New Counter Terrorism measures will be unveiled later today, in response to yesterdays attack on shoppers in south london. 20 year old sudesh amman, who was released from prison about a week ago, was shot dead by police after stabbing two people in streatham. Our correspondent simon jones has the story. Just moments after undercover officers have shot a convicted terrorist who stabbed a man and woman on streatham high road. Another officer arrives on a motorbike as police attempt to clear the area. The man on the ground appears to be wearing a suicide vest. Move back sirens. I hear three shots and i see how he dropped. And he was alive for a good two or three minutes on the floor. But he had a vest, this is where police tell everybody we have to move back in case the blast goes off. Sirens. Reinforcements arrive. The area is flooded with police. I saw the blood, i saw the guy on the floor and i see other people running, then i see Police Coming straight up the hill. Passers by come to the aid of people injured. The device turns out to be a fake but the mystery of why the police were so quickly on the scene is revealed. Armed officers who were part of a proactive counterterrorism surveillance operation and were following the suspect on foot were in immediate attendance and shot a male suspect dead at the scene. The suspect had been recently released from prison where he had been serving a sentence for islamist related terrorism offences. And this is the man, sudesh amman, who only got out ofjail days ago. The 20 year old had served half his sentence of three years and four months. For possessing documents containing terrorist information. In a notebook he wrote a life goal was to die a martyr. There are clear parallels with the fishmongers hall attack on London Bridge in november. The attacker usman khan pursued by a man with a fire extinguisher after he had killed two people. Khan, too, had been released halfway through his sentence. Back then, the government said it would force dangerous terrorists to serve their whole jail terms. Now, it says it will go further with new initiatives. Those measures will build upon the actions that we have already put in place very swiftly in terms of investing in counterterror police, overhauling the licensing conditions and licensing regime around counterterrorism offenders, and ending the Early Release, we need legislation for that, ending the Early Release of counterterrorism offenders. It is right these individuals are kept behind bars. But this latest incident raises new questions not only about the length ofjail terms, but also about the effectiveness of Police Surveillance. How a man considered so dangerous that he was being followed was able to carry out a terror attack in broad daylight. Simon jones, bbc news. The Police Cordoned in place this morning as they continue their investigations. Searchers are being carried out at two residential addresses in south london and bishops stortford. People are in a state of shock. Brian, you live very near to where this incident happened. As soon as i heard the gunshots i we nt as soon as i heard the gunshots i went to my lounge window and i saw all the chaos unfolding, police with their weapons. What was going through your mind . At first when i heard the gunshots, i thought there was a gunman on the streets, i saw everyone running for their lives. I was a bit worried. I live on the high road, that i might be affected by this. My initial thought was to get out. Presumably a sense of panic among people on the street. Yes, people hiding behind cars, running into buildings, it was chaos. How are you feeling this morning . This morning, i am still a bit shaky at the moment. Just relieved it is all over. Yes, happy the police have looked after us. Do you think when you think back to yesterday, where the Police Telling you what to do, was there a sense they were in control of the situation . Yes. As soon as it happened, you could hear people shouting at people in the road to get back, move away, get into buildings. Nothing from my side, as i live on the top floor, so, iwas side, as i live on the top floor, so, i was safe. But when i didnt need my building they did tell me not to come back. Its the second time a matter of months that an attack has been carried out by someone previously convicted of terrorism offences. The government has promised that today it will announce fundamental changes to the way the Justice System handles people convicted of this kind of crime. Our Political Correspondent helen catt is in westminster this morning. Helen, what can you tell us about these new measures . What changes might we see . We do not know the exact detail of what the government plans to announce today, these fundamental changes to the system, but we know the things they have already said they will do, much centres on tougher sentencing. This came up after the last time, the London Bridge attack, in november at fishmongers hall. The government, the conservative party announced after the election they would bring ina after the election they would bring in a iii year minimum sentence for what they called worst terrorist offenders confirmed in the speech last month. A new law brought in. And extend the time people had to serve in prison for terrorist offenders before they can be considered for Early Release. And they talked about strengthening the licensing supervision of convicted terrorists. We would expect it to be along those lines. The Prime Minister will also be talking about his plans for the next stage of negotiations with the eu and hes taking a very tough stance, isnt he . Suggestions at the weekend from eu leaders in a new free trade deal the uk would need to stay close to eu rules to have easy access to the single market. Boris johnson rules to have easy access to the single market. Borisjohnson today will say he does not accept a Free Trade Agreement would need to involve accepting eu rules, the uk will maintain the highest standards in these areas we are expecting him to say but without the compulsion of a and he is expected to reiterate that commitment to wanting a Free Trade Agreement on long the lines canada has but he will say if that cant be done something lucy would be acceptable along the lines. 11 british citizens are spending theirfirst night in quarantine at a hospital in wirral after returning from wuhan in china the city at the centre of the coronavirus outbreak. An independent inquiry is expected to call for major changes in the way private hospitals supervise doctors, after hundreds of women were put through unnecessary operations by a rogue breast surgeon. John maguire has been speaking to victims of the convicted surgeon, ian paterson, ahead of an inquiry into his malpractice, which will be published tomorrow. Ian paterson is serving a 20 year jail sentence after carrying out hundreds of unnecessary operations on women and men, preying on their fear of breast cancer. Most often, there was nothing wrong with them. I went for surgery but not only did he operate on the one side, the right side, he took a big chunk out of my left side that i had no idea was of my left side that i had no idea was he was going to do. So, i woke up plastered on both plasters on both sides. All i remember is waking up and seeing what i looked like afterwards. It was horrible. I was so upset. Ian paterson operated for a second time on channel ten years ago, he left serious and lasting scars both physical and psychological. Hate is a big word but i dislike him. Iam hate is a big word but i dislike him. I am sad for what he has done to me, to my mind, if i am honest. I have no peace of mind. Even now i still worry. It is unnecessary, i should be enjoying my life, but it is still in the background. Judith was also operated on twice, yea rs judith was also operated on twice, years apart, both times, the surgery was entirely unjustified. I thought it was dreadful. When i realised, i couldnt believe it at first because he seemed such a charming person, and i thought he was looking after me, going to help me if there was a problem. And then i started to feel quite angry, the fa ct i started to feel quite