Am i going to be scared out of my wits . Thats the opening point. You love a horrorfilm, dont you . So, i mean, you know the story, right, of the invisible man . The hg wells story. Well, this is a twist on it, actually. 0k. Because its from a different perspective. It is about the invisible mans partner, his girlfriend, and hes a tyrant. I mean, hes a bully, and she wants to escape him. She escapes their house but, of course, because he is invisible, because of his powers, he can secretly stalk her. So a different twist on a classic story. Elisabeth moss stars in this, so lets have a look. 0k. He has figured out a way to be invisible. You know exactly what im talking about. Hes not dead. Ijust cant see him. 0k. Though i agree with you, adrian was brilliant, but it wasnt because of anything he invented, it was how he got in peoples heads. You think about it. He came up with that perfect way to torture you, even in death. Only thing more brilliant than inventing something that makes you invisible is not inventing it, but making you think he did. Hes not dead, tom. Hmm. Is it very clever . Isit. . Very clever. Yeah, because ultimately, its it is a horrorfilm a horror thriller but really, its about that, because of that change of protagonist, its about a woman trying to escape her abuser and the mental games, the mind games that he plays on her. So, yes, its creepy. Its made by people who have made lots of other horror films the same people who paranormal activity and the purge and all your favourites, jane. Oh, yes. Seen them all, many, many times but a lot of very successful and very slick kind of low budget horror movies. So it has the horror movie pedigree but i think because of that central that central concept, the twist in the tail, if you like, this actually had something more to it, something much more profound about it. And a very modern notion. I mean, even watching the trailer, it made me quite tense, because this is a woman who has been a victim of whether its coercive control, some form of domestic violence. So of course everybody around her wants to help her but says oh, but of course you are traumatised, of course you are look at what he used to do to you and thats thats clever. Its her trying to convince people, mainly men, that this actually happened, you know . Because the guys invisible. No ones got proof of it, really. She they think its all in her head. So theres a lot of mind games in this, and psychological stuff that i really appreciated. You are on the edge of your seat to use the old cliche anticipating the jumps and the scares. Great use of silence in this, great use of sort of empty spaces in this. Right. So if you want the old schooljumps and scares, they are there, but it does just have that Little Something extra that makes it a must see. 0k. Really interesting, and people love Elisabeth Moss at the moment, dont they, so. Shes brilliant. So good in it. Sheis kinda fragile but really determined as well. Yeah. A change of scene for number your second choice . Yeah, so this is downhill. This is an american remake of a film called force majeure, came out in 2014. Ruben 0stlund, swedish director, made that great movie about a couple on holiday in the alps and their relationship crisis that happens. So the american version, this new version, stars julia louis dreyfus, and will. From veep, which everybody loves, from veep, yes. Yeah, and seinfeld, back in the day. Yes. And will ferrell. Pretty much the same story, really, about this couple in the aftermath of an avalanche that happens at their resort. But even before you see this, you can tell that its going to be different to the original because this is 90 minutes long, the original was two hours long. So you go 0k, half an hour is gone. What have they cut out . Whats happened . Actually, when you watch it because the original was great and this is largely the same story its still an interesting story about a married couple, the problems they have, how they all come to a head on this holiday, and there is some insightful stuff in there. Certainly, the husband will ferrells character is a real coward, you know . Hes trying to bluff his way through life. So the male female dynamic remains interesting. But half an hour shorter, which means less complex, less su btle. Right. It is kind of the cliffs notes version of the original film, it is kind of the cliffs notes version of the original film, the bullet points of the originalfilm. That doesnt make it bad. Its very easy to watch. But the original one, force majeure, that had the subtleties to it and thats the movie that kind of sticks with you, rather than this one, which is a much simpler thing. And i always think thats so interesting. You know, do these films need to be remade, when youre saying, you know, the original was so much better . Yeah is itjust a studio boss going do you know what . We will put it in some beautiful scenery and get the lady from veep everyone loves her, you know well make a money spinner and it is quite a weird tone because, of course, the original was an art house film a Foreign Language film to us and they dont quite know in the new version is it an art house film again, but it has a list stars in it. Is it a Hollywood Comedy . Theyre not sure what tone to take. Its fine, but watch the original its better. 