More than 300 passengers, who have tested negative for the coronavirus, have disembarked a cruise liner moored off the coast of japan, after 14 days of quarantine. More than 500 people have been infected on the ship the biggest cluster outside mainland china. The uk government is preparing to fly home around 70 british tourists. Simon jones has more. Finally released after weeks on a luxury cruise liner is far from luxurious circumstances due to an outbreak of coronavirus on board. Groups of passages who tested negative allowed to live but not good news for two british citizens. They have the virus. We are both positive. We are going to a hostel because there is not a hospital bed anywhere. In four or five days, we will be removed from the hostel and put into a hospital where we will receive treatment. The Foreign Office in london has been facing some stinging criticism not least from the family who said they have not been doing enough to help the british citizen stranded on board the cruise ship. Officials say they have been working to organise a repatriation flood but anyone returning to the uk is likely to face a further period in quarantine. 340 us citizens were allowed off the ship earlier this week but more than 500 people on board have tested positive for the virus, the biggest outbreak outside of china, raising questions about whether this was the best way to deal with the situation. We can speak now to our correspondent, laura bicker, who is in yokohama. What is the latest you can tell us . Those concerns you have been hearing have been raised abroad and in japan. The professor says he has been on this cruise ship and raised serious doubts about the quarantine measures and infection containment measures and infection containment measures and infection containment measures and raises serious concerns about the people left on the bridge ship. Some people are simply walking off and taking taxes. Japanese Health Authorities say they are taking the details and of every one of those passages that are leaving and every single one will have to report if they have any symptoms but certainly this leading professor believes that it could be they are carrying the virus without knowing it. As for the british citizens on board, they have been told to stay put as the Foreign Office tries to arrange a flight home for them. Low skilled Migrant Workers seeking employment in the uk will not be able to get a visa under the governments new plans for a points based immigration system. Ministers say employers must move away from a reliance on cheap labour from europe and invest in technology. The scheme, which comes into force next january, will apply equally to citizens from inside and outside the eu. Our home affairs correspondent, danny shaw, reports. The uk immigration system is changing. From next year, people who wa nt to changing. From next year, people who want to work in britain will be treated the same if they are from the eu or outside it. Top priority will go to those with the highest skills and the greatest talents. On a visit to Imperial College in london, home secretary priti patel mapped out the way ahead. She wants the brightest and best awakens that study in the uk at hitech laboratories like this where they do groundbreaking research on carbon ca ptu re. Groundbreaking research on carbon capture. The new immigration system is about point where people wanting to come here needing at least 72 apply. 50 point will be awarded if you speak english and have a skilled job. 20 points from a £25,000 salary or working in a sector where there isa or working in a sector where there is a Labour Shortage but no entry to the uk for most people doing lower skilled work in restaurants, care homes or Food Processing industry. For eu Migrant Workers this is a big change because they are not going to have to come in and just do anyjob. Essentially this will just allow in Skilled Labour except in very specific circumstances. Businesses which rely on lower skilled Migrant Workers are told they will have to improve productivity, invest in technology and do more to retain their existing stuff. The government is clear, overall levels of migrations will be reduced. Lets get more on this from our political correspondent, jessica parker. What has been the reaction to this . I think, first of all a bit of context as well. I think the government sees this as a key part of that brexit package, that phrase taking back control and i remember as perhaps you do that the conservative Party Working to talk about immigration during the general election. I think it is a political winnerfor election. I think it is a political winner for them. Election. I think it is a political winnerfor them. Lets election. I think it is a political winner for them. Lets remember this is the self proclaimed party of a business but, for example, the hospitality sector will not be pleased that this will shut off the root for wages, kitchen stuff and this is a party that wants to solve the social care crisis but it will shut off the way for many care workers but the government has been pretty bullish about this same people will need to adapt and businesses will need to invest in retaining existing staff and in technology as well. Labour is saying, actually, there will be so many exemptions in the end, it will be rendered pretty meaningless and it is worth remembering as well, conservative governments have talked tough on immigration reform. You might remember that never met pledged to bring migration down to the tens of thousands, no target this timejust a the tens of thousands, no target this time just a pledge to bring down migration. Communities affected by flooding remain at risk today, as river levels threaten to breach flood barriers in parts of the uk. There are six severe Flood Warnings in place, and the Environment Agency says levels in the rivers wye and severn will remain especially high. We can speak now to tim muffett whos in south wales at the wye bridge for us. Good morning. We know roughly around this time of day, the waters are expected to peak . Indeed, good morning from wye bridge. Typically this bridge connects these two villages but as you can see it is blocked off and the reason . The share volume of water. Yesterday the river wye reached its highest level ever at more than seven metres and they are simply concerned about the safety of the bridge. The sheer volume of water pushing traffic and passengers. Residents have also been urged to stock up on bottled water because a nearby Water Treatment plant was flooded and it is thought that could potentially threaten supplies of Drinking Water over the next few days. People are urged to cut down on water if they can and by bottled water. The government said yesterday £10 million would be made available to those affected by the floods. At least 800 homes and businesses have been caught up in this. That number is surely expected to rise. Tyson fury arrived at the mgm grand hotel last night ahead of his world heavyweight rematch with Deontay Wilder in las vegas this weekend. The pair drew their first fight in december 2018 and both put their unbeaten records on the line again. Were going to be alive in las vegas in the 20 minutes to find out what was happening overnight in that brand entrance and i can promise you that was another unfortunate suit. You have to stay up late or get up early in the morning depending on how you look at it. We have talked about the flooding and carol has all the important weather details. Good morning. The Environment Agency still has six severe Flood Warnings in force. Just to remind you that means danger to life. Across scotland, england and wales there are 156 Flood Warnings. They are not severe, but it does mean flooding is expected. So again, just be aware of all of this. As we go through the course of today, weve got one front going through bringing some heavy rain, and later on another one follows on hot its heels, bringing more heavy rain. Sadly this is going to fall in areas where we dont need any more rain. So for the next few days, north west england and wales, so of course that does enhance the chance of more flooding. This morning it is a cold start to the day. There is a risk of ice and untreated surfaces, but for many, we are starting off on a bright and sunny note. A bit of high cloud around, but through the date you can see as our weather front approaches it is going to bring in some rain and strengthening when. Some of that rain, as we have already seen, will be happy. Temperatures seven to about 10 degrees. As we move on through the evening and overnight, our first band of through the evening and overnight, ourfirst band of rain through the evening and overnight, our first band of rain continues to push off into the north sea. But then this second one comes in a hot on its heels, ringing in yet more rain across parts of scotland, north west england and also wales. Now, in the south, its not going to bea now, in the south, its not going to be a particularly cold night, but in the north it is. Were looking at only three degrees in stornoway. I will show you the reason why. We have a warm front which will have cost us, taking todays rain, some milderair cost us, taking todays rain, some milder air behind it, cost us, taking todays rain, some milderair behind it, and behind it we see a return to air. And the temperature will be flip flopping, the cold air pushing and on this westerly wind behind that weather front. To pick up thursdays forecast, it starts off on a dry and cloudy note in the south east. Patchy rain moving in and then we have a band of what we call squally rain. That means we are looking at intense amounts of rainfall in a short amount of time stop coupled with that, we could have gusts of wind, 45 50 mph just with that, we could have gusts of wind, 45 50 mphjust coming with that, we could have gusts of wind, 45 50 mph just coming from nowhere, so this is something you will notice. Behind it, it turns that it colder. Brighter, with some sunshine and still some showers, some of those wintry, on the high roots in the north of the country. As we move from thursday and friday, we say goodbye to that cold front. A lot of isobars on the charts, and then we have the next clutch coming our way, also bringing in some rain. So friday looks like it will be drier to start within the south, the rain coming in across north, and again, strong winds for some of us as well. Temperature wise, it is going to be a cold day for many. These are the gusts you can see in the black circles, the temperatures ranging in the north from about seven to about 12. When i told you it was going to be cold, i told you alive. It is going to be quite mild on friday for the time of year. By the time we get to friday, the u nsettled the time we get to friday, the unsettled theme continues. Most of the rain in the strongest winds and some snow will be in the north. But still, the next few days there is still, the next few days there is still a lot of rain in the forecast. Thank you very much. We will of course be keeping in touch with you all through the programme. Lets take a look at todays papers. It is wednesday, to be clear. The daily mails top story is on the first look at the governments new post brexit immigration system. The paper calls it an immigration revolution, and reports that migrants will have to speak english and have a job paying at least £25,600 before being allowed to come to the uk. There is a different take on the same story from the guardian. It says the new immigration overhaul brings fears for the uk economy and an end to an era of cheap labour. Meanwhile, the daily mirror carries dramatic photos of the latest flooding in wales on its front page. It reports on the evacuations from homes and businesses ahead of forecasts for more rain on wednesday. And online, the Huffington Post are covering the winners of last nights brit awards, and particularly the performance of rapper dave, who used his performance to target the Prime Minister, the british medias treatment of meghan markle, and racism in britain. Holly, what have you got for us . As you can imagine, Champions League last night all over the back pages. We are so used to seeing liverpool and jurgen klopp celebrating, but it is mo salah looking a bit dejected after the defeat to Atletico Madrid. This sums up how they all felt, so frustrated. Not a single shot on target. Inside, iwant frustrated. Not a single shot on target. Inside, i want to draw your attention to stories in a couple of papers today. The she believes cup sta rts papers today. The she believes cup starts next month, but today they are talking about the fact they are tailoring their training around their menstrual cycles. This is something we saw for chelseas women recently, a huge part of their training that they take their periods and work around it to work out what is best for them. It seems so obvious when you hear it. |j out what is best for them. It seems so obvious when you hear it. I love that quote, i think it was the chelsea boss, saying that women have always been trained like little men. Exactly, and they are saying women are not men, men are not women and they have to be treated differently in this context. It makes a lot of sense, it is really interesting, and i think it is something we will be seeing more and more of an something that we are going to be talking about a lot more when it comes to sport. I have a question for you. Do baby boys or goals running your family . You know how in some families you have of boys or goals . People say that, it doesnt happen in myfamily, people say that, it doesnt happen in my family, but people do say that. According to a piece in the daily mail, parents who only seem to have boys or goals, they might put it down to their genes, but it is in fa ct a it down to their genes, but it is in fact a fluke. Boys or girls. Whether you have a baby boy or girl in what order they come in is totally random. But i would argue my grandmother had ten boys and her 11th child was a girl. She kept going what is that about . Surely. I would love to hear those scientists explained to your late granny that it was just. Explained to your late granny that it wasjust. A fluke, every single time. A story about the stress and holidays. How many people do that thing where you go on holiday and you take your work with you, either literally or, you know, this is a report which is suggesting that a lot of people take their work away with them on holiday or they book their annual leave purely to get work done away from the office. Just at precisely the time when you think you ought to be switching off completely. The. I am quite bad for that. I find it completely. The. I am quite bad for that. Ifind it really completely. The. I am quite bad for that. I find it really difficult to switch off. It is the phone, isnt it . You have your e mails and you always look at them. Exactly, and i will still take my phone with me, whether it is on the beach or by the pool whether it is on the beach or by the pool, and i use the excuse that i need the camera. But you can take your e mails