is a wonderful hospital, it has been so good to me and my family. I donated 1 million and they called at the Dolly Parton Covid fund. There is loads to watch on telly, you are watching bake off, i will not give everything away. We will be speaking tojordan everything away. We will be speaking to jordan norths former housemate, he has been on im a celebrity. And a lot of people reacting to nigella showing as how to make toast. You would have thought that we knew, but were not doing it right. This is the moment from her show, could it repeat, which was on monday. Cook eat repeat. She says, one layer of butter when it is hot, then a second layer when it pulls down, then a bit of salt. Sometimes i think theyjust do the things to get social media reaction. 0ne reviewer suggested jokingly, what will you do next week m, jokingly, what will you do next week in, nigella, pot noodle . Lets get more on one of our main stories. More than 2 Million People are placed under restrictions in scotla nd are placed under restrictions in scotland on friday. And we can discuss the level four restrictions more now with deputy first minister of scotland, john swinney. So why introduce these restrictions now . Although progress has been made in reducing the coronavirus in scotland, the level is too high as we go into the period of christmas and the winter pressures of january and the winter pressures of january and february which are traditionally of enormous significance in the management of the national Health Service. We believe we have to take action to reduce the levels where they are at their most intense within scotland, and also maintain the pressure that we have in other areas of the country to keep the virus at bay. Will this mean, for example, at christmas, that people might be able to see other families . That is our hope, and what were trying to do, recognising that people desperately want to spend christmas with their families and friends, is to reduce, essentially, the baseline for coronavirus within our society from the level it is at just out to a much lower level. We are doing it gradually but its not fast enough to give us enough of the scope to relax things by christmas time if thats possible. So we want to make sure that we take the early action now, to enable us to ensure that people can be with families over christmas, and they also have enough protection in place to deal with the pressures that will come from the normal pressures of january and february in the national Health Service. People will be desperate for details, you say can be with families, what form are you hoping that will take . We are looking very carefully at all of that, and talking to the other governments within the uk about how we do that. I think the more we can Work Together and take a common position, the more effective that will be. Given the fact that families are dispersed right across these islands. So we are working to make sure that there is an ability for people to meet up, but we have to get the virus levels down first, to enable it to be the case. Thats critical, unless we get the virus levels down, it will not be possible for us to put in place the types of hopes and aspirations people have at christmas top fight at the moment you are talking with other governments. So at the moment, you are talking with other governments and you hope that there will be a unified response . We are working together to agree a common position as we possibly can do, but that is predicated on whether we can all get the coronavirus levels down. Thats the intense focus in our efforts to make sure we do that. We have seen very significant progress in large parts of scotland, and we have seen virus levels coming down, we have been able yesterday as well as putting tougher restrictions on larger parts of scotland, we were able to relax restrictions in other parts of scotla nd restrictions in other parts of scotland because of the progress that has been made. So we are taking forward an approach which is designed to avoid a National Lockdown, to make sure we intensify our pressure in different localities, to make sure we make as much progress as possible in reducing the prevalence of the virus. Briefly, are you looking at saying over five days, virus. Briefly, are you looking at saying overfive days, people virus. Briefly, are you looking at saying over five days, people are going to be able to mix with families, what detail can you give us . I cannot share any details at the this stage, we are working it out but we hope if people make a commitment to reduce virus levels now, we can agree a greater degree of social interaction at business because we know what that people want. The Prime Minister is reported to have said on monday evening, telling a Virtual Meeting of mps that devolution has been a disaster in scotland. Does that help your campaignfor in scotland. Does that help your campaign for independence . in scotland. Does that help your campaign for independence . I think it demonstrates and corroborates the hostility of the conservative government in london towards devolution. We have seen this in the legislation going through the Westminster Parliamentjust legislation going through the Westminster Parliament just now legislation going through the Westminster Parliamentjust now on the internal market bill which is a direct attack on the powers of the Scottish Parliament and also the welsh assembly. That point has been made by the welsh first minister, who is a labour member of the assembly. So we are seeing a very direct assault on devolution by the conservative Prime Minister and his government. What it demonstrates is the fact that they are hostile to scottish devolution, and i think people in scotland need to realise that if they want to protect the Scottish Parliament, they have to support those who argue strongly for the Scottish Parliament, the Scottish National party. If you were to have a scottish second referendum, Boris Johnson would to have a scottish second referendum, borisjohnson would have to agree to it, he said definitely know, how would you get him to change his mind . There is a he has set a definite no. There is a lot of conservative sources are saying, if the Scottish Government wa nts to saying, if the Scottish Government wants to have a referendum on the question of independence because thatis question of independence because that is the will of the people of scotland, there is no way the conservative government in london can stand in the way of that desire. We saw that in 2013 by the conservative government accepted the right of the people to determine their own constitutional future and we think that is a fundamental democratic requirement for the United Kingdom to accept, if the people of scotland wants to have a referendum on the constitutional future of the country, they must be able to do so. Thank you very much for your time here on breakfast. To let you know whats happening, we will be speaking to alok sharma about a number of stories in a couple of minutes, the business secretary, at 7 30am. And we will be speaking to sir geoff hurst, talking about the fellow members of the 1966 world cup winning squad who have been diagnosed with dementia, four of them have died, the race recent was so Bobby Charlton has been diagnosed. The most recent. He is talking about whether changes should be made with children heading the ball in training, for example. The Prime Minister will announce plans for the uk to switch to a low Carbon Economy later today. Therell be more investment in new technology and jobs. More on that throughout the programme. Time now to get the news, travel and weather where you are. Good morning, im sonja jessup British Airways will begin offering covid tests to passengers travelling to the uk from three us airports from next wednesday. The airline wants to persuade governments that testing travellers will make quarantining unnecessary. Passengers will be tested 72 hours before departure, as well during and after their trip. It is a trial, and theyll still have to follow the current quarantine rules. Londoners are being asked for their views as a trial takes place to reduce cut through traffic in parts of richmond and bushey parks. Some groups such as the London Cycling Campaign say parks should be completely closed to drivers using them as a short cut. Lets take a look at the travel situation now. Still all quiet on the tube no reported problmes other than the closure of the waterloo city line. Heres how the m25 looks. Its closed anticlockwise from junction 12 for the m3 to junciton 11 for chertsey after an accident. This is the approach to junction 12, where its been slow at times, and you can expect delays through staines and chertsey. And theres been an accident in kennington the a3 is closed outside the tube station. Ill be back in an hour. Theres much more on our instagram and facebook. Bye for now. Hello, this is breakfast with dan walker and louise minchin. We can deal with some of the stories we have been talking about. In two weeks, the second lockdown in england is due to end, but what restrictions will remain in place after that are still unclear. Leading doctors from the British Medical Association have said the governments previous tiered system is inadequate, and has warned that hospitals will be overwhelmed unless new measures are imposed. Were joined now by the chair of the bma council, dr chaand nagpaul. Good morning. You made a blueprint. What are your main suggestions and why . Whilst focus has been on the vaccine in recent days, the next few weeks in the national Health Service will be critical if we are not to be overwhelmed and unable to manage patients, even those with critical conditions. What we do not want is a repeat of what happened after the first lockdown where we brought down infection levels and then had a surge because there was a relaxation of the lockdown and people mixed more and we went back to square one. What we want to hear from the government well in advance of exiting is a clear exit strategy. In the absence of government information on this we produced proposals for what we believe needs to happen when the lockdown is eased. Those measures cannot go back to the previous system of tiers because they did not work. It is vital not only the government should speu vital not only