Face coverings will be mandatory in shops and supermarkets from july 24th. Fail to wear one and you could face a fine of up to £100. It will be enforced by the police. There will be exemptions as there is on Public Transport for under 115 and people with certain disabilities. Wearing a facemask in shops is already mandatory in scotland, and labours accused the uk government of being muddled after some mixed messaging from ministers, and slow to act. We are behind the curve again. There was a delay for lockdown, delay on testing, delay to protect our care homes. Theres confusion over masks. When are we going to get ahead of this virus and this pandemic like so many other countries have done so already . Downing street says the Prime Minister has been clear on the issue, with growing evidence masks can help protect people in enclosed spaces. I think choices have changed, how people shop online, they have become used to it and they like it, so we foresee it continuing. The Science Behind all of it is extraordinary, it is sort of 90 of adult brain growing before the age of five, and its just shows what a precious time this is and what an amazing opportunity we as parents have. Well, i think it is really hard, there is so much focus, particularly during pregnancy, we havejust got a newborn baby, it is on the physical development of your baby, and as a mother. But what i think was really missing, and what i found was missing, and what i found was missing, was the support and how to help their social and Emotional Development, you know, how do you interact with your baby, what is it that you should be doing, not perhaps with the first few months, it isa perhaps with the first few months, it is a huge one to support from midwives and Health Physicians and things, but from then onwards, there isa things, but from then onwards, there is a massive gap before they start school, and it is that bit that i think you really need to be supported. Have you learned anything new from being part of tony happy people that perhaps you didnt know before . You dontjust need all these toys. You canjust use something simple like a blanket or a tree bit of paper rolled up. And just a bit of paper is the best way for them to learn. Talking is free isnt it i think these science also shows how important relationships are, and safer nurturing environments are, the children, particularly under five. And that is what really matters, actually, it is not necessarily about the toys. It is not the exciting places you go with them, it is how you as parents interact with them. That is what really counts. I am really interested that you said you noticed she has five different cries. One cry is for, like, i need a drink. There is a fake cry. So it is like, why are you not hear showing the attention . And then there is one cry if you are watching tv and she would like to sit on your lap, she will just be like. And you think she is crying and you look at her and she starts smiling straightaway. And then there is this cry. Another attention cry. And then she has a reading cry, which is much more. And then you have the night terror cry. You know, some of the things today, ryan at the beginning saying that his baby has five different cries, he has learned a huge amount from the tony happy people, and it is information like that, which i wish i had had as a first time mom. For so i had had as a first time mom. For so many parents, it is gold dust, really, to be given these tips and tools to be given in these first five years. Cute kids. There is also the potential for a flu virus this winter, as we often get. How might those to interact . Are people more likely to get the flu than coronavirus . We dont know. Some viruses Work Together and they make the situation worse. Some viruses compete against each other and therefore they actually kind of help reduce the impact and some are just independent and we have no idea whether coronavirus and influenza are going to be one of those three options. I understand it has been sent to a few members of the media, but snippets have been released. But the thing is, as well, she does have a phd in psychology. She is a practising clinical psychologist. So she is coming at it from that perspective. But what the trump estate is trying to do, and the white house, is discredit her by saying, listen, she was an open supporter of Hillary Clinton, she is an open democrat, she is bitter because her and her brother were left out of Donald Trumps fathers estate. And so this is her axe to grind or her time of notoriety. So they are trying to discredit her being an academic, being a clinical professional, by saying, essentially, she is partisan, so she is biased and she is disgruntled, but she was left out of the larger family estate. And just to be clear, she is a registered democrat, isnt she, and supported Hillary Clinton . So she has very quickly nailed her political colours to the mast before this book is out . How will it change things from your business and your point of view . First of all, i think that it will be quite difficult for my colleagues to enforce in stores. I was speaking yesterday about how different areas of the country are taking this. We have a store in doncaster for example, and very few people that are wearing masks, whereas in our warehouse, people are more than happy to wear a mask. It is quite difficult to enforce. Brutally honest, probably about 1 . You know, we put on social media, how would you feel about it, and an overwhelming majority said, no, i dont want to wear them. Everyone else can, but i dont want to. And it comes down to the fact of social responsibility. I dont have a problem with it. I think it keeps people safe, it is fantastic. But an overwhelming majority of people do not want to wear them. Do you think, you know, this is a discussion that naga and i have been having this morning, it is about that sort of cultural change and if more of a start wearing them, then it will become something that we just do, we we re become something that we just do, we were speaking to a biologist last week who said that when you leave the house in the morning, as well as your wallet, your purse, your watch, your wallet, your purse, your watch, your keys, you need to start taking a Face Covering with you as well. A couple of different sets of numbers with had this morning but one that a lot of people are watching from the 0ffice lot of people are watching from the office for National Statistics is how do the economy get on in may in particular . We had that huge fall in april where the economy shrank. In may, it did grow but only a small amount relative to that, it grew by 1. 8 . There was some expectations it might bea 1. 8 . There was some expectations it might be a bit bigger than that so some may be disappointed by that figure. When you look at what grew in may and what contributed to the economy recovering slightly, it was manufactured during, the housebuilding sector showed a little bit of a sign of recovery. To put it into context, the other set of figures, what happened in the three months to may. The economy is still a quarter the size in may. That huge fall we saw, it hasnt made up any ground in that. When you look at the comments from the office for National Statistics, it says Many Services remained in the doldrums. Theyve had their busiest time on record. That comes during these figures. Shopping more on line. Not enough to make up for the fact that so enough to make up for the fact that so many people have not been in work, theyve been furloughed, not been able to contribute to the economy the way they would have done previously. Some of the Science Behind all of it is extraordinary, its sort of 90 of our adult brain grows before the age of five, and itjust shows what a precious time this is and what an amazing opportunity we as parents have to really nurture their minds, and really put them in the best possible position for their future lives. If they feel they are doing a good job or not doing something right, they can reach out to help. I needed support, and we have to sort of work with those around us who can be there as our lifelines. Lets talk some more about this with child psychologist laverne antrobus. What do you make of the Tiny Happy