off, do you ever do that . No, i cant it depends on the nature of your work, whether it is able to be switched off. Do you switch off on holiday . Yes, i am really good at it. I switch off sometimes at work as well. As some may have noticed this morning. What day is it . And this is really silly, this is in the mirror today. Do you know what we say when we say via goggles . Yes, things look different when you have had a drink. Beer goggles. They are saying guess what, it works. The research adds to the evidence showing there is truth to the anecdotal wisdom that beer goggles do exist, that sometimes you mightfind goggles do exist, that sometimes you might find somebody more attractive after a couple of beers than before the beers. No idea what you are talking about. Dont try that at home, is that what you are supposed to say about those sorts of things . A bbc investigation has found the ministry of defence breached health and safety laws 40 times in the last two decades, and that over the same period 148 Service Personnel died, not on the battlefield, but in training exercises. Bereaved families say that lives continue to be put at risk by repeated mistakes during training, and have made renewed calls for the military to lose its immunity from prosecution. Wyre davies reports. Craig roberts knew that his dream ofjoining the sas would be tough, but it was a dream that shouldnt have cost him his life. Seven years ago, he was one of three recruits who collapsed and died on a special forces selection march in the Brecon Beacons because of the extreme heat. The inquest into the death of the three were damning of the mod. The coroner ruled that the exercise was run by people who hadnt been trained properly, and planning was poor. Craig didnt have an accident. He didnt fall off a cliff. He was failed by the army, by the special forces, that day. And that shouldnt have happened. In 2016, there was another fatality. Joshua collapsed and died during training, again because of heat illness. As in 2013, at least two opportunities to stop the march hadnt been taken. The mod does have specialist kit like this device, which can indicate how hot it really is. This wasnt being used properly. The mod promised to train people on it and to introduce warning labels. But, as of late last year, they hadnt even done that. We have that hot, just 22 celsius, to simulate for you what is happening in the field and to show that actually it doesnt have to be extremely hot to get problems with heat illness. One expert who gave evidence at the inquest into the brecon deaths say the effects of heat are not taken seriously enough. Were talking about lives here, so it is really disheartening to see that people dont the guidance to what is happening in the field. Mod needs to find a way to empower the people on the ground to actually act on what they see, act on these guidelines, and stop exercises, change exercises or pool individuals out of exercises if they see there isa out of exercises if they see there is a problem. We have discovered that, over the last 20 years, the ministry of defence breached health and safety laws at least 40 times. But there had been no court cases because of its immunity from prosecution under health and safety law. Solicitor Hillary Meredith represents families of servicemen and women who have died during training. Ive seen so many families go through this, and its traumatising. The same accident happens again and again. The only way the mod are going to learn is to have its immunity removed. The mod says the safety and well being of its personnel remains its top priority, and that all deaths in training are investigated and reviewed. Craigs parents now want the law changed so that the mod can face prosecution over its failures. For now, none of these mens names appear on now, none of these mens names appearon war now, none of these mens names appear on war memorials, because they died not in battle but in training. Because we do have some rain to put in for the afternoon commute. You will need the umbrella later on. And at first, we got some sunshine. It is a chilly start, though, as i say. Then some high cloud pushes in advance of the rain to pull in for the afternoon. Quite patchy and light in places. Temperatures down a little bit on what we saw yesterday, eight or nine celsius. But as that rain clears away through this evening, its dragging in some much milder air. The wind is picking up from the south west as well. It will stay cloudy and a bit damp and drizzly overnight. Look at the overnight lows, though. Eight, possibly nine celsius to start us off tomorrow morning. And at first, quite a bit of dry weather although cloudy. But we got really intense band of rain to cross us through the afternoon. Could have somehow mixed in with it as well, and it will be blustery. Temperatures, though, in double figures for tomorrow. Looks like we will have some drier weather on friday, and it could be very mild at the weekend. Im back with the latest from the bbc london newsroom in half an hour. Bye for now. Probably the opponents are thinking, well, now is a time to kill them which i understand if they think that way but were going to give everything andi but were going to give everything and i do not think it is going to be easy for rb leipizig to play against the the stash against us, do think that chelsea is going to be easy to play against us. Laura kenny refused an operation on a broken shoulder to pursue her dream of more medals in tokyo this summer. The four time olympic gold medallist did the damage three weeks ago at the track world cycling world cup. It was three weeks on sunday. I have gone through ups and downs. I was upset the first time i saw my physio because i thought, what on earth are we going to do. Does this need an operation . Tyson fury arrived at the mgm grand hotel last night ahead of his world heavyweight rematch with Deontay Wilder in las vegas this weekend. The pair drew their first contest in december 2018 and both put their unbeaten records on the line again. Ade adedoyin is there for us, ade you were at the first fight, how does the hype around this compare . It certainly feels there is more hyper partly because the first fight was so compelling and exciting. It had everything, drama, controversy, tyson fury being put down by getting up tyson fury being put down by getting up and rounding and got a draw and some people thinking even one at. Since they got with alien american promoter who is the stash has spent the last year trying to promote this. A sense that this is really building. A grand arrival ceremony. Kind ofa building. A grand arrival ceremony. Kind of a tradition in las vegas. An opportunity for members of the party to see both men. A colourful suit for tyson fury, very animated as well and when he was interviewed afterwards, he said what he has been saying anything buildup that he will win this one by knockout in two rounds. Something to do not change. Another pretty interesting said. He has talked about knocking him out into the second round. Going to do anything differently this time . This is the fascinating thing. The general consensus is that he is a better technical fighter but the fa ct better technical fighter but the fact he says he wants to go anything and try to push for a knockout would mean he would be negating his strength, his boxing ability. That isa strength, his boxing ability. That is a risk to go and try to slug it out with Deontay Wilder who has knocked out all but two of the men he has faced. It would be a huge gamble. You wonder whether it was a bit of chronology to unsettle Deontay Wilder. Deontay wilder it is very, very confident. We interviewed him before the grand arrival ceremony and he turned up with a fur coat and loss of medallions. He said forget the 12 rounds, i will get him out of the inside the distance. Hard to argue with a man who has knocked out 90 of the men he has phase. We have waited since 2018 since this rematch. Not too long before we find who the better man is. I will say one thing, the reaction over there i will say one thing, the reaction overthere in i will say one thing, the reaction over there in las vegas, tyson fury has the home support which is remarkable and are different from the first time around. People over that love him. When you talk about the fight, they say it is a fight between a puncher and a boxer but also tyson fury technically is a better boxer. This is what they are saying Deontay Wilder, if he wants to beat him, he has to knock him down. He can also sing as well so maybe they like the idea of doing a little lounge routine. He could do that, get one of those residencies in las vegas. Thank you very much. As weve been hearing this morning, the government has published its plans for a new points based immigration system. The changes mean those deemed to be in low skilled jobs could be refused visas, and workers must be able to speak english. Were now joined now by shadow home secretary, diane abbott. Good morning and thank you for your time. Can you give us your reaction to the details we now know of the government s new immigration policy . I think the problem with the new immigration policy is that they are so anxious to look as if they are so anxious to look as if they are cracking down on immigration that that would not appear to have thought through what the effects of this policy will be on the economy asa this policy will be on the economy as a whole. And what message is that two migrants already living and working here. One of the problem is the salary threshold they are talking of. It is as if they think that the level of your salary determines how valuable your role is and what skills you have but we know that there are people in relatively low paid occupations like social ca re low paid occupations like social care who are skilled and viable and their new system may kick these people out and without social care workers from the eu, social care centres in london would be absolutely in a very difficult position. Talking specifically about their care sector which a lot of people have been talking about, that this will lead to a shortage of workers and that area . Not only will it lead to a shortage of workers in that area but it will be harder to get people into social care and harder to get people out of hospital until social care homes because it will not be the employers and stuff to do it. Into social care homes. What do you think the effect will be on the economy . The governments own Migration Advisory Committee had said that they believed that this new point system that obviously we did not know the detail at that point would actually harm the economy and would not produce more britishjobs for british economy and would not produce more british jobs for british workers. The government it is all about looking like it is cracking down on migration but not thinking about the economy as a whole. Do you agree with the broad principle that if you cannot speak english you cannot get a visa . Well, i have never heard an employer complain that migrants cannot speak english. There is nothing wrong with that in principle but that is dog whistle politics. You cannot function in the British Labour market if you do not speak english. One of the conservative ma nifesto english. One of the conservative manifesto principles was that they said they wanted to reduce immigration overall and that was in that manifesto. Do you want to reduce immigration . that manifesto. Do you want to reduce immigration . I think that numbers again, the target they said, bringing immigration down to tens of thousands, has proven to be com pletely thousands, has proven to be completely bogus. Mr with what is good for the economy, what the values of society are, this trying to hit a numeric target has not worked, it will not work and we need to start with what we need is a society and we need to start with our values. The conservative though had this pledge and the manifesto and they won a resounding victory. Againi and they won a resounding victory. Again i ask you the question, do you think immigration should be reduced overall and if not surely you are out of step with the feeling anything country . What the country wa nt anything country . What the country want is a fair immigration system and a Strong Economy and what we have found with a whole scandal is that people value the contribution of migrants. What the tourism done by setting numerical targets for migration, which they have never ever met is actually undermining people s confidence in the system andi people s confidence in the system and i think numerical targets are not the way to go. Lets start with what will make us stronger country, a stronger economy and lets start with a fair system. Do you think the realities of some people in for example the hospitality set, who say it is going to cause the real problems, low paid, relatively unskilled workers, they said they could be real issues and getting enough stuff for those roles. In practice, do you think when this comes into place, they will have to bea comes into place, they will have to be a lot of exemptions to make sure the necessary staff are available. There will have to be. |j the necessary staff are available. There will have to be. I think there will be a lot of exceptions andi there will be a lot of exceptions and i think this policy is going to turn into a muddle and yet it sends a very clear turn into a muddle and yet it sends a very clear message turn into a muddle and yet it sends a very clear message that immigration is above fair. Lets concentrate on a practical system, a fair system that can be made to work. In connection with the labour leadership election campaign, could you state very clearly who it is you are supporting and why . |j you state very clearly who it is you are supporting and why . I am somebody becky. I think she is a best candidate although all the three remaining candidates are very good. Iam three remaining candidates are very good. I am supporting becky because she has the Leadership Qualities and the ability and intelligence to bring the Party Together and to appeal to voters and some of the areas we did not do so will anything general election. The criticism is that she is still maintaining that Jeremy Corbyn did the right thing and had the right ideas . You will find that keir starmer has not criticise anything that was in our ma nifesto criticise anything that was in our manifesto stop there are issues about presentation. I do not think that any criticising anything in our ma nifesto. That any criticising anything in our manifesto. I think becky has the energy, i think becky has the ideas andi energy, i think becky has the ideas and i think becky has the capacity to bring us back to power. Bye for now. And one last question, i am not sure if you got a chance to watch the brits tonight, the performance from the wrapper dave, who called the Prime Minister racist rapper. Well, i didnt watch the brits last night because i was doing this, i had an early morning. I think what dave said about boris clearly resonated with people, particularly