the government should spell out what needs to happen when we exit lockdown, but also, as we speak, we need to have a test and trace speak, we need to have a test and tra ce syste m speak, we need to have a test and trace system operating. We cannot afford to bring the infection down, people sacrificing weeks by staying at home and then, when we exit lockdown, they are not able to have tests with results in a prompt manner to keep infection levels under control. We will speak to alok sharma the business secretary and put your points to him in a minute. You also said the rule of six should be replaced with a rule of two households. What difference would that make . I am repeating what the government told us repeatedly from its own advisers, that the greatest area of spread of infection occurs in households with different households mixing. We did not understand the rule of six because what it allows is for six members from six different households to mix indoors when the government said thatis indoors when the government said that is the area of greatest spread. If we seriously want to bring down infection, you cannot have such a relaxed rule. You have to have a rule that limits the number of households meeting indoors and two is the number the government previously had and has been adopted in some of the other nations. It is important not just to in some of the other nations. It is important notjust to restrict it to two households and then have different households meet every day of the week, which would be seven households on seven days possibly. Cani households on seven days possibly. Can i ask you, we understand from john sweeney, who told us they are talking about a unified approach to christmas. In your view, what would be the best approach, if there is one that is safe for people to see . The most important thing is focusing on today onwards, to do absolutely everything to reduce the chance of infection spreading from person to person. The science is simple. If people are not mixing, if they are wearing masks, there are barriers between people, you will stop spread. That level of adherence is not happening. The next few weeks will count. What we must be guided by is the safety of our nation. It is hard at the moment to make predictions on what will be the case in december, which is why we say we need those measures put in place now and the public to understand what will be expected when we exit lockdown. None of us want a situation over christmas where you have the mixing of generations of people, grandparents mixing with grandchildren, and finding some of the most vulnerable become infected. None of us wants that. Therefore it is premature to talk about that. We need to bring the infection down which is our priority, to reduce the spread by christmas. 0k, thank you, i appreciate your time. We can bring in the business secretary alok sharma. Good morning. Iwould like to talk about the government green plan ina to talk about the government green plan in a moment but seeing as we have just spoken to the British Medical Association it would be interesting to bring you in on that to start with. Give viewers an idea, what is the plan as regards to the 2nd of december. Is it to come out of current restrictions and go back into the system of three tiers. We will go back into that system and close to the time we will set out more details. The good news is people are following guidance, they are following what they are required to do in terms of washing hands, covering their face and social distancing. We have managed to get r down to between one and 1. 2 but we need to keep following the guidelines. We cannot lose our resolve. We had good news in terms of vaccine candidates. But of course we need to make sure they are safe before we deploy them. And in terms of the Rapid Testing that has been going on in liverpool and will be piloted elsewhere. That is good news. There is room for cautious optimism, but in terms of the 2nd of december we will come out of National Restrictions and go back to the tier system. There is speculation about christmas. What can you tell us . Is it true that there will be a five day period around christmas starting on the 24th when we can mix with other households . I want to have my mum and dad around members of my family around the christmas table. Your viewers will want the same. But it is too early to reach conclusions on that. What none of us knows right now is what the infection rate will be in different parts of the country. My clear view is lets work through this and keep doing our bit, and as we get to the 2nd of december the government will set out more details and then we need to keep bearing down on the infection. Could it be the case, maybe a week before christmas we are told what we can do at christmas . Could it be that close depending on what the rate is . at christmas . Could it be that close depending on what the rate is . I am being upfront with you. We have to see where we get to with the infection rates. All the efforts people are making, the sacrifices, andi people are making, the sacrifices, and i know a lot of people are making a huge amount of effort to make sure we get this infection rate under control. But all of us need to keep doing that and if we manage to get this thing down and down to below one, lets see where we get to. I would like to have as normal a christmas as possible. We accept this has not been a normal year and therefore the type of christmas we have might not be as normal as in previous years. We will only be able to reach a point in terms of a semblance of normality if we managed to get the infection under control. I want to talk about the green energy plan. Can i ask the amount of money available . Ed miliband has said proposals are reheated pledges and said at best the amount of new money will be £4 billion. What can you tell us about the cost and how much of the monies due . Money is new. This is about levelling up across our country. Around £4 billion is new money and other money has been pledged to previously or at the last budget in march. Importantly, the last budget in march. Importa ntly, the £12 the last budget in march. Importantly, the £12 billion will help to bring in three times as much in terms of private sector and create and support 250,000 jobs, green jobs, create and support 250,000 jobs, greenjobs, across the create and support 250,000 jobs, green jobs, across the country and in parts of the country where we wa nt to in parts of the country where we want to see levelling up. The uk has demonstrated that we can do green growth. 0ver demonstrated that we can do green growth. Over the past 30 years we have grown our economy by 75 and cut emissions by 43 . The first major economy in the world to go to net zero emissions by 2050 and we will work hard on this agenda. It is not just public money, will work hard on this agenda. It is notjust public money, it is ensuring we get private money alongside. The offshore wind sector was nascent just alongside. The offshore wind sector was nascentjust a alongside. The offshore wind sector was nascent just a few years ago alongside. The offshore wind sector was nascentjust a few years ago and we are now the biggest producer of offshore wind in the world and the reason is because of contracts, the process the government set up and managed to get the price of offshore wind down significantly. This is private sector money coming into new technology. I want to ask about a report by the National Audit office that says ministers set aside normal standards of transparency when securing £18 billion of supplies and services in response to the coronavirus crisis. Did you do that, set aside normal standards of transparency in spending that money . If we cast our mind back when there was a huge pressure on getting ppe. Every country in the world was fighting hard to secure ppe. I did press co nfe re nces fighting hard to secure ppe. I did press conferences and quite rightly people asked where would you get more ppe . And i am sure. I will a nswer more ppe . And i am sure. I will answer your question but i want to put that in the context of where we are. The report has acknowledged we had to do things at a great deal of pace. We also through each of these contract processes had eight steps that had to be followed as part of the procurement. And a significant amount of this money was also for suppliers on framework contracts who would have been through the process. Of course, the key pressure was to get ppe. What we managed to do is go from 1 of ppe we are using produced in the uk up to 70 produced in the uk. We had to do an enormous amount and work fast to secure ppe and that is what we did and i will not apologise for the fact that quite rightly we made the effort and people were rightly asking us to make that effort. I did not ask you to apologise. I want you to explain these scenarios. You make the case it was busy and we understand it was a difficult period and you try to secure contracts like other governments. But what people have reacted to is the news that a spanish businessman who acted as a go between was paid £21 million in taxpayer cash from the uk for securing a ppe contract. What do you say to that . As i understand, checks we re say to that . As i understand, checks were done by the department of health in that case and in other cases. The fundamental point is that casting your mind back, there was pressure to get ppe to front line workers. You have said that. £21 million paid to one individual of public money. My understanding is the department of health did checks in that case. It is worth pointing out that all public contracts are disclosed in the appropriate manner at the appropriate time. I go back to the fundamental point. Take yourself back some months ago where there was pressure to get ppe and thatis there was pressure to get ppe and that is what we did. Under that huge pressure you think it is ok to not consider potential conflicts of interest . The other example, the contract awarded to a focus Group Organiser public first, the owners previously worked with michael gove and dominic cummings. But the Cabinet Office failed to give documentation to consideration of those political conflicts of interest. That was ok . The report does make clear ministers declared any interest they had and