People Initiative. Its a great opportunity to reset parenting. Its a great way to re evaluate the job. It gives them an opportunity to get in touch with their competencies because of the duchess is saying, those first few months and weeks, there is probably quite a lot of people around you and left to your own devices and what parents often report, theyre not quite sure sort of moves in the way in which they are interacting with their babies, having the impact it is having. Its really vital that you as a parent bring your confidence to the four and notice what you do because that will affect your childs learning. And notice what you do because that will affect your childs learninglj suppose confidence is key, because it is not easy, and human being trying to figure out how to communicate themselves in this world, without all the tools, and then as a parent trying to figure out what that tiny human needs, that is difficult . Absolutely, that is right, because what you are trying to do, there are lots of messages about other peoples childrens development, and as parents i think that puts quite a heavy load on them, but i think what this website is doing is actually, bringing to the fore that all of your interactions as a parent really being on this very, very key milestone in your childrens learning. Public confidence to be talking your child endlessly, mimicking their sounds. Because as they mimic you they realise there is something about this to infer that really makes sense, you are noticing how they stretch their bodies, you are setting them up so that they can learn something about themselves and their world. For me, learn something about themselves and theirworld. For me, it learn something about themselves and their world. For me, it is about how pa rents their world. For me, it is about how pa re nts ca n their world. For me, it is about how parents can grasp that confidence to help the children with their future learning. In your experience, how much our parents more aware, orfeel better equipped, i suppose, much our parents more aware, orfeel better equipped, isuppose, to communicate with babies up until they begin school . How much more of a boost does not provide than when they actually enter the Education System . They actually enter the Education System . I mean, it is going to be enormous. Is parents is pa rents really is parents really do understand and get to grips with this as a key task, of course, there is enjoyment as well, but really noticed that what they do makes a difference, so not to be embarrassed, i think that often parents can report that they feel, you know, am by getting it quite right . Actually, what these videos show is that the tiny steps and movements that you make have this impact, and so that then helps the basic development of moving into school life and learning. What about pa rents school life and learning. What about parents who have to work, who then have to rely on family members or childminders to stimulate their children effectively . I mean, that is just children effectively . I mean, that isjust a children effectively . I mean, that is just a practicality, children effectively . I mean, that isjust a practicality, isnt children effectively . I mean, that is just a practicality, isnt it . There is a lot of responsibility with this new data, or with this assumption that children can make big steps if they dont have that stimulus from their parents . Of course, there is lots of pressure on pa rents course, there is lots of pressure on parents because everybody is not in the same situation. Finding the childcare, finding the resources that you need in order to be able to feel confident that your child is getting those very Good Building blocks, but ultimately, i wouldnt wa nt pa re nts blocks, but ultimately, i wouldnt want parents to underestimate the small bits of time that they do manage to snatch with their children, if they are very busy, and of course that is a factor, really are impactful. So, you know, but bedtime, all of that language, what we are trying to say is that the language and the communication that you embed at this stage really helps children in the future, because we dont want children to turn up at Nursery School not having the fundamentals. So parents have to really feel, and to be celebrated, i think, for the contribution they make. I suppose we are very conscious of lockdown and the restrictions that have happened. Some parents say it would be brilliant to have loads of time with the children, some have got home schooling, they have found that absolutely exhausting. Both sides find that understandable. Can you spend too much time with a young child . Well, i am not sure about spending too much time with them, because i think the thing about children is that they know when and they let you know when they are and they let you know when they are a bit fed up with you. That is another way that parents have to manage this relationship. Doing things with your children and putting all the effort into the developmental stage that they are m, developmental stage that they are in, and actually, what children do tell us when they are a bit fed up, they wander off, they stop looking at you. You can take your cue from your child and im not sure there is ever too much, particularly when you are ina ever too much, particularly when you are in a playing situation, chatting away, as i say, children usually let you know they have had enough. Thank you know they have had enough. Thank you very much for your insights with us this morning. This february was the wettest on record, as three successive storms battered the uk. In some of the worst hit areas, businesses flooded three times in a matter of weeks. Now, the government has announced plans to improve flood defences in 22 at risk areas across the country. 0ur reporter luxmy gopal is in one of them for us this morning. Iam sure i am sure it doesnt seem such a long time ago for them, because they are still trying to recover. Good morning, luxmy. Good morning, luxmy. Good morning. Welcome to a beautiful, picturesque riverside location here in hebden ridge. Doesnt it look idyllic . As you say, four months ago, it was a very different scene and the world seemed like a different place back then. But back in february, storm here are was battering the country and here in hebden ridge severe flooding affected homes and businesses and it was actually the third time in the space ofjust was actually the third time in the space of just seven was actually the third time in the space ofjust seven and a half years that hebden ridge had suffered bad flooding. Now, today the government has announced £170 million of new funding to go towards flood defences in the most at risk places, and that funding is for shovel ready projects, projects that are good to 90, projects, projects that are good to go, theyjust projects, projects that are good to go, they just need projects, projects that are good to go, theyjust need the cash to unlock them and get them off the ground. Hebden ridge is one of those places, getting £12 million from defra, and the government says that will help 1000 businesses in the area. Ina will help 1000 businesses in the area. In a moment we will be speaking to andrew at the local floodwater. First, lets go to racheljones, a local Business Owner who owns a zero waste shop that sells food. How was your business affected in the flooding . It was quite badly affected. I had about 2 three feet of water in my shop, which is quite a lot. I have got four foot shutters on the front, but the water had come over. And how do you feel about the governments plans. How much confidence do you have . Very, very little. I think it is all right to build was to stop the water coming in, but you really need to look at what is going on. You need to change the environment. And how do you feel, given that your livelihood can so badly be affected by flooding, how much do you worry about future flooding . Quite a lot, because my business has to be shut for 2 three weeks, and nobody comes to buy anything for quite a long time afterwards. Thank you. Now, andrew, as a floodwater, who has seen andrew, as a floodwater, who has seen this happen many times before, what is your reaction to the