But she booked me a flight tomorrow in case this did happen. Many of the 20,000 british tourists in croatia will also be heading to the airport. 0thers, though, are resigned to isolation when they return to the uk. And with the British Government prepared to add or remove countries from its list of travel corridors at short notice, its not the easiest time for those looking to get away from it all. Lets return to our top story now and those changes to the list of countries we can and cant visit without needing to quarantine afterwards. Bens looking at the impact on the travel and tourism sectors. Some good news in relation to portugal but across the travel industry, so many problems. Youd be forgiven for getting a bit confused this morning, where i have to quarantine from, the travel industry wa nt quarantine from, the travel industry want this to be clearer. It is very damaging, this uncertainty for their prospects. They were hoping the rest of the summer could be salvaged given that we have not been able to travel for so long. But a lot of them are telling us that it is increasingly difficult. Let me remind you of the quarantine rules. Back injune, the government announced everyone arriving back in the country would have to self isolate for 14 days. There were no exempted countries. It meant a lot of cancelled holidays and chaos for the travel industry. 0n the 10thjuly, so called travel corridors were introduced. It meant there was a list of countries exempt from the quarantine, places where holidays were deemed safer. Butjust a week or so later there was chaos when holiday makers in spain were given just hours to get back to the uk before theyd have to self isolate. It came after a spike of cases in the popular holiday destination. Thousands of brits caught up, including the transport secretary himself. Last week france was also taken off the exempt list cue another mad dash. Then, last night it was announced croatia and austria were also losing their exempt status. Its pretty confusing for both the travel companies and travellers themselves, including jonathan, from lancashire. He is currently on holiday in croatia with his family. They were due to fly back on saturday but they have now been trying to find an earlier flight to avoid the quarantine rules. We have just heard the rules that we have iiow just heard the rules that we have now got to quarantine when we get back into the uk, really annoyed about it. Most people in croatia are oii about it. Most people in croatia are on packages which get back over the weekend. 0ur on packages which get back over the weekend. Our flight was back in saturday afternoon, we now have to be backed by 4am saturday which is it possible to retrieve the speaker impossible to achieve. It is impossible to achieve. It is impossible to achieve. We were supposed to be in france, we had cancelled france on the basis of self isolation. 30 hours notice is not enough time, and the price of the flight has rocketed. There is a chance we might get back but it looks like we will have to do self isolation is a really disappointed. We have had the disappointment from travellers but what about those trying to get us on holiday . Lets speak to the chief executive of the manchester aircraft group. It is evident that overall, passenger numbers are down, certainly in my company, probably operating a 25 capacity. Moving forward , operating a 25 capacity. Moving forward, the uk has to find a different way and a better way of notifying airports and customers on potential quarantine issues. More importantly for me, we have to find a different regime to allow people to fly to countries. It is issues such as testing, in germany, they have a test on arrival or potentially 48 hour is before you leave to your destination which ta kes leave to your destination which takes away the need of quarantine. In the uk we arent there yet. I think testing and having appropriate testing regimes in place is important for the remainder of the year and certainly as we move into the following year. Sorry, to interrupt. I wanted to pick you up on the idea of testing. You say we arent there yet, its rather a polite way of saying that the industry is pretty frustrated by the fa ct industry is pretty frustrated by the fact that we are not there with testing. How would you like this to change . What testing do you like to see, how would it work and what difference would it make for the industry . At this moment in time, heathrow have a pilot under way, they have got a facility in heathrow airport, they are able to do tests. What we are looking for is some guidance from the government, Public Health england, to actually specify what type of test and time scales you need to adhere to. Once you get that clarification, airports will be able to put facilities in place and passengers will be able to take advantage of tests. Ultimately the test will shorten the quarantine, but it wont take it away. It will set and it significantly. How do you think it set and it significantly. How do you think it will shorten it significantly. How do you think the government have handled this . The department for transport and the transport minister has been open and engaged with the sector but we need some collective responsible of the in cabinet, grant shapps cant take decisions on his own because it is Cross Department and collective response for the sea. There needs to be some more leadership in terms of what we do about testing. And we need to think about regionalisation. If you live in germany at the moment, you can still fly to the canaries, but the uk has a blanket ban on spain. So we have 30 million passengers who we would normally fly to spain, and over1 million passengers to the canaries. So a regionalisation approach would approach the industry to recover. Testing and regionalisation are the two priorities of the department for transport and the sector. Is there a danger that that regionalisation, that local facility, the local idea ofa that local facility, the local idea of a lockdown that would allow you to go to certain parts of country and others, that just to go to certain parts of country and others, thatjust muddies the waters even more, and makes it even more confusing. Im not sure it actually does. If you think about the canaries, its a considerable distance from mainland spain. Dundee to barcelona is a shorter distance than spain to the canaries. We think regionalisation makes sense and equally, if you look at the german outcomes, it has been there. German tourists can visit the canaries and certain regions in spain, and their overall infection rate is significantly better than the uk. Lets talk about that idea of 12 quarantine when you get back. Do you think people are obeying it and playing by the rules . Because no one is checking. There certainly is checking in a place, whether people are obeying the rules, im not sure. I think uk people right through lockdown and the restrictions have been responsible. So im quite sure that most people will continue to adhere to quarantine rules. What would you have done differently, what would you like to see changed . I think its the ability to respond quicker, taking quicker decisions. Being quicker about quarantine and regionalisation because ultimately healthy is important but weakly we need to protect the economy. And if we need to protect the economy. And if we equally ready to protect the economy. If we cannot have better decisions, there will be more lost jobs across the uk as we go into the second half of this year and next year. Its important that we get quicker decisions, more transparency and better testing and regionalisation decision making. To you this morning. Great to talk to you this morning. The times features the news that portugal has been ruled safe to travel to. The paper reports that airlines and travel companies are expecting