It says that pupils and staff in areas which are subject to lockdown restrictions should now wear them in communal areas like corridors. Primary schools are not affected. Our education correspondent Elaine Dunkley reports. It will soon be back to school for children across england, and Face Coverings could be an essential part of their kit. New guidance issued by the government will leave it up to head teachers to decide on whether it is necessary for staff and students to wear Face Coverings in communal areas such as corridors. However, Face Coverings will be compulsory in areas where there is a local lockdown. The government says the guidance does not include Primary Schools, because the risk of transmission is low. But does apply to secondary schools, colleges and universities. I think what weve got is clarity. That if you are in an area which is higher risk, higher transmission rates, then there is an expectation young people around school will be wearing those Face Coverings. But, equally, there is the flexibility in other areas for you as a leader, working with your staff, working with your governors, working with the community, to do what is right in your context. The department for education had initially been reluctant for children to wear Face Coverings in schools because of concern it could make communication difficult between teachers and students. But says it has revised its guidance following scientific advice from the World Health Organisation, which recommends that children over the age of 12 should wear a Face Covering when social distancing is difficult. It should be mandatory, notjust in local lockdown areas, but in all areas for schools, within communal areas, within the corridors, to enforce, to be supported to enforce, face masks being worn for children over the age of 12. I think that will be a clear policy that every school could follow, rather than being told it is up to each individual head teacher to make their own policy, and schools and parents not knowing where they are. Schools in scotland will advise pupils to wear Face Coverings in corridors and shared areas from next week. And Northern Ireland has issued similar guidance. In wales, the issue is under review. It seems to me they are prepared to ta ke seems to me they are prepared to take the political hit of a reversal, looking like they have not been on the front foot on this issue, if it helps parents, teachers and pupils have more confidence to get back into classrooms, because thatis get back into classrooms, because that is the immediate political priority. You heard borisjohnson, the education secretary also talking about this. The priority is for a full return to classrooms over the coming weeks and that will be a greater political hit if that did not happen. Thank you. A court in new zealand has heard more stories of survival and loss during the third day of sentencing for the christchurch mosque terror attacks. 29 year old Brenton Tarrant admits killing 51 people while they prayed at two city mosques last year. Give us a rundown of another emotional third day in court. These victims have been so brave, confronting the gunman who took their loved ones and changed their lives forever. We were expecting to hear from around 60 victims to front up to court and tell their stories and that number keeps growing as they feel empowered to tell their stories and come face to face with Brenton Tarrant. One man said he could not forgive him for his actions and that tarrant deserved to go to hell. It has been an intense day at the high court in christchurch. Another man also fronting up, in a wheelchair, because he was injured during the shooting, saying his greatest fear was for his ten year old son, who witnessed the shootings taking place, saying he had nightmares and continued to have nightmares about his father being shot and people dying around him. It had been truly traumatic. Watching some of those statements, obviously Brenton Tarrant is in court listening to those statements, but he was laughing during some of them yesterday. Yes, he did laugh, in a couple of points, as people presented their thoughts on what had taken place. This is a wonderful location and within an hour of london, so you have big populations in the south east of england. Designed in the 18th century by Charles Hamilton who wanted to create Living Paintings and it is magnificent. Visitors have been able to return since the beginning of the easing of lockdown. What weve found, especially when lockdown was strict right at the beginning, was that people were encouraged to take one form of exercise a day which is so important for Mental Health. Green health that is talked about, to get out into the natural environment. Often people found things they did not know were there. Those hidden gems. I have been to see one not far away. I think you will find it quite surprising. You suddenly turn the corner and you see the statues, and this bit, at the time of year we came, there were a beautiful meadow flowers all the way around. It was absolutely lovely. Its beautiful. We arrived and there were just daisies everywhere. And with the statues peeking out. They have a poignancy about them because they are so majestic, really, in a way. You look at them, it is almost eerie, really. This is called the regiment of trees, on parade within one of the woodland trusts First World War centenary woods. Its just a stones throw from the famous epsom racecourse in surrey, but many local people dont know its here. There is no one here. I dont think many people know about it. But i definitely found it, because ijust had a bit more time on my hands over lockdown. So ijust wanted to explore a bit more of my local area and walked and walked and walked and eventually found it. If it wasnt lockdown, i probably wouldnt have come. I dont really like walking that much. Weve done a lot of walking in lockdown. I heard about it a while ago when they were putting in the trees and ijust thought, wow, that looks really good. We have never been able to get here and, after seeing it on instagram, i was like, oh, we have to go. Ive stopped working, so ive got a bit of time, but certainly, i dont think we would have heard about it, because people wouldnt have been talking about it as much, if it hadnt been for lockdown. The sculptures depict an inspection parade of 20,000 men at a nearby base in 1915. While filming, we bump into the sculptor. So many men had signed up as volunteers that there just wasnt enough equipment to go around. So the men that are in the front row were fully equipped with uniforms, and the full equipment and rifles. And, as the rows go back, they