Its a start, but it cannot be the be all and end of. Are we dealing with this when people are teenagers, 01 with this when people are teenagers, or saying they are stuck in their ways when they are in their 60s or 70s. I think people get angered by the video we saw of george floyd. When we see a video like that, of a man being suffocated to death over 8. 5 minutes, that should be the anger, right . And the protesters, ive always been an advocate of peaceful protest, and everything i have seen and friends i have on the ground in minneapolis, they say all of the protest they have been due have been peaceful. They say the rioting and looting is coming from White Supremacists on the far right, coming in trying to boycott a nd the far right, coming in trying to boycott and change the narrative around these movements. That is not them. But at the same time, as i have seen on social media across this week, if the destruction of property makes you angrier than the destruction of life but we saw in that video, you may be part of the problem. I wasnt sure whether it was to do with the covid virus with a small amount of symptoms, but water dreams or whether it was a pattern of lot down the people arent having to get up down the people arent having to get up so early to go for a commute or go to work, they go to a study or work room and its because of that extra bit of sleep we are getting, it goes into rem sleep so that is way new dream. We got this long period of rem sleep and were not so active so are probably not sleeping quite so much, its a bit lighter. That is properly wired. If you get a temperature of course, you get hallucinations. That is quite different. When you have a high temperature, you are dreaming in the daytime. And poor sleep can be really debilitating. Particularly for people with Mental Health issues, anxiety, bipolar disease. I found one or two people who have poor sleep but finding the symptoms are getting worse so if youve got Mental Health issues, sleep is so important. Its one of the reasons why things deteriorate. If you dont get your sleep, it creates all sort of problems with diet, you get tired, we crave carbohydrates, too tired, we crave carbohydrates, too tired to go exercising, your exercise levels go down basically, our whole life can become untangled quite quickly. A number of areas that should crossover, quarantine regulations coming in on monday. And it is a ridiculous thing of social Economic Development. We are on the lowest rung of social Economic Development in each of these societies stop so you have to start you ask yourself why is that . What is the cause . Now, individually we have brilliant people. Individually, we have outstanding strength individually we have some of the best and brightest and smartest people in the world, individually. But as a race, what we have demonstrated is weakness. And this is what we have to fix. A lot of people, if only on a commonsense basis, would say if there has always been a marginal risk of people coming into the country, bringing covid into this country, why wasnt quarantine in place during all of that time because there will always been a marginal impact, people coming in with covid and going into the community. Why now and why not months ago . That is exactly the point, charlie. The higher the spread of the virus within the communities here in the uk, the more marginal, the more negligible any difference is of somebody coming into the country. Thats what the scientific advice is clear on. The spread is much lower. The marginal impact is much higher of somebody coming in. The reality is youve sat and waited while people who may well have been positive have been free to come to this country and now, late in the day, when the equation doesnt add up because its countries that have a lower risk, you are forcing them to go into quarantine. And as we go into friday night into the weekend, this low pressure system to the east of us, strongest winds on the western side of it, that covers most of us, i think we could see some disruptions through friday and saturday across the northern half of the uk, especially with trees in full leaf at the moment. Its thursday, june the 4th. Our top story. A german prisoner has been identified as a new suspect in the disappearance of Madeline Mccann from a Holiday Resort in portugal 13 years ago. The man, in his 405, is a convicted sex offender who had been living in the algarve at the time, travelling around in a camper van. Madeleine was three years old when she went missing from praia de luz in 2007. Heres our Home Affairs Correspondent, Daniel Sandford. This is the vw camper van that was used by the new suspect in the Madeleine Mccann investigation. With its distinctive colours, police hope it will trigger someones memory and lead to new evidence about their as yet unnamed suspect. He used the vehicle to live in and, certainly, the week preceding, he was in their living, so he would move around the area, using that van as probably his base. The suspect also used this jaguar car at the time. He registered the car into someone elses name the day after Madeleine Mccann disappeared. The three year old went missing on may the 3rd 2007. Shed been sleeping in her parents holiday apartment while they were 50 metres away having a meal with friends. Her 17th birthday was last month. On the German Version of crimewatch last night, police there revealed that the suspect has previous convictions for sexually assaulting girls and is thought to have burgled hotels and holiday apartments. Hes currently in prison in germany. His phone