Then there is this temporary, so called Circuit Breaker approach, where for a period of two weeks everyone will be asked to observe tighter restrictions. The pubs were a lot quieter. People had to go home a lot quieter. People had to go home a lot earlier. But ten oclock curfew last night, newcastle is a city with a vibrant nightlife. But fear from people and businesses yesterday was that this trend will continue. Pubs and clubs and restaurants employ around 6500 people in the city. They we re around 6500 people in the city. They were just starting to get back to normal when these new restrictions we re normal when these new restrictions were put into place. At ten oclock last night the doors closed. People told us they thought they were right in some cases, others said they didnt think it would make any difference. But this is life now here in the north east. Big changes this weekend, people are being asked not socialise with anybody outside their households or the social bubbles. The Prime Minister says the uk is now dealing with a second wave of coronavirus. The number of infections have continued to rise and so too have the amount of patients being treated in hospital. Three weeks ago, on the 2nd of september, there were 75a patients in hospitals across the uk with the virus. A week later, that figure rose to 873. And most recently, this week there were more than 1,000 patients being treated in hospital. Butjust for comparison, at the peak of the first wave on one day in april, more than 19,000 patients had been admitted. Dr ami jones works on intensive care units in abergavenny and newport. Shejoins us now. Thank you very much indeed for joining us, ami. Just tell us in the front line, what are you seeing, what is lifelike right now . Life is 0k, what is lifelike right now . Life is ok, were starting to get the trickle of patients in, looking at the numbers outside and thinking when is it going to hit us, we have a few patients in hospital and a small number of translated into icu, and it is a long tail and i think the first time around we only saw the first time around we only saw the tip of the iceberg, or we were testing was hospitalised and icu patients so that is all when you we re patients so that is all when you were out there, and they will probably thousands of people at home who had coronavirus and didnt know they had it, or couldnt get a test. We are looking at the bottom of the iceberg hopefully this time as well. So it is difficult to translate that in project what we will get in hospital but we are battening down the hatches ready to receive. But we had already got back to a bit of normality in hospital, people are getting cancer operations done and other operations, and it is not the same as last time, last time we gave ourselves completely over to coronavirus and this time we are trying to keep normal business going as long as we can but we hope we dont get completely swamped again. When you hear the Prime Minister say we now face a second wave, it is happening effectively, what does that do for staff morale, knowing what you had to deal with a few months ago . I suppose it is two things really. And away we know what were dealing with this time, it has been very easy to get the plans back up been very easy to get the plans back up and running because we had not stepped down, we still had red it is all cold itus, so we just dusted uplands back off and got in place, so it has been less stressful format point. Just make dusted uplands back off. But we have been living it for six months, it was an emotionally horrific time, notjust six months, it was an emotionally horrific time, not just for us but the patients and their families. You dont want to go through it again, and if there is any way we cannot go through that, by people at home doing social distancing and hand hygiene and masks properly, we are just being, please play by the rules and help us, we dont want to be where we were back in april. One of the key issues back in april was a shortage of ppe in hospitals, do you feel you have enough stuff now, are you confident that should the second wave increase, you are better prepared and safer . Were very lucky in wales, never had ppe issues so i never was afraid that i would turn up never was afraid that i would turn up to work and not have ppe. We have had a lot of time to prepare, we we re had a lot of time to prepare, we were using the reusable face masks and now we have all been able to order, we were using ones that were disposable and now we are ordering reusable ones, so that is a big issue and hopefully has been resolved. We have spent six months planning and preparing to make sure we planning and preparing to make sure we dont run into problems, so i am hopeful we dont run into problems this time. You are in the Army Reserves , you have this time. You are in the Army Reserves, you have served in afghanistan, is there a similarity in feeling at least, people talk about this being a battle and a war, is that what it feels like on the ground in hospitals during this crisis . A little bit, yeah. I think the camaraderie and thought that we have to do this and step up and jump over the top and get on with it, certainly last time we put ourselves in harms way, we didnt know what we we re in harms way, we didnt know what we were facing, there was a lot of fear and everyone was scared, did we trust our pda. This time i feel like my trust our pda. This time i feel like d trust our pda. This time i feel like my body has taken a few bullets but i trust it and i know it, i trust my ppe. We can keep our families safe and ourselves safe. Our hospital drills are very good, we got a few patients catching it from each other, we did not get many staff catching it, did not get very few. Hopefully people can follow the rules and help us and try and stop the spread. And ami, you are saying your hospital and others are getting back to where normal use to be with cancer operations and that kind of thing, how can this keep working, if were not going to empty our hospitals this time, how do you keep things separate, how do you operate effectively two hospitals in one, covert effectively two hospitals