get less and less equipment and uniform, and the chaps at the back are standing there in civilian dress. I wanted them to have a haunting presence, so that it gave a sense of place when people come across them. And just down the road, another natural wonder that seems to have come into its own this year. Priest hill was once overgrown and abandoned, but, now, its 86 acres have been reclaimed for nature and for nature lovers. Ive noticed there have been a lot more people coming out with theirfamilies, or using the reserve as a green gym, because everyones gym has been shut down. Its just been really nice to see families connecting with each other and connecting with nature at the same time. I have been able to stop and chat to the bird watchers and see what they are looking at. Everyone actually became a bird watcher. So it has just been a magical place to be. It has often been hard to find the positives in this pandemic, but reconnecting with our natural environment, especially if its right on our doorstep, has been vital in so many ways. Back here at this park, it gets around 130,000 visitors a year, so not exactly a secret garden, but magnificent, and not Everybody Knows about it. Tracy, you are a volunteer here. You have never been here before until recent months. What brought you here . I did a lot of volunteering when lockdown started. I wanted to do something for the community. I realised i was at home seven, eight hours a day working at home, i needed something to make me go outside. This is what i found. What does this place mean to you now . This is my sanctuary now. When i come to volunteer, i am helping, but doing something for my own wellbeing, really. Ispent but doing something for my own wellbeing, really. I spent three and a half hours, i Wander Around, wellbeing, really. I spent three and a half hours, iwanderaround, do ten kilometres, and the world disappears. It is lovely. Music when you Wander Around . No, just the sound of trees and birds. My friends are fed up with my videos, to be fair are you the kind of person who would have gone on long walks a few months ago . I grew up with my dad taking us on walks and we hated them. But now i love them and yearn for it. When i am at home working, i cannot wait for the weekend to come out and do my walks. It is the quiet, the space . How does it make you feel . It is a bit of everything. There are places where you can come and there are people so if you want to be around people, if i am home alone and i want to be around people, i can, alone and i want to be around people, ican, but alone and i want to be around people, i can, but alone and i want to be around people, i can, but i can find a secret place up by the hermitage in the peace and quiet and it isjust me and nature. You have grottoes and follies here. There are so many things to see. And you still find new things . All the time. This is the big debate of the day after the government changed that advice late last night. What is your ta ke advice late last night. What is your take on the wearing of Face Coverings in schools . It is compulsory in scotland and Northern Ireland for the majority of pupils and now in lockdown areas there will be they will be worn in england, as well. It was always inevitable. After who had said that teenagers particularly should be Wearing Masks, not younger children but the older children, particularly over the age of 12, so the w wh so said underfive, no, the age of 12, so the w wh so said under five, no, over five the age of 12, so the w wh so said underfive, no, overfive it is up to the discretion of the skill and over 12 they recommended it. Over 12 year olds they behave like adults with covid. It sheds the virus the same way and they get the symptom is not as badly, we know that, not as bad at all, but they do shed the virus and of course you cant keep a whole lot of 12 to 16 year olds in social distancing in school. Its absolutely impossible. It would just be too difficult. To wear masks will mean that you dont get that connection of the virus to the teachers and the virus around the school which could then come to the homes of those in the families and more Vulnerable People getting it. Dont forget, this bubbling up of the virus is always there, particularly in these areas and of course the guidance is only two areas where there is already intervention. Not everywhere. That is up to the discretion of each school. The virus is bubbling under there, so it doesnt take much. Its like putting out little fires all the time and this will help. I think, really, with the who guidance there probably wasnt much choice to go down this route. You have hit the nail on the head in terms of the issue for the government this morning and suddenly we will put these questions to Gavin Williamson in aboutan these questions to Gavin Williamson in about an hour. That who guidance came out on friday and we spoke to the schools minister on monday at the schools minister on monday at the deputy chief medical officer Jenny Harries, and they both said that even though they had seen the guidance, they were still sure that not wearing face masks in school in england was the right way to go. 36 hours later the guidance has changed. It was happening in other parts of the uk, as well. It was inevitable. The evidence coming from who is normally collected from right across the world and they obviously have a huge resource to be able to get this right. It does depend on each country, so every country is slightly different, but certainly i think it was heading that way. I think it was heading that way. I think what we are going to find is that, yes, its going to be difficult for children to be able to concentrate, etc, with these masks, but it will be normal. This will be the normal for the next but it will be normal. This will be the normalfor the next perhaps year. It is almost like fire drills. We are used to fire drills. We dont get fires very often but fire drills, when they happen, we go outside, someone with a yellow vest comes out and does it. That is normal. Wearing masks will be similar. All emotion will be taken out. This will be the normal way. Interestingly there have been some reports and worries that if you wear a mask you are less likely to do other things like social distancing or washing your hands because of this compensation. That is nonsense, apparently. That has been dismissed now. It used to be from bike helmets, people would ride more recklessly on bikes. It doesnt seem to happen uncertainly where people are Wearing Masks they actually increase the amount of time they wash their hands. It is almost like there a presence reminding them