a surge in bookings to the country, in time for the bank holiday. And the most read story on the bbc news website this morning is news that Singer Taylor Swift has donated £23,000 to a student struggling to raise the funds to take up a maths course at university. I would be working out if it fell within a two week period, would i need my hair coloured again in between . My husband actually pointed out that i saw my hairdresser more than sometimes i did my friends and my family. Theres some curiosity as to what my whole head of grey will look like, but initially, it was a little bit of a shock that it has come through. Its going to save me at least £600 per year. £600 per year . Yeah. For me, im going to stick it out and go full grey, when the rest of the colour comes out in my next cut. I think the most important thing is how you feel about it, not what your friends and family think. And have your friends and family been quite supportive of your new look . My daughters have, yes. Theyre very relaxed about it. My husband was much less happy. But then, hes mostly white himself now. It looks great on him. When ive spoken to friends about it, they have said, oh, you know, that might mean that you have to change your whole wardrobe because your hair colour goes with your wardrobe. But as its growing through, theyre being very supportive, saying it looks really nice. Do you think its harder for women to age, do you think men have it a bit easier . I think it is harderfor women. But im not sure whether its women who make it harderfor themselves. When a man goes grey, even quite young, they look distinguished and handsome. But you never really hear anyone saying that about a lady. What would you say to women who are considering it but not quite sold . I would say grey is the new blonde, because its people are really thinking it on trend. Give it a go, its only hair, it can be dyed back again if you dont like it. The gusts will be 40 to 50, around some some exposed coasts, it could be 60 to 70 miles an hour. That is enough to cause trees to come down, power cuts and the threat of coastal flooding. Particularly in the south and west. Temperatures still up to 25 degrees across eastern england. Most of us will seek damages on the high teens or low 20s. Sea temperatures in the low and 20s. What you think of these tests and their reliability . What people have been finding is that they have been able to buy kits and get them at home where you can test yourself and see if you have got the antibody and you can understand why people wanted it because Everyone Wants to know as they are ok. I think the issue is they are ok. I think the issue is the regulation around the type of kits that can come home and what the test m ea ns, kits that can come home and what the test means, so sometimes people think, its fine, im clear, but they had not been validated sufficiently so they have not tried that test on people and prevent that if 10 of the people have the infection that is exactly what our test shows and i think the concern is that because this isnt regulated and people are accessing these tests, they may be becoming more confident and changing how they behave, thinking they are immune or not, and it may not be true. How many people when they come to you ask to be tested . As gps, we actually cant test anybody. We have to guide them to the government website and they arrange their own tests. We still dont have access to Antibody Testing. Do you think you should . Yeah, i think it would be helpful. But the decision was made. There is not much consultation in this. We use everything we had. When we do have interaction with people who we think might have it, we then say, you can book a corona test are sometimes the receptionists are great and they help them bucket and then when the result comes back, they are coming back bit quicker than they were and that helps us to manage what is happening. I think particularly with little ones sometimes it would be had for to be able to do the testing and arrange testing ourselves, but we are where we are. What about flue, were getting to that season, arent we . How easy are you finding it to get in contact with people and get them in surgery for those . So, flue is going to be interesting this year. Certainly the concern is as we get into winter the number of cases that people are getting respiratory infections and temperatures which is pretty much what flue is, how people distinguish that from covid 19. We hope that from 14th september, sport stadium will be able to reopen, though only for limited numbers of spectators and restrict physical distancing in place. Some professional sporting events might be arranged for spectators before then with Scottish Government agreement to test the safety of any new arrangements. I suffered a massive stroke and it became part of my rehabilitation, being here, being in water, swimming alone and starting to realise that the connectivity with my brain and my health was a big part of rehabilitation and i really believe that thats a massive part of how ive managed to recover, my speech coming back, so quickly. Highlighted in a report published today by the wave, it looks at how the sport can help physical and mental well being, especially considering the impact of covid 19. Being in or on or near water and set being actively engaged in it helps to boost immunity and the nervous system, our hormonal system, respiratory system, and even our heart rate can start to slow in response to these environments. Sport therapy has a well established track record. Jacob kelly runs recovery through sport, an nhs scheme that uses football to help people with Mental Health issues. Now a Pilot Project here hopes to repeat that success through surfing. We see recovery, people recovering from doing the sport sessions and we think that we are going to get it here, seeing drastic changes in their Mental Health and physical health. Also a lot of them were in contact with their families and they have said since coming to the session it has made a huge difference and in their relationship with her family member, which is amazing. I remember back in february orjanuary i went out on the campaign trail to iowa and you would see him go out and try to speak to these small crowds of 100 people and he would have a personal touch and you could almost see through on the television screen. He has to put it out there. We have lost 170,000 americans added to the coronavirus and also 5 million cases and there is no stop insight at this point so it is a touch that he has to have, especially as we enter the la st two to have, especially as we enter the last two months of the race. It is one that he is going to have, i am certain of that. Really it is a contrast between him and the president. It really is a tough time. He doesnt have many shifts in tone. He kind of has one and biden has a bunch of different dials he can hit. I think that is something youll see for the rest of the campaign. Some people say he is only a head as he is in the polls with not long to go, he is only ahead by default, effectively. Im not sure about that. I think biden is going out and earning it at this point. You look at the polls and he is up eight points nationally and he is up ina lot eight points nationally and he is up in a lot of key Battle Ground states. You look at florida, pennsylvania, those are the two that a lot of people are looking at. He is up by at least five or six points if you look at the public pulse. If you talk to the presents team, they are saying they are a little more optimistic about their standing but right now biden has to be pleased with where he is at. He is a better place than where Hillary Clinton was four years ago in the Battle Ground states and urc on this in the tone that he is talking on. He is talking to the White Working Class voters that went