Well, there are several reasons, but one of the reasons is that if you think about what a computer sees, right, then if you replicate a video of you in the kind of style you have seen with lara, there is the kind of space of possibilities is quite constrained. Right . Its like, we are replicating video of someone sitting here speaking and we need sync their lips and head movements and things like that. If youre trying to do Something Like this with a voice, the Training Data will be a lot more limited. So lets say even if you have two hours of you talking, right, that is still very, very little of all the things that you could possibly say. So could i use your platform to upload a video of anyone . Not me, and create a virtual version of them . No. Why not . We need written consent from whoever is being uploaded. Everything goes through manual review and we only do custom avatars for corporate clients. So clearly you have protocols in place, but is the very existence of this technology, the fact that all of this is possible, not a pretty big risk in itself that the wrong people will use it . We have seen these kind of things happened before. Definitely. I think that synthetic media as a whole definitely comes with potential for misuse and that something that is really important that we address, both from a technical perspective but also from an educational perspective. I think this technology can be used for good and for bad. Im not sure i think that deepfakes or video is uniquely different from being able to forge text or images or tweets, which has been possible for the last 20 years. But it certainly that something we need to be really aware of. Thanks, victor. So the reality is that making fake videos has become a lot more sophisticated. And we are already all too familiar with how false information can cause real harm and has damaged Peoples Trust in news. And even though most of the conversations have been centred around facebook, youtube has also been a big contributor to the spread of misinformation. Now, the upcoming us election is going to take place even more emphasis on this issue. And so the bbcs specialist disinformation reporter, marianna spring, has been finding out more. Youtube has an incredibly smart algorithm at least smart enough to make the company a lot of money. More eyeballs on a video and more engagement equals more cash. Its simple. But what is not simple is how potent this combination has become videos from Fringe Groups with extreme ideas surfacing to the top and influencing users views. The pandemic has pushed the issue to new levels, with false information about the coronavirus often finding a much larger audience than trusted sources. As the months have gone on, youtube has become inundated with documentary style films from pseudoscientists promoting conspiracy theories. This plandemic documentary received millions of views. Despite efforts to remove it from youtube, facebook and twitter, users were constantly re uploading the clip. And in recent weeks, demonstrators have taken to the streets in london to promote some of the most popular coronavirus conspiracy theories, mainly seen online. A man who would like to remain anonymous got in touch with us after his mum decided to go along. Mum had two posters. One read, arrest bill gates for crimes against humanity. The other had a qanon hashtag, save the children. She was first taken in by coronavirus conspiracy theories on youtube and now she has been radicalised by qanon on there too. Its so hard to have a normal conversation. Qanon is a Conspiracy Theory that suggests President Trump is waging a secret war against satanic paedophiles in government, media and business. Since the last us election, the social media giants have had a bit of a reckoning. They are all trying to clean up their act to stave off a heavy handed regulation facebook with its oversight board, twitter with its more robust warning labels and now on youtube says it has added a new tool to its arsenal to combat misinformation. It partnered up with Fact Checking sites to warn users if the phrase they are searching has been refuted and pointing them to information by a trusted source. Put simply, its a tool where when users go to search for a particular topic on youtube. If there happens to be a fact check, these fact checks are generated by third party publishers, and that will trigger in the results of that particular query, right at the top of the query, and it will link out to that fact check, saying whether that particular claim is false. Often times Fact Checking publishers have a rating of that type of claim, and that will be displayed as well. This is one of the many tools youtube says it uses to reduce misinformation on the site. But none of these measures seems to be proactive and doing nearly enough to reduce exposure to misleading information. With the changing nature of information around this pandemic, what is the new type of misinformation that might pop up . Before there was the conspiracy around 5g and covid, who would have guessed those two randomly separate pieces of technology and science would be linked together . Well, that happened in the course of the pandemic, so we had to adjust very, very quickly to change our enforcement guidelines. You say that these conspiracy theories are new and evolving but a number of the ones that are still being promoted on your platform have been around for months, especially in foreign languages, including russian and hindi, of false conspiracy theories about the origin of coronavirus or even doubting its existence. For content that might not clearly cross the lines of our policies, we reduce that content in our recommendations, so if its borderline content in nature, because as i said, misinformation can be murky, but we still want to reduce the exposure it. Youtube says its removed millions of videos containing misinformation from the platform, in many instances before anyone has viewed them at all. But there have been numerous examples of videos promoting false claims and conspiracy theories about coronavirus, especially in foreign languages. And those have stayed on for months, accumulating hundreds of thousands of views. The Mozilla Foundation behind the firefox browser has decided to act. This week it has released a new extension for both chrome and firefox called regretsreporter. The idea is that the user can report any recommended content that they found unsavoury. Mozilla says this helps Crowdsource Research into youtubes recommendation problem and it hopes it can force youtube to become more transparent about how its algorithm works. I think that youtubes algorithm is really one of the most opaque ones out of all of the platforms out there, which is why they have a lot more work to do. So youtube has come out with a lot of statistics like saying that they have increased introduced policy changes that have worked to decrease recommendations of borderline content by upwards of 70 . But the problem is that there is really no way to verify whether or not this is the case without involving the public, without involving, you know, researchers, sociologists, people who have knowledge that goes beyond just the boardrooms of silicon valley. You have produced this report lots of different key findings. What are the main headlines you can tell us about . Main headlines are that one in15 about . Main headlines are that one in 15 dock as i currently not at work because they are either off sick or they are waiting for tests themselves for family members, for covid 19. But as i headline finding. Others are but most feel we are ready for a second wave, but two thirds of hospitals are seeing an increase, and the second wave is happening. What are the Biggest Challenges for doctors at the moment when preparing for the second wave . I think we have been getting ready to restart the nhs, getting normal Services Back on line. We are trying to get ready for winter, and then we have got the second wave coming along. So we have sort of got a three line thing that we