The measures as eight schools in england have shut and others have asked pupils to stay at home over fears they may have picked up a virus while on holiday in italy over half term. Thats despite advice from Public Health england and Health Secretary matt hancock that schools dont need to close unless theres confirmed cases. Global companies are also feeling the effects of this outbreak. Theyve been put into quarantine. That was where the first cases of this seemed to emerge. Police have set up roadblocks around those towns and people there have been asked not to leave and if they do leave they face fines. Here in places like milan, life goes on as usual but things have slowed down. Tourist attractions have been closed, the museums are shut, schools are shut, universities are shut, so there is a sense of people here feeling very uncertain as to what the next few days will bring. Meanwhile, in tenerife in the Canary Islands, a hotel there remains under lockdown after cases were discovered there and british tourists who were at that hotel have said that being forced to stay in that place they say makes them more at risk of perhaps contracting the virus. There talking about hundreds of tons of water per second, Something Like 500 tons of water per second going down the river, so no wonder that the barriers were compromised i think but managed to hold back the river in its fullest extent. Pumps, as you can see, have been placed on standby. They were running all yesterday and all last night, there are still pumps running to pump the water out. One of those barriers actually buckled back and was pushed back by the force of the water into one of the buildings. Locals report hearing a huge crash yesterday as it moved back, but it wasnt quite fully breached, if you like. Theyre thinking it will take until the weekend, possibly saturday, until the river levels drop far enough that they can repair and sustain those flood barriers. One of them is the tricky task of landing an aeroplane in high winds. Its a job which requires skill, strong nerves and special training, as breakfasts tim muffett has been finding out. How on earth do pilots land in strong crosswinds . With gusts of 50 miles an hour or more, landings can look alarming. We are lined up, we have got the wind from the right. Peter hodgdon is showing me how it is done. It is about a 40 mile an hour crosswind. Weve seen some extreme weather conditions recently we are approaching gatwick. It is very, very windy, and, oh yes, we are in a simulator. Crosswinds a part of the daily life of being a commercial pilot copy geography and weather, when they combine, can create some challenges and approaching. When landing in a crosswind, can look like the aircraft is laying sideways. This is deliberate and is called crabbing. If you want to go towards the end of the runway, you have to land the aeroplane to drift, as it were, the nose into wind. We are offsetting to the wind, and we are going in a Straight Line towards the end of the runway. People see it and it looks like you are flying sideways, but it is all part of the plan and the best way to land in a crosswind. The severity of recent storms may have taken some by surprise but not airline pilots. The weather that you encounter has been discussed before that aeroplane gets off the ground. If in any doubt, pilots are trained to abort the landing, or go around, as it is known. This can feel alarming for passengers, but is quite common. I probably average about three a month, and therefore the exposure of a long haul pilot to those kind of conditions is minimal. Have there been times when you thought, that was close. Yes. You learn from that, and that is the experience that you take to make better decisions in the future. A chance to experience a little of the challenges pilots face. People who live near parts of the swollen river severn could face a further 10 days of difficult conditions according to the police. Yeah, extremely high, rachel, not as high as it was back in 2020, thats the modern day record, if you like, but they have gone down about half a metre overnight and when i arrived last night it was visibly much higher. Look, if you can make out the river severn in the merck, it really is absolutely pummelling downstream, isnt it . As we were saying earlier, something along the river severn, measurements by the Environment Agency have been taken, something in the region of 500 tons per second of water. Thats a lot of water by anyones estimation. Those are the barriers, you canjust see the end of them. From this perspective they look like theyre intact but the images weve seen over the last 24 hours show this sheer weight of water flowing past buckled the barrier, it is that snakelike shade, they should, of course, have an even curve to encourage the water to flow past snakelike shape. You can see the design of the buildings angled into the water and it gives you a good idea that it would take an enormous amount of water to shift them in the first place. What is the mood like and how stoic do you have to be to live in ironbridge . Ironbridge has always flooded and most of the residents are used to it but i think there needs to. Lessons need to be learned for future flooding and flooding resilience. Yeah, because, as you say, not quite the record but a pretty extreme year and a sustained period of time i suppose . Thats whats really amazing about this, it normally takes and then goes down quite quickly but at the moment the water levels have stayed really high. The coronavirus is now spreading faster outside of china than inside it with northern italy causing particular concern. Its raised a lot of questions about how safe it is to travel. Bens been looking into this one for