ultimately ministers were not involved in the individual procurement decisions. I do not think the National Audit 0ffice do not think the National Audit office is suggesting somehow ministers behaved in an inappropriate manner. Alok sharma, we are out of time, but thank you. In ten years time you will be banned from buying a petrol or diesel car. Ninas got all the details. Yes youll be forgiven for delaying thoughts about a new car for the moment. But the switch to electric will affect all motorists. Petrol and diesel are being phased out because we know how damaging they are to our health and the environment. So last year, the government committed to reducing Greenhouse Gas emissions to net zero by 2050. That means the amount of gas produced must be met by the amount removed from the atmosphere. About a third of co2 emissions in the uk come from transport. So to help it meet that commitment the government had already committed to banning the sale of new diesel and petrol cars. In february the Prime Minister said he wanted that ban to come in in 2035 now we know that plan will be brought forward to 2030. Although the sale of some hybrid cars will be allowed a little longer. That five year acceleration is significant. Because at the moment just 7 of cars sold in the uk are battery electric. One of the main obstacles is cost. One of the uks most popular electric cars, the nissan leaf, costs around £27,000 for a basic model. Compare that to a similar five door hatchbacks running price on petrol like the Dacia Sandero well thats £8,000. Yes, running costs are cheaper but consumers also worry about charging. People do worry about how long it takes to charge these cars and then how far they can go when they have charged them. For some of these vehicles, it can take up to 12 hours to put 300 miles of range in them, depending on the type of charger being used. In a best Case Scenario you might get a couple of hundred miles in less than half an hour. So it very much depends on how good the Public Charging Infrastructure is, because not everybody will be able to have charges connected to their house. So a big challenge ahead for the consumers, for the car industry and for the government. We can talk to Stephen Norman now, the head of vauxhall in the uk. Good to see you. A terrific target, realistic . Yes, i think one of the hidden agendas was that we were expecting 2035. We had been aware of the target of 2032 that was the most likely declaration from the government. Last night it came out in 2013. It is tighter than we expected but the plans are in place to meet that and meet it we are going to have to. What pressure does it put on you. 3000 staff at vauxhall. You already made an electric car and a van is just behind in production. What do you have to do practically now . In terms of the staff, all vehicles are planned to have electric variants by 2024 anyway. That will remain the case. Given that we will now be the Second Market after norway to go all the electric, this will mean there will be a greater share of production allocated to the United Kingdom market by all manufacturers than had been foreseen before last nights announcement. There will be more than enough production to satisfy the demand by 2030. You are there in terms of production and infrastructure. The main stumbling block is selling it to the consumer. We talked about the costs of one car, £26,000, three times the price ofa car, £26,000, three times the price of a petrol car of a similar model. How do you sell that . I take issue with the two times. 0ver how do you sell that . I take issue with the two times. Over 70 by their vehicles on personal contract plan and over three, four years, because of massive savings in fuel costs of electric over petrol or diesel, the monthly cost is no greater. Certainly it is not cheaper but it is not greater. And that is excluding the massive environmental benefits behind the government declaration. What does this imply . It means we are not being clear enoughin it means we are not being clear enough in our communication to customers as an industry of the benefits of switching to electric already. As you rightly say, less than 10 of the market is electric today, and if it is going to go to 100 by 2030, we have a lot of Clear Communication to do. The government keeps setting new targets. Are they communicating with you enough . Yes, i dont think there is any possible criticism that can be levelled at the uk government in terms of its willingness to communicate with the motoring industry. The answer is massively yes. Looking ahead to the end of this year, you have invested in battery plant on the continent and eu. Is it possible for you to ring fence uk jobs at the moment . Brexit is probably a bigger issue i would say then last nights declaration and clarity on a Free Trade Agreement is probably the biggest, most important factor, to ring fence jobs as you call it, in the motor industry as indeed all manufacturing industry. Do you feel confident those 3000 jobs in the uk with vauxhall will be here by the time the ban on petrol and diesel is in place . Totally. Please be aware that when we talk about than production in luton, bedfordshire, we could do with more Production Capacity than we have van. I think you will see the United Kingdom will become a massive Production Centre for Light Commercial vehicles, which are already electric and can be acquired as such. There is a thought with the government investing in a battery plant in the West Midlands as part of this plan that we could perhaps be autonomous when it comes to car manufacturing and maintenance. How intrinsic is that link with the eu when it comes to making sure there are enough cars that run on the roads . That is a really pertinent question. It is impossible to be hermetic when it comes to the manufacture of a complicated object like a motor vehicle. So free trade with europe and other parts of the world is today indispensable in the manufacture of motor vehicles. You mentioned battery production, that will be a major step in benefit of uk manufacture. And then locating electric Vehicle Assembly because the battery is by definition a heavy item in terms of weight. the battery is by definition a heavy item in terms of weight. I will put you on the spot. In ten years, will be all be driving electric cars, buying new electric cars . Will there be enough infrastructure to make sure that can happen . be enough infrastructure to make sure that can happen . I am by nature an optimistand sure that can happen . I am by nature an optimist and i am by nature delighted to see the United Kingdom is in front of the rest of europe with the exception of norway on this. My answer is a massive yes. Please be aware that i am already driving electric and i am not going to wait any longer. The hard sell at the end good to see you. Many thanks. That is interesting. He thinks it can happen. It is possible, but it is notjust about making this commitment but making sure everything around it is in place particularly charging points and bringing the price down so it is more appealing to the consumer. At this time of year, many of us would be getting into the Christmas Spirit and looking forward Christmas Songs are on in our house already. But, as we know, this year will be very different. So, instead of a stage show panto, cbeebies are reimagining a christmas story using green screen. Cbeebies presenter andy day can tell us more, he joins us from bristol. Merry christmas. I love what you are wearing. I am so with you. I even have an l. I have called it dan. You have an l. I have called it dan. You have gone early and i know why because you are here to talk to us about christmas in storyland. What is cbeebies planning . It is a magical story in an enchanted world and it it is about delivery person, played by myself and his boss and we go on played by myself and his boss and we goona played by myself and his boss and we go on a mission to deliver christmas to the empress. 0n the way he meets lots of colourful, magical characters. We go up into the clouds and down into the sea. We see sea creatures, and we see a yeti played by the lovelyjustin fletcher. I think there will be laughter, may be some tears from the parents. It is reminiscent of the year we have had. I think it will be great. I cannot wait for it to come out. How have you managed to do this . Filming at this point is tricky. Yes. It was socially distanced. The team did a fantastic job of making socially distanced. The team did a fantasticjob of making us feel safe. It was done by green screen. I am familiar with green screen with most of my programmes filmed on green screen. It was manageable. We had a brilliant director and producer who lifted us up every day. Most of us were really happy to be working and to be part of a Christmas Show because it is our favourite thing to do each year. But we could not give each other a hug, which was the only sad thing. The Christmas Spirit was there and when this comes out, cbeebies is hosting a pyjama party so we want parents and kids to put on a pair of pyjamas and kids to put on a pair of pyjamas and sing along, get in the Christmas Spirit and try to forget about this year. We are seeing pictures from christmas in storyland and some of the stars. They will be familiar to some of the kids and parents watching. Have you addressed anything we have been going through in the story . Is the pandemic in there . Not quite the pandemic, but we pay homage to the Unsung Heroes of this year, which is carers, grandparents, parents. And the kids. People who have had a hard time. It is addressed in the story in a light hearted, fun, musical, warm wave. And yes, it will be great. It will be needed. A nice Christmas Show to get involved in and watch with little ones. Not only do you have a pyjama party on cbeebies, there is a massive build up throughout the day. People can be pa rt throughout the day. People can be part of it. It starts at 9am. Myself and other presenters will be taking you all the way up to seeing the show and it will be great. And there are activity packs to download. Really making a big thing of it, because it is really needed. A bit of Christmas Spirit. I cannot see you but i know you have the memo, you but i know you have the memo, you are dressed as elves, arent you . I will be on the day and i will ta ke you . I will be on the day and i will take part in the pyjama party. That is the whole thing about cbeebies, it isa is the whole thing about cbeebies, it is a family affair. Absolutely. It isa it is a family affair. Absolutely. It is a tradition. Parents say to me christmas does not start until they start watching the cbeebies panto. The kids watch it throughout the year. My little one still watches hansel and gretel and says daddy, show me the witch. It is a big thing. It has been going over eight yea rs thing. It has been going over eight years and much like what pantomime is it is family entertainment. You can sit down as a family and enjoy it and it is great music with lots of dancing and interaction. It and it is great music with lots of dancing and interactionm it and it is great music with lots of dancing and interaction. It is great fun. Thank you. Our kids have watched it over the years. Again and again. christmas in storyland will be out on saturday the 12th of december on cbeebies and the bbc iplayer. Stay with us, headlines coming up. Good morning welcome to breakfast with dan walker and louise minchin. 