was used in praia da luz about an hour before mccann disappeared. The metropolitan police are now asking for anyone who can help with information about the mobile number he took the call on that night, the vw camper van that he was using that summer and the old jaguar xj r6 that he registered out of his name the day after Madeleine Mccann disappeared. In a statement, her parents, kate and gerry mccann, seen here in 2007, said they would like to thank the Police Forces involved in britain, germany and portugal. They said they would never give up hope of finding madeleine alive. The German Police said that theirs is a murder investigation, but Madeleine Mccanns parents said, whatever the outcome is, they need to know what happened, as they need to find peace. Isolation, this 14 day quarantine due to come in, is a good thingm is certainly controversial but the home secretary priti patel confirmed yesterday that, as of monday, anyone arriving in the uk, barring a list of exceptions, will be required to provide Contact Details and an address and then self isolate for 14 days. It doesnt apply to people coming in from the republic of ireland or the Channel Islands and there are certainjobs, ireland or the Channel Islands and there are certain jobs, such as those working in the medical profession, that are exempt. Other than that, if you are coming from a foreign country or you have left the uk to go on holiday, although that may seem uk to go on holiday, although that may seem like Wishful Thinking at the moment, on your return, whether you fly in or come by sea, you will be required to isolate for 14 days and there is a row about this, as you say, not just and there is a row about this, as you say, notjust those in the aviation and Tourism Sector, who say this amounts to putting up a big no entry sign at the uk border and risks putting businesses out of action and jobs in the Tourism Sector as well. Many mps question the timing. They say with infection rates falling here and in other countries, the effectiveness of this measure at this moment is questionable. At the Northern Ireland secretary Brandon Lewis, speaking on breakfast in the last hour, denied that. The spread of the virus in the communities within the uk is much lower than it was, and we wanted to continue to be lower and thatis wanted to continue to be lower and that is why this is the right time to bring this in because, as patrick valla nce to bring this in because, as Patrick Vallance has outlined, when you have the Higher Community transmission rates, the difference that somebody coming into the country can make is much more marginal and much more negligible. We want to stay as far ahead as we can dealing with this virus and that is what it is something that will be kept under review every three weeks. And the Aviation Industry, tourism businesses here in the uk and anyone who is thinking about the possibility of maybe being able to go somewhere on holiday later this year will be watching closely to see what the government does. The Northern Ireland executive is meeting today to discuss easing the lockdown. If it confirms the changes, outdoor weddings with ten people present, as well as the re opening of large retailers, will be allowed from next monday. So these are important decisions, chris, just give us a sense of what these decisions might be and how they will Impact Society there. Yes, potentially, this is an important day of Northern Ireland to pass my Journey Towards easing the lockdown. Ministers in the devolved government are meeting to decide essentially whether to move into phase two of their five stage plan, whether to move into phase two of theirfive stage plan, so whether to move into phase two of their five stage plan, so among the issues they are going to consider, they have already told us, perhaps they have already told us, perhaps the thing people will noticed most is that large retailers will be able to open, the sort of shops, fine shops, outdoor shops, and weddings with up to ten people will be allowed to go ahead and potentially significant use for people here who have Health Conditions that makes them particularly vulnerable to the virus, who are still having to shield and stay indoors. There are 80,000 of them here in Northern Ireland and they could be allowed outdoors on monday. That is when the lifting of these restrictions would kick in if the Stormont Executive does decide to go ahead. Whether or not they do depends on the spread of the virus. Really, the number of deaths here from covid and a number of the cases that are diagnosed on a daily basis have been falling, for example, over the last week. The number of new positive cases announced every day has tended to be in the single figures. But ministers are concerned that large gatherings are concerned that large gatherings are taking place, warnings that could jeopardise the plan to exit lockdown, so they will take the verdict of the scientific advisers when they meet this afternoon before they decide on whether to move ahead and live to those restrictions. For more than a week, there have been protests against racism after the death of george floyd while he was in us custody. And the demonstrations arentjust in the us but all over the world. Here in the uk, thousands of people gathered in london, including the star wars actorjohn boyega. Lets hear some of what he had to say. To be reminded every day. That is not the case any more. That is never the case any more. We are going to try today. We are a physical representation of our support for george floyd. Black lives have always