in one, cove rt res po nse effectively two hospitals in one, covert response and then every day response . It is essentially what we do, we split the hospitals in half, we have certain theatres and roots that can only be open to certain patients, and we have certain buildings and areas that are open to covid patients. We have a covid itu and a clean itu. We are operating two hospitals essentially, and it has been good to have that in practice because that is what we need to keep doing. We cantjust is what we need to keep doing. We cant just empty the hospitals out, we are cant just empty the hospitals out, we are not fully lockdown this time so people are out and about, hurting themselves and presenting with the usual stuff they present with normally. Last time we had none of that, hospitals were completely empty, we were just sitting waiting to fill it with covid patients. This time we dont have that luxury, we will have to do a lot of normal business. What about when a patient is due to go back to a care home and testing and people could potentially have covid could be returned to care, that was a huge issue last time, how confident are you that wont be easy this time that you have the measures and testing in place to prevent that . We have certainly not an issue of testing in hospital for patients and we are very strict, not operating on patients who have not had swabs, i am not involved in discharging care patients but there is plenty of swabs and making sure they go back, some of the problem is you can swap somebody, six week up they have had corbett and they can still test positive because the swabs can test pick up debits a virus. But if we are using decent timeframes should be able to make it much more safe than last time. There is a little scramble to empty hospitals out last time and we are accepting we cant do that this time, we will have to be more staged about it. Street artists have been adding a splash of colour to our cities for years, and now their work is being celebrated as part of the first ever london mural festival. Its running throughout september, with more than a0 large scale murals popping up throughout the city. With many galleries still shut, its a way for people to appreciate some amazing art, as breakfasts tim muffett has been finding out. If you have to do daily exercise and whatever, socially distance, whatever. Art or eyesore . Areas some colour there that i go to the street, and it is more interesting. there that i go to the street, and it is more interesting. I could take it is more interesting. Across the capital this month, street art is getting bigger and bolder. The first london mural festival is under way. More than 150 artists transforming sites across the city. I am painting happy go lucky across these shutters. This shutter is always down, so i had to think of something to say that would work on its own. The more people who can see the art the better. Because art, art can be in galleries but not everyone can see it, so anything on the street is accessible to anyone. So i think it isa accessible to anyone. So i think it is a good thing that is becoming more mainstream. From simple graffiti to giant, complex murals, the evolution of street art over the past 50 years has been extraordinary. It got kudos and value by banksy, some of his pieces fetched £10 million. I would not expect everyone to like everything, but i would generally ask people whether they prefer art or a blank wall. There are lots of efforts across the uk by lots of individuals to have an increased number of public art of this kind and murals as well, and you will find that as far as aberdeen and cheltenham, and you will find neural festivals far as aberdeen and cheltenham, and you will find neuralfestivals in liverpool, manchester, still has a really rich background, brighton as well. Three years ago in liverpool, paul curtis created wings, allowing anyone to transform themselves into anyone to transform themselves into a lighter bird. When i did this there was not even much around liverpool but you can see it as a growing trend. Some of it is good, some is not so good, but there is some is not so good, but there is some brilliant pieces out there. It helps areas as well because often this artwork is in areas that have been neglect and it helps get a bit of interest in these areas. Something you can discover somehow. But in the streets is never really permanent, you never know what happens with it. You let go of it the moment you finish. Obviously it has to be done so it is not damaging, but it brings so much spiritual place. I live in bristol, the home of banksy originally and it is everywhere in bristol, it does brighten the place up. Temples make art at the end there, do you think is valuable . Listen, tell us how you are reacting to the news, you know, borisjohnson the Prime Minister has said, yes, the uk is in a second wave, yes, tighter restrictions are now being considered. What is your instinct now . There is so much going on, isnt there . Well, my gut instinct, you know, beforehand i have been seen, we are going to get a second wave. We have known that for a long time. It hasjust come a second wave. We have known that for a long time. It has just come a bit early. The expectation was that we would get the infections coming along normally around october, which is when nights get longer and we start to try to frame it with flu. But when you see the reactions now, iamjust but when you see the reactions now, i am just not entirely confident about this second Circuit Breaker. I totally agree we have to do the local lockdowns. They seem to be working. Mrs figures dropped dramatically after that lockdown and that did seem to work. Le i ceste rs that did seem to work. Leicesters figures. Obviously they are not popular but itjust emphasises to everybody but there is affected. The national Circuit Breaker, i think at the moment we will find it is going to go up, i dont think it is going to be sustained all the way through to going right through to the winter. I think it will level off. What i have found in general practice is that most of the cases we are getting for people wanting testing