have to deal with. Getting everybody ready for that is the hardest bit. And do you know how lengthy delays are when waiting for tests and results for doctors . About half of people are getting test within 48 hours, and another half have to wait beyond two days. But that is two days when people could be in hospitals or in gp surgeries seeing patients. What preparations have you put in place for this scenario that were just heading into the moment . Ok, so, to be fairto heading into the moment . Ok, so, to be fair to the nhs and to matt hancock, everybody is putting an enormous amount of work into getting the nhs ready for a second wave, and trying to prove the testing improve the Testing Service for both healthcare workers and set social workers. Our survey was from monday and tuesday last week, but we know that individual hospitals are putting in places Rapid Testing to try to keep people at work. But what we are seeing is that in some hospitals now, there is a big increase in admissions and we are beginning to see that translating into icu admissions. So the graphs that we all watch on the news every evening of the number of cases going up evening of the number of cases going up over 6000 is really not the graph people should be watching. People should be watching the hospital admissions graph, because that is the real test of where we are compared to where we were in april. Because at the moment we are testing a very Different Group of people. We are testing ten times as many people, but mostly in the community, and when we were testing in april that was mostly hospital testing, testing people who had been admitted with covid. The hospitals need to make sure that Rapid Testing happens . Good lines of communication, a close working between the Testing Services between hospitals and also within the community, and a great way and a quick way to get results back to the people that need them. Would you describe the Current Situation is a second wave . Yes. I think seeing the beginning of a second wave, all the signals are there stop we have to be ready and prepare. That is why simple stuff, everybody keeps going on about it, and it is boring, but it is absolutely critical, distancing from each other, wearing face masks and washing our hounds. That is our first line of defence to try to keep the second wave at bay. How thoroughly the 23 year old suspect was searched, and how he was able to open fire despite being handcuffed behind his back, will be at the heart of an investigation by the independent office for Police Conduct. The suspect is in a Critical Condition in hospital, having thought to have turned the gun on himself. He had originally been arrested on suspicion of possessing class b drugs and ammunition in the early hours of friday morning. Manchester metropolitan university, one of the growing list of universities across the country where students have had to go into lockdown in their accommodation blocks. This the result of a significant spike in coronavirus cases. 1,700 students here having to self isolate for two weeks, the aim to suppress the outbreak. It is a bleak start to the new Academic Year. Weve just been told we have to stay in our flats for two weeks. Bearing in mind, like, a lot of us have already been isolating for the past two weeks or ten days because a lot of us have had coronavirus or been in contact with somebody with it. Weve not been given any indication of how were going to get the supplies we need, like shopping, and we have no access to washing machines to wash our clothes. The situations also increasingly bleak here in south wales. The town of llanelli is today being added to the areas that have already been sealed off no one able to enter or leave without a specific excuse. Cardiff and swansea also due to join the list on sunday. All this bringing almost half the population of wales under lockdown. Meanwhile, from today, people in leeds as well as stockport, wigan and blackpool are banned from gathering in a private dwelling or garden with any other household unless in a support bubble. I dont think people take notice, personally. I think people are just going to do what they want, really. You cant police it, its impossible. I imagine if its got to be done, the measures have got to be done, so. Safety first, so, whatever it takes. If we have to do it we have to do it. The latest official figures clearly show infection rates are increasing across the country, with 6,874 new cases and 34 new deaths. And now london has been put on a watchlist as cases increase. Our Political Correspondent jessica parkerjoins us now from our london newsroom. Jessica, these are more rules, extensive rules, increasingly across parts of the country . Yeah, covering vast swathes now of the united kingdom. As richard wasjust reporting, london, the capital, is now on the watchlist. That doesnt necessarily mean further restrictions will definitely follow, but it does mean the situation is being closely monitored, and they will try to ramp up testing in particular areas of concern. There are of course mitigation measures in place to try to combat the virus. The new nhs app launching this week, Community Testing as well, though of course that we have reported extensively over recent weeks, the testing system has at times been under serious strain. The worry, of course, or one of the worries, is that in the colder months, respiratory viruses tend to thrive, so that will be a concern as we head into further into autumn and then into further into autumn and then into winter. The governments priority in all of this is to make sure that schools stay open and they can keep the economy going as much as possible, but we talk about local restrictions, of course we have recently seen the imposition of some National Restrictions. After forcing a government u turn on Free School Meals for more than a million children in england, the Manchester United start is calling for this temporary solution to be replaced by a more permanent fixture. He has established a Child Food Poverty Task force, with some of the countrys august food brands. Together, they are campaigning for the expansion of Free School Meals to every household on universal credit. Expanding existing School Holiday food and activities programmes to support all children on free meals. And an increase in the value of the so called healthy starter voucher from £3. 10 to £4. 25 per week. The education secretary Gavin Williamson has now replied, pointing to a range of existing schemes. In a letter obtained by bbc brea kfast, schemes. In response to the letter, Marcus Rashford said i am disappointed by the lack of empathy shown in recent weeks towards protecting our most vulnerable, the future of this country, letting millions of children in the uk go hungry at night is only an issue of humanity. We need to do better. All eyes will now be on the governments next move ahead of what campaigners fear could bea ahead of what campaigners fear could be a further rise in hunger for some of our most Vulnerable Children in the weeks and months ahead. I know these are tough times for anybody who is serving now, anybody who has served before with the police force. Give us a sense of the reaction from the police to this news. Certainly, i, like everyone else, when we heard the news yesterday morning breaking, it is just utterly tragic. And it almost gives all Police Officers, whether they are serving or not, just the ultimate reality check. That although sometimes we feel invincible when we go out and do the job that everyone x acts of us, in actualfact, job that everyone x acts of us, in actual fact, the risks job that everyone x acts of us, in actualfact, the risks are really real. Expects of us. And when i heard the news yesterday, your heart just goes out to not only the officer involved and their family and friends, also his colleagues, who were at the scene and everyone else affected by it. The police does feel like a family. And it would have had a massive, massive effect right up and down the country. Some of