out on a limb for years go unsupported President Trump and right now they may feel burned about that and that is who he is speaking to and you saw that in his speech tonight. Not all dogs are equal, just like their humans. And when dogs outnumber Police Officers 80 to one here, its hard to see how a policy like this could ever be imported and enforced. A survey claims nearly half of nurses have considered quitting since the outbreak of covid. So there were some days where i found it a lot more harder than others and i was coming home sometimes in the car and crying all the way home. I should have been going to france last weekend and due to the quarantine on france, i changed my flight to croatia. My daughters fiance and his family all live here. But she booked me a flight tomorrow in case this did happen. Many of the 20,000 british tourists in croatia will also be heading to the airport. Others, though, are resigned to isolation when they return to the uk. I think welljust stay and then go back and then have to quarantine. And with the British Government prepared to add or remove countries from its list of travel corridors at short notice, its not the easiest time for those looking to get away from it all. The time is nine minutes past seven. Nurses are feeling over stretched and under valued with nearly half saying they have considered quitting the profession since the pandemic began. Thats according to a major new survey by the Royal College of nursing. Well speak to its chief executive in a moment but first lets hear what these nurses had to say about their experience of the last few months. I just recently qualified in october. So its been a bit of a scary time for us newly qualified nurses, you know. At first, it was just so confusing, because even the information we had about this coronavirus wasnt clear. I think the peak of this pandemic was very, very hectic and chaotic, thats how i would kind of describe it because there was a lot of uncertainty for us. Nobody actually knew, are we doing this right or wrong . I have never been involved in anything like this, the very, very first time. So i was really also stressed and worried, whats going to happen. When the pandemic actually hit and when we were at our peak, the number of patients really overwhelmed us in the intensive care unit. I was coming home sometimes in the carandjust crying all the way home. I suppose Mental Health stresses that we were under, lots of people were very concerned. We were all very concerned about family at home. If i had a bad day at work or if i see something on the tv and its negative and i feel that fear that were going to get back into that second wave, i cant help it, ijust get this really bad anxiety and even now i really struggle to try and relax and get some sleep after that. But i just try to take it one day at a time. Its been quite hard for everybody, notjust myself. But we come together and we have become stronger as a team and as a wee family. So im dead proud of us all. Dame Donna Kinnair is the chief executive of the Royal College of nursing. She joins us from east london. Very good morning to you. That was just a snapshot of a few voices of nurses and how they are feeling right now. It lea pt nurses and how they are feeling right now. It leapt out at anyone looking at your survey to see that half of those that he questioned are now thinking about quitting or have thought about quitting during the pandemic, what you make of that . Well, its true, more than half are saying that they feel like quitting. Partly because they have been through such a stressful time. And actually what nurses have done is demonstrated their professionalism ina way demonstrated their professionalism in a way that has never been seen before there. Certainly not during my time. They have stepped up and they have served their patients. Remember, we started this pandemic with 50,000 less nurses than we should have had. And actually even though we had many volunteers, we we re though we had many volunteers, we were not able to effectively utilise them all. So actually, over 50 of nurses said that better Staffing Levels would make them feel valued. But more importantly, 73 said improved pay would make them feel more valued. We know that this profession has been neglected in terms of pay for far too long. So we have seen the clapping and the appreciation and we value that stop but it is time the government to now step forward and give the nurses pay increases they deserve. Is your sense that the politicians have been happy to pay tribute to messes and recognise the work they have been doing, but have not stepped up to the plate in doing something tangible, and according to this survey, make a tangible difference not only to pay packets which itself would be worthwhile but making them feel that they are doing a job which is worthwhile and being recognised . Well, i think the country has seen how hard nurses have worked during this pandemic. And therefore its only right that the profession and the work that they do is valued and recognised. They were on the front line, putting their own lives at risk. And it exposed for all the intense and hard work that nurses do. So i think, yes, it has been fantastic, but we cannotjust rely on clapping. The public has shown its appreciation but the government announced needs to step up and show its appreciation. Could you finish that sentence for us, anyway . Or what . We have really seen from our survey that many nurses are thinking of quitting the profession. So we know that the pandemic is not over. We know we need them. As you heard from those nurses that spoke earlier, they themselves are terrified about a second wave or what is to come in the future. But they still professionally continued to serve. What we do not want to do is go into another pandemic with people quitting our profession. And we know that over the last ten yea rs, we know that over the last ten years, that has been happening. People have felt that with the responsibility that they are holding, it is not commensurate with pay and they have preferred to go and work in a supermarket. We lose all those valuable skills and knowledge that we need to care for the patients in this country. Are you worried about the knock on effect to recruitment . Well, the government has said that we have more people showing an interest in nursing, but what we know is when you are starting with such a deficit, and it takes three years to traina nurse, deficit, and it takes three years to train a nurse, we cannot afford to lose any more. So we dont want anybody walking. And what nurses have clearly told us is that pay makes them feel valued, but also, so does that say staffing. If we want to maintain the staffing, so does safe staffing. If we want to maintain the staffing, we need to make sure that nurses are paid properly. We know that front line nurses have been very hard hit by the pandemic themselves, and i remember at the beginning of all the problems, there were stories of nurses who contracted coronavirus who very sadly died and that has been ongoing. But alongside that, what about the stories of day to day behaviour and what theyre having to deal with and cope with . Well, i think every single day that you go into work, you are actually having to cope with the coronavirus and people who have the coronavirus. But dont forget, during this period of time when the nhs actually wasnt providing normal services, we have had many other things that have happened to come to light. We know that we have got to work far harder to make sure that the cancers that have been diagnosed or treated, and many, have been diagnosed or treated, and any have been diagnosed or treated, and many, many more diseases that have gone unnoticed or not dealt with. So actually, there is so much more work to be done. So we have not only got the covid 