angry, the fact somebody had done this to me when it didnt need to be done. He had used a toxic but highly effective combination of charm and arrogance to deceive his employers, collea g u es arrogance to deceive his employers, colleagues and patients. And i think probably a lot of other people as well thought he was very nice, very kind person, a bit of a hero, really, because he saved people. But as it turned out, the things he did, it is unbelievable, he is an evil man. I do not think how many times you try to reason why he did this or did that, i do not think you would never be able to understand why somebody could do that. Almost 800 victims shed compensation worth £37 million under the hospital and nhs trust where ian paterson worked in the west midlands. Linda has represented the vast majority of patients and says red flags about the surgeon were missed. I think there were opportunities for everybody. There were very poor appraisal systems in operation, he went for quite a number of years without a proper appraisal. There we re without a proper appraisal. There were also opportunities to carry out audits at a much earlier stage which we re audits at a much earlier stage which were not followed up and had they been i think the matter should have been i think the matter should have been referred to the gmc. Had that happened i think he could have been suspended at least a couple of years earlier. Whether ian paterson was motivated by money, blind arrogance, or a desire to play god, only he knows. The hospitals assay measures are now in place to better protect patients. And the inquiry report tomorrow will seek to ensure that no one will be able to cause so much harm, so much suffering, to so many people ever again. There are calls for more hostels to relax a ban on dogs from staying with their owners. For many who sleep out, a dog is an essential lifeline. From what we can see and understand, it did happen very quickly that they were on the scene. It was a busy time is well on the high street, wasnt it . Yes, sunday afternoon, people will be doing shopping, going out to eat, as i was coming back from church. People are worried about individuals who may be traumatised from witnessing the attack and the shooting. What can you do to help people who may be traumatised by what happened . Lambeth council has set up some support for them, which we are trying to get out information about as soon as trying to get out information about as soon as possible. We know there are quitea as soon as possible. We know there are quite a few young people and we wa nt to are quite a few young people and we want to make sure they are taking ca re want to make sure they are taking care of. Absolutely. These attacks have happened often and really well known places, havent they . Westminster, outside the houses of parliament. What you think the impact of that happening on and on the high street on a sunday afternoon . I think it will have everybody really worried. You expect, as you said, these things to happen in Central London but when they start happening and what is essentially a suburb of london you start to question safety. I want to say to people in stratton this is an isolated incident and the police had the situation under control and we should not be afraid. Streatham. We know the man in question was released after serving half his sentence for terror offences. What changes would you like to see . I think there needs to be more consideration before people that are convicted of terror offences are released. It seems he was under surveillance quite soon after being released, which begs the question why he was released in the first place. That is very worrying. If they thought there was a concern perhaps better measures could have been put in place and maybe he should have said longer of his sentence. That is what you would like to deeper see people serving more of their sentences. Served. I understand things can be done on a case by case basis and incidences are different from others. In this case, if he was a concern it sounds as soon as case, if he was a concern it sounds as soon as he was released, it does beg the question as to why he was released. In the past we have seen pa rents of released. In the past we have seen parents of victims do not want knee jerk reactions and draconian measures. What would your response to that be . I think they are absolutely right. When things like this happen, sometimes language and rhetoric can become very divisive. As well as not being afraid we should not let situations like this divide us because that is when terror wins. I know you have been speaking to Police Officers. We know they were on the scene as well. The police had been very informative, keeping us updated on the situation. 0bviously, they were very careful to make sure they were following him every step of the way because of concerns and they got the area cordoned off quite quickly. U nfortu nately cordoned off quite quickly. Unfortunately they were not able to stop the attack on the two individuals and we hope they both pull through very soon. We caught up with darren, but, at one stage, found himself £32,0000 in debt. I got to igot toa i got to a point where i had exhausted lens and i called a credit ca rd exhausted lens and i called a Credit Card Company. They offered me £200 on the card and theyjust keep increasing the balance and it is maxed out. You start paying it, cannot pay it, you go to another ca rd cannot pay it, you go to another card and juggle the payments each month. You are not reducing the amount are going month. You are not reducing the amountare going up month. You are not reducing the amount are going up gradually month after month and year after year. I became homeless with nowhere to go. Nobody would give me any more money. I had exhausted all the cards and the loans. You think it is the end. I had all the highs of spending the money but my god, then it was low at that point, it was low. It was awful. It just consumes every thought, every moment of the day just worrying about debt. Awful. That is a real insight, isnt it . He wont be alone in that. What about the changes . What will happen . If people are in persistent debt over 18 months or more, they will receive a letter. It will be a trigger from the lender. We need to change your repayment plan because you are in persistent debt. If nothing changes, they will be given up to three letters over a 36 month period. Still nothing changes they will be told their card has been suspended andi told their card has been suspended and i cannot borrow more money. The special repayment plan will be introduced and that can involve reducing awaiting interest in very extreme cases. People could work with the person to cancel some of the debt. The fca says it will affect 900,000 people who are in the 36 month persistent debt period. Collectively they say that will cost people about £1 billion every year. Debt Charities Say people like darren, who are burrowing with one loa n to darren, who are burrowing with one loan to cover another may end up taking out another loan, so it wont necessarily work with everybody. It can impact on Mental Health if people are struggling cash in a letter saying they need to pay back more may not be good for them. New Counter Terrorism measures will be unveiled later today, in response to yesterdays attack on shoppers in south london. 20 year old sudesh amman, who was released from prison about a week ago, was shot dead by police after stabbing two people in streatham. 