these colleagues are now having to investigate other incidents on their patch. Thejob to investigate other incidents on their patch. The job goes on. It is hard to imagine what sort of position they are in as they go back to work today . Absolutely. And i think the thing with trauma and traumatic incidents is it literally feels like time stops and you are almost frozen in time. However, policing never stops. It is relentless in its nature. I lost a colleague on duty who died tragically, and yet more offices then come in and they are tasked with getting on with everything that the Police Officers do on a daily basis. So that will being incredible it offered them to do that, because the tragedy will eclipse almost everything. As you say, it is only right that we, you know, find out exactly what happened, and that will be an additional thing for them to cope with over the next few weeks and months. I am sorry to hear about the colleague you lost as well. What sort of support was there for you and your colleagues, when that happened in your policing community . Did you feel you had enough backup . I think the police are incredibly good when things go wrong like this. Asi good when things go wrong like this. As i said, it feels very much like family when you work within the police, and that is notjust Police Officers, but staff as well. And i think something we have certainly learned over the years is some of the best support Police Officers get is from each other. That peer to peer support they get is certainly something that is much, much better. And i think that Mental Health is such a big issue now, not only in policing and emergency services, but right across society. So i am sure andi right across society. So i am sure and i certainly hope all of those offices will get all the support they need. Obviously there is an investigation under way in croydon as to what happened to matt ratana, we dont know exactly yet. But this happened inside a Custody Centre, inside a Police Building with his collea g u es inside a Police Building with his colleagues around him. I guess this makes it particularly hard to deal with it . It happened at their place of work, where they should have felt they have . Certainly. Police stations, i have walked into them thousands and thousands of times. As a Police Officer that is probably when you feel at your safest. Its yourdomain, when you feel at your safest. Its your domain, its your building, its your premises. So that will be even harderfor them to deal its your premises. So that will be even harder for them to deal with. And also it means often Police Officers deal with tragic incidents out in the community, but this will be somewhere that those Police Officers go every single day, and therefore, that will be even harder for them to deal with. And there will be lots of questions about how has it happened and why hasnt happened and all those of things. But at the moment, those Police Officers and certainly everyone who has been affected by it willjust benefit so much from that sort of compassion and support that has been so obvious over the last few hours. Can we talk about students to start with . We are hearing this morning about halls and residents in lockdown in different parts of the country. A large number of young people have gone away to university in the last week or two and suddenly find themselves affect the blue locked in their rooms or in their flats. What is the impact on them, not just their flats. What is the impact on them, notjust their physical health but also their Mental Health, which has to bea also their Mental Health, which has to be a consideration also . Im afraid it does, and i have to say, i feel really, really sorry for the stu d e nts feel really, really sorry for the students heading off to university, they have missed six months of seminal teaching face to face. Obviously they had some remotely. Then they had the bungled a level results. Then they didnt know if they were going to get into university, hopefully they did once the government said it would accept those updated grades. Now they have gone to university to be told they can only socialise with people on the corridor, so, the people who share one kitchen or perhaps in their house. So i think a lot of the atmosphere of the university has gone and i think people are going to be very, very nervous. Young people have real problems when they go to university anyway. There are lots of Mental Health problems among young people. They are away from home for the first time. They are doing Self Directed learning, it is nothing like as structured as it was at school. There are all sorts of things are supposed to be doing, thinking about their futures, trying to navigate their way around adult life. It is a challenging time. Add this into the mix and i really do have concerns. Students Mental Health has been a big issue after the past few years. It is something we talk about a lot here on brea kfast. We talk about a lot here on breakfast. Universities have the medical infrastructure, enough gps and counsellors to try to help stu d e nts and counsellors to try to help students through the sort of time, not that anybody predicted a time like this . Well, they certainly try. I have spoken with a lot of universities and they really, really do push the student well being, counselling, that sort of agenda. Of course, these kinds of young people dont tend to consult nearly as often for physical problems, so the gps tend to be relatively quiet in terms of long term conditions, diabetes, heart attack and so on. But they are looking after a lot of Mental Health problems. In the past of course they were also dealing with a lot of sexually transmitted infections, but these days, students, well, they might not be seeing as much of each other. This appi seeing as much of each other. This app i mentioned, the new app for england and wales, people are getting in touch with us all the time, some have concerns about battery drainage on their phones and whether there is any point to it. What are you noticing on the frontline a gp . Well, i was very concerned about the original app, and you are quite right, people were concerned about privacy and they we re concerned about privacy and they were concerned about battery drainage. Interestingly, iam really reassured. My patients, on the whole, when i talk to them about it they have said, is it going to steal my data . The answer is no, absolutely not. And when i have spoken to them about it they have been really reassured. In fact, Public Health england asked me to work with them on it because i was so much in favour, having been so against the previous one. The reason ididnt like against the previous one. The reason i didnt like the previous one is because i was concerned about peoples data, that it would put peoples data, that it would put people off. Now, they have learned a lot from the previous app. It is decentralised. You give no information except the first half of your postcode, so they can tell you what the risk is in your area. They work with both google and iphone, it is compatible with both. If you ever use google search, if you have ever picked up and iphone and you havent been concerned about your privacy you dont need to be concerned about your privacy here. It is low energy bluetooth, so it doesnt use gps, doesnt drain your battery is much, there arent any compatibility problems. It also works if your phone is locked as long as the bluetooth is on. The only real issue that i have identified as the operating system, so come on and iphone you need an ios of 13. 