Three quarters of all infections are in mainland china, where the disease originated. More than 3,000 people have died there, and 60,000 have recovered. South korea has the highest number of confirmed cases outside china, where more than 7,300 people have tested positive. Italy has a similar number of infections and 366 people have died there. Over the weekend, the Italian Government tried to control the spread by putting the countrys northern regions into lockdown, affecting 16 Million People. Passengers on board a cruise ship stranded off the of San Francisco since thursday are preparing to disembark. 21 people on the grand princess have tested positive for coronavirus. Thats down to panic buying, and its prompted some retailers to impose restrictions on shoppers who are trying to stock up. Tesco customers are being told they can buy no more than five items of certain goods, including dry pasta, long life milk and anti bacterial hand gels. Asda and boots are also limiting sales of hand sanitiser to two per customer. But not every retailer is following suit. For now, sainsburys says its not imposing any limits on what shoppers buy. Lets find out more about how this situation might develop. Aodhan connolly is from the British Retail Consortium and joins us from belfast. The thing to remember here is the supply of most goods, including really importantly fresh food, remains as normal and some retailers have put limits on the sale of certain items and that proportionate. The amount that it is being limited to is more than most people will actually buy in a week ora people will actually buy in a week or a fortnight, and thats to make sure everyone has access to the goods that they need. If youre talking about carers, disabled, the elderly, people who can only do the one shop a week, it is to make sure there is stuff on the shelves for eve ryo ne there is stuff on the shelves for everyone to get access to. The big message is retailers are doing all of the hard work so that consumers and shoppers dont have to. We are looking at the supply chain. We are very adept at being able to move very adept at being able to move very quickly to ensure supplies continue and, like you said at the start, things are good at the moment. We were looking at pictures then of empty toilet roll shelves, what did you make of some of the panic buying around toilet rolls at the weekend . People are trying to be prudent when it comes to things like an sanitiser and they are taking the advice of the government to be washing their hands, but on other things theres really no need to be stocking up in the way that they are doing. Quite simply, if its not on the shelves now, it will be tomorrow or the next day, and it is actually there is over buying that is causing the pressure on the supply chains, not directly affected by the coronavirus itself. The big message has to be that were doing hard work so people dont have to, and were continuing to say that the supply chains are robust. This isnt the first time weve gone through Something Like this, weve had swine flu, sars, even weather related stuff like the beast from the east and what weve done before and what we continue to done before and what we continue to do is be really adept, fleet of foot and make sure people have exactly what they need, and thats what were continuing to do. As you mention, im sure youre planning for the future as well but when we speak to the government, they say worst Case Scenario is you could get one in five people off work because of coronavirus. If that was the case, would those supply chains hold up . Im not going to get into hypotheticals but what i can say is we are working very hard with our supply say is we are working very hard with oursupply chain, we say is we are working very hard with our supply chain, we are looking at where vulnerabilities are and we are very adept at moving supply chains when we have to and as well as that we are in Constant Contact with the government in westminster and also the devolved governments, assemblies and parliaments make sure we are on top of whats happening and that they are aware of it too. What we can say at the moment is especially on fresh food, supply chains remain as normal. Im sure youre aware of this as well, theres instances of things being bored by certain people and then put back on the internet and sold. Hand sanitiser being sold for £20, £25, £30 per bottle. Apart from rationing, what can you do to stop that . We can appeal to peoples good nature. This is where we have to ask people to think about others. One of the reasons why sales on certain goods, and its only a tiny amount limited, is to make sure it is proportionate to their needs and to make sure everyone has access to what they need. We are asking people to be kind, telling people the supply chains are still good and asking them to buy responsibly. The government is saying they are working with supermarkets, because theres been an accusation not enough has been done. What do you think the response to that is . What i can tell you now is were working hand in hand with government, and its notjust in westminster, it is with the devolved assemblies and the devolved parliament in scotland and not only is there lines of communication open but we are meeting with them and