0ur headlines today new petrol and diesel cars to be banned from sale after 2030 as part of the governments10 point plan to tackle Climate Change. Criticism for the way ministers handed out billions of pounds worth of contracts to buy ppe to tackle coronavirus the watchdog says priority was given to firms recommended by mps and political advisers. Re united with loved ones as trials of a new scheme to allow visits in care homes get under way, we meet some of the first people to benefit. A mild start to the day but for some parts of the north and west, temperatures going down as a band of rain moves across the uk and it will be windy. All the details in ten minutes. Good morning. Its wednesday the 18th of november. Our top story. New cars and vans powered entirely by petrol or diesel will not be sold in the uk from 2030, as part of what the prime minster has called the green Industrial Revolution. Later today, mrjohnson will unveil his 10 point plan to tackle Climate Change so, whats on his agenda . From 2023, all homes will need to be insulated so they dont require a gas boiler. Lets speak now to our chief environment correspondent, justin rowlatt. Hejoins us from he joins us from Central London this morning. Just running through some of the key points, they are quite ambitious plans, arent they . That is what the government says. Boris johnson describes this as an invigorating start to a green Industrial Revolution. He listed the main points, investment in hydrogen, nuclear, electric vehicle charging points, infrastructure, batteries, Carbon Capture and storage, offshore wind, and also, as you say, to Energy Efficiency extending the length of time and amount of money available for grants to make our homes warmer. He is trying to emphasise the role the job creation of all this. He says up to 250,000 newjobs will be created, many of them in the midlands, the north of england, scotland and wales, so addressing the levelling up agenda at the government has made a big priority. You wont be surprised to hear labour and the green party are saying its not green enough. They point out if you take the 4 billion of new money, there is 12 billion in total, the 4 billion isjust of new money, there is 12 billion in total, the 4 billion is just a 20th of the cash they are spending on the High Speed Two rail link. You picked out the most ambitious of all the measures, the eye catching ban on petrol and diesel cars from 2030. Ten yea rs petrol and diesel cars from 2030. Ten years before that phase out was originally planned, very ambitious. That is an issue that will get lots of other was talking this morning im sure. We spoke to the boss of vauxhall when he said the government have been forwarded and talking to Car Manufacturers and some of those big businesses about these plans but there are issues about cost, about Consumer Preferences and that will all be into the mix and part of the discussions from this morning onwards. They have been talking to the car industry for a long time, batting back and forth plans for this. There was discussion about 2035, 2032 and finally the government has gone with this 2030 date which is more ambitious than the car industry once. It says it will be achievable but it will be tough. Retooling all the production lines that have been making petrol and diesel cars 428 so far, so a really important switch to a new technology. And obviously, people watching this well wonder, where am i going to charge them, how much will they cost . The government is trying to address that, saying it will spend £1. 3 billion on charging infrastructure across the country, £525 million for support for people to buy these vehicles to make them more affordable and then also the £500 Million Investment in Battery Technology for the midlands and the north east and that means, hope, we will have an electric car capacity, build whole electric cars here in britain. That is division the government has. Really interesting detail, thank you very much. The governments spending watchdog says ministers set aside normal standards of transparency as they scrambled to secure £18 billion worth of ppe supplies and services at the start of the coronavirus pandemic. The National Audit office found firms recommended by mps, peers and ministers offices were given priority. The government said it needed to procure contracts with extreme urgency to secure the vital supplies and welcomed the recommendations on how they can be improved. Families could be allowed five days to enjoy get togethers over christmas according to reports in multiple newspapers this morning. Lets speak now to our political correspondent, leila nathoo. We have been asking the government repeatedly what the plans might be, what can you tell us . There are clearly lots of ideas in the mix. I think it is a priority for the government here in westminster to think about how christmas is going to look. Remember, in england we will come out of National Lockdown on the 2nd of december and ministers have been very clear that they intend to return to a tiered system after that. What those tiers end up looking like is another question, whether though you will be strengthening rules in the tiers, banning household mixing after that, we will have to wait and see but i think clearly there are ideas being floated, lots of speculation around whether we will be able to see our families or not. It is something eve ryo ne families or not. It is something Everyone Wants to know but the official message is that nothing has been decided yet and the government is still waiting to see what infection rates will look like in the coming weeks. This is what the business secretary told us earlier. secretary told us earlier. I want to have members of my family around the christmas table and your viewers will want to do the same but its too early to reach any conclusions on that. What none of us know right now is what the infection rates will be in different parts of the country. So my sort of clear view here is lets work our way through this, lets keep doing our bit as we get to the 2nd of december and the government will set out more details may need to keep bearing down on the infection. So clearly the government is thinking hard about what to do over those crucial christmas days and weeks. We know that the four nations are hoping to take a sort of unified approach is clearly there are anticipating travel between the nations. But i think what all leaders are hoping for is the measures currently in place now, they are appealing for people to stick to the rules as closely as possible, to give christmas a fighting chance, if you like, so households can mix indoors then. But no decisions have been taken as yet andi no decisions have been taken as yet and i think it is very much a wait and i think it is very much a wait and see as to what the picture will look like in december. Thank you. Jeremy corbyn has been reinstated as a member of the labour party. Mr corbyn was suspended three weeks ago for saying the scale of anti semitism within labour had been overstated in a report by the equalities and human rights commission. He issued a statement saying he regretted any pain caused. Around two Million People will be placed under scotlands toughest coronavirus restrictions for three weeks from friday. Under the level four rules, non essential shops, pubs, restaurants and gyms will have to close. 0ur reporter Alexandra Mackenzie is in glasgow for us. Good morning to you. Just take us through the changes. Good morning. Well, the changes are quite strict and they are over 11 Council Areas, including here in glasgow. As you said, over 2 Million People. We have been under some quite strict restrictions over the last few weeks. We havent been able to go into peoples homes that will continue. 0ther to go into peoples homes that will continue. Other things that will come into place at six oclock on friday evening, nonessential retail will close, hospitality will close, jim will close and hairdressers will close. Now can remain open. Gyms close. Now can remain open. Gyms close. People can meet outside come up close. People can meet outside come up to six people from two households, so we will see quite difficult changes come into place on friday evening. There has been a mixed response to this, obviously hospitality and shops coming up to christmas, coming up to that golden quarter, where they are likely to get quite a lot of their income, they are now facing having to close for at least three weeks. Although Nicola Sturgeon has said that this will be short and sharp and that the restrictions will be lifted on the 11th of december, so we still could see a couple of weeks trading before christmas but is that enough . The changes and the increased restrictions are also to help out the nhs, as they come into that difficult winter period. Nhs Greater Glasgow and clyde sent out a Statement Last night about their concerns and about the increasing number of people that have been admitted to hospital over the last few weeks, 700 in that area. They have said that their staff are at the same level of stress that they we re the same level of stress that they were at during the first wave of coronavirus. Alexandra, thank you very much. And now carroll with a look at the weather, a bit topsy turvy in their last few days . It certainly is, some of us off to a bright start. This weather watcher picture taken in devon but for others a lot of cloud around and some rain as well. They rain in the west will be moving eastward through the course of the day, so after that mild start, the temperatures will drop behind it. Wherever you are, you will notice the wind but the strongest wind will be in the north and the west. This is the rain we have had. In fact, in the last 37 hours or so in the isle of skye, where an hundred and 43 millimetres of rain, very roughly just over 5. 