us. Theres been a lot of concern about people travelling this to and from asia, but now the virus is spreading in europe, its starting to hit Holiday Plans closer to home. So what do you need to know about your travel plans and your rights if you cancel . Well, the Foreign Office is the go to place for travel advice. Theyre warning people to leave china if possible. Anyone coming back from wuhan and Hubei Province has to self isolate. That means staying indoors, avoiding contact with other people and calling the nhs to let them know. That now applies to anyone coming back from iran and so called special care zones in south korea. Yesterday that was also extended to people coming back from the areas in northern italy that are on lockdown parts of the lombardy and veneto regions. This applies to anyone, even if you dont have symptoms. Of course, if you develop symptoms having been away, especially in northern italy more generally, thailand, japan or singapore, then self isolate and seek advice by calling the nhs111 helpline. Crucially though, the Foreign Office is not advising that you shouldnt travel to these places. And that matters because insurers follow their advice. If you decide you dont want to go, then you probably wont be able to claim on your travel insurance. However, if you have a pre existing condition you might be able to ask your gp to advise you not to go and that should entitle you to claim. Some travel agents and airlines are offering travellers the chance to change plans where possible. So get in contact and see if they will let you postpone your trip or re book somewhere else. And that is because the Foreign Office have not changed the travel advice . Exactly. Anyone booked to go to china should have already had a full refund but that does not include hong kong nor macau and the 11 towns you mentioned in northern italy, they are not really on the tourist trail so they are not relevant. Everywhere else is just as nice as normal. As you mentioned, some people are being flexible, British Airways will allow you to postpone your trip if you are booked to its airports in northern italy but only to the end of march so that will not be a great deal of help. Aer lingus is also allowing a little flexibility. One Interesting Development overnight, an american airline,jet development overnight, an american airline, jet blue says if you purchase a ticket from today onwards and you decide later you want to cancel or change your trip, that is fine. Normal conditions do not apply. But the trick is that that only applies for a new booking. Use a business as usual but for those airlines, and many travel fans, it is anything but right now. We have seen empty planes and empty airports travelling to these places, difficult time for the industry. And if you want to know why these companies are being so hard, they say we are just looking after the interests of our staff and shareholders, possibly not in that order. There are amazing deals around and it is a fantastic time to bea around and it is a fantastic time to be a traveller. Over the past few minutes ive been checking, leave tomorrow to four bit venice flying British Airways from heathrow, three star hotel in the middle of dennis with your breakfast for three mites that make night, £139 per person. It is ridiculous. Manchester to paris next week, £74 return with air france and great skiing deals available as well especially in the italian alps. Actually, i spent my entire life looking at risk involving travel and overall it has never been safer for british holidaymakers to go abroad but understand there is a lot of concern, particularly from people in the risk groups or if they have relatives and they do not want to infect them. But the risk still looks to be vanishingly low. This is about perception versus reality . Clearly people are choosing not to go on deciding to stay at home and therefore the reality is to make ends meet these travel firms can offer cheap prices just to fill the planes but it is safe to travel . am not saying anything is safe. Travel is in life, neither is at risk free but crucially is when you go through the airport. I am going to luxembourg tomorrow and flying through sta nsted. I shall be scrupulous about trying to avoid spending too long in a queue in the security check, my goodness me, those trays are absolute microbe biological disasters waiting to happen. Because everybody from across the world brings their own personal germs in. As soon as you have been through security, wash your hands, soap and water, just simple things. Avoid people of they look unwell. And use contactless payment. And the word on longterm implications for the industry. A blip there and hoping it is short lived but does this change things for travel firms . We know it is a tough time for them all at the moment it will be very bad. The International Air transport association has already said effectively all profits collectively made by airlines this year are going to be wiped out as a result of the coronavirus, mostly affecting Asian Airlines but also, we find out tomorrow, bas Parent Company results come out and it is a difficult time in travel. Actually, from a travellers point of view, it isa from a travellers point of view, it is a fantastic time if you are prepared to take that very, very small risk. It is interesting how it has changed because initially we saw share prices of the Big International longwall carriers suffer because there was worry about travel to places in asia. Across the northern regions of italy, schools remain closed, universities remain closed, Tourist Attractions remained closed, museums, the cathedral behind me, and the Prime Minister of italy has said that theyre doing everything they can