19 happening at the moment, but Everything Else is being piled on on top. So actually, if nurses are already saying there is a huge impact on their well being, they dont have enough staff, the support that the government needs to put in it now is both of those things. In amongst it is a statistic that over half of thinking about quitting because of what has been happening. Were talking this morning about changes to the list of countries we can and cant visit without needing to quarantine afterwards. Bens looking at the impact on different parts of the Tourism Industry. Good morning. No surprises for guessing, there is a bit more confusion this morning around where you can and cannot go on holiday without having to quarantine. Overnight some changes that mean that portugal, you will no longer have to quarantine from, but if you are coming back from croatia, you will. This morning we are looking at the implications for travel companies, for all of us try to go on holiday. But also the place is there like bars, restaurants and hotels who will be trying to work out what it means to them. Lets just remind ourselves of how we ended up here. Back injune, the government announced everyone arriving back in the country would have to self isolate for 14 days. There were no exempted countries. It meant a lot of cancelled holidays and chaos for the travel industry. On the 10thjuly, so called travel corridors were introduced. It meant there was a list of countries exempt from the quarantine, places where holidays were deemed safer. Butjust a week or so later there was chaos when holiday makers in spain were given just hours to get back to the uk before theyd have to self isolate. It came after a spike of cases in the popular holiday destination. Thousands of brits caught up, including the transport secretary himself. Last week france was also taken off the exempt list cue another mad dash. More confusion for both travel companies and travellers. Then, last night it was announced croatia and austria were also losing their exempt status. Portugal as we said, is now able to welcome travellers without them having to quarantine on their way home. So lets talk about some of that reprieve and what it could mean for those affected. But with anything that has been going on, we were kind of getting used to the fact that we would not be welcoming our british tourists here in the algarve this year. So it is a wonderful surprise. The portuguese have done a fantastic job so far with social distancing, with wearing masks, with disinfecting their hands. The rules are very strict. For example at the cafe we have to have two metres between each table. And what is fantastic is as i said, the portuguese are respecting all of these rules and regulations. Wejust hope now that when the english come, that they will abide by the rules. Because we sometimes are shocked with what we see on television, when we see certain behaviour, the behaviour of certain people, and thatis behaviour of certain people, and that is obviously extremely dangerous. Levels here have been very low. It has been under control and now we are just desperate to have our english tourists back, but we also hope that they will behave, ifi we also hope that they will behave, if i may say. I know that you owned several businesses in the zr region of croatia. The zadar region. Now british tourists will have to quarantine on their return, what implications does that have for you and what pet will it have on the Summer Season . What impact will it have . Now they need to go back home in two days, they need to buy new tickets, they have already paid for accommodation and everything. So its really, your government, did they do some very fast moves in two days . And they have done it all the time. Sol days . And they have done it all the time. So i dont understand that. For us, its not good of course, because our revenue in our bars is just going down. And everyone in our tourist industry, we know that the brits are very good guess and they spend much more than other nations so we are very spend much more than other nations so we are very unhappy. Sorry to interrupt, i wanted to ask how the season had been so far given the number of people coming there, it was deemed to be relatively safe. And therefore, what are you expecting to happen now for the rest of the season . In onemoment, we had 80 of last year and last year was a re cord 80 of last year and last year was a record year. So it was going very well. Last week, we got restrictions from italy and austria, and yesterday from slovenia and the uk. We still have our guests from germany, Czech Republic so we are still on 50 of last year. So its not so bad. We are happy with that. But we are hoping that the situation with covid 19 will be going down so we will have less cases and sometimes these countries in the future will be removing us from the red list like portugal is for the uk. Alexei navalny fell ill yesterday. Germany has sent an air ambulance to bring him to berlin for treatment but mr navalnys aide says hes not being allowed to leave siberia. He felt extremely sick very quickly on board a flight out of siberia to moscow yesterday morning, and 24 hours later, he remains in a coma in hospital in siberia. We are told by the chief doctor there that his condition is still extremely serious. Conflicting reports about what might happen next. This air ambulance sent from germany and suggestions that hes not going to be allowed leave. What do you know . Well, thats right. We understand the airambulance is well, thats right. We understand the air ambulance is due to arrive imminently. This is something his family wants to happen, they would liked him to be evacuated to germany for treatment and toxicology tests because they want to know what has happened to him. Doctors in siberia have said he is not stable enough to be transported. The chief doctor has just made a few comments to journalists on the ground in omsk, and he said, if he was stable enough, he would be free to go but he said frankly anything could happen if we were allowed to leave hospital at this point. His family have sent a barrage of tweets, an emotional response to that accusing the doctors of holding Alexei Navalny at hostage. They say that this decision is deadly and dangerous for his life and he needs to be allowed to move to germany. Not only do they want to be sure that he has the best access to the best doctors and equipment, they also want to know what exactly has poisoned him. Thank you very much. We are likely to see a bit of coastal flooding. Potentially in South West England, wales, part of Northern Ireland and scotland, also with strong flood warnings today. Fresher and more unsettled into next week. Good morning. Our main story this morning as changes to the quarantine rules for people returning from portugal and croatia. The transport secretary, grant shapps, joins us now. Thank you forjoining us. The decision to give 48 is notice, we saw last week when the france quarantine was announced, we saw lots of people dashing home trying to beat that deadline. If you had the information, why give 48 hour is notice . Why not say from now, if you return from croatia or Trinidad And Tobago, you have to quarantine. One of the reasons why is it you do it very quickly and that is what happened when we did it with spain where we saw prevalence in spain accelerate very quickly and it has gone very high since then, we only gave four or five hours notice and there were people who were caught up in the quarantine. With a case of most countries since, we have tried to providejust a most countries since, we have tried to provide just a little most countries since, we have tried to providejust a little bit most countries since, we have tried to provide just a little bit of relief and they are, of opportunity as we see the numbers go up