First, Charlotte Rose has sent this report. Four has sent this report. 5 million self employed peop four 5 million self employed people in the uk, today is the day they finally expect to hear what the government will do to help them through the coronavirus outbreak. Very worrying time at the moment due to all the customers cancelling, not being able to get materials for the jobs that we do have, and its also very unclear as to whether we should be carrying on working or not. Yesterday, the Prime Minister suggested he wanted support for self employed workers to be as generous as that offered to employees but that it was a complex situation. There are particular complexities about the self employed which do need to be addressed. They are not all in the same position, and all i can say is were working as fast as we possibly can to get the appropriate package of support everybody in this country. It comes as the uk death toll reached 465, up by 43 in the past 24 hours. More than 9500 people have been infected with the virus, while 97,000 people in the uk have now been tested. Last week, the Health Secretary called for manufacturers to help produce much needed until 80s and dyson has answered. The government ordered 10,000 machines from the vacuum maker, although the prototype will first have to pass strict medical tests. And even if it gets the green light, it will still take several weeks to scale up manufacturing, meaning they wont be available to the nhs until mid april. But some good news for the government. Im volunteering so there will still be an nhs around for my children when theyre all grown up. More than 500,000 people signed up to volunteer to help the nhs in the past 24 hours, more than double the number asked for. The clap for Carers Campaign wants people to stand outside their homes at 8pm to applaud all those on the frontline fighting coronavirus. A small act to show huge appreciation. Charlotte rose, bbc news. Political correspondent leila nathoo is in westminster. Lela, today a realfocus lela, today a real focus on what measures there may be for the self employed . Measures there may be for the selfemployed . Thats right. The government interventions in the economy so far have been on a huge scale, they have repeatedly said they would do whatever it takes to help people through this time but theissue help people through this time but the issue of support for the self employed has been a major outstanding one, something labour have been pressing on and a number of tory mps have been pressing on. The government has so far directed the self employed to claim universal credit. We know that system is under strain, theres been tens of thousands of new applicants, perhaps people who have seen their incomes dramatically fall off. Boris johnson says he wants to parity in support across the workforce. We know employees will get 80 of their salaries paid for at least three months by the government up to a maximum of £2500, months by the government up to a maximum of e2500, and theres calls for the self employed to be given some support now. The government has a lwa ys some support now. The government has always maintained its difficult to design the same scheme for the self employed as with employees, some of those reasons, people move in and out of self employment, one year they might be self employed and another they might be employed, it is difficult to identify those that really need support and how do they average wages . These are the some of the problems the government has been grappling with but people will be watching closely now the support measure is coming this afternoon. Leila, thank you very much or that. We will put many of those points to the Health Minister, edward argar, at 7 30am stop your questions are so important to what we can do on bbc brea kfast. Important to what we can do on bbc breakfast. You might know someone who works on the nhs and you might work there yourself, you might have worries about personal protective experience equipment, tell us your experiences s. And you are self employed potentially and you are worried about doing this but you are worried about doing this but you are still going for economic reasons. All of those thoughts welcome this morning. We will go through some of the numbers on the front pages, we will go through them, but theres conflicting reports about what might be proposed by the chancellor rishi sunak this morning. We will go through that with the minister as well. The rate of new infections in italy has slowed for a fourth consecutive day. It comes as a Strict Lockdown remains in place, with fines and prison terms for those who break the rules. Mark lowen has more. Eyesin eyes in the sky to keep italians off the streets. Translation the italian health system in the north is at a very critical point. In rome, weve been able to learn from what theyve experienced. For my part, i need to show all the courage i can because we have to fight with all our strength. We dont know what the situation will be in rome this weekend. More than two weeks into the lockdown that has emptied the streets and closed virtually everything, theres some signs the measures are beginning to work. If youre up to something, however small it is. Sometimes they are really boring things. Our cleaner all your cupboards and drawers . Its a time to do it. The Prime Minister borisjohnson focused on one of the few positive outcomes of the coronavirus emergency in his Daily Press Briefing yesterday the huge public response to his call for volunteers to help relieve pressure on the nhs in england. Lets remind ourselves of what he said. From the very beginning of this crisis, i followed the advice of our world leading scientists to defeat coronavirus by taking the right measures at the right time. What Everybody Needs to recognise is that our nhs, like any World Class Health service is only limited numbers of doctors, nurses and specialist equipment. So the more people become sick at any one time, the harder it is for the nhs to cope. So its vital to delay the spread of disease and reduce the number of people needing hospital treatment at any one time. Thats why weve given the clear instruction that people must stay at home unless they have one of the reasons we have set out. With your help, we will slow the spread of the disease. I want to thank eve ryo ne of the disease. I want to thank everyone whos been following the clear rules that set out on monday andi clear rules that set out on monday and i want to thank everyone in the nhs, the frontline of the fight against coronavirus and of course, all our public services. Our teachers in our school staff, the transport workers, police officers, eve ryo ne transport workers, police officers, everyone whos this country going. But i also want to offer a special thank you to everyone who is now volunteered to help the nhs. When we launched the appeal last night, we hope to get 250,000 volunteers over a few days but i can tell you that injust 24 hours, 405,000 people have responded to the call. They will be driving medicines from pharmacies to patients. Patients hope to hospital. Very importantly, they will be making regular calls to check on and support people who are staying on their own at home. And they will be absolutely crucial in they will be absolutely crucial in the fight against this virus. That is already, in one day, as many volu nteers is already, in one day, as many volunteers as the population of coventry. And so, to all of you, and to all the former nhs staff were coming back now into the service, i say thank you on behalf of the entire country. Now i want to take some questions but finally, i want to remind everyone of our core policy. Stay at home, protect the nhs and save lives. So that was Boris Johnson so that was borisjohnson speaking yesterday. The 400 decent have signed more actually, a lot of questions about the roles they will be doing, how they will work it out. We are talking to rebecca kennerley, director of volunteering. Thanks for hundred thousand people. It will be interesting to find out a little bit more. interesting to find out a little bit more. 400,000 people. Interesting to find out a little bit more. 400,000 people. People concerned about exposure and physical distancing, lots of roles. Well talk to the Health Minister a bit later on. Would like you to send in some questions because we are sure you have lots including an announcement from the chancellor, rishi sunak, about the self employed. Get your questions into the usual way. Coming up on breakfast. Its my pleasure. My son was absolutely gobsmacked. The football season may be on hold but the clubs and players are still finding ways to connect with their fans. Well bring you more on that injust over 10 minutes. So many people from the all managers and fans. Its been fabulous, really good. Its a six 26 a. M. We will find out what is happening wherever you are and we will see you in a few minutes. Good morning from bbc london and bbc south east today joining forces at breakfast to keep you up to date with the latest on the coronavirus. People are being urged tojoin a National Round of applause for nhs staff at 8 oclock this evening, in a campaign started by a woman from london. The clap for our carers event was created by annemarie plas from brixton after similar scenes abroad. The idea is to show appreciaton for all those working hard in the Health Service during the coronavirus crisis. I want everybody here in the uk to be heading out the balconies, and the front door, not too close to each other obviously enjoyed a set 8pm on thursday night, clapping and making noise and stamping your feet, using pom poms. Sorry for the kids we re using pom poms. Sorry for the kids were going to be waking up. Scientists at Imperial College in london and the university of kent are going to start working together to try and find a way to treat the virus. The Research Project will develop antibodies which could target covid 19 and help the immune system destroy it. The teams are hoping to get the therapy ready for Clinical Trials to see if they can treat the infection. Theres a warning from the fire service this morning for the millions of people now working from home. The london fire brigade is concerned there could be an increase in home fires because more people are spending time indoors. Its urging people not to overload sockets or use incorrect chargers for devices. Former and retired signallers are being asked to return to the railways to help key workers travel during the coronavirus crisis. Network rail say its Southern Region carries half of all passengers in the country as well as rail freight for the channel tunnel. Bosses want to try and keep their signal boxes and control centres open all day, despite losing staff to self isolation and sickness. There are no plans to close lines in the region in response to the pandemic. The rnli has stopped its beach lifeguard patrols for the foreseeable future. Lifeguards had been due to start their seasonal duties this weekend across the south east but the charity has spended all patrols until further notice in case they encourage people to visit beaches. Right, lets get a check on the weather now with nina ridge. Its a cold start to the day but we are expecting it to save fine and dry. Lots of sunshine once again with those blue skies taking us into the afternoon, perhaps feeling a little cooler than it did yesterday but not a great deal is changing in our weather day by day. Got High Pressure with us. The breeze coming in from the east, keeping temperatures down here but as we had farther west, we are lifting those temperatures into the afternoon, possibly to around about 12 or 13 degrees. As far as the outlook is concerned, its going to stay dry. Lots more sunshine to come through the day on friday but into the weekend, the cloud is set to build and its also going to be turning colder with those daytime temperatures down into single figures. Just a reminder this morning London City Airport closed to all flights last night. The aiport says its a temporary measure. Thats it from us. Hello, this is breakfast with Charlie Stayt and Naga Munchetty. Well bring you all the latest news and sport in a moment, but also on breakfast this morning half a million volunteers and counting. Well be hearing from some of the people who have stepped up to help nhs england in the fight against coronavirus, and well be talking to the woman in charge of matching them to suitable roles. Gymnast max whitlock won medals at the last two Olympic Games, but his hopes of making the podium at tokyo are on hold for now. Max will be telling us how hes dealing with the postponement of this summers games. Thats just before 8am. Also this morning hello my little love daddys missing you. What are you eating there . Little poppy thinks her dad is 6,000 miles away in africa. In fact, hes keeping her safe by self isolating in a camper van just a few hundred yards from the family home in north wales. Well bring you the full story before 7am. Good morning, heres a summary of todays main stories from bbc news self employed people and freelancers who have lost work due to the coronavirus outbreak will learn today what help theyll be receiving from the government. Last week, chancellor rishi sunak pledged to pay 80 of employed peoples salaries up to £2,500 a month for the next quarter. Hes come under increasing pressure to offer the same support to those who work for themselves. The uk death toll stands at 465. Lets speak now to gp doctor sarah jarvis, who is at her home in london. Doctor jarvis, doctorjarvis, good to see you again on breakfast, thanks very much for that or into us. If you can bring us up that or into us. If you can bring us up to date with the situation at your surgery . Its very, very busy. We have a lot of people extremely worried, were being very careful to sure nobody is seen unless they have been checked first to make sure that they do not have symptoms of coronavirus and, of course, just to remind people, those symptoms are a fever a bove remind people, those symptoms are a fever above 37. 