The labour leader, sir keir starmer, has called for a more united approach in the way that england, wales, scotland and Northern Ireland tackle coronavirus. Government ministers say there are far more similarities than differences in the approaches of the four uk nations but, speaking to bbc politics wales, sir keir claimed that borisjohnson failed to get his ducks in a row before announcing his lockdown plans last sunday. All four nations need to Work Together wherever they can, and that is what we did going into lockdown. Im disappointed that we are not doing it coming out of lockdown, and this was the challenge i put to the Prime Minister that, by going about it in the way that he did, which was essentially to make a speech on sunday and come up with a plan on monday, rather than the other way around, he has led to the situation where wales and scotland have begun to go with a different message sticking with the same message and different policies. The former us president barack obama has, once again, taken aim at Donald Trumps handling of the coronavirus pandemic, saying those in charge dont know what they are doing. He was speaking at a virtual Graduation Ceremony for High School Students in the United States. 0ur north america correspondent, david willis, has been following developments. Now, some regions of england are also pushing back. I know you would have liked to have been consulted about the easing of these lockdown restrictions, but are you suggesting perhaps in Greater Manchester you would have liked more time under the old regime, that you wa nt time under the old regime, that you want some kind of regional variation as to how this works . My gut instinct tells me that the stay at home message would still have been right for us for a couple of weeks, so i do think the change camea of weeks, so i do think the change came a little early. But it wasnt just the lack of consultation. The Prime Minister encouraged people back to work, but he hasnt given us a transport funding deal like london so we can put on extra trams and buses to keep people safe. It makes me feel that the voice of the english regions is not being heard at the moment. Sir keir starmer says there needs to be cohesion amongst there needs to be cohesion amongst the four nations around our approach to this. Consultation is one thing, but this is what i want to clarify, you are not suggesting that you want regional variations, are you . You are not suggesting that you want regionalvariations, are you . No, i am asking for equal treatment. The english regions have no voice on cobra, for instance, unlike london, and the mayor of london is on cobra and the mayor of london is on cobra and rightly so, but where is the voice for us . And transport, london gets a funding deal but we dont. Another thing that got two people here a couple of weeks ago was when they gave the latest allocation to they gave the latest allocation to the councils, and councils across the councils, and councils across the north saw a huge cut in their funding, and this is the place, of course, where the virus is still spreading and there are lots more cases. It is these kind of issues that the government has been getting wrong. I tried to work constructively through this, and i wa nt to constructively through this, and i want to keep that spirit of national unity, i have said that to the Prime Minister, but it becomes hard when the north of england gets treated in a different way to the south. Lets look at those infection rates, shall we . We know the reproduction numbers around the north west of england are still quite high, certainly higher than london. Why do you think that is the case . It was established a couple of weeks ago that the virus is linked to deprivation, for insta nce is linked to deprivation, for instance overcrowded housing, obviously. You might find conditions where the virus can spread more easily. If you look around the country, it is the most deprived councils that have seen the highest number of cases. That is why i honestly could not understand the motive for the government to remove the deprivation weighting from councilfunding, the deprivation weighting from council funding, but that is what they did. It feels to me that we have got to have a bit of a reset here, and the government needs to draw a line under last week, if you like, and get back to working properly with the people. I have said what i have said in the 0bserver said what i have said in the observer today because this is a national crisis, we need national unity, it is just that the battle has got hard in the last few days. In direct response to what you are saying about the reallocation of funding, this is what the covenant has told us. They say, the suggestion we have favoured certain councils over the others is wrong. We have given councils an extra £3. 2 billion which has been distributed at the start of the pandemic. We said we would give the council the resources they need and will continue to work with them to support communities across the cou ntry. Support communities across the country. They say the money is there, it is just what you do with it. I have to challenge that. Nine of the ten Greater Manchester council saw a pretty good cut a couple of weeks ago when the latest allocation was made. Manchester, salford about 20 . Liverpool had a 30 cut and that picture was repeated across the north. I am struggling to hear that government justification. But also, there was a big change. At the start of the crisis, they said to councils, spend whatever it takes, keep people safe, we will see you write later down the line. And they have changed that, u nfortu nately. Line. And they have changed that, unfortunately. They are now saying we will have to share the cost with you. It is these kinds of things, these changes that the government has made, that has lost some goodwill. I say this this