0k and youve got a cracking Foreign Language film as your final choice today. Yeah, yes. So this is a french historical drama, portrait of a lady on fire. Celine sciamma is the film maker behind this. She did a great film called girlhood a few years ago. So end of the 18th century this is set, about marianne. Shes a portrait painter. She is commissioned to paint the portrait of heloise, who is a bride to be i think, its fair to say, a reluctant bride to be. Yes she lives out on an island off the coast of brittany, so marianne goes off there to do this painting. Quite an awkward relationship between them at first, but that relationship blossoms into romance. Lets have a look. Hmm. I wish i could now pull out one of those pipes from my pocket. I was just listening to the crackle of the fire in the clip, thinking how clever it was that there was the crackle of fire through so much of the film. Its i think it is a very, very classy film. Very classy film, and you could kind of get a sense of that in the clip as well. An enigmatic film. Ive seen it, youve seen it. I loved it, but its a film i want to go back to, because i think theres so much more to unlock in this movie. You get it the first time around, but i think you will continue to be rewarded with more things the more times you watch it. Looks beautiful. Actually, a lot of it is quite austere. It is quite spare, isnt it . Quite minimal. Yes, yes. Where they live, where its set on this island, but i guess its the passion between these two characters that is the fire you can see the fire there that is that is the warmth of the film and the beauty of the film and actually, the paintings as well that you see are beautiful. Yes so there are these little elements of beauty and romance and passion within this quite austere setting. And ultimately, you know, its about two women who are finally allowed to be what they want to be at a time when they werent. And, yes, they have to do it in virtual isolation but, you know, its a film about authenticity, really, isnt it . About people being their authentic selves. I got to the end and i thought how clever it was, because there is the whole theres a lovely character of the maid as well and theres a whole, right throughout it i mean, of course, this is the 17705, men are in control. Yes. And men utterly control those three women in different ways without doing any plot spoilers but then you get to the end of the film and you think oh, my gosh theres hardly a man in it at all i know exactly, yeah any any point really clever. Have you read sarah waters books . Like fingersmith and tipping the velvet and things like that . You know, an element of that there, i think, and hitchcock as well theres a few, i think, some hitchcock nods, but entirely its own film and a beautiful one. Very beautiful. Yes Jessica Hausner is the director shes an austrian director. Reminded me a little bit of sort of 80s David Cronenberg films has that clinical quality about it. Very clinical and visually i mean, visually sort of almost perfect, but in a way it is, of course, too perfect, and thats deliberate and thats very clever, yes. Unsettling. Absolutely unsettling. I suppose ultimately, its about our reliance on prescription drugs and pills and things to try to make us feel better, to try to make us think we are worthwhile and were good people and good parents. But certainly not like anything ive seen before. A quick thought about a dvd for anyone who wants to stay in this weekend . Yeah, black and blue. Naomi harris, one of ourfinest. 0h, love her . Who morphs seamlessly into a new orleans cop in this movie, investigating police corruption. Nazanins husband, richard, has previously warned about the impact its having on his wifes mental health. Now he believes she may also have contracted coronavirus. There have been a number of cases of coronavirus in the present that people are suspecting. 0bviously coronavirus has swept all through iran and nazanin has been showing a number of symptoms. The present has stopped taking any more prisoners in. Nazanin has been coughing and has a temperature, alongside a number of other settlements. It is refusing to tester. They can sit here and say sure she has it, at i think she properly has an i certainly think she should be tested so there is reassurance she should be tested so there is reassurance ikard. If i could pick up on the point, i dont know how much of the previous interview heard with Nazanin Zaghari ratcliffes husband, she is in a jail in iran, how difficult and how concerned is the World Health Organization about how honest some countries may or may not be, because, as we know, not all nations are completely transparent. 0ne nations are completely transparent. One of the things on one of the reasons you have an organisation like that is we have a system, internally, yes, so the information may not be external, but internally where countries to report and are obliged to report transparently what is going on. You talk specifically about iran and they have requested that we send a team to look at what is going on and help them find better solutions. 0ne is going on and help them find better solutions. One of the struggles weve had getting that tea m struggles weve had getting that team in has been the shutdown of all the flights. So weve actually had logistical difficulties getting in. And if you ask people to stay at home, have you got means of ensuring they can get food, they can get care, they can get support . So all those things, which is what authorities in every country are tasked with doing need to be in place now. You would be aware of the nhs and the way it works here, what is your view, if indeed you have one, on the idea today that the government is thinking of asking retired nurses and doctors to make themselves available if required . Thats an excellent idea. These are people with fantastic experience, often very, very committed. This is a time when you call on that expertise. People may have retired for all sorts of reasons, to have children or because they have reached a certain age, but they are very able and very skilled and very ready to come and help stop and britain has a great record of when times are tough the community really comes together. Its where the Big Companies launch their big new phones and the Small Companies show off clever new innovations that may one day change the world. Only this year, as you may know, mwc is off cancelled because of concerns over the spread of the coronavirus. Its proved a nightmare for the telecoms industry but our chris fox, who was due to cover it, thinks hes going to get a week off. However, not everyone has cancelled some companies have gone to barcelona anyway so ive got a bit of news for chris. The cancellation of mwc has been nothing