8dc and a new continuous cough. Interestingly we are taking very careful note of the fa ct are taking very careful note of the fact these new possible symptoms have come out, so just in the last few days ent uk has come out and said a sudden loss of sense of smell seems to be seen in about one in four people who have coronavirus. Thats not yet a reason to self isolate, but i certainly think its a reason to take care. One of the other issues weve got is theres a definite increase the number of people requesting repeat prescriptions and we are having to say, as are our Wonderful Community pharmacists, no you cant have your medication early and you cant, if youve been having them for one month, get three months, and i know very sadly theres been incidents of Community Pharmacies where people have got their restrictions and they are using them, i understand people are using them, i understand people are keen to get their medication but we do need to remember we cant afford to stockpile because otherwise people might run out. Ill ask a question about prescriptions ina ask a question about prescriptions in a moment but i want to pick up on these new symptoms that have been banded out. You mentioned this sudden loss of smell. People have beenin sudden loss of smell. People have been in touch to mention the high fever, you mentioned the dry cough, but some people are getting confused, its that time of year, hayfever is beginning again and theres lots of people who have colds at this time of year and people are confused about how to know for sure if they are not displaying symptoms of coronavirus or if its just a regular cold, and whether or not to bother gps. Well, im very glad you mentioned it, particularly hayfever, because youre absolutely right. The main symptoms of hayfever are itchy eyes, itchy nose, blocked or runny nose, sneezing and sometimes itchy throat. We are getting into hayfever season for those people allergic to tree pollen. In the next two or three weeks theres going to be huge increase if the weather remains claimant in grass pollen, and most people who have hayfever will be allergic to grass pollen. Youre right, people do need to differentiate. How do you differentiate . If you lose your sense of smell because your nose is blocked or runny annual sneezing all the time and your eyes are itchy, thatis the time and your eyes are itchy, that is hayfever, not coronavirus and your sneezing all the time. If its for no obvious reason, and especially if youve never had hayfever. Theres no especially if youve never had hayfever. Theres no reason apart from the back people will be in their gardens more than normal, but on the whole theres no reason for people to develop hayfever symptoms suddenly for the first time if they are not adults. If youve never had hayfever and you lose your sense of smell, especially if you dont have a runny nose or itchy eyes, your nose isnt blocked and youre not sneezing, that could be coronavirus. If you get all those other symptoms, its highly unlikely to be. As well colds, were coming out of the west of the cough and cold season. Children unfortunately get lots of coughs and colds, but interestingly they tend to get them more when at nursery or playing with other children, so we might see fewer coughs and colds. If you have a new coughs and colds. If you have a new cough orfever, coughs and colds. If you have a new cough or fever, you coughs and colds. If you have a new cough orfever, you must assume it is coronavirus and you must self isolate not just from is coronavirus and you must self isolate notjust from the outside world but from your family as well. Doctor jarvis, as well. Doctorjarvis, im going to whiz through some questions our viewers have sent through. This is in relation to prescriptions. Gazzie says he hasnt got a shielding letter, he has copd, how can he self isolate when he needs a prescription . His brother normally helps him, he has to self isolate, though, and the chemist says they are only delivering to existing patients. Thats a challenge and hes right, people with severe copd are on the shielding list, the 1. 5 million most vulnerable, but i would strongly suggest if he really cant find anyone else who can deliver to him, he may be able to ring his practice. May be they will be able to get in touch with the volunteer service because people on the shielding list will have been given the number for the volunteering service. If he cant get out, even if hes not on the severe list, he should be able to get it delivered. Grahams should be able to get it delivered. Gra hams wife has should be able to get it delivered. Grahams wife has to take steroids for poly myalgia, her condition, but do steroids weaken or reduce the immune system . They can but it depends on the dose. If she is taking four or five mg depends on the dose. If she is taking four orfive mg a day, shes at higher risk but not at the very highest risk. We know people taking medications will be on the very highest list, so she should be certainly staying at home assiduously and i would strongly suggest she basically goes for social distancing plus plus. One thing thats worth mentioning, a lot of people take inhaled steroids for asthma or copd and its really important to point out the risk to you of having a suppressed immune system, which isnt going to happen anyway, but people are concerned might have a suppressed immune system might have a suppressed immune syste m fro m might have a suppressed immune system from the tiny dose of steroid you inhale is minimal compared to the risk of having uncontrolled copd or asthma, so please keep taking the medication. To questions in one minute, a very sad case, someone who wa nts to minute, a very sad case, someone who wants to remain anonymous, her husband passed away on saturday and she understands only close family members can attend and she comes under the category of being over 70 and has a low immune system. Can she leave her house to go to her husbands funeral . I think that is so. Im husbands funeral . I think that is so. Im so, so sorry and we are hearing tragic stories about this. If she is not in the highest risk category, then she is. Even people in the highest risk category, if you are in the last six months of your life, you may decide to make the decision. This is for your protection rather than anybody elses because we know the people over 80 in the highest list, you have a 25 chance of being severely enough if you get coronavirus to be in hospital. I would strongly suggest. Shes never going to have the chance to say goodbye in the same way again but i would strongly suggest perhaps only and i mean only perhaps her children attend the funeral with her, and that there is no hugging and kissing and they do stay two metres away from each other if they possibly can at all times. I appreciate you have to get to the funeral but other than that, please, social distancing. When i asked you that question, doctorjarvis, you took an intake of breath and its inevitable, isnt it, that people like you who are working in these already tough environments, working in even more extreme conditions, are hearing these awful stories and it will affect you. Yesterday we heard that 500,000 volu nteers wa nts yesterday we heard that 500,000 volunteers wants to help those on the frontline in the healthcare system, how has that made you feel . That is exactly why we do what we do. I think its so wonderful that somebody has organised the clap for our carers this evening and i think we are seeing the best of humanity out of all of this, and this evening i hope everybody in the country will show how much they care about all those 1. 3 million heroes who are heroic every single day. Doctor sarah jarvis, i heroic every single day. The olympics is going to be postponed was announced yesterday. Today. The new tokyo 2020 task force holds its first meeting today as planning begins for a 2021 olympics. The president of the International Olympic committee, thomas bach, says rescheduling the games will be like a huge jigsaw puzzle. Bach admits the events may not necessarily take place next summer and all options are on the table, including a spring olympics. The Olympic Games are the most complex event on this planet. We have to get together 11,000 athletes from 206 national olympic committees, and the ioc Refugee Olympic Team in one place not only for doing sport and showing sporting excellence, but also living together in an olympic village, celebrating humanity. A sporting summer already altered by the postponement of the olympics. The organisers of wimbledon say a decision regarding this years tournament will be made next week. The all England Lawn Tennis Club say they are continuing to evaluate all scenarios for the championships, with suspension or cancellation a possible option. Im tuning into bedtime stories with bostock definitely. There is an image heres carol with a look at this mornings weather. Some of us seeing some beautiful sunrises this morning. Today, once again, for england and wales, we got again, for england and wales, we got a dry and sunny day for scotland and Northern Ireland, a bit more cloud around it for you, some patchy rain and drizzle. But not everywhere. A bit more of a breeze across some southern areas today. This is a weather front thats been with us all week and producing a fair bit of cloud and also patchy rain and drizzle across parts of scotland and Northern Ireland. A cold start in the northwest highland, killed in england and wales, some of us even seeing frost but temperatures rising quickly, the sun will come out and it will remain dry. Yesterday in richfield in Northern England, 18. Today, north west england, 17 but generally, looking at the low to mid teens. Through this evening and overnight, we still have our band of cloud and patchy rain, murky at times under this. To the north, still the chance of some frost whether skies remain broken. And for england and wales, a similar story, temperatures falling down to 1, 2. Patchy mist and maybe fog. That will not last long. Tomorrow, a repeat performance. Dry and sunny across england and wales, breezy in the south eastern corner with a north easterly breeze. A chilly direction and clear skies across the north of scotland with one or two showers. Temperatures are slowly starting to slip. That will continue into the weekend as eventually, it clears off. I pressure establishes itself, the wind becomes northerly. At the cold direction as i mentioned. Look at the blues replace the milder yellows. Not only are temperatures going to drop, it will feel colder. Wanted to showers coming in. It could well be wintry. Wayne, sleet, hail or maybe snow. We dont expect the snow to accumulate at lower levels. Where you are from the north easterly breeze, but better chance you have of seeing some sunshine. Still bit of fair of cloud around. We will also see a few showers coming in on that breeze which again could be wintry. You add in the windchill, it will feel more like four degrees or even three degrees. Chilly this weekend, naga and charlie. Do you think she almost forgot your name there . |j and charlie. Do you think she almost forgot your name there . I did for a second. What is going on . I would never forget charlies name. Naga, charlie, never. Im out of here, what is the point. Carol, we will talk to you later. Lets return to our top story now and those measures to help the self employed, which are expected to be announced by the chancellor today. Nina joins us now with the latest. Nina just talk us through why these measures are needed. Theres been so much confusion and insecurity. Good morning to you. You probably remember. Last friday the chancellor promised 80 of the wages of anyone who cant work because of the virus capped at £2,500 a month. That did not include the self employed, people who work for themselves. Hairdressers, childminders, taxi drivers. In all more than 5 million workers who are integral to our economy but because of the strict rules about who can and cant work their income has ceased completely. A really scary time for people like nikki who is a nail technician. Ijust i just thought the beauty industry, we can keep going, its fine and then obviously gradually it got more serious and people are sort of taking more precautions and very slowly it kind of went from having a full week of clients to people slowly cancelling so i immediately went from earning to not earning. Whereas people employed, they are still getting their salaries and it varies from person to person but mine was immediate so it was kind of like going from here to here. At the moment, id probably be ok with this next month in terms of rent and bills but in terms of, the renting and everything but in terms of and i got credit card bills, that probably wont unless i then go into my savings or try get help elsewhere. At the moment, nikkis only option is to fall back on bits which come to less than £80 a week. The government have recognised that is not there on the self employed, its a lot less than many would usually open. They say they want to put their arms around workers of all kinds bits its complicated. People like nikki will earn different amounts and some are working so finding a blanket policy is hard. What can we actually expect later to be announced . What can we actually expect later to be announced . Nothing is certain is yet but there are reports this morning the government will work out the average of what self employed people are burned over the last three years and directly pay a proportion of that into their bank account, up to the value of around £1700 per month. Less than if you are on paye. There are lots of holes in this. What about people who earn a lot more than this . And also the timing. It wont be expected to come in until the timing. It wont be expected to come in untilthe end timing. It wont be expected to come in until the end of april by which time the income, the Mental Health of the self employed might have been hit but people may have decided to prioritise work over observing strict rules on social distancing. Really tricky. How do you self isolate from your young children, especially if they are excited to see you after a long trip away . That was the dilemma facing one dad, who has come up with a rather extreme solution to keep his daughter safe even if it does involve a bit of fibbing. Jonah fisher reports. I. I, poppy. How are you doing . Hello my little love. 4. 5 year old i, poppy. How are you doing . Hello ppy think so dad is calling herfrom africa. She has no idea that the last week, hes been camping out just a few hundred metres from their home in north wales. Poppys dad, doctorjulian bayliss, home in north wales. Poppys dad, doctor julian bayliss, is home in north wales. Poppys dad, doctorjulian bayliss, is a groundbreaking scientist and conservationist. Thats a new species of butterfly. This was when i travelled with him in Southern Africa to take a look at a previously unexplored forest. Julian, so how did you end up living ina julian, so how did you end up living in a field just by your house . Well, the reason im here is because of the reason im here is because of the coronavirus, the covid 19 crisis. Earlier this month doctor bayliss had a meeting with someone who now has the virus in ethiopian so he returned to the uk and self isolation in a borrowed campervan. Ive pretty much got everything i need for the moment, except for my family of course. This is my fire pit, there is my toilet set up. It doesnt smell, its very clean. There is a picture of poppy and daddy. Here is my bed. There is even food delivery. Im quite fortunate that most lunchtimes, my dear mother comes down with some soup. There she is. She cant get close, we cant get close. She puts it on the wall over there and she still wants to look after me, which is lovely. Say hello to the bbc. Where do you think hello to the bbc. Where do you think he is now . I dont know. The only one who doesnt have a clue as little poppy. I dont think shed really understand, shed want to come to me and obviously id want to go to her and wouldnt be able to do that and it would probably be a lot more upsetting and a lot more stressful. So a drone comes in handy at doctor bayliss wants to look in on pppy at doctor bayliss wants to look in on poppy and partner malika. We havent touched each other at all. Weve been two metres apart, do a little bit of handovers. When poppy is in front of the tv or sleeping or having a shower, you canjust see, just about there, at the bottom of the field, right there. Daddy loves you. For now, and for a little while longer, the father daughter chats must be by video call. Dad is very much looking forward to coming home. Jonah fisher, bbc news. I tell you what, thats a story that makes you smile. The length people go to, good luck to them. A story they will talk about in years to come. Time now to get the news, travel and weather where you are. I want everybody here in the uk to be heading out to their balconies, and the front door, not too close to each other obviously, and join us at 8pm on thursday night, clapping and making noise and stamping your feet, using pans and pipes. Sorry for the all kids who are going to be waking up. Theres a warning from the fire service this morning for the millions of people now working from home. The london fire brigade is concerned there could be an increase in home fires because more people are spending time indoors. Its urging people not to overload sockets or use incorrect chargers for devices. Its a cold start to the day but we are expecting it fine and dry. Lots of sunshine once again with those blue skies taking us into the afternoon, perhaps feeling a little