governments plans. Well, it isnt before time. We desperately need the work done here. And quite rightly, it is notjust about work done here. And quite rightly, it is not just about the town centre, it is about the moors, upon the hillsides, other communities along the valley. We are desperate for infrastructure work in this town stop but it is like they say, if we slow the flow, the natural flood management, all that needs to be integrated, because if it all does not Work Together, nothing is going to work. And you can feel the tension here, every time we get an alert, it is awful, it is palpable. I feel for the traders here. This is their livelihood. Their dream. And it is direct, every time. As rachel said, the shops are shut. Absolutely, well, thank you, andrew, and hopefully the people here will certainly be hoping that the new funding will make a difference. The work on those 22 projects across the country is due to start in the next 18 months and as you heard from rachel and andrew here, that is not a moment too soon for the people inhabit and bridge. Thank you very much for that, luxmy. Lets speak now to mary dhonau, whos a flood risk consultant. Good morning to you. Can i first of all good morning to you. Can i first of a ll start good morning to you. Can i first of all start with your reaction to those plans . You heard from andrew, talking about how they have to make sure it is an integrated response, and not just sure it is an integrated response, and notjust dealing with what is happening in Hebden Bridge but further liver and in some of those other places they were talking about as well . Absolutely. First of all, i am delighted, it is very progressive and forwardthinking. We cannot simply keep building brick walls to stop flooding. I look on flood Risk Management as a puzzle of many pieces, all fitting together to reduce flood risk. And that does include the integrated approaches, working with nature, slowing the flow, holding back water, thinking about sustainable urban drainage, and adapting the way we live in our homes. That is really one of the things i am very passionate about, Building Back better. So if we do flood, we can recover more quickly, and if we can go back to Hebden Bridge, i have written an e book, and it features lots of case studies from businesses in Hebden Bridge you have adapted to allow the floodwater m, have adapted to allow the floodwater in, but minimise the damage. Many of them were opening only a handful of days. So i do welcome the £10,000 towards Building Back betterfrom flooding, and i also welcome the fa ct flooding, and i also welcome the fact they are going to reward people by reducing the policy prices when they fit flood defences to their home. So we have to do now stop thinking about building walls, but working with nature, not against nature, building and restoring peat in higher catchments and making sponge like areas to soak up the water, especially in urban environments, where we have so much concrete and the rain falls and it hits the ground running, straight into our homes and businesses, thinking about Building Back greener and better, and very importantly, i am very pleased about the review into not building on the flood plane. 11 of houses were built on the floodplain in 2018 and with flooding sets to get worse by 59 , more rain by 2050, we cannot continue to build on floodplain u nless continue to build on floodplain unless of course they are hardened houses. We were speaking to a flood risk assessor last time everything was flooded back in february. They we re was flooded back in february. They were also talking about the fact there is so much concrete around, we have covered a formerly green area with concrete, and then that sort of enables that flow to happen much more quickly into towns and cities. You were talking about a sort of replanting of trees, the use of peat and things like that. Lots of those feel like long Term Solutions. Is this money, and the previous money that was announced, going to allow that was announced, going to allow that long Term Solution to help along things now that can help as well . Absolutely. We have got to remember that trees do not grow overnight. In fact, flood defences, even shop shovel ready ones, are not built overnight, and restoration of peat and bog lands and working with nature ta kes peat and bog lands and working with nature takes time. But we have the evidence. There is a wonderful scheme called slow the flow in cold valley, which is making tremendous improvements. My advice to everybody is to stay aware of the flood risk, it is not going to go away overnight, but this is long term, so it is long term planning, very progressive learning, working with nature and not against it, and we have all got to continue signing up for Flood Warnings and being aware of flooding, and i know the Environment Agency are doing a sterling job, right now they have been delivering things on the ground and working to improve the Flood Warning service to. We can speak now to the environment secretary, George Eustice, from our westminster newsroom. £5. 2 billion was announced in the budget in march and there is an extra £170 million into shovel ready as the quote is from your department, flood defence projects. Where will the first phase be going m, where will the first phase be going in, and when . We got a number of projects across the country from shrewsbury right down to cornwall. Lots of blood projects that have been ready to go or getting there but just needed a been ready to go or getting there butjust needed a little bit of extra funding to get them over the line. Sometimes these are partnerships funded, there is local authority money, money that comes from the Environment Agency from the floods programme. Injecting that extra cash to get them moving. Are they starting this week . Not starting as quickly as this week but as soon as starting as quickly as this week but as soon as possible, now theyve got the money in place. You say its shovel ready. Im interested as to when they begin. Shovel ready in terms of fully worked up plans. All of the hydrology assessments on the river have been done. The planning consent in place, its now a question ofjust consent in place, its now a question of just starting consent in place, its now a question ofjust starting the building, getting the contract is going but i suspect it wont happen as quickly as today. When the project is going on under way, when will you be in a position to guarantee people say, from Hebden Bridge, severn valley, that they will be defended against floods and businesses will be safe . The programme weve set out of £5. 2 billion means that between now and 2027, over 330,000 additional homes will be protected from flooding and what we set out in our policy that accompany this announcement today is some key approaches. First of all trying to manage flood risk on a whole water catchment. Looking for insta nce whole water catchment. Looking for instance right across the severn, putting on natural floodplains, diverging water. Trying to make communities more resilient by looking at the planning and strengthening the planning presumption against building. Planting more trees upstream. Helping to reduce pressure flooding. Come this winter. Have you got an estimation or target about how many fewer homes and businesses will be hit by floods. We got a target between now and 2027. Up to 30,000 homes will be better protected against floods as each of these projects are built, the protections develop further. Last year, over 30,000 homes were protected, having those flooding incidents, with those measures put in place in recent yea rs. Measures put in place in recent years. This is a developing suite of protections as each project is built, protections get out of flooding has also been growing in recent decades. Can we talk about facemasks, please . Lots of questions about it. We know that from next friday, it will be mandatory to wear them in shops. Lots of questions from our guests. This man says hes in scotland, weve been wearing them in scotland, weve been wearing them in scotland, easy pc, his words. The question, if its important and by implication it must be, why wait 11 days and what damage with a further delay do . I think