talking through all eventualities. The thing is, we are responsible retailers, we always put the consumerfirst retailers, we always put the consumer first and what were trying to do is make sure we the information we need in the government has the information they need, and at the moment thats really working. Do you think they will come a point where they will have to be behind closed doors . That falls within my responsibility as a culture secretary. We are constantly engaging with relevant sectors including the sports bodies. They we re including the sports bodies. They were in last week meeting with the chief medical officer. They will be in again today. We are guided by the fa cts in again today. We are guided by the facts and the evidence and at the moment, the advice is clearfrom facts and the evidence and at the moment, the advice is clear from the chief medical officer that there isnt a need to cancel such events if isnt a need to cancel such events if there is a need to cancel such events, i was at twickenham on saturday and there was a huge crowd people there. What about plans to shut museums, galleries, concert halls, that sort of thing as well . |j halls, that sort of thing as well . would just say, what i said previously, all of this is quite premature at this stage was of you not anywhere near that sort of stage. Any decision will be taken on the basis of the facts and evidence that we are very clear, at this stage, we are still in the contain phase and that means that there is no need to cancel such events, no need for people not to go to sporting events, museums and so on. The one thing people should keep on doing is to wash their hands for 20 seconds. It is the number one thing people can do, the most important thing for people to be doing. One thing for people to be doing. One thing quite different, for example in france, they have cut down large events to those of only 1000. We seem to be doing something quite different and you think that is the right thing to be doing . Yes, we work on the basis of the evidence particularly from the chief medical officer. And there is no advice to suggest that we should be doing that. We are clear that we dont need to cut down the number of people attending events, shouldnt be cancelling events at this stage. But i say as a precaution, we should keep these things under review and that may change in the future but we certainly have no plans at this stage to take any such steps. You might be setting up at Rapid Response unit about disinformation, is that the case . The government has a well established procedure for countering disinformation. Essentially, we want to make sure that people get the facts of what is going on and then they are not distracted by, you know, you can sort of have a set up account whereby people are spammed with disinformation so we are working with Tech Companies through the disinformation cell to make sure we address those challenges. And what are your concerns . People setting up accounts. Are you concerned about hostile states using it as well . Allan we dont have any evidence of that stage of hostile states. Of course we will keep it under review. It is just clarity about the message in terms of people washing their hands and so on and not disinformation to put out to confuse people. We have seen how disinformation can spread very quickly. A standard procedure to set up quickly. A standard procedure to set up this disinformation so whether there is a risk of that happening, we have chosen to do that. Let us talk about clarity of messages. We have been talking about people who seem to be panic buying. How do you combat that . There is absolutely no need for anybody to stockpile or anything like that, we are in co nsta nt anything like that, we are in Constant Contact with the major retailers, the supermarkets i believe you heard earlier in your programme from someone from the British Retail Consortium. Again, we will be meeting to discuss exactly that. We are confident the supermarkets have the supply chain is necessary to keep shelves stocked for people. There is really no need for people. There is really no need for that to happen. People will have seen over the weekend there are some shells that were empty and those pictures get out. Shelves. How would you combat that worrying people . The number one thing is to ensure that we work with the supermarkets and others to ensure that their supply chains are there so that the shells keep being restocked as people purchase things shelves. And secondly to reinsure people that there is no need to do that because we are confident the supermarket supply chains can keep refilling the shelves. It doesnt help when somebody goes to the supermarket today and cant by hand sanitiser. Course i understand people because s concerns and they go and see that products are not there but they should be reassured that firstly we are working closely with the supermarkets to ensure that the shelves are rapidly restocked and secondly, there is really no need for people to buy things in volume because the shelves will keep being restocked. I want to also talk to you about Something Else you are talking about today and this is money for mobile phone coverage in rural areas. This £1 billion. How will it be spent . I am sure