0ur correspondent simon jones has the story. Just moments after undercover officers have shot a convicted terrorist who stabbed a man and woman on streatham high road. Another officer arrives on a motorbike as police attempt to clear the area. The man on the ground appears to be wearing a suicide vest. Move back sirens. I hear three shots and i see how he dropped. And he was alive for a good two or three minutes on the floor. But he had a vest, this is where police tell everybody we have to move back in case the blast goes off. Sirens. Reinforcements arrive. The area is flooded with police. I saw the blood, i saw the guy on the floor and i see other people running, then, i see Police Coming straight up the hill. Passers by come to the aid of those injured. The device turns out to be a fake but the mystery of why the police were so quickly on the scene is revealed. Armed officers who were part of a proactive counterterrorism surveillance operation and were following the suspect on foot were in immediate attendance and shot a male suspect dead at the scene. The suspect had been recently released from prison where he had been serving a sentence for islamist related terrorism offences. And this is the man, sudesh amman, who only got out ofjail days ago. The 20 year old had served half his sentence of three years and four months for possessing documents containing terrorist information. In a notebook he wrote a life goal was to die a martyr. There are clear parallels with the fishmongers hall attack on London Bridge in november. The attacker usman khan pursued by a man with a fire extinguisher after he had killed two people. Khan, too, had been released halfway through his sentence. Back then, the government said it would force dangerous terrorists to serve their whole jail terms. Now, it says it will go further with new initiatives. Those measures will build upon the actions that we have already put in place very swiftly in terms of investing in counterterror police, overhauling the licensing conditions and licensing regime around counterterrorism offenders, and ending the Early Release, we need legislation for that, ending the Early Release of counterterrorism offenders. It is right these individuals are kept behind bars. But this latest incident raises new questions not only about the length ofjail terms, but also about the effectiveness of Police Surveillance. The Prime Minister yesterday saying fundamental changes to the system for dealing with those convicted of terrorism offences would be announced today in light of what has happened. We will be speaking to the chief secretary to the treasury in a few moments. Its the second time a matter of months that an attack has been carried out by someone previously convicted of terrorism offences. The government has promised that today it will announce fundamental changes to the way the Justice System handles people convicted of this kind of crime. 0ur Political Correspondent helen catt is in westminster this morning. Helen, what can you tell us about these new measures . We dont know the exact details but the suggestion is the government will go further than it has done, the areas it is focused on so far have been tougher sentencing and better handling of offenders. In november after the attack on London Bridge, borisjohnson november after the attack on London Bridge, Boris Johnson announced there would be 1a year minimum sentences for the worst offenders and all convicted terrorists would serve at least two thirds of their sentence before being considered for Early Release. The home office has said it wants to introduce polygraph tests for terrorists being released and increased resources for the Probation Service, a key criticism raised at the time of the London Bridge attacks. Those are the areas we are expecting to see announcements. The Prime Minister will also be talking about his plans for the next stage of negotiations with the eu and hes taking a very tough stance, isnt he . His first speech since britain left the eu on friday and borisjohnson is expected to spell out what the uk once from a new trade deal. There has been a suggestion from eu leaders, the irish premised for example, the uk would need to stay close to eu rules for easy access to the single market. Borisjohnson will set that is not the case. He will set that is not the case. He will say the uk will maintain high standards without the compulsion of a treaty. A couple of weeks ago the home secretary outlined a package of measures including longer, tougher sentences, and enter the automatic Early Release that has been a real problem, more investment, and an overhaul of licensing regimes supporting probation officers, and also Huge Investment in Counter Terrorism, a 10 increase in budget, forming part of the counterterrorism bill which the promised are committed to be brought forward within100 days of us brought forward within100 days of us taking office. Today he will outline some more. People should be under no illusion about our determination to keep everybody safe. Cani safe. Can i read a quote from the former head of the parole board, last december after the fishmongers hall attack, i do know, he says, for a fa ct attack, i do know, he says, for a fact that cuts and reorganisation of the prison and Probation Service had made them much less able to do their jobs and keep us safe. I think responsibility, he is suggesting, in terms of cuts to policing and Prison Services, that has a direct correlation to what we are seeing, how do you respond to that . The Counter Terrorism budget is, has been increased every year for the last six years, it is up on where it was several yea rs last six years, it is up on where it was several years ago. We have Just Announced a 10 increase taking it up announced a 10 increase taking it up to £1 billion for the forthcoming year. With regard to probation in particular, what the home secretary outlined and thejustice secretary a couple of weeks ago was a doubling in the number of counterterrorism probation officers, an increase in probationary hostels where people can be properly monitored at the point of release. Can i ask about lots of concerns this morning that this man managed to carry out this attack while he was under surveillance. He was being followed by Armed Police Officers at the time. 0bviously, the time. Obviously, the metropolitan police have made a statement, it is difficult to comment beyond what they say in an Ongoing Investigation but i can reassure People Police we re but i can reassure People Police were doing everything they can to keep people safe. The measures outlined will give them more powers and resources to do that. Many other things we would like to discuss with you. We will be talking to sadik khan about what happened in streatham. The promise there will no doubt be talking about that and the negotiations with the eu. And talking about no need for a Free Trade Agreement to involve accepting eu rules, is that realistic . Absolutely realistic. We wouldnt expect the eu to follow all of our rules as part of a free trade negotiation and neither should they expect us to do the same. That is not common practice. We have always said we want to see a canada style Free Trade Agreement with the eu and thatis Free Trade Agreement with the eu and that is something they have offered consistently in the past. What you see in those agreements and canada in particular is one to work cooperatively with each other on the basis of being sovereign equals but absolutely no automatic way that people would follow in a knee jerk fashion the rules of another country, that is not something that happens in free trade negotiations. You mentioned the canada model which is one option which would mean a com plete is one option which would mean a complete tariff free trading, they have 98 tariff free trade. The analysis from your own department in 2018 predicted our economy would be a. 9 worse off under that deal within 15 years compared with expected growth if there was still, we we re expected growth if there was still, we were still within the eu, do you stand by that analysis from your department . Whats that then as it says on the first page is analysis like that it says should be treated with inherent caution because it is particularly difficult to model those kinds of scenarios. It also said in all cases the uk economy is expected to grow which i think you acknowledged because of all the other things we are doing, the premise is clear he wa nts to are doing, the premise is clear he wants to dry growth in the economy and we have seen positive results in various surveys over the last couple of weeks as people are adjusting to the election result and the certainty of brexit. We are focused on investing in infrastructure and levelling up across