6 inches. We also have rain in the far north of scotland which will be with us all day. Further rain in the west, this is the weather front moving eastwards, eradicating the bright start some of us have. A few showers and then behind it, return to brighter skies, some sunshine but also a good packet of squally showers. Temperatures having reached this morning for dean degrees and part of scotland, are coming down but because the weather front hasnt got into the far south east and brought colder conditions, still hanging on to 1415 conditions, still hanging on to 14 15 here. The front eventually cleared, there will be some clear skies. The weather front in scotland sink southward to taking the rain with it. We are now in a northerly air flow, with it. We are now in a northerly airflow, so we with it. We are now in a northerly air flow, so we will see some snow showers coming in across shetland, down to about 200 metres in the highlands and starting to see this no accumulate and some heavier showers, it could get down to sea level. A risk of ice but as we can further south, not as cold. So into tomorrow, we start off with gales across eastern parts of scotland and Eastern England. There is a ridge of High Pressure building on. That will mean that the wind will start to ease and any showers we have will start to fade. For many of us, it will be a sunny day. You can see the neck system waiting in the wings. It might be sunny but its not going to be warm. Dont forget, we have the wind chill to add onto this. These will be our maximum temperatures. In aberdeen, your maximum temperature will be four degrees, tempered by the wind. In some parts of scotland tomorrow, the temperature will be a good 10 degrees lower than it will be today. As we come further south, the temperature will be lower but it wont be quite as cold as it will be further north. A bit of blue were on there, thank you very much, we will see you in about half an hours time. If you could do five swivel turns towards the back of your tonsils. If successful, it will be another vital step in bringing families so cruelly kept apart by this pandemic back together, back in each others arms once more. John maguire, bbc news, devon. We could see the real difference it has made to some people who are allowed to see their relatives. Were joined now by nadra ahmed, the chair of the National Care association which represents small to medium sized care home providers. Thank you forjoining us of what is striking about watching the piece is the real difference you can see it makes to people in care homes and theirfamilies as makes to people in care homes and their families as well. How important is this as a priority to get families to see their relatives . Its get families to see their relatives . Its a phenomenal step forward. After a ll its a phenomenal step forward. After all this time. And as was said in the piece, its human touch, its one of those senses that we all crave and to see that happening, it is just crave and to see that happening, it isjust phenomenal and crave and to see that happening, it is just phenomenal and really brings us into what we really want to do, and that is about welcoming and reuniting families back into our services. We know this is a pilot and we heard from matt hancock on monday saying it would be extended to all care homes in england by christmas. Does that mean, do you think, that all families will be able to see their loved ones by christmas . Sadly, ithink what able to see their loved ones by christmas . Sadly, i think what we have to think through is that we dont overpromise this. This is a pilot and we still have to see what the results of the pilot will be. They look like it will work, but we have still got to. Christmas is not a long way away on the pilot ends in two weeks time. We have the beginning of december, and then we have probably about two or three weeks. Staff have to be trained in the using of the equipment and we have to make sure that we can give equal access. We still dont have any further progress on insurance at all for care homes in the event of anything going wrong, so we are covid excluded. All of these things have to march forward at the same time so we can enable this safely for the sake of our residents as well as our staff. The sector is really keen to make this happen. There is no doubt about that. We know the benefits of visits, but what we have to really be realistic about is that we dont want the overpromise again that we cant deliver. Because we will be on the front line when families say we have been told we can come, and if things are not going quite well or we havent got the number of tests, for example, or the equipment is not arriving on time, all of this will ta ke arriving on time, all of this will take time and i think we just need to ta ke take time and i think we just need to take a deep breath and pray for the best. But dont overpromise, please. Lets forward wind to do some of the second because lockdown ends in england then and we dont know at this point is going to happen december the 2nd. There is an indication there might be a tiered system, so are you concerned in different tiers there could be different rules . Absolutely and local authorities and Public Health england will have a view on that in their localities, so we need to think that through as to what the implications that might have. These pilots are being held in low transmission areas which has to be transferred into those tiered areas, potentially, so we need the guidance in place to make sure that we can give the right messages. Communication is key in all of this, so if we get the right communication from the secretary of state and his tea m from the secretary of state and his team we can then really be realistic and tell our families what we can and tell our families what we can and cant do, because the worst Case Scenario is we try and rush this, do it so quickly, not get it right and then see the consequences that will be created, the additional anxieties on what you have to remember our staff are really anxious at this moment with the virus on the rise. They have lived through the first, and we can see the anxiety levels are high. Christmas is also a time for our staff. There will be people who want time out with their own families, so we have to match all of that up and have the right level of staff in service to ensure that the visits can happen safely. Thank you for your time there. The chair of the National Care association. The picture across care homes hasnt been the same for everyone. Lets speak now to a Care Home Group which has an enhanced visiting scheme and invited relatives to be tested weekly back in august. Anna selby is from sunrise senior living, she joins us alongside sandy, whose mum doreen is a resident at one of the groups homes in southampton. Good morning to you both and thanks for joining good morning to you both and thanks forjoining us. Anna, can you tell us, what has been going on and what have you been able to do for your residents and families . We quite rightly spent the First Six Months of the pandemic shutting the doors and keeping people detected from infection but we had strong messages from family members in the summer that the damage that was doing to residents, so we had to think what we could do to support all areas of that persons life, and we came up with what is it that we know that will support people as a result of loneliness, can we introduce them as pa rt loneliness, can we introduce them as part of a bespoke care plan, and we introduced protocols that would help us decouple visiting with meaningful contact and allow people to reconnect in areas that would support them, so we started with the people we saw as extremely vulnerable, who couldnt express their distress but were demonstrating lots of distress in the way they were presenting, and we risk assessed and look at the risk they were facing and talked to the family members and identified how we could introduce a care plan that would bring them into their support. We trained in ppe and provided ppe and asked people to behave socially responsibly so they were protecting themselves and then that person could become an enhanced visitor and have meaningful contact with their loved one. So it sounds like lots of things put in place. Sandy, give us an idea, practically, how that help to you in going to see your mum, doreen. Yes, its helped me immensely and her, of course. During the pandemic, in total lockdown, of italy the only contact i had at that point was through the telephone obviously. I was getting more and more calls from her when she seemed ina more calls from her when she seemed in a distressed state, and i wanted to reach out to her but i wasnt able to do that, then the lockdown eased for many people, but not so much for care homes, and at that point i was able to visit my mum for one hour a week, two weeks out of three. Then visiting came along and i was able to have more contact with mum and that made such a difference to her emotional well being. She suddenly became able to laugh and joke with me and it has been such a godsend to us, its fantastic. From what i understand, its notjust her emotional well being, she loves walking, and that has changed, has it . She does and at the beginning of the year, before anybody knew about coronavirus, she would be walking with me and i would walk up to the ca re with me and i would walk up to the care home and we would walk back to my house together, which was about a 25 minute walk and she is a good walker, and we would have a rest on the bench on the way back. But then itook the bench on the way back. But