that there a presence reminding them that there is something going on and they need to be very aware of how to do other things like social distancing. Very briefly, its worth reminding our viewers that children are least affected of all of us by coronavirus. Exactly. We are not protecting the children, i have to say. The children are very well sorted out with coronavirus. Very rarely will they get into hospital. The rates are absolutely tiny. What we are doing here is keeping the rate of the r number down. I have to say the initial sentence that came down was actually brutal. I counted at least more than 36 months but there was some leniency that was shown by the court and it dropped the sentence to 21 months with a three year suspended sentence. That means that if he comes back to greece and he behaves in the same way within a framework of three years, then he will have to serve those 21 months in jail. Of three years, then he will have to serve those 21 months injail. So what we are expecting right now is this appeals process to proceed. We have not seen it filed yet, but we anticipated. Of course, how has this been received in greece by the authorities in terms of how they have handled this . It was simply a case again, according to the authorities does not by the authorities does not by the authorities are actually extremely relieved. They believed in their case, they believed in their prosecution. The policeman who took the scan were absolutely stunning in their presentation, and itjust came down to the fact that the court was simply not convinced by the narrative which Harry Maguire presented was different in the official presentation of events. They wait denying they have even come across policeman. It was just a very difficult and complex narrative that just didnt very difficult and complex narrative thatjust didnt go anywhere. There was of course the fact that Harry Maguire didnt attend court. Did that make any difference to the proceedings . It didnt make any difference to their proceedings, per se. Of course, pe is a very popular subject, but like everything else, it has had a massive overhaul, and archery seems to be winning here at kibworth. Face coverings will have to be worn in secondary schools in some parts of england after the government changed its guidance last night. It says that pupils and staff in areas which are subject to lockdown restrictions should now wear them in communal areas like corridors. Primary schools are not affected. Our education correspondent Elaine Dunkley reports. It will soon be back to school for children across england, and Face Coverings could be an essential part of their kit. New guidance issued by the government will leave it up to head teachers to decide on whether it is necessary for staff and students to wear Face Coverings in communal areas such as corridors. However, Face Coverings will be compulsory in areas where there is a local lockdown. The government says the guidance does not include Primary Schools, because the risk of transmission is low. But does apply to secondary schools, colleges and universities. I think what weve got is clarity. That if you are in an area which is higher risk, higher transmission rates, then there is an expectation young people around school will be wearing those Face Coverings. But, equally, there is the flexibility in other areas for you as a leader, working with your staff, working with your governors, working with the community, to do what is right in your context. The department for education had initially been reluctant for children to wear Face Coverings in schools because of concern it could make communication difficult between teachers and students. But says it has revised its guidance following scientific advice from the World Health Organisation, which recommends that children over the age of 12 should wear a Face Covering when social distancing is difficult. It should be mandatory, notjust in local lockdown areas, but in all areas for schools, within communal areas, within the corridors, to enforce, to be supported to enforce, face masks being worn for children over the age of 12. I think that will be a clear policy that every school could follow, rather than being told it is up to each individual head teacher to make their own policy, and schools and parents not knowing where they are. Schools in scotland will advise pupils to wear Face Coverings in corridors and shared areas from next week. And Northern Ireland has issued similar guidance. In wales, the issue is under review. We will speak to the education secretary live on this programme in 25 minutes. They are under pressure to go further. They have left the door open to going further and going for a full reversal and making face masks mandatory in secondary schools across england, if transmission rates rise. That is something labour are calling for. What they have done so far is go for a partial change, just bringing measures in in areas where there are local lockdowns and giving head teachers across the Board Discretion to do what they feel is best in their own schools. I think this shows the government was responding to pressure that had been building after scotland had changed its policy in response they said to the World Health Organisation guidance for recommendations for children over 12. That happened some days ago and it has taken ministers this time to get there in the end, despite previous things about protections already brought in. It seems the government is prepared to change its advice and i think the imperative has clearly been to give pa rents, imperative has clearly been to give parents, teachers and children the reassurance they need to get back to school, which is the main Political Task ahead in the coming weeks, to make sure that is safe and happens fully. If wearing face masks in corridors and communal areas for some secondary School Pupils go some way to reassure people, i think ministers are prepared to take the political hit if you like of reversing policy. One of the main stories we are looking at is how guidance for head teachers when it comes to Face Coverings in schools has changed, over the past 2a hours. In england, they will now be compulsory in secondary schools where local coronavirus lockdowns are in place. Everywhere else, it will be up to head teachers to decide whether theyre required. The changes come into force on 1st september. From monday, all secondary School Pupils in Northern Ireland will be required to wear Face Coverings in corridors and shared spaces like libraries. Similar changes are being introduced for all secondary School Students in scotland, but also include school buses. And