5 or higher, which means that phones which are a couple of years old my struggle to download this successfully, with android, that isnt a problem. Ill be asking north america editorjon sopel about the challenges of his job in a volatile political atmostphere. Next tuesday sees the first of three debates between the two main candidates in novembers us president ial election. The covid 19 pandemic means President Trump and joe biden havent so far been as visible, out on the campaign trail, as normal in an Election Year but on thursday the president was in florida addressing a rally injacksonville. Amid the growing alarm of members of both parties, and despite reassurances from the white house to the country, donald trump doubled down on his refusal to commit to a peaceful transfer of power, should he lose the upcoming president ial election. We want to make sure the election is honest, and im not sure that it can be, i dont know that it can be with this whole situation, unsolicited ballots, they are unsolicited, millions being sent to everybody. The president s repeated claim over the supposed unreliability of postal votes and the suggestion that the ballot result might not be accepted, are at the heart of a particularly acrimonious campaign. With strongly held and entrenched views on both sides of the political divide, british journalists commitment to impartiality has been under more scrutiny than ever. And on that count, some newswatch viewers feel the bbc has been lacking. Heresjohn paterson but a twitter user with the name 1001 instruments had this to say well, the bbcs north america editorjon sopel has to navigate those demands for impartiality, and to explain this election to a uk audience. Has it made it easier or harder to cover this election . Well, i think that what i would have been doing in normal circumstances is that i would have been hurtling around the country, going from rally to rally, campaign bus to campaign bus, ghastly Regional Airport to ghastly Regional Airport, trying to keep up with the campaigns and what they were doing. And that is obviously impossible. Partly becausejoe biden isnt doing that campaigning, donald trump is doing that campaigning, but there is no social distancing within his venues, very few people wearing masks, and so a lot of the journalists are staying outside. So that is the downside of it. The upside is that i am actually seeing far more of donald trump, because he is also holding regular briefings at the white house, than you would ever do in normal circumstances, and we have good contacts with democrats too, so we are able to speak to an awful lot of people, and were not spending the same amount of time expending shoe leather trying to get from place to place. So it is very different election, hopefully we are still doing it as effectively. Donald trumps critics say that he gets disproportionate news Media Coverage by outrageous things, and some viewers feel the bbcs journalists make that mistake too. Whats your response . I think its a reasonable point and it is a really interesting area of debate. We are not governed by the representation of the peoples act like you are when covering an election in the uk, where you are trying to give equal time to all candidates. Also, joe biden is desperate to make this election about trump vs trump, he wants it to be a referendum on donald trump, and if he thinks that donald trump is doing things that are counter productive, he is happy to leave the stage to donald trump. Joe biden is very deliberately keeping a very low profile, it would be almost impossible to give equal time tojoe biden and donald trump Whenjoe Biden is doing so little. There is this thing called the pool we have got pool reporters covering biden, covering trump from all the news organisations, mainly in the us. Joe biden called a lid, ie there will be no further activity, at 10am the other day. There is no further activity to report on. Whereas donald trump is fiercely energetic, loves the rallies and love giving News Conferences, loves speaking in front of the helicopter. He loves opening his mouth. And so inevitably you will get more donald trump. There are other viewers who feel that you are too negative and sneering about donald trump. Yeah, i dont buy that. I think that we are there to hold, speak truth to power, to hold people to account. So as i say, when i see things that are stated that are not true so for example i was in the White House Briefing when donald trump talked about, you could inject yourself with bleach as a means of treating coronavirus, and the following morning you have the main manufacturers of bleach issuing, having to issue a statement saying whatever you do, dont do that now you cover that, you have to cover that with an arched eyebrow, this is an exceptional president , an exceptional presidency and i dont think you sneer, i dont think we ever sneer, but i think we hold, say, this is pretty extraordinary, isnt it . And i think that is justified. There is that Famous Exchange in a News Conference with donald trump not long after he became president , when it seemed pretty obvious that he wasnt a huge fan of the bbc, i think you talked about it as a thing of beauty, or a fan of you. Has that given you problems . Do you know what, we have fantastic access. I am regularly in the very small briefings of only a dozen people in the white house, we get far more access than any other foreign broadcaster, the president regularly takes my questions, often says thats a brilliant question, i dont know whether thats helpful or hindering my career, frankly sometimes he doesnt like the questions. Donald trump has hisjob to do and i have myjob to do, i am determined that we are not going to get into bunkers and silos where, i think, some of the cable channels in the us have either become so slavishly for donald trump, or so vehemently against donald trump that they have lost all sight of whatever the story is. I think the bbc is in a unique position where we are fair, and we are impartial, and we give the president a fair crack, we hold him to account, sometimes he likes our questions, sometimes he doesnt but i think we get amazing access. Looking ahead, if the election result is disputed, do you think the stability of american democracy is, as some commentators claim, genuinely at stake in this election . Look, it will be a tense period and it may be that 3 november is just the first act in the president ial election, and the second act starts on november 4 with legal battles and maybe street protests. One just cannot envisage quite how this unfolds, it is going to be very uncertain. I had hoped to get a holiday at the end of november with my family, that is looking incredibly unlikely. Our top story tributes are being paid this morning to Long Serving Police officer, matt ratna who has been named as the man shot dead in a south london Custody Centre. An investigation is under way after the new zealand born sergeant was shot in the chest, as a suspect who was still in handcuffs was being checked in. Jon donnison has this report. Sergeant matt ratana, almost 30 years in the metropolitan police, was on the verge of retirement. Now, the first british officer to be shot and killed in duty since 2012. He leaves behind a partner and a grown up son from a previous relationship. The suspect is in a Critical Condition in hospital, having thought to have turned the gun on himself. He had originally been arrested on suspicion of possessing class b drugs and ammunition in the early hours of friday morning. Absolutely, more colleagues of sergeant ratna have been arriving, alongside metres and metres of floral tributes that have been growing over night, alongside candles, a Police Helmet that also a by candles, a Police Helmet that also a rugby ball. The Police Helmet because he was so important as part of the police and family, he had been a Police Officer for nearly 30 yea rs, been a Police Officer for nearly 30 years, a couple of months away from retirement. The rugby ball because that was one of his passions, England Rugby amongst those who have paid tribute to him. Also his own club, East Grinstead, where he was a coach, described him as a lovely bloke who treated all players equally. Rugby was something he started in his native new zealand and the Prime Minister of that country Jacinda Ardern has and the Prime Minister of that countryJacinda Ardern has been and the Prime Minister of that country Jacinda Ardern has been one of those paying tribute to him. She said we share your sorrow. The commission of the metropolitan police, the mayor of london said khan, the Prime Minister boris johnson, his loss is being felt most keenly locally. More than a quarter of the uk population is set to be under lockdown rules as new restrictions come into force this weekend. From today in england, households in leeds, wigan, stockport and blackpool will be banned from mixing in each others homes or gardens. It comes as hundreds of University Students in manchester have been told not to leave their halls of residence. Richard galpin reports. Manchester metropolitan University One of the growing list of universities across the country where students have had to go into lockdown in their accommodation blocks. This the result of a significant spike in coronavirus cases. 