of them not shooting right the way up and coming home and it is a question of finding the balance and that is what we have done and all parts of the uk agreed to do the same thing because it seemed to be sensible and proportionate to do it in that way. Interestingly say all four parts of the kingdom agreed to do the same thing. Scotland has included switzerland in the restriction, but the uk government hasnt, why is that . Yes, i looked very carefully at switzerland. One of the key measures is how many cases per 100,000. The limit is 20 cases per 100,000. The limit is 20 cases per 100,000. We also look at a range of other measures that i took into account yesterday and that is what we do. In the case of switzerland, they are not quite at 20 cases and they are not quite at 20 cases and they werent accelerating particularly quickly so far as we thought it was right to put that on what. We are keeping a close eye and we will come back to it. But in scotland, they have decided to act a bit sooner, which we wont know until next week perhaps whether that was the right or wrong thing to do but it is an indication that rules can be different depending on a wave like that. It is an indication that you are working on different criteria. We are all using the joint bios Centre Security criteria. The key relief for us is that 20 cases per 100,000, measured over key relief for us is that 20 cases per100,000, measured overa seven day period and i think switzerland was at 18. 5, of the top of my head, so it didnt quite get to the 20. But broadly speaking, we are doing the same things. We have removed from the travel corridor so you have to quarantine, as you mentioned, from croatia and also Trinidad And Tobago and austria yesterday and all parts of the uk had ten that and we all brought portugal in, so you now know longer will need to quarantine if you coming back from portugal, but i must say regardless of where you are going and must say regardless of where you are going and i experienced this myself, everybody will be travelling with their eyes open this summer because this virus is incredibly unpredictable and even more so in countries where we dont have any control that the response is being handled. The people should always think about that, what would happen if the country then did require quarantine on the turn. Why cant we have testing at the airport . Betsy has e mailed a saying that her son went to iceland two weeks ago, had first met tess at the airport when he arrived, it was compulsory. Within a few hours, he got the result. He carried on with his holiday. He paid £50 for it. Why arent we doing it . If you are not showing any symptoms but happen to have coronavirus, which is the majority of the cases potentially, then that test would only find out ina very then that test would only find out in a very small minority of cases whether or not that person actually had coronavirus. In other words, the intimation period is such that a simple test on entering the country at the airport doesnt provide you with the answer, so you then have to actually test and in the meantime you have to quarantine. So it actually doesnt tell you what you think it does, that the person is necessarily negative is really negative. So we are working on these things, working very closely with the airports, but it is not quite as simple as suggested. So if you tested and you had to get the results seven days later, why dont you introduce the testing and not quarantine down to seven days and then you would help travel industry . The idea would be, just to put figures on this, a contest somebody on day one who comes to the country, and these figures may be debated and disputed by scientists and medical experts, but it may find only 7 of people are asymptomatic, so they dont know that they had it and if you have got it you should not be travelling anyway, of course, so it is not very hopeful on day two. You then need to test on day eight to get to very high percentage. You then need the result and by then you could be in a position where you have taken up quite a long time in quarantine. So it is not quite as simple as it is sometimes presented. However, it is something that we are very interested in and we are working on how that can be delivered reliably. There are other factors as well. How do you know that that test thatis well. How do you know that that test that is being said to somebodys has been taken by the person who has been taken by the person who has beenin been taken by the person who has been in quarantine rather than dipped ina been in quarantine rather than dipped in a cup of tea . Do you need to make them go to a test centre and dry there, perhaps . It is a bit more complex both scientific and in practical terms than is sometimes suggested, and we are working to how practical to introduce Something Like that and how much it would reduce the time because the other thing is it doesnt take away the need for quarantine. Indeed. But how quickly could you introduce it . You say you are working on it. How quickly could it happen . As you will recall, the actual rules behind the quarantine is revised every month so well can carry on doing that and reviewing this as part of that process but we will say when we have got a system that could actually work. But i dont want to do is raise false expectation that there is some kind of scientific approach that prevents all quarantine. The idea that you going to have to quarantine before you leave to travel somewhere and had tests, or youre going to have to travel and then quarantine afterwards. There isnt, as are sometimes presented, the option of a simple test on arrival and then you are free to go because for reasons explained it wont catch a sufficient number of people who actually have coronavirus at that moment but dont know themselves. Idea of all of this is themselves. Idea of all of this is the rule is that the government to make the measures that are in place are to keep us safe. Lots of people have been in touch this morning talking about whether or not they have been checked when they come back to the uk from holiday. Emma holidayed abroad, came to dover, through the port no check at all. Chris said it is the fifth time he was arriving into the uk, finally checked, people openly bragging about not filling in the farms. He says if youre going to have a policy that inflicts such harm and the travel industry, at least implement it correctly. James says he went to germany a couple of weeks ago. Upon return, he was asked to fill out the online information farm. He gave up after 20 minutes. Didnt matter a jot as there wasnt a soul at london heathrow arrivals checking anything. First of all, an awful lot of policing relies on people doing the thing which is required to do by law, and in the case of the passenger locator farm, which you must fill out regardless of whether you are travelling from a country which is in the travel corridor or not, so you have to fill it out regardless of anywhere you are travelling from at the moment, and it is a new things people are getting used to it and we are working very hard with the airlines and the airports and when you book your ticket in the first place with travel companies to ensure that people are reminded and we are making sure that that is happening. In the end, it is a criminal offence not to fill in the form and not to do the thing required. No one checking it is not the case. For a simple, actually, my wife returned from ourfamily simple, actually, my wife returned from our family hardy that i already came back from an she received a phone call randomly from border force, where they absolutely were checking. I know other people had the same calls. And bear in mind that not adhering can get you a criminal record. Has anyone been fined yet . Yes. How many . The border force will announce this in time. I dont