the important thing to note is with haddad as an advisory since may that people should wear masks in enclosed spaces. When they are indoors, out and about. With had advised that they should wear masks. Injune we strengthen that advice to make it mandatory in Public Transport. As we have started to ease the lockdown, we are extending that to make it mandatory in retail environments. We wa nt to mandatory in retail environments. We want to give retail time to plan and prepare and the people, and retailers to put in measures to encourage people to do this. People havent got one. Making sure they havent got one. Making sure they have a mask before going shopping. It doesnt take ten days. It gives people time to prepare. I suspect that now weve made this announcement, a lot of people start wearing a mask anyway, even though it wont be mandatory until the 24th. Michael gove at the weekend said the government has faith in the public, its been responsible enough to not need this to be mandatory. What has changed . Whats changed i suppose, this is something the government has been considering. But wasnt ready to announce since it hadnt obeyed a decision. Assuming the public is intelligent and responsible enough to make an announcement. We do think they are intelligent and responsible enough and thats why a lot of people have. When you make something mandatory as we are doing now for retail environments, it sends a much stronger signal that people follow in greater numbers. A lot of people have been wearing masks, its mandatory on Public Transport and people have been doing that since june. Itsjust people have been doing that since june. Its just that next step, we are announcing today so the position has changed today. It become mandatory until the 24th but from today, a lot of people start marrying those masks. Sarah says, weve been in supermarkets throughout the lot done. Since the rate of infection has gone down, remaining open with no facemasks at all, why now . I think a couple of things have happened. First of all, the advice from the world health 0rganization has been evolving. Prior tojune, 0rganization has been evolving. Prior to june, their advice was quite sceptical about facemasks. They strengthened our guidance in june gave an advisory the people should wear masks when out and about because it could prevent the onward transmission so we changed our guidance at that point. The second thing thats happened, back in late march and april, we were in full lock down so everybody was at home and its only really as we started to emerge from lock down and weve changed some of these measures. But you could still go to the supermarket during lockdown. Yes, but people generally went out and about. Measuring the overall risk and taking proportionate mitigations to deal with the risk that is there and as you open up more parts of the economy including pubs and restau ra nts a nd economy including pubs and restaurants and as youve opened retail environments, obviously there is therefore a slightly increased risk to looking at other measures to try to mitigate that from the measures that the stores themselves put in but now also asking people to wear facemasks and making that mandatory, thats part of the mix and we are dealing with an extraordinary situation as we try to control this virus and weve been evolving this policy as we emerge from lock down, its right that we consider other mitigations that might help control the virus. |j consider other mitigations that might help control the virus. I got three quick questions. Will supermarket visitors be required to wear a mask . Are not being covered, if you going to most shop, you will see staff have either been wearing face shields or base masks. It wont bea face shields or base masks. It wont be a compulsory requirement, it wont always be right for every setting in a retail environment. Those working behind stores and so on but retailers themselves have been making the rightjudgements. Johnny says im glad to hear wearing facemasks is mandatory in shops but whats the difference between going toa whats the difference between going to a shop or a pub or restaurant where you dont need to wear one . Im slight confused as many more will be. Its about managing the overall risk and obviously he is right, is there a risk of transmission in pubs and restaurants . Transmission in pubs and restau ra nts . Yes, transmission in pubs and restaurants . Yes, of course there is. Thats why they put in place other measures. Sanitising tables, putting social distance, collecting names on arrival. And so on. They put in place measures but having a facemask if you are trying to eat a meal is simply not tactical and we have to be pragmatic and say we want to manage the overall risk so its appropriate for us to have facemasks in retail environments can people can wear them in retail environments can people can wearthem in in retail environments can people can wear them in those retail environments where its not possible such as when you are trying to eat a meal ina such as when you are trying to eat a meal in a restaurant. Its not possible, we have to accept that. Quick one from david. When these become compulsory, there must be a price limit placed by the government on price. He says the cost in his local shoppers gone up by 1000 . We have to buy these and be responsible, how are you going to help with keeping the prices down and for us not to be taken advantage of . We been clear from the very start, people can wear a Face Covering, and i think a lot of different manufacturers have also stepped in to help and have turned to manufacturing just the basic cloth Face Coverings. Havent got to be medical grade facemask, any type of covering will be sufficient for this purpose. I do accept what he says, obviously theres been huge demand for these facemasks but have also seen some demand for these facemasks but have also seen some very demand for these facemasks but have also seen some very good charities, local groups that have set up and made these Face Coverings available for people who cant afford to buy one. I have been watching loads of stuff on telly during this period, as we all have, andi during this period, as we all have, and i have seen old Football Games being replayed, it is nice for the 0lympians to get in there because we are 0lympians to get in there because we a re really 0lympians to get in there because we are really only on tv once every four years. Everybody always says to me, when is the swimming on tv . And i say, we only have one major competition every year it is really difficult. This years 0lympics has obviously been postponed, but it gives us the chance to get the feeling and get the buzz, and those people who love the olympics, they get to relive it all, and all those memories come flooding back. We had adam pt on a couple of weeks ago, he was campaigning at the time for Swimming Pools to reopen. You must be pleased that now that is starting to happen. How important is it that people get back in the pool . Massively important. We all expected it on the fourth ofjuly so it was a big shock to everybody. But it is nice to finally have a date. I think that has been part of all of this, the unknown. Now that we have date we have something to look forward to. Iam we have something to look forward to. I am dying to go for a swim myself. Just from a Mental Health perspective, physically, as well, just how crucial exercise it is, for a lot of people who are injured or pregnant, for older people, is their livelihood. So that has been taken away, and they get that back, people are able to go on holidays now, so safety is a huge part of this, and actually people can now get back to taking their kids to swim and have that life skill. And how important has exercise been for you during lockdown . Has it kept you on an even keel . I know you have a busy life of a young child and lots going on. Definitely. I think it has been so important for all of us, i think, it is just important for all of us, i think, it isjust a important for all of us, i think, it is just a case of mentally, as well, just doing something, so that i am not just sat at the same place all the time, and being able to do my hour of exercise outside, being able to walk and be outside. I have been doing my exercise at home, it has been very different but awesome, physically as well as mentally. You have a five year old, as i mentioned. How have you been managing with the homeschooling . Have you been doing much . To be honest, i dont really class it is homeschooling. It isjust honest, i dont really class it is homeschooling. It is always fascinating to see weather it is some lounges, fire guards, glass art being delivered today. 