1,700 students here having to self isolate for two weeks, the aim to suppress the outbreak. It is a bleak start to the new Academic Year. Weve just been told we have to stay in our flats for two weeks. Bearing in mind, like, a lot of us have already been isolating for the past two weeks or ten days because a lot of us have had coronavirus or been in contact with somebody with it. Weve not been given any indication of how were going to get the supplies we need, like shopping, and we have no access to washing machines to wash our clothes. The situations also increasingly bleak here in south wales. The town of llanelli is today being added to the areas that have already been sealed off no one able to enter or leave without a specific excuse. Cardiff and swansea also due to join the list on sunday. All this bringing almost half the population of wales under lockdown. Meanwhile, from today, people in leeds as well as stockport, wigan and blackpool are banned from gathering in a private dwelling or garden with any other household unless in a support bubble. I dont think people take notice, personally. I think people are just going to do what they want, really. You cant police it, its impossible. I imagine if its got to be done, the measures have got to be done, so. Safety first, so, whatever it takes. If we have to do it we have to do it. Yeah, i am worried, because my grandmas by herself so, like, i do worry about her. But everybodys got to do their part, really. The latest official figures clearly show infection rates are increasing across the country, with 6,874 new cases and 34 new deaths. And now london has been put on a watchlist as cases increase. The mayor, sadiq khan, calling on the government to increase the availability of tests, and asking londoners to act with caution and follow Public Health guidelines. Richard galpin, bbc news. Our Political Correspondent jessica parkerjoins us now from our london newsroom. Jessica, how extensive are these new lockdown measures . Weve caught local towns or in some cases what you might call regional restrictions at weve got local lockdown is across vast swathes of the country, and as richard was just reporting, london on the watch list, that does not definitely mean further restrictions will follow for london but it doesnt mean it has being closely monitored, there will being closely monitored, there will be ramped up testing in areas of particular concern. The hope is various mitigating measures will help combat the virus, whether thats the new test and trace app, Community Testing, although in recent weeks weve heard lots of frustration from people who have struggled to pick tests. Another concern going into autumn and winter, respiratory viruses tend to thrive in colder months. We are not just talking about local restrictions weve seen the introduction of National Measures, whether the rule of six, whether the 10pm curfew in pubs, bars and restau ra nts. 10pm curfew in pubs, bars and restaurants. It raises questions, or aware that this will cause further confusion about what the rules are for people in certain areas and also the question of compliance, but borisjohnson was pretty clear this week that if people dont follow the rules and rates continue to go up the government does not rule out bringing in further restrictions nationwide. Jessica, thank you. Marcus rashford is continuing his battle to fight child food poverty after the education secretary responded to his calls for change. All this year on breakfast weve followed his Momentous Campaign as he secured £120 million of government funding to support children in england for Free School Meals over the summer holidays. Now, weve seen a letter to the Manchester United footballer from Gavin Williamson. It said the government was committed to supporting those in need but has stopped short of fully backing his Child Food Poverty Task force. Marcus rashfords mission to tackle childhood poverty is a personal one, following his own experiences relying on Free School Meals and food banks growing up. My mum, she done the best she could. I remember we used to go to a shop called pound world, and everything was under £1. You know, we would sort of schedule out the week. So, we would get seven yoghurts, and you can have one yoghurt a day, and so on. So, she done the best she could within the circumstances. But theres some families out there, like me, that have four or five kids, so its literally impossible to take control of the situation. After forcing a government u turn on Free School Meals for more than one million children in england, the Manchester United star is calling for this temporary solution to be replaced by a more permanent fixture. He has established a Child Food Poverty Task force with some of the countrys biggest food brands. Together, they are campaigning for the expansion of Free School Meals to every household on universal credit. Expanding existing School Holiday food and activities programmes to support all children on free meals. An increase in the value of these so called healthy start voucher from £3. 10 to £4. 25 per week. The education secretary, Gavin Williamson, has now replied, pointing to a range of existing schemes. In a letter obtained by bbc breakfast, he highlighted support, including food parcels, Voucher Schemes and a summerfood fund. But he stopped short of backing Marcus Rashfords campaign, instead saying, i recognise that you and the Child Food Poverty Task force are supporting three of the recommendations in the National Food strategy relating to food for lower income families. The government will carefully consider each of the recommendations in the report as we approach the next spending review. In response to the letter, Marcus Rashford said. All eyes will now be on the governments next move ahead of what campaigners fear could be a further rise in hungerfor some of our most Vulnerable Children in the weeks and months ahead. Interesting Marcus Rashford has been spending his time away from football talking to children and families in finding out what they really need. And not necessarily talking to the politicians, they are coming to him its almost a quarter past eight on saturday morning. Just days after arriving at university, 1700 students in manchester have been forced to self isolate with immediate effect. Imagine if you had just arrived and that happened to you or imagine if you are a parent sending your child off. The citys council says 127 people at Manchester Metropolitan University have tested positive for the coronavirus. Luxmy gopal is there for us this morning. Luxmy, how significant is this outbreak . John, it is quite significant purely with the number of students it affects. First of all, for most students, the start of this Academic Year and the whole University Experience is not what they had in mind when they applied caught much of their face to face teaching is online, freshers week is a socially distanced ant for 1700 students at the university of manchester metropolitan, they are starting the new Academic Year in self isolation because there has been at local lockdown, a very localised at 22 University Halls of residence, to two stu d e nt University Halls of residence, to two Student