in wales, a decision on whether children will need to wear Face Coverings in schools will be made today. Here i was this change to guidance . Here i was this time yesterday morning essentially saying parents looked at the World Health Organisation and seeing what is happening in scotland, they will inevitably say what does this mean for my child in england . We called for the government not to say whether covering should or shouldnt, saying you need to give us clarity and they have done that. We know if you are in an area of high risk you will have to wear a Face Covering in secondary schools. If you are not, thenit secondary schools. If you are not, then it will be at the discretion of your school or college. That clarity, which gives flexibility, will be welcomed not by everybody, but i think a lot of head teachers and Senior Leaders i represent. But i think a lot of head teachers and Senior Leaders i representm flexibility what is needed . Would it not be easierfor flexibility what is needed . Would it not be easier for head teachers and pa rents to not be easier for head teachers and parents to know it was one rule for all. In scotland you wear them in corridors and communal areas. Why not have the same rule in england rather than restricted to areas with local lockdowns . It would be easier politically in a sense it would be easy for government to say look at the Bold Decision be made. Schools differ a lot, in the size of corridors and communal spaces, in the plans head teachers and governors have put in place. We know the hierarchy of controls, making sure there is hand washing and keeping children separate, those things are more important than Face Covering. To be able to say in the school yes we will all be will not require you to wear a covering, or if you want to wear one fine, but you dont need to because other things are more important, it reflects the way the english Education System has worked, giving more responsibility to head teachers who are trusted by their communities and know their context. We have spoken to guests over the past days who felt when they saw the who advice on friday that this would be an inevitable change. Did you see it that way, professor . I did not, actually, the evidence generated by Public Health england is there are few outbreaks in schools. And where they have occurred the majority have been from staff to staff rather than from pupils to staff or pupils. The most important factors are hand washing and social distancing. The risk to themselves is very low and where there are other measures in place such as social distancing, and children are incredibly well behaved. They are much better behaved in the classroom supervised by a teacher than adults in the pub over a pint of beer. This is slightly different, this is secondary School Children and this is about communal areas, walking between classrooms indoors in corridors for example. Public Health England did a survey and they found only two macro outbreaks in secondary schools and they were very small events. No children got sick. It can cause problems for teachers. I think we dont need to see facemasks in classrooms. What we are looking at is the use of Face Coverings potentially in the areas where there is less supervision. Do you think that is necessary . As i said, it is a small help but the majority of Infection Control has to remain around hand washing and social distancing. We cannot assume because someone wears a mask it will ta ke because someone wears a mask it will take away all risk. What do your members think of that . They will see it in a different way and say we know about curriculum, teaching. If an appeal is filed, under greek law, there will be a retrial. The case can start afresh. We are still awaiting may be for an apology. If there is no apology, when the retrial gets under way, what is the procedure now in terms of timings. They have ten days to file an appeal and then a retrial will take place at a higher level court in maybe a year, may be two. Would you play a role in that . court in maybe a year, may be two. The time was enough because really it is a simple case of assault. It is not a complex legal case. I do not understand when they say they did not have enough time. They had three lawyers and access to all the case files from the first day. There was enough time in my opinion. You as a resident in greece, a citizen, how has it been perceived, this case . It has attention here for obvious reasons because of Harry Maguire being a player and captain of Manchester United. How was it received there . Greece is different. I do not think he is as famous in greece as britain. However the case has more been received as. Here he was seen in his private capacity, a tourist on vacation. He did not follow the law. It is more of a tourist misbehaving, it is received more like that, misbehaving and trying to get away by saying he is rich and famous. Ok, very interesting talking to you. Face coverings will have to be worn in secondary schools in some parts of england after the government changed its guidance last night. Childen and staff will be required to wear them in communal areas like corridors but not during lessons. In areas outside of local restrictions, it will be up to head teachers to decide whether theyre required. Scotland and Northern Ireland have already said the measures will be introduced into all secondary schools and the Welsh Government is reviewing its guidance. I know youve just sat down, so while you gather your thoughts, what ill do is play are you a clip from interviews we had on monday. Two days ago. One is the schools minister, nick gibb, the other is the deputy chief medical officerJenny Harries. We put to them why the government had changed its advice given what was published on friday and this is what they said. Provided schools are adopting all the measures that i talked about, the hygiene, the cleanliness, the bubbles and so on, in schools, then they are not recommending use of face masks in school. It does inhibit the process of being taught and the process of education in school. They do have to wear masks on public transport and on dedicated home to School Transport. So children over 11 will be required to wear masks in those circumstances. But where children are with the same Consistent Group of people each day, the current scientific advice is it is not necessary to do so. We are recommending in public settings, public transport, children over 11 wear Face Coverings. That who report also noted that children, certainly 15 and under, are not very compliant. It also suggests children who are running and jumping and playing should not be