have their data. Why dont you have the data . Youre the transport secretary. In this country, we allow the authorities to get on with their job and they release the information, not the ministers and thatis information, not the ministers and that is fine, but the important thing people need to realise is that you could end up with a criminal record by not doing the right thing here. I really cautioned people. As you rightly say, there are some people who dont realise how serious it is and might brag about breaking quarantine. Youre putting other people bosman lives at risk, possibly including your own friends and family. And also you could end up and family. And also you could end up with a criminal record. How long have quarantines up with a criminal record. How long have quara ntines been up with a criminal record. How long have quarantines been in place . Over quite a few weeks now. Are you curious about how many people are abiding by these rules . Of course, and border force will in time publish their information about how many people. We spoke to charlie cornish, who is the deputy of Manchester Airports group this morning and he was talking about regionalisation and he put forward point that the uk has a blanket ban when it comes to travel in spain, but germany has a regional ban so it doesnt include the canary islands, for example. He said 1 million of the passengers that go through Manchester Airport travel to the canaries. Obviously, if regionalised locked arms were put in place, so a more focused lockdown was in place, that would help the travel industry. Why are we not doing that yet . Yes, so the islands particularly the Spanish Islands, when spain went into lockdown, we saw in one of the Spanish Islands the numbers coming up Spanish Islands the numbers coming up and in the other the numbers coming down. The next week, it had reversed round. So we do need to be absolutely sure that you are capturing the virus as it actually is and sometimes it is not quite as straightforward as it sounds. However, i think that there is a case for regionalisation. There is a place for that. I figured case for regionalisation. There is a place for that. Ifigured it much harder to do within a country, some people say with france, for example, why dont you just do this and not the other. The answer is it is quite easy to paddle about the country and so we are not able to do it like that. Where there are islands, i think that is something which we will look at and we are looking at and of course then you get down to how good the detail level of information we have got on individual islands which might be pa rt individual islands which might be part of a country with a landmass somewhere else, so those are things that along with the review we were talking about before, how you can test potentially at airports, we are also looking at having to do, regionalisation effectively. The main thing is here we just need to mature we are keeping people safe in the United Kingdom we have got the level down to about 11 cases per 100,000 of population, and where we see elsewhere cases go above 20 cases per 100,000, that is where we are acting. And in england, in the uk, we have a huge amount of testing going on, 330,000 tests a day available at the office for National Statistics are doing these Massive Service which they are going to expand and it is giving is a really detailed view of where the disease is in the country. We dont have that ability in other countries to do that so when people say, why dont you just regionalise it . Well, we dont have that level of detail to be able to make sure people are protected when they return to the uk. Can i get your reaction, of course they want to have been looking after us when we have been ill, nurses, nhs workers, a survey today shows that almost half, about 42,000 who were surveyed, says that the way that nursing staff feel they have been treated during the pandemic has made them consider quitting. Nearly three quarters of them said improved pay would make them said improved pay would make them feel more valued. How do you react . I know you are the transport minister, but as a human being, having praised our nhs workers, how do you react when you hear that almost half of them are considering quitting. As you travel around and see all of the signs up, the thank you nhs, it has become a national symbol, thank you nhs up all over the place and it makes me pleased that nurses have had above inflation pay rises. This survey was done after the pay rise. The pay rises are decided by independent body to make the recommendations. That is not the point. It is about how they feel. Sure, but as to the point, not only has there been above inflation pay rises before, they havent reported yet on what the pay rise should be subsequent to the virus, but my wider point which you are countering on is how do i feel about it, well i feel that the doctors and nurses and the medical staff have done an unbelievable job nurses and the medical staff have done an unbelievablejob in nurses and the medical staff have done an unbelievable job in the most challenging circumstances that we have just gone through since the war, so of course they deserve enormous respect from others, but i cant change their pay but there is a process to do that and we have to wait to see what they say. The first minister also brought forward the re opening of gyms, swimming pools and Indoor Sports courts. These facilities can reopen subject to guidance being in place from the 31st of august. For Indoor Sports courts which includes Dance Studios and gymnastics, it is worth stressing that for people aged 12 and over, the reopening on this date applies to noncontact activity only. Staying on the subject of watching sport, fan groups say they have real concerns over their ability to watch their teams in the premier league next season. Every game was broadcast as last season finished with no fans in stadiums. But that wont be the case next season, and therell be no free to air matches either. There are plans to allow limited numbers of fans into stadiums by the autumn in england, but fan groups say there needs to be provision for the thousands who wont get tickets. We do get some support from universal credit to help with things. But in all honesty, its not enough. Itjust doesnt help everything. Do you think youll be able to stay in your house . Its difficult times, there is a possibility that we could end up losing our home. Davids landlord has been understanding up to now but like thousands in high wycombe, the terror of losing your income and then your home looms large. Landlords too are worried that they may fall victim to the Financial Impact of the virus. Vikram advises many in high wycombe. Landlords will have very real problems because they themselves are running businesses, so theres a lot at stake for the landlords who could in turn as a consequence become homeless themselves. The ending of the furlough scheme in october is expected to expose the true scale of the economic damage, with many suddenly unable to afford their rent and a court system unable to cope with the consequences. Hundreds of eviction cases are already waiting to be heard here at high wycombe county court. Across england, the queue is thought to be around 40,000 cases long. But social distancing means the courts cannot operate at full capacity so it could take more than a yearjust to get through the backlog while more and more people join the wait for judgment. We will look to house people as locally as possible to where they currently live, where they have friends and relatives. If that cant be done for whatever reason, then we may have to look at alternative accommodation, potentially using hotels or whatever. The government is being urged to extend the evictions ban and provide more support for tenants whose finances have