our children, children going back to school. I can show evidence right back to the last 50 yea rs show evidence right back to the last 50 years that the third week of september, every single year, there isa september, every single year, there is a massive spike of infections. And also admissions to hospital, for younger children with respiratory conditions, and it is nothing to do with the coronavirus. This is normal stuff to do with respiratory viruses, other viruses. So i stuff to do with respiratory viruses, otherviruses. So ijust wa nt to viruses, otherviruses. So ijust want to be not to kind of concerned we are seeing this piece. But sorry to interrupt, but, over the last 50 years, we didnt have coronavirus. So have you got evidence, or are you aware of evidence, or are you aware of evidence, that this third week spike, the third week of september, but spike that you said we would see over 50 yea rs, but spike that you said we would see over 50 years, but the number of coronavirus cases is not significant amongst those . We know that it is. We know the testing, obviously we are testing huge numbers of people now, so we are going to pick up the coronavirus. It is definitely coming through. But what were seeing, probably from a testing of view, is that children who have got a temperature, most of them do not have coronavirus. And i think this is why, people have said that it might have had a cold, where there is no temperature, or you have got influence or the coronavirus, we do have a temperature. What im saying is that there is a whole group of viruses in between those which cause a temperature but which are not coronavirus or flu. That is what we are seeing every year. So people are struggling to get a test, so we have to assume that those high temperatures are coronavirus even though we cant prove it. But an awful lot of them will not be. Now, we do know, obviously, but there are some numbers going up. The question is, and that has come a bit earlier than everyone expected, i think, most people are expecting it to be october, and the question is, will this continue to go right up to january, where the predictions were that that would be the peak . I think that that would be the peak . I think thatis that that would be the peak . I think that is the unknown. If we can manage these local lockdowns, it will just keep manage these local lockdowns, it willjust keep the levels going along a little bit lower than they should be. What we obviously cant do is stop everyone from getting it, so all we are doing with these lockdowns is keeping the numbers manageable for the nhs. This is beating, isnt it . Even when we in march, march 23, the virus does not go away, obviously. So it is like one biologist was saying to us yesterday, it is like you put it on pause, you put the spread on pause, until you can actively do something about it to manage it. Are you confident that if there is a National Lockdown, but what the testing facilities, or the treatments, would be sufficient enough . So that this is notjust a pause waiting for another wave . think it is a pause. It is not a reversal. So it is a pause. And it will allow things to catch up. I think we can do that with local lockdowns rather than National Lockdowns. The thing is, the National Lockdown would have a massive impact, the schools would carry on and the work would carry on, but carry on and the work would carry on, but i think at the moment, the smaller and local lockdowns are sufficient to keep going. But it is going to pause. What we have to remember is that until we get the vaccine, we are going to see people who have not got coronavirus eventually probably getting it, and we arejust eventually probably getting it, and we are just trying to monitor that and keep that level manageable all the way through. But it is not going to reverse it and make it go away, and even countries that were doing quite well, like france, we have seen a huge spike coming through. In other countries we are seeing it. So this is just like kind other countries we are seeing it. So this isjust like kind of keeping up a fire all the time. Youre just having to throw everywhere just to keep it down. Were not going to stop people from getting it. Do you understand why people would feel worried, hearing that is a strategy . Im saying it is your strategy, and that you are telling the government what to do, that is the strategy, it is literally put out fires as they come up, because they will keep coming up, that is going to worry people, isnt it . Well, ithink people, isnt it . Well, ithink people have accepted now, i think when we first went into lockdown, we thought it would be about six weeks, and then by the summer it would all be over. I was saying, you know, we would definitely see this big drop in summer, which we have done. But what we have done is seen as slightly earlier rise. We were kind of expecting that rise to come through. And i dont think people now feel that this is going to go away quickly. I think perhaps we did, but away quickly. I think perhaps we did, but i think most people, certainly most of my patients, totally resigned to the fact that this is going to be around all the way through to spring, to summer next year. So i dont think it is too much of a worry now. I think it is just people, and too much of a worry now. I think it isjust people, and i have told, we know that we have got to keep ourselves fit and healthy and we have got to keep ourselves prepared, so that if we do get it we will not get it badly, so people are really starting to look at how to do that, particularly older people, wanting to get themselves prepared and not get it too badly, and we have got lots of medications getting better. Soi lots of medications getting better. So i think there is a lot of good news out there. But unfortunately we have got this now through to the spring and we have to make sure it does not have a massive peak now, and just keeps a flattened peak over the winter period. I asked the head of statistics to bbc news. And the bbc backtracks after an outcry over its plans to stop live tv broadcasts of all the scottish governments coronavirus briefings. Since covid 19 brought the country to hold backin covid 19 brought the country to hold back in march, there has been more and more talk of how an effective system for testing for the disease is key to getting it under control. This week that issue really hit the bbc headlines. The long wait for a test and even longer one for the result, just one third of tests at Community Sites come back within 2a hours. Trying to get a clear picture of how much testing is going on is not as simple as it might seem. Should the focus be on the capacity in place at test centres . The number of tests actually being conduct . 