many people, herself included, a struff frustrated when you go to rural areas and certainly when you live in rural areas, but not having mobile phone signal. This is a package that has been signed by me today stop half of the money is coming from the private sector and half is coming from the government. It will ensure a transformation in rural coverage. For example, in parts of scotland, coverage will go from about 40 and up coverage will go from about 40 and up to 70 and 90 with some providers. This is really important in terms of our levering levelling agenda to ensure everybody can get access to good mobile signal. It is a huge step forward. By when . The countdown will quite literally be on to the Commonwealth Games in 2022 from today and youre very right, this huge structure behind me covered in a bit of silk but a slightly less glamorous tarpaulin, its a bit wet and windy, is the brand new commonwealth countdown clock in birminghams centenary square. It weighs eight tons, it is 5. 5 metres high, and it took about 16 british craftspeople around 120 hours to make it and it will stand here proudly counting down the days, the hours, minutes and seconds to the biggest event the West Midlands has ever seen. Theres going to be quite a big celebration going on here a little bit later on. You can see the flags have been going up and matthew has been putting the finishing touches to that. This one. It is likely to discuss moving to the next stage of the government plan to try to delay the spread of the virus. That could mean restricting large gatherings of people. Broadcasters and sports bodies will meet today to discuss the practicalities of doing the same here, should the government decide that is needed. The Foreign Office is warning against all but essential travel to northern italy, where millions of people are subject to strict quarantine measures to try to curb the spread of coronavirus. The Airline Easyjet has cancelled some flights to and from the region. Our Foreign Correspondent bethany bell is in bologna just outside the area under lockdown. Bethany, how are people coping . Well, its a very strange situation here. People havent seen measures like this in the affected areas for many years in italy. Today i think we will see just how the government is planning to enforce this partial lockdown. It is not a total lockdown. It is not a total lockdown. People have been told that if they have essential work reasons or emergency family reasons for leaving the region or for coming into the region, they will be allowed to do that. But at airports and train stations, they will be asked to justify their reasons for travel. Planes and trains are still running, although there have of course been cancellations. And the transport ministry in italy has said that visitors and tourists to the region should attempt to leave as soon as possible and go home and that there is transport for them to do that. But it is having an enormous effect on italys economy and on tourism. Venice is one of the areas which is now under these restrictions, and cruise ships will not be able to dock there. Some local politicians are criticising these moves as excessive. The governor of veneto has said that Venice Treviso should be removed from these restrictions. Schools will be closed until the beginning of april, but it is key now to see how many people go along with the restrictions because this is a democracy. It is not clear how stringent the government will be in controlling peoples movements. But the government say this is a National Emergency and they want to try and stop the spread of this disease as much as possible. Bethany bell, thank you. Passengers on board a cruise ship which has been stranded off the coast of San Francisco since thursday are preparing to disembark. The grand princess is due to dock in oakland today. There are 3,500 people on board, including 142 british nationals, and 21 people have tested positive for coronavirus. It is expected to take two to three days for all passengers to leave, while crew members will remain in quarantine on the ship. Highways england has told bbc breakfast that cctv cameras covering smart motorways are not all continuously monitored. It comes as the government is expected to publish a review into the way the roads are operated. Campaigners are calling for the smart motorway system to be scrapped, or at least made much safer. Breakfasts john maguire is in bristol. We are on the m5just north of bristol. This section is a normal motorway with a hard shoulder on the left and all of the traffic over in the three lanes. But as it gets further down towards the city, it is a section of smart motorway. If you are not familiar with them, it is essentially where the hard shoulder becomes a lane, so it becomes a four way motorway. Sometimes that is a permanent situation, otherwise it is what is known as dynamic where it can be switched on and switched off remotely, controlled by highways england with the gantries over the top of the motorway telling drivers whether or not the hard shoulder is open. The chief executive of highways england told a select committee of mps recently that those dynamic motorways are too complicated for drivers to understand and that they probably wouldnt be building any more. On the