short of a nightmare, especially for me i couldnt cancel my flights at such short notice and id been left stranded here in barcelona with no work to do. It turns out huawei hasnt cancelled its flights, either, and are still doing a press conference right now. With the venue already booked and huawei executive richard yu already in town, the company decided to do its launch event anyway. Only this time, it was pre recorded a day early and played out on the big screen. The big reveal was the follow up to its first folding phone. And here it is the folding huawei mate xs. If i open instagram here, theres some pictures of dogs, and if i open the phone out, the pictures expand to fill the view. One thing i cant show you is google maps, because the phone still doesnt have those google apps. In fact, huaweis now added its own app gallery, which it says will be a competitor to the Google Play App store. Snapchat, tiktok, they are on there, but some big ones are missing, of course. Now, one of the concerns with folding phones as that displays might be easily damaged because theyre flexible. Now, huawei says since the original mate x, it has made the screen more resistant. Although i have seen a display model with a big old scratch on it. Huawei says there will be cases available. Also revealed was a smart speaker. Here it is its called the soundex. All you do is tap the phone here to pair, and then you can play your music, including from spotify, because that is in the app gallery. So here we go. Loud music plays. Thats quite loud. Oh, no so one thing they did tell me is you can put your hand over it to silence the speaker if its too loud. And that should have silenced it then. Now, the company says the way the speakers here are configured is that one faces this way and one faces the other way so the vibrations cancel each other out. So they say you can turn it up twice as loud as the apple homepod without it vibrating itself off the table. And that was very loud. While were here, can we talk about huaweis product names . I mean, we have the matebook, the matepad pro, and the m pencil. I wonder where they got their inspiration from . 0n the outskirts of town, toothbrush giant 0ral b pressed on with an immersive dinner and light show experience. And if you are why wondering why a toothbrush company is at mobile world congress, well, the toothbrushes have bluetooth in them. 0bviously the new 0ral b i0 has a magnetic drive the company says is whisper quiet. Although to test that, ill have to go somewhere silent, and i knowjust the place usually at this time of year, this place is full of the worlds mobile phone industry but i cant think of a quieter place, this time, to test this toothbrush. So, here we go. Ill hold it the same distance from my mic, so this is the regular 0ral b. Whirring. Very noisy. And here is the new one. Different whirring. Also, fairly noisy. They said in their presentation that this is the toothbrush that whispers. I am not convinced that is a whisper. The ultimate test is, of course, whether you can hear it through the bathroom door and whether it will disturb your partner, so we tested that in the hotel and the resounding result of our very scientific test is, yes, you can still hear it through the bathroom door. Recently, it has been impossible to avoid 5g at mwc. Well, this year, you can, because there is no show, and so the city and these train halls are eerily silent. But one project looking to make its debut for this years event has still gone ahead, and its all happening below the surface. And before showgoers even reached mwc, they were going to experience the super fast mobile Network Coverage on the underground on the way there. The 5g Barcelona Initiative was set up to provide the city with the next generation of mobile broadband. Its currently available between four stations of barcelonas Train Service, including europa fira the closest station to where mwc takes place. But 5g isnt just available on the train platform. Its also available in the tunnel as the train travels, becoming one of the first in the world to do so. So lets just see how fast the coverage is down here. I was getting around 1. 1 gigabytes per second on average on the platform, but it was quite a bit lower when travelling on the train. The speed does differ between going down the tunnel and being in the station. Its slightly slower in the tunnel and it does vary. Sometimes it can be as high as 500 mbps or it can be as low as 170 but, saying that, you are still getting decent coverage down in a tunnel and it meant i could watch a bit of click with barely any loading time whatsoever. But how is this achieved . Well, we waited until the Train Service was closed so we could get into the tunnel and check out the 5g antenna. Each set of antennae are roughly 500 metres apart with 15 currently installed between four stations. But only vodafone provides 5g coverage in barcelona, and they own all the masts on the train line. But the plan is to do this for the entire train network. However, there is no clear date when this will happen. 5g requires more masts than Previous Network connections, so the setup can be quite complex. These are the first steps. Its very difficult for us to make all the installation at this moment. Its expensive. But we think it is a good investment for the city. But, until then, this 5g setup will act as a test lab for companies to create and test their apps both to improve the Railway Logistics and what travellers can do on their phones whilst on theirjourney. So it looks like 5g is becoming part of the daily commute here in barcelona, but we did hit a little bit of a problem. When testing the speeds of the 5g network, we hit the data limit we used about 10gb in about an hour, so youre probably wanting to switch to an unlimited plan this little keyboard wants to teach you how to read music. So many people come up to me and say oh, i really wish i had learned to play an instrument but its too late for me now, and i really dont think thats the case. Certainly, with some