then i took to a hospital in august which was the first time she came out of the care home and i saw her and i witnessed her walking, and she could barely walk 100 yards and she certainly couldnt walk unaided at all, so there was such a rapid decline. And that has been important, to try and get her back on track, so im helping her every timel on track, so im helping her every time i visit now, which is three times a week, for two hours a visit, and im helping with that as well. I meet her needs emotionally, but not just that, also helping her walk and do some exercises. Great to hear it makes such a difference. We having a little difficulty with your line but we got most of what you are saying about the impact on you and your mum. Anna, to come back to you, you are ina mum. Anna, to come back to you, you are in a great position to be able to provide this but there will be some operators who do not have the budget and operate on a smaller scale and will struggle to implement a programme like this. The important thing is how you manage your resources. Thing is how you manage your resources. Weve been very fortunate that weve been well provided for and been successful in protecting our soft from infection but we also recognise that we started with those who are considered most vulnerable so out of the 3000 residents, over the course of the last couple of months, 300 have experienced an enhanced visit which enabled them to have meaningful contact and improve health outcomes. And it supports us as well because it enables us have more opportunities to meet other needsif more opportunities to meet other needs if they are happy and healthy. I understand, but i think thinking through your issues and embracing people into the testing issues on the team so they can work alongside you. Really good to talk to you and thank you very much indeed. Soon we will be speaking to sir geoff hurst, world cup winner from 1966 with england, talking about that, but also about the fact that five members of that team have been diagnosed with dementia, and the most diagnosed with dementia, and the m ost rece nt diagnosed with dementia, and the most recent to die was nobby stiles and over the last few weeks we told you about sir Bobby Charlton being diagnosed with dementia. Geoff hurst on the way shortly. The met police is urging families who become concerned that a loved one is becoming radicalised to call a new confidential hotline. Detectives at london prevent which aims to identify and help people at risk has seen a drop in the number of referrals from health and education authorities. As lockdown means more people are staying at home, they fear worrying behaviour could be missed. A studys found that one in three older lgbt people have been struggling with loneliness during lockdown. More than 1000 were asked how theyve coped over the last few months. Half reported lockdown has had a negative impact on their psychological wellbeing. Its thought older lgbt people are especially vulnerable, as they are more likely to live alone, and have less contact with relatives. Should cars be banned from using the capitals royal parks as a short cut . Londoners are being asked for their views as a trial takes place to reduce cut through traffic in parts of richmond and bushey parks. Some groups such as the London Cycling Campaign say parks should be completely closed to drivers using them as a short cut. Lets take a look at the travel situation now. 0n the tube, the central line has minor delays. Theres been a signalfailure otherwise lines running as expected. Heres how the m25 looks its closed anticlockwise from junction 12 for the m3 tojunction 11 for chertsey after an accident. This is the approach tojunction 12, where its been slow at times, and you can expect delays through staines and chertsey. And theres been an accident in kennington. The a3 is closed outside the tube station, now the weather with elizabeth rizzini. Hello, good morning. Once again, it is a very mild start to the morning. So, it is a much cooler start to the day tomorrow. Tomorrow, expect to see some cloud, possibly one or two showers through the morning. But the skies will clear, there will be sunshine into the afternoon, and there will be quite a big dip in temperature, maybe a touch of frost, on thursday night. Ill be back in half an hour. Theres much more on our instagram and facebook. Now its back to dan and louise bye for now. Hello, this is breakfast with dan walker and louise minchin. Good with dan walker and louise minchin. Since then, nearly half of the team have gone on to be diagnosed with dementia. Out of this winning 11 nobby stiles, jack charlton, ray wilson and Martin Peters have passed away after living with dementia, and earlier this month it was revealed that sir Bobby Charlton has also been diagnosed with it. Last year, a study found that former professional footballers are three times more likely to die as a result of the disease, but its yet to be proven whether heading a ball is a contributing factor. Nobby stiles son, john, has been speaking to the bbc. Research should definitely continue to make sure the current players, the youngsters coming through, dont suffer the same fate as my father. But more importantly is the players should be getting care and support now. Today, or tomorrow, whenever, immediately, there should be something put in place to take care of these ex players who have suffered because of their careers. Were joined now by sir geoff hurst, a member of that winning 1966 team. Lovely to have you in the programme today. Normally when we talk to you, we talk about memories of that amazing team you played in and winning that final but at the moment it seems so many of your former team mates are struggling with dementia and dying, as well. What do you feel now when you see some of those men that you spent so much time with and enjoyed so much success with in the situation they now find themselves . Its been an extremely sad time currently i do mentioned the players who have passed away. I have been involved very heavily with dementia with alzheimers for the last couple of yea rs alzheimers for the last couple of years and now there is a new report released today with highlights how Energy Use Patterns in your home from smart metre data could, with consumer consent, help the nhs improve care for People Living with conditions such as dementia, allowing them to live independently in their homes for longer. That is something im currently talking about. But its very difficult and it will all come very quickly over the short period and its been quite hard. Normally you are out and about, as we all do now with our lives, with restricted. People going out. People ive been talking about over the last couple of days, its brought it home to me how difficult that has been where you dont have that day to day contact you dont have that day to day co nta ct you you dont have that day to day contact you have with people, so its been quite emotional for me to bring it all back, losing all my team mates. We met every year for many years in our reunion, so it has been quite tough. There is so Much Research that still needs to be done but what do you make of the fact that so many of them have been affected and the fact you played this game, which Everybody Loves so much, do you think there is a direct link . Well, its got to be more research into it but its more than a coincidence. You look at the members in my team, i read something about the burnley team that won in the 60s, about six of their team passed away with the dementia. But i think about this, the amount of time in practice you head a ball, its not so much the games themselves. You can look at the games i played in, im sure you could find games ive played in over the years where i hardly headed the ball but its the practice. I look at my club, west ham, we had a ball hanging from the ceiling in the gym, you would practice with that. You would play head tennis in the gym then you got on the field and practice what we we re on the field and practice what we were well known for at west ham, the near post crosses, near post headers, from which we scored a goal in the quarterfinal in the world cup and the practice we did with that, which could be 20 minutes or half an hour. So the enormous amount of practice heading the ball is probably more detrimental to players than probably in a match. Im sure many players wouldnt head a ball over the 90 minutes of the match but it is very sad. Given all the time is spent heading a ball when you are playing professionally, do you worry about yourself and about what might happen in years to come . about yourself and about what might happen in years to come . I dont worry too much. Although my team mates surrounding me, its been a highly unusual High Percentage of them, not just the a highly unusual High Percentage of them, notjust the team but the squad of 22 who have suffered with dementia. I really thought independently from all of this that getting old, its a lottery. I think whatever you get or dont get, that is my personal feeling. Whatever you get or dont get, that is my personalfeeling. I am whatever you get or dont get, that is my personal feeling. I am 79 whatever you get or dont get, that is my personalfeeling. I am 79 in three weeks and i have fell over the last few years it becomes a lottery and not you are liable to get. You see people my age getting various things but there seems to be a strong coincidence in the amount of people from the Football Team and ive always felt this without any Scientific Data at all over the yea rs, Scientific Data at all over the years, that it seemed to me a High Percentage of footballers were getting dementia as opposed to the general public. As louisejust said, now its come out that we are three and a half times more likely as Football Players to get it than the general public, so that is alarming in itself. Im just wondering also your thoughts, you are so well placed to talk about this. This is quite an ignorant question but back in the day, where the football is heavier, do you think things have changed in some ways . Yes, they were. Alan shearer did a fantastic programme on the subject a few months ago, you may have seen it, where he can play compared the balls of today and yesteryear. They seem the same when dry but when they