to try and stop this. He says italy remains safe to visit. For the people who live here, in milan, life carries on, although things have slowdown a bit. You see the restaurants and cafes perhaps not as busy as usual but people do have a sense of insecurity here. They just dont have a sense of insecurity here. Theyjust dont know how many more cases there going to see, they dont know how much they need to be worried by this and europes Health Commissioner was actually here in rome yesterday. Well, you know overnight that weve heard a fifth person has the coronavirus, theyve tested positive, its all from the neighbouring island of like she was in italy earlier this month and we understand she has been treated in a hospital on the north of the island where a doctor and his wife and the two others struggling, travelling with them are also being treated. I can tell you there will be a Cabinet Meeting of the Regional Government of the Canary Islands at 10 30am. Weve had an update from the Foreign Office too, it says expert letters under the doors of the guests staying here, theres about 170 british people staying at the hotel, it has shared its direct number with them and theyve urged Holiday Companies to do the same. Yesterday the guests we spoke to said they felt powerless and they werent part of the conversation about what was happening to them and when. We also understand that they were saying they were frustrated because theres a difference in the information being given to them and what was being given to them and what was being carried out. They were told they couldnt leave their room, then they couldnt leave their room, then they were told they could, they had to wear a facemask and some gas saying there were people at the hotel in communal areas not wearing facemasks some gas. That concerned them because they were worried about having to go back to the uk and return to further quarantine. They already face two weeks of quarantine here already. The Foreign Office has also said, our next priority is to further understand the full response of the Spanish Health authorities and reassure ourselves they are adequate. You can see the bright blue sheeting, the plastic, over the top of the triangular flood barriers that hold the water back. Obviously what you should see under normal circumstances is a continuous Straight Line but whats very clear to is how it has buckled, and it has buckled by the force of the water. As weve been saying all morning, Something Like 500 tons per second of water flowing down on the river severn, and thats whats compromised those barriers. Pushed back, right up against those buildings down there, as you can see, in the water edge, so a very stressful time for the Property Owners and People Living there and theres mrs et cetera. Environment agency pumps are still pumping out the water from the dry land side out into the river. They were refuelled last night precariously. Look at the river severn flowing downstream, properties either side deluged by the amount of water. It is so swollen in this section but the peak has passed here. As i say, the level has passed here. As i say, the level has dropped by about 0. 5 metres but it will be peaking downstream in worcester today. Anxious times for the people of the city of worcester. Talk to you later. It is worth saying, given the news agenda right now, weve got coronavirus and these ongoing flooding problems, it is as if these brussels talks, the brexit talks, have gone down the agenda, but its in the diary to be starting soon . Absolutely, good morning, charlie. Over the last couple of months brexit hasnt featured anywhere near as much in the news, sometimes not at all. It is going to become roaring back. It wont have the jeopardy of last year where every second day wed be asking the question about weather the government would last the day, and will brexit happen at all. We know the answers to those two questions but we are now in the nitty gritty of exactly what brexit looks and feels like once were out of the transition period at the end of this year because were following the eu rules at the moment, weve left but in reality are effectively still in. What happens after this year is now subject to these negotiations. The other day the eu published its negotiating mandate, as it calls it, all 46 pages of detail about every conceivable sector of the economy, rules, fisheries, aviation, tax, Financial Services, data protection, huge amount of granular detail. Well get the same from the uk this morning. Whats interesting about these negotiations, these are normally when countries try to do these kinds of deals, its about getting closer economically but this is about pulling further apart and the governments view is pulling apart is fine, they accept there will be friction and barriers and it will be friction and barriers and it will be friction and barriers and it will be harder to trade with the eu thanit will be harder to trade with the eu than it was, but overall the government thinks it will be worthwhile. Lots of negotiations to come and probably starting as soon as next week. Chris, just a thought for you, our your instincts. You know that phrase running commentary, politicians say theyre not going to give a running commentary on whats happening today. How much information will they let out day by day or week by week . information will they let out day by day or week by week . I think it will dribble out, i think we will get information bubbling out. More than 80,000 people in around 40 countries have now been infected with the virus, which is believed to have originated in the chinese city of wuhan in december. Around 2,700 people have died, the vast majority of them in china. Italy remains europes