0r the number of tests being analysed and processed . The number of tests being analysed and processed . That is just one instance of how fa cts that is just one instance of how facts and figures relating to the pandemic can tell different stories depending on which are highlighted and how they are presented. Take the totals of new cases of the virus, which we have become used to seeing everyday on news bulletins. The latest official figures show there we re latest official figures show there were 3991 new Coronavirus Infections recorded in the latest 2a hour period. That means the average number of new cases per day in the last week is 3286. But does that rise reflect an actual increase in the incidence of the virus, or simply the fact that we now know about many more cases because of the increase in testing . Here is you john hobson. But around a month ago they change their methodology to include only those with a positive test within 28 days of their death, which led to a reduction of more than 5000 in the estimate of how many people had died from the virus in the uk. Has that provided a more accurate picture . Not according to graham wilkinson. Joe price had another concern. Well, the man whosejob it is well, the man whose job it is to guide and advise the bbcs journalists on questions like these is robert cuff, who is head of statistics for bbc news, and he joins me now from our newsroom hammer upstairs here at new broadcasting house. Thank you for coming on news watch, can we start with all the different numbers being cited in stories about testing . There are the numbers of tests that can be done in theory, the number of tests being done, and the number of tests being done, and the number of tests done actually processed. Which is the most important one to use in new stories, do you think . At the moment the story really is about the gap tween demand and supply, and we dont really have good stats on demand. We know the supply we know the number of tests being reported everyday that come back with results, and we know the capacity that the labs as they have, those who are pretty much something one up against the other, so it suggests that the system is pretty tight, and when all tests arrive evenly through the week or across the country, that is going to lead to some of the problems we have been seeing. We cant tell just how problems we have been seeing. We cant telljust how bad the problem is. Like a lot of the coronavirus stories we are trying to piece together what feels like a piece together what feels like a piece together to be honest, a jigsaw with people pieces from many different boxes. We have seen a significant rise in the number of positive cases of the virus, and that is partly because of much more testing. But doesnt that mean that, you know the graphs we have been using for months tracking the rise and fall of infection numbers since march, become a bit meaningless . They can become a bit meaningless . They can be if they are not used correctly, it is certainly true to say that we have gone through three phases, if you think back to march or april where testing was limited to people maybe only in hospital, it was very severely constrained, and then we move through the summer and testing was largely available to anyone who asked for it and everyone was encouraged to go for tests, through the situation we have been reporting this week when we have started to see constraints come through again, albeit not quite as, nowhere near as tight as they were earlier in the year. Those are three different phases and to say the number of confirmed cases are different they are means the same thing in those phasesis are means the same thing in those phases is probably not helpful, and thatis phases is probably not helpful, and that is why in the charts we used to display those figures we are putting a break down the middle to illustrate that. Knows different eras we have been through. I still think it is useful to show the full history. Another issue viewer is raised, in august the government changed the way that it calculates deaths from covid 19. So now it is counting all deaths within 28 days ofa counting all deaths within 28 days of a positive test. But this fails to include those of course he may have died of covid 19 more than 28 days after a test, and on the other hand,it days after a test, and on the other hand, it does include those who died in unrelated ways, who happen to have had a positive test. So again, it doesnt seem to be a very satisfactory statistic, does it . Every statistic has its weaknesses, and windows need to pick the right the right course. So if you want to have a more nuanced judgement of whether a death was caused by coronavirus coronavirus you can look at the death certificate and whether the registering dock the thought that was one of the underlying causes, or the direct cause of death. But that takes you know, after two weeks before those numbers come out. We do report them, so we reporting those both sets of figures and there is a big difference between the totals, so there is about a2,000 of the deaths within 28 days of a positive test, and about 56,000 mentions of coronavirus on death certificates, so theres are big gaps. It is clear the 28 day number, the number we hear every day, is missing a large part of the death toll but is much more useful by telling us in a timely way what the trends are. So you dont want to wait when you think about academic that can grow very quickly, you dont want to wait two weeks before you start to make decisions about the deaths that are