mattered. We have always been important. We have always meant something. We have always succeeded regardless. And now is the time. We aint waiting. Those were some of the scenes from the protest in london yesterday. We can speak now to dominique walker, whose Brother Anthony was killed in a racially motivated attack in 2005. We are also joined by the writer and director rapman. Thank you both very much for your time this morning. Dominique, you area time this morning. Dominique, you are a former Police Officer yourself and you clearly have a very personal interest, having had a loss in your own family. I just wonder, interest, having had a loss in your own family. Ijust wonder, how has it been for you, the past few days, seeing what initially happened and the reaction . I think, for me, the last few days have been a mix up cancelling and supporting people, so a mix of giving counselling and support to people. A lot of my work has been with black women and women of colour. A lot of it has been supporting members of my immediate family and friends as well and working with the black police association, bame and merseyside, and the Walker Foundation to provide support for communities. And, for me, the emotion has been overwhelming at times and practising, folly, self care is one of the most important thing is, it is key to my well being and so forth, and for everybody else. And what i have found is there is an outpouring of grief, but what needs to be consistent is the work that has to continue from this outpouring of grief, from this emotion. The work starts now but, the thing is, ive been doing this work for about 15 years, since 2005, since i lost my brother and the work continues, so this has to be an ongoing revolution and the work that we are doing is not a one time event, it is consistent and we have to carry on the work that we are doing. So, for me, its been a mix of emotions and we are having to deal and process a lot of emotion, and my own emotion tied to my brother, because it does evoke the past. And, to be honest, i am tired of seeing black lies and black men and black women killed in front of me black lives. And the performative. Front of me black lives. And the performative. As front of me black lives. And the performative. As i was listening to you i was literally saying in my own head, i almost hear a kind of weariness in your voice and yet your role, you described it very well, of the support youre trying to give to others, so when you are trying to. I dont know what advice you give to people when they are dealing with emotions, how do you try and steer something positive out of where we are now and where you clearly and many other people have been for a long time . Well, i think it is about understanding, obviously, what racism is. The opposite of racist isnt not racist, it is antiracist, and that is what we have to be so it is about taking a lot of that work forward and realising that being racist and antiracist are not fixed identities, it is things that we can change and we have to do the work, so, for me, it is about enforcing and giving people the skills to be able to manage their own identities, have an understanding of that and for white people to understand that their identity and whiteness is not their identity and whiteness is not the norm in society, we are a range of different communities, identities, and it is important. Antiracism is at the centre of everything we do and there is no in between, there is no set space, so, for me, and the work i continue to do, it is about building resilience for black people and people of colour, for them realising that our lives have always mattered and black peoples lives do matter and will continue to matter but there is work we need to do and whether that is we look at dismantling the structures and institutions that are racist in society, looking at all the structures we have a whether we work towards obviously doing things to better our communities. Dominique, it is interesting here and youre talking because i have been watching rapmans reactions to that. Rapman, good morning, thank you forjoining us. Thanks for having me. When dominique says, and it is quite an obvious statement, really, black lives have always mattered, the fact that this phrase is now having to be used again and again, how does that make you feel . You know, it hurts because that shouldnt even be a phrase. Black lives matter shouldnt bea phrase. Black lives matter shouldnt be a phrase. Of course black lives matter, why should we have to say that . Why do we have to have a hashtag called black lives matter to let you know that, because our skin is dark, we should not be killed for no reason. And it hurts, when i hear the phrase and i use the phrase, i cant believe i have to say it. We have come to a crazy time in life and we need to see some justice, we need to see some justice. In that vein, today, we are reporting that the other three policemen who were witness to the killing, the death of george floyd, charges have been brought against them, but that in itself is the incident that has sparked the movement, or the moving of people and the expression of anger at this moment in time. There isa anger at this moment in time. There is a bigger issue, obviously dominique has been touching upon this as well. In terms of your experience, what tangibly needs to be done now . What can we see physically or legislatively, anything, that can be done to change this situation, to stop us having to be on repeat . Well, the first thing that needs to be done is you need people, the Police Officers and