got wet and with much mud around them, in Medieval Times and i played, the ball got a lot heavier. So there was a difference in rainy conditions. The ball was heavier than the current ball they play with today or became heavier because of being wet. We have talked a lot over the last few minutes about research and something which some of our viewers might have seen in the last few days, you have said you want to donate your brain to science for the purposes of research. Is that a decision you have made recently or have you thought about that for a while . That is something that came up while . That is something that came up with one or two interviews yesterday, the question i was asked. Its yesterday, the question i was asked. Its amazing you have that information already having thought about it in discussions. I havent discussed it with my wife, i would be very surprised if she had any objection to using my brain. What i do admire is people, family members who have died, who then donate their organs to other people, which helps them save their lives, so i dont think of the top of my head without discussing it fully with my wife, this has only been discussed yesterday on screen, that i would be quite content with my brain being used to see. To continue to look into the research on dementia with footballers. Im sure you will have their discussion with your wife if she is watching bbc breakfast we have discussions with their wife in every area of life so its stupid of me saying i may speak to my wife. The good thing is she is in the other room and cant hear a word im saying at the moment although she is probably listening through the concrete wall between the bedroom and the lounge. I would love to be a fly on the wall in that discussion and i also ask you as well, there is some recommendations that children under 11 will no longer be taught to head football is in training in england, scotland and northern ireland. What would you like to see happen, particular about training and children as well . happen, particular about training and children as well . I talked about trading at length and i think that is an issue, the amount of training and professional clubs. Iagree is an issue, the amount of training and professional clubs. I agree and have given that some thought, young brains are nowhere near as developed as adult brains and i think that certainly could be banned from kids heading football in practice and in playing. I dont think at that age, it would have an impact on the enjoyment of kids and of parents who watch their young kids playing football at grassroots level. In fa ct, football at grassroots level. In fact, you could argue the strong point it could help them become better players because they would have to play the ball on the ground all the time and that would help their skills and techniques. I think something could easily be done without any major impact on this fantastic game of ours. without any major impact on this fantastic game of ours. I just struck, there will be many people watching and listening to you this morning and you will have been a great hero to them growing up. Morning and you will have been a great hero to them growing upm scotland . Laughter are you kidding . right across the uk, you scored a hat trick. There are many people we have now sadly lost to wilt have been heroes to many people watching growing up. There was a really powerful statement said after the death of nobby stiles. Someone said it is so upsetting that these men in this insta nce upsetting that these men in this instance who created so many memories for other people ended up losing their own. When you get together with those fellow world cup winners, and i know its an ever reducing number amount of people, what sorts of things are you talking about in your reunions . I know you are still in contact with many members of that squad. Well, we used to have a reunion every year, of course. Initially, it was up to five or six years ago, when the numbers we re or six years ago, when the numbers were reducing substantially because of this awful disease, dementia. But when players get together, we would just continue the relationship we had, very rarely talked about football. We just enjoyed each Others Company with the players and the wives. It was fantastic, the, rather re we shared in 66 continued throughout our lives and we are still in touch with the remaining players and the wives even today. It was a fantastic time. One of the beauties of the team, and ive a lwa ys beauties of the team, and ive always said this, in terms of professional attitude, with the team spirit and teamwork between the players and it had a huge impact on the success, not just players and it had a huge impact on the success, notjust the quality of the success, notjust the quality of the players. So that lasted forever. Sad we had to stop our reunion is five or six years ago but very rarely do you talk about football. We had a laugh with each other enjoyed each Others Company and enjoyed each Others Company and enjoyed the days we spent together, primarily playing golf. The wives would go off and enjoy their day together and its been fantastic. Thats been one of the real sad thing is as well, having to stop that because of the significant reduction in numbers because of this awful disease. It is great you. You are raising awareness about this today and i wonder how you reflected on the news of Bobby Charlton recently and his wife saying she wa nted recently and his wife saying she wanted to make it public because she wa nted wanted to make it public because she wanted to make it public because she wanted to try and help raise awareness for dementia and the issues surrounding it . Yes, i think the difficulty i face and we discussed this with my wife, at what stage should you release to the general public that your husband or wife is suffering from illness. That is quite a major decision. I think admirably Bobby Charltons wife released it so we can talk more about it. I would suggest anybody in any walk of life can suffer this awful disease, so that was very admirable that she released that at the time. I think there is always the time. I think there is always the concern with people like sir bobby, maybe you expect it because we we re bobby, maybe you expect it because we were not seeing him at the man united matches. Normally every game they would be a shot of him in the stands and we were not seeing that, so without talking to them, i havent been in contact with them over that period of time, i think you suspected there was something that was happening. But its always a difficult for a decision for someone in the family how or when to release that, at what stage. So i think some people dont release it for some time, they feel its not appropriate to do so. Some people release it earlier. Ray wilson, for example, a classic example, he released it to us i think in early 2000. We used to get together and play golf and do signing autographs at various places around the uk and in 2004, i think, he told the players, when we were together in one of our social functions, our golf days, that hed been diagnosed, very early in his diagnosis of it and he told us. But that was typical of him, he was a fantastic character and a very open and honest player and a very open and honest player and one of our world cup, world class players for me. You talk about openness and honesty, thank you for being so open and honest with us today, sir geoff and retire to spend time with you on the programme. Have a good chat with your wife now we will speak to you later. I look forward to it, thank you. A real pleasure, thank you so much. Jesy nelson, member of the four piece girl band little mix, has decided to take an extended break from the group for private medical reasons, according to her publicist. The news comes after the 29 year old missed the final of the groups bbc one talent show the search. She also didnt appear at the mtv european music awards, which she was due to host alongside her bandmates on sunday night. Entertainmentjournalist caroline frostjoins us now. Good morning and thank you for joining us. They are a huge band at the moment, so this is a difficult time for this to happen. Yes, they are they are the biggest girl band and probably the biggest band and a difficult time forjesy a speculation was rife when she missed the mtv awards and most dramatically, the absence of her at the final of the girl band search, so this will come as a relief for her and her support group but also for fans because when you dont hear from somebody you look up to and you worry about their health, this will bea worry about their health, this will be a huge sigh of relief for eve ryo ne be a huge sigh of relief for everyone looking after her that she has put the statement out, its a proper break and she can focus on her recovery rather than answering peoples questions. Her recovery rather than answering peoples questions. Its interesting, because she has been open and honest about the thing she has been struggling with in the past and maybe do you think that will make a slight difference to the way people react to this news . make a slight difference to the way people react to this news . I think we are different anyway, and if you looked at the health of somebody like Britney Spears and all the tabloid press and fans alike who piled in wanting to know what was going on, these days, because we have seen the suffering of so many public figures we are more ready to ta ke public figures we are more ready to take a step back and wish her every support and give her that space and time that she no doubt needs. I think there is definitely a wind change in how we approach these subjects in the public space if you think about kanye west and his Mental Health problems. 0nce think about kanye west and his Mental Health problems. Once the statement was out there was only understanding. She has spoken in the past about the trolling she suffered on social media and the horrible personal effect it has had on her andi personal effect it has had on her and i think its really important that everybody reaches for their best selves and does not add in any way to that when she has been so honest and open about it and so helpful to other teenage, particularly girls, in doing that. So many people who watch the documentary she made and it has had a big impact. 