the country, trade is one part, but there are lots of other things the government is doing to ensure prosperity is felt across the uk. 0ne felt across the uk. We got to december, it did not go away, and into january we noticed she was lethargic, off her food. Not one thing in particular. But over a prolonged period of time which is when we started to get concerned. Was your back hurting . Yes, in my back. On the way to school, we had no idea, i was holding my back in the car. A pain in your back, and eventually, you hear there is a sizeable tumour in the which must have been really ha rd news to in the which must have been really hard news to hear. Absolutely devastating. The first time we saw it on the scans, it hits you like a train. Your gut feeling is, i dont know how she will get through this, no idea. It was really scary. I know as a parent, looking at this, i will ask the paediatric surgeon here, this is a3d the paediatric surgeon here, this is a 3d model. Please explain to us. It is based on a High Resolution ct scan leah had had and it shows the spine at the back, and at the front you can see the see through bit is the tumour. This here. You can see in the middle of it that is the mean blood vessels going through the abdomen into her legs, the arteries and veins. Gosh. When you see that, stephen, i can understand why you dont want to look at that. It is a miracle this has been a Successful Operation when you consider what the team have had to operate around. Absolutely. There were lots of people around the country who said this could not be done. When we finally got to meet the medical team, we went into that meeting expecting that would be the answer. To see thisjust blew my mind. I knew these guys were thinking about this, to go to the trouble of getting back made, then maybe she has got a chance and giving this a go. How much does it help, the detail on this extraordinary, help you . Fantastic, it helped me a lot. 0ne of the main it helped us with is the conversation with leah and her parents, we knew exactly what we we re parents, we knew exactly what we were dealing with, so, we can make a decision to go ahead together with surgery decision to go ahead together with surgery rather than one of us deciding. Surgically, it meant that during the operation we had got something to check against all the time. Always in tumour check against all the time. Always intumoursurgery check against all the time. Always in tumour surgery the anatomy is not like in the textbooks, it is always different, it is changed by the tumour, so, we had this model sterile on our operating trolley and we could go back and say is this what we are seeing, is this right . Is this a bit i have got two say . To do this operation, you have to go through the tumour to get it out, you cannotjust through the tumour to get it out, you cannot just chop the whole block out. So we could find all those things, it is not as simple as it looks in that model, actually, as we we re looks in that model, actually, as we were going along. This is a life changing operation you are doing. Yes. Tell us about how much of the tumour you managed to get out . We would have been pretty happy if we had got about 80 out. We got up to 95 out which is a meaningful thing because it means the treatment leah has gone on to have, radiotherapy, can work much better on the tumour left behind. It has shrunk the tumour and it is completed. A few look at this telly down here, this is a picture of you ringing a bell in the hospital which people get to ring when you have finished your treatment. You had had that been run by other people, what was it like to ring the bell in the hospital . It was like, it was like the best day of my life, because i was with some of my family, and they were standing there with me, and after what i have been through, i think my family would have appreciated it. Ican family would have appreciated it. I canjust family would have appreciated it. I can just see your mum family would have appreciated it. I canjust see your mum over family would have appreciated it. I can just see your mum over there, i think you might have set her off, iam not i think you might have set her off, i am not surprised, and your lovely sister. It is notjust about you but the impact on all the family as well. Stephen, tell us what you feel. You said it before, it feels like numerical, we are so blessed to sit here and tell liem s here and tell liem 5 story, we want to give credit to these guys, without them in ourlives, leah credit to these guys, without them in our lives, leah probably would not be sat here now. We want to give hope to other people who maybe find themselves in a similar situation now or in the future. Miracles can happen, and nevergive now or in the future. When you hear of another incident like this, how does it affect you . It is very sad to see london being affected like this again. Many questions will be asked about the automatic Early Release. We saw this backin automatic Early Release. We saw this back in november when khan was out early from his sentence. I know the Prime Minister has confirmed there will be an urgent review of what is happening to do with the Early Release. It is simply wrong that somebody, in this case, he was actually plotting to promote diy bomb making was allowed to leave prison early. We also understand that at the time he was being followed. What do you make of that . That he was able to carry this out while being under surveillance. There is something very positive in that Counterterrorism Police have had budgets increased and they are able to track. There are a limited number of people who are of huge concern to the authorities. He was one of them and he was being tracked. The situation could have been so much worse. It was closed down in seconds, and that is very positive indeed. Hopefully those affected will recover in hospital. Individuals are being radicalised in prison and i would encourage the justice secretary to look at perhaps isolating those who have been radicalised so they cannot then spread their message to others in prison, who perhaps would otherwise be safer being kept away from them. Really briefly, the attack he were involved in was in westminster. This happened on a busy high street, like any other high street in the uk. What do you make of the target . Were talking about Credit Card Debt this morning and changes to the rules that could see some people losing access to their cards from this month. Ninas on this one for us today. Nina . In the last hour, the Financial Conduct Authority has said they must review their approach to those who are in persistent debt. That is where over a period of 18 months or more a borrower only pays back the minimum amount on a Credit Card Debt or loan. There are around 2 Million People in that position in the uk. Well find out more on the new rules in a moment. But first we hear from darren, who at one point had built up more than £30,000 of debt, leaving him feeling completely out of control. I took my first loan and it was for £1,000, and it just went from there. I got to a point where i had exhausted loans. So i called a Credit Card Company. They offered me £200 on the card and theyjust keep increasing the balance. Then it is maxed out, and you have to start paying it. Cant pay it you get another card. You go through the same process, just juggling the payments each month. Youre not reducing the amounts, theyre just going up gradually month after month, year after year. Id recently become kind of homeless and id got nowhere to go and no one would give me any more money. I had exhausted all the cards, all the loans. You think itsjust the end. You know, i know i had all the highs of spending the money but, god, when it was low at that point, it was low, it was awful. It just consumes every thought, every moment of the dayjust worrying about debt. Awful. Big thanks to darren. He is now managing his debt. Rules introduced in march 2018 were aimed at helping more people to do the same. They require lenders to ask people who are in persistent debt to up their payments and reduce the amount borrowed. If, after 36 months, they