Accommodation blocks. This one here to two University Halls of residence. After an outbreak of more than 100 coronavirus cases. Students have said theyve been told not to leave their halls of residence unless its an emergency. Now the university and couege an emergency. Now the university and College Union say it is a real shame, it was wholly predictable and it is not fair on the students and the local community. Manchesters Public Health director said a key pa rt Public Health director said a key part of their local cologne or virus prevention plan is to act collectively and decisively coronavirus prevention plan. This has also happened at Glasgow University as well. As more students travel across the country to go to their halls of residences and campuses next week for the start of their courses it is likely we may see more of this happening. Some stu d e nts see more of this happening. Some students have not even got to university yet, all eyes on that over the next couple of weeks. Thanks very much for that for now. Many of the students who are locked down will have onlyjust met the people theyre now in isolation with. Lets hear from some of them. Weve just been told we have to stay in our flats for two weeks. Bearing in mind, like, a lot of us have already been isolating for the past two weeks or ten days because a lot of us have had coronavirus or been in contact with somebody with it. Theyve not given us any advice on, like, how to do washing, how to get food. So, its a bit stressful. I think its a bit late, really, too because coronavirus has already spread through the building. We have already had it in the building. It probably couldnt get much worse. We have all had it, we have all isolated, we have all actually stuck to their rules as well, but now weve been told that weve got to have another two weeks. We have been isolating for the past ten days because of the coronavirus positive test in our flat. We have now been told today, without any warning, that we will now have two isolate for another 14 days, along with the whole of our building and a few other buildings. We have not been given any indication how we are going to get the supplies we need, like shopping, and we have no access to washing machines to wash our clothes. I should point out though students found all of that themselves because of course we cannot coincide because of course we cannot coincide because of the outbreak. Those students filmed all that themselves. We can speak now to councillor bev craig, who is the executive member for Adults Health and wellbeing at Manchester City council. Really distressing healing from those students, how serious is this outbreak at this point . Hearing from those students. My heart does go out to the students having to self isolate, it is really difficult. I appreciate entirely it is an exceptionally difficult year for people going to university for the first time in particular on making sure they get support is our top priority for the universities, the city council and nhs services. I would say is weve taken quick and swift action. This decision was made late yesterday afternoon, it is very much a live and moving situation. This is just 22 blocks of accommodation. We are trying to contain. Two blocks. The students said they all had it anyway, there are over 1500 students in the blocks and we had over 100 positive cases. We encourage anyone with symptoms to continue getting tested but the decision has been taken very much to try to minimise both the spread of those that are not self isolating at the moment, but also how that could spread into the local community. Weve been taking this approach across the city since july, weve been taking this approach across the city sincejuly, notjust at the university. You say this is a live situation and measures are put in place, how are these students getting food . The university, had already set out a plan as of the meeting i was at yesterday, that the university would deliver and provide food to all impact on students. Their mate beat the availability of some delivered its not over and above there may be the availability of some delivery slots. Weve stood up gp services for those with existing medical conditions and weve made sure it will be publicised, additional capacity for Mental Health services 24 7. Interesting point about you publicising these extra services because we are hearing from the stu d e nts because we are hearing from the students is that they dont know how to get help. Absolutely, and i think thatis to get help. Absolutely, and i think that is something that over the course of the morning will be made much more explicitly clear to them. The notifications began to drop the stu d e nts the notifications began to drop the students between 5 30pm and six oclock last night. Not all students we re oclock last night. Not all students were able to be individually contacted and weve had assurances they will be today with the aim of everybody being absolutely clear as to the additional and significant support going into supporting them over the next 14 days. Thank you very much indeed. Local restrictions have now been extended to more towns and cities in north west england, West Yorkshire and wales in an attempt to tackle the spread of the virus. A ban on householding mixing came into force in leeds at midnight. Lets hear what people there think of the restrictions. I dont think people will take notice, personally. I think people are just going to do what they want, really. You cant police it, its impossible. Theres not enough manpower to police that, so i think its just going to be exactly the same people are going to do what they want. Its just the way it is, isnt it . I think we have just got to deal with it. Do as they say, and hopefully, the sooner we do it the sooner that it will all be over. We dont really know how its going to affect us. I mean, obviously, we are not allowed to interact with other houses, are we . So i dont know how that will work because were in a relationship and we live in different homes, so i dont know. I know a lot of people. I dont think its going to stop anything, i think its going to make it worse. People who think better than me, they think it has to be done otherwise something is going to happen. I know other people suggest other things, theres so many conflicting things. I dont know whether to say, 0h, we dont need to, like, its stupid to have all these measures. And then other people say that we definitely do. Theres so many conflicting, i dont know whats right. Just one of the people telling us they dont quite understand what the current rules are. We can speak now to judith blake, the leader of leeds city council. Lets be really clear, if you live ina lets be really clear, if you live in a leeds what are the rules, very simply . We became an area of intervention this week and the government asked us to bring in household restrictions, now households can mix, you have to stick with your own household, and in yourgarden, by stick with your own household, and in your garden, by law. There are a few exceptions, the bubble arrangements still exist but also the advice is used it within your own household when you go out into social areas, pubs, bars, restau ra nts a nd social areas, pubs, bars, restaurants and all of those sort of venues. Do you think these new restrictions will be enough . Talking to other areas that have been an intervention longer than us, we know the restrictions themselves wont just work on their own, it has to come as part of a raft of measures. I think the Important Message we know from other areas is that there isa know from other areas is that there is a lot of confusion, a lack of clarity, particularly in areas where there are different rules in one borough and next door borough has another set. But this has to be a wake up call to people. These restrictions are been brought in, along with the rule of six, still sticking with the social distancing, face coverings. I am afraid, if things carry on the way they are, i cant see how