Wearing Masks. Those interviews both took place in two days ago. Can i ask you first of all, education secretary, what Scientific Evidence has changed, has come to light since those interviews and prompted the change . As you will be completely aware, when we first issued the guidance, this was back in may, for schools to be returning from the 1st of june in may, for schools to be returning from the 1st ofjune in a sort of primary settings and then in some secondary settings. And then, when we introduced the further guidance backin we introduced the further guidance back injuly we introduced the further guidance back in july for the full we introduced the further guidance back injuly for the full return of schools in september, we have co nsta ntly schools in september, we have constantly said that this is something that stays under review at all stages. We have reached the decision, and this was very much with, yes, looking at the who, but also most importantly constant discussion with Public Health england. And actually, in the case of the small number of schools where there is high transmission rates within the community, and this is only a very small number of areas where there are local lockdown is, that we felt that it is best to take the most careful and the most cautious and the most precautionary approach and recommend for secondary schools and only secondary schools that youngsters and those staff wear Face Coverings in communal areas, but only in local lockdown areas. So. As you will have read from the who report, actually they talked about only very high transmission areas. We are really fortunate in this country. Most parts of this country have incredibly low transmission rates in terms of coronavirus and there is only a small number of areas that are sadly in the situation of having local lockdown. We are taking the most precautionary and careful approach because we recognise that there were some concerns that were being poised by voiced by teachers and those working in schools as schools as well as parents and local lockdown. Nothing has changed scientifically yet you are saying the science has made you change things so what has prompted that decision . I ask you that because one senior conservative mp, a quote from last night. He said he was disgusted and disappointed. It is beyond comprehension why this was not done earlier. It is a mess after mess of his own government, u turn after u turn, parents and teachers will lose confidence in the party. We have constantly said that this is something that is under review. We made the decision a few weeks ago to recommend Face Coverings for home to School Transport because we felt that was the correct thing to do. Reducing the risk of transmission but also ensuring there is real confidence for it youngsters as they get onto that home to School Transport, and also parents as they send their children off to school. What we are talking about is a small number of schools which are subject to local lockdown is in their area. And what we recognise is so important, we cannot have a system where we have schools returning for the overwhelming majority of the country where you are seeing children going back to school but in those local lockdown areas, it may be schools not returning because we wa nt be schools not returning because we want schools to be returning in every pa rt want schools to be returning in every part of the country. So putting an extra level of precaution and reassurance to both pupils, pa rents and reassurance to both pupils, parents and staff, we felt was an important thing to do. But this affects a very small number of schools, as you have covered. I know you have covered it extensively in the programme. There is a very small number of areas the programme. There is a very small number ofareas in the programme. There is a very small number of areas in the country that are subject to local lockdown. Skills that will be subjected to doing this mandatory in secondary schools in those local lockdown areas and purely in communal areas. It will not be extended beyond that . Know, there is no intention of extending it beyond that. Because as bothjenny extending it beyond that. Because as both jenny and nick extending it beyond that. Because as bothjenny and nick said, actually, thatis bothjenny and nick said, actually, that is not what is required. Where you are seeing in local lockdown areas we recognise the importance of making sure that we maintain education in every part of the country. The labour party. The last thing we ever want to see closed is schools, and we need to ensure that all schools are open so children are able to access our world class children are able to access our world class education that we all wa nt to world class education that we all want to see them benefiting from and seeing all to pot returning over the next few weeks. And we have already seen, in areas this week, such as leicester and leice5tershire, schools starting to come back, welcoming people. Next week there will be even more local Authority Areas that will welcome children back, and of course the week after that more local authorities and schools welcoming children back and thatis schools welcoming children back and that is really our focus, ensuring there is a safe, comfortable environment for youngsters to be able to enjoy school and actually have all the joys and benefits. The psychological benefits of being back with their friends and back with their teachers. Mr williamson, im going to ask you to not keep talking about world class education. You have mentioned that. It would be contrary to have the best scientific and medical advice making it mandatory in every school. Do you feel. This is another thing that has been, i suppose, the accusation that has come your way, that there is a need for clear guidance from the top. That has not come over the last few days. And you are removing yourself from the circle of responsibility at a time when that guidance is needed more than ever. What we have done is listened at every stage to the best scientific and medical advice. You know, in some ways what you are saying is the easiest thing would be to make it mandatory in every School Across the country, but the best scientific and medical advice is a saying that that is not the right decision to make. The who is a saying that that is not the best advice to make and actually reading the report it says that this should only be done in high transmission areas and that is why we have taken the route that we have actually taken. So we are taking a sort of sensible, pragmatic approach, and at every stage, if we go back tojune, when we were able to welcome over 1. 