morning in the spirit of wanting to bring it back. Acknowledge these issues, come up back. Acknowledge these issues, come up with a plan, put a voice for the english regions on cobra, published the regional r number, sort out transport funding, and acknowledge the council need extra funding if they are going to deal with these. If they tackled those things, we could move forward on the right foot. We are beginning to see some local authorities going their own way in terms of whether they reopen schools, and certainly liverpool, hartlepool have both said they will not be reopening primary schools on the 1st ofjune. Do you support the reopening of schools . do. I would like to see schools reopen, but crucially, as soon as it is safe to do so. Safe for the children and say for the teachers. I guess this is in the same theme, really, on the other issues i have spoken about this morning. Clearly, they have received assurances that it is safe to open schools from their own scientists, so it is a question of whether you trust that, i guess, but also, do you look at what is happening in the Greater Manchester area, as say only when the r rate comes down to a certain number will be reopen schools, is that something you are considering . And if so, what would that r number be . Well, that is the issue. People dont have that information at the moment. I think it is possible to get it, but it is not formally published by the government. I think that would build confidence. They are doing these things without giving people that information, and there is a very different picture in the north, particularly the north east of england, where the r rate is the highest. I understand why people have concerns there. I think this is where everyone has got to draw a bit ofa line, where everyone has got to draw a bit of a line, get back round the table, look at all of the evidence, and then have some flexibility, really, in terms of how they manage the return to school. Extraordinary times, so we are saying stay away at the moment. We are very much looking forward to welcoming visitors back when the time is right. There is a huge appetite potentially for holidays within the United Kingdom this summer, although no one is really sure whether that is going to be possible. Can i ask you both, what are the calculations for allowing yorkshire to open up again . I guess he will wait for government advice, but in your head, where does the country need to be before yorkshire is welcoming more guests . Firstly, we welcome the road map to recovery from the government, however there are lots of things first, our economy is worth £9 million to the tourism economy, so we need to make sure that safety is paramount, that people feel confident in opening their businesses, confident and trustworthy that they can allow people back into their homes, to some extent, if they are bed and brea kfast, or some extent, if they are bed and breakfast, or accommodation providers. But we need further clarity on when that can happen. I think it will be a phased in approach. We need a harmonious reintroduction of tourism, but i think we are a few weeks away from the industry booming back into life. It is so tricky, isnt it . Lives and livelihoods, so many businesses in cornwall are so reliant on the tourism trade, but understandably, locals will be reluctant to see lots of people descending for understandable reasons. Yes, i would echo what james has just said and say that we are looking at how we can open up particular sectors of tourism first, so perhaps self catering accommodation, and going through the range of Visitor Facilities to get bed and breakfast and those more intimate setting is perhaps later on, but absolutely, Public Health is our prime consideration, so we wont want to early, but given the importance of the Tourism Industry to cornwall, we wont want to be opening late either. Locals can access beaches at the moment. Have you been looking into physical measures you can introduce on beaches to ensure that they are safe for holiday makers this summer . Across the country, the rnli are not lifeguarding beaches at the moment, so we have been saying to people, please think about going into the water, think twice about that because it is not the same level of risk as it is normally, it isa higher level of risk as it is normally, it is a higher level of risk, and if you do get into difficulties, you are exposing the Emergency Services to risk as well. If you have suspected coronavirus, you might be taking out one or two Emergency Rescue teams by performing that rescue, he wont be able to work until they have been tested and are sure that they have not got the virus. Really important that people think twice about what they are doing, and in terms of messaging around exercise locally, the Prime Minister said that coming out of lockdown is complex. We agree with that, and whilst people may be able to travel, and some people who live in the middle of a city may need to travel a little bit further to take their exercise, we are really asking people to exercise locally. James, just picking up on a point that julian made, are you thinking through a kind of pecking order about how the advice might change regarding particular settings, that may be self Catering Properties may be ok at some stage because they can be ok at some stage because they can be deep cleaned between customers, whereas other places might not be this summer . Exactly that. The road map needs to be phased, as i mentioned, but we are asking all businesses to prepare for day one, whenever that is. But everyone can prepare. You can prepare your messaging, your marketing, your staff, ppe equipment, the shield we are is seeing at supermarkets. Clear plastic sheet being cut and shaped into protective screens these will end up on reception desk. This Office Furniture manufacturer near dudley is getting ten times the normal