after this incident in the past few days where number ten brought in a policy advisor who thought that black people were inferior intellectually to white people. I think boris has a lot to do to convince the community that he is not unduly negative about black people and muslim people. Thank you very much for your time this morning, shadow home secretary. At 7 30am we will be speaking to the home secretary, priti patel, and she will be giving us further detail on that new immigration policy. We have seen already on the programme the devastation those recent floods have caused. Any respect for people struggling with floodwater . Sadly not, there is more heavy rain on the way, starting with a severe Flood Warning. Of course, the Environment Agency do the Flood Warnings in england. Severe Flood Warning means danger to life. As well as the severe Flood Warnings we have 156 Flood Warnings, that means flooding is expected, that is across scotland, wales and england. So do ta ke scotland, wales and england. So do take the advice of the Emergency Services. Today we have a weather front coming in from the west, bringing in more rain, and another one bringing in more rain tonight and another one bringing more rain through the course of tomorrow. For the next few days, you get the picture. It is going to be wet. Heavy rain across north west england and also wales. The met office has weather warnings out for this. This rain is falling on flooded and saturated ground, so there is the risk of further flooding. This morning it is not a bad start today. It is dry for many. It is chilly, the risk of ice on untreated surfaces where we have had overnight showers, and some sunshine. Through the day, the cloud thickens and the wind will strengthen. Gusty winds through the irish sea, but the rain will be heavy. Temperature wise, six in aberdeen to about ten in plymouth. Through the evening and overnight, ourfirst plymouth. Through the evening and overnight, our first band plymouth. Through the evening and overnight, ourfirst band of rain goes through. The second one follows on right behind it, bringing further spells of rain, and as we had three tomorrow we have another one coming our way. In the south, it will not bea our way. In the south, it will not be a cold night. Temperatures going up be a cold night. Temperatures going up by be a cold night. Temperatures going up by the end of the night. In the north, it will be pretty nippy. So here is our front responsible for the rain tomorrow. It is a cold front, and it is going to be sinking steadily south. Cold air comes in behind it is represented by the blue. Increasingly the showers in the north of the country on Higher Ground will fall as snow. If we pick up ground will fall as snow. If we pick up this band of rain crossing out of southern scotland into england and wales and continuing its descent towards the south east, this is what we call a squally band of showers. That basically means you will have some intense rainfall in a short amount of time, accompanied by some very gusty winds, gusting 45, maybe 50 mph. Not only will it turned colder behind it, it will also turn brighter and they will be showers. Some of those across the hills of scotland, Northern Ireland and Northern England will be falling as snow. Then as we move out of thursday into friday, there goes the front, still windy, and then the next clutch comes in from the north west. So on friday itself, some heavy rain bumping into the cold air in scotland. We will see some snow there, some poor visibility. That ran sinks into Northern England, where once again there is a met Office Weather warning for the rain, and there is a met Office Weather warning forthe rain, and it there is a met Office Weather warning for the rain, and it will be a noticeably windy day. These black circles indicate the wind gusts in north west scotland. There could be as much as 70 mph, but it is going to be mild. Were not out of the woods yet into the weekend well. And we to be mild. Were not out of the woods yet into the weekend well. And we are staying on a weather theme, arent we . Lets have a look at what those floods actually look like this morning. Nina is at a farm near ross on wye this morning looking at the economical impact of the recent floods. It looks strangely, eerily beautiful down there but those communities have been so hard hit. They will be an economic hit as well. Thats right, charlie. Its exactly what we said when we arrived this morning. It looks absolutely stunning. And the absolute economic brutality of these floods, when you look behind me on this field, there should be fledgling plants for rapeseed oil. Instead they are completely submerged in water from the instead they are completely submerged in waterfrom the river wye, which theoretically is about half a mile that way. It is notjust here in herefordshire. It is in shropshire, worcestershire, gloucestershire, all the way up towards staffordshire, thousands of farmers facing devastating scenes like this. The nationalfarmers union, alliance, where they say they have already had claims to the tune of £500,000, but they expect that to be much higher. Good morning, you farm hundreds of acres in this area. Around a quarter of your farm farm hundreds of acres in this area. Around a quarter of yourfarm is submerged. I am so sorry, how are you . Wet, mainly. At the moment the way it looks sort of humbling, isnt it . The sheer power of this water is phenomenal, and it is something we cant control. But like we said, there is rape under here, a wheat field over there which is dead, it is devastating for our business. Just talk us through, for city folk like me, what it actually means for your seeds, for your plants. Because it is not just last your seeds, for your plants. Because it is notjust last years it is next tos prop as well. It is important to note that storm dennis dumped a months worth of rain in two days, but before that, getting plants on the ground has been difficult. The plans we have on the ground, they will last three or four days underwater, and they have already been there. It will cost us money to try and replant, if we ever can. And the big problem is we are in the middle of february, we are in spring. If this was december, i would be slightly less upset. We are on the floodplain, we do flood, but this level is unprecedented. And compounded by a dry summer, so you go from very dry soil to very wet soil, that affects the quality. This is one winter. What if it becomes two, three orfour is one winter. What if it becomes two, three or four winters . Is one winter. What if it becomes two, three orfour winters . What does that mean for business . This is the thing we need to look at, is this a blip . Is this a once in a lifetime blip or are we starting to see these changes in weather climates, where we get a large period of wet weather followed bya large period of wet weather followed by a large period of dry . And it doesnt seem to follow the seasons. If that is the case, we will have to seriously look at what we do down here. And you are optimistic at the moment, but talk to me quickly about one of your neighbours who has been struggling. Yes, so one of our neighbours have had cattle in a shed which has never flooded, we had to go and evacuate the cattle because they were underwater. Friends have had to evacuate their neighbours. And that is the thing. It doesnt go through my house, this is my business, and this is disastrous for us, but it doesnt go through my house. To have this water go through your home must be terrible. So incredible resilience and optimism in the face of this disaster on farms in england. Environment secretary told the bbc earlier this week that money would be made available to protect from flooding, but many farmers like this are asking is it ever enough . Especially asking is it ever enough . Especially as weather is becoming increasingly volatile, increasingly unpredictable. Thank you very much indeed. Air travel is a growing source of global emissions, but you might be surprised to hear that a huge proportion of flights taken are not people going on the big annual getaway. A National Survey suggests that half of all flights taken by young men and a third of all flights taken by young women under 40 were for stag and hen dos. Colletta smith has more. Cheering. How many of you have been abroad for a hen do . Most of us have been on one. I think all of the stag dos before this one were abroad. Every single flight we have been through in europe, always a staggering hand. The most recent one was in berlin, that was a bit of fun. Even for these stag and hands staying in the uk, their Top Priorities are cost and convenience, not the environment hens. Has anyone ever turn one down because it was too far away, too much hassle . They are a drain on your resources. Yes, the stag wanted to go skiing and it was going to be a grand before you add even a painter anything to it. If we had been flying this week and i wouldnt have been able to come. I wasjust surprised it was in liveable, i was waiting to hear it was going to be in spain. Having a swanky do closer to home is still popular but Environmental Charity hubbub want more people to think of it as an option. We are not saying that nobody should ever get on a plane, but we shouldnt be booking holidays and flying because we cant think of anything else to do, and not exploring the other options that they might be close to home, which are better for the environment and will save you money. Research by Carbon Credit Capital for the same report says if you are starting in london, swapping a return flight to vegas for a train trip to manchester is the same as a heavy meet is going vegan for is the same as a heavy meet is going veganfor1. 5 is the same as a heavy meet is going vegan for 1. 5 years. And switching a flight vegan for 1. 5 years. And switching a flight to amsterdam to the train to newquay is the same as giving up driving for1. 5 newquay is the same as giving up driving for 1. 5 weeks. Maybe some are heeding the warning. This uk stag and hen business is booming. Are heeding the warning. This uk stag and hen business is boomingm the last couple of years we have almost doubled the amount of bookings we have received from the uk and ireland, and we find that the quality of experiences on offer in the uk are significant significant higher than the ones we see in europe. The Airline Industry say they have been working really hard recently to try and cut emissions forflights, recently to try and cut emissions for flights, but the recently to try and cut emissions forflights, but the next recently to try and cut emissions for flights, but the next generation of brides and grooms are likely to be even more conscious about their environmental impact, so more likely to be having fun here in the uk instead. It is demi s turn to get married next, and there is no chance she is risking the uk whether demi. I am quite a party girl. You only get married once, hopefully, so why not make the most of it and have afab time . Why not make the most of it and have a fab time . And sometimes, no matter the cost to your wallet or the environment, what the bride says goes. Some people spend a lot of money on those trips and go way. Let us know if you have spent a lot on a hen or a stag do. Time now to get the news, travel and weather where you are. Good morning from bbc london, im geeta pendse. Overcrowding in housing in parts of london and the south east is worse now than at any other period in 40 years. That is according to research from Queens University belfast. They also found that, in around a third of neighbourhoods, the number of homes available per person was smaller in 2017 than at any time since at least 1991. Cities like london would be safer if more people switched from vehicles to electric scooters. That is according to a new study from the Economic Organisation the oecd. It says a trip by car or motorbike in a dense area is much more likely to result in someones death. E scooters are currently illegal here, but it hasnt stopped people using them. The met Police Arrested more than 100 riders in one week last year. University staff at 15 london colleges will walk out on thursday. The action by the university and College Union is over pay, working conditions and rising pension costs. The walkout is from tomorrow until mid march. Thejewish museum is currently hosting an exhibtion of powerful portraits by examining what it means to bejewish. Over the next week, visitors are invited for a talk or Panel Discussion with the london photographerjohn offenbach exploring his work and the wider issue of jewish identity. I didnt necessarily set out to break the myth that theres one kind ofjew. But when you see the project, you come to the exhibition, you can definitely see that the theme here is there is more than one kind ofjew. Lets take a look at the travel situation now. There is currently a good service on all lines at the moment. A look at the roads in enfield, the a10 has just reopened southbound at bullsmoor lane after roadworks and an earlier crash. In newham, glen road is closed near to Newham University hospital. Buses are being diverted. Now the weather, with sara thornton. Good morning to you. This could be one of those days where youre caught out by the weather if you take as gospel the way we start out, which is to say dry and rather chilly this morning, because we do have some rain to push in for the afternoon commute. Youll need the umbrella later on. And at first, weve got some sunshine. It is a chilly start, though, as i say. Then some high cloud pushes in, in advance of the rain to pull in for the afternoon quite patchy and light in places. Temperatures down a little bit on what we saw yesterday, eight or nine celsius. But, as that rain clears away through this evening, its dragging in some much milder air. The winds picking up from the south west, as well. Will stay cloudy and a bit damp and drizzly overnight. Look at the overnight lows, though. Eight, possibly nine celsius to start us off tomorrow morning, and at first quite a bit of dry weather, although cloudy. But weve got a really intense band of rain to cross us through the afternoon. Could have some hail mixed in with it, as well, and it will be blustery. Temperatures, though, in double figures for tomorrow. Looks like well have some drier weather on friday, and it could be very mild at the weekend. Im back with the latest from the bbc london newsroom in half an hour. Bye for now. Good morning, welcome to breakfast with Charlie Stayt and sally nugent. Our headlines today no visas for low skilled workers the government unveils plans for a points based immigration system. The quarantined cruise ship hundreds of passengers are allowed to leave after testing negative to coronavirus. The truth is our Prime Minister is a real racist. Rapper dave takes a swipe at borisjohnson and the government as he lands the big prize at the brit awards many homes are still at risk, as flooded communities brace themselves for more rain. In south wales, the river wye reached its highest level ever. Many people have been taken away from their homes. We will have the latest. Thousands of farmers way up the damage of storm dennis and storm ciara. A rare defeat for liverpool. They were beaten 1 0 by Atletico Madrid in the first leg of their Champions League last 16 tie. For some of us, we are off to a dry start even with some sunshine but we have wind and rain moving in from the west through the day and more rain coming in from the west and more in it tomorrow across areas already flooded. I will have more details in about ten minutes. Its wednesday 19th february. Our top story low skilled Migrant Workers seeking employment in the uk will not be able to get a visa under the governments new plans for a points based immigration system. Ministers say employers must move away from a reliance on cheap labour from europe and invest in technology. The scheme which comes into force next january will apply equally to citizens from inside and outside the eu. Our home affairs correspondent, danny shaw, reports. The uks immigration system is changing. From next year, people who want to work in britain will be treated the same if they are from the eu or outside it. The government said top priority will go to those with the highest skills and the greatest talents. On a visit to Imperial College in london, home secretary priti patel mapped out the way ahead. She wants the brightest and best to work and study in the uk, at high tech laboratories like this, where they do groundbreaking research on carbon capture. The new immigration system is about points, with people wanting to come here needing at least 70 to apply. 