helping you to understand what else is going on elsewhere. One of the things you have made clear is that if you that you feel bbcjournalist need to contextualise, which often means using different statistics and then explaining why they are different but in headlines in particular, and a short summaries, it can feel like were giving a very simple story, things are going up or down. It is not satisfactory, is it . It is very difficult to summarise a coronavirus academic in a simple number, that is certainly the case. But that should not be surprising, i dont think anything in life boils down to one question that can be answered very simply. It is really across the news and within the details of the story that we can really tell the full detail of what is going on and put that picture together. What is really interesting, robert, is that clearly the bbc is coming up with some of its own statistics based on the data out there, and some viewers feel that the bbc has been taking Government Data too much on trust and we should do less of that and more of coming up with the bbcs own calculations. I dont think that you need to build data from scratch in order to analyse, interpret or challenge the use of particular statistics. Certainly where the story justifies it, we statistics. Certainly where the storyjustifies it, we will scrape the website, we will do the survey, we will send in the freedom of information request. I dont think it makes sense for the bbc to start trying to calculate gdp or conduct the census. It is that morning after that very quiet night before here in newcastle. If you are people out and about into the city centre yesterday. Those who were had to leave the restaurants, bars, clu bs to leave the restaurants, bars, clubs by ten oclock. All part of measures to try to spread the curve of covid in north east of england. Many people had started their nights out earlier to try to still enjoy themselves. People were on the whole resigned to these new changes as necessary. Newcastle has a particularly vibrant hospitality sector, it contributes £3a0 million to the economy. There is a concern from some businesses that these measures will hurt at a time that they are already struggling. It is not just affecting people they are already struggling. It is notjust affecting people in newcastle. Seven local authorities in the north east of england requested that these measures be put in place. The 2 Million People are having to socialise differently once again this weekend. Households are being asked not to socialise with other households, either indoors or outside. They have got to stick to themselves and have got to stick to their social bubbles. That is a very different, very difficult thing to monitor. Police are asking people to stick about the rules, to play along with them, because if they dont they are putting even further pressure on already stretched police services. The local Authority Leaders requested these measures but they know that they are difficult and they know that people are frustrated and fed up. But they say the measures were entirely necessary as cases of coronavirus were increasing rapidly in these areas. They are asking people to stick by the rules and they are hopeful that they can hop that rise in cases and also avoid a full lockdown in the coming weeks. We will go from the north east to the north west of england because lancashire is one of the areas that will be under further measures from next week although blackpool is not included. Sakthi karunanithi is the director of Public Health in lancashire and joins us this morning. Can we deal with that question of blackpool apparently exempted from this for now. Why is that . Such a hat for going out for socialising. That is right. I understand that this decision has been made based on the number of cases as well as blackpool being a separate local authority in itself. That is a national decision. What we are seeing in lancashire is the number of cases have doubled between sixth and 16th of september and across the northwest we are seeing a number of hospital admissions, although they are small numbers still, it has gone up are small numbers still, it has gone up from 33 on sixth september, to 62 on the 15th of september and we are seeing increasing number of people also staying in the hospital and on mechanical ventilation. But i would urge people to follow the guidance from now and not wait until tuesday because it is really important that we cannot afford to have any more rises in the cases and hospital admissions, as more universities open, as we go into the winter, as we know that the Economic Forecast isnt that great, and there are uncertainties about getting out of the european union, and we have to have maximum suppression, and with support come support suppression can only lead to more depression, so we need a balance of suppression and support measures to bring this virus down. That sounds to me like that large of a few days frustrates you. Would you like it to be possiblejust a few days frustrates you. Would you like it to be possible just to say, right, now, immediately it changes . I have been asking for this as a professional to be brought in a few weeks ago. I would urge peoplejust Pay Attention to how to keep yourself safe and your families and the rest of your community safe. It isnt that bad in terms of hospital admissions yet but the only direction it is going given what i have seen in the statistics, it is important we act now, with out waiting for the guidance to become law. We have to follow that to the spirits not just law. We have to follow that to the spirits notjust the letter. You are doing everything you can to get their message across but how clearly do you think people in lancashire understand the situation now . It is not everywhere, it is not blackpool, it is not now, it is tuesday, due people get it, do they understand what they should be doing . It is fair to say that the message has become confused with the public. If you take the rule of six as an example, it is in theory allows people from six different households to make, i am afraid that does not fix it in higher levels of transmission. We