6 million children back into the classroom right across england, we have seen us take a very careful and very cautious approach to welcoming children back. But at every step of the way. Ok. Taking a pragmatic approach and we have to have confidence in terms of School Leadership, you know, the head teachers who are just so looking forward to, as all teachers are, actually welcoming back all children, seeing those smiling faces, and getting back. Teaching your children. We have been looking at that this morning. It lifts the height. Ok, listen. We dont have much time left. Can i ask you to be brief in your answers. Well, at every stage everyone takes responsibility for what they do and how they approach things. What we are focused on is making sure we deliver the best for children right across the country. The approach in terms of exams, moderated grades, it was a common approach across all foreign nations of the uk. The approach had broad Political Support across all political parties, but we do recognise that there were problems as a result of that approach, and we did have to change. Quual and other exam boards up and down the country had to make that approach and it was incredibly difficult and incredibly tough. It is important that if things. It is a lwa ys is important that if things. It is always important to ensure we always do the right thing by young people. That is what we ended up ensuring that we did last week, but the most important thing we can do for all young people is ensure that all schools are open and all children are welcomed back into their education, starting from. They walked the island the night before and found themselves completely marooned in the morning. We are looking at the pictures. Where they are allowed to camp there . We say wild camping but there are some areas where you can camp wildly but some you shouldnt. Was this an area that was already kind of approved . You are right. Certain areas of dartmoor you can wild camp so it is really restricted. And there are conditions that apply to that. This area was not in that area where you wild can. They should not have been camping there, strictly. Yeah. Never mind, they did it. They needed rescuing. Tell me about the effort involved. It wasnt a simple, lets make a phone call and get someone to give us a lift. Absolutely not. They we re very give us a lift. Absolutely not. They were very lucky because they were spotted in the morning by some white water kayak is that were taking advantage of the water in the river. They got in touch with them because they have no phone signal where they were. Hikers then put the phone into us, we made our way to the nearest bit of road we could get to and then we got the National Park ranger who helped and we used our four wheel drive vehicles. We got quite near and then the rest of the way we had to make on foot, carrying our equipment. We got to them, made contact, and as you saw in the video we have a small rescue a sled, like a little boat. We tethered it and got that across to them and got them into that boat. They were very lucky that the hikers have spotted them. Im going to say that the impression i have of you as you are an affable fellow, a lovely natured gentleman. That is the impression i have of you. But at what i would say is when you. But at what i would say is when you look at the list, people involved when it comes to the team you had to deploy. 18 fire and rescue staff, ten ambulance crew from a specialist Hazardous Area Response team. One dartmoor park ranger and several hours of your time. I cant imagine you were smiling when that happens, especially when you do think storm francis was raging and. These are troubled enough times as it is. Youre right. There were an enormous amount of resources deployed but we are not in the business of telling people off and being killjoys. They are people off and being killjoys. They a re really people off and being killjoys. They are really nice lads and they made a mistake with what they did. They said sorry . They were embarrassed and thankful and grateful for all the efforts that went into it. All i would say is we were just glad they we re would say is we were just glad they were safe. We would just like to say thats notjust in times of storm francis or its dorms, but water, be it the sea or rivers or lakes, it can be really dangerous and people com pletely can be really dangerous and people completely underestimated and the message i would like to give this morning is for people just to take a bit of time and care to do a bit of research into what the weather is doing, whether its safe to do what they are doing and there is lows of information out there on the intranet with the met office and the Environment Agency and rnli. Face coverings will have to be worn in secondary schools in some parts of england after the government changed its guidance last night. It says that pupils and staff in areas which are subject to lockdown restrictions should now wear them in communal areas like corridors. Speaking earlier on this programme, the education secretary Gavin Williamson said it wouldnt be extended beyond that. Our Political Correspondent laila nathoo is in westminster. Leila, what exactly has the education secretary said . I think the message that came across was that this was an extra layer of precaution, thats how he described it, an extra level of precaution and reassurance in those areas where there are local lockdown is an transmission in a community is high. So minister seen this change of policy as not only responding to the World Health Organization guidance changing, but also targeting it at the areas where Community Transmission is high, trying to stress they are responding and being flexible in response to concerns because they want to ensure this full return to schools across the country over the next few weeks. Have a listen to what Gavin Williamson had to say. We are really fortunate in this country, most parts of this country have incredibly low transmission rates in terms of coronavirus and there is only a small number of areas that are sadly in the situation of having a local lockdown. But we are taking the most precautionary and careful approach, because we recognise there were some concerns that were being voiced by the teachers and those who work in schools, as well, of course, parents where there has been a local lockdown. I thing interesting to hear, Gavin Williamson saying there are no plans to extend this requirement across the country beyond those areas that are in local lockdown is, as is the case in schools in scotland, and the Northern Ireland and wales they will