cooler than it did yesterday but not a great deal is changing in our weather day by day. Weve got High Pressure with us. That breeze still coming in from the east, keeping temperatures down here but as we head farther west, were lifting those temperatures into the afternoon, possibly to around about 12 or 13 degrees. As far as the outlook is concerned, its going to stay dry. Weve got ots more sunshine to come through the day on friday into the weekend, the cloud is set to build and its also going to be turning colder with those daytime temperatures down into single figures. Just a reminder this morning London City Airport closed to all flights last night. The aiport says its a temporary measure. Thats it from us. See you in half an hour. Good morning, welcome to breakfast with Naga Muncetty and Charlie Stayt. Our headlines self employed and freelance workers hit by the coronavirus downturn wil be told later today how the govenment will help them . Full time workers have been guaranteed up to 80 of their wages. Will the chancellor offer the same deal to hairdressers, taxi drivers, it experts more than 5 Million People who work for themselves . Vaccum cleaner maker dyson is given an order to make 10,000 ventilators for critically ill covid 19 patients in the nhs. Nightly support for Health Workers first seen in europecomes to the uk with a mass event planned for 8pm tonight. Gold medal winning gymnast max whitlock on how hes adjusting to the news that the tokyo games have been postponed. Good morning. Across england and wales today, a cold and frosty start, but a lot of sunshine for you. For scotland and Northern Ireland, more cloud and some patchy rain. Ill have all the details coming up. Its thursday march the 26th. Our top story self employed people who have lost work because of the coronavirus disruption will learn what help theyll receive from the chancellor rishi sunak today. It follows calls for the government to offer them the same support as it has to those on salaries. On todays breakfast, well be bringing you all the latest covid 19 developments. Well talk to the Health Minister, edward argar, at 7 30am. If you have any questions you want to get to him, please send them in. Well also be hearing from people at the sharp end of this emergency an a e nurse, an intensive care doctor and a man who has fought off the virus. First, Charlotte Rose has the latest. For five million self employed people in the uk, today is the day they finally expect to hear what the government will do to help them through the coronavirus outbreak. A very worrying time at the moment due to all the customers cancelling, not being able to get materials for the jobs that we do have, and its also very unclear whether we should be carrying on working or not. Yesterday, the Prime Minister suggested he wanted support for self employed workers to be as generous as that offered to employees, but that it was a complex situation. There are particular complexities about the self employed which do need to be addressed. They are not all in the same position, and all i can say is were working as fast as we possibly can to get the appropriate package of support for everybody in this country. It comes as the uk death toll reached 465, up by 43 in the past 24 hours. More than 9,500 people have been infected with the virus, whilst 97,000 people in the uk have now been tested. Last week, the Health Secretary called for manufacturers to help produce much needed ventilators and dyson has answered. The government ordered 10,000 machines from the vacuum maker, although the prototype will first have to pass strict medical tests. And even if it gets the green light, it will still take several weeks to scale up the manufacturing, meaning they wont be available to the nhs until mid april. One of those staying at home is her majesty the queen. Pictures of her on the phone to the pm emerged last night as Buckingham Palace said the monarch was in good health after news Prince Charles had tested positive for the virus. Tonight, the uk will follow the example of other countries by offering thanks to nhs and social care staff. The clap for Carers Campaign wants people to stand outside their homes at 8pm to applaud all those on the frontline fighting coronavirus. A small act to show huge appreciation. Charlotte rose, bbc news. Political correspondent leila nathoo is in westminster. The focus very much today on those expected announcements from the chancellor about the self employed . Good morning, charlie. Absolutely, it is something all those millions of self employed have been waiting for, this has been an outstanding issue in the Government Support package, something labour and a number of tory mps have been pressing the government on. Up until now the self employed have largely been directed to the universal Credit System of benefits. We know thats hugely under strain with tens of thousands of new applicants. We know employees have already been promised a big package of support from the government with ministers paying 80 of wages for at least three months up to a maximum of £2500 a month. Clearly theres calls or self employed people to be offered the same. Borisjohnson said he wanted parity of support for workers, but there have been complexities in designing this system. An analogous system for the self employed, chancellor rishi sunak said there had been practical problems. Some of the issues the government have been grappling with, how to identify those at self employed in most need, how to target the money at those who need it and have lost out and seen a dramatic fall in incomes. Some self employed are moving in and out of self employment, one year they are self employed and another year they arent, averaging out wages over a number of years to get a representative wager to subsidise, so those are the things ministers have been grappling with but lots of people have been watching carefully to whats announced and how quickly the new system of support will be up and running. Thank you. A test to see whether someone has already had coronavirus is being developed, but will not be available within days, the uk governments chief medical adviser says. Professor chris whitty said he wanted to be clear that the test will not be available in the coming days after an official from Public Health england said people will be able to buy them over the counter in the near future. There are signs that the pace of new covid 19 infections in italy is slowing down, according to figures released by the government there. The daily number of new cases is still going up, but the rate of increase has fallen forfour days in a row, with 683 deaths over the past 24 hours. The government has imposed punishments on isolation measures, including a 5 year prison term for anyone who breaks their quarantine and tests positive for coronavirus. Its day two of a three week lockdown for 1. 3 billion people in india. Lets get the latest from arunoday mukharji, whos in delhi. Good to see you. Whats this, a fifth of the global population . How are people coping . Thats right, 1. 3 billion people in a country com pletely billion people in a country completely under lockdown, all staying at home and only coming out for essential service requirements is what india is looking like and its likely to continue for the next three weeks. It was the Prime Ministers way, as he said in his televised address, to break the cycle of the virus, but this is also bringing with it a fair bit of challenge for the government to ensure essential supplies arent hit and the announcement was made on the ground, the instructions have gone to the police but there is confusion about how to implement them. Theres some essential Services Vehicles and workers who have been stopped in some areas, which has had a cascading effect on supplies. But officials are trying to work out a smoother system. The other big point to look out for later in the day is in about half an hour the countrys finance minister is likely to come out ina finance minister is likely to come out in a press conference to talk about the fiscal measure that will be taken to try to ease the economic burden, especially on the poor people of the country. Thank you very much. Live from delhi. More on the coronavirus in just a moment. One other story for you now a man has admitted 51 counts of murder more than a year after he shot worshippers at two mosques in christchurch in new zealand. During an unscheduled hearing via video link, Brenton Tarrant, a 29 year old australian citizen, also admitted 40 counts of attempted murder and engaging in a terrorist act. He had previously denied the charges and was due to stand trial injune. We will keep you up to date with everything coronavirus related. In 20 minutes we will speak to the minister, edward agar, on the Politics Around coronavirus, this is all ahead of rishi sunaks announcement today and this is on the back of mixed reports about the availability of ventilators and protective equipment available for those in the Health Service at the moment and how theyre coping, so we will put a lot of questions to him. An important part of our coverage, as you know, is speaking directly to ministers and those on the clinical side or the scientists, and your questions are crucial to our coverage as we go through. It is 7 11am. Heres carol with a look at this mornings weather. Mixed fortunes once again with the weather today. In scotland and Northern Ireland, youre more likely to have skies like this, but in england and wales, a lot of sunshine again. Under clear skies by night, a cold and frosty start in parts of england and wales and also in the north west highlands. Heres where well see most of the sunshine today, one or two showers flirting with the outer hebrides for example. We still have this cloud in Northern Ireland and scotland producing patchy rain and drizzle is a fairly wea k patchy rain and drizzle is a fairly weak affair. Yesterdays top temperature was rochdale in Northern England, today north west england could c17, yesterday was 18. Generally were looking at between eight 13 or 14. Into this afternoon we will still have a few showers in the north and west of scotland, but they will be the exception rather than the rule. A lot of sunshine as well but then we run into the cloud in much of scotland and Northern Ireland but breaking in the afternoon in Northern Ireland, so some brighter spells or you. Similar in england and wales, a fair bit of sunshine today, some of it hazy, breeze coming in from the north sea across the south eastern quarter, so feeling a wee bit cooler than yesterday. Overnight the temperature will fall away again in england and wales, so frost and patchy mist around as well, and the same in the north west highlands. Wheel have clearer skies and here the temperature wilful away. You can see in the central swathe of Northern Ireland and scotland, we still have this weak weather front producing cloud and drizzly, murky conditions. Through tomorrow, the weather front is still very much with us but continuing to weaken, so brighter skies in northern scotland and still dry with a fair bit of sunshine in england and wales. Carol, thanks very much and well see you later. Two days ago the government said it was hoping for 250000 volunteers to support the nhs in england during the coronavirus outbreak. By yesterday, half 500,000 people had signed up and that number is rising. Breakfasts tim muffett has been speaking to some of those new recruits. Its an overwhelming response. Hundreds of thousands of people have signed up to become nhs volunteers. These are just a few. Alice is a teacher from manchester. Part of what we always trying to teach as an example and i think this is a really good chance to set an example the children we teach and to help out in the community. Im currently taking shopping and things to my parents because my dad is in a vulnerable category and i think about all those people who perhaps cant go out and see their loved ones because they are self isolating or people who dont have people who can do what i am doing, and ijust like to give back. Volunteers can help in different ways. Delivering shopping or medicines, electing patients from hospital or simply talking to isolated people on the phone. |j isolated people on the phone. signed up to the check in and chat service. Human connection is still so important, even at a time when that connection cant be physical. Im guessing that connection cant be physical. Im guessing im going to get phone calls from people who are on their own and you might be lonely in isolation. Are you surprised that so many people have volunteered and signed up for this scheme . Am i surprised . No, signed up for this scheme . Am i surprised . No, because signed up for this scheme . Am i surprised . No, because signed up for this scheme . Am i surprised . No, because i think this isa surprised . No, because i think this is a National Effort and i think in a time like this, we are really good at stepping up and helping those who need our help. Rachel has a compromised immune system so cant go out that she can still help. Theyll match as a someone and ill be making a calljust to check in on people and just for a bit of contact and contact and chat with someone outside. I was overwhelmed when i saw how many people had signed up. Its bringing everyone together. We are also isolated, however at the moment, everything thats happening makes not feel so alone and that is so important. There are thousands if not millions of people around the uk at the moment wishing that they could do something productive. In mike case as a freelance arts journalist, howl mike case as a freelance arts journalist, how i wish id been more scientifically gifted at school and trained as something useful like a doctor or nurse but i cant turn back time so for a lot of us, we just want to try and do whatever we can. Are you at all worried that you might be coming into contact with people who are in fact it is you go about your volunteering . In terms of being worried, no. Im much more concerned about trying to limit the effect of this pandemic and trying to make life as easy as possible but those people who are working on the front lines, in our nhs. those people who are working on the front lines, in our nhs. Ijust want to help people in the local community and make sure those people get the food and medicines they need so get the food and medicines they need so they can stay at home, protect themselves and come through the other side of this. What does it say about society that we are doing this in such great numbers . about society that we are doing this in such great numbers . I think people always talk about the world we re people always talk about the world were to generation and the spirit. Maybe people thought it was lacking for this generation but it goes to show there are pupils out there who will still put themselves out for other people. Thanks for doing this. Tell us a bit about yourself and why youve decided to volunteer. Ive used the nhs sometimes because of had problems with my help in the past help in the past and theyve a lwa ys past help in the past and theyve always looked after me and i thought it was a good way to pay back a little bit to society. On the Prime Minister, from all of us, a clear message to the volunteers. Thank you. Tim moffat, bbc news. Were now joined by rebecca kennelly, from the royal voluntary service, which is running the recruitment operation. Shes in basingstoke. As someone who is watch those numbers come in, we are all looking at things to feel a bit better about. Ive just at things to feel a bit better about. Ivejust been really humbled by the strength of our nation. Their humanity, their compassion, talent and skill. Its a true gift to give. Anybody is listening and hasnt signed up. Find out how you can help. Whether its with us, or another charity. Cat we heard from