need a simpler message of keeping to your household is building the best safeguard, and keeping two metres, and notjust one metre, the time that we come into contact with each other, these are all the centres of gravity for the virus and we need to attack that. We need to make their messages simpler andi need to make their messages simpler and i would suggest keeping to our households only, and at this point in time fora households only, and at this point in time for a few more weeks, might just do it. That talk of a circuit break, as scientists are calling it. I remember a while ago that the uk was talking about having a nationwide alert system where you would get something on your phone with a message about a weather event, with Something Like that in this Current Situation help . You would get a tailored, look a bit of advice about what the rules were, where you live . Anything that warns or informs our residents in a timely manner and makes it easy to understand and do would definitely help, especially in the absence of a vaccine, and a very effective test Trace Programme, we have left is to restrain in terms of our own behaviour and to protect the vulnerable as well as the economic restrictions, which obviously has a cost. In the absence of vaccine and test and Trace Programme we eat a timely warning and informing system as well as other social and economic restrictions, but we cannotjust beat reliant on suppression, suppression, suppression. We need support along the suppression measures otherwise we will only see more depression. Thank you. Lets speak to dr mike tildesley, who is a professor of infection modelling at the university of warwick. I dont know how much you just heard of the interview there, director of Public Health, but he was saying, it is not good enough, rule of six is not clear enough, it needs to be back to the two metre rule, not one metre plus, that is what it did, do you agree . To be honest i think it isa you agree . To be honest i think it is a very difficult balancing act at the moment. The key weapons in our arsenal are still social distancing and good hygiene practices. That is crucial. The problem that we have at the moment to some extent is one of adherence to the rules. This has been the difficulty in the north of england, there has been a lot of evidence to suggest that there has been mixing between large groups of people, mixing within households, which is because the surges of infections. In a sense, small groups of people, obviously, as an epidemiologist, if all i care about is minimising risk, then you have a rule of one, you only have one person, and you cannot infect anybody else i get infected. It is a delicate balancing act because people have been under these restrictions for a very long period of time now. And the worry is if you make these restrictions to severe then adherents may drop further. It is very difficult in a sense we are seeing a surge and we may be any situation where unfortunately may have to proceed to more large Scale National measures, but of course, the caveat to this, what we do not wa nt the caveat to this, what we do not want is adherence levels to drop because of that. In a sense we are between a rock and a hard place at the moment. You want to put in measures that restrict infection but are not so severe that compliance significantly drops. What is the answer . It is extremely difficult. I think we can do is get the message out to see that the system we have in place now, the measures are in place for a reason, these local lock downs are because we have strong evidence that infection is rising in those locations and therefore the measures that are in place, people need to keep adhering to them. Social distancing measures are still in place. I do agree that two metres is safer than one metre. I was a lwa ys is safer than one metre. I was always a little bit worried about that one metre plus because i think it isa that one metre plus because i think it is a bit vague. I would always say, two metres were ever possible, is what should be done in terms of social distancing. I fear that they might be moving into a phase where more large scale measures may have to be brought into place. The Circuit Breaker is being discussed as an option on the table i understand. Again i think the public needs to keep compliance that we dont see more large scale measures brought in as we approach the winter. What do you make of the Circuit Breaker idea . The two week gap, National Lockdown, it would bring a pause, what would be the ultimate effect, a positive thing . The idea behind this, it is not a magic solution, it does not mean we pause for two weeks and everything will go away but the idea behind it, we are any situation at the moment with the epidemic is exponentially increasing in terms of cases. If you put in this Circuit Breaker what we would hope is that r would go below one, we would go from expenditure increase in defection to declining infection. It enables essentially to reset. We not only by ourselves those two weeks but we could essentially almost press the rewind button so we gain maybe three or four more weeks and reduce infection toa four more weeks and reduce infection to a significantly lower level. It is not an exit strategy. It buys us time. Its may be that we have to do this again in future, have another sort of Circuit Breaker if you months down the line, until ultimately, hopefully, we have a vaccine available. Quick word on students. The government wants people to still work. They want schools and universities back. But there is a concern about the prevalence in transmission among stu d e nts prevalence in transmission among students and how that is dealt with. It isa students and how that is dealt with. It is a real concern as students go onto campus. I will say, universities have done a fantastic job to try to make their campuses as covid secure as possible but when stu d e nts covid secure as possible but when students come onto campus that is going to be increased mixing and it will be a risk of transmission. It isa will be a risk of transmission. It is a real concern. Not only at the start of term when we have students