0h, documentary she made and it has had a big impact. Oh, yes, there were calls for that documentary to be shown in schools just to show what people are even accidentally capable of. They reach for their phones and write some throwaway line to be clever and cool, but they are like bricks. They build up to a damaging wall and to be such a public successful figure and so attractive and so out there and and so glamorous, for her to be so honest about the effect that those can have even on somebody we is being powerful, that can really be seen to contribute to the conversation about how we treat each other and the effect it can have. You talk about the size and reach amongst young girls for little mix and aside from what is happening tojesy, there is talk of them going solo at some stage and i suppose as many bands have split up and gone their own ways in the past, they are properly destined to have Great Success like that as well. I think so. Its the natural order. Much as we remember the horrendous take that press conference where they had to set up a helpline to cope with the fans despair, i think those days are gone, especially when these girls clearly get on so well. It does seem the next natural step to enjoy the best of solo projects with always the dangling hope they might get the band back together one of these days. Theyve all talked about it on their contract ends next year and theyve achieved so much already that it would seem only straightforward for them to branch out into solo projects and also come back together whenever the time is right. And they are an amazing success story, and there were others, take that, the spice girls, this has happened. Yes, there is a template for this. I think take that proved the most successful at branching out and doing their own things and combining that with the big day for the fans when they came back, and the longer they leave it, that creates a hype and expectation and excitement. Hopefully these girls, like those bands before them, will continue to have the best of both possible worlds. Caroline frost, thank you for your time. I think we should form a bbc breakfast power girl group. You could be in it, sally, nina. The lead singer is here as well, carol. You can have it. Heres carol with a look at the weather. You havent heard me sing, dan. What a brilliant idea. This morning it is a brilliant idea. This morning it is a cloudy start and we have had some sunshine but rain as well. In the rain is moving west to east, and behind the temperatures will slide. And its also going to be quite a windy day with the strongest winds in the north and west but the isobars across the chart to tell us it will be windy anywhere. This weather front is a cold front and as it takes the rain from the west to the east, temperatures will fall behind and we have seen quite a bit of rain, particularly in the last 36 hours across the isle of skye, and a lot of rain across the far north of scotland. Here is the rain in the west, head of it, the cloud will build and we will see a few showers eradicating that bright start, and then behind the rain we see a return to sunshine but also some showers, and dont forget the wind, particularly strong in the north and west and some of the showers will be quite squally. The temperatures this morning, it will be between ten and 14 degrees, but by the afternoon, eight and nine in the west but still ahead of the weather front 15 on the south east. That weather front does push away through evening and overnight and into the north sea. Northern scotland will be bearing rain, and it sinks south and we will see a northerly wind, a cold direction for us and we will have snow showers even down to sea level across shetland, accumulating snow to about 200 metres in the islands. In some of the heavier bursts we could see it get down to sea level for a time. Cold could see it get down to sea level fora time. Cold in could see it get down to sea level for a time. Cold in the north and the risk of ice as we can further south, not as cold. As we go through tomorrow, watch the blue on the chart. They sweep away all of the milder yellows, indicating it will bea milder yellows, indicating it will be a cold day. Add on the wind chill and it will feel cooler than the temperatures i will show you in a jiffy. We also have a ridge of High Pressure building before the next front comes our way. We start off very windy with gales across eastern scotla nd very windy with gales across eastern scotland and Eastern England but as the ridge of High Pressure builds, the ridge of High Pressure builds, the winds will ease and those showers will start to fade and most of us will have a dry day with a fair bit of sunshine. But its going to be cold and these are the maximum temperatures. For in aberdeen and add on the wind chill it will feel colder than that and for some parts of scotla nd colder than that and for some parts of scotland tomorrow will be 10 degrees at least colder than today. As we come further south, still colder than today butjust not as colder than today butjust not as cold as it will be as we push further north. By the end of the day, the start start to build across Western Areas, heralding the arrival of the next weather front. So on friday we will have early brightness, a lot of cloud coming in from the west and then here comes the rain will stop the wind has changed direction to more south westerly and a mild direction for us so the temperatures will climb, so 11 or12 in for us so the temperatures will climb, so 11 or 12 in western and central areas, not quite there in the east. That will happen as we go through friday night. During that Weather Forecast you actually made me shiver, so thank you. Bless you. I witnessed that. When dinosaurs were wiped off the face of the planet by a huge meteor 66 million years ago, their species were already in decline or at least thats what we thought. A new Study Suggests that they may have actually been thriving and if the asteroid had not hit, dinosaurs would have continued to dominate the planet. Andy moore reports. An asteroid the size of the isle of wight hurtling towards the earth at 20 times the speed of a bullet. This is what scientists believe caused the extinction of the dinosaurs 66 million years ago. But theres disagreement about what was happening before that. Some Scientists Say dinosaurs were already in decline, and the asteroid was the final nail in their coffin. But this new study says the dinosaurs were thriving and if it wasnt for the asteroid, the earth might be a very different place. A lot of studies in the past have had the idea that the dinosaurs would have died out anyway if the meteorite hadnt have hit the earth. But what our study has shown is that that wasnt the case and that, had the meteorite not hit the earth, the dinosaurs probably would have done really well, which could have led to a world where the mammals didnt evolve as much as they have, and it could have led to a world in which we dont exist. The scientists in this latest study examined various dinosaur family trees to come to their conclusion. They used statistical modelling to fill in gaps in the fossil record. Dinosaurs ruled the earth for tens of millions of years, and if it hadnt been for a chance encounter with some interplanetary debris, they might have carried on ruling the earth for millions more. Andy moore, bbc news. With us now is dinosaur expert, professor phil manning from the university of manchester. Lovely to have you on the programme. Before we chat to you about that story, the shelves behind you, those are some of the finest lockdown the shelves we have seen. What have we got there . These are some of the bits and bobs i collected in my travels around the world while digging up dinosaurs. A bit of a diplo locus. Never found a diplodocus skull. That is in gastonia, an armour plated dinosaur and the Tyrannosaurus Rex toe. If you are ever doing a pedicure on somebody like this, ron would be my advice. Nice creatures. Run would be my advice. There are wonderful things to play with and it keeps me injune. Things to play with and it keeps me in june. Absolutely, so the news is that dinosaurs were not in decline, so what would have happened if the asteroid had not hit . This great study by the Natural History museum and the university of bath has a really fine tuned what is happening at the end of the cretaceous period, just before the meteorite hit earth. There have been multiple people saying it was a bad time for the dinosaurs and they were miserable already, and some people subscribe to that, so there might have already been a slow decline and along comes an asteroid and spoils the day, but this study supports a you other earlier studies which say, no, dinosaurs were going great guns and we re dinosaurs were going great guns and were still diversifying and evolving into new forms, so it means they probably would have kept on going and it would have had huge applications for our species. I dont think i would be talking to you today. There might be some scaly form of a creature with feathers staring down the camera at this moment. Disappointed you have not dressed up for us, phil. It did come to mind. You must remember the dinosaurs did not all become extinct on the study beautifully says this, non avian dinosaurs, because the dinosaurs with feathers, birds, our highly successful. There are 10,000 species around the planet today. Its species around the planet today. Its really one of the mistakes in extinction, but that impact event at the end of the cretaceous period spoilt it. Looking at objects, this isa spoilt it. Looking at objects, this is a meteorite, a beautiful nickel iron meteorite and weighs about a pound. The one that smashed into the earth, 65 million years ago, was about eight to ten miles across. And when that hit the earth, that really was the straw that broke the dinosaurs back. Wow. On that note, we will have to leave it. We can learn so much by studying this because if we dont study extinctions, how can we realise we are wading through one ourselves . That is a big thought, professor. We need more time. We will come back to you and your shelves, but we will leave you with your diplodocus. Really enjoyed that chat. Youre watching bbc breakfast. Its 8. 59am.