smart motorway system we have had 38 deaths in the last five yea rs. Had 38 deaths in the last five years. Ina had 38 deaths in the last five years. In a freedom of information request to highways england, the bbc as the organisation whether or not the cctv cameras that monitor the motorways so that if a vehicle brea ks motorways so that if a vehicle breaks down in what would be a hard shoulder but in this case is one of the lanes, then it could be spotted by people as a control centre. Those cameras are not continuously monitored all of the time because of the limitations, highways england says, of observing hundreds of cameras at any given moment. Campaigners against, people who have had loved ones die on this type of motorway in recent years, say they either need to be scrapped or made much safer. We expect that government review in the next couple of days. All eyes will be on the recommendations made, which highways england says it will adhere to. Metropolitan police said officers were patrolling the area near northumberland avenue at about 11. 30pm last night when they noticed the man acting suspiciously. The trial of the former first minister of scotland, alex salmond, on charges of Sexual Assault and attempted rape gets underway in edinburgh later. Mr salmond is charged with a string of Sexual Offences against 10 women. He denies all the charges against him. With more details, here is our scotland correspondent lorna gordon. For more than 30 years, alex salmond was at the top of scottish politics. Today he goes on trial accused of multiple Sexual Offences, all alleged to have happened while he was serving as first minister and leader of the snp. Speaking outside court last year, he strenuously denied all the charges he was facing. Im innocent, and i will defend my position vigorously. Alex salmond faces 12 charges of Sexual Assault and two of indecent assault. They date from 2008 to 2014. Ten women are said to have been victims, some of them more than once. Among the charges is one attempted rape and one assault with intent to rape. Nine of the alleged assaults are said to have been taken place at bute house, the first ministers official residence in edinburgh, including the alleged attempted rape, in which mr salmond is said to have pinned a woman against a wall, removing her clothes and his own before lying naked on top of her. The charges span many years and many locations a restaurant in glasgow, a nightclub in edinburgh, a car, Stirling Castle and the Scottish Parliament. Good morning. A lovely start here from one of our weather watchers on the isle of wight, but things will be different later. It will turn more cloudy and wetter throughout the day. The journey from work will be completely different to the journey to. It is sunny out the, but a bit on the chilly side. The breeze will pick up through the day, rain spreading into Northern Ireland this morning and in the afternoon into western scotland, wales and the westernmost fringes of england. Staying dry till the end of the afternoon across eastern areas. And whilst it will stay dry in shetland and orkney for the evening, much of scotla nd and orkney for the evening, much of scotland will see outbreaks of rain. The uk smart Motorway Network has cctv to identify cars that have broken down but research by bbc breakfast found that the cameras are not being monitored all the time. Motorists currently have to wait an average of 17 minutes before they are spotted on cctv, and a further 17 minutes before they are rescued. Breakfasts john maguire has this special report. They are our safest roads. And in making some of them smart, congestion has been reduced. But at a terrible cost. 38 people have died on smart motorways in the past five years, among them, nargis bashir, who was killed when the car she was travelling in with her husband broke down. It broke down in the live lane. Dad could see the traffic was travelling at the side of him but never imagined for a second what would happen next. As soon as i got there, i just saw sirens, flashing lights, ambulances, and i could see my mum. Obviously, they were resuscitating and doing cpr, but within a matter of minutes, we were told, shes no more. There are two types of smart motorway firstly when the hard shoulder has been replaced with an extra lane. The only safe space to stop if the driver has the ability to make it is an emergency refuge. When this idea was first trialled, they were every 600m. Now, in some cases, they are more than two miles apart. The second, known as dynamic, is when the hard shoulder can be switched on and off during peak times. Overhead gantries tell drivers whether or not they can use them. The head of highways england told mps they are too complicated. Because people arent sure whether its a hard shoulder or running lane, even when it is open, the usage of that running lane is much lower because people arent whether its a hard shoulder or not, so i dont think we will be building any more dynamic hard shoulder smart motorways. Theyre just too complicated for people to use. Transport secretary grant shapps has ordered a review, welcomed by mrs bashirs family, but they believe words and promises mean little. They demand action. How much longer before those near misses turn into actual hits . It