potentially travelling across the country to go to university but also the end of term, when they may travel home, potentially to place high risk areas and carry infection to them. The key thing that we are going to have to do Going Forward is react rapidly. I know your previous guest discussed this about it is important to react rapidly. If we start to see cases rising on campus it may be that Rapid Reaction is what is needed. Isolation of clusters is the emergent potentially if necessary switching to virtual teaching if that arises, if we are seeing significant outbreaks happening on campus. Have you had any response from the Prime Minister on that . We have not yet. It is important, working with the nations, scotland and wales as well, to make sure we do have that cobra meeting. We are on standby to support the government and what actions we need to take to safeguard the british people. It was not inevitable that we end up in a second lockdown but it was predictable. If we cannot have a decent test, track and trace system, we wont know where the virus is, therefore it will start to go out of control again. We know that to the World Health Organization has told us that is what we need to do. It has been incredibly disappointing that over the last six months, rather than getting on top of the situation with testing, it has got significantly worse. What about you as labour . If Boris Johnson form that you and you stammer this morning and said, let us have that meeting, come on over, and you sat at the table and he said, ok, Circuit Breaker lockdown immediately, are you going to back us . If that is what the science says, if that is what we need to do, we would back that. One of the things i would be seeing and i am pushing for is that the government do more to work with local authorities, work with local Public Health england experts, to bring in that test, track and trace system, so that we can get those responses, the government promised within 2a hours test results. That is important, especially if were going to trace where they have contacted other people. If we are not able to do that divide us will go out of control and then you do take these kind of really big measures like locking down areas. We want to dry and avoid that. We can do that if we have an effective system in place to track the virus. We do not have that u nfortu nately therefore we track the virus. We do not have that unfortunately therefore we have seen the the increase in numbers. We have had a spike in oldham. We have been working hard on the ground to get that message across. The two things happening as either communication, clear messages. People think that rule of six applies to greater manchester, and not the local restrictions that we have. We have got to make sure the messaging is right and we have a system that is effective as well. If the Prime Minister was to say, the scientists are seeing we should have a Circuit Breaker at National Lockdown across england now, labour would support that . Labour will do whatever it ta kes to that . Labour will do whatever it takes to keep our british citizens are safe. Takes to keep our british citizens a re safe. If takes to keep our british citizens are safe. If the site says that is what needs to happen we are willing to support that. But i have to say that i think this could have been avoided if the government had got their testing and tracing system in place. Now were having to look at more extreme measures because the virus is out of control. That could have been avoidable. Labour have also said throughout this thatjobs, protecting jobs, is so important. There will be people watching this morning who will be seeing, if we go into a National Lockdown, even for a couple of weeks, that could be it for myjob in a pub or a hotel, that could beat me over. A lot of people will be aghast that you are so willing to grasp the idea of another lockdown. I am incredibly frustrated that we may end up in that circumstance and that is why i have called on the government to call that cobra meeting and act decisively. What has been happening is because test, track and to trace system has failed, that is well documented over the last week, people are not able to get a test, they are not tracing those contacts, therefore we havent got the virus under control. This government has failed to do that. Did you have to ta ke failed to do that. Did you have to take more drastic measures. They will have to support businesses. They will have to support employees in that process as well. That is why we call for targeted support to continue in the furlough scheme. We are pushing the government to do the right thing but they have made to catastrophic failures which mean that we end up having to take more significant measures. That is why we have the highest death toll in europe, that is why we are facing a significant recession. Im really i m really interested im really interested to know what access im really interested to know what a ccess you im really interested to know what access you get to the science. Does the government share that information with you . Do get to see what sage are saying everyday . We dont see it every day, we do keep on top of what information the government are willing to give, but the British Public need to see that information in order to do the right thing. In my local area, information in order to do the right thing. In my localarea, part of information in order to do the right thing. In my local area, part of the problem is they were not aware of what the rules were. They were confused by it, because things seem to change all the time. And when the rule of six came out, they thought that meant that the manchester restrictions were backed a rule of six, whereas actually we have got local restrictions in greater manchester, and have had them for a while now. So it is about clear messaging and giving support to the local authorities and Public Health england. It has catastrophically failed on the test and trace over the last week, which is why the virus is out of control and the government looking at more drastic measures. We need to make sure that we ta ke measures. We need to make