0nline deliveries, we know, anybody who has been in lockdown and having to make purchases online, one pa rt having to make purchases online, one part of the economy that has had a better run over recent weeks and months is Online Shopping. But the figures we have had this morning, they dont quite show the signs of recovery in made that someone looking for. We know the economy fell by 20 in april, in may, it grew by just fell by 20 in april, in may, it grew byjust1. 8 . There are lots of numbers here. There is one chart that jumped out at numbers here. I just want to show you this one chart of how the economy has grown over the years, and you can see a big drop, it falls quite some way, and there is only a small uptick just at the end. What do you make of these figures . |j grant, good morning to you. What do you make of these figures . I think we need to consider how long ago these figures relate to. We are now in the middle ofjuly, and these figures relate to the three months up figures relate to the three months up to the end of may, where we saw a decline in output over the previous three months of 19 . So that was a little bit better than the decline we saw last month, but it is still a very substantial downward turn stop in may, we still had retail close, people forget that now. People are used to the shops being open. Retail was still closed. We wouldnt have expected a very big recovery in the month of may. So this light recovery of 1. 8 that we have had during the month of may is a little bit encouraging. What does it tell us about how peoples lives were actually playing out in that time . think what we really have to look at is how this varies sector by sector. Looking at the three month figures, we had a collapse of 71 in hospitality, 29 in construction, 29 transport, 15 in manufacturing. These are big falls, but particularly hospitality, which of course has been the last of the sectors to start up again after lockdown. There are big differences across the sectors. Key to the recovery will be how those differences are managed. Where we are this morning at dpd, they have been telling us today about how they have 15 new Distribution Centres that they are opening, they were only planning on opening three. 6000 newjobs on the way. You can see the amount parcels being delivered here. Is that he had to stay . Is that going to change how the economy will grow in the months to come . That is asa record sales in temp remark. That is as a result of the move to Online Shopping, which was forced on people in the retail shops were closed. People had to start shopping online. Itjust reflects changes in the way that we are living our lives. It is clearly not enough when we look at where we want to be. People talk about what the shape of the recovery will look like. There has been a big drop down. What will be needed for us to get back to how we were in february . There are some indications to the shape of recovery. Chaps payments and the manufacturing temp on recovered very quickly, but we need to look at the different sectors and how late hospitality has been in coming back after the lockdown, how effective that recovery and hospitality will be. We still have large eve nts hospitality will be. We still have large events not happening. So for some sectors the recovery will be much slower than for others, and those sectors really need to be merged very carefully as we move on. Geraint, thank you for being with us this morning. Good to see you this morning. See you later on. One of the biggest birds ever seen in the wild in the uk has been spotted roosting in the Peak District National Park. This bearded vulture which has a wing span that can reach more than nine feet has attracted birdwatchers from across the country. Its thought to only be the second time its been seen here. Lets talk to tim birch from the Derbyshire Wildlife trust, who has actually seen it for himself. So, tell us a little bit about the bearded vulture . My goodness, it is absolutely amazing. You will never get a chance to see such an amazing bird again. We have seen it flying in this area, it is the most incredible bird. We believe it is coming from the alps. It is a young bird, two years old, only the second ever cited in the uk, one of the rarest birds ever to turn up here. It has just been so exciting to see this bird flying in the sky above your head is in a National Park in the uk, it has been truly fantastic. Hundreds of people have been so excited to see this bird. This is what it is about, connecting people to amazing wildlife. My goodness. It has been unbelievable. You say that you think it came from the alps. How has it ended up here . It is quite an extraordinary journey has it ended up here . It is quite an extraordinaryjourney it has had. It was seen extraordinaryjourney it has had. It was seen in belgium injune. A young bird, possibly from the french or the swiss alps, they have been carrying out a Reintroduction Programme there for many years. This is the most endangered vulture in europe. This is a young bird that has wandered away from where it was born. They do tend to wander quite a bit when they are young. It has ended up in the Peak District. We expect it will go back to the alps, because it clearly isnt going to breed here. Normally they are not found below two or 3000 feet, so high up in the alps and the mountains, it is extraordinary it has ended up here. Some amazing pictures. We know you have to protect these birds and you have understandable safety concerns as well, but give us an idea, you talk about reconnecting with nature, what is it like to see Something Like that flying above your head . Well, the Wildlife Trust are working hard to bring wildlife to everybody. Getting more nature back in our lives is so important, mentally and for our well being, and people have just been overjoyed to see this bird. We are concerned about its safety, it is an it is in an area where there has been ongoing legal bird of prey persecution. We urge everybody to look after this bird, enjoy it while it is here. It gives you a grim somewhat a while the future could be like the whole of the uk. It is so uplifting, especially in these times of covid 19. I have been so excited to see how amazing it has been for people to see such a wonderful bird. It has been absolutely incredible. Aimed at the under fours, it wants to help parents develop their childrens communication skills. Research shows that when children start behind, they stay behind. Louise went to meet the duchess. And we can speak to louise now. This is nice, to interview louise on bbc breakfast what is quite clear is this is an issue she is thoroughly engaged in. Tell us a bit about her involvement. It is very clear that she is absolutely passionate about early yea rs is absolutely passionate about early years development, this goes back to before she was a mother, before she was married, to her university days. That is why she is supporting the bbc Initiative Tiny Happy People which is all about communicating, helping parents communicate with their really small children. I met her and their really small children. I met herandi their really small children. I met her and i met three of the parents involved in the project and we had a really good conversation about the stresses of parenting and, of course, life in lockdown. She was really open and candid. She told us for example but even she found home schooling her three children really challenging and she has a new found respect for teachers. People sort of assume its because youre a mum, but actually it goes back quite far for you, doesnt it . Yeah, it goes back a long way. I think, you know, in a way, lots of the parents here and lots of the parents and families that you speak to, i think they all know how important it is to