technology, it could be easier than you think to play your favourite song. Music company roli took me inside their hq to show me its prototype keyboard, a lumi a light up bluetooth device which aims to give everyone an opportunity to learn their favourite song. Now, light up keys are available on quite a few entry level keyboards but the lumi has multicoloured leds so it can make it easier to find where you are if all the c notes are, say, red, for example. Now, sheet music has stayed the same for hundreds of years, originating from writing down hand movements of the choir master. Rolis ceo, amongst others, feels its time to bring reading music into the 21st century. Still, most people today, when they learn how to play music, they learn to read music with a sort of traditional score. That is a quill based technology. Even the shapes of the notes, the fact they are not perfect circles, has to do with a quill pen and the way that you would write with that, and that kind of calligraphy from 400 or 500 years ago. And its remarkable that that form of notation and that system is still what we use today. The device connects to an ipad and with the help of an app and something that gives you a little bit more than just notes on a page. Theres an element of intimacy or even kind of privacy with the music learning experience. Like, if you have a lumi and the lumi app and put on your headphones, you are in your own learning world and you can go at your own pace and the app will give you feedback. Its just between you and the instrument, and you do not feel like necessarily that you are being judged in a way that you may if you had a teacher or your parents looking over your shoulder. Its likely the software may prove more lucrative than the hardware. Choose a song from a list of licensed partners and the app encourages people to learn to read that music. First, blocks that wait for you a bit like the game guitar hero. Then, you have to play in time, where the colours help you find the notes. And, finally, full blown, grown up score reading. I certainly found the device visually pleasing and felt the urge to customise the colours a feature that may soon become available. Bar a few latency issues, i think it is a clever, if slightly pricey way, to gamify learning music theory. Those with a little extra cash lying around can buy a few and link them together to get a longer keyboard. Regardless, im going to take the opportunity to encourage anyone who sees this to get on a piano, keyboard or any instrument. Because when it comes to learning, its never too late to start. Our top story doctors could be brought out of retirement to help tackle coronavirus in the uk. Its one of a range of contingency measures being considered by the government if the outbreak worsens. Willow bank school at wokingham in berkshire, were about 180 children in infant classes have been told to stay at home for the next few days. The head teacher wrote to parents saying a member of staff had been diagnosed with coronavirus. The school, she said, would be closed for deep cleaning. The staff member is one of three new cases announced yesterday by the chief medical officer. They had been overseas in italy and asia. Another case at haslemere in surrey is causing concern, because the person hadnt been abroad and its not known how they contracted the virus. The government says its ordered a so called war room to be convened in the Cabinet Office to roll out a new Public Information campaign. It also says its considering bringing retired Health Professionals back into the nhs. Longer term, home working may be encouraged and unnecessary travel discouraged. The total number of confirmed cases here in the uk is now 23. Italy is the worst hit country in europe, with over 1000 people infected and 29 deaths. In the us, one person has died in the state of washington, on the west coast, and there are fears of an outbreak among 50 people who are ill at a nursing home. Its been confirmed that one carer has the virus and an elderly woman is seriously ill. Additional cases in the United States are likely. But healthy individuals should be able to fully recover. And we think that will be a statement that we can make with great surety now that weve gotten familiar with this problem. At a hotel in tenerife, some guests have been allowed outside of china south korea is suffering one of the worst outbreaks. The army has swapped camouflage for white suits to disinfect this train station. The country recorded over 800 new cases yesterday, almost twice as many as china. We understand that some of them may get their results as soon as today. If they get to the airport, dont have any symptoms, they should be able to fly home. The Northern Rail network has been taken under government control this morning, following years of poor performance. The operator, arriva rail north, has been stripped of its franchise but transport secretary grant shapps says there will be no quick fix for the problems. Simonjones reports. Long suffering passengers branded the Service Northern fail delays, cancellation, overcrowding, strikes, and the introduction of a botched new timetable. They wanted to change and trains that run on time. Its really unreliable. Its late every day. Half of them dont turn up. Ijust find that i tend to work from home quite a bitjust to avoid the commute. Northern is a huge commuter network, from the midlands to northumberland, from lancashire to east yorkshire. But figures from the office of rail and road found only 55 of Northern Trains arrived at stations within a minute of the stated timetable in the past year. Talia hopes isa will breed with their other captive jaguar, a reclusive male called nahuel. Nearby, two cubs born to another female are being prepared for release. Im going to ask a question im sure everyone at home, including myself, wants to know the answer to. Can we see a babyjaguar . Im sorry to tell you we wont see one. But there are some here . Yes, right behind us, but theyre in another special enclosure where you will see some black meshes, so they cant see people and they dont relate people to food. But we can see them with the cameras. Well, we are all very anxious to get to that moment. We expect them to stay close to this place, to the protected area, to find their food here and their home here. Including the cubs, a total of five jaguars are set for release, signalling the return of the wetlands most iconic beast. And to end this week, we go from wetlands to islands. 