hotspot for the virus. The number of cases there has now reached 400. Thats an increase of 25 in just one day. In the past 48 hours, European Countries including austria, greece, norway and switzerland have all reported their first cases. And as weve been hearing, a fifth case has been detected in the Canary Islands, where more than 160 british tourists are facing two weeks in quarantine in a tenerife hotel. We will be talking to some holidaymakers in that hotel later on but first, we will speak with guru singh who is in a self imposed quarantine. Guru, why did you take that decision . I returned from italy on friday and i was displaying mild flu symptoms soi i was displaying mild flu symptoms so i took my own decision following advice from the government website to self isolate and call nhs111. You went to milan and venice, not the towns that had been quarantine. I had not actually been to the lockdown area but i was in malan and venice for ten days. They ran through criteria questions in terms of asking about my health and where i had been and then following a further call with a clinician they felt the need for me to go and get tested because i fitted the actual criteria. And what particular symptoms were you displaying . criteria. And what particular symptoms were you displaying . I was displaying a mild cough and a temperature, mild flu symptoms on my return. I wasnt checked when i got to heathrow, i must add. How do you feel now . I feel apprehensive. They certainly would not wa nt to be in. They certainly would not want you in the office if you have any risk of carrying the virus. They would rather be safe than sorry in terms of taking every precaution necessary. The testing procedure itself, did you go to hospitalfor that . I was called to the hospital the day before yesterday and they tested me while i was in my car. They took swabs and took that away and advised us that the results would be back by friday. At least eight uk schools have shut amid fears that pupils may have been exposed to the virus during half term trips to italy. Thats despite the Health Secretary matt hancock saying schools should not close unless they have a confirmed case of coronavirus. Eithne hughes is from the association of school and College Leaders. She joins us from cardiff. Good morning to you and thank you for your time this morning. Individual schools are making these difficult decisions. What do you make of how the process is working so far . I think the decisions are difficult and the decision, the advice from the association of school and College Leaders is that head teachers and governors together are taking decisions based on Public Health guidance which is laid down by government. We see that guidance to be proportionate and quite sensible and we would expect that schools would have regard to that advice because ultimately head teachers and governors are not health experts. So it is important that we have a look at the guidance and stay up to date as it develops. So as far as your association is concerned, the association of school and College Leaders, in what circumstances would be appropriate for a school to shut . The circumstances, again, i carefully laid down by Public Health england and Public Health wales and those decisions, the teacher and governing body would take the decisions together cook. There wouldnt be no School Closure on a whim or in a panic. What head teachers are good at is making sure that they are taking measured advice which is contextualised for their school, knowing the children who are there, the vulnerabilities of those children. So the advice from our schools perspective is to follow Public Health advice and take the very best action you can take under the circumstances that you have. appreciate that youre being cautious and i understand why because Decision Making is made by governance and head teachers but you say it is established, if you like, there are guidelines there. Can you give us a sense of what there . If there is a parent who is in self isolation and other parents know that, what would happen in a circumstance like that . If there is, the public advice is that that is not a reason to shut the school. Again, as you say, we are trying to be cautious and trying to make sure we are not stoking fear within our communities but that our response, as matt hancock said this morning, is proportionate and it is sensible and that we are not instilling fear into our children. But that does not mean the head teachers and governors are not taking this situation seriously. Presumably, sorry, i dont mean to interrupt you, but one of the crucial things here is that the communication between families, pa rents the communication between families, parents or the communication between families, pa rents or carers the communication between families, parents or carers and the school about if there could be a potential link. If a school does not know things, it cannot respond appropriately. I totally agree with that. And if you like, parents can help the situation in a number of ways. Firstly, to make sure that the Emergency Contact are absolutely up to date and that is standard procedure anyway. Butjust to make sure the information the school has is live, relevant and current. Secondly, if a child does come under a self quarantining, and if they fit a self quarantining, and if they fit a category two area, that the school is informed that that is the case to the school can keep a watchful eye for any symptoms or more severe symptoms that may emerge and take appropriate action from there. One of the very obvious problems faced bya of the very obvious problems faced by a school at this time of year is that so many children have a bug of a different kind or