sure that we take whatever measures we have to ta ke to we take whatever measures we have to take to make sure the virus is under control. If you devolve more local powers to councils and local areas, couldnt you have even more messages . You have Different Councils in different parts of the country saying different things, it could be a recipe for even greater miscommunication. Like you say before, the economy is important as well, in some areas have spikes, so well, in some areas have spikes, so we have to be responsive to that. And if we can share data and have that information at hand to the local Public Health and local authorities, they can respond very quickly. That is what we did in oldham, we went door to door making sure that people had that message, and when we did that, the rates of infection came down. When we were able to respond to the local needs and the local area, we were able to get on top of it. Whats happened is the National Test track and trace system has catastrophically failed. We have seen that because both wales and scotland have complained about that as well, and really the government need to get equipped with that. They have centralised things, and asa that. They have centralised things, and as a result of doing that, being able to be agile enough to respond to those local needs has been hampered, so they really do need to have that link between the two and that balance. You came facetoface with the Prime Minister at Prime Ministers questions the other day, and a lot of people were saying you brought a passion and energy to it that your boss, keir starmer, has maybe not shown at every pmqs. How do you react to that kind of response, that maybe they made the wrong choice . Maybe you should have beenin wrong choice . Maybe you should have been in the top job . Wrong choice . Maybe you should have been in the topjob . Me and keir starmer are a leadership team, we are definitely different types and styles. But actually i think both compliment each other. Keir starmer is very forensic, he has done an excellent job of holding is very forensic, he has done an excellentjob of holding the government to account, but also being constructive around that. And i went being constructive around that. And iwent in being constructive around that. And i went in there and was really passionate about putting that human story over, because i was a care worker, i come from it from that perspective, and i think compassion and care is what makes politics about. It is about people. And i really wa nted about. It is about people. And i really wanted the Prime Minister to understand the challenges that people are facing everyday. But didnta people are facing everyday. But didnt a bit if you think, im really enjoying this, being face to face with borisjohnson, i would quite like to be doing this job . Like you said, i grew up watching it, and although i wasnt brought up in a christian household, it was something that i found later on in life, and it has been a really big part of my life in terms of it has given me hope and meaning. And also it was a big part in setting up my charity, the katie piper foundation, a christian couple supported me and i still supporting the charity to this day. So it feels like a really nice full circle. It feels a good fit, because i guess you are going out in thejob feels a good fit, because i guess you are going out in the job youre doing in the programme, going out as we just saw into communities all over the uk talking people about their lives. Yes, and that is something i have always been passionate about, right from the days of my first documentaries. Now on my podcast i am hearing different stories, and i think that was the most exciting thing that i can connect with people and share stories, and i think that gives everybody hope, especially at times like this. How important do you think faith has been in the last six months or so, with the change in the way we live . I think it is a very personal and individual thing, so i can only speak to myself in that it helps me with light and darkness, and if you have a face, you will never be alone. You have been open about what it means to you, and here is one of your appearances on songs of praise. And the people that watch songs of praise im sure will have their own stories in their own pivotal moments in theirjourneys, too. We played a clip at the top of you in a Rural Community in wales talking to people there, and you mentioned isolation, because that is very much a theme of your first report for the programme, isnt it . It is about a Mental Health and struggling, and how faith fits into that. Yes, absolutely, and it was very isolated out where we filmed in wales. Even before corona. And i think the fantastic people that i met there have created a sense of community, accountability, and they genuinely care about each other, and actually sometimes family can be that, friends that come together and support each other throughout whatever life throws at them. And talking particularly about isolation and Mental Health struggles within the farming community, where people are sometimes working on their own up against it in really difficult conditions. Yes, i really admire david for talking so openly and honestly im quite a raw subject, for men to talk about Mental Health and suicide in particular is so helpful, and it is very selfless what he is doing. He is directly saving lots of lives, and normalising it as well, because perhaps many people havent seen that on telly. It is interesting on telly, what has touched you so far in terms of individuals stories . think it is their motive, that they genuinely have found this fulfilment through theirfaith, genuinely have found this fulfilment through their faith, and they want to share it with other people, they wa nt to to share it with other people, they want to lift others up and have them be and that good place, and that is how i live my life, the charity, those who live with burns and scars, it doesnt have to mean that your life is over, so i have really related to them wanted to spread that joy and bring related to them wanted to spread thatjoy and bring everyone on the journey.