the government wont be forced to take more measures that have more of an impact on our ability to go out and do the things we need to do, to keep the economy going and also we do have real concerns as well about everyones state of well being, their Mental Health, going into winter is a very different scenario. We have to work with government to get them to get the message and cleared up, get eve ryo ne the message and cleared up, get everyone to understand and to work with us. To really recognise this is incredibly serious and we all have our role to play in helping to make, in helping to contain the virus. Weve been talking about the student situation in manchester and elsewhere, leeds is a big, vibrant student city, what are your concerns particularly as the student population increases, that is an extra problem that you face, isnt it . I was very lucky when thomas cook went down i got a job withjets two. I got a job with flybe initially and then that company whence, then i was lucky to get a job withjet2, then u nfortu nately i lucky to get a job withjet2, then unfortunately i wasnt able to get furloughed. Hopefully if the industry picks up again i will go back there but it is looking dire at the moment. Matthew, youve been a pilot for around 15 years, you were just putting down roots close to home, how was it when everything fell apart . We were in a position whereby i sold my apartment and were just about to buy a house to move in together with a baby on the way three months after thomas cook. It was pretty horrendous. I will be honest. Those plans had to be immediately shelved and we all went on a big money saving time because unfortunately for us, we are in a smaller house with 22 children now and there is no easy way to be able to get mortgages now easy way to be able to get mortgages now to two children now. You work with other pilots as a mentor. I imagine one of the things youve all been talking about is Mental Health. How can you support each other . As pilots as a group we are incredibly resilient. That is one of the hallmarks of ourjob. We are an incredible stress managers and incredible in crisis times. But one of the things we all do is hold the stresses and hold those things inside ourselves. And what we are doing with resilient pilot is promoting that it is good to talk, keep working together as a massive team. We usually sit in a cockpit next to somebody for up to 12 or 13 hours at times and talk about everything you could possibly imagine. So now not flying as much, weve completely lost that wonderful camaraderie that we all had. Allison, i guess you missed that sense of community, as well . Absolutely, we are a team of four hours at 30,000 feet. We talk about anything and everything. Fortunately, we have got facebook, whatsapp, we at thomas cook have all ke pt whatsapp, we at thomas cook have all kept together and supported each other. We still have the whatsapp groups that we had at thomas cook, and they have been a great support to all of us. We putjob opportunities on there, we tell each other whats going on, pick each other whats going on, pick each other up. That support network has been vital, absolutely buy to. Manchester metropolitan university, one of the growing list of universities across the country where students have had to go into lockdown in their accommodation blocks. This the result of a significant spike in coronavirus cases. 1,700 students here having to self isolate for two weeks, the aim to suppress the outbreak. It is a bleak start to the new Academic Year. Weve just been told we have to stay in our flats for two weeks. Bearing in mind, like, a lot of us have already been isolating for the past two weeks or ten days because a lot of us have had coronavirus or been in contact with somebody with it. Weve not been given any indication of how were going to get the supplies we need, like shopping, and we have no access to washing machines to wash our clothes. The situations also increasingly bleak here in south wales. The town of llanelli is today being added to the areas that have already been sealed off no one able to enter or leave without a specific excuse. Cardiff and swansea also due to join the list on sunday. All this bringing almost half the population of wales under lockdown. Meanwhile, from today, people in leeds as well as stockport, wigan and blackpool are banned from gathering in a private dwelling or garden with any other household unless in a support bubble. I dont think people take notice, personally. I think people are just going to do what they want, really. You cant police it, its impossible. I imagine if its got to be done, the measures have got to be done, so. Safety first, so, whatever it takes. If we have to do it we have to do it. Yeah, i am worried, because my grandmas by herself so, like, i do worry about her. But everybodys got to do their part, really. The latest official figures clearly show infection rates are increasing across the country, with 6,874 new cases and 34 new deaths. And now london has been put on a watchlist as cases increase. It has been put on pause before it has even begun. It is a lovely sunny morning here in manchester but the stu d e nts morning here in manchester but the students trapped in these halls of residence are not able to enjoy it because they are not allowed to set foot outside that building for 14 days unless it is an absolute emergency. Notjust this building, there is another student block down the roads, cambridge halls, and they are in the same situation, in total 1700 students at Manchester Metropolitan University in lockdown after an outbreak of more than 100 cases of coronavirus among students. The university and College Union has called this a wholly predictable crisis, they say they want about it last month and they want about it last month and they say its unfair on both stu d e nts they say its unfair on both students and the local community. A local councillor says she wants to reassure the local community the outbreak is contained within the student community, its not spread to the wider population. Its also been happening at universities in scotland, at Glasgow University 172 students have tested positive for coronavirus and the University Says its 600 people are self isolating. You have been echoing these calls from Marcus Rashford for extra help for families and children struggling at the moment, and you have an update, i believe. All of us should be listening to what Marcus Rashford is saying because he has lived through food hunger and food poverty. And we now millions of children are faced with food poverty, 1. 4 million, according to the trussell trust. We have 3. 7 million children living in absolute poverty. We need to deal with this. I am working with mps across all the parties are particularly a labour party mp, and a backbench committee. We bid for a debate on food hunger combating, particularly combating child food hunger, and weve been granted that debate and we are waiting for a date. But i would like to see a National Strategy from the government. I welcome the individual programme to set out in the education secretarys letter but what we need, there are lots of different programmes and we dont know their effectiveness and to meet the most important thing of all is to extend the Free School Meals over the School Holidays. Youve seen the letter from the education secretary in full, what is your reaction to what he said and how Marcus Rashford responded to that, which is simply that we should do better . We need to doa that we should do better . We need to do a lot better. Of course the letter listed all the existing food programmes that the government has, andi programmes that the government has, and i welcome that. But it is not enough. We need to think imaginatively. We cant have a food policy are in essence and elastoplast. There has to be a National Strategy. I think there should be, this task force that Marcus Rashford has set up, a government minister, the Education Minister should sit on that task force, get the data to