orders for screens. Staff are back from furlough making 700 a week. More and more businesses are starting to get back to work and they want to do that safely which has triggered a huge amount for the kind of protective screens that they make here. The companys boss says offices will start to look different. Normally you would have screening of this height to provide a separation between the space, now people need to extend that to provide a more practical barrier. But the rush for see through screens has caused a shortage in transparent acrylic many businesses could have to wait months. Is it possible that everybody who wants a plastic screen will get one now . In simple terms, no. We will exploring all sorts of alternative materials but there is a limited supply of acrylic, and that is being used up very quickly. Everybody is looking for screens. For weeks, this firm in leicester has rushed to make visors and supermarket screens. But now taxis, warehouses need them. But materials from europe are not made quickly enough. Demand has been at least ten times the usual market and that causes trouble. Customers are wanting deliveries now because businesses are opening and, with that, we are unfortunately in the position now that we cannot supply generally for four weeks. The supply is being monitored. We have been talking to government every day. We have been monitoring supply change in the industry. We are looking at specific items and the general supply of Raw Materials, to make sure the government and ourselves are up to date with what is available and where. Its totally understandable that people are going to have concerns and you would expect the unions of course to be thinking about their members, thats absolutely right. I think the time is right now and is a lot of scientific analysis and advise going into this. Schools have been open through this period, teachers working harder than ever but we know truly important that the sooner more children can come back to school, the better for those children and there is very extensive sets of advice to go into making sure that return is safe and i think over the next couple of weeks, this a couple of weeks away, over the next couple weeks, everyone was my confidence can build. Weve heard from the mayor of Greater Manchester and a leader of hartlepool Borough Council making the point that the reproduction rate of the virus very significantly according to the scientists depending on where you are in england and what might be the right call for schools in london might not be any north east of england for instance. There is flexibility in this plan and rightly so. If there were to be a break in one part of the country, you could respond to that there but overall with this r migrate, its about keeping it as low as possible and especially under one. This plan has been put in place notjust thinking about one part of the country but the whole of the country and the educational loss and the other risks and downsides are not being in school are felt by children around the country but particularly by those missed volley most disadvantaged children. Does the government need to be more clear about what they suggest will happen with the reopening of schools starting . We got some detail yesterday from the deputy chief medical officer but not a specific number in terms of the effect of that reproduction rate. Does only to be more of a persuasionjob given the scepticism your hearing . Does there need to be . Now needs to be transparency about these things and papers from sage, those will be released quite soon. The department for education has released its own summary about this and all of us, as pa rents, summary about this and all of us, as parents, of course we want to know what the background to this is. It still a couple of weeks away and, as i say, everybody can come over that period, have an opportunity to hear more about it and i think its an everybodys interests that people are back in school. Yes, different children have experienced this period in different ways. Converting normal lessons into something that can be delivered. Not every child has access the internet on the computer. Farfrom access the internet on the computer. Far from it. There are different Home Learning conditions and what teachers have done to facilitate thatis teachers have done to facilitate that is amazing but youre right, experience is different notjust between state schools kids and private school kids but in other ways as well. Although that material has been brilliant, there is no substitute for that experience of being a teacher in front of a class inspiring those children, particularly for kids in the most disadvantaged circumstances, being able to go back to school is so important. Its a gradual approach but its critical it can happen as soon as possible. What might be heard from the childrens commissionerfor heard from the childrens commissioner for england who called for a compromise, stopping the squabbling she called it, between the government, the schools in the unions. They do want to see children and staff go back as soon but is there a middle ground we could arrive at . Yes, ultimately, everybody is on the same page but of course the teachers ive spoken to are concerned about safety, and that is why there is this comprehensive plan. Those teachers also, in my experience, really wa nt teachers also, in my experience, really want to get back to teaching kids and know its the kids from the most disadvantaged backgrounds who lose out most by not being in school so im sure this can be achieved. It still two weeks away. The National Education as set out various questions they want the government to answer. There has been some reassurance on that at the end of last week and more reassurance over the days to come, and thankfully therefore we can start to get much more children max more children back into schools.