look after our children, and to nurture and care for young kids. But i didnt realise, before i started all this work, i didnt realise just how important it is. Some of the Science Behind all of it is extraordinary, its sort of 90 of our adult brain grows before the age of five, and it just shows what a precious time this is and what an amazing opportunity us as parents have to really nurture their minds, and really put them in the best possible position for their future lives. Well, i think its really hard, there is so much focus, particularly during pregnancy, and when youve just got a newborn baby, is on the physical development of your baby, and you as a mother. But what i think was really missing, and what i found was missing, was the support and how to help their social and Emotional Development you know, how do you interact with your baby, what is it that you should be doing . Not perhaps. In the first few months, theres a huge amount of support from midwives and Health Visitors and things, but from then onwards, theres a massive gap before they start school, and its that bit that i think you really need the support. Have you learned anything new from being part of tiny happy people that perhaps you didnt know before . You dontjust need all these toys. You canjust use something simple like a tree or, you know, a bit of paper rolled up. And just a pen to paper is the best way for them to learn, is what i find. And talking. Because talking is free, isnt it . Speech is free, and we dont use it enough. I think the science has also shown how important relationships are, and safe and nurturing environments are, for children, particularly under five. And thats what really matters. Actually, its not necessarily about the toys. Its not the exciting places you go with them, its how you as parents interact with them. Thats what really counts. What is that . What is it . Can you say pasteur . Can you say princess kate . Princess kate. You are so clever look at you, so many words me and her mum broke up three months ago, we have been co parenting. Particularly for first time dads, is it quite daunting . It is very scary. With the midwives, nuns get more support, ifeel with the midwives, nuns get more support, i feel the dads do with the midwives, nuns get more support, ifeel the dads do not with the midwives, nuns get more support, i feel the dads do not get as much support as they could. At the months go through it all, all respect others. He has taken to running everywhere. respect others. He has taken to running everywhere. I know that. You purchase louis down, he is off. Having a child young, all eyes are on you. Do you feel you are being judged . I feel there is a stigma towards young parents. You dont know what it is like to have a baby, you are young. Ijust take each day as it comes and you just do your best. There is an assumption that you should know that, you should know what to do. Do you think people are fearful to reach out for information . I think so, are fearful to reach out for information . Ithink so, ithink are fearful to reach out for information . I think so, i think we have heard it from a couple of parents today, i hear it a lot, there is a sense of being judged if they feel they are not doing a particularly good job or something is not right, they do not feel they can reach for help, which is very sad because we all need support, i needed support. We have to work with those around us who can be there as our lifelines, really. Ryan, iron interested in what you said about she has five different cries . Im interested. There is a fake cry if i need to, say, get a drink. It is like, show me attention. There is one cry if you are watching tv, she is sitting on your lap, you think she is crying, you look at her and she is crying, you look at her and she starts smiling. Then there is this cry, which is another attention cry. And that she has a feeding cry, which is very more high pitched, then you have a night terror cry. That must be really hard, the middle of the night is so lonely. Ryan saying how his baby has five different cries, he has learned a huge amount from tiny happy people. It is information like that i wish i had had as a first time mum, so many parents, it is gold dust for families to be given those tips and tools to use, particularly in its first five years. He is now stringing a sentence together. Amazing, so good. Money, come on, please come and play with me. Show the princess and staff. Can you stand on one leg . Well done how have you guys been through lockdown . It has been so hard . I work a lot, it takes up a lot of my time, at least 40 hours a week, so may an at home, it is a lot different to being at work, i am seeing things i dont usually see as a parent. It gives me time to spend with my daughter and bonds. It gives me time to spend with my daughterand bonds. It is gives me time to spend with my daughter and bonds. It is a very beautiful thing. It is very hard, daughter and bonds. It is a very beautifulthing. It is very hard, i did not see my dad or any of my family. We months, until boris said about eating it, it was a struggle. They have spoken about the attentiveness, you cant meet friends, it has been really ha rd you cant meet friends, it has been really hard for people they had spoken about the intensity. How do you think it will be for these pa rents you think it will be for these parents and children . you think it will be for these parents and children . I think some of the elements will be really positive, families have spent much more precious time together, and really reflected on some of the simple things that make a difference to their kids, regularly in the first ideas. For others, it has been really tough on relationships, money issues, relationship issues, it has beena issues, relationship issues, it has been a real challenge. It has been challenging for those of people. Some parts have been really positive, spending extra time with the kids and everything, but it is equally stressful, you are in a confined space and having two home schoolers confined space and having two home schoole rs definitely a challenge. I dont have a problem. I always respected teachers but now i have a new found respect. unusually being home a lot, myself and the baby, it has been difficult with him at home with me, he has been my face a lot i am used to being home a lot. We have had lots of arguments. I just being home a lot. We have had lots of arguments. Ijust want to know how you can work to make things again and make the love strong again. Jiggling parenting and relationship. It is such an importantjob relationship. It is such an important job as parents relationship. It is such an importantjob as parents have but it is such a huge responsibility. It is really hard. Henrietta and abu were very honest about the stresses of a child unable asian chip and lockdown as well. Massively. In a way, we have forgotten almost how important relationships are and almost. It is that connectivity, that intimacy that we have already missed during lockdown. If nothing else, hopefully one of the Silver Linings is people will really revalue how important those things are. You talked about going back to work, but you have loved being with her . We grew so close over the lockdown, i went back to work on monday and did not see herfor to work on monday and did not see her for five days and that was so challenging. How do you accept that umbilical cord, having had the precious time together . From a personal perspective, having lots of the extra time together as a family but then being able to stand back again and go back to how things were is really hard for lots of families. I think you guys do an amazing job, and so many families, it is a hard job but what of the most important jobs we can all do is raising the next generation of happy, healthy kids, and you are doing a greatjob, ican kids, and you are doing a greatjob, i can tell. Thank you for having us. Thank you for coming, i am sorry about the weather. It has been great to meet the families, and what tiny happy to meet the families, and what tiny happy people has provided for parents is a great lifeline. There is not a huge amount of support and guidance and it is very much needed, so guidance and