havent done that then they could have their card suspended. Today the fca has said the letters in isolation are not enough lenders must make sure borrowers are engaging and taking control of their debt. Personal finance journalist felicity hannahjoins me now. Good morning. Lovely to see you. We have had e mails and tweets from the us. With that, i had a letter about being in persistent debt but my payments were on direct debit. I had to make a change and set up an additional stand in order to pay extra. People like rees dont even know they are in persistent debt. That is an important point. People meeting minimum repayments each month might feel like they are totally on top of the credit card payments each month. Persistent debt is just meeting the payments each month. Persistent debt isjust meeting the minimum payments and can be incredibly expensive. The fca says for everyone £1000 of debt he could be paying £2 50 in charges. The fca is trying to help customers overcome that and get out of this very expensive cycle. That is the aim that it does not always work. Shelley has been in persistent debt for a long time and she says she has to pay back more. How does that help me when i can only afford the minimum in the first place . L lot of customers will be feeling this is not helping me, just making it harderfor me this is not helping me, just making it harder for me to cope. The credit ca rd it harder for me to cope. The Credit Card Companies have been told they need to show forbearance. If you are struggling to reach your minimum repayments, talk to your credit card provider. Find out if they are willing to show you any forbearance to reduce your Interest Payments and get on top of the debt, which is the point of this. If you still cannot afford it and your debt is unaffordable, it might be time to seek help from charities, and find support to get on top of the debt and get out of the cycle. We know in extreme cases charges might be weighed. Alan has said, if you are already on a payment plan with a debt charity, kid Credit Companies review their debt and clear it . Could. It is a great monday morning ifi could. It is a great monday morning if i could say yes. It may well be Credit Card Companies decide to write down debt in some cases. For that vast majority of people, that will not happen. They need to engage with a Credit Card Company and find a way out of the persistent debt they are in. Dontjust assume if you leave it 18 months someone will just write down your debt. That will not happen. That would be nice. These changes are there to help support you. If you are feeling out of control with debt get in touch with your lender and work out a way to get in control. An independent inquiry is expected to call for major changes in the way private hospitals supervise doctors, after hundreds of women were put through unnecessary operations by a rogue breast surgeon. John maguire has been speaking to victims of the convicted surgeon, ian paterson, ahead of an inquiry into his malpractice, which will be published tomorrow. Ian paterson is serving a 20 year jail sentence after carrying out hundreds of unnecessary operations on women and men, preying on their fear of breast cancer. Most often, there was nothing wrong with them. I went for surgery, but not only did he operate on the one side of my breast, the right side, he took a big chunk out of my left side that i had no idea he was going to do. So, i woke up plastered on both sides, to be quite honest. All i remember is waking up and seeing what i looked like afterwards. And it was just horrible. I was so upset. Paterson operated for a second time on cheryl ten years ago, he left serious and lasting scars, both physical and psychological. Hate is a big word, but i dislike him. Im sad for what he has done to me, im sad for what he did to my mind, if im honest. I have no peace of mind. Even now i still worry. It is unnecessary, i should be enjoying my life, but it is still in the background. Judith eva was also operated on twice, years apart, both times, the surgery was entirely unjustified. I thought it was dreadful. When i realised, i couldnt believe it at first, because he seemed such a nice, charming person, and i thought he was looking after me, going to help me if there was a problem. And then i started to feel quite angry, the fact that somebody had done this to me when it didnt need to be done. He had used a toxic, but highly effective, combination of charm and arrogance to deceive his employers, colleagues and patients. And i think probably a lot of other people as well thought he was, you know, very nice, very kind person, a bit ofa hero, really, because he saved people. But as it turned out, the things he did, its unbelievable, i think hesjust an evil man. I dont think how many times you try to reason why he did this or did that, i dont think you would ever be able to understand why somebody could do that. Almost 800 victims shared compensation worth £37 million from the spire private hospitals and the nhs trust where ian paterson worked in the west midlands. Linda millband has represented the vast majority of patients, and says red flags about the surgeon were missed. I think there were opportunities for everybody. There were very poor appraisal systems in operation, he went for quite a number of years and didnt have a proper appraisal. There were also opportunities to carry out audits at a much earlier stage, which werent followed up and had they been, i think the matter should have been referred to the gmc. Had that happened, i think he could have been suspended at least a couple of years earlier. Whether paterson was motivated by money, blind arrogance, or a desire to play god, only he knows. The hospitals say measures are now in place to better protect patients. And tomorrows independent inquiry report tomorrow will seek to ensure that no one will be able to cause so much harm, so much suffering, to so many people ever again. A man shot dead by police after stabbing two people in south london was a convicted terrorist released early from prison. The government is to announce fundamental changes to the way such cases are handled. 11 more british nationals have been flown out of china as it struggles to contain the spread of the coronavirus. They re now under quarantine at a hospital on the wirral. 1917 dominates the baftas, taking seven awards, but the lack of diversity among nominees remains in the spotlight. Its monday, february 3rd. Our top story. New Counter Terrorism measures will be unveiled later today, in response to yesterdays attack on shoppers in south london. 20 year old sudesh amman, who was released from prison about a week ago, was shot dead by police after stabbing two people in streatham. 0ur correspondent simon jones has the story. Just moments after undercover officers have shot a convicted terrorist who stabbed a man and a woman on streatham high road. Stay on the floor. This aint real. Another officer arrives on a motorbike as police attempt to clear the area. The man on the ground appears to be wearing a suicide vest. Move back sirens. I hear three shots and i see how he dropped. And he was alive for a good two or three minutes on the floor. But he had a vest, this is where police tell everybody we have to move back in case the blast goes off. Sirens. Reinforcements arrive. The area is flooded with police. I saw the blood, i saw the guy on the floor and i see other people running, then i see Police Coming straight up the hill. Passers by come to the aid of those injured. The device turns out to be a fake, but the mystery of why the police were so quickly on the scene is revealed. Armed officers who were part of a proactive counterterrorism surveillance operation and were following the suspect on foot were in immediate attendance and shot a male suspect dead at the scene. The suspect had been recently released from prison, where he had been serving a sentence for islamist related terrorism offences. And this is the man, sudesh amman. He only got out ofjail days ago. The 20 year old had served half his sentence of three years and four months for possessing documents containing terrorist