50 point will be awarded if you speak english and have a skilled job. 20 points come from a £25,000 salary or working in a sector where there is a Labour Shortage, but no entry to the uk for most people doing lower skilled work in restaurants, care homes or Food Processing plants. From a non eu point of view, it is really a lot more liberal than it was before. But for eu Migrant Workers this is a big change because, for the first time, they are not going to have to come in and just do any job. Essentially this now something which is going to allow in skilled eu migrant labour, except in very specific circumstances. Businesses which rely on lower skilled Migrant Workers are being told they will have to improve productivity, invest in technology, and do more to retain their existing stuff. The government is clear that overall levels of migrations will be reduced. Danny shaw, bbc news. Lets get more on this from our political correspondent, jessica parker. What has been the reaction to this . I think first of all, the government sees this as a key part of delivering that brexit package. You will remember the phrase, take back control. During the general election, the conservative party wa nted election, the conservative party wanted to talk about immigration repeatedly. They think it is a bit ofa repeatedly. They think it is a bit of a political winnerfor repeatedly. They think it is a bit of a political winner for them repeatedly. They think it is a bit of a political winnerfor them but the self proclaimed party of business, but the hospitality sector are voicing their concerns because they are going to lose access to waiters, kitchen stuff because there is not going to be away and for those skills. Also in the social ca re those skills. Also in the social care crisis, this will shut out the wait for low skilled social care workers. By government same people will have to adapt, retain existing stuff, invest in future technology. The labour party saying there will be so many exemptions, this system could become pretty meaningless. think there is going to have to be a lot of exemptions, a lot of exceptions. I think this policy is going to turn into a muddle and yet it sends a very clear message that immigration is a bad thing and i think that is a toxic message to send. Lets concentrate on a practical system, a fair system that can be made to work. We have seen government talk pretty tough on immigration before. You will remember that never met pledge to bring aggression down to the tens of thousands by the conservative government. A final thought as well, on timing, the government saying they can get all this in place by january the first next year. This is a big overhaul of a huge complex system and they only have ten months to do it. Jessica parker. Ten months does not seem like a long time. Communities affected by flooding remain at risk today, as river levels threaten to breach flood barriers in parts of the uk. There are six severe Flood Warnings in place, and the Environment Agency says levels in the rivers wye and severn will remain especially high. We can speak now to tim muffett whos in south wales, at the wye bridge for us. What is the situation there this morning . The river levels are now at about 5. 91 metres so they have come down slightly from what they were yesterday here in monmouth which was more than seven metres. Compare that to 2. 5 more than seven metres. Compare that to 2. 5 three metres this time of year. Twice as high as expected. The wye bridge has been close to both pedestrians and traffic. The village over the other side is cut off from monmouth and you can hopefully see that this river has blocked those people from coming over here as well. Just watching the level of water cascading through is quite extraordinary. A nearby Water Treatment plant was flooded yesterday and residents are being encouraged to buy bottled water because of the supply of Drinking Water might be affected by that. A lot of disruption here in monmouth. The Welsh Government budged £10 million to help those affected by the flood. At least 800 homes and businesses have been caught up in this but we really do expect that figure to rise. For the moment, thank you. The inquest into the death of television presenter, caroline flack, is due to open today. The former love island host was found dead at her home in london on saturday. Its understood she took her own life. Ahead of the inquest her family have released an unpublished Instagram Post she wrote before she died, in which she said her arrest for assaulting her boyfriend meant, i have lost myjob, my home, my ability to speak. The truth has been taken out of my hand. More than 300 passengers who have tested negative for the coronavirus have left a cruise liner moored off the coast of japan, after two weeks of quarantine. Around 500 people have been infected on the diamond princess the biggest cluster outside mainland china. The uk government is preparing to fly home around 70 british tourists. Simon jones has more. Finally released after weeks on a luxury cruise liner, in far from luxurious circumstances, due to an outbreak of coronavirus on board. Groups of passengers whove tested negative allowed to leave. But its not good news for britains david and sally abel whod been documenting their ordeal. They have the virus. We are both positive. We are going to a hostel because there is not a hospital bed anywhere around, ok . So were going to a hostel and, in four orfive days, we will be removed from the hostel and put into a hospital, where we will receive treatment. The Foreign Office here in london has been facing some stinging criticism, not least from the abel family, that they have not been doing enough to help the british citizens stranded on board the cruise ship. Officials though insist they have been working to organise a Repatriation Flight but it is thought anyone returning to the uk is likely to have to face a further period in quarantine. 340 us citizens were allowed off the ship earlier this week, but more than 540 people on board have tested positive for the virus, the biggest outbreak outside china, raising questions about whether the keeping passengers on board whats been called the floating prison for so long was the best way to deal with the situation. Simon jones, bbc news. The biggest names in the Music Industry gathered for the 40th brit awards last night, with lewis capaldi, stormzy and Billie Eilish among the winners. The evening will also be remembered for some political performances, notably by the rapper dave, who won best album. In his song black he paid tribute to the Grenfell Tower victims, and called the Prime Minister a racist. David sillito has more. Voiceover welcome to the brit awards 2020. Im overyou, and i dont need your lies no more. The 40th brit awards. And it was a big night for. Lewis capaldi a popular winner but they had to hit the mute button for his speech. But others were here to be heard, such as the Mercury Prize winning artist dave, in a performance that was impassioned, angry and political. The truth is our Prime Ministers a real racist. Downing street says it wont be commenting. I say the least racist is still racist. Equality is a right, it does not deserve credit. Five years on here we was, centre stage, with a brit and a message to the former home secretary. And there was also a heartfelt and personal message from another brit winner. Someone i hold dear to my heart, who made it when i couldnt come into this country, thank you theresa may. This 40th Anniversary Show something ofa this 40th Anniversary Show something of a contrast however began as a tribute to the silverjubilee. Also a heartfelt and personal message from a winner. I felt very hated recently. 18 year old Billie Eilish 54 million followers on instagram, and her welcome here a relief from the online hate. It genuinely made me want to cry, and i want to cry right now, so thank you. David sillito, bbc news, the brits. Now, how about this for Crime Fighting . This is the moment a 77 year old man fought off a mugger who demanded cash and his bank cards outside a supermarket. South Wales Police Said the pensioner showed great bravery but had been left shaken. All that unfolded just outside a supermarket, captured by cctv camera. We have been talking this morning about flood affected areas across the country. Lets go to carol with the latest. The Environment Agency still has six severe Flood Warnings in force and that means danger to life in england. What we have for the next few days unfortunately is a further heavy rain in areas that have already been flooded and if the ground is already saturated so there isa ground is already saturated so there is a chance we will see further issues with further flooding. First thing will also be some sunshine, high cloud from the west turning it hazy. The cloud thickens and more rain from the west towards the east accompanied by strengthening winds. Pretty gusty winds especially through the irish sea. Temperatures are 7 10 degrees. From 1800 until 1500 tomorrow at the met office has weather warnings out for the heavy rainfor weather warnings out for the heavy rain for north west england, north and south wales. Overnight, our first batch of rain boots off into the north sea, a second one coming in hot on its hills before a third weather front for tomorrow bringing in further spells of rain. Temperatures going up but anything north of the country it will be a chilly night. Tomorrow, we have got this band of rain which is moving out of scotland and across england and wales, heading steadily south s ward s. A squally band of rain. South eastwards. Gusty winds 45 miles per hour. It will turn colder, brighter with sunshine and showers and it will be wintry across the hills of scotland, Northern Ireland and Northern England. Lets stick with the weather now, and the ongoing threat to homes in parts of the uk as river levels threaten to breach flood barriers following storm dennis. More than 160 warnings are in place across england, wales and scotland, including six severe or danger to life warnings. Among the worst affected areas are south wales, herefordshire, worcestershire and shropshire, where major incidents were declared. Hundreds of properties have been flooded as a result of the rain, which caused rivers to reach record levels. The Environment Agency has warned that levels on the rivers wye and severn will remain especially high into the weekend after both broke records this week. We can now speak to Flood Recovery specialist heather shepherd from her home in shewsbury, close to the river severn. You may be a flood specialist partly because of where you live. You are inside your house today, you have no flooding inside the house. Is that right . We were so lucky, we got away with it by literally a whisker. U nfortu nately not with it by literally a whisker. Unfortunately not for my lovely neighbours, many of them did u nfortu nately get neighbours, many of them did unfortunately get water in their homes. So probably what we can do, it might help people, we can show some of the pictures you yourself have taken of the immediate surrounding area of your property, and we will probably get a sense of some of the situations you find yourself in. Can you just explained to us the sort of geography and how close you have come to the waters this time . So literally it was about to come in. It was that close. It was a slow rise, but its very deep, the water, when it does come into the water, when it does come into the village, to the point when you actually cant get in and out. I think one of the photos that you haveis think one of the photos that you have is of a big army flood bus which is usually used for. It is owned by the local pub, who we have been using. I think one of the pictures show that going off into the distance, into an area that is incredibly deep, so deep that actually attractor has broken down and stopped in the middle of it, in floods in the past. So you can imagine the depth is enormous. Normally to get in and out of the village at the moment you would need a boat. So heather, you are from the National Flood forum, and we have had exceptional conditions. So given that, and that is just a straightforward fact, what are the Big Questions you are asking, and people that have been badly affected are asking, at this point . Well, i mean, it is unprecedented, what we have seen. There is so much damage and upset and stressful people at the moment, and we really need to look at flooding in a different way. What really concerns me is this is on the increase. I have been working in flood risk for over 20 years, and it is getting worse and worse. What happens to our children and our childrens children in the future . We need to be a lot more proactive about what flooding will look like in this country in 50 years time, say. But also, i think that there is a lot of villages and particularly rural areas and inner city areas that do not match the governments criteria for funding, and we are seeing multiple flooding is in this area, but there is not the access to finance to be able to do anything more for them. So government needs to really look at that criteria and see how it can embrace more communities with help. What has the pattern being in the past, heather . Obviously there is so much focus right now in places like yours that are so badly affected. But when the cameras are gone and the flooding has died down, is it your sense that it is convenient for everyone to forget about the