been laid low by coronavirus. Were very concerned that when the ban lifts next week, what were going to see is tens of thousands of people who are put at risk of losing their home and potentially becoming homeless as a result of that. The eviction ban has already been extended in scotland and Northern Ireland. Wales has agreed to a support package. But i think it brought back so many memories, so much civil war, so much political strife over so many years and seeing this kind of task to fee just unfolding in that video that circulate across social media really brought back so many traumatic memories for so many people across the world. Lebanon has been going through a very rough time lately, political strife, been going through a very rough time lately, politicalstrife, inflation, an economic crisis that was by out of control. This was the last thing that that country needed. Mika, the news agenda is such that sometimes those appalling pictures are fresh in their minds but we havent heard much since then, in a way, certainly in the uk. What do you know about how things are, as the days and weeks are passing, how the impact is . As always, with social media, at first the imagery was so strong and connected with so many people around the world but in the past few weeks it has been hard to ascertain exactly what the situation is apart from the fact that they have been going through such a hard time and so this really just going through such a hard time and so this reallyjust exacerbated so many of the existing problems from the crisis they are going through. Apart from covid 19, which is also a problem there more than ever now. I thinkjust a bit it in perspective, there are 200 people have died because of this, 6000 that were directly injured. There are 300,000 people with homes that are not fit to live in at this point. In the midst of a crisis where there are more than 560,000 lebanese children who are struggling to survive. But it all together and we realise. Also the Food Shortages are Something Else to take into consideration, the fa ct else to take into consideration, the fact that beirut hospitals are not accepting people in most of them and they are having to send them outside beirut. Help is definitely needed. And the Lebanese Community is a particular one. I was born in 83. We we re particular one. I was born in 83. We were evacuated and we ended up in paris and then i grew up in london. And i have to say that so many lebanese are spread across the entire world. We took with us a part of our culture. We took with us bits of our culture. We took with us bits of lebanon and we kept them. You walk into a lebanese house, even if someone is half english, and you know because you smell the food. So it has provoked a really strong emotional response, so people who are emotional response, so people who a re partly emotional response, so people who are partly lebanese, but it has been harder since his explosions for others to understand really what is going on over there. And, mika, you are using the platform you have to highlight what is happening and speak very eloquently about it here on this programme, but also with this performance that you are putting on yourself youre, you are producing the show, youre going to be broadcasting as well. Every time these make these decisions it will affect a lot of people. I think portugal is the most significant country to go the other way and have quarantine restrictions lifted. Its worth thinking about what the point of the two policies was. Quarantine was introduced to try to make sure we dont reimport infections from abroad now our infection rate is lower but there was a recognition that would be very bad for the travel industry, so that is where the list of exempt countries came in. But because we have seen that move and be so volatile in recent weeks with things changing so fast, there is growing pressure on the government to come up with other solutions. For example, one idea that has been suggested what is testing people at airports. The transport secretary grant shapps said they are looking at that but its not as simple as might think. The ideal would be, just to put figures on this, if you test someone on day one when they come into the country, and these figures are debated and disputed by scientists and experts, but it may only find 7 of people who are asymptomatic, in other words, people who dont know they have coronavirus and if you haveit they have coronavirus and if you have it you shouldnt be travelling a nyway of have it you shouldnt be travelling anyway of course. So its not helpful on day one. You then need to potentially test on day eight to get a higher percentage. You then need the results and by then you could be ina the results and by then you could be in a position where you have taken up in a position where you have taken up quite a lot of time in quarantine. Its not quite as simple as it is some times presented. However, its something we are very interested in and we are working on. He also confirmed the government is looking at another idea that has been put forward, which is of having regional corridors, and this came up for example when spain was put into quarantine. The idea that the Balearic Islands, which had a much lower rate of infection, so you could maybe not have the quarantine if you came from there and it only applied to mainland spain, but he again said it came with difficulties. I think the pressure will grow in the government to find other ways around this even though we are now coming to the end of that Summer Season. Helen catt, thank you. It has been a long stint, the court case, interrupted obviously by covid 19. But we got there in the end and thats the main thing. After travelling back from london, woke up this morning thinking, yeah, actually the british Justice System did really good. 55 years is an awful long time. I will probably be dead or a mega old lady by the time he comes out. It will do more for my kids and grandkids. Sometimes people in my role and observers of what happened say rather glib things at times like this and they say things like, may be the families can get some comfort from a verdict, may the families can take a breath and move on. Im trying to work out what the correct phrase is. Do you have a feeling of any of those sentiments, you and your family now . Not at all, actually. Because ourjourney is endless, and its a bit like a new book written completely. The old book written completely. The old book that we lived was suddenly chucked away at the times of the deaths of our loved ones. Now its a whole new book and its just one big chapter that is now closed. And we have a two or three week break and then the enquiry starts and that will be an awfully long time as well. Our journey really will be an awfully long time as well. Ourjourney really never ends. Some people say, hopefully this will have given new closure, or some people say, can you draw a line under its now the court case is finished. First of all, there is no line, because its a bottomless kind of journey of grief. Line, because its a bottomless kind ofjourney of grief. Secondly, no, there is no closure and never will be for us. Tell us about martyn. I a lwa ys be for us. Tell us about martyn. I always think when we speak to you we should remember martyn. And you better than anyone can tell us what he was like. A laugh a minute. He was a joy to be around. He was just absolutely full of the joy of life and lived his life in the fast lane. Hardly any of us could keep up with him, family or friends. He wasjust us could keep up with him, family or friends. He was just living us could keep up with him, family or friends. He wasjust living life 100 miles an hour. Squeezing every ounce of it out. One of the things i think has touched so many people is listening to the impact statements, the statements given