0rkney is ten miles north of mainland scotland. Every winter, islanders and tourists come together for the annual storytelling festival, celebrating the areas folklore traditions. This story takes place on the island of stronsay, one of the north isles in 0rkney. It involves a young lady. You dont see so many fairies around the west mainland any more, there is a reason for that. She could make her own choices about who she married, and she owned everything. Stories have been around as long as language has been around, and these stories are very much part of our cultural identity, part of what makes 0rcadians 0cadians. 0rkney is quite a unique place, you know, we have 5000 year old villages still standing. You know, stone circles. Just standing on a shore, watching huge breakers rolling in from the Atlantic Ocean is really quite hypnotic. Violent, but peaceful at the same time. It was always the ever present risk and danger from the sea, that has a Strong Influence on the folktales. 0rkney has a very, very Rich Heritage of folklore. About the strange creatures, about the selkie folk who are half seal and half human. Every mound in a field has its little goblins and fairies and brownies. You know, every age that humans go through, there is this search for some spiritual meaning. Those connections with the land, or the sea, or the sky. I think folklore is a way of exploring those things. The 0rkney storytelling festival is and its tenth year in its present form. We have wonderful invited storytellers who come from all over the world. Sometimes the stories are very similar. You know, a lot of places have creation myths, about how an island was formed, how a mountain came to be. There is a a lot of similarities. Its wonderful if people come and hear a story from africa, or norway, or north america, or 0rkney, and they think, i wonder if there are any stories about the place that i come from . Now, were going to hear from a lot of different people today, friends from nearand far. You can decide at the end if this really happened. The waves were coming up over the harbour, the wind was blowing. Every single time she broke a lump of beet, a mouse fell out. The next day, hare showed up at 0tters place, and 0tter had prepared a beautiful feast for him. Our top story doctors could be brought out of retirement to help tackle coronavirus in the uk. It is one of a range of contingency measures being considered by the government if the outbreak worsens. There are currently 23 confirmed cases of the virus here. Andy moore reports. Willow bank school at wokingham in berkshire, where about 180 children in infant classes have been told to stay at home for the next few days. The head teacher wrote to parents saying a member of staff had been diagnosed with coronavirus. The school, she said, would be closed for deep cleaning. The staff member is one of three new cases announced yesterday by the chief medical officer. They had been overseas in italy and asia. Another case at haslemere in surrey is causing concern, because the person hadnt been abroad and its not known how they contracted the virus. The government says its ordered a so called war room to be convened in the Cabinet Office to roll out a new Public Information campaign. It also says its considering bringing retired Health Professionals back into the nhs. Longer term, home working may be encouraged and unnecessary travel discouraged. The total number of confirmed cases here in the uk is now 23. Italy is the worst hit country in europe, with over 1,000 people infected and 29 deaths. In the us, one person has died in the state of washington, on the west coast, and there are fears of an outbreak among 50 people who are ill at a nursing home. Its been confirmed that one carer has the virus and an elderly woman is seriously ill. Additional cases in the United States are likely. But healthy individuals should be able to fully recover. And we think that will be a statement that we can make with great surety now that weve gotten familiar with this problem. Outside of china, south korea is suffering one of the worst outbreaks. The army has swapped camouflage for white suits to disinfect this train station. The country recorded over 800 new cases yesterday, almost twice as many as china. Andy moore, bbc news. More than 200 british holiday makers who have been quarantined at a hotel in tenerife for nearly a week will be allowed to fly home in the coming days if they test negative for the coronavirus. 0ur correspondent fiona trott is in tenerife. Whats the lastest . Well, we understand that arrangements are being made to get these british guests home. As you say, 232 have been staying here. The hotel has been in lockdown since tuesday when four italian guests tested positive for coronavirus. After that, Public Health england visited tenerife and we were considered we were told all british guests were considered to be low risk. Six have already left. The rest have been queueing for a nasal swab. That is the barrier for them getting on a flight. Jet2 says you need two weeks quarantine or test negative before they can fly back. Some are due to get the results today, others in 48 hours. If they come back negative, good to the airport and show no symptoms, they could be on a flight if and when those fights are ready. But dont forget, when they get back to the uk, they still have to self isolate until ten march. Until then, uk, they still have to self isolate untilten march. Allegations had been reported to him of her swearing at staff, belittling people and making unreasonable and repeated demands. Priti patel has not