in the piece, she was bemoaning the fa ct in the piece, she was bemoaning the fact that she wasnt adopted. She is not a nurse. The point of this is, almost everyone will have a skill that could be used. I think the biggest skill weve all got is compassion at a time to care in a time to listen. Whether you are in the trades or at home, whether you are on your own, every single person, there is a rolled out to you. If self isolating at home, that isa you. If self isolating at home, that is a lovely role for you. 12 yourself to somebody who was on their own, may be struggling with interaction during this time of isolation, to reach out and offer a call to that person, to chat about what youve heard on the radio. These are really important gifts of yourself, its super important that all of us think about how we step forward during this time and how we give some time for others. August through some of the practicalities. A number one thing many are asking quite legitimately as protecting those people who might be in these forward facing roles and the other one is, what other things that might preclude you from being part of this . I will answer it. Encouraging people to step forth for the right roles but even if you sign up registered on the app and you wake up registered on the app and you wake up that morning and plan to do some volunteering. We are asking you not to step forward. Its really important we step forward to volunteer when we are fit, healthy and able to do so. All of our roles, we are encouraging following the government advice so there is a training pack talking about how you deliver that role with safe social distancing, how you make sure you wash your hands, use antibacterial things to make sure you are following safe hygiene practices. Each and every one of them talk about how you can deliver that role ina way about how you can deliver that role in a way that is safest for you in your Community Outreach role as a volunteer. To really important messages. Make sure you leave the training guidance. Its really important you follow that the second one is, make sure that whenever you are stepping forward, youre making sure you are well in that moment to step forward to volunteer. What about the timeline on this . The first volunteers going to be either delivering or making those phone calls . Delivering or making those phone calls . We are hoping to start placing and matching people next week. Weve had a Phenomenal Team who are just incredible, what theyve done for us in the digital platform is amazing. Wevejust created the brilliant solution. People in the community who need help with volunteers is step forward. Ive kind of described it. Its just absolutely fantastic. We are hoping to hit next week. We have documents checked and got enough referrals in the system that we can start pressing the go live button and matching people together. Maybe people listening to this morning. Our the 500,000 we got currently. Making sure that people are who we are. To download that up. Ready to get going next week when we go live. So lovely to talk to morning, rebecca. Its one of those ones that is wonderful to hear. There is Nothing Better than having a busy patch. It is important. There area a busy patch. It is important. There are a lot of people who lostjobs andi are a lot of people who lostjobs and i think, to go to work, you feel and i think, to go to work, you feel a sense of purpose sometimes and have some routine and this is showing that you can do something to get back. Its interesting seeing how positive people have been. Theres been a big petition, 400,000 people signed it about hospital Parking Charges in england. Those Parking Charges in england. Those Parking Charges in england. Those Parking Charges scrapped the nhs staff and volunteers. Lets get some reaction now from mike adams, of the Royal College of nursing. Hes in birmingham. This is definitely good news. At a time when nurses and other healthcare workers are working tirelessly to fight this pandemic, really pleased the government has listened to what ourselves and other organisations have been calling for tab these car park charges suspended. Its always good to get a feel from someone like you who is in contact with lots of these nurses. Most of the things were dealing with at the is still around uncertainty, around protection equipment, uncertainty around where people might be redeployed. There is no question that nurses are absolutely committed. Going straight into this without question of the risks themselves. There is no doubt there is anxiety out there, there is uncertainty we do think there needs to be more done to get information to be more done to get information to our nurses on the frontline in terms of reassurance around equipped. And the equipped they are getting for roles such as community nurses, Mental Health nurses who are going into peoples homes that havent got that equipment because they dont quite meet the guidance when its required. Anecdotally, stories are coming through via social media, through word of mouth from many people and i want to ask you something about the guidance that healthcare workers have been given. And the feedback you getting from nurses on the front line. It was some National Guidance on the 14th of march which set of staff that had contact with a positive case of coronavirus, even if full ppe not worn, they can remain in work unless a staff member become symptomatic. Someone being told you be exposed, you may not have detective equipment but even if you are, until you detective equipment but even if you are, untilyou are detective equipment but even if you are, until you are symptomatic, carry on, some people may feel they are lambs to the slaughter in this sense. Its definitely a concern and thatis sense. Its definitely a concern and that is what were hearing from members, this of uncertainty and this lack of healing supported. Weve got to make sure that in order to fight this pandemic, in order to keep this. We need our staff protected. If there is a risk that theyve been exposed, we need to be clear that we are protecting and protecting them and isolating them as required. The fact is, they are being exposed. You tell me, im not ina being exposed. You tell me, im not in a hospital. They all expected to be exposed to coronavirus. Contracted at some point . We absolutely need to make sure whether guidance is there, people should be wearing weapons, that equipment is available to them. We absolutely need to make sure that guidance with fa cts need to make sure that guidance with facts all of the roles across nursing. We dont actuallyjust focus on hospital care because the tertiary support nurses are doing is absolutely vital and there will be a lot of occasions when nurses dont necessarily know theyve been exposed. Thanks big giving us an insight into what the nurses are going through and good news that the parking fees have been lifted the nhs staff after that petition. We are talking to the Health Minister ina are talking to the Health Minister in a couple of minutes. We are getting through many of those. Time now to get the news, travel and weather where you are. The rnli has stopped its beach lifeguard patrols for the foreseeable future. Lifeguards had been due to start their seasonal duties this weekend across the south east but the charity has suspended all patrols until further notice in case they encourage people to visit beaches. The family of a six year old boy who suffered multiple injuries when he was thrown from the 10th floor of the tate modern art gallery in london have said theyre smiling little boys coming back to them. A teenager, jonty bravery, is awaiting sentencing after pleading guilty to attempted murder. His who cant be named for legal reasons is able to sit up, eat soft and held a spoon. Right, lets get a check on the weather now with nina ridge. Its a cold start to the day but we are expecting it to stay fine and dry. As far as the outlook is concerned, it is going to stay dry. Weve got ots more sunshine to come through the day on friday but then into the weekend, the cloud is set to build and its also going to be turning colder with those daytime temperatures down into single figures. Bbc local radio across the south east has half hourly maker difference updates every day. Thats it from us. See you in half an hour. Hello, this is breakfast with Charlie Stayt and Naga Munchetty. Good morning to you. It is 7 30 a. M. , thanks very much forgejoining us on breakfast. Forjoining us. Self employed people and freelancers who have lost work due to the coronavirus outbreak will learn today what help theyll be receiving from the government. Last week, chancellor rishi sunak pledged to pay 80 of employed peoples salaries, up to £2,500 a month for the next quarter. Hes come under increasing pressure to offer the same support to those who work for themselves. The uk death toll stands at 465. The government has ordered 10,000 ventilators from dyson, a company made famous by its vacuum cleaners, to help deal with the coronavirus crisis. The firm, headed by the british inventor sirjames dyson, says it has designed a new type of ventilator in response to a call on behalf of the nhs. Currently, the nhs hasjust over 8,000 ventilators. A nationwide round of applause will take place this evening to thank nhs staff as they battle the coronavirus. The clap for Carers Campaign follows similar gesture of support in italy and spain. Organisers are asking everyone to stand on their doorsteps and join in at 8pm tonight. Lets turn to italy now. The rate of new infections in italy has slowed for a fourth consecutive day. It comes as a Strict Lockdown remains in place, with fines and prison terms for those who break the rules. Mark lowen has more. Eyes in the sky to keep italians off the streets. The police now using every method they can to stop the flow of people and the virus, with vines stepped up and more police checks, theyre toughening the clampdown to flatten the curve. And this is why. The urgent need to help hospitals. This one in rome now opening a new wing for coronavirus patients, and already under pressure. Translation the Italian Health system in the north is at a very critical point. In rome, weve been able to learn from what theyve experienced. For my part, i need to show all the courage i can because we have to fight with all our strength. We dont know when the peak will be. Maybe in rome this weekend. More than two weeks into the lockdown that has emptied the streets and closed virtually everything, there are some signs that the measures are beginning to work. The latest daily figures show a slight fall in the number of deaths and for the fourth day in the row, a slow decrease in the total number of infected. This drained country is desperate to reach a turning point. It cant come soon enough for crematoria that cannot cope. The army brought in to take coffins away. Its that word again theyre more used to war. Man versus virus, and the latter is still winning. Mark lowen, bbc news, rome. In the next few minutes we will speak to Health Minister edward aga so thats coming up in a few minutes. A man has admitted to murdering 51 people in a terror attack on two mosques in christchurch over a year ago. Brenton tarrant denied all charges and was due to stand trial injune charges and was due to stand trial in june show milo charges and was due to stand trial injune show milo khalil reports. It was an attack that shocked the world. The small city of christchurch became the scene of new zealands worst mass shooting. 51 people were killed when Brenton Tarrant fired indiscriminately at worshippers at two mosques when they were getting ready for friday prayers, all streamed live on the internet. His trial was set forjune, but today all of this changed. Appearing via video link, the 29 year old australian admitted 51 murders, 40 attempted murders and a terror charge. Yes, guilty. Neither the survivors nor relatives could attend thursdays hearing because new zealand is in lockdown to contain the spread of covid 19. This womans brother, hussain, was gunned down at the al noor. Shes still digesting the shock development. Its a good thing that it removes the pressure of going to trial, having to sit through the details of what happened, but a part of me as i did want to know what happened. I am a bit conflicted, but in the end everything does happen for a reason. The killer wont be sentenced until courts are operating normally after covid 19. The Legal Process my now be over more quickly but life in christchurch and new zealand will never be the same. Shaimaa khalil, bbc news. It is 7 35am. We will speak to the Health Minister in a few minutes. Heres carol with a look at this mornings weather. It has been glorious lately. Good morning, carol good morning. For some it has been dry and sunny across england and wales, but scotland and Northern Ireland have had more cloud and rain for the last days courtesy of a weather front. Still with us we can see a third bit of cloud in Northern Ireland, but in england and wales, a frosty start and were seeing sunshine and is what will continue today fair bit. This is the culprit, with us since monday, causing a lot of rain into the north west weakening as it goes further south and now its a band of cloud and patchy light rain but this morning murky conditions underneath. A cold and frosty start in the north west highlands, sunshine and the odd shower. For england and wales, dry with a fair bit of sunshine today. Hazy at times and a bit of a breeze in the south east from the north east, the north east isa from the north east, the north east is a chilly direction for us, so feeling cooler for some than yesterday. Yesterday passed. Temperature was 18 in rochdale. Today parts of north west england could hit 17 yesterdays top temperature was 18 in rochdale. Where weve got clearer skies in the north west and as we come south, this is where temperatures will fall away and were looking again at frost, maybe also tonight patchy mist and fog around the midlands, for example, but nothing too much to be worried about because tomorrow it will lift relatively and then tomorrow a lot of dry weather for england, wales and northern scotland with sunshine. Hour weak weather front slides a bit further south but its front slides a bit further south but its continuing to weaken, so once again its really just its continuing to weaken, so once again its reallyjust a band of cloud with the odd spot of rain, brightening up later in Northern Ireland, with the temperatures coming down a bit more. On the weekend we finally say goodbye to our weather front, it will have being with us for a week by the time it clears. High pressure builds from the atlantic, wind direction turns toa the atlantic, wind direction turns to a north easterly, look at the impact on the british isles, cold. Temperatures will be lower and factor in the windshield, youll really notice the difference this weekend. On saturday, still that wind, some wintry showers coming in at times in the east, the cloud break in fiji further away you are from that wind, only 11 but feeling colder because of the wind. Returning to our coronavirus coverage. Lets speak now to the Health Minister, edward argar, who joins us from westminster. Good morning and thank you for your time this morning. I want to get through plenty of questions we got from our audience this morning, i know youre happy to do that. If we can know youre happy to do that. If we ca n start know youre happy to do that. If we can start with issues around Personal Protective Equipment. Some medics are suggesting that their collea g u es medics are suggesting that their colleagues are likely to become very ill and even die unless they have the correct protective equipment, a real worry on the frontline. What is your message to those workers . The message is we entirely understand how important it is that