it is very much needed, so well done. We just about managed to stay out of the rain. Watching that back, because of social distancing we all had to stay really far apart from each other and she really loved interacting with the parents and children, no hugs allowed, and i love that she tilted lily does not really understand about social distancing, anyone who has a two year old would understand that. She told us that louis does not really understand social distancing. She is really passionate but she is really knowledgeable and it is very clear she will continue to work on this. Studio we are mindful of being in lockdown and how life has changed, that has made a huge difference to families . Yes, i spoke to some of the families before lockdown and we had all the conversations you would normally have a parents aboutjuggling life and having a new baby, or perhaps how they are sleeping, and there we re how they are sleeping, and there were those conversations too, but the conversation was really dominated by lockdown. It is very intense, the duchess talked about the challenges of lockdown, but the positives, for all those families there were positives, i love what she said about all others being able to spend precious time with our families. A real sense of reflection. The families were quite nervous about coming out of lockdown and she talked to them about that as well, which was great. and she talked to them about that as well, which was great. I enjoyed the way the parents and families styled it out, even though they were meeting a member of the royal family they really did. They were all very nervous beforehand but i think she has a brilliant way of putting people at ease. I spoke to them afterwards and they said that they were nervous that she was really genuine, really authentic. She was really honest and candid with them as well. They loved the fa ct with them as well. They loved the fact that she case and Parenting Tips and they really felt that even though she is part of the royal family, that she has been through is very similar experiences as an. As she said, we all need support, she included herself in that. Did you give any tips yourself to the duchess, because youre are older now . Never too early, and tiny happy people is all about birth to four years of age, sooner sale wishes you can be talking, exchanging even wordless conversations from right at the beginning such macro as soon as they are with you. If you are sitting with your baby and they are reaching for a spoon, you could say, oh, do you want the spoon . It as weve been hearing this morning, in 10 days time, wearing Face Coverings will be compulsory in shops who fail to wear one will face fines up to £100. The environment secretary George Eustice told us why the government is making these changes, and why theyre not coming in until next friday. Weve had it as an advisory since may that people should wear masks in enclosed spaces, when theyre indoors and when theyre out and about. We have had it as advice that they should wear masks. Injune, we strengthened that advice to make it mandatory on Public Transport, and now, as we evolve the certain measures that we have in place, and as we have started to ease the lockdown in other sectors of the economy, were extending that to say were going to make it mandatory in retail environments. We want to give people time to plan and prepare, and for retailers to maybe put in place measures to encourage people to do this, or potentially even to have some masks themselves if people havent got one. To give people time to make sure they have got a mask before they go shopping, its just giving people a bit of time to prepare. Here to talk us through what these Face Coverings will actually mean is virologist, professorjonathan ball. Good morning to you. Can you explain why it is important that Face Coverings are born, in particular environments, such as shops and Public Transport . Well, we know that they are in closed environments and there is not much air circulating, any droplets that you produce that are laden with virus, if you are infected, can travel through the air. The reality is Face Coverings we now trap large droplets and therefore, if someone coughs or sneezes, it will reduce the chances of them spreading those droplets but u nfortu nately, of them spreading those droplets but unfortunately, when people go about their daily lives, they often touch those masks, if they are infected they will contaminate their hands and go on to contaminate surfaces. Its very important everybody understands that the evidence for mask wearing is not great. But also, it may come with hidden risks. That may help spread the virus. If it we re may help spread the virus. If it were up to you or would you decide to wear face masks, were up to you or would you decide to wearface masks, if were up to you or would you decide to wear face masks, if it wasnt now being made mandatory . At the moment iam being made mandatory . At the moment i am working on a hospital in nottingham, wearing a face mask is mandatory. Ive got used to it. Whats the message, on a social basis, when you go to the supermarket, i went to the supermarket the other day, lots of people were wearing masks, those working, and i thought, maybe i should, out of courtesy, almost, do not necessarily protect me but protect others and hope that they think the same way. How does that message get through in the scientific advice is so conflicting, the evidence is so conflicting . think youve raised an important point. The evidence is out there, it shows masks to reduce your chance of transmitting the virus but they certainly wont protect you from becoming infected. People are wearing those masks to protect themselves, unfortunately, its not going to work but there is evidence that it can reduce your risk to others and i think one of the main reasons weve suddenly started to get a little bit more interest in mask this firstly, we are not able to socially distance as much as we could before. We cannot almost keep two metres apart, it was very damaging to the economy. The other reason is there is more evidence that people can be infected. But not show any symptoms and its these asymptomatic people who potentially could be out and about in a community, not knowing they are infected and potentially spreading the virus. Wearing a face mask might also help in those cases. Its interesting we are using the word mask, our guidance is weve used Face Covering up until now. What if, i dont know, someone is wearing a rollneck, a polo neck and those that over their face, rollneck, a polo neck and those that over theirface, or a rollneck, a polo neck and those that over their face, or a scarf, rollneck, a polo neck and those that overtheirface, ora scarf, raab sat around their face while in the supermarket . So, in theory, it will reduce the spread of the virus by capturing and trapping that virus but as i say, if you are infected, youre essentially producing a very contaminated piece of cloth that signing in front of your face and if you are then not careful, when you ta ke you are then not careful, when you take that off and remove you could potentially be contaminating your hands so we shouldnt lose sight of the other measures that have been so effective. We can now find out a bit more about what compulsory face masks in shops in england will mean in practice. Kent marsh, starting with you, those of you have been following this will know it is the police s to enforce the wearing of Face Coverings from next friday so what will be the response of police to these measures, do you think . Good morning, as you can imagine, we are talking about private premises what we need is shopkeepers to come on board fully and say, quite clearly, in their shop windows, etc, no mask, no entry, its as simple as that. For us to enforce what you are talking about, i would imagine will be nigh on impossible. Shopkeepers do not have the power to detain someone so do not have the power to detain someone so they would only ring the police, we would be driving round and round london looking for individuals who were in their shop. Its just absurd. It seems you cannot get your head around the practicalities of it so lets take your example and take it out a bit