responded to the comments publicly. She has reassured a denial of claims around bullying and belittling in the response to newspaper reports. One of the labour leadership contenders, sir keir starmer, is pressing for her to speak in the commons tomorrow. The Northern Rail network has been taken under government control this morning, following years of poor performance. The operator, arriva rail north, has been stripped of its franchise but transport secretary grant shapps says there will be no quick fix for the problems. Simonjones reports. Long suffering passengers branded the Service Northern fail delays, cancellation, overcrowding, strikes, and the introduction of a botched new timetable. They wanted change and trains that run on time. Its really unreliable. Its late every day. Half of them dont turn up. Ijust find that i tend to work from home quite a bitjust to avoid the commute. Northern is a huge commuter network, from the midlands to northumberland, from lancashire to east yorkshire. But figures from the office of rail and road found only 55 of Northern Trains arrived at stations within a minute of the stated timetable in the past year. That compares with the average across britain of 65 . A recent survey by the passenger watchdog transport focus suggested thatjust 72 of northern passengers were satisfied with theirjourney. The company blamed external problems, such as rail infrastructure, but the government said passengers needed a service they could rely on and stripped it of its franchise five years early. Now trains will be run by the governments operator of last resort. The transport secretary, grant shapps, is calling it a new era for rail in the north, but hes warning there will be no quick fix. Hes set up a panel of local politicians and industry experts, and passenger representatives to draw up an action plan within100 days. The number one priority will be to ease overcrowding. The resignation of the most senior Civil Servant in the home office, sir Philip Rutnam, has been called both extraordinary and unprecedented. He quit yesterday after a week of simmering tension between himself and the home secretary, priti patel, boiled over. 0ne one of my duties as permanent secretary was to protect the health, safety a nd secretary was to protect the health, safety and well being of our 35,000 people. This created tension with the home secretary and i have encouraged her to change her behaviours. I have received allegations that her conduct has included shouting and swearing, biddle belittling people, making unreasonable and repeated demands, behaviour that created fear and needed some bravery to call out. Lets get a view on this from lord kerslake, the former head of the Civil Service. He joins us now from our london newsroom. It will be interesting to hear your views on this. What you make of what has happened . Views on this. What you make of what has happened . Well, it is quite extraordinary, not just has happened . Well, it is quite extraordinary, notjust the has happened . Well, it is quite extraordinary, not just the fact he has resigned but the way in which he resigned. Essentially saying he is taking the government to court and challenging the home secretary on her behaviour and what he described, you heard it in that clip, roger, amounts to bullying. I think there is no other way of describing it. So this is a very serious matter and i think there will be shock waves going through pretty much all of the Civil Service today. If, if, what he says about her behaviour is true, would you not be serving his 35,000 staff better by staying on post and trying to deal with it . staff better by staying on post and trying to deal with it . I think he had tried to deal with it. All the evidence points to the fact that he had worked to try and ensure the home secretary understood the consequences of her behaviour and indeed he did try to rebuild the relationship, but that obviously just didnt happen and i think he felt that, i havent talked to him, that he needed to call out this and if you went quietly, lets put it that way, with a deal, ultimately the behaviour would continue. So i think something has to be done and we are now at a point really where the Prime Minister needs to urgently meet with the cabinet secretary and find a way to put an end to this very difficult period. Given that the government has said they are committed to reforming the way the structures of government, the ministries and things at the home 0ffice, ministries and things at the home office, it was inevitable that some feathers were going to be ruffled, wasnt it . Look, there is no issue about carrying on, improving and reforming the Civil Service. Every institution can do better and thats true for the Civil Service as well. At what you dont do is go to war with the Civil Service. We have some enormously big, risky and challenging issues facing this country. Coronavirus, introducing a new immigration system, levelling up the country. And for these things to be done and done well, you need a harmonious relationship between government and the Civil Service. It cant be done any other way. Trust is absolutely essential and i suspect its in short supply in the home office at the moment. But if perception amongst the elected politicians was that unelected bureaucrats are frustrating what they are trying to do, its inevitable that people are going to fall out . Look, Civil Servants pride themselves on serving the government of the day. Thats absolutely hammered into you from day one. We are after all in very early days of this government. I think thats another surprising feature of this, that its happened so soon into our government. And if there are frustrations, then the answer is to talk them through, to be very clear what is required and then, if there are problems with that, see how they can be resolved. And my guess is thatis can be resolved. And my guess is that is happening in a very productive way in many departments. Not heeding this at every part of government, thats the way you get things done