you get the kit you need and feel safe and are safe in doing this amazing work that you are doing, and often as a shorthand we talk about the nhs frontline who are absolutely vital, but we shouldnt forget social care, pharmacy, a whole range of other key medical and healthcare pharmacy, a whole range of other key medical and healthca re professionals who play their part. We are ramping up who play their part. We are ramping up deliveries of ppe. Weve brought the army in to help with what is a huge logistics exercise. In the past few days, and i might get my figures a bit out, but in the past few days 24 million pairs of protective gloves has been delivered, 13 million rejected facemasks and similar delivered. Just two examples. But every day we are getting masses of ppe out. All organisations, acute trusts, should have had a big drop of this but in the nature of this, ppe gets used and used at a high rate, particularly by Ambulance Service staff and others, so weve got to keep replenishing those stocks. We have significant stockpiles in this country to meet need my what were doing now is making sure the logistic exercise is there to get it out to the frontline. I have to say a big thank you to our colleagues in the ministry of defence and the army or the amazing work theyve done since theyve been brought in. As Health Minister, what do you say to someone whos working in one of those roles who today, this morning, is in one of those hospitals or places that doesnt have the correct equipment and is faced with the decision of doing theirjob or say they cant do it because they dont have the correct apparel to wear. know the dedication of our frontline staff, and i suspect whatever it ta kes staff, and i suspect whatever it takes they are there working to protect people, to help people and to save lives. My message to them is we will get you the kit you need, we are getting that kit out to hospitals, it has gone out to hospitals, it has gone out to hospitals, it has gone out to hospitals, it will continue to get replenished. We are you a huge debt everyday, no more so than at the moment, were getting that ppe out to you, we will continue to do that and we are doing that. We are supporting you in other ways. We are ramping up the testing and the number of tests, which you may come onto ina number of tests, which you may come onto in a minute, and today my boss, the Health Secretary, matt hancock, is saying to all nhs trusts, and many are doing this already, and to then i say thank you, make your parking free staff when working during this coronavirus crisis. Its a small thing but its an important step to say were behind you, working with you and doing everything can to support you. Its a big logistical challenge and eve ryo ne a big logistical challenge and everyone is working flat out to meet it. We will talk about testing in a moment but if i can run a couple of m essa g es moment but if i can run a couple of messages weve had from people this morning past you with reference to equipment, one person saying my sister works for the Blood Transfusion Service in norfolk and a daily take blood from up to 100 people each time, they have to be so close to people and they have no masks or gloves. Another from caroline, masks or gloves. Anotherfrom caroline, please ask the Health Minister why. Sorry, the Health Minister why. Sorry, the same message, why have they not been supplied with masks . They say they are afraid and stressed. As a lot of nhs workers have said, we will continue to support them to help their colleagues. This is the Blood Transfusion Service, a different role, but they dont have what they need. It goes back to what i was chased saying, which is i suspect whatever. I was chased saying, which is i suspect whatever. However challenging circumstances are, our frontline staff are always there for all of us. Your right to highlight the Blood Transfusion Service, it goes back to what i was saying of a lwa ys goes back to what i was saying of always using the shorthand of frontline nhs workers, they are in that broaderfamily, frontline nhs workers, they are in that broader family, and they need the kit to do theirjob. Im not aware of the detail of that case in norfolk might think you said, but im very happy to look at it but what id say the secretary of state has set up a dedicated hotline for trusts and nhs bodies, if they need kit and they havent got it, and they need more, they should ring that hotline. Its an internal numberfor them that hotline. Its an internal number for them to place those orders and get them delivered very rapidly. On that particular case, ill have a look at one. Can we talk about them to later . Yeah. Theres news about moore being manufactured this morning, can you take us through how many you need and just when those that have now been ordered will be in place . Theres a set of numbers here, and ill take it through with you bit by bit. We started off with about 5000 ventilators in this country. Weve got up to about 8000 in their in situ working. When the secretary of state spoke a few days ago, he said we have 12,000 in the pipeline, thats another 4000 ordered, in fact another 8000 have been ordered. 8000 m, another 8000 have been ordered. 8000 in, 8000 being ordered, being manufactured, and shipped and they should be coming on stream over the coming week or two and into the future depending on the speed with which we can get them manufactured and installed, because a ventilator doesnt just sit and installed, because a ventilator doesntjust sit on its own. We got to make sure its got the oxygen ta nks to make sure its got the oxygen tanks and supply, the monitors and everything else. Were doing that at pace because its really important to get these ventilators in. Thats buying the ones we know have already been manufactured and met the spec and ina been manufactured and met the spec and in a sense they can be shipped to us more easily, then weve got the ventilator challenge which the Prime Minister set, which is saying to people heres a broad specification, we publish that on the gov. Uk website, be innovative and see what you can do and invent and see what you can do and invent and come up with, and weve been staggered by the thousands of people that have come forward in response to that challenge and were working through as fast as we can the process of checking they do the job. When we buy this kit, weve got to make sure it works and with new design, weve got to make sure that meets the need. Last night i was talking to one of my officials by e mail about some of this, and they we re e mail about some of this, and they were working through the night to try to work to all those applications and all those bids. Tea m applications and all those bids. Team at the hse and the Cabinet Office and and across government are working flat out to do that and i say thank you to everyone whos come forward in such numbers to meet that challenge, just like the volunteers we will talk about in a moment. This country is rising to the challenge andi country is rising to the challenge and i feel grateful. The timeline here feels crucial in relation to ventilators because according to government scientists, we are expected to hit the toughest squeeze on the nhs. Are you confident the numbers youve talked about in the ventilators will be in place when they are most needed . Im confident we will see that number, the 8000 in place, continuing to rise as those orders are fulfilled and delivered. Its one things im working to make sure that we get orders. We keep placing orders when we can find companies willing to sell them but also to them, make sure the order turns into a delivery as fast as possible and then installation as fast as possible. If you look at the work being done on the accel centre, it seems to be nightingale hospital. Thats where ventilators are going on. Youre absolutely right. We got to make sure we have all the kids to work properly. We are doing it and working it in place. Clear messaging is so important. Has been confusion over comments from professor peacock from Public Health england. The antibody test, discovering if youve had it. She suggested the trial should be completed this week, the orders were coming in and could be available on amazon and other places, very shortly, and appeared to bea places, very shortly, and appeared to be a slightly different message. Can you just clarify the situation . There is the test that we are rolling out, weve done 97,000 already. Have you got it, the swab test . We are ramping that testing up from 5000 to 10,000, 25,000 and ultimately 250,000 a day to make sure we can get back to the frontline staff and also to others who crucially need it. We are ramping that up. There is the second test you are referring to which is the antibody test, have you got the antibodies. There is a lot of research being done on that. Not only in this country, but in the world, developing the test. Youve heard from the scientists that Good Progress is being made, that testing it and moving forward but i dont wa nt to it and moving forward but i dont want to be mature in setting a specific date it will be ready. We had the chief medical officer, its a positive story, reflecting where we might get to. I think its important that we remember his comments. Weve got to get this right. There should be no test at all. Providing a full test of confidence. Got to make sure that testing is rigourous. Before we roll it out. We are doing that as fast as we can. Im not a scientist but another scientists who are working on these are doing as fast as they can but they are not going to cut corners and make sure that it works. We are hopeful they can do it quickly but i dont want to set an artificial timeline on the science and work they are doing. We are expecting an announcement from the chancellor later on. I dont expect you to comment on that. Itll be aware that a lot of self employed people have been struggling, on the one hand with the feeling the need to earn money, because they dont have the safety blanket that they have the safety blanket that they have at present. Should i be going out, should i be at home . Whats your message those people . My messages, the headline message, the chief medical officer and my boss say, the key message to everyone, stayed home, protect the nhs and save lives. Weve set up in the gardens, there are only four very narrow exceptions to why you shouldnt be staying at home. The chancellor has set out a huge package of support for businesses. Understandably, and i totally understand that stop ive had constituents writing, what does that mean for me . Those people are the bedrock of our economy and we owe them our support. Its a bit more complicated in putting that support package together. Compared with someone on paye because of the self employed business arrangements because of the way they set up their business. Another chancellor has been very clear and the Prime Minister was. He values hugely their commitment. We dont want to let the perfect be the enemy of the good. We have to come up with a package that can support them. As you will have heard the Prime Minister say, the chancellor will be making an announcement later today about support that hugely people. Are you confident, and i appreciate the chancellor will make the formal announcements do you have confidence judging from what youve heard from the chancellor so far at some of those people. Evidencing the pictures of the packed tubes. These are people who presumably dont want to be in that scenario, feel they have to be. Do you feel confident some of those people will be able to make the right decision along the guidelines youve said, and it will possibly change some of those situations . There are two things. One should be having to make a choice between what is the right Health Advice both of them but the Public Health advice to save lives. And meeting their financial obligations and provide for the family. I know the context of that, how much the chancellor values the work of the contribution of the self employed. I do know that he recognises the need to help and support the self employed. You mentioned the tube. Yes, its important that fewer people travel because they follow the advice. I know my colleague is working with tfl and the mayor to make sure, for those who do have to travel to make sure people arent all in a small number if they do have to travel. We really appreciate your time this morning. Every day were going to try to get a government voice to keep you up to date on the issues that it is disrupted so many huge matter. It is disrupted so many huge events this year. This week, the Olympic Games postponed. The tokyo games were due to start injuly but will now take place next year. Lets talk to one of team gbs great medal hopes, the gymnast max whitlock. Hes at home in london. I tell you, one person to collapse, we we re i tell you, one person to collapse, we were talking tojoejones, mike is supposed to be training with you. Im not sure he was quite keen to get on a pommel horse with you. What are you up get on a pommel horse with you. What are you up to . That would have been good and we will keep it up but its a crazy time that we are living in. The olympics have been postponed and its better than being cancelled so we need to stay positive. Its hard to the athletes and hard for me. I had a really good year last year. Our priority for everyone is to stay at home and do what we can to help this go away as quickly as possible. And if been working towards the tokyo 2020 olympics. Postponed. The announcement has finally come through. Its not taken too many people by surprise. Its disappointing. Everything s been moved or cancelled. It will be a year of no competitions which is difficult. That does add to the build up of tokyo next year, it will make it harder but it is what it is. You have to be adaptable as an athlete. I got the pommel horse in my garden. Im keeping up the training. What you can do at home with what youve got. Keep fit, keep healthy. People will be watching you max, we had joejones on yesterday. And its all right for you, your fit. Once there, its easier to stave it. What would you stay to people who are in self isolation or who have struggled to get back into ness . Its difficult for everybody but its about building a structure. No were going to get up. Its really important, to keep it in moderation, keep what suits you personally and if you can do that, you can sustain it. We dont know how long were going to be in isolation for. Create a good habit. Thats a good way to do it. Rather than going in, because that will never last. Talk to me about your workout that youve popped on social media. I will give it a go. I am up for anything. Im not media. I will give it a go. I am up foranything. Im not swinging around ina foranything. Im not swinging around in a pommel horse. I wanted to help in the way i could. Help eve ryo ne to help in the way i could. Help everyone the way we can. The workouts are on line, really quick workouts are on line, really quick workouts for anybody, any age and ability. Now im excited about what im going to be doing next week. There are millions of gymnasts around the country. We cant get them trained at the moment. For beginners and elite athletes. Thats something im really into, getting the Gymnastics Community together as one. How you think people are at this moment in time . We were talking earlier about how we have a little bit more time now because of restrictions on going out. How would you ease into it . We get a load more Healthy People coming out of this. hope so. There is so many good workouts out there. Everything in moderation, but take it slowly. We have such good feedback to our workouts. The everyday person loving it. People are up for this stuff. They want to keep busy. If you do that, the time will fly by lot quicker hopefully, this could be