everyone who does kill innocent black people need to be convicted. I dont get excited when i hit the Police Officers have been charged. I only will get excited when i say they have been convicted with lengthy life sentences for murder. hate to interrupt, we will leave that to that justice system, hate to interrupt, we will leave that to thatjustice system, i think, because that will be in place. Lets talk about what you think, particularly in terms of your influence as a director and a parent, of what needs to be done to change this. Theres not much that i can do, because i cant erase my blackness and i cant raise my childrens blackness, no one can raise their blackness. It needs to be the racist people targeting blacks, they need to stop being racist. I dont know how that is done, if it is a brainwashed thing, being raised by racist parents above them, but the only other way to do this is to see us as people, as equals, and not just this is to see us as people, as equals, and notjust someone below us because of darker skin. All we can do in the black community is keep on fighting forjustice, and protests, raising up the ranks in film making and protests, raising up the ranks in film making and whatever field everybody else is in, which is need to gain ourown everybody else is in, which is need to gain our own power gain our own respect and hopefully one day this racism stops. But this is not a black problem person in the sense that we are the victims, it is the predators that need to be stop. So the message to the racist people who are ok with it, you are the issue, you are a problem, the people who answer black lives matter with all lives matter, you are the problem. You are in a unique position, dominique, is a former Police Officer yourself. What part do institutions like the police force, here in the uk, what they say publicly now and im sure more importantly, what actually they do, how important is that now . importantly, what actually they do, how important is that now . I think Police Reform is proving obviously to not be enough, so there has to be intrinsic work in fighting institutional racism within our organisations. Racism starts with individuals, you know . It is individuals, you know . It is individuals with institutions within institutions that commit that, it is all one and the same, it is intrinsically linked. So it is about Police Organisations realising that you are dealing with human beings, dealing with human beings first and having compassion with those human beings. Police reform, diversity training, positivity action, all those initiatives are brilliant but they have to be taken further. Police reform has to be taken further and, if it is not being taken further, then we have to look at transformative frameworks, things like abolition and people are talking in relation to those things. We have to obviously take things further, there has to be that definitive work that works to break down institutional racism. Have we looked at the macpherson report and instigated the recommendations that we re instigated the recommendations that were put in place to basically fight racial inequality and prejudice within the police . That would be my starting point in relation to that. In merseyside police, our chief co nsta ble in merseyside police, our chief constable and the National Police chiefs have given speeches in relation to black lives matter, but what is happening for example in relation to my bame colleagues and it starts with that and how we move things forward. Lets return to our top story now which is a Major Development in the investigation into the disappearance of Madeleine Mccann. Well hear more about that in a moment, but, first, lets just remind ourselves of some key moments in the search for madeleine. It was back in may 2007 when the three year old vanished, during a family holiday in the algarve. She was sleeping in the apartment while her parents kate and gerry ate with friends in a nearby restaurant. The Portuguese Police launched an investigation, but, byjuly 2008, it was called to a halt, with no official suspects. David cameron picked up the cause after he became Prime Minister and, by 2013, the met police was ready to launch its own investigation. Operation grange as it was named was slow and painstaking work, which has cost close to £12 million, but, last year, the government agreed to extend funding. Last night saw the Biggest Development yet, as detectives appealed for information about a german sex offender currently injailfor an unrelated offence who was in the area when madeleine went missing. Earlier, we heard from clarence mitchell, the mccann family spokesman. He told us how madeleines parents, kate and gerry, had reacted to the news. They simply want to establish what happened to their daughter, to find out the truth, and to bring whoever was responsible for her disappearance to justice. They have not given up hope of finding madeleine alive, despite the length of time, theyve never given up that hope, but they are realistic, and they say that whatever the outcome of this appeal and the police work, they do need to know, because they need to find peace. Our Home Affairs CorrespondentDaniel Sandford can tell us more. Daniel, Daniel Sandford can tell us more. In terms of a bre you daniel, in terms of a breakthrough, you almost feel tentative when you think about how long this has been going on, this search for Madeleine Mccann and various threads that have come through over the years. Yes, there have been many, many disappointments over the years, false sightings, other possible