be reviewing their guidance today. I think the other part of this policy is that head teachers do have the discretion to make their own decisions when previously, masks we re decisions when previously, masks were not recommended. Now, it is up to head teachers, individual schools to head teachers, individual schools to make the decision as to what they see it being best. We could see Face Coverings becoming more common across england, despite the fact they are only recommended in local lockdown areas. So a shift in policy from the government, not wanting to appear like they have been bounced into it because of the pressure and the change in scotland. But the message coming from Gavin Williamson, the education secretary, is that the full return to schooling across the country is the priority and if they have to change the message and face masks in secondary schools, then so be it. On the river taff near cardiff, the Emergency Services searched all day after reports that a canoeist had capsized his boat. This is their second day, it opened yesterday to year seven and year 11 students and they have seen a lot of change. Things like one way systems, there is a plan in front of a lot of the classroom showing where they can go. As you enter a new space they have these antenna sizing stations and bins all across the school. Hand sanitising stations. This is to minimise contact between stu d e nts this is to minimise contact between students and staff. There is a lot more they will have to adjust to. We will be chatting to some of the stu d e nts will be chatting to some of the students about what it has been like to return and how they are feeling on day two. First, i have been looking around a Primary School in leicestershi re looking around a Primary School in leice5tershire that is reopening this morning, and to see how they are adjusting their class, their school life for younger pupils. The front entrance may look familiar, but theres a lot thats changed at kibworth Primary School. Im really sorry, lots of boxes. Head gilly has been at the helm of a mass operation to get the school ready to welcome back all 600 students. All the children are going to have all their own equipment now. So weve bought all the children their own pencil case. Theyve all got their own place to sit. Shall we go inside . Oh, yes, of course. Could you sanitize your hands on the way, please . Children will be in social bubbles of 30, spending most of their time in one classroom, and then forming a super bubble with their year group during play time. Youve got these stations, as well, i notice. Weve just had these put in just this last week. So all the year groups have outdoor sinks, as well, and they all have automatic hand sanitizing. The classes have all been rearranged, so students face forward and sit side by side. Teachers are advised to keep a 1. 5m distance. Obviously you can see, with the tables out, it is going to be very different and children will need to learn how to sit at the table. But i think with the right modelling and explaining to the children, hopefully in time, you know, theylljust adapt to it. Of course, pe is a very popular subject, but like everything else, it has had a massive overhaul, and archery seems to be winning here at kibworth. Harrison, youre deep in cleaning mode at the moment, youre in charge of pe here and youve had to make a lot of changes. We have had to make a lot of changes. Weve had to pretty much base all our pe outside now. So weve left the hall as it is. Weve had to completely amend all of the curriculum golf, tennis and then bringing in different types of football that involve not picking the ball up and using their hands. In the kitchen, staff have created a menu with two lunch options one hot and one cold. It all goes into a bag and the hot food goes in the box. And then somebody comes in their bubble and takes the food to the classroom. Big changes here. So how do parents feel . I think they need it. Theyve been missing their friends and definitely need to have the routine of school. I feel excited. Like, so much. I guess we all feel a bit apprehensive from time to time. But i feel confident that the schools taken precautions and that its going to be as safe as possible. If a child does show symptoms of covid 19, what will you do . Well, thats the purpose of the social bubbles, is to limit the amount of people that you have contact with, and of course, the contact that you do have so has the child had face to face contact with other children . Have they been within two metres . But the overriding thing and i think its what makes me far less anxious is that Public Health england will advise us exactly what we should be doing. Theres a lot of planning in place. All that the school needs now are the students. We have some students here at manor high school, which reopened yesterday. We can ask them how they are feeling. We have neave from year 11. What was it like returning with all of these changes within the school . At first it was going to be scary but the staff have been really supportive, so we know exactly where we need to be and where we are going. For the year seven as well, staff have helped them. You have been away for awhile, what were you worried about . Because i am doing my gcses, i was worried i was going to be behind. But with the five hour lessons, i think we can catch up. Thank you. In the school, the year is essentially form a year seven student here, so yesterday was your first day at secondary school and you had all of these changes as well, what was it like . It was quite frightening at first but then i got used to the changes and i settled in. There was a one way system so you didnt bump into that many people. There is a hand sanitiser section so i can clean my hand so i wasnt worried about catching anything. How do you feel today coming back to school . anything. How do you feel today coming back to school . I feel quite nice coming back to school, i feel quite lovely, just coming back into school. Thank you so much. We had some training days on friday and monday and staff morale is very high and they had a real can do attitude when it came to planning lessons. You have the whole school back tomorrow . We have to make sure we do the right thing for our people. You said earlier, because of the hybrid model, if you take on more employees, you dont need the physical space for them . What a hybrid model needs to us is we have more office space, we are an expanding business, we have just taken on 150 new starters he will be joining before the end of october. It gives us more space so we can grow. In some senses, it was easy because they are