are off sick or struggling. In a way, how do you separate out that from something else, from something that could potentially be linked to coronavirus . And that is an exceptionally difficult circumstance. But head teachers and governors will have to do tread their way through. It is difficult. We are not healthcare experts but what we need to do is take the best possible advice and the fact that Public Health is a shoring 24 of our updates at the association of school and College Leaders advises head teachers to keep an eye on, it gives you an idea of exactly what it is we are looking out for here with this particular issue. Flooding in parts of the midlands could cause a further 10 days of what police are calling difficult conditions. In the shropshire town of ironbridge, a severe Flood Warning remains in place today. More properties in parts of east yorkshire have been flooded overnight. Homes and businesses in snaith and east cowes were affected after the Environment Agency declared a incident. The government will set out its aims for trade talks with the eu today. Given the nhs is under pressure, its another busy winter, are you confident its prepared to deal with whatever comes . Were putting place the measures to try to ensure when individuals enter the uk, theyre properly tested and weve now tested over 7000 people and only found 13 confirmed cases. We are also supporting british citizens abroad, such as the group in the hotel in tenerife, where the Foreign Commonwealth Office are providing the Consumer Services those people need to ensure they are properly looked after and getting the care they require. Were being led by the medical expertise, but we do think were putting in the procedures we need and we are doing everything that we can to try to contain the situation and prepare for any of these scenarios that might come down the line. I want to pick up on what you say about the tourists in tenerife because i know a number are reporting they feel slightly abandon by the uk government. Contact have you had with the spanish authorities and can you give any indication they might be allowed to leave that hotel . Asi hotel . As i understand, there is approximately 168 richest citizens in the hotel. The fco have contacted or have had contact with all of those who have sought support. Thats just over 100 of them whove now been working with the fco. We have a close working relationship with the spanish authorities. Im told that the medical advice is that the spanish authorities are putting in place all of the appropriate procedures, there following the european medical advice thats being agreed, so weve got no reason to believe that they would be better treated in the uk. But we are going to monitor it very closely and take any to monitor it very closely and take a ny ste ps to monitor it very closely and take any steps we need to to support them or ensure we can return them to the uk atan or ensure we can return them to the uk at an appropriate time. Sounds like theres not much you can do, well have to what happens, and youre at the whim of what the spanish authorities decide. What about the uk . So many getting in touch about their plans for going abroad, but its a question thats fairly basic, but if you have a holiday planned for italy next week, what would you personally do . The Foreign Office have issued guidance, so the most important thing to do is go on the Foreign Office website if youre thinking of travelling to italy or china or countries in Southeast Asia and ensure youre following the up to date guidance put out by the government. With respect to italy, we said we are against all but the most essential travel to the relatively small number of towns in northern italy, north of pisa, where there is a serious situation at the moment. If youre travelling in the days ahead, do look up on that website and make sure youre following the most up to date advice thats constantly being updated on the basis of the most accurate medical advice. If your books to england play italy in rome in a couple of weekends and you had a ticket to that rugby match, youre saying dont change your plans, the Foreign Office are saying no problem . Interesting, because it leaves the parents in a real dilemma, particularly if they have to ta ke dilemma, particularly if they have to take time off work to look after their own children. The government facing two major challenges at the moment, the coronavirus and of course the flooding, which has been blighting this country for a couple of weeks and the police are telling us we could see ten more days of difficult conditions in this country yet the Prime Minister has been com pletely yet the Prime Minister has been completely absent in these areas. I want to talk about rough sleeping and the government putting in more money to help rough sleepers. Theres a discrepancy between the government figures, 6000 rough sleepers youre trying to help, and the figures local authorities have collated which suggest the true extent of rough sleeping is five times that. How do you explain it . Thats not quite the way this works. Every year for the last ten years, ona every year for the last ten years, on a single night in the month of november, a count has been undertaken across the country by every local authority, supported by independent groups, and then those figures has been collated by homeless link, an independent Umbrella Organisation that represents some of the most respected homeless and rough sleeping charities in the uk, like crisis, shelter and saint mungo s, and those figures will be published later today and im hopeful they will show a reduction in the number of people sleeping rough. This methodology is broadly the same as other developed