by families about what this horrific act has done to them, how they are living with this. I wonder if you can give us an idea, you say its a bottomless fact us an idea, you say its a bottomless fa ct of us an idea, you say its a bottomless fact of grief that will never end, and thats understandable, but how it affects you in your everyday life. Me personally, martyn is the first thing on my mind when i wake up and he is the last thing on my mind when igoto he is the last thing on my mind when i go to bed. Its hard not to as a mother. How can i say . Itsjust impacted, literally, thats why they call it the witness impact statement, i guess, they want to know the impact on our lives and the impact ofa know the impact on our lives and the impact of a death, like the ones at the arena, isjust impact of a death, like the ones at the arena, is just enormous, incredibly painful and as i said, everlasting. It impacts every aspect of our lives, really. I know one point you made was, there is a certain point in the evening that you cant go to bed before. Yes, there was a long, long time when i couldnt even turn my calendar to number 22. It would jump to 23 from 21. I left a day out completely. I have managed to get over that now, but going to bed before 10. 55 was impossible for me. I cant shake the image of my child dead on a cold, stone floor while i was fast asleep. I know its totally irrational to have that guilt, because he was a grown up, he didnt even live with us, ididnt grown up, he didnt even live with us, i didnt even know he was at the concert, but be it as irrational as it is as a mother, but the shame and guilt will probably stay with me i would guess the rest of my life. Who knows . I know that in amongst what you are talking about there, you do a lot of work now with young people, you go and talk to people about what you go and talk to people about what you and your family have gone through, and the message you have, can you tell me, im sure its one of peace and hope and all the things that maybe you have learned more about through the devastating thing that has happened to your family. Does that help in anyway, talking to and watching people maybe listen and learn from your own experience . Yeah, i cant bring martyn back but ican do yeah, i cant bring martyn back but i can do this work in his spirit, with him sat on my shoulder. What i recognised very early on, both brothers were so young and had this really big compelling urge to speak to young people. At the end of the day, young people are the future decision makers, politicians, educators, but most importantly, they are going to be the future pa rents. They are going to be the future parents. And to me, values such as love, kindness, tolerance, one humankind, and if you turn the word humankind, and if you turn the word humankind over it actually makes kind human. Ithink humankind over it actually makes kind human. I think the world is in desperate need of love and kindness to one another. I want future generations tojust be to one another. I want future generations to just be kinder and more tolerant people and i want them to embrace difference as an enrichment to their lives rather than something they fear. I think thats really important. And i hope and ask young people to be kinda. Something tells me that when you bring those messages to a classroom or group bring those messages to a classroom orgroup of bring those messages to a classroom or group of young people, something tells me that they will listen. Thats something you will have experienced first hand. Thats something you will have experienced firsthand. The feedback from some of the children is really quite good. Sometimes i get messages two or three days later from people saying, yeah, actually they have decided to make this sound that is different in the future. So i have had feedback from young people but also from teaching staff. Might make this and that. One school in particular, they said the day i went they had had trouble with some schoolchildren in one particular year. The teacher said there was no argument that day for the rest of the day and there was a really eerie sense of peace at school. I enjoyed reading that, that was really good. I cant think of a better note on which to finish with you. On that positive thought in what is of course a very positive thought in what is of course a very difficult time for you. Believe it or not, ten years ago, charlotte ba nfield had a phobia of water. I used to be really scared to go to the beach, go near the shower, go in the rain. It was more of a sensory thing, the feel of water used to scare me. Charlotte has cerebral palsy, autism and anxiety. When her mum signed her up for a surface therapy session, for a surf therapy session, part of the wave project, it changed her life. I still have bad days, i get really anxious and feel i cant leave the house. When im having those days, i literally get my surfboard, wetsuit, get in the car and go to the sea because i know that as soon as i get in the ocean i will feel better again. Its like the ocean has magic Healing Properties that just work instantly. Her recovery is such that last year she won the english adaptive surfing contest, and she has a masters degree in marine biology. Today, she is at the wave, the artificial surf lake near bristol with its founder. He has long been an advocate with what is known as blue health, the healing powers of water and the sea and, for this man, his belief became a reality six months ago. I suffered a massive stroke and became part of my rehabilitation, being here and being in water, swimming alone, and starting to realise that the connectivity with my brain and my health was a big part of rehabilitation and i really believe that is a massive part of how i have managed to recover my speech coming back, so quickly. Charlotte and nick are prime examples of the benefits of surfing. Highlighted in a report published today by the wave, it looks at how the sport can help physical and mental well being, especially considering the impact of covid 19. This doctor from the National University of ireland, galway, is a surfer and studies what happens to the brain and body when in the water. Being in or on or near water, and certainly being actively engaged in it, helps to both stimulate and soothe the nervous system, hormonal system, respiratory system and even our heart rate, it slows in response to these environments. Sport therapy has a well established track record. Jacob kelly runs recovery through sport, an nhs scheme that helps people with Mental Health schemes through football and now a Pilot Project hopes to repeat that success through surfing. We see people recovering after doing the sports sessions and we think we will get it here, seen drastic changes in their mental and physical health, and also many were in contact with families and have said since coming to the sessions it has made a huge difference in their relationship with their families. I have been sort of isolating here through most of the first time and what i miss more than anything, to be honest, is the studio here as you see it we do sessions here. The studio sits under the apple tree at the bottom of my garden and we have an open door policy here for grass musicians who come in and play live. It is literally a studio area, session area, then the other end of the studio, so we are used to having lots of young people around, and i love that, the energy they bring in, and they have not been able to get it out on the road, so the studio has been quiet and ifind it out on the road, so the studio has been quiet and i find that really unusual and different. All of this has struck me to such an extent that looking forward i am trying to put together a wonderful recording to benefit the grassroots musicians who have had it so tough over the last few months in covid.