information. In a notebook, he wrote a life goal was to die a martyr. There are clear parallels with the fishmongers hall attack on London Bridge in november. The attacker, usman khan, pursued by a man with a fire extinguisher after hed killed two people. Khan, too, had been released halfway through his sentence. Back then, the government said it would force dangerous terrorists to serve their whole jail terms. Now, it says it will go further with new initiatives. Those measures will build upon the actions that we have already put in place very swiftly in terms of investing in counterterror police, overhauling the licensing conditions and the licensing regime around counterterrorism offenders, and ending the Early Release. We need legislation to do that, ending the Early Release of counterterrorism offenders. It is right these individuals are kept behind bars. But this latest incident raises new questions not only about the length ofjail terms, but also about the effectiveness of Police Surveillance. How a man considered so dangerous that he was being followed was able to carry out a terror attack in broad daylight. Simon jones, bbc news. Its the second time a matter of months that an attack has been carried out by someone previously convicted of terrorism offences. The government has promised that today it will announce fundamental changes to the way the Justice System handles people convicted of this kind of crime. 0ur Political Correspondent helen catt is in westminster this morning. We know there may be changes but what could they be . We dont have the exact detail of what is going to be announced later today but the government has said it will go further than the measures it has previously set out. So far, it has looked at two areas, tougher sentencing and how to manage offenders on release. Back in november after the London Bridge attack, borisjohnson announced the idea of 1a year minimum sentences for what he calls the worst offenders, and said that all convicted terrorists would have deserved at least two thirds of their term before being considered for Early Release. We know that a bill to that effect is being prepared for parliament. We had been told it would happen by mid march. In recent weeks, the home office has announced it wants to bring in holographic lie detector tests for terrorists on release and it wants to put more money and resources into the Probation Service. That was a key criticism following the London Bridge attack. We dont yet know, it is not yet clear how the government intends to go further, but we heard the chief secretary to the treasury on this programme earlier saying that these measures would be more than the things which have previously been announced at white we are also expecting the Prime Minister to talk about the next stage of negotiations with the eu. Early indications are he is going to ta ke early indications are he is going to take a tough stance . Yes, this will be his first speech since britain left the eu on friday. That is right, the 11 britons who arrived last night allowed to mix amongst themselves in the small group. The 83 who arrived on friday, again within their group are allowed to mix together but the two groups cannot meet up for obvious reasons. Worth pointing out that none of the people in either group showed any symptoms before they got here. The hospital this morning have again reiterated that they are being isolated as a precaution because they has been at a greater risk of exposure to the virus. The road down to the flats where people are being kept is blocked off and there are security staff. You can see more security staff. You can see more security staff. You can see more security staff down by those metal fences which were put up on friday in front of the reception area. We also have Police Patrolling the hospital grounds. Some people inside. Im afraid we have lost andy, there, who was telling us about those 11 people who have arrived at Arrowe Park Hospital, as he was then, 83 people arrived there last week and even though the 83 are allowed to mix with each other and the 11 are allowed to mix with each other, for obvious reasons, they are not allowed to mix between the groups. Lots of dry weather bar the showers we currently have an cloudy and drizzly in the south at the moment but that will be replaced by heavier rain coming in across the far south of england later on and also the Channel Islands. Temperatures today ranging from seven in lerwick to 11 in plymouth and also st helier. As we head through the evening and overnight, the met office has a yellow weather warning out for strong wind, gales, even locally severe gales, particularly so in scotland. We will see some gusty wind across Northern Ireland and Northern England as well but some of these winds could well lead to some disruption. As we go through the rest of the afternoon and into the evening and overnight, look how the rain clears, we see showers increasing and then the wind kicks in. We could have gusts of 70 mph plus across the north and west of scotland, with some snow falling and lion, some blizzards on the hills, and gusts of 55 60 mph across Northern Ireland and Northern England. If you are travelling first thing in the morning, bear that in mind, especially in a high sided vehicle or a light vehicle. You get the drill. Further south across the rest of england and wales, still gusty but not as windy as it is going to be as we push further north. The other thing is it will be a colder night than the one just gone. That leads us into tomorrow, still quite a few showers around. Low pressure bringing all this inclement weather starts to drift southwards and eastwards. The strongest winds tomorrow will be across england and wales. Gusty wind. In between, lots of sunshine or bright skies, one or two showers, but as High Pressure builds in from the west, it will start to settle things down. As we head towards the end of the week, things are quieter until the weekend and then it all kicks off again, turning wet and windy with a potential for stormy conditions at the beginning of next week but that could change. Thank you, carol. Back to our top story, now. Terror returned to the capital yesterday, just two months on from the attack at fishmongers hall in Central London. Two people were stabbed and another hurt by glass on streatham high street by an attacker who was later shot and killed by police. None of the victims injuries are life threatening. So, what else do we know . The suspect has been named as 20 year old sudesh amman. Hed been released early from prison, just a few days ago, after being convicted of terror offences in 2018. There had been concerns about him, and the risk he posed to the public, so he had been under armed surveillence. Later today, the Prime Minister will announce what he describes as fundamental changes to how convicted terrorists are dealt with. Were joined now by the mayor of london, sadiq khan, from westminster. Thank you forjoining us. We dont know of course exactly what those fundamental changes will be, but the government announced some measures after the attack at fishmonger saul last year. Do you support those changes . I do but if im honest, i am angry because both of these the one in november and the one yesterday, were preventable and foreseeable. I have been concerned foreseeable. I have been concerned for some time and have made my views clear in relation to changes in law made by the government which mean thatjudges dont have the tools they used to to keep people imprisoned longer who are still a danger to the public. But also, we know, rather than people in prison being punished and reformed, they are being radicalised further. 