countries around the world, like canada and japan, and its consistent with how weve been measuring rough sleeping over the course of the last ten years. We know numbers have risen. Last year we saw the first. Albeit modest fall of the first fall in recent yea rs. Fall of the first fall in recent years. Im hopeful as a result of what weve seen and done in the last two years, what weve seen and done in the last two yea rs, well what weve seen and done in the last two years, well see a much more significant fall later today. Lets be absolutely clear. Its raised a lot of questions about how safe it is to travel. Bens been looking into this one for us. Theres been a lot of concern about people travelling to and from asia, but now the virus is spreading in europe, its starting to hit Holiday Plans closer to home. So what do you need to know and what are your rights if you cancel . Well, the Foreign Office should be your first port of call. Check their latest travel advice. Theyve been warning people to leave china if possible. Anyone coming back from wuhan and Hubei Province has to self isolate. That means staying indoors, avoiding contact with other people and calling the nhs to let them know. That now applies to anyone coming back from iran and so called special care zones in south korea. Yesterday that was also extended to people coming back from the areas in northern italy that are officially on lockdown. That includes parts of the lombardy and veneto regions. This applies to anyone whos been there, even if they dont have symptoms. Of course, if you develop symptoms having been away, especially elsewhere in northern italy, thailand, japan or singapore, then self isolate and call the nhs111 helpline. Crucially though, the Foreign Office is not advising that you shouldnt travel to these places. And that matters because insurers follow their advice. If you decide you dont want to go, then you probably wont be able to claim on your travel insurance. However, if you have a pre existing condition you might be able to ask your gp to advise you not to go and that should entitle you to claim. Some travel agents and airlines are offering travellers the chance to change plans where possible. So get in contact and see if they will let you postpone your trip or re book somewhere else. So a good time for travellers wanting to grab a bargain, but a tough time for the travel industry. It will be very bad. The International Air transport association has already said, effectively, all profits collectively made by airlines this year will be wiped out as a result of the virus affecting Asian Airlines but also we find out tomorrow, iags results, the Parent Company for ba, and it is a difficult time in travel but, actually, from a travellers point of view it is a fantastic time if you are prepared to that very, very small risk. Weve seen some extreme weather conditions recently and the various storms to batter the uk have caused all sorts of challenges. One of them is the tricky task of landing an aeroplane in high winds. Its a job which requires skill, strong nerves and special training, as breakfasts tim muffett has been finding out. How on earth do pilots land in strong crosswinds . With gusts of 50 miles an hour or more, landings can look alarming. We are lined up, we have got the wind from the right. Peter hodgdon is showing me how it is done. It is about a 40 mile an hour crosswind. We are approaching gatwick. It is very, very windy, and, oh yes, we are in a simulator. Crosswinds a part of the daily life of being a commercial pilot. Geography and weather, when they combine, can create some challenges and approaching. When landing in a crosswind, it can look like the aircraft is flying sideways. This is deliberate and is called crabbing. If you want to go towards the end of the runway, you have to land the aeroplane to drift, as it were, the nose into wind. We are offsetting to the wind, and we are going in a Straight Line towards the end of the runway. People see it and it looks like you are flying sideways, but it is all part of the plan and the best way to land in a crosswind. The severity of recent storms may have taken some by surprise but not airline pilots. The weather that you encounter has been discussed before that aeroplane gets off the ground. If in any doubt, pilots are trained to abort the landing, or go around, as it is known. This can feel alarming for passengers, but is quite common. During storm ciara and storm dennis, there were about 250 go arounds at londons five airports alone. It is a bit nerve racking, it gets the adrenaline flowing. Peter mccann is a long haul pilot, who previously worked for thomas cook. He believes pilots who fly longer journeys often find crosswind landings more daunting. Short haul pilots might do four landings a day, four days a week. I probably average about three a month, and therefore the exposure of a long haul pilot to those kind of conditions is minimal. Have there been times when you thought, that was close. Yes. You learn from that, and that is the experience that you take to make better decisions in the future. A chance to experience a little of the challenges pilots face. Sorry passengers, it might bea bumpy landing. We can go from a bright sunny day with no wind to the worst tornado you can expect. Pilots are much more prepared because we have those facilities to recreate real scenarios. The end of the runway is rapidly approaching yeah, thats fine. Some comforting words if you are about to fly in strong wind. That is absolutely fascinating to watch that and the training they do and it is so realistic. Weve seen this rise in the number of confirmed cases and the Authorities Say that among those for the first time are four cases of children having been affected and we dont know the exact situation of their Health Condition at the moment. 