fielding calls and doing live chat. But inevitably for every winner, there is a loser. Good morning, joanna is saying this has accelerated the inevitable, you are an economist at lancaster university, who are the losers, who misses out . This is a super acceleration of trends we have been seeing happening over the last 20 years. They are trained to do with the way in which Companies Use technology and trends to do with flexible working. Both of those things were happening even before the coronavirus hit. What we have seen now is forms forced to concentrate their minds on how they respond to the epidemic and part of that then means there are, as you say, some winners and some losers from that. We have seen a lot of people working from home, 40 of people working from home, 40 of people have been working from home and people have been surprised to the extent at which that is possible. If you are at the high end of the skills distribution, you are more likely to be you that kind of work, more likely to be productive and work with technology that enhances your productivity and it makes you a winner in terms of the income gains you can expect to get. If you are at the lower end of the skills distribution, technology seems to be a substitute for you. Firms may go down the route of employing more robots and more automating and that would substitute for some workers at the bottom end. Particularly worrying at the moment because the recession we are coming out of a to completely . Absolutely, people will come out of furlough and they dont know whether theirjobs will be safe after the fallow period, or at the end ofjanuary. I set upa people in the masses to do this. I set up a charity that can reach as many people as it can and share their methods. Before we go into the good work you are doing, i want people to have an understanding of exactly where you are coming from. I know that exercise plays a big role in that for you, but there is exercise and then there is running at least 30 miles a day for 200 days straight. Definitely, well i am starting a new charity, head up, and i thought if im going to get the word out and get people involved and reach as many people as ican, how involved and reach as many people as i can, how am i going to do it . I thought why not run and the whole of the United Kingdom and reach as many people as i can and get people to know about the charity, get people involved and spread the word as wide asi involved and spread the word as wide as i can. Challenge for many of us during the height of the pandemic was finding somewhere peaceful and beautiful to go because there were so many restrictions about where we could be during lockdown. But many found a hidden gem on their doorstep. Breakfasts john maguire is at Painshill Park in surrey for us this morning. We are inside the crystal grotto. This is all artificial limestone on the outside, these crystals if you can see them on the inside. Built in the 18th century but fell into disrepair, the whole estate, then during the 19705 was purchased by the local council and gradually has been built up again. It is a populated area in surrey in the south east of england so lots of people live within a stones throw of this place but might not necessarily know about it. It gets 100,000 visitors a year but they have doubled in recent weeks as people tried to get out and about. If you are able to get out in your local neighbourhood, have a go, walk out and about, see if you can discover some hidden gems. You suddenly turn the corner and you see the statues, and this bit, at the time of year we came, there were a beautiful meadow flowers all the way around. It was absolutely lovely. Its beautiful. We arrived and there were just daisies everywhere. And with the statues peeking out. They have a poignancy about them because they are so majestic, really, in a way. You look at them, it is almost eerie, really. This is called the regiment of trees, on parade within one of the woodland trusts First World War centenary woods. Its just a stones throw from the famous epsom racecourse in surrey, but many local people dont know its here. There is no one here. I dont think many people know about it. But i definitely found it because ijust had a bit more time on my hands over lockdown. So ijust wanted to explore a bit more of my local area and walked and walked and walked and eventually found it. If it wasnt lockdown, i probably wouldnt have come. I dont really like walking that much. Weve done a lot of walking in lockdown. I heard about it a while ago when they were putting in the trees and ijust thought, wow, that looks really good. We have never been able to get here and, after seeing it on instagram, i was like, oh, we have to go. Ive stopped working, so ive got a bit of time, but certainly, i dont think we would have heard about it, because people wouldnt have been talking about it as much, if it hadnt been for lockdown. The sculptures depict an inspection parade of 20,000 men at a nearby base in 1915. While filming, we bump into the sculptor. So many men had signed up as volunteers that there just wasnt enough equipment to go around. So the men that are in the front row were fully equipped with uniforms, and the full equipment and rifles. And, as the rows go back, they get less and less equipment and uniform, and the chaps at the back are standing there in civilian dress. I wanted them to have a haunting presence, so that it gave a sense of place when people come across them. And just down the road, another natural wonder that seems to have come into its own this year. Priest hill was once overgrown and abandoned, but, now, its 86 acres have been reclaimed for nature and for nature lovers. Ive noticed there have been a lot more people coming out with theirfamilies, or using the reserve as a green gym, because everyones gym has been shut down. Its just been really nice to see families connecting with each other and connecting with nature at the same time. I have been able to stop and chat to the bird watchers and see what they are looking at. Everyone actually became a bird watcher. So it has just been a magical place to be. It has often been hard to find the positives in this pandemic, but reconnecting with our natural environment, especially if its right on our doorstep, has been vital in so many ways. Back here, i wish i had my eye spy book of water birds. There are geese here, i have seen a grebe, moorhens and ducks, lots of wildlife. You might see things you are not expecting to see. As an independent charity it was a battle for survival during lockdown. We opened our doors in late may and have had positive visitor numbers since then.
