Its thought to be in response to the damage to the economy caused by the coronavirus. Sean is here to tell us more. Lets start with the first question, why has this happened . To reduce borrowing cost. That is the idea of reducing Interest Rates. It does hit save rs reducing Interest Rates. It does hit savers but the point at the moment with the economy taking a hit, there are many businesses and individuals out there who find times financially more difficult than they were expecting. So at the moment, today is the day when the budget happens and the chancellor will make some announcements linked to helping business there and the bank of england, it seems to be a effectively co ordinated effort is doing what it thinks it can to try and help alleviate some of those financial struggles that business and individuals have. Much of it is to do with business having access to finance over the coming months, going to banks and being able to get the loans that they need. And if they are getting loans, getting them at the lowest rate that they can possibly get. A big part of this is the reliance upon the relationship of the bank of england and the high street banks, that they will pass on this reduction in Interest Rates to people and business it lends to. And if that happens, what impact will we feel . For many people, if you are on a variable mortgage, a classic easiest way to think right, what is the knock on effect of a reduction in Interest Rates for borrowers. So a million or so people have that mortgage. If you are on fixed rate this will not make a difference but with a variable mortgage, your costs drop. If you are a business with a loa n drop. If you are a business with a loan ona drop. If you are a business with a loan on a variable rate, your cost will go down. The point is that people will see low borrowing cost but the bank of england is notjust talking about that this morning, it has spoken about helping and encouraging banks get finance to business. It told the banks to generally keep money, capital, aside for a generally keep money, capital, aside fora rainy generally keep money, capital, aside for a rainy day but right now we are allowing you to use those rainy day reserves and free up that cash to lend to business. There is a range of things that the bank of england is doing to keep the system moving for those who need finance. The test will be whether the banks actually carry it out and people can get those rates. This is the joint lowest it has been in history at 0. 25 . But it is not in isolation because this us and australia have done similar measures. Central banks around the world have the power to do this and they are acting. We also talk about it being at a record low like the ones we saw in the aftermath of the financial crisis. And the fact that they have not been tested and they are returning to the uk, and they will not be tested here, that is what we have been told that they would yourself isolate the so i am worried for my mother and my granddaughter who has type 1 diabetes. So it really is about keeping those people away from neil. And can you help at all with any self isolation plans because that is what they will have to do now . That is the other problem. We are talking to relatives and it looks like we will put them with someone else in the family to isolate themselves for two weeks. Just to come back to you, lindsey, i see you are working through what your mother will now need to do when she returns. We will put some of your questions to the Foreign Commonwealth Office and they said the british nationals would be provided onward transfer arrangements upon arrival in the uk to return them to their homes. People have been tested in quarantine and this is for Public Health england to define. As they advise on that self isolation process. The us will screen passengers before embarkation to the us Repatriation Flight and anyone requiring hospital treatment will receive treatment in San Francisco. This morning i wanted to know how the transfer from birmingham to my mothers house, is it by caror birmingham to my mothers house, is it by car or coach . They did not know. I tried to get in contact with them but it has not yet been successful. The other extreme was the behaviourists basically said, well, if you intervene immediately you reinforce the crying, you give them attention so it would be better to leave it. What leyla said on the sofa was what we found, intuitively parents, 65 of parents, said they would not leave their baby to cry it out ever in the first few weeks and at term, but by three months, six months, it swung around that about 60 of parents occasionally let their baby cry it out or let them cry it out often. We found weather the parents. The 30 who continued to intervene immediately, or the ones that let them cry out a few times or often, we found no differences at 18 months in the mother child interaction, in the quality of attachment and in the behaviour of the children. It is very important to an pa rents a re cry. It is very important to an parents are very intuitive about it because in the first three to four months, babies double their weight and crying is the only way to alert the parents because they cant, like a cast, walk behind the cow and feed themselves so theyre completely dependent on the caretaker half. It is important to intervene quickly early on you can try out to leave them for one to two minutes to if they can self soothe. You have to see. It is like with homework, if they child comes back home and you can do the homework for them, start right at the beginning, or you can leave them alone, the best is presumably to help them a little bit but they still have to solve it themselves. Actually to learn to soothe yourself is the first concept of yourself. And really from about six months onwards, a lot of babies can do this. It would be very important to wait a little bit. As you already mentioned, sometimes it is more the problem of the parent who feels a babyis problem of the parent who feels a baby is stressed if it cries a lot rather than helping them to learn how to self self soothe. We heard sean talk earlier about how people ink variable rate mortgages are a good thing, but not good for savers. Nina, why are they cutting Interest Rates right now . Yeah, to the lowest they have ever been, 0. 