12 people have died and those 12 people we are told where elderly and had underlying Health Conditions. Meanwhile its a strange atmosphere because schools, universities have enclosed and big Tourist Attractions are closed to stem the contagion but elsewhere life goes on and normal people are just going to work. There are very different attitudes to how people feel about this. Some people say they are concerned that the government did not act quickly enough to contain this in the first place whilst other people say they feel that perhaps there has been something of an overreaction and italy is a safe place to be in. This is because yesterday some of the guests inside the hotel was saying that they felt powerless and not part of the conversation about what was happening to them and when and they were frustrated about the information that was given to them and the follow through that first they could not leave the room, then they were told they could but they had to wear a face cast face mask and some guests were saying that there were some areas where people were not wearing a face mask. We also have this from the Foreign Office, saying that the next priority was to focus on fully understanding the current response of the Spanish Health authorities and reassuring ourselves that they we re and reassuring ourselves that they were adequate and they will monitor the situation and keep british nationals updated. Of course the other important update we have had is that a fifth person has tested positive for coronavirus in the ca nary islands and positive for coronavirus in the Canary Islands and is somewhere on a neighbouring island in tenerife and was visiting italy earlier this month and we understand she has been treated at the hospital on the north of the island where two others who tested positive are also being treated and there will be a Cabinet Meeting of the Regional Government of the island at 1030 this morning. Our reporterjohn maguire is in ironbridge, in shropshire, where a severe Flood Warning remains in place. John, how are things looking this morning . You can see the river levels are still very high. They are, rachel. The 24 hours or longer the people of ironbridge have had this on the bridge dominates the gorge, built almost 250 years ago, world famous and the centre of the industrial revolution. It has seen flooding over the years but this has to be one of the worst, not the worst, but one of the worst, not the worst, but one of the worst. As you see this footpath closed off quite sensibly and a safe distance from the river severn but just and a safe distance from the river severn butjust the weight of water and the force of the water, Something Like 500 tonnes per second and as weve seen the flood barriers just behind me round the corner beyond the bridge and we will be able to show you a live drone shot. Temporary barriers put in place by the Environment Agency, extremely effective normally but the sheer weight of the water forced those barriers yesterday to buckle, getting into almost an s shape and you can see from these pictures just how close the barrier has come up to those buildings. It was only those buildings that stopped the barriers shifting further back and if they had gone too far back they would have burst and been totally compromised and it would have been a very, very different situation. You might be able to see some water on what should be the dry side of the barriers but pumps have been pumping to get the water out but what we are hoping for in the next couple of daysis hoping for in the next couple of days is for the river severn to drop far enough down so that the Environment Agency can return to those barriers and repair them, because what matt has been telling us in the forecast is that there is more rain on the way. River levels dropping here, but peaking downstrea m dropping here, but peaking downstream in worcester, so anxious times for the people of that city. Back to you. Chris, thank you. Five people have been killed in a mass shooting at a brewery headquarters in the us city of milwaukee. Police say 51 year old gunman, reportedly a former employee who had been sacked earlier in the day, killed himself after the shooting spree. It happened while hundreds of people were still at work at the molson coors brewery. The government has announced an extra £236 million to tackle rough sleeping in england. The money will Fund Accommodation for six thousand people. The latest official figures, released later this morning, are expected to show a fall in the number of people sleeping on the streets. Opponents of a third runway at Heathrow Airport will hear later whether a court will overrule the expansion plan. The challenge has been brought by a number of environmental groups who say the plans dont take Climate Change policies into account. The new runway was approved by the government in 2018. Rain across the southernmost counties in the rush hour but it will clear through and elsewhere it is sunshine and showers for the rest of the day and showers for the rest of the day and showers for the rest of the day and showers will be fewer in number, still piling on across the north west of scotland but most will finish the afternoon with sunshine overhead. Weve all been in Public Places and thinking the same thing, so we will see the question first. Lets hear from andrew. Good morning. If could simplify the World Health Organization and Public Health england advice, it is catch it, bin it, and wash your hands. Now if the virus can be transmitted by poor personal hygiene, how long would it remain viable on a worktop, a door knob, a handrail