the real extent of child food hunger in the uk and work out policies to deal with it, particularly in terms of the benefit system. We should look at the sugar tax. At the moment the sugar tax disproportionately hits those on low incomes but if it will raise over 300 million why on earth dont we use that money to combat food hunger . We could use that perhaps to pay for Free School Meal vouchers during the School Holidays which would make a huge difference. We need to look at, we have a summer camp over the past few weeks, we should have regular holiday camps with activities and food. I would like to see a lot more work done by business to support the Healthy Eating vouchers. It is great they are sitting on the task force but they also need to play a part as well. I think the government need to treat this, it is a major social injustice, childhood hunger is going on in our country, and they need to treat this with relief, a real seriousness and make it a priority. Have a National Strategy. We are just a couple of weeks away from the neck School Holiday, october half term, is it frustrating to see these wheels are moving very slowly the next School Holiday. They must not move slowly. I hope when we have our backbench debate in the house of commons, it will make a difference. I suspect it will be supported by a vote of mps across the political divide. What Marcus Rashford is doing incredibly important because he is putting this issue into the national consciousness. Everybody now knows about child food hunger. The biggest thing the government can do straightaway is make sure they extend Free School Meals during the holidays. And there is the money to do that. Im not even asking for more money, i am arguing that they should use the sugar tax, hundreds of millions raised for that, to pay for it. I want to pause for a moment and remind you of Marcus Rashfords response to the letter, he told the bbc, i didnt have the education of a politician, ive never claimed to have all of the answers, but i have a voice and i will continue to use it for the millions who are not being heard. Having spent my off season sitting with families and children most affected, staying quiet is not an option. The drive of myself and the task force to see these three Government Policies implemented without delay is stronger than ever. For clarity, implemented without delay is strongerthan ever. For clarity, i have no interest in party politics, letting millions of children in the uk go hungry at night is only an issue of humanity. We need to do better. But we do need to follow the established guidance, including internationally, of testing, tracing and isolating. suppose locking down a hall of residence and keeping 1700 students inside over the next couple of weeks protects the Wider Community but i would not have thought it is particularly great for the people who are then trapped inside that building. Theyve got to be careful themselves about not transferring themselves about not transferring the virus between themselves, havent they . You are absolutely right. I genuinely feel for University Students and everyday concern. I work in university and myself and these are challenging times. And everyone concerned. One of the challenges as we are thinking of this in different sectors rather than at a system level and if we dont keep the infection right down overall caught what it is the economy or infection rates in the universities, they will be affected. Everything will be better if we keep the overall infection right down. You wonder whether it was the best idea for stu d e nts to whether it was the best idea for students to go back in these numbers to university. You work in university, when you heard a lot of campuses were bringing back thousands of students, did you think that was a wise plan . I think it is a difficult decision, like all of these things. It is not totally black and white. And we have to balance between giving our students as good an experience and the best learning opportunities that we can, as well as keeping them safe. And so balancing between virtual and face to face. What we is that without the right infrastructure and testing in place this is very difficult to maintain. Some universities have said they will be carrying out private testing, they are giving occasional, every week or 22, a certain number of students will be tested but you are saying thatis will be tested but you are saying that is only a few campuses and not everybody can afford that. that is only a few campuses and not everybody can afford that. I think, you raise an important point, we cant have stopgap solutions or some solutions that work for some people, this has to work for the many, if not everybody. Whether thats in terms of testing, in terms of other policies, otherwise we are widening existing issues and increasing infection rates. We must make sure testing is available in all places. Matt is the life and soul of the place, really. Hejoined the gym about five years ago, and really he what sort of the most nicest, and generous man you could meet. Anyone who came in, he always had time for them, he would chat to them, he a lwa ys them, he would chat to them, he always had a big smile on his face. He wasjust always had a big smile on his face. He was just really genuinely a nice quy he was just really genuinely a nice guy. Clearly a man who loved his sport, keeping fit and healthy what was he like to be around . He was just so inspirational. As you say, he loved his rugby and his gym and his motor bikes. If you were in the gym, he would always be in their training beside you, always encouraging people to do their best and helping people, joining in with them. Just generally, he was just there for everyone. Neil, how did you hear the news . One of the coaches from the rugby club found me up coaches from the rugby club found me up and asked if i had heard the news. Thats when he told me. It was just devastating. How do you ever thought about matt and thought that thejob thought about matt and thought that the job that he did was this dangerous . No. Matt was due to retire. I think you get in the custody side because he thought it was his safest option to see him through to his retirement. No one expected this to happen. How has this affected other people that knew him from the gym that you are at . And it isjust an him from the gym that you are at . And it is just an outpouring of sadness and devastation. Everyone loved matt, as i say, he was the life and soul of the gym. Everyone has nothing but good words to say about matt. It is just absolutely tragic. How will you remember him . Are there any lighter moments to hold onto those memories . He was genuinely a good laugh. One of the funnies moments was when he came cycling into the gym from a fold up bike, folded it up, suck it in a locker, trained, and thenjust cycled back out. He was constantly playing tricks and jokes on people. Never had a bad word to say about anyone. If he saw someone down or upset, he would always go over to talk to them. He was just such a gentleman. I ended up making a pilot show for bbc Northern Ireland during lockdown, so it was really busy for me in a strange way, but it was nice to get back to the stand up stuff after six months of not doing it. That is one of the thing that fascinates me. We are ina of the thing that fascinates me. To be honest, i wasnt really in charge of that bit. Since comedy restarted, some of the gigs have been so strange. I felt like a nurse on and cheering. I felt like a nurse on a thursday. The idea of this is to go to different locations with local comedians, local teams and local audiences. It is taking it back home, if you like . Actually, i heard about the belfast one, because we filmed after belfast, and i heard at the audience were really rowdy for that, so im really excited to see that, so im really excited to see that one. They did belfast, one in bristol, won in london to stop the main thing is that a lot of the comedians that are guest on it it is the first ever tv periods.