problems . It is convenient for everyone to forget about the problems7m it is convenient for everyone to forget about the problems . It is. While all of you wonderful bbc people put all these pictures out, and it keeps flooding in focus, once that has gone away, then yes, it goes down on the governments agenda. And we see complacency is. But where people are left for months on end, it takes on average 6 18 months to recover from a flood, and often well beyond that time. And in that space of time, there are so many issues that people face that are very many issues that people face that are very difficult. Unless you really understand what those issues are and are able to move people forward , are and are able to move people forward, then people feel very stuck, and they cant see a light at the end of the tunnel. And of course, as we know, this can cause tremendous stress and anxiety, and that has been shown in research now, that has been shown in research now, that it that has been shown in research now, thatitis that has been shown in research now, that it is extensive, the mental and physical health side of flooding. And just on the domestic front, you mention the word stuck, can you get out of the house at the moment . And i know you have some wildlife. How are things . Yes, i havent got as much wildlife, so that is fine, and ican much wildlife, so that is fine, and i can step out of my back door now onto dry land. We all have waders and things in the village, so it is very important that we are keeping an eye on and making sure that people who are stranded and that we cant get to rok, and that they have got enough food and they have got heat, and that actually there is the availability for them to evacuate if they want, and a couple of people have evacuated from the village. But we are quite stole what, and we are supportive of each other stalwart. There is nothing to do but basically ride it out, and then there is the big clear up, the mess it leaves behind is huge. Well, thank you very much, and good luck for the next few days. Thank you very much. The bells of Westminster Abbey will ring out today to celebrate Prince Andrews 60th birthday, despite the scandal surrounding his friendship with convicted sex offenderjeffrey epstein. Certain royal birthdays are traditionally marked by the ringing of bells at the abbey, but campaigners say it is crass and offensive. Royal commentator angela levin joins us now from westminster. Good morning to you. What do you think about this tradition . Well, its very interesting, because Westminster Abbey belongs to the monarchy. Its not part of a diocese, so its not a bishop who says i want to have these bells rung ori says i want to have these bells rung or i dont want to have them running. It is up to them and it is up running. It is up to them and it is up to the monarchy. And they decided that they didnt want to change tradition. Thats the excuse. So it is going on. I think peoples reaction will be one of three things. One, they couldnt care less, really, because they are not that interested in andrew. Two, they think it is absolutely outrageous that his birthday should be celebrated in this way, particularly by an abbey, and three, that really, its only bells. So its hard to know how people are going to react. Ifind it is know how people are going to react. I find it is a bit distasteful myself. Does this indicate to you, perhaps, you know these things in your role, does this indicate to you perhaps that Prince Andrew is hoping for a return to public life . perhaps that Prince Andrew is hoping for a return to public life . I think he is probably in quite a depression at the moment. He has stepped back. He cant go out and play golf because the weather is too awful. He cant go to america, which he loves to do. He loves travelling. He cant do that and say it is on behalf of the queen. I think he hasjust stepped back and being very quiet, as he has been told to do, and hope for the best. And how do you think the royal family have handled this whole situation up until this point . Well, its very interesting, actually, because here we have seen the queen bee the queen, and her sense of duty, which has overcome her feelings of being a mother. She has adored andrew, he is supposed to be her favourite child, has adored andrew, he is supposed to be herfavourite child, and has adored andrew, he is supposed to be her favourite child, and she has adored andrew, he is supposed to be herfavourite child, and she is incredibly fond of him. At the time he was born, Prince Philip was getting very restless with being. Walking behind her and not having a role, and he went off for several months, he came back, she got pregnant, they had a baby, and they bonded ever since. So he is very special to her. But i think she realised that she had to do her duty above all else, and she has just asked him to withdraw. And how do you think members of the general public, perhaps people watching us at home today, what do you think they make of the bells ringing today for his birthday . Well, as i said, i think everybody might have a different view on it, but it will be divided between those three things. Couldnt care less, it is only bells, and actually it is outrageous to celebrate it. I mean, all the councils in the country are not obliged to put up flags. This is normal, because it is supposed to be. Birthdays are represented in that way, as are other Senior Members of the royal family, and it is now no longer compulsory. So they will make up their own minds. So it will make up their own minds. So it will be quite interesting to see how Many Councils do put up the flags. I reckon not very many. But the interesting thing as well as he is not really a Senior Member of the royal family any more, and so i think that is a bit silly anyway. Because angela, looking at the list, the bells do seem to ring for quite a few people. There is the queen, the duke of edinburgh, all of their children, the duke and duchess of cambridge, and their children as well. So this does happen quite a lot. Yes, it is quite a lot. It is probably enough, isnt it . Prince charles wants a smaller, streamlined monarchy, and i think that might go, and it is just the royal family itself. It is quite nice. It is not harmful in any way. But i think that Prince Andrew is no longer respected asa Prince Andrew is no longer respected as a member of the royal family, and i think that until things are sorted there, that that should be. He should be quiet and things shouldnt be celebrated that way. Thank you very much indeed, and thank you for talking to us while the bells are actually ringing throughout that whole interview. Angela, thank you. Youre watching breakfast from bbc news. Still to come this morning you are the late replacement bus, and the difference between us ive got doubts. Guts. Joy france, the 63 year old nanna making a name for herself in the rap world, will be here. Time now to get the news, travel and weather where you are. Good morning from bbc london, im geeta pendse. Overcrowding in housing in parts of london and the south east is worse now than at any other period in 40 years. Thats according to research from Queens University belfast. But when you see the project, if you come to the exhibition, you can definitely see that the theme here is there is more than one kind ofjew. Lets take a look at the travel situation now. There is currently a good service on all lines at the moment. Minor on all lines at the moment. Delays on the hammer city minor delays on the hammersmith city line. A look at the cameras, and the m25 is queueing anticlockwise from junction 27 to j25. That is due to an earlier collision. Eight, possibly nine celsius to start us off tomorrow morning. And at first quite a bit of dry weather, although cloudy, but weve got a really intense band of rain to cross us through the afternoon. Hello this is breakfast with Charlie Stayt and sally nugent. The government has announced its shake up of the uks immigration system. From next year, people who want to work in britain will be treated the same, whether theyre from the eu or outside it. The new system is about points and people who want to come here will need at least 70 to apply. So how do the points break down . Having a job offer before you apply will get you 20 points. Youll also get a further 20 points if thatjob is at an appropriate skill level. An additional 20 points will be awarded if you have a £25,000 salary, or work in a sector where theres a Labour Shortage. And speaking english will also be a requirement that will earn you 10 points. But therell be no entry to the uk for most people doing whats classed as lower skilled work in restaurants, care homes orFood Processing plants. Werejoined now by home secretary, priti patel. It has been described as a radical shakeup of it has been described as a radical sha keup of the it has been described as a radical shakeup of the immigration system. What is the broader outline . M shakeup of the immigration system. What is the broader outline . It is a radical shakeup. The first time in nearly 40 years with the British Government will be in control and determine its own immigration policy and will also be able to determine the type of system it would be in control of and we are bringing an end to Free Movement of labour which is linked to our membership of the european union. As you have already said, we are no longer have a visa for low skilled workers to come to the uk. This will be a single global system that does not want discriminated if you come from the eu or outside the eu. It will be based on talent and skills, the points based system that you can bring to the United Kingdom but importantly this is a new system that will be in the control of the British Government. In order to work in the uk you need to accumulate 70 points. In what circumstances will someone be allowed to work here and get a visa without reaching that 70 point mark. First of all, let me explain how the system is going to work. From january one next year, we will have this points based system and it will be phased over a number of years but with regards to how people can come to the uk, to work, they need to meet these skills criteria. We have set out these anything policy statement document. People will have points applied to them. If for example they do not meet the salary threshold but have the right level of skills in a particular set weather s demand their skills, then of course they can come into the uk and have a tradable points that they will gain. But they will have to be sponsored by businesses, employers and we are already working on discussing with businesses in terms of how that system will work and what this means for business sponsorship, the way visas are granted that we will streamline it to make it more efficient. Importa ntly, streamline it to make it more efficient. Importantly, this basically redefines our immigration policy so the brightest and the best, people with skills need to come to the uk and we will no longer have the way for cheap labour which is dominated this country for far too long. Other circumstances in which low skilled workers who do not reach that 70 point markup will be allowed to work in the uk . First of all, when it comes to the Labour Market itself, we will continue to look at the dynamics of the Labour Markets and sectors and if the are Labour Shortages in case that is. Ab working with the Migration Advisory Committee and many of the recommendations have been featuring in the development of this policy. I have been working. Of course, they will be tradable points over a period of time with the development of the point system that will set a enable people with the right skills that our economy needs. The point i am trying to get at, the practical reality of this points based system and a lot of people are already suggesting this, is there will have to be so many exemptions that make the broad brush treatment irrelevant and that is why i am focusing in on this issue of whether the right circumstances, notwithstanding whether you take points from one place, your languages better, qualification is better, there will be people who can do jobs qualification is better, there will be people who can dojobs in qualification is better, there will be people who can do jobs in the qualification is better, there will be people who can dojobs in the uk who will never reach that 70 point market in the low skilled set is so will they be allowed to work in the uk if they do not reach that 70 point was make it is important to reflect that the system we are introducing is about the brightest and the best. We want to encourage people with the skills and talent to come to the uk and we do want to add and reduce the number of people coming to the United Kingdom with low skills. We believe firmly and we have seen this as well through Labour Market analysis and statistics figures alone, we have 8. 5 Million People in the uk age between 16 and 64 who were economically inactive. We want businesses to invest in them, invest in skilling them up, training them, working with government and levelling up across the country investing in skills and technology and regions. Plenty of people in the uk who should be looking to up skill and train and of course that will complement the work we are doing at the high skill and but also complement the ready the millions of people already in the uk the stash already. To continue to support our economy and our market but importantly make sure we have a high skilled, highly trained and highly productive economy in the future. Lets talk about some of the specific areas who are concerned about this new policy. In the care sector, the uk homecare association, the quote from them is that they have described the lack of provision for low paid workers as irresponsible, they have gone on to say that cutting off the supply of respective co workers will pave the way for more people waiting unnecessarily in hospital or in other centres so they have a very clear problem. A lot of the people who work in those sectors are low paid and would not on the face of it qualify which would mean they say a shortage. Let me just reflect upon those comments. Working in the nhs and providing good quality care and Compassionate Care is not a low skilled occupation. First of all, we have already created nhs fast track visa for medical workers and healthcare fast track visa for medical workers and healthca re professions, officials to come and work in the United Kingdom and that is really important. There are many people already here from the eu that are qualified and have the skills, a level equivalent, working in the ca re level equivalent, working in the care sector and of course they all meet the highly skilled route to come to the uk. The Migration Advisory Committee has been abundantly clear in their report and comments that immigration alone is not the root to providing and addressing many of the challenges within social care. I am working within social care. I am working with the department of health and social care and that working with the healthcare profession to look at what more they can do in terms of skilling up and supporting individuals that are coming into social get specifically, they are investing already in a department with finances of over £1. 