wont be a stat on a piece of paper, that will be further lives lost, it will be families broken like ours, and its not good enough. The network is monitored by cctv cameras and screens in control centres, but in response to a freedom of information request, highways england told the bbc all screens cannot be observed around the clock. The study found the average time to reach a car stranded on a smart motorway, so in an active lane, is 17 minutes. The aa has given us footage showing various near misses. Hes already been going for a couple of minutes at least. I suppose the point here being that hes looking for a refuge. Meeras eight year old son, dev, was killed when the car he was in was hit while stopped on a smart motorway. Devastated at the circumstance, devastated at which way our lives have had to change in a different direction. Theres not been anger, ijust have a passion for this change because i dont want anyone else to to go through what we have. We cant bring dev back, but we can stop this happening to anybody else. The department for transport says it owes it to the families of those killed for their safety review to be thorough and quick and expects to announce an outcome very shortly. Highways england says its committed to implementing any new recommendations as part of its work to make roads safer. If the campaigners are successful, then smart motorways will be safer. Many, though, want them scrapped altogether. But ultimately, these roads should be improving lives, not taking lives. Many of you are concerned about this story. Werejoined now by edmund king, president of the aa, and also by meera naran, whose eight year old son, dev, died in a crash on a smart motorway. First of all, meera, you are doing amazing work with this. We saw some extraordinary things in that piece. What would be the easy fix for this . Just make the changes that we have been talking about for so many yea rs. Been talking about for so many years. Bringing the Electronic Systems that will actually work, give the refuges that people need so they can stop in emergency situations, and educate people. It is quite simple. You feel your sons death could have been easily avoided . Absolutely. So many things could have been in place. Edmond has been campaigning on this for years now. Other campaigners have talked about it in the house of commons. Things should have been done, but i will not let devs death go without bringing a positive outcome. Edmund, give us an idea of what happened. Devs case was tragic because its a two and a half mile section on the m6 and its an elevated section so if you break down, you literally have nowhere to go. If you jump over the barrier, its a 200 foot drop. So it was ridiculous that that section was used as a live running lane. The coroner said this in the evidence. Originally, you had the m42 where you had lay by originally, you had the m42 where you had lay by every originally, you had the m42 where you had lay by every few hundred metres. If you had a puncture, you could see a lay by. Metres. If you had a puncture, you could see a lay by. If metres. If you had a puncture, you could see a lay by. If you metres. Another three minutes to turn on the red x and another 17 minutes before you are rescued stop so half an hour on average that you are sitting there praying the other drivers will abide by the red x and praying that another truck doesnt go into the back of your vehicle. Sue says she was stuck in lane two and a smart motorway for one hour and 56 minutes. She said she called 999 lots of times. She said, i have never been scared in my life. She also said the same as you, motorway users do not take notice of the big red x. That is a typical case. We shouldnt be designing roads that put people in that situation. If there hadnt been a lay by there or a hard shoulder if there had been a hard shoulder if there had been a lay by people would have a hard shoulder if there had been a lay by people would have pulled over. No one wants to stop in lane two. You have also got a little bit that you can freewheel onto the site. We have had a couple of people saying, julia says she has used a smart motorway around bristol and finds it useful. It keeps the traffic moving. Chrissy says if the speed limit were reduced to 55 on all smart motorways, maybe that would help. And overwhelmingly, people are saying, why is there a debate about this . It is clear they are dangerous. How many more lives need to be taken before we change them or get rid of them . I am sure that when you met with the transport secretary recently, what conversations were you having . secretary recently, what conversations were you having . I put forward all the points and the changes that i would like. It is just about saving lives. The m 42 pilots was good, but it is not working now and it needs to be safe. Earlier, you said about educating people as well. Presumably, that is one of the main things. When there isa one of the main things. When there is a red x, it means there is a problem. And people need to know what to do in an emergency. If you stop, you need to know what to do and Everyone Needs to be on the same page. It is so important and i dont understand why it has not been rolled out. So what happens if this happens to me . Talk us through it.