25 . The idea behind cutting Interest Rates is that it behind cutting Interest Rates is thatitis behind cutting Interest Rates is that it is a stimulus to spend. If we are not accruing any interest in the bank, we are more likely to spend. If we are not building up any debts if we borrow, we are more likely to spend. There are global fears because of this economic slowdown linked to coronavirus that there will be a recession, so this isa there will be a recession, so this is a big encouragement in the hope that we will spend more. Is it going to work . That is the question. It worked in 2008 when there was a recession, but the issue at that time was the availability of cash. That is not the issue at the moment. People dont want to spend or go to concerts and restaurants. The supply chains have been slowing down because people havent been going to work and there is a projection that there will only be an increase in that sort of consumer and manufacturing behaviour. So there are questions around whether it will work, but also, at 0. 25 , does it leave the bank of england any wriggle room if things do get worse . No, hardly any. Well, following this mornings announcement by the bank of england, the chancellor of the exchequer will unveil his first budget. It seems like a joined up announcement today, with the budget to come in a few hours time . It doesnt normally happen on budget day. We were not expecting it this morning and it hasnt happened for 25 years or so that you have had an Interest Rate cut on the same day that you have had the budget. But it seems like the government and the bank of england are getting ready for some pretty big announcements today. Part of that is about getting businesses ready for coronavirus potentially getting worse and a slowdown in the economy. The chancellor will be on his feet at about 12. 30. It will be interesting to see how much emergency cash is therefore the nhs and what protections there are four individuals, people who might have to be off sick. Are they going to increase the number of people who are eligible for statutory sick pay, perhaps those in the gig economy . All of that will be crucial. The government also wants to talk about levelling up, as nina was saying. There will be a lot of cash for infrastructure, things like roads, trains, housing, broadband. But the focus will be on getting the economy ready. Another thing people are talking about is this positive coronavirus test for the Health MinisterNadine Dorries. Let me shimmy over to number ten because one of the interesting things about this story is that Nadine Dorries was ina this story is that Nadine Dorries was in a reception in number ten downing street last thursday. As she started to show those symptoms for coronavirus. We dont know whether the Prime Minister has been tested. A government source told me this morning that all the response to this will be guided by the science and that the process is now for Public Health england to figure out who she was in close contact with and get them tested to make sure they are ok and if not, get them into self isolation. Theyve seemed like theyve dangled it like a carrot and a stick to try and get voters, whereas then they dont follow through with any of the rest of it. So, when they talk about levelling up the north, you think its going to happen . No, not really. Unemployment in darlington is higher than average. Income is lower. If big investment is coming, they feel entitled to a cut. Now, there were supposed to be a £100 billion major infrastructure plan contained in the budget as part of that promise to make things fairer across the country, but the chancellor has already said that that will have to wait. But after a decade of austerity, some are expecting the new chancellor to turn on the public spending taps. Conservative promises have included 30,000 new Police Officers and a 3. 4 year on year increase in nhs spending. And that is music to heathers ears. A conservative councillor for more than 40 years, shes watched as the local police force lost a third of its budget and 700 Council Employees lost theirjobs. Would you like to see social care funding go up directly . How much of a difference would that make to you and your councillors . It would make an awful lot of difference because social care funding and Childrens Services are the two main pressures we have within our budget, so it doesnt leave us much flexibility for the other things people would like to see. Like so many high streets, the big names have disappeared from darlington. As rates have gone up, julie says the number of businesses has gone down, and she wants the chancellor to review Business Rates. A lot of people cant manage and as you can see here, theres a lot of businesses gone, theres a lot of empty spaces, um, people have been here a lot longer than i have and theyve had to go because they cant afford it. They cant afford the Business Rates, or the rent that theyve got to pay, plus the water rates, and then the electric, and thats before theyve even done any wages. But whatjulie is even more worried about is coronavirus. If events are shut down, so is her business. Darlington had its first confirmed case of coronavirus last night but politically, the chancellor and Prime Minister have a lot to prove this part of the world where they have made some big promises. There are two big areas from our point of view and they are the