5 billion this year alone to invest in people training and that is the right approach but we need a holistic approach but we need a holistic approach to social care. This is not about bringing in low skilled workers to work in the Health Sector or social care to provide good quality care you need people with skills and that is what the system is encouraging. All of those sectors that have raised issues, you seem to be rejecting out of had their concerns. The cbi says certain sectors recruit in the lower skill area. People working in catering, waiting, there are real concerns around the average wages that which would not add up to the annual salaries you talk about but are in high demand and jobs that are vacant as we speak. A number of points here. I have already mentioned there are over 8 Million People in the uk that are economically inactive. This isa that are economically inactive. This is a call upon businesses to work with the government to train people in the uk, to skill them up and work in many sectors. At the same time, there is a clear issue in terms of businesses and business engagement. This is have been calling in fact for the higher skill route when it comes to immigration and migration and calling for easier visa axis which is exactly what we have been doing, they have called to abolish the Labour Market test which is basically what we have done. We have been working with them and meeting many of the criteria and changes they have asked for. Business now has a fantastic opportunity to work with this government and level up across the uk, invest in people, use innovation and technology, invest in skills across all sectors, whether it is retail, hospitality, some of the sectors where they have the too long relied on low skill labour mainly and predominantly from the eu and investing in people across the uk. If and investing in people across the uk. Ifi and investing in people across the uk. If i may, and investing in people across the uk. If may,| and investing in people across the uk. If i may, i thought and investing in people across the uk. If may, ithought of and investing in people across the uk. If may, i thought of the ma nifesto uk. If may, i thought of the manifesto pledge in the election, of course which you want by a huge margin, you said you were looking to reduce immigration overall. Is that still what you intend to do, to reduce immigration . Of course because we will have an immigration system that is in control of the uk government. But you have not put numbers on it. We do not need arbitrary numbers because we are ending Free Movement and you will see immigration numbers come down which is quite frankly what the British Public voted for in the referendum, in the election and again reaffirmed in december during the election of 2019. They plenty what immigration to come down. A points based system, ending Free Movement from the eu creating one single immigration control by the government will achieve exactly that, reducing overall numbers of migrants coming to the United Kingdom. One other thing while you are with us. You would have been aware of the brit awards and the rapper, dave, did a performance accusing the Prime Minister of being accusing the Prime Minister of being a racist. And i ask your thoughts on that . If you do not mind, did not see the performance but i simply do not subscribe to those comments at all. I know the Prime Minister and have worked with him for many years and hes not a racist and i am afraid that is a generalisation which i disagree with. Do you think it is damaging for him, played out ina public it is damaging for him, played out in a public way by a popular artist . Artists and entertainers say all sorts of things. I do not know how much he knows about the Prime Minister, whether he has met him. I work with the Prime Minister and no borisjohnson very work with the Prime Minister and no Boris Johnson very well and work with the Prime Minister and no borisjohnson very well and no way easy a racist. The wrong assertion to make about our Prime Minister. Thank you very much, the home secretary speaking to us. Lets catch up with some sport. And was we do not say very often. Liveable beaten. It can be done. Liverpool. Liverpool have been beaten it ended 1 nil to Atletico Madrid after the first leg lsat night. The only goal was pretty early on saul niguez putting them ahead after after just 4 minutes. Liverpool failed to register a single shot on target and mo salahs header was as close as they got. The atmosphere at the metropolita na was raucous butjurgen klopp hsa warned atletico fans that anfield will be just as intimidating. We speak form time to time about the power of anfield and the power of the stadium, what the stadium can have tonight you saw it. We do not think it will be easy because they will have diego costa in different circumstances and we have to see who we can line up but, as long as we can get 11 players in as long as we can get 11 players in a liveable shirt we will try with all we have. Liverpool. For all the fans who can get a ticket to the game, come to an field. Last nights only other fixture saw Borussia Dortmund beat Paris Saint Germain 2 1. Both their goals came from erling haaland. Tonight its tottenhams turn last years finalists host rb leipzig. Theyll do so without son heung min hes been ruled out for several weeks after fracturing his arm in their premier league win at aston villa on sunday. Spurs are already missing england striker harry kane with injury and Jose Mourinho says the situation couldnt be worse. The mind games continue in las vegas ahead of this weekends world heavyweight rematch between tyson fury and Deontay Wilder. Fury arrived at the mgm grad hotel last night wearing another typically tyson jacket, with hundreds of images of his own face on it. He received a heros welcome aheas of saturdays showdown as the pair look to end each others unbeaten record, nearly 15 months on from their draw back in 2018. Im going to pressure the pressure, he put me down and he could not keep me down and that must be playing on his mind. I am going for you, baby. I think he means it. What is interesting is the reaction. People are treating him like he is the home fighter. I tell you who else we love, carol. And we need her this morning because the weather is really important. Bless you, sally. We still have six severe Flood Warnings in force across parts of england. This is of course from the Environment Agency. Severe Flood Warnings mean danger to life. In addition to that, there are 155 Flood Warnings. That means that flooding is expected, and that is across parts of scotland, Northern Ireland, wales and also england. What we have this morning and for the next few days is rain coming our way. Some heavy rain across north west england and also wales. The met office have got weather warnings out for this, the rain falling on already saturated ground, so that does mean there is the risk of some more flooding. You can see what is happening. After a quiet start, an array of weather fronts come our way, notjust today but also through tonight and into tomorrow, all of them bringing rain. But first thing this morning it is dry for some of us. There is a lovely sunrise, especially the further east that you travel, but we also have a lovely sunrise in worcestershire this morning. The sun will turn hazy through the day is more high cloud comes our way, and thick cloud comes in, bringing rain from the west and strengthening winds. Some of this rain will be heavy as it moves from the west towards the east. Gusty winds through the irish sea. Temperatures 7 through the irish sea. Temperatures 7 around 10 degrees. Picking that ran up through the evening and overnight, it continues to push steadily eastwards. Then we have another front which brings steadily eastwards. Then we have anotherfront which brings more rain in and if we follow that front down, we have another one moving in from the west, also bringing some rain. So it will be cold in the north of the country tonight, milder as we push further south. For some of us, temperatures are actually going to go temperatures are actually going to 9 up temperatures are actually going to go up through the course of the night. So a dry start in the south east, but then we have this band of rain moving out of scotland and crossing england and wales. It isa and crossing england and wales. It is a squally band of rain. What that means is you will see some intense bursts in a short amount of time, and it will be accompanied by very gusty winds, gusting 45, 50 mph. This is a cold front. Behind it, the airwill turn this is a cold front. Behind it, the air will turn colder, so temperatures going down through the day. It also means we will see some wintriness across the hills of scotland, Northern Ireland and also Northern England. That front clears away and it will be windy by night, and then weve got this next clutch of fronts coming our way during the course of friday. Here is the rain associated with that, depositing some snow for a time on the hills in scotland, and it is going to be sinking southwards. The met office has another weather warning out for Northern England for the rainfall expected. These black circles indicate just strengths, the far north of scotland could have gas in excess of 70 mph or possibly more. Temperature wise, were on the mild side for this stage of the year. Into the weekend, it will still be windy, with gales for some, more especially north west scotland. We will also see some snow, but there is also some more rain in the but we think at the moment this is going to bea think at the moment this is going to be a little bit further north. A lot of people paying very close attention to the rain over the next few days, not least people near ross on wye. Few days, not least people near rossonwye. For a very particular reason. Nina is at a farm near ross on wye this morning looking at the economical impact of the recent floods. Morning, nina. You can see from the scene behind you how badly they have been affected. Yes, thats right. Good morning, sally and charlie. Just to explain where i am standing now, if you look behind me this way, this is a rapeseed plant that would have produced rapeseed oil. There are 100 acres of it on this farm. But look this way. Around a third of the rapeseed plant at the moment is submerged in water, and that tra nslates submerged in water, and that translates to this farm of tens of thousands of pounds. It is notjust here in herefordshire, but shropshire, worcester, gloucestershire and all the way up into wales. Devastation across thousands and thousands of farms, and the National FarmersUnion Alliance who ensure thousands of farms across the country tell us already insurance claims are heading upwards of £20 million, and they expect that number to claim much higher. And it makes sense if you think about the battering of storm ciara, and on top of that came dennis. Wet upon wet upon wet. Lets talk to this farm about the impact on his farm. Good morning to you. Hundreds of acres submerged in water, what does that mean for your crop . Like you say, we have 160 acres of crop underwater, and the crop is drowning at the moment, if it hasnt already drowned. Is it too soon to put a number on what that will mean financially to you . Absolutely. The big issue has been a combination of rain starting in september, so we are now looking at another rain event, storm dennis bought a month worth of rain in two days. We wont know until we get down here to replant and until we get a combine harvester in august. And it was a particularly dry summer last year towards the end of it, and following that with extreme wet weather. What does that do to your soil and to trying to bring in your harvest . Yes, so we had a tricky harvest . Yes, so we had a tricky harvest getting in and the rain started quite early for us in the autumn, which meant we really struggled to get crops into the ground. That has been nationwide, which is quite unusual, all the way through the breadbasket of the uk. It meant we have struggled to get crops in and at the moment we are going to struggle to get anything else in. How does it compare to other winters you have been to . Farming is in your genes, it is in your blood. What does it look like at the moment . It is the worst, it is unprecedented. The river level gauges have broken because they have never seen the water this high. Dad has been here 50 years and has flooding records and it has never been this high before. It is phenomenal. It is sort of humbling away. We think we are so clever in what we do in agriculture and we are 100 controlled by mother nature. And these events seem to be getting more frequent. And you have a new baby daughter, congratulations. It is your dream to pass this land onto her. At the moment, how optimistic do you feel about that . At the moment, not very optimistic. Were trying to find the most Sustainable Way we trying to find the most Sustainable Way we can. Trying to find the most Sustainable Way we can. We have a wide rotation and hopefully my daughter if wants to can take over this farm. I have to can take over this farm. I have to stay optimistic, i still have quite a large career ahead of me, i hope, and you have to be optimistic about it. But this makes it very difficult. Thank you very much for sharing your story with us this morning, and there is obviously a very human side to these floods, concern about whether land that has beenin concern about whether land that has been in families for generations will be able to be passed on. The environment secretary told the bbc this week money will be made available for people recovering from flooding, but not in all counties across the country. Questions around that but also around a long term plan. What can we do to protect rural economies when the weather is becoming increasingly unpredictable . Thank you very much, just looking at the seams behind you, were going to talk now about some of the problems it causes for wildlife. We can talk about this more now with the rspcas water rescue co ordinator, jason finch. Ididnt i didnt know that role existed, but given the scale of the problems in these cases, you have been called in a lot. Yes, resources have been really stretched since saturday, really. From 7am saturday morning right through to about 9 30pm every night, saturday, sunday and monday. So it has been a pretty hectic and busy time for us. So we can see some of the rescues you have been involved in. The first one i think isjemima. Jemima is involved in. The first one i think isjemima. Jemima is a pony. Tell us a bit about this. Jemima is a pony that was stranded, this was at guildford. She was stranded on a very small piece of land and it was literally three metres by three metres. She was surrounded by floodwater. There was a river running through the field as well, so you can see in front of the guy there there is