something but for the people who arent into it, it can be a kickstart for a healthier lifestyle. The olympics postponed until 2021. Mike will be with you and learn your craft. Thank you for the words of wisdom as well. He said he has the pommel horse in the garden. I have the parallel bars. Im using them quite a bit. I am on the parallel bars. Is it going well . Paint a picture mr mark we will see you around eight oclock. Mr argar said the country has significa nt stockpiles of gloves, masks and other protective clothing and that its being sent out to all front line nhs staff who need it, including social carers and pharmacists. We entirely understand how important it is that you get the kit you need and feel safe and are safe in doing this amazing work that you are doing, and often as a shorthand we talk about the nhs front line, who are absolutely vital, but we shouldnt forget social care, pharmacy, a range of other key medical and Health Care Professionals who play their part. We are ramping up deliveries of ppe radically, we have brought the army and to help with what is a huge logistics exercise. In the past few days, i might get my figures are a little bit out, but in the past few days about 24 million pairs of protective gloves delivered, 13 million protective face masks and a similar delivered, just two examples, but every day we are getting masses of ppe out. All acute trust and similar should have had a big drop of days, but in the nature of this, ppe gets used at quite a high rate, particularly by Ambulance Service staff and others, so we have to keep replenishing those stocks. We have significant stockpiles in this country to meet a need. What were doing now is making sure that the logistics exercise is there to get it to the front line, and i have to say thank you to our colleagues in the ministry of defence and the army the amazing work they have been doing since they have been brought in. Edward argar speaking to us a short time ago. Self employed people who have lost work because of the coronavirus disruption will learn what help theyll receive from the chancellor, rishi sunak, today. Our Political Correspondent leila nathoo is in westminster. Though for those self employed people, this has been a long time coming, we understand the chancellor will make a statement later today. It has been one of the outstanding issues of the governments support package, massive support promised across the economy, but support for the self employed has yet to come. So far, self employed people who have suffered a dramatic fall in their incomes, in many places, have been advised to look to the benefits system, and universal credit has been overwhelmed by a surge of applications. The government has insisted they are trying to come up with a system, but it has been very complicated, some of the issues they are dealing with our how to identify those most in need, there self employed people who need the support most. Some self employed people go in and out of being self employed, one year they may be self employed, one year they may be self employed, the next day may be employed, and how to offer a fair subsidy of their wages when many people who are self employed, their wages vary from year to year. But clearly a lot of pressure on the government now, labour have been calling for the self employed to be a priority, a lot of tory mps have been saying they should have been worked out far earlier, but we are expecting to hear a package of measures from the government announced later today, and many people will be watching for exactly how soon those measures of support can come in. For the moment, thank you. The government has ordered 10,000 ventilators from dyson a company made famous by its vacuum cleaners to help deal with the coronavirus crisis. The firm, headed by the british inventor sirjames dyson, says it has designed a new type of ventilator in response to a call on behalf of the nhs. Currently, the nhs hasjust over 8,000 ventilators some really powerful stories coming your way this morning. The rate of new infections in italy has slowed for a fourth consecutive day. It comes as a Strict Lockdown remains in place, with fines and prison terms for those who break the rules. Our correspondent mark lowen has more. Eyes in the sky to keep italians off the streets. The police now using every method they can to stop the flow of people and the virus, with fines stepped up and more police checks, theyre toughening the clampdown to flatten the curve. And this is why. The urgent need to help hospitals. This one in rome now opening a new wing for coronavirus patients, and already under pressure. Translation the italian health system in the north is at a very critical point. In rome, weve been able to learn from what theyve experienced. For my part, i need to show all the courage i can, because we have to fight with all our strength. We dont know what the situation will be in rome this weekend. More than two weeks into the lockdown that has emptied the streets and closed virtually everything, theres some signs the measures are beginning to work. The latest figures show a slight fall in the number of deaths and, for the fourth day in a row, a decrease in the total of number of infected. This country is desperate to reach a turning point. It cant come soon enough for crematoria that cant cope. The army brought in to take coffins away. Its that word again theyre more used to war. Man versus virus, and the latter is still winning. Mark lowen, bbc news, rome. A lot of people are looking out for their elderly neighbours at the moment, and that includes the eastenders actress lorraine stanley. Happy birthday to. Allen, 95 today lorraine, who plays karen taylor in the soap, posted this video on social media. It shows her leading the residents of her street in a rendition of happy birthday to their neighbour allen, who turned 95 yesterday. She said they couldnt stand in a group because of social distancing, but they all came out of their homes to sing along. Gradually, you will see a couple of doors opening up, they had a singalong. It is all about keeping the spirit side, Little Things like that. We should add our congratulations, if you are watching now, allen, happy birthday for yesterday, 95 and also, not only being 95, great age to reach, but having a Community Around you that wants to celebrate with you, what a cool guy. It is something we have been talking about this morning, this new volunteer force, so many about this morning, this new volunteerforce, so many people have volunteered, and we are more detail about the roles they will be doing some of it is talking, picking up the phone and chatting to people, or really important. You know who we always enjoy having a chat with . Carol, it has been nice talking to her recently, usually it is terrible because the weather isnt great, but there has been sunshine around, you are welcome at the moment thank you very much, naga, you rascal you are right, there has been some sunshine around, if you have been in scotland and Northern Ireland, you will be asking, what sunshine . Because it has been cloudy and wet for you, but things are going to change. We still have a wea k going to change. We still have a weak weather front across scotland and Northern Ireland are producing for cloud under spots of light rain. To the north of scotland, much of england and wales, a cold and frosty start, but clear skies means a fair bit of sunshine for you, just one or two showers bit of sunshine for you, just one or two s howe rs a cross bit of sunshine for you, just one or two showers across the north and west of scotland. For Northern Ireland, it will brighten up, south west scotland also brighter with the chance of a shower. Yesterday, top temperatures were 18 degrees in rochdale, the north west of england could see 17 today, but generally looking at the low teens. This afternoon we still have a lot of sunshine across the north west highlands, where earlier this week it was so wet. Still a chance of a shower, but through parts of Northern Ireland and the rest of england and wales, dry weather, sunshine, a breeze from the north sea, and northeasterly, so it will feel cooler if you are exposed to that. This evening and overnight, we still have that week weather front producing this cloud and patchy rain. Behind it, simply skies, ahead of it, clear skies and frost once again, and is more or less tells you the story for the forecast for tomorrow, this weekend much colder. Naga and charlie. We are warned, carol, thank you very much stay home and save lives is the message weve all been hearing over the last few days, and its being echoed by medical staff. Earlier this week, one a e nurses plea for people to obey social distancing rules was widely shared online. Helljoin us in a moment, but first lets take a look. Ijust got in from a run, and im compelled to record this video for you. Im. Again, like my colleague up in hull who is the intensive care nurse, im just completely bemused by what doing. I went out, and i saw you all cycling, i saw you fishing, i saw you having a picnic. It cant happen, it needs to stop. We are on lockdown for three weeks. If you dont listen, its going to get worse. Ijust cant comprehend, and i cant explain to you how important it is, because otherwise youre alljust going to put the elderly people at risk. My colleagues who work in the hospital, the delivery drivers and to everyone else, thank you so much for everything youre doing. I nodded a few people as i walked past, and im just really grateful that youre out and youre still doing all these important jobs for us, im so, so grateful to you, thank you so, so much. That was nurse david smith, whojoins us now from london, along with another front line medic, dr lucie kennedy cocker. She works in an intensive care unit in the east midlands. No, we wont have you covering your hands like that you were obviously having a moment in the best possible way, and it was shared very widely, and it had an impact. And that sometimes is what matters most. think, for me, i was out running, i was just out of quarantine, my housemates had potentially contracted the virus, and i had to stay home and wait for symptoms. Luckily, i got some, that isjust a realistic way to hope that i got them. And i was out of quarantine on tuesday, and this was after the first day of lockdown, everybody was out, and i was like, what are you doing . You are putting everyone at risk, and i really got quite emotional, and i felt risk, and i really got quite emotional, and ifelt if i did the video, everyone would hopefullyjust ta ke video, everyone would hopefullyjust take notice, and the overwhelming support was amazing. David, everyone will understand that, can ijust say, dont try to push the dog off the camera, the dog is very welcome to be in the shot with you very welcome david, take us through, as you try to negotiate dog policy, ta ke you try to negotiate dog policy, take us through what work is like, because people will want to know what work is like for you in a e, tell us how it is at the moment. What work is like for you in a e, tell us how it is at the momentm is different every day. It is easy for me to say, you know, every day isa for me to say, you know, every day is a new challenge, but this has brought new challenges that we never thought would happen in our lifetimes, and i am seeing the very best of the nhs, pulling people in from places, everybody offering their support, it is a bit like the community, but the nhs and hospitals have their own community, and we are doing so well to bring unique resources together, so people are willing to, you know, re role themselves, you know, re learning new skills to be able to kind of staff on the front line, like everybody wants to learn how to use a ventilator, they want to be able to help the sickest patients, and it is just amazing, everyone to help the sickest patients, and it isjust amazing, everyone has been incredible, just fantastic, so i think we will get through this together, to be honest. Lucy, you have been training in intensive care since august last year. How has it changed . Things are very different and i think things are very very different and i think things are very different in my Department Day by day as we make more changes and try to react as quickly as they can to the situation that is changing around us. We are not as badly hit as in london at the moment but we are not naive to think it is not going to get worse and get to that level here so our managers and seniors and senior doctors are making changes to the way we run our department and how the rotors work and the procedures in terms of taking on and putting off protective equipment and accommodating as many patients as possible but also keeping staff is healthy and able to work for as long as possible because we know this is not going to be a matter of days or weeks. We still have to have doctors and nurses and support staff working in two months because there will still be patients coming through that knee does. Lucy, give me an idea of how it works in the intensive care unit. What do you see . How are people in terms of the levels of sickness and infection and stages of the virus . Others who are not infected, how does that look in the hospital today . Not infected, how does that look in the hospitaltoday . So, it is looking very different but we have been very clear that we need to divide up the intensive care area as long as we can do to keep those not coming in with coronavirus symptoms away from those that are because we still have patients who need intensive care for other reasons and we need to look after them and protect them from getting the virus because they are potentially some of the sickest patients. We also have patients we are treating as suspected coronavirus or who do have coronavirus who are very sick patients and they are being looked after with as much protective equipment as we can on staff, but it is difficult because it is not like something we have treated before. We do not know exactly what is going on with coronavirus. There are still more so many unknowns and we cannot stop it happening to people and as david said it is down to the public to stop this spreading and to stop eve ryo ne to stop this spreading and to stop everyone getting it. We can look after those people who are u nfortu nate after those people who are unfortunate enough to come into hospital but it is the public who are going to be the heroes stay and say dont stop the spreading and bring this to an end. We should also make clear government guidelines is that you are allowed to leave your home for exercise and essential traps, prophetically in groups of no more than two and only of those in your household, so government guidelines are to be mindful and keep physical distancing. Testing is one of the things we are talking to the medics and scientists about and a lot of people looking at people like ourselves are worried about you and you must be concerned about testing. That can be very important figure. They are suggesting that as it moves away from the patients themselves who will get access to themselves who will get access to the testing procedures, i imagine that will be something you are welcoming. Absolutely. For me the most frustrating thing was, and i am very understanding that this is very new and it takes a lot of time to get the equipment from the areas that it get the equipment from the areas thatitis get the equipment from the areas that it is being manufactured, whether it is in the age or whatever it is coming from, but the priority has to be the patients who are the most unwell, but i was the most frustrated that i was at home and i didnt have all of the symptoms and my housemates are very unwell and they are both teachers, so they were u nwell they are both teachers, so they were unwell and as per the rules from the government you have to isolate