0bviously, are being radicalised further. Obviously, the police and the authorities were concerned this man was a danger which is why you now know he was under close surveillance, with an aunt team. And i tell you this, but for an inch this way or that way, but for the brilliance of the medics and the speed of the police, we could have been talking about a far worse incident yesterday. But he was under Police Surveillance, as you mention, and the police acted very quickly yesterday when this was taking place. What more could have been done . I understand about the Early Release measures and other things earlier down the pipeline but what more could have been done to stop him doing what he did . The police could not do much more, they can only step in and arrest someone if they have broken the law or if they are breaching their licence conditions. The point is, the question i am answering is, why was there a need for this man to be under the close supervision he was with an armed team . If the authorities knew he was a danger, why didnt the judge had the tools at his or her disposal to give this person a sentence at his or her disposal to give this person a sentence commensurate with what he was accused of doing . And why didnt the Probation Service and the Prison Service properly punished and reformed him . But also, why was he allowed to be released if the authorities knew he would be a danger . This is my other concern, we know there are more than 200 convicted terrorists in prison. We also know that there are roughly speaking 70 plus you have been released onto our streets. What reassurance can i receive released onto our streets. What reassurance can i receive from the government that these people are being properly punished and reformed . Those in prison not being released until they are no longer a danger to the public but also those that are out, i want to be assured mega reassured the authorities have the resources and support they need to make sure we are kept safe. If somebody is breaching their licence or is a danger to the public, they should be back in prison so we can be safe. Can i ask you about reassurances that you can give yourself this morning to people in london or who might be visiting london because there has been a number of terror incidents during your time as mayor. What do you say to people watching this morning who are worried, reading the papers, watching this programme, who are concerned about why this could happen and what may happen in the future . Can i say to anybody watching this, i have personal experience of our police and Security Services and i can say hand on heart from my expenses, we have the best teams in the world but u nfortu nately the best teams in the world but unfortunately when you speak to experts, they said a number of years ago, we have seen in the western world is not a spike in relation to terrorist activity but a shift in relation to the attempts of terrorists to divide our communities and destroy our way of life. This is the good news, though, in the last three years since the awful Westminster Bridge attack, because of the brilliance of the police and Security Services and the cooperation of the public, they have thwarted 25 odd attempts, roughly speaking, eight of those are extreme far right, the rest are primarily islamist terrorists and it relies upon us being vigilant. If you think anything suspicious about summary, are on the side of caution and report it to the police. About somebody. In the meantime i will be lobbying the governor to be much more in relation to knew laws and resources but in relation to some of the changes they have made, i think we are less safe and im going to persuade them to undo the damage they have done. We have asked those legitimate questions about cuts in the past to the parole service, we asked the chief secretary to the treasury this money but what about your role as londons mayor, what can you do to make the streets of london safer . I was in touch with the commissioner yesterday and i have been in touch with the police at other times and this morning, there will be Police Officers around streatham, that part of london and there will be Police Called in to place as you will understand but as soon as place as you will understand but as soon as they can, they will reopen the street. The police have said publicly now they are not looking for anyone else, this was an isolated incident, a couple of properties are being searched. In the meantime, the same, which means that a terror attack is likely. It was reduced a few months ago, it is more substantial, that has not changed, there is no intelligence the threat levels should be increased, but we should all be vigilant and if we see anything suspicious, please report to the police stop what you have touched on a number of things this morning but from messages and comments. Messages and comments we received today, and you are receiving them as well, im sure, do you think there will be now, in light of this and other attacks we have seen in recent months, will there be more pressure to make legislation far more draconian for people who are convicted and are injail, for instance, like the man who perpetrated this crime yesterday . Im not sure about draconian but we need proper laws that keep us safe. We need judges to have the right tools to give the right sentences when they think somebody will still bea when they think somebody will still be a danger to the public. I am critical of this government because a few years ago, they changed the laws to make it more difficult for judges to give the right sentence. We also have to make sure when the police have done the hard work of arresting, charging, prosecuting, that when somebody goes to prison after being found guilty that they are properly punished and reformed. We have examples of people being radicalised in prison. 0nly last month in white or present, a prison officer was seriously hurt because officer was seriously hurt because of two prisoners who had been radicalised in prison. We have to make sure that prisons are not universities of crime, or if people have been convicted of a terror offence, they become radicalised. That means revisiting policies like cuts to prisons, like privatising probation, revisiting policies like release to save money on prison guards. Im not sure draconian is the right word, i want to make sure we have the right laws and resources in place to keep us safe. Thank you for joining in place to keep us safe. Thank you forjoining us. Well, it must have been a very frightening and chaotic scene in streatham yesterday. 0ur reporter tim muffett is there for us now. We can still see a lot of Police Activity and the street is closed, how are people reacting . This is normally one of the busiest roads in south london. As you can see, the Police Called and is in place and search is being carried out, and two other residential addresses in south london and in bishops stortford. A number of people we have been speaking to this morning have spoken of their profound sense of shock that on a normal sunday afternoon, people going about their everyday lives, children at the local cinema, people in shops, that this could happen. Many people this morning have been coming up to us and really expressing a sense of disbelief, and relief that the incident came to an end as quickly as it did. That, of course, is down to the fact that the police were monitoring this individual and were on the scene pretty much instantly after he began his stabbing is. That said, a number of people have spoken about the concern that this person was allowed to be on this street, given his background and what people knew about it, and that he had been allowed out of prison early in his sentence. A lot of people, i have to say, are very angry that has happened. As we have heard today, we are expecting an announcement from the Prime Minister, regarding fundamental changes to the system for dealing with those convicted of terror offences in the light of what happened here. This morning, we are expecting police to continue their investigations. A long stretch of this road has been cordoned off and it is going to cause quite a lot of disruption so im not sure how long it will be until traffic can flow again through here stop but a lot of people coming up to us this morning and expressing a sense of disbelief that this happened, frustration that it was allowed to happen, but relief that it was not any worse which could well have been the case. We are going to talk about what happened and how it happened now. Were joined in the studio now by philip ingram, a former military