continued support from Central Government of the big Infrastructure Projects that are going on, and we are good at doing things ourselves in the north east, as we have done with teesside airport. But we do still need investment from Central Government to enable those large projects in infrastructure with the roads and the port. There is also the small area where i am involved, supporting smaller businessmen. That will be of particular interest when it comes to tax breaks and support with coronavirus, but also the entrepreneurs relief, and the r d tax. There are huge other areas. Particularly relevant to me as well is the ir35. Promises have been made. They are starting to come through, but it is a real challenge to follow through. And rumours of bringing a Big Department from the treasury to the north east. Would that make a difference . It would make a huge difference. There is tale nt make a huge difference. There is talent around here and a lot on offer. It would be an economic benefit for the region and for the government. It is cheaper to live and work around here. And it would be evidence that they meant it about levelling up. Lets talk to nicola, a policy expert for the north of england. You literally jumped a policy expert for the north of england. You literallyjumped up and down with news of Interest Rate cuts. Why is that so important . Well, there is the big politics of it, but i quite like budget day. I am one of those nerds. I remember watching the Money Programme with my dad. A lot of the chat about fiscal rules that we operate under become very narrowly focused. In election campaigns, we have often had one stat or another becoming the motor for the campaign. The stat i want to focus on today, the oecd say that if you have aspirations to grow, you should spend 5. 5 of gdp on infrastructure every year. That is a Global Think Tank talking about how to make your economy competitive. We do not spend like that in this country, so any growth we have is predicated on weak Infrastructure Spending. Sol predicated on weak Infrastructure Spending. So i have been waiting my whole life for Infrastructure Spending commensurate with our ambition. There are parts of the uk outside the south east and london that have enormous potential if the infrastructure is right. People say, what is a fast train to me . But when the government spend, the spend is multiplied through the economy. So you have a fast train, but you have surveyors, architects, environmental consultants. You have skilled jobs, so infrastructure becomes a stimulus in its own right. And sometimes that is about thinking long term rather than the immediate benefit. Sorry that is all right, you are giddy about Interest Rates the chancellor may say he is boxed in slightly by coronavirus spending. Let me remind you that this chancellor is less than a month into the job, you that this chancellor is less than a month into thejob, less you that this chancellor is less than a month into the job, less than five years as an mp. This is the one day that one member of the house of commons is allowed to have an alcoholic drink while delivering the budget. If i were him, i think i would need it. Absolutely we want more guests like that, jumping up and down. Very excited about budget day. The major decision to cut Interest Rates was because Profitable Companies are struggling with cash flow. And what you want in a vibrant economy is for the Good Companies to see through events like this and come out the other side still investing and still employing. An Interest Rate cut provides them with the Credit Facility to see them through what we still expect to be temporary disruption. We are in unprecedented times, as our correspondent was saying earlier. This is the first time he thinks in a quarter of a century that there has been an Interest Rate announcement on the same day as the budget. That is about reinforcing confidence. If your viewers are thinking, are the bank of england and the treasury on the same side, pulling together to support us with our businesses, then it is a powerful statement that on the same day, both the chancellor and the governor of the bank of england say, we are going to provide support. We mustnt overstate this. This is a confidence measure to encourage businesses to keep investing and for consumers to keep spending. It is necessary but not sufficient. At what point will we be able to say whether this has been a positive step and has worked . Classically, when you change Interest Rates, it is probably about 18 months to two yea rs before you is probably about 18 months to two years before you see the full impact of that. There are some measures that will not grab as many headlines in terms of some of the reduction in capital that some of our retail banks have to hold against their loa ns. Banks have to hold against their loans. It isnt glamorous, but it is material in terms of impacting retail banks still lending to businesses. That will probably happen quicker. But to answer your question, hopefully by the end of the year, we will get a sense as to whether credit in the economy got to those small and mid sized businesses who are seeing disruption to their cash flow. You mentioned nicola, who was excited not only about budget day, but also the cut in Interest Rates. But who wont it work for . Who would be in opposition to this job . There will certainly be some of your viewers who are living off their savings, who will now expect a further cut to the interest that they can get from banks, and that will not be popular. But we are not yet at a stage where those losers are outweighing the people who will gain from the more supportive conditions for their mortgages and loa n conditions for their mortgages and loan books. Finally, on budget day, there were some news coming out at seven oclock this morning about this drop in Interest Rates.