your whole house and i felt, as i said to my boss, i felt like a bit of a fraud, i didnt have all of the symptoms and i was itching to get back to work, and i think once the tests do come, and we have had excellent hospitals have had excellent hospitals have had excellent dialogue with us, they are coming, but we have to prioritise the patients, which is paramount we work out whether they are positive or not, but yeah, it will make a huge difference to the sort of front line workforce to get some clarity as to whether we have got it, we have had it, and then we can get back to work and potentially have some immunity or whether we have some immunity or whether we have to still be mindful we can contracted still. Loving your graduation picture. I assume that is used. In very prideful to. Luck in the next few days. David, what is the next few days. David, what is the dogs name . There are two. Murphy is blonde and all that is brown. Lots of people, you see the note said, there is a lot of comment about who is outside, but people with their dogs or their children taking a little more time with them at the moment while they are being outside is nice to see. Another side to all of this. Weve heard a lot in recent weeks from people who have had their weddings, birthday parties or trips abroad ruined by the coronavirus pandemic. But theres another type of event which has been seriously affected by the outbreak funerals. Theyre still permitted, but only close relatives can attend. John maguire has been speaking to a husband who is determined to give his late wife the send off she deserves. After three years of fighting, lynn moxon lost her battle with cancer. Herfuneral takes place this afternoon at huddersfield crematorium. The stay at home rules announced earlier this week allow funerals to continue, but mourners are restricted to close family. So, her husband, stuart, has turned to technology to help, and we asked him to record his thoughts for us. Weve created a webcast so that family and friends that are remaining at home or are not able to travel are able to be at the funeral live. The crematoria will allow family and friends to be there, up to a number of ten, and other friends will line the drive outside and keep a safe distance, two metres apart, whilst the hearse passes to the chapel. We are asking friends to applaud the hearse as it goes past in celebration of lynns life. Its been three years of her battling cancer and im asking family and friends to pay tribute, to stay safe. Its only for ten minutes, but if they line the drive to the crematoria as the hearse passes, i think thats all that we can do. And i think lynn will appreciate that. Theyve created a memorial website which includes a photo gallery, each a snapshot of a moment in time precious memories, memories of lynns life. The website enables people to see that little picture, that little glimpse of lynns life that they probably missed through the years, things that are normally, tales that are told at funerals, and were putting it together so that people can actually enjoy and appreciate lynns life. Often, a funeral provides great comfort. Weve had some funerals here in the last year where the church has been packed, and the family have received great consolation from that. And now weve got a situation where the family cant have their friends and family around them in a way that they probably normally would, and i think its going to be more important for us to be, i suppose, sensitive to that in this situation, that families are going to be without the support that they need, even though theyve got to bury their loved ones. Death, of course, is an inevitable part of life. Funerals, forfamilies, can be extremely difficult and upsetting. Yet another aspect of everyday life that this virus is treating with utter disdain. On lynn moxons memorial website, herfamily writes, sorry, lynn, you didnt deserve this, we are unable to do more. But they have done their very best in the circumstances, as much as these unprecedented and unnerving times allow. John maguire, bbc news. A huge thank you. I am constantly amazed by how much people are prepared to share with us. A huge thank you to stewart for sharing what is such a personal thing. One of the things that has, is funerals. Pauls mother passed away last night. Our condolences go together. He wants to know what the rules are forfuneral he wants to know what the rules are for funeral gatherings. Earlier on breakfast, the gp dr sarahjarvis spoke about the difficult decisions that must be made by people with Underlying Health conditions who want to attend a loved ones funeral. Someone had emailed then about a funeral they want to go to but because they have Underlying Health conditions they didnt know if they should go and the answer is heartbreaking. I am so, so sorry and we are heeding tragic stories like this. If she is not in the highest risk category, even people in the highest risk category, if you are in the last six months of your life you may decide to make the decision. This is for your protection rather than anyone else because we know people in the highest risk, over the age of 80 for instance you have a 25 chance of being severely ill to be admitted to hospital. I would strongly suggest yes she is not going to have the chance to say goodbye to them in the same way again but goodbye to them in the same way again but i would strongly suggest that only perhaps her children attend the funeral with her and there is no hugging and kissing and they do stay two metres away from each other if they possibly can at all times. I appreciate she will have to get to the funeral but other than that please social distancing. That was doctor sarah jarvis responding to one of our viewers whose husband had passed away but because of Underlying Health conditions she cannot travel to the funeral. We are going to bring this to you. There are so many questions being brought up about it and we are going to try to answer them. Being brought up about it and we are going to try to answer themm being brought up about it and we are going to try to answer them. It is worth seeing in amongst some very difficult decisions there are wonderful things happening and communities getting together and we are going to talk about sport and how it is finding a way to connect with fans. Small but good thing that is occurring. We will see you in a couple of minutes. Good morning from bbc london and bbc south east today joining forces at breakfast to keep you up to date with the latest on the coronavirus. People are being urged tojoin a National Round of applause for nhs staff at eight oclock this evening, in a campaign started by a woman from london. This the clap for our carers event was created by annemarie plas from brixton after similar scenes abroad. The idea is to show appreciation for all those working hard in the Health Service during the crisis. Scientists at the university of kent and Imperial College in london are going to start working together to try and find a way to treat the virus. The Research Project will develop antibodies which could target covid 19 and help the immune system destroy it. The teams are hoping to get the therapy ready for Clinical Trials to see if they can treat the infection. The rnli has stopped its beach lifeguard patrols for the foreseeable future. Lifeguards had been due to start their seasonal duties this weekend across the south east but the charity has suspended all patrols in case they encourage people to visit beaches. The family of a six year old french boy who suffered multiple injuries when he was thrown from the tenth floor of the tate modern art gallery in london have said their smiling little boy is coming back to them. A teenager, jonty bravery, is awaiting sentencing after pleading guilty to attempted murder. His victim who cant be named for legal reasons is now able to sit up, eat soft food and hold a spoon. Right, lets get a check on the weather now with nina ridge. Its a cold start to the day, but we are expecting it to stay fine and dry. As far as the outlook is concerned, it is going to stay dry. Weve got lots more sunshine to come through the day on friday but then into the weekend, the cloud is set to build and its also going to be turning colder with those daytime temperatures down into single figures. Stay tuned to your bbc local radio throughout this difficult time. They have half hourly make a difference updates on airfrom 6am to 6pm every day. Tune in and get in touch. Thats it, were back at 1 30. Hello, this is breakfast with Charlie Stayt and Naga Munchetty. This very much forjoining us on brea kfast. This very much forjoining us on breakfast. Lets bring you up to date. More Personal Protective Equipment for front line nhs workers is on the way thats the promise made by the Health Minister edward argar in the last hour here on breakfast. Mr argar said millions of gloves and masks have already been delievered and that the country has significa nt stockpiles to meet demand. He said the army was helping to ensure the kit is being sent out to all front line nhs staff who need it, including social carers and pharmacists. We know that covid 19 is especially dangerous to people with Underlying Health conditions. So when niall couper was diagnosed with the virus while already receiving treatment for cancer, it was a particularly frightening time for him. Thankfully, niall seems to be through the worst of it and is recovering at home in london. We can speak to him now. This niall, good to see you, i am glad you are on the road to recovery, but my goodness, what a journey it has been for you. When did it start . It has been awful. Last friday, i basically started falling ill, just kind of coming home, and it wasjust falling ill, just kind of coming home, and it was just an falling ill, just kind of coming home, and it wasjust an on falling ill, just kind of coming home, and it was just an on site with the classic symptoms, High Temperature, persistent cough, all of that, i was just basically feeling really bad. Now, iwent home, i was at home, and my wife was absolutely brilliant, because i think a lot of people dont realise how serious it is and the kind of mental attitude it has on you. You all read about the kind of horrible stories and everything that happens, and your brain isjust stories and everything that happens, and your brain is just basically going into almost anxiety, and i was just basically thinking, this is it, you know, iam kind just basically thinking, this is it, you know, i am kind of spiralling here. And she was brilliant, she kind of sat with me and talked me through it, and i have to be honest, that first friday night, i dont know if i would have survived it without her. It is horrible. You are in the middle of chemotherapy at the moment, hence the Underlying Health issues. What, physically, when you experiencing . The mental anguish you have made very clear, the support you need it, but physically what we re you need it, but physically what were you experiencing, and how are you being treated . were you experiencing, and how are you being treated . I mean, it is the tightness of the chest, you know, having the huge High Temperature and all of that, which came under some level of control, but it is the oxygen, you desperately need oxygen to survive and to make sure that you are going through all of that and being ok, and my oxygen levels were tumbling, andi being ok, and my oxygen levels were tumbling, and i was put onto quite high levels of oxygen, and i was optimistic that i would be recovering by the wednesday, so by that time, i think it is really important to remember that you are in an isolation room, and the nhs staff were being fantastic, you know, doing everything, but it means, for individual people, you have got no interaction with people. I was have got no interaction with people. Iwas ina have got no interaction with people. I was in a room with no television, because all of the wards that are being turned from what were other small rooms, and you are looking at a white wall with a small window that looks out onto a brick wall for 22 hours a day, with no kind of support. All you are thinking about is your own mortality, youre struggling oxygen levels, and you really are really close. And i think, my view is. I have written about it and spoke about it with a few other people, people cannot be naive about how serious and dangerous phase disease is. I was very, very close, i was having conversations with intensive care unit, and almost begging them to put me into intensive care, this is horrible. I was absolutely hating it, there were moments when you are going. Trying to remember the good times, like having my children, hoping my children are going to be 0k hoping my children are going to be ok without me. Because that is what is going through your head. There is no one else around, you are staring ata no one else around, you are staring at a blank wall, and it is horrendous. That is kind of what was going through for me, and those kind of extra complications are going to hit so many other people, and i think we cant be naive any more. Hit so many other people, and i think we cant be naive any morem is very clear, the impact this has had a new, and i know you are halfway through your chemotherapy treatment, you dont know when that will continue but i know your message to the public is very clear, to be mindful of the measures that have been put in place, to protect everyone. Have you a message to those staff in the hospital, the nhs who were looking after you, that we re who were looking after you, that were coming in . I know you mentioned, when i read your story, the kindness of the nurses and doctors. Yeah, certainly, so. Going back to the health anxiety, it is natural to react like that, and i had one intensive care unit nurse, and, again, these are people that are super busy, and she sat down with me and talked me through it and basically said, right, you have got to get yourself under control here, you have got to do that. I have nothing but the greatest respect for the nhs and for what they are doing, and my strongest thing is we cant just put these people under extra pressure. If there is anything that we can do in terms of keeping social distances, making sure that we give them all the love and respect they deserve, you know, i100 love the idea of the eight oclock applause for tonight, i have been through hell and back, and it is horrible, horrible, horrible thing. Anybody contemplating contaminating anybody else has got to be the biggest idiot, because it wasnt pleasant, andi idiot, because it wasnt pleasant, and i am 46, generally a fairly healthy person, and there must be so many people in a worse situation than me, and i was really marginal, going through places where my oxygen level tanked, you know, i was in a really bad place, you know, and i was spending a lot of time thinking about my mortality. And we have to be careful, and we have to be really wa ry be careful, and we have to be really wary about it, and my big question to everybody, the nhs staff are fantastic, lets not put people at risk, lets not put people at risk if we can do everything we can to protect himself isolated, we cant be naive, and that is one of the reasons why i wrote that message, naga, to say to everybody, wake up, you know, smell the coffee, dont be so stupid, we have got to look after ourselves and these brilliant people, the nhs. It has been an amazing experience, i know he was still recovering, a very poignant message as well, thank you very much for sharing your story. If you want details of what niall you cant look online, on my twitterfeed, it will make you think if you are not considering abiding by some of these measures that have been suggested. So the time now is age 39. Nina, today looks like being an important day for the self employed, because we are expecting the chancellor