a river in front of him. But at the back of her with the main a3. So she was literally enclosed. There was nowhere for her to go. It was too dangerous to take her out of the a3, so the guys had to assess the situation and what would help best to get her out of there. The best thing for us is a lwa ys there. The best thing for us is always if we can leave animals in situ, we will, and feed them in situ, we will, and feed them in situ, because it is a dangerous operation to take them out. Go back a step, though. If we see those pictures again, we pick up on it where the pony has a rope attached on it. How did the rope get to the pony . So they assessed the situation, assessed that her welfare would be compromised if she was left where she was. They couldnt take her backwards because of the main a3 and they were too many obstacles to ta ke and they were too many obstacles to take her out that way, so the only way to get her out was to walk through the floodwater and then swim her over a river to dry land. So the officers swam across the water. So the officers swam across the river to assess her and assess the situation further, and once they decided that was the only way to get her out, they then had to swim a line out, attach the line with a Quick Release mechanism on it to her head collar, and then encourage her to go into the water, and she was asked to swim through the river back to dry land. So thats what was happening in that picture. We have been out live on a farm this morning and one of the situations lots of farmers have really struggled with was with sheep, managing sheep in this situation. What are the difficulties there . Sheep are always an issue for us with these large events. Sheep are out in fields, they may be in areas that are very susceptible to flooding. We have had articular problems in wales. I am not sure where that picture is. We had particular problems in wales. The problem with sheep is they have got fleece that once it gets wet causes them a problem. When it is dry, it is great, but once it gets wet causes them a problem, and they can drown because they cant swim very well, because the fleece waved them down. So we had to go to several flocks of sheep, assess them. There was one particular flock in north wales, it was 22 heavily pregnant ewes, and they were stuck ona pregnant ewes, and they were stuck on a very small island, no food on the island at all, farmer was panicking, surrounded by fast flowing floodwater, but the difficulty with that situation is the guys went out on boats to assess them, and the harrowing thing for us is making the decision to leave them where they are. Because if we tried to rescue them and force them into the water, they might have panicked and gone into the water, they are very likely to drown. So they had to leave them where they were, but the farmer provided feed and they took the feed over on a boat so that the sheep had enough feed to last them until the waters had receded. Hearing the stories of your offices, and full of respect for the work youre doing, and really interesting hearing them. Thank you. Time now to get the news, travel and weather where you are. But when you see the project, if you come to the exhibition, you can definitely see that the theme here is there is more than one kind ofjew. Lets take a look at the travel situation now. On the tubes, a faulty train has left minor delays on the circle line clockwise and hammersmith city line eastbound. A look at the roads, and on the m25, there is queueing anticlockwise from junction 27 to junction 25. That is due an earlier collision. Then some high cloud pushes in, in advance of the rain, to pull in for the afternoon quite patchy and light in places. Eight, possibly nine celsius to start us off tomorrow morning. And at first quite a bit of dry weather, although cloudy, but weve got a really intense band of rain to cross us through the afternoon. Low skilled Migrant Workers seeking employment in the uk will not be able to get a visa under the governments new plans for a points based immigration system. Ministers say employers must move away from a reliance on cheap labour from europe and invest in technology. V importantly now this redefines our imintegration policy to the brightest and best, people with skills need to come to the uk and we will no longer have the routes for cheap low skill labour that has dominated forfar too cheap low skill labour that has dominated for far too long. Migration policy to the brightest and best, people with skills need to come to the uk and we will no longer have the routes for cheap low skill labour that has dominated for far too long. I think there is going to have to be a lot of exemption, and exception, i think this policy is going to turn into a muddle, and yet, it sends a very clear message that immigration isa very clear message that immigration is a bad thing and i think that is a toxic message to send. Lets concentrate on a practical system, a fair system, that can be made to work. This was a pledge and now we are seeing the detail 678 yes, a ma nifesto seeing the detail 678 yes, a manifesto pledge and perhaps some of a personal pledge for borisjohnson as well after the referendum campaign, the government see this as a key pa rt campaign, the government see this as a key part of delivering that brexit package, and you will remember, during the general election, you mention the conservatives were keen on talking about immigration, they think it is something of a vote winnerfor think it is something of a vote winner for them. Think it is something of a vote winnerforthem. However, the conservative party is the self proclaimed party of business. The hospitality sector arent particularly impressed with the plans because it will shut off their access to waiters and kitchen staff. The conservative party is the party that says it is going to solve the social care crisis but again this new system would shut off access for many ca re new system would shut off access for many care worker, the government has been bullish about this saying people will need to adjust and air captain. Business also have to invest in retaining staff and future technology as well, but as we heard from diane abbott, the shadow home secretary, they think there is going to be so many exceptions it will be rendered meaningless. Thank you. Caroline flacks family have released an unpublished Instagram Post she wrote before she died, in which she talks about her arrest for assaulting her boyfriend. It comes ahead of the inquest into her death, which starts later today. The former love island host was found dead at her home in london on saturday. Its understood she took her own life. The post says ive lost myjob. My home. My ability to speak. The truth has been taken out of my hands and used as entertainment. But i am not a domestic abuser. We had an argument and an accident happened. An accident. To invest in retaining staff and future technology as well, but as we heard from diane abbott, the shadow home secretary, they think there is going to be so more than 300 passengers who have tested negative for the coronavirus have left a cruise liner moored off the coast of japan, after two weeks of quarantine. Around 500 people have been infected on the diamond princess the biggest cluster outside mainland china. The uk government is preparing to fly home around 70 british tourists. We can speak now to our correspondent, laura bicker, who is in yokohama. Laura, let us start with what the situation is for those british tourist, what can you tell us . Well, we have spoken to the japanese embassy, the British Embassy here in japan, what they have told us is a plane will be on the way to pick up those british passengers onboard the diamond princess but we are not sure when, because they have not given us details about that. However, what they have said is that they are aed advising brits to stay onboard the diamond present session, no tot leave, that is maybe so they can keep track of where they are going to do go. Elsewhere we know the Australian Government is moving to get their passengers off today, 200 passenger, we have seen preparations for that ongoing, they say they will test those passengers five times, before they reach australia, and then, they will be placed in 14 days worth of quarantine. It will be the same for british passengers who come off, even once they have reached the uk they will have to undergo another 14 days of worth of quarantine. It has been same for those in the us and this morning the south koreans took their passengers home. South korea has gone further, they have said that anyone coming off the diamond princess, any foreigner coming off the diamond princess will not be allowed to enter south korea, thatis not be allowed to enter south korea, that is because there is a debate here injapan that is because there is a debate here in japan about that is because there is a debate here injapan about the level of quarantine measures that were onboard the diamond princess in the last two weeks. Those measures have been criticised havent they. Last two weeks. Those measures have been criticised havent they. They have, we have heard the bbc has spoken to a professor from a university, he has dealt with a number of outbreaks including the ebola outbreak, he said that he managed to make it on to the diamond princess and he said he was scared, he said that he felt the Infection Control measures were totally inadequate, he said that the basis for cross contamination was large, he said that they werent taking basic precaution, and that is why he believes that one day after the next day these passengers who have being on this ship waiting to find out if they are go going co come down with they are go going co come down with the virus, that has been an anxious time. I know you have heard from a few of them, and now it is going to be even more anxious because they are not sure when they are going to get off and if this professor is correct, if they are going to remain virus correct, if they are going to remain virus free. Flood hit communities are braced for more heavy rain as river levels continue to threaten to breach barriers. Hundreds of properties have been flooded and evacuated across england and wales after storm dennis. The Environment Agency says levels in the rivers wye and severn will remain especially high. The most prestigious award at the brits album of the year has gone to the rapper, dave, for psychodrama. Hed earlier performed a version of his controversial track black, which accused the Prime Minister of being a racist. Lewis capaldi was named best new artist and won song of the year for someone you loved. And Billie Eilish gave the live debut of herjames bond theme, no time to die, backed by a 22 piece orchestra. She was saying she spoke to louise earlier in the week, how she was nervous because she had never performed the song before in a live venue. She did very well. It was incredible. Let us get an update on the weather situation, say good morning to carol. A lot of people with those floods, really worried about what is going to happen next. Yes, and there is more rain in the forecast. Good morning. At the moment, the Environment Agency still has six severe Flood Warnings in force, in england, that means danger to life. And in the next few days, there is further heavy rain, particularly for north west england and also wales, in areas where we have had the flooding and where the ground is saturated. There the risk that will be exacerbated. First thing this morning there is dry weather. Some seeing sunshine, high cloud will turn that hazy, and then rain already in the west, will continue to push steadily eastwards through the course of the day. Gusty winds with this, particularly so through the irish sea, and also, some snow on the tops of the hills in scotland. Scotland. Temperatures 710. As in scotland. Scotland. Temperatures 7 10. As we head through the evening and overnight that rain continues moving from the west to the east, the first batch clear, we have more coming in behind itand the first batch clear, we have more coming in behind it and for tomorrow we have more coming in behind that as well. Through the course of this evening and overnight, for many the temperature will rise but it is going to be cold if you are in the north or north west of scotland. So, through the course of tomorrow, here is this band of rain leaving scotla nd is this band of rain leaving scotland and pushing through england, and also wales, again you can see in areas where we have the Flooding Issues this, this is a quali band of rain, you will see some intense bursts of rain quickly and also means there is gusty winds round it, gusting 45, 50mph coming from nowhere, and behind that, we are back in to colder condition, and once again, with the colder air it means we will have some snow, particularly on Higher Ground, across scotland, Northern Ireland, and also Northern England but it will feel cold. Temperatures four in the north, to seven in the south. After that, the outlook still does remain unsettled. Charlie and sal. As weve been hearing passengers aboard the coronavirus hit diamond princess cruise liner, which has been docked in a japanese harbour for over two weeks, have begun to disembark. Hundreds of people are expected to leave the ship this morning. David and sally abel from northamptonshire are passengers on the ship they have been diagnosed with the virus. We are both positive. We are going to a hostel, because there isnt a hospital bed anywhere around, ok . So were going to a hostel and in four orfive days, well be removed from the hostel, and put into a hospital, where we will receive treatment. That was david speaking a short time ago this morning. That was david speaking a short time ago this morning. Well, sally and davids son steve joins us now from his home in northampton and werejoined here by kharn lambert, who was in quarantine in the uk after arriving on a government chartered flight from wuhan. Morning to you. If we could come to you first of all, steve. We have just seen that, those words from your dad this morning, we had you here yesterday, telling us how difficult the situation has been for yourfamily, it difficult the situation has been for your family, it must difficult the situation has been for yourfamily, it must be difficult the situation has been for your family, it must be so difficult for you to watch him this morning, tell us, what is the latest you know from him and how are you . Yes. Ok, so, a bit of a wirral wind since i spoke to you yesterday. Because after we heard they tested positive, then there is speculation that they thought they were negative, because he, he, he went across back in his mind about exactly how they were told they were positive, and he was trying to convinces himself that maybe we are negative, so i went to bed thinking, actually, they are actually negative and woke up this morning to find out no, it is confirmed again they are positive, so, a lot of confusion, we are all getting messed about, they are getting messed about, they are getting messed about, myself and my brother