further. I shop because the police, an officer turns up, somebody is not wearing a Face Covering in that shop, what happens next . You are describing a situation where that person remains there. I would suggest that they are not willing to wear a face mask they wouldnt remain there, they would walk off and as ive said to you, they have no authority to detain them so therefore, it becomes a problem to find the individual, act upon whats said. It will put us in a position andi said. It will put us in a position and i tried to highlight, shopkeepers need to make it their responsibility as well. Im all for Face Coverings, dont get me wrong at all. Shopkeepers, as they did in the beginning of the pandemic, were stopping people going in their stores, they were very good at it, we need clear direction, no facemasks, no entry, this is private property. That would help massively. We arejust property. That would help massively. We are just about to talk to helen from the British Retail Consortium but ken, i wonder, how many fines do you think are going to be issued for people who refuse to wear face masks, say, in the first month . Thats a real difficult one. I could not possibly answer that because i dont understand how this will roll out. Our part to play in this is, as i highlighted, these are private premises. Helen, its interesting, you have heard what has been said by ken. 0k, lets put these points to you. When we interviewed george used as the environment secretary i put that question to him, why ten days and he said you need preparation to get science in place. Do you need ten days to tell your customers, your clients to be able to tell their customers they need to wear a mask . Yes. I think it is important that we all have time to prepare, whether thats the retailers needing to look at the science that is being highlighted, to make sure staff have had the right training, whether its us as members of the public getting our stock of masks at the ready or Face Coverings, as you were highlighting in the report there. So it is important that there is that in time to prepare. What training do you need to wear a mask . Training in terms of how to encourage customers to ensure that they are doing so when they are entering the shop. Retailers absolutely have been focused on ensuring our safety, as customers, and there is safety as colleagues, right through the whole crisis, from the early days when essential retailers are open to the lifting of restrictions on wider retail during the course ofjune. And i think it is, there is a need to recognise the role, the really Important Role of those people who work in stores, day in, day out and are interacting with us all as customers, in encouraging us to comply with these new regulations. It is for the police, for that final bit of enforcement and i think, what you were talking about earlier, with ken, wasa you were talking about earlier, with ken, was a really, really small minority of people, the vast majority of us all, as members of the public, as long as its clear what it is that we are expected to do, why we are expected to do it and that Face Coverings are just one pa rt of that Face Coverings are just one part of all of the measures that we all need to take, hygiene, ensuring washing of the hands, two metres social distancing, where possible, and that masks or Face Coverings are just one other level of mitigation thatis just one other level of mitigation that is there. Then i think that can give us all much more confidence. Helen, i dont want to run out of time but i want to put to you the point ken was making earlier about how helpful it would be from a police point of view for sops to say, no Face Coverings, you dont come in. Is that something you are looking at . For shops. Absolutely, the window displays, signs outside shops have already changed over the past few months, markings on the floor, signage pointing around directions of routes around stores, around the need to maintain social distancing. Psychedelic drugs like magic mushrooms and lsd are most commonly associated with the party scene, but Scientists Say they could potentially be used to treat depression and post Traumatic Stress disorder. Because they are class a drugs, research is difficult. Today, a group of experts will begin campaigning for a change in the law, to make it easier for scientific study. Graham satchell has been to meet a military veteran to hear about his experiences. His report contains detailed accounts of war. I was watching the patrol move off and they came under contact. My friend andy got shot through the back. Trying to get andy out of that firefight, martin was giving covering fire. I was watching him through some binoculars. Unfortunately, i was watching right at the point where i saw him take a bullet through his face and he was dead instantly. Get back gunfire. Guy murray wasjust 19 when he served in afghanistan. He had one of the most dangerous jobs on patrol, searching for explosive devices. Guys experiences left him traumatised. When he came home he tried to take his own life. At that point, i had to call out the samaritans and i was trying to get help with other charities but because of my alcohol use, they were like, we are not going to touch it until you sort that out and i was like, what . I need your help as his depression got worse, guy started searching for alternatives. He read about the use of Psychedelic Drugs in the treatment of Traumatic Stress. Itjust changed everything. It allowed me to see my trauma and how i was carrying it around and how i didnt have to carry it around. There are other options available than sitting and talking to a therapist for hours. Which soldiers arent very good at doing because we go back to that thing. Hey, man, you werent there, man, you dont know, man. And itsjust, you know, we come up against that straightaway with a therapist who has not been to war. We are, like, what do you know . Heres a slide showing how the how the psilocybin switches off the parts of the brain which drive problems like depression. Scientists researching Psychedelic Drugs say they do have potential as therapies. Psilocybin turns off the parts of the brain that drives repetitive thinking. And we believe thats how it can help people break out of the shackles of either depression, where people think repetitively about things theyve done wrong, or ptsd, where people continually remember things they dont want to remember, the very painful, traumatic experiences. That possession of a Psychedelic Drug is illegal and taking them potentially dangerous. It can lead to a seven yearjazz sentence. It can lead to problems like paranoia. Experts say they should never be taken alone. But in the same way some cannabis products have been legalised for medicinal purposes, campaigners now want the government to change the law to make it easier to research the therapeutic use of Psychedelic Drugs. What we are saying is you should do the same for psilocybin and mdma, move them out of schedule 0ne into schedule two and that way, doctors can prescribe them and research them much, much more easily. But what i need to say to you is, dont do it alone at present. These drugs are illegal and i believe, to get the best benefits, you need to have trained therapists present when you use them. The home office told us. Guy has nowjoined forces with other veterans, academics and researchers to form a medical Psychedelics Working Group which launches today. Anyway, she brought along this toilet seat, Queen Victoria, having had huge amounts of children, needed to go to the loo quite often, she had little toilets placed around the grounds so she brought this wooden seat, she said, i bought this when little bits of land were pa rcelled i bought this when little bits of land were parcelled off and sold and i lived in one of the bits of the former ground and we kept this toilet seat because it was graced by the royal bottom. I took this from her, we were talking about it, i was looking at it and i asked the question, i should have asked in the first place, which is, where do you keep this royal souvenir . She said, we still use it, ijust took it off the loo this morning fiona people are eating but it made me laugh, laugh and grimace at the same time.