to be coming up with something, tell us more. Last week the chancellor promised that anyone whose income who had been affected by coronavirus, anyone who was employed, would be supported up who was employed, would be supported up to 80 , but there was a glaring omission, the 5 million self employed workers who work for themselves and file their own tax returns. So taxi drivers, headdresses, construction workers, they are integral to our economy, but if you think about those workers, because of the nature of the virus, nearly all of their work has ceased completely. It is a really scary and upsetting time for lots of them. We spoke with a nail technician, nikki, and for obvious reasons her hidden gun has dried up. Ijust thought, the beauty industry, we can keep going, it is fine. But gradually its got more serious, people taking more precautions, and we went from having a full week of clients to people slowly cancelling, so clients to people slowly cancelling, soi clients to people slowly cancelling, so i immediately went from earning to not ending, whereas people i know that are employed still as still getting their salaries, and obviously it varies from thousand two person. But mine was immediate, it was kind of like going from here to here. I would probably be ok for the next month in terms of rent and bills, light, is in for the the next month in terms of rent and bills, light, is in forthe renting and everything, but in terms of credit card bills, i go into my savings on try and get help as i go into my savings on try and get help elsewhere. At the moment that help comes in the form of falling back on the benefit system, but that is less than £80 per week, and on top of the pressure that puts on nikki, we understand that 500,000 more claimants have joined the benefits system over the last few weeks. The government have said they want to do better for the self employed, in the Prime Ministers words, we want to put our arms around workers of all kinds to the best extent we can. But they say it is difficult, self employed people in different amounts every month, and lots of them are still working in construction, for example, so the government has struggled to find a blanket policy. Put our arms around, thatis blanket policy. Put our arms around, that is one of those phrases, people will want to see something tangible later on today. What is being reported this morning, but nothing is certain, is that the government will take an average from the last three years of tax returns and put a proportion of that into the bank accou nts proportion of that into the bank a ccou nts of proportion of that into the Bank Accounts of the self employed, but as we understand it, it could be capped at £1700 per month, so less than those in the paye system. There will inevitably holes in it, do you have to prove your income has been affected by the virus . What if you earn a lot more and your Family Income needs that . What if your income needs that . What if your income was on an upwards trajectory . An average over the last three years does not reflect that. And the timing of this will be heavily scrutinised, it might not kick in until the end of abell, by which time the income of the self employed, and a Mental Health, will be affected, and they will have to make a horrible decision, do i go out to end money even if it means not observing the strict rules on social distancing . It is really difficult. Nina, thank you, we are expecting that announcement later today from the chancellor. A lot of people are interested in the weather right now, carol, what a picture can you paint for us . It is very mixed, if you are planning your exercise today, we have a week where the front draped across scotland and Northern Ireland, you can see from this picture in midlothian, a lot of cloud around, some at murky conditions, but coming across england and wales and the north west highlands, you will more likely see this cold and frosty start, but a lot of sunshine for you today. This is the weak when the front still with us, to the north of that clear skies, one or two showers. To the south of it, exterior skies, frosty start, for bit of sunshine. We hang on to the sunshine, hazy at times. Yesterday in rochdale in greater manchester, the dizzy heights of 18 degrees, way above average for this time of year. Today we could hit 17 across the north west of england, but generally eight in aberdeen down to 15 towards plymouth. Through this evening and overnight, the weak weather front is Still Producing some patchy light rain, breaks across the north west highlands, and also england, and wales, the temperature will fall away once again low enough for a touch of frost. Patchy mist and fog forming, for example, around the midlands, still murky under the cloud across scotla nd still murky under the cloud across scotland and Northern Ireland. Any mist and fog were lived readily from england and wales, looking at a dry day with sunshine. Will lift. A different continues to weaken even more, so that band of cloud narrowing, less rain on it, temperatures also slip in a touch, down to about 13 as our maximum temperature. Through the weekend, as the weather front pushes away into the weather front pushes away into the near continent, it is once again going to turn cold, a cold northeasterly right away across the land, not only will temperatures be lower, but significant wind chill. Carol, enjoy the rest of your week and weekend. Wrap up warm. We are looking at how things are adapting and doing things differently. We are, and in sport there is a spirit of generosity. Where are you . Are you in the sports newsroom . of generosity. Where are you . Are you in the sports newsroom . I am in the sports newsroom, my natural habitat. Normally i have to come u psta i rs habitat. Normally i have to come upstairs but i do not have to go so far this morning. We are doing our best to raise spirits. Football, what can they do to connect with theirfans . What can they do to connect with their fans . We will be talking to a premier league star and one of the supporters he has been reaching out to, but first see if you can spot some of the big names in this piece. Hi, mark, how are you . Im carlo. I am the manager of everton. I know that you are a fan of everton. Its true or not . Im a fan of you as well, mr ancelotti, i think you are a top fella thank you. Its not everyday you get a phone call from your clubs manager but in this unique time the new everton boss has a new role to play as he sets the example by being at home. In italy, the situation is worse. Its terrible. I think here in england we have to take care to avoid the expansion of the virus. And the manager isnt the only one at everton who is reaching out to those fans who are isolated, maybe lonely, and needing support. Duncan ferguson laughter. Its Mason Holgate from everton, how are you doing . How are you, are you ok . Im fine i heard that you were just a bit in isolation at the moment. Just keep going and i think just hope for the best. Thank you so much, that means the world to me. Honestly i cant believe youve rang me. Hi, leighton, thank you very much. Not too bad, thanks. Im holed up in the house with my husband and the dogs. Yeah. I know. I know, its a bit scary, isnt it . West ham and brighton players have been ringing up fans to make sure theyre ok, while evertons theo walcott has devised an online work out routine we can all do to make us more physically and mentally active, using his cans from the Kitchen Cupboard to support there. Many clubs from southampton to tottenham are doing online fitness workouts for fans tojoin in with. This week, clubs have been stepping up their efforts in terms of practical help and ideas. Brighton have promised at least 1,000 free match tickets to nhs staff fighting the virus, they want others to do the same. Norwich are providing food banks with milk. 1,200 pies and cold meat from newcastle. Celtic have donated £100,000 to food banks and the two manchester clubs have combined to do the same. At chelsea, the hotel at Stamford Bridge has been made available to nhs staff and watford hope to use their vicarage road ground for the same. A big part of the effort has been getting the food and supplies to the vulnerable and the isolated and the spurs manager has been helping out here. Im here to help in enfield, you can donate food or money or be a volunteer. While one of tottenhams players is keen to help with medical supplies. The virus creates many needs, especially the lack of personal contact. The people are sick. My plan is to buy dozens of tablets to give to the hospitals and homes. If you want to see what your club is doing, the bbc sport website has a daily updated list of what many clubs are doing in these unprecedented times. Life long everton fan rod morgan is one of those who received such a phone call. He joins us now along with evertons very own michael keane. Thank you so much forjoining us this morning. Mike, iam thank you so much forjoining us this morning. Mike, i am going to start with you, what is life like without football for you . It is strange. It is not something i am your stay. Normally when we are not playing football we are on holiday or elsewhere. It is rare that we spend a lot of time in our homes when we are not playing football, but i am starting to get used to it now, which is different, but you just have to get on with what you can do with your fitness and makes sure you stay healthy, that is the main thing. Same question to you, you were in the stands watching, what is life like for football without football . It is quiet, very fit, quiet. I am fortunate without football . It is quiet, very fit, quiet. Lam fortunate i have ple nty of fit, quiet. Lam fortunate i have plenty of people to talk to, family, neighbours, so, yes, its quiet, but so neighbours, so, yes, its quiet, but so far im doing 0k. Neighbours, so, yes, its quiet, but so far im doing ok. You are doing 0k. So far im doing ok. You are doing ok. You are self isolating because of your health. You got one of these calls from michael. What was your reaction when you picked up the phone and realised it was one of the evertons stars . I couldnt believe it. I had to pinch myself but then as we talked and got more and more natural. It was like two minutes talking. We talked about football, we talked about my life, we talked about my liverpool supporting neighbours, we talked about my everton themed garden, we were talking for 20 minutes and i really felt, what is the word . I was on cloud nine afterwards. I really was. I was so uplifted. You mentioned your liverpool supporting neighbours. This has sparked a bit of competition between the two of you because they have not got a call from jurgen klopp yet. No, they havent, and they are hoping they will get one. As far as i know so far they havent had one. Michael, just to find out a little bit more about what everton are doing because they are leading the way in terms of reaching out to fans. What is going on at the club while there is no football . They launched the blue Family Campaign last friday. Ever since i have been at everton i have grown to realise how big they are in the community. Think of all the clu bs the community. Think of all the clubs i have been out, they do the most to attend the best work in the community they are based ten, so a lot of players are getting involved calling fans and doing other things as well and theo walcott is doing a fitness regime you can do at home and theres plenty of other things as well, so they are always thinking of Different Things we can do to help and when you make these phone calls, when you do these things, it gives you a lot of satisfaction to see how happy you can make people and that little difference that you can make can go a long way. Michael, thank you very much forjoining us. Stay fit and healthy. We will see you back on the pitch shortly i am sure. Rod, stay safe, it is important you do so. I have been doing a list of who i would like to have a chat with on the phone. Od weir, michaeljohnson. Inspirational stories, good people. Anyone spring to mind . No. Not at the moment. That didnt work very well, get it . I gave you a warning in advance and still nothing. I got obsessed with something else. I am multitasking here. Talking of lovely stories, this is one of our favourites of the morning. A father had to self isolate from his young girl, his four year old, and had been on a trip away and he wanted to keep her safe but didnt tell her the whole truth. He came up with what might on the face of it be an extreme solution. Hi, poppy. How are you doing . Hello, my little love. 4. 5 year old poppy thinks her dad is calling her from africa. She has no idea that for the last week hes a few hundred metres from their home in north wales. Poppys dad, drjulian bayliss, is a Ground Breaking scientist and conservationist. Thats a new species of butterfly. This was when i travelled with him in Southern Africa to take a look at a previously unexplored forest. Julian, so, how did you end up living in a field just by your house . Well, the reason im here is because of the coronavirus, the covid 19 crisis. Earlier this month, dr bayliss had a meeting with someone who now has the virus in ethiopia so he returned to the uk and self isolated in a borrowed camper van. Ive pretty much got everything i need for the moment, except for my family of course. This is my fire pit, there is my toilet set up. It doesnt smell, its very clean. There is a picture of poppy and daddy. Here is my bed. There is even food delivery. Im quite fortunate that, most lunchtimes, my dear mother comes down with some soup. There she is. She cant get close, we cant get close. She puts it on the wall over there and she still wants to look after me, which is lovely. Say hello to the bbc. Where do you think he is now . I dont know. The only one who doesnt have a clue is little poppy. I dont think shed really understand, shed want to come to me and obviously id want to go to her and wouldnt be able to do that and it would probably be a lot more upsetting and a lot more stressful. So, a drone comes in handy if dr bayliss wants to look in on poppy and partner malika. We havent touched each other at all. Weve been 2m apart, do a little bit of handovers. When poppy is in front of the tv or sleeping or having a shower, you can just see, just about there, at the bottom of the field, right there. Gillian is there. Good morning. Good morning, everybody. It is a beautiful morning. There is some heat. I am starting to sweat. Has brea kfast heat. I am starting to sweat. Has breakfast been delivered . heat. I am starting to sweat. Has breakfast been delivered . I need brea kfast, breakfast been delivered . I need breakfast, bacon rolls and fresh coffee. Not too shabby. It is such a great idea. You are kind of at home but not at home. Poppy is going to be infora but not at home. Poppy is going to be in for a shock at some point. Yes, she is, she doesnt know im here, and yes, she is, she doesnt know im here, and i work in africa, and i am just a couple of hundred metres down the road from the house in this camper van. The sun is in the way. So far, so good. I am coming to the end of my first period of isolation soi end of my first period of isolation so i had some symptoms, i was exposed, i met a lady who was diagnosed with covid 19 and i had mild flu like symptoms which have passed and i have gone through eight days since the symptoms started so technically i could probably go and see poppy today. We will catch up with you another time. Good luck with you another time. Good luck with the next couple of days and lets talk again another day. Sunshine, it could be worse. lets talk again another day. Sunshine, it could be worse. I trust pppy sunshine, it could be worse. I trust poppy doesnt watch breakfast thats all from us for this morning, but well be back tomorrow from six.