and other governments have learned that. We now seem to be ina have learned that. We now seem to be in a position where, if civil serva nts in a position where, if Civil Servants give honest and clear advice on issues about where the problems are, then this sort of reaction occurs and its just not the way you make things happen effectively, im afraid. Sir Philip Rutnam said he was not behind this leak, but if you look back seven days to the stories about priti patel not been trusted by m15, they are lea ks patel not been trusted by m15, they are leaks which have presumably come from within the home office or the Civil Service. You can understand why politicians get pretty annoyed when they get undermined by the people supposed to be serving them . Look, these lea ks people supposed to be serving them . Look, these leaks are totally unacceptable and the briefing was a need to stop. Sir philip as made it clear he was not part of that. But if its happened, and it clearly has, then its a bad thing. But equally weve had absolutely torrents of briefings against sir philip. The thing he asked for, but you couldnt get, was an assurance that wouldnt continue. I understand exactly what thats like and its impossible to respond to it, if you are inside government. So this is a problem of unauthorised leaking, youre absolutely right, but also, in my view, completely inappropriate briefing of the media against a senior Civil Servant as well. You we re senior Civil Servant as well. You were pa rt of senior Civil Servant as well. You were part of the appointment process when he was given a job in the department for transport back in 2012. Since then, he has been called a calamity and a failure. My apologies, there are quotes in the papers today quoting sources close to number ten. Look, i recommended sir philip for appointment because what i saw was a very dedicated, evil, serious minded and High Integrity Civil Servant. Of course hes done some things that im sure hes done some things that im sure he would do differently if he had another chance. But in the round he was unable Civil Servant who wanted to be in hisjob. I cannot imagine he ever thought he would be in this position. And by the way, he is now taking the government to court and ifi taking the government to court and if i were in their shoes, i would be saying to people briefing the papers this morning, do not do this. This will all come out in a court case, if it gets that far. And it wont look good for the government. Sir bob kerslake, former head of the Civil Service, thank you very much. But the Greater Manchester mayor andy burnham who lobbied for northern to lose its franchise is warning passengers not to expect dramatic improvements overnight. Hejoins us now from leigh. No immediate overnight improvements, but what exactly is going to change at the coalface of travel and up the skill of command . Good morning. It is true, it is the dawn of a new era for the railways in the north of england. And we did needed. Feelings have got so bad over the last couple of years. So, today, the railway comes under public control. And if nothing else, we will have an Accountable Railway to the public. At times it felt in the last couple of years people were complaining and sending their experiences in and nothing changed. At least now there is more accountability in the system and that hopefully should mean in due course better services. But what exactly due course better services. But what exa ctly d oes due course better services. But what exactly does that mean in practical terms . If im getting on a train later this morning, what will be different about that service and about the people running it . Well, as you quoted me as saying, i think people shouldnt expect dramatic improvements. The railways take a long time to change. Ive learned that myself over the last couple of yea rs. That myself over the last couple of years. But im confident in the team that has been put in charge of this andi that has been put in charge of this and i think we are looking at some timetable changes. They may come later in the year, but that is at the heart of this. There are too many trains going through the city centre of manchester. And those trains are queueing and that causes disruption right across the north. While it wont be immediate, there isa while it wont be immediate, there is a plan being developed to bring stability back to Real Services and that will happen later this year. So patients will be needed, but im confident the government has made the right move and bring the ra i lwa ys the right move and bring the railways under more public control so we can bring more order to the chaos and work on a cross party basis to get this right. Areva have said this is all to do with wider infrastructure problems, and ageing fleet and signal failures, so infrastructure problems, and ageing fleet and signalfailures, so is it to do with who runs the trains or a much wider issue than that . Arriva its a bit of both, to be honest. The idea it was all the infrastructure was not right. In the north west particularly, we did not have a full sunday service in pretty much all of 2019 and in my view that was done to the company they are responsible for that. There is a big question about infrastructure. This is when im challenging the government. As i said a moment ago, there are too many trains going through central manchester. Even if you take one or two out, you still have a heavily congested railway in that area. There has been a long standing plan to build two new platforms at manchester piccadilly. That would unlock a bottleneck affecting the whole of the north west of england. It is a shovel ready project, which is a phrase i know the Prime Minister likes. I am saying to the Prime Minister, the budget is the perfect opportunity to commit to this investment and make the whole of the railway in the north more reliable. If that doesnt happen soon and fast, you will become the punchbag for blame. You asked for this and if improvements dont come, people will look to you. I