and sister, the full family here are getting messed about. Sorry. Steve. Tell you what, take a moment and we, everybody understands entirely, i know you were with us yesterday, and talking about these things is very difficult. We will give you a moment. There are other things you want to say to us, i will give you a moment and we will come to kharn in the studio. Just explain to kharn in the studio. Just explain to people, you will understand more than most, the emotions run high, in some ways it is not knowing things which is maybe the most difficult. Explain what happened to you. Yes, i mean, obviously we wereer evacuated from wuhan a few weeks aing a and taking up to arrow park and put into quarantine. It is, i understand steve there, i mean, it is, the unknown, you know, not knowing what is happen, it does make you feel anxious, it makes you feel stressed, we didnt know where we were going until we landed at brize norton, it was all speculation through the media, we were not told where we we re media, we were not told where we were going or what was going to be happening. Once we got into quarantine the staff were fantastic, you know, and you know, it was boring, but, it is what it is and i think it was necessary in what we had to do. Yes, so, steve, if we can come back to you now, i know we are very mindful, this is all, say things outloud sometimes and you talk to other people it can bring it back for you, help us with a bit of information if you can, if you are happy to do this, we, your parents are giving you permission to talk about their own situation, some of their health issues, that have been are out there now. What can you tell us about that . Ok, well, as you already know my dad is type two diabetic, he since lynn dependent though, he has a tooth infection, he was diagnose add couple of years ago with early on set dementia, so, the fa ct, with early on set dementia, so, the fact, i didnt mention that yesterday because i didnt think he wa nted yesterday because i didnt think he wanted to but i have spoken to him this morning, because, he is, he has been doing live feeds on his own social media and he stopped and then, he made a comment on his facebook and then he has had thousands of people commenting, because, he has probably not in the right state of mind at the moment, andi right state of mind at the moment, and i would hate for him to hear me say this, but he might be saying things he doesnt mean or i am sure he does mean them but he is very confused, with a lot of thing, and he is no going to be of his normal state of mind, and that is, so i wa nt state of mind, and that is, so i want people to realise that, yeah, he is going to be say things which, which he probably doesnt mean, but, soi which he probably doesnt mean, but, so i have spoken to him for half an hour this morning on the phone, i spoke to my mum and my dad, they seem fine. When i say they seem between, fine, they are obviously not. They have had their bags packed for over 24 hours, they thought they we re for over 24 hours, they thought they were being taken, excuse me, they thought they were being taken yesterday, but, no one came, and no communication, it was, it took my mum to actually call down to reception on the cruise ship, to get some answers, so, and English Speaking doctor then turned up, and told them that, confirmed they are both positive, but they still havent had it in writing, but it has been confirmed by English Speaking doctor they are positive and just from some of the research i have done myself and from reading a letter from the fco, have done myself and from reading a letterfrom the fco, i have done myself and from reading a letter from the fco, i am have done myself and from reading a letterfrom the fco, i am guessing confused with the fco and the British Embassy, we have spoke to both in tokyo, from the fco, they are saying that people who are negative can disembark as of 7. 00am this morning, japanese time, and obviously they have been told to stay in their room, so i think that is confirmation they are positive, but, one minute they are told they will be taken in an ambulance, the next they are told they will be taken on a coach, they are being messed about. These are two pensioner, i dont like to think of them like that, but it is just, they have been through so much, and i just want someone to take care of them, you know, someone, oh, i dont know what the next few days will hold for them and i am not there, i am here. It is very frustrating. Steve, i know you your instinct so clearly is to protect them both. That is difficult for you to at the moment. And your dad is getting lots of comments online and support from strangers and people round the world, what concrete help are you getting in this country, who is advising you, who is supporting you, do you feel like you are being supported at all . To be honest, i dont feel like i am being supported, no. No. Iwould love them to have a single point of contact, from someone, at the British Embassy, which i think they are talking to someone there at the British Embassy so they are getting response, i finally got my dad to reply to an e mail, to the British Embassy s authorising them to speak to myself and my wife so we can get through to them, because at the moment they reply to us saying we cant talk to you unfill your father authorises they can. But that has been confirmed now, but, ijust want them to have age isle point of contact, someone who can just speak to myself and my wife so we can get through to them, because at the moment they reply to us saying we cant talk to you unfill your father authorises they can. But that has been confirmed now, but, ijust want them to have age isle point of contact, someone who can just be there for them until. I wouldnt say 24 7 but you know what i am trying to say, just someone they can be there for them and reassure them every step of the way. I dont want them separated, thatjust cannot happen. They cant be separated. That, that is our worst fears because with my dads eearly on set dementia, she would wake up one morning, he is not this bad at the moment but he could wake up and be confused, so my mum needs to be there with him. I can tell you that kharn who has been through the quarantine, he is nodding all the way through, so many of the things that steve obviously, it very difficult time for that family, for eve ryo ne difficult time for that family, for everyone involved, you will really appreciate that, what was it like for yourfamily. Appreciate that, what was it like for your family. Exactly the same. My grandmother was with me in china, she suffers from copd. That was a stress, i had to deal with that and the embassies, trying to find medication for her and you dont get any information. The Foreign Office, one person calls you, someone else gives you different information and another person from the Foreign Office gives you another piece of information so it a whirlwind of information, you dont know what to believe and what is true and what is happen, it is stressful for your familya happen, it is stressful for your family a home. So, happen, it is stressful for your familya home. So, yes, i can understand where this family are coming from and appreciate what they are going through and hope it is over for them soon. Steve, a last thought from you, you appreciate everything you are sharing with us, i notice from our correspondent they say the British Embassy is saying a plane will be on the way, not sure when, i mean that is a line we have heard before, advising britons, clearly to stay onboa rd heard before, advising britons, clearly to stay onboard and that in the immediate term presumably is your parents situation. The immediate term presumably is your parents situation. Sorry, that is my parents situation, they wont be allowed on that plane will they, thatis be allowed on that plane will they, that is my assumption. We dont know the answer to that question at the moment but terms of the immediate future they will be staying on board the ship. That is right. Well, they have been told they are going to be, just like yesterday, they are going toa just like yesterday, they are going to a hostel, but they, they spent another night on the ship 5 not knowing where they will be taking in the middle of the night, and obviously they have, they are still there now, so it is now the evening, isnt it, in japan, there now, so it is now the evening, isnt it, injapan, and, well they are still on the ship 45 minutes ago, when i spoke to them. Ok, we thank you for your time this morning and we wish you of course and your family well and we will of course keep an eye on the situation and kharn thank you for sharing your experience this morning. Homes across parts of the uk remain at risk this morning, as river levels threaten to breach flood barriers following storm dennis. The Environment Agency has warned that levels on the rivers wye and severn will be especially high into the weekend, after both broke records earlier this week. Tim muffett is by the river wye in wales for us this morning, and can give us the latest. Tim, high water was due in the last few hour, what is the situation . Good morning from monmouth, and as you say, the waters have been very high yesterday the river reached record levels, bon seven metre, it is below six this morning but my goodness the volume of water coming through here is absolutely extraordinary. Take a look at our top shot this morning, and you might be able to make out a caravan park, which was evacuated yesterday, many homes and businesses have been affected by this. Let us chat to jeremy parr from Natural Resources wales, the welsh equivalent of the Environment Agency. You are the head of flood risk management. Have you ever seen anything like this . This is an exceptional am of water, across the whole of the country, so here in monmouth, the water level here, 70 centimetres higher than it has been, parts of the town were defend and you know, those defences helped prevent flooding but the other side the river, caravan park there, people had to be evacuated. So, what we have got here in monmouth, with the river wye, it rises slowly and goes down slowly, so this is the effect of the rainfall from the weekend. Other parts of wales, the rivers go up and down quickly. The taff valley that is where we saw the worst of the flooding in wales. What can be done to prevent thing, like this, if anything . It is a combination of thing, this is exceptional amount of water all the predictions from Climate Change scientist, we will see more of this sort of thing. There is no easy answer, it is a whole range of thing, defences have their place, we need to look at ways in which we can possibly make communities more resilient, that means bidding properties which you maybe accept there will be flooding from time to time. That is not a particularly good thing but that is the sort of thing we need to look at. Look at ways in which we can hold back water in catchment. It is very challenging. Sadly, there is not much that can be done, people will have to somehow learn to live with this. There is an element of learning to live with flooding. This isa learning to live with flooding. This is a societal question, this is about land use, about where we put homes and properties about plan foger the future, what we have to do really is have some of the Difficult Conversations about what we do in communities that are at risk of flooding because the risk is is there. This bridge has been closed, there. This bridge has been closed, there is a concern this bridge could collapse. Yes, the bridge has been closed for a couple of days now, we work with the Emergency Service and the local authority sharing that information a about what is likely to happen with the river, it is closed on a precautionary basis to stop people going across it and for safety reasons because of the amount of water and the force of that water. Thank you. I appreciate you area water. Thank you. I appreciate you are a very busy man and there is so many things to think about. Let us look round here, because as you can see, as the water makes its way down, yesterday, it turned out that Water Treatment plant close to here was flooded and that means the local residents have been encouraged to buy bottled water because there is a fear that Drinking Water supplies might be affected so so many things to worry about. For now, we will catch up on what is going on across the country, flooding isntjust here in monday mouth of course. Here is the latest news and weather and travel where you are. The impacts of storm dennis are still being felt and we have six severe Flood Warnings from the Environment Agency and theres more rain to come over the next few days, so there is the chance of further flooding for some parts of the uk. This is the rain moving in today but notice this kink in the weather system and that will mean that the rainfall prolongs into thursday before finally clearing away to the south east but bright skies across eastern areas of scotland and eastern areas of scotland and Eastern England before the cloud thickens up and we have patchy rain moving towards eastern areas by the end of the day but the rain will turn heavier in western scotland, across parts of wales, north west england this afternoon and maximum temperatures up to about seven or nine celsius but its the rain in parts of wales, north and south wales and north west england where we have a yellow warning from the met office because that is where we will see maybe 70 to 100 millimetres of rain over the next few days. And as you see, the rain continues in those areas as we go into thursday and temperatures will actually rise through the night for many between nine and 10 celsius by thursday morning and a bit chillier in the far north west of scotland. Here is that weather system again and during thursday it will make a very gradual process thursday it will make a very gradual process progress south and east and behind it you notice a white area of snow showers in the area areas much coal as the system moves to the south east and it will turn colder on thursday. Here is the rainfall again, between 70 and 100 millimetres of rain in north and south wales and that will push into the south east but behind it there will be clear skies and sunshine in the afternoon, fairly blustery conditions, snow showers over the Higher Ground and temperatures during the afternoon will be between five and nine celsius. That is all from me. Goodbye. This is worklife from bbc news, with ben bland and karin giannone. Some passengers start disembarking from the diamond princess cruise ship stranded off the coast of japan as the tourist industry counts the cost of the new coronavirus. Live from london, thats our top story on wednesday 19th of february. More than 500 cases of the new coronavirus have been confirmed on the ship which has been quarantined in the port of yokohama for more than two week. The cruise industry is braced for a downturn in demand. Also in the programme, the spread of the virus is forcing Jaguar Landrover to resort to some surprising ways