ora remain viable on a worktop, a door knob, a handrail or a similar surface . Stephen . Its not a simple question because there are different surfaces and environments in which the virus will come into contact with you but by and large it is a fragile virus and easily disinfected with things like alcohols and bleach and what have you and there are studies on related viruses. Its not been done with this virus, i should emphasise but for things like sars, it can last several hours, up to a number of days, but that is very much depending on the surface it is on and the temperature and humidity, so Something Like a metal surface that was very damp and cold, you might expect it to last a little while. Its very hard to be specific. I got a mug here and ive been drinking out of my mug and holding it like this and ive put it down. How long, if holding it like this and ive put it down. How long, if i had coronavirus, any idea about that . The main point it is proportionate about the amount of virus that goes on to it in the first place and in the laboratory with large amounts of virus, if you take it down the longevity severely shortened and i think the issue is that all of them can be dealt with by good hand hygiene. So it depends how clean charlies hands were in the first place . That would be ideal but there are cases with the sars outbreak 20 yea rs are cases with the sars outbreak 20 years ago where they showed that getting it under control in hospitals was mainly done by good hand hygiene. All the other measures we re hand hygiene. All the other measures were secondary. Rosemary, a good point for you to come in, because we have in the toilets at the bbc and 11 point hand washing guideline that is printed out on the wall. Its the most important thing you can do in terms of stopping the transmission of the virus and we were chatting earlier in the previous sars outbreak was stopped by good hand washing. Rosemary, will you teach charlie how to wash his hands . Hold ona charlie how to wash his hands . Hold on a second, you have just coughed and the correct procedure is what . Should you now use one of these . 0k, here we are. That is the sanitiser, and what you need to do, hands in the water. Let me put that there. You just coughed, you should do it. Hands in the water and ive also got rings on, which are great. This has to take, its not a quick slap under the tap, you know when you just put your hands there. This is a 22nd routine and there should be a nail brush here as well. Some people will be thinking, why are we teaching people how to wash their hands . On the back of my hands like that, and ideally i go up my arms as well. Definitely get between the fingers, under your nails and we do the same thing in the laboratory. Weve had so many like this about peoples travel plans and what to do and whether they are going to italy orfurther and whether they are going to italy or further afield. Lets and whether they are going to italy orfurther afield. Lets hear sheila. In a weeks time, we are booked to travel to venice by train via geneva and then flying back. We believe that most places of interest are closed and possibly some restau ra nts are closed and possibly some restaurants as well. Added to this we would not want to put our family and friends at risk when we return. Very little has been said about venice other than the carnival being cancelled, so what advice would you give to two ladies of a certain age . Two ladies of a certain age, or anyone, although there are people more vulnerable to the virus and perhaps advice should be different for certain communities. But if the Foreign Office is saying its fine to travel to italy, do they have any comeback . Not when it comes to insurance, but let me tell you, ive had so many questions about this including as soon as i walked into the office, members of staff asking about their holidays and it is the number one concern. There seems to bea number one concern. There seems to be a lot of worry about insurance policies and wear the right to kick in. Asa policies and wear the right to kick in. As a general rule, unless the foreign and Commonwealth Office say on their website they are advising against all travel to an area, most insurance policies will not pay out. Ive heard isolated examples of people who have been told that they will so i would encourage people to put ina will so i would encourage people to put in a claim anyway if they think they will be affected. As sooner that announcement gets out, in effect you should be able to claim and yourAirline Might effect you should be able to claim and your Airline Might not be able to fly and you might not get cashback from various sources but this is the big issue and insurance doesnt generally cover you even if you havent got a good reason for doing so, but if you get crafty there are potentially things you can do and if youre concerned about your own personal health, your travel insurance policy will have a set of rules about cancellation. So speak to a doctor and if they feel it isa speak to a doctor and if they feel it is a worry, and im sorry for clogging up surgeries, we know how busy you are. Its really important to getan busy you are. Its really important to get an expert on your side. Lets be clear, no one is saying that you cheat the system but if you had respiratory condition or a vulnerability in some way or pregnant, that could legitimately be a Health Reason you could claim on. And the other thing is, if i see someone who is incredibly anxious about travelling, you can put a medical reason on anxiety. Its not a matter of enjoying the holiday, but if youre going to cause a mental Health Condition by travelling somewhere, you have a reasonable thing to put down.