have been anyway i think people thought i have been running the railway at times. All i could do with steve rotherham, the mayor of liverpool, is Work Together to speak up liverpool, is Work Together to speak upfor liverpool, is Work Together to speak up for people over the last couple of years. Up for people over the last couple of yea rs. We up for people over the last couple of years. We have used our position to be an advocate for what people are feeling. But this is a new phase. With more control comes more accountability. Im certainly happy to ta ke accountability. Im certainly happy to take that autumn, you know, because what we had before simply was not working. It might be tough, it might be awkward and uncomfortable, but this is a long job to put the railways of the north west of england back on their feet. And im committed to playing my part in that. His problem with the European Union as he thinks they are not doing enough to combat president assad in syria. It is in reaction to a setback last week. The problem as he makes one comment and the Ripple Effect about changing the border can be effects can be enormous. Bristol could become the first city in the country that requires pubs to serve alcohol free beer on tap. Having been pregnant twice, the improvement in these drinks has been rapid. The figures seem to indicate we are drinking less. Buy some figures, there is a 16 drop in alcohol intake since 2004. Nonalcoholic drinks are enjoying a bit of a boom. Well, the japanese government had asked organisers of sporting events to consider is getting them back calling them off, and this morning the tokyo marathon went ahead. 38,000 runners should have made their way down the street behind me. Instead, just 200 elite athletes took part. Fewer spectators than normal because the authorities are asking people very specifically to try to stay away, discouraging them from gathering to cheer those few athletes on. In other sporting news, we have also heard about another major event any japanese sporting calendar. The organisers of the spring sumo wrestling tournament, a really big deal here injapan, had decided that the event will go ahead as planned next weekend, but the competitors will wrestle in an empty place as viewers will not be allowed to attend. We heard from the minister who said that the 2020 tokyo 0lympics minister who said that the 2020 Tokyo Olympics will go ahead as planned, but as you can imagine, there is considerable doubt about that here in japan. I am not someone who advocates abstinence. I like to drink myself, like most people do. But this is about how we change the nature of their relationship. But also the practical evidence from scotland, there is good reason to think that we will actually save more lives by introducing this measure for monday. So moderate drinkers shouldnt really see an impact at all, but people who drink the largest amount of very cheap alcohol will see an impact. We are also saying this isnt a Silver Bullet to cure all ills. We spend a significant amount on supporting treatment with substance abuses, including alcohol. There is a wide range of measures to support a wide spectrum of the community, including within the health service, and we really do think this will make a difference, save lives and evidence from scotland reinforces that. And what you say to people who say it disproportionately affects people on lower incomes, for whom they are more price sensitive to the cost of alcohol . Middle class wine drinkers, it doesnt really affect them because they can afford to pay a bit extra if they have to. Most people are price sensitive. I am extra if they have to. Most people are price sensitive. Lam myself, but in the modelling we recognise it would make the biggest difference the people on lower incomes. But at the people on lower incomes. But at the same times, they are the Current Group of people who had the biggest harm from alcohol as well and the way that very cheap and high strength alcohol is targeted, so actually the Biggest Health gain in terms of lives saved, but also in terms of healthy Life Expectancy is actually from people in those lower income groups. But even moderate drinkers within lower income groups shouldnt see much of a difference. If you go out to drink, the main unit price shouldnt make much of a difference to you at all, but if you drink very cheap, very high strength alcohol, then it will make a difference that is exactly what the policy is designed to do. This is part of a trilogy for you, isnt it, walking across morocco . This is part two, just explain why you are doing it. I believe that exploring is very important in the world we live enhancing things with your own eyes and discovering the iys your own eyes and discovering the joys of nature is a very good thing to do. I have walked nearly two thirds of morocco, the dry weather to the mauritanian border and the last bit is the Atlas Mountains. And that happens later this year . It does. Talking specifically about the sahara, i guess the three legs are very different in terms of the places you are walking, but the sa ha ra places you are walking, but the Sahara Desert must have been pretty tough . I think the best thing about seeing it as an adventure is a very short memory and optimism. Because before i set off, i thought this isnt going to be that hard, i can doa isnt going to be that hard, i can do a Half Marathon and walk many hours a day. But it was so tough. We had quick sand, we walk through landmines and it was hot, but freezing at night. The worst thing was the lack of water. We were co nsta ntly was the lack of water. We were constantly in water stress, so we we re constantly in water stress, so we were constantly worried about finding enough water for us and our camels. Interesting when you talk about drying out. The lack of vegetation and the reduction of water. Presumably, therefore, there are fewer living things around . That is true. Yes, these are fossils and you can see snails, fish and two tiny seashells that have solidified into rock.