suspects, but a senior detective here involved in the investigation described this as a significant moment and i think it is a breakthrough moment. Of course, it can also again ended in disappointment. It is possible that evidence that seems certain becomes less certain, there can be many more bumps on the road but, at this point in time, there is a man who is already in prison, so it doesnt have to be tracked down, in germany. He isa have to be tracked down, in germany. He is a man whose mobile phone was used in praia da luzjust an hour before Madeleine Mccann went missing. He is a man who registered his car in someone elses named the day after Madeleine Mccann went missing and, shortly after that, left portugal. He is a man who is known to have been involved in burglaries of hotels and holiday apartments and he is a man who has multiple convictions for sexual and violent offences, so you can see why it is that the German Police in particular and the prosecutor there in germany feel that they are getting very close to a charge and that making this appeal now, for the last few bits of the jigsaw, to see if they can get this prosecution over the line. And we are going to get a press conference a little later on. Daniel, thanks for bringing us up to date on that. The criminologist and film maker professor roger graef made a documentary in 2008 called searching for madeleine, which focused on the Portuguese Police investigation. I very good morning to you. A lot of people listening to what daniel was saying about the information we have at this stage about the suspect. I think they will be thinking to themselves, how is it after all this length of time, we now are finding out about the person who was around at that time. How is it only now that this is being seriously investigated . I was asking myself the same question. It has been 13 yea rs the same question. It has been 13 years and the only answer i can give on the basis of the work that we did with our film, on the basis of the work that we did with ourfilm, which on the basis of the work that we did with our film, which was to take five British Police down to praia da luz and say what would you do differently . And im afraid the catalogue of errors that they saw was really shocking and it started with the fact that the crime scene wasnt in any way protected, so Something Like 50 people had walked all over it in the first hour, which is absolutely against our practice here and, secondly, they didnt check any of the usual or likely locations for an abduction which goes wrong, like the bins and indeed the town dump, so it was cleared, all of the bins were cleared and the dump was never looked at, and this would be, again, routine for the British Police to do and there were lots of suspects who werent tagged, including obviously this person. I dont know how this has suddenly come to light but there are cold cases which get reopened and i know the mccanns have never given up. The only problem about this whole question of whether she is alive or not and this is going to help us is that, normally speaking, if they havent been able to recover the abducted person within 48 hours, they kind of expect that they are no longer alive and they think, in this case, it might well have been a local person and it could have been this guy, who knows . But when they saw the whole worlds media landing in praia da luz, this small, quiet Little Village that had never had anything like this, they panicked and would have disposed of her in some way or other, but remains have never been found. The other possibility, which is interesting, is the Iberian Peninsula we discovered is a place where quite a lot of paedophile rings operate, including organised crime serving them and serving paedophiles around europe, so rather like ben needham was assumed to be kidnapped to order, it is quite possible that a blind three Year Old Girl was on somebodys Shopping List and that is of course a horrible prospect, but would mean she is still alive at the age of 16. The information has been put out in the Public Domain and there is quite a lot of detail, we have the images of at least two vehicles that are known to be connected to this man and a number of mobile telephone numbers, so they are directly appealing to people that, if those numbers mean anything to them. Could you just sort of go through what the thought process in terms of the investigation is . Well, they obviously want to pin this guy to the absolute location of the hotel in that complex at the time of her abduction and the calls are right around the time that madeline is believed to have been snatched madeleine is believed to have been snatched. So unless he confesses, there needs to be more proof than circumstantial to convince a court and are pleased to charging, and the fa ct and are pleased to charging, and the fact they are close to charging is very good news, this is the furthest that anyone has been in all of these 13 years and the whole way the Portuguese Police invested this investigated this, including turning the mccanns into suspects for a while, it is a sham and a tragedy for them for any hope ofjustice. Staying with the cool theme into sunday, more in the cool theme into sunday, more in the way our rain down the eastern side of england, further west dry and bright, the wind is easing a little bit about still feeling chilly in the breeze and out of the sunshine too. They are, in a little white box called a stevenson screen, which doesnt absorb the sun as such. So if it is cloudy and there are no shadows, where do they measure the temperature . Why isnt it hotter inside the box . Obviously, if you are inside the box and it is sunny outside. It is vented, the airflow goes through it. It is like the United States is going through three simultaneous can bond funds, the equivalent of the 1918 spanish flu, the equivalent of the 1929 economic crash, the equivalent of the 1968 riots after the assassination of Martin Luther king. Doesnt that add to the frustration in terms of when you hear the chance, lets get the four of them to be held to account, and you hear the people of all races and all nationalities wantjustice, doesnt that add to the frustration that there is no clarity in the system . There is an awful lot of frustration to go around, in the way that thejudicial frustration to go around, in the way that the judicial system is working, and its wheels grind slowly. I think people will say that it is a positive step that charges have been brought, because very often you can be sure that if that event had not been caught on someones smartphone, would we be here talking about the case being brought . Iam glancing i am glancing to my right, i can see a rather wonderful image, holly is there with friends, chester zoo, what is the problem . They have got real financial issues. Yes, morning, making loads of friends this morning, i made friends with some penguins, and now some giraffes. This is unfortunately not great news, obviously since the pandemic it has been a huge crisis for places like this who have had to close their doors. Chester zoo closed its doors on the 21st of march, and since then it has lost millions of pounds, because of because no visitors means no money, and for a place like this, the cost, £1. 6 million a month to run, i mean, that isa million a month to run, i mean, that is a crisis in itself, isnt it . Now they are concerned they might have to close their doors for good. You can see where the money goes, you have to pay for the staff, the site, insurance, and feeding the 35,000 animals. Lets speak to lindsay, who can tell us more about the animals, you are one of the lead keepers with the giraffes. This is a really bleak picture we are painting, how bad is it . It is really difficult right now, our main income is visitors, and to look after these animals, they all need specialist care, it is notjust they all need specialist care, it is not just about feeding them, it they all need specialist care, it is notjust about feeding them, it is specialist knowledge and what goes on behind the scenes, so it is worrying times. I mentioned feeding and insurance, but so much goes on behind the scenes in terms of conservation work too. There is a much bigger picture, it is nice for visitors to come and see the animals, the giraffe is an incredible species to look at, but there is more to it than that. These are helping to save giraffe out in the wild, they are critically endangered, so there is conservation groups that the zoo supports, over 80 projects in 30 countries, and all the money that we generate goes to support those out in the wild, which is incredibly important work, and the Giraffe Conservation foundation is the only organisation dedicated purely to the conservation of giraffe, so they rely heavily on zoos to give them money. It must be frustrating when you see the scenes in parks and superstores that have reopened, and yet here there are acres and acres of space, and i have seen acres and acres of space, and i have seen there are Different Things like hand gel everywhere, social distancing guidelines in place, and yet still the government is insisting it cant open. It is incredibly frustrating for everyone at the zoo, we have got a setup where we can enforce social distancing, and people can be safely outside. And for us it is frustrating when these animals rely so frustrating when these animals rely so heavily on the visitors and we cannot open. The government says it is supplying £14 million for places like this, a drop in the ocean . Like you said, £1. 6 million per month to run this place, and it is such an important industry for conservation, for education, for research, and it is so incredibly frustrating that we cant open. Is there anything people watching can do . We have heard from so many people wanting to help. Really important to spread the word, to save zoos in this country, and i know it is tough times for everyone right now, but small amounts of money would certainly help. Brilliant, plenty more work to do, and fingers crossed that by chance there will be a way of getting places like this reopened again, because you can see what a shame it would be if the doors didnt open again ona would be if the doors didnt open again on a place like this. People at home not getting the chance to see some of these beautiful creatures, and can ijust say, it is very difficult to try and social distance right now, they can come as close as they want to me thank goodness you dont have to do social distance from the giraffe. goodness you dont have to do social distance from the giraffe. Certainly, all the figures over here in france are indicating that it looks as though the event is going to go ahead, so im obviously putting in the milage now and doing everything that i need to to be physically ready for it all, and to start at the end of august. This chase on sunday is 22 kilometres, a short distance compared to the tds yeah, very much so, this is a sprint, basically, this is an all out. It should be the best part of half an hour, 35 minutes maybe effort compared to what we do in the Tour De France, which could be up to six hours of racing.