intelligence officer. Good morning. Thank you forjoining us. Lets talk about where it happened first of all because this isa happened first of all because this is a busy high street like any other in the uk, particularly at that time ona in the uk, particularly at that time on a sunday. It is, there is no information as to why he chose that particular area. He was clearly walking through it, the police were clearly tailing him with arm surveillance officers. He was considered at the highest level of threat with those kinds of resources against him. But he had put on a fa ke against him. But he had put on a fake suicide vest as we have heard about but clearly did not have the knife that he used for the attack. I understand he stole that from a shop before going on his rampage. This is a man who was already convicted of terror offences, and had spoken about committing a crime like this and was, as you say, under active Police Surveillance. How difficult is it for the authority to have a grip on him and others who are in a similar sort of situation, on the watchlist . It is very difficult, purely because of the numbers game. We live in a free, democratic society. We cant impose the draconian rules that everyone is out there, saying, this is terrible, it should not happen and everything else. It shouldnt happen but we have to apply the law as it is and we have 20,000 people who has been on some form of watchlist at some stage, 3000 are part of active investigations and there are 800 active investigations going on today, just over 800 which takes a huge number of resources and even if you applied everything from the metropolitan please, if everyone was in london, and they are not, they are across the whole country, there would not be enough to carry out the levels of surveillance we have against this one individual. From what tim was saying, how could this happen, given that he was under a high level of surveillance . Happen, given that he was under a high level of surveillance . If you look at the police reaction, it was absolutely phenomenal, the police dont routinely carry arms in this country and if you look at the two London Bridge attacks, where the threat was neutralised within minutes, and here, it was eight seconds and in that eight seconds, the officers had to identify he had stolen the knife and was attacking people, draw their weapons, take aim, make sure there were no other members of the public in a direct line of fire and then neutralising. Eight seconds gives you a real insight into that come extraordinary. Going forward, what will be happening now . We have heard the government saying they are talking about perhaps changes to counterterrorism laws. There are two things, the current laws which are keeping people in prison are primarily designed for criminals, not terrorists. The terrorist experience we have had in the past has been different, you know, the irish terrorism has been different, not people who have been willing to sacrifice their own lives for the particular cause they are in with. Applying the criminal Legal Process to terrorists who you can probably cover with some of them, never deradicalise, is proving challenging. It is important that government does not have a knee jerk reaction. Since 2012, there has been 353 people who have been imprisoned on terror related offences, and 2a5 of them were convicted but only two have carried out attacks like that so have carried out attacks like that so it is a small percentage and how do you define terrorism . Does it apply to all terrorists . Extreme right wing . Apply to all terrorists . Extreme right wing . Irish terrorism . Apply to all terrorists . Extreme right wing . Irish terrorism . Where do you draw the lines on it . It is not something for a knee jerk reaction but it is something to examine in very close detail and learn the lessons and try to change the law so we can keep the public even safer than we are at the moment. In terms of the broader investigation, the actual incident, what happened, why he did it and what happened, why he did it and what the police did and acted on yesterday, but also the choice of location, why it wasnt a high place like London Bridge like we have seen in previous attacks and also the hoax device that was used. At what stage will all that we looked into and feed into future investigations . They are looking at it now in detail, the hoax device, he will have known from previous incidents that you were a hoax device because it means you will be killed and there were statements when he was convicted in 2018 that he wanted to be martyred so hed made that decision. It is almost a guarantee. You guarantee it, the only way you can deal with someone wearing a suspected device is to kill them. That is the only way you can guarantee it, that is all that needs to happen for that device to go off or somebody else could be trying to remotely detonate it. Therefore, the police will deal with the immediate threat and they will be looking to see what motivated him at that particular time and then if there is anyone else associated that could be motivated. That is what i was going to us because presumably that will be key, whether there were other people involved. When he was arrested in 2018, several people we re arrested in 2018, several people were referred to the prevent programme who had been associated with him. I understand that at least two properties are being searched at the moment. The police will be very quickly trying to pin down and identify if he was truly a lone wolf, what pushed him over the edge after he got released from prison but also at that moment in time, on the high street, when he clearly did not have a knife to start with. Something spooked him into doing that. They will get the lessons from that. They will get the lessons from that. It is very early to speculate against all of this but initial indications suggest it is a lone wolf attack. Thank you forjoining us. So much to think about because it isa us. So much to think about because it is a huge call for extra measures and legislation but it is a question of whether and what will make a difference to prevent that kind of incident taking place in the future. It will be a fairly windy day today, particularly across the northern half of the uk. We have this area of low pressure moving its way in across scotland, look at the white lines here, closer together across scotland than they are further south, but weve got this other weather system in southern areas and that is bringing some cloud and outbreaks of rain anywhere from the ma southwards. The best of the sunshine, north wales, Northern Areas of england, but there will be some sunny spells in both scotland and Northern Ireland with some frequent showers in the west and maximum temperatures 7 or 8 degrees in northern parts, 10, 11, maybe 12 degrees further south. Through this evening, well continue with a bit of rain across the south. Eventually, itll clear away. Further showers across scotland, Northern Ireland, snow over the Higher Ground and some strong winds, blizzards for some and those winds will really strengthen, particularly in the north and west of scotland and we could see gusts of up to 70, 75 miles an hour. As we go through tonight and into the early part of tomorrow morning, those strong winds could be a bit disruptive. There could well be some problems with some of the transports with those severe gales by tuesday morning. For the rest of the night, showers in southern areas but fairly chilly with clear spells and temperatures will get down close to freezing in one or two spots. 2, 3, a celsius typical values i suspect into tuesday morning. Throughout tuesday, weve still got some fairly strong winds in the north and the east and this weather system will move its way south, bringing some showers but they will gradually move away to the south east. Some strong winds, as i mentioned, particularly in the north and east, gusts up to a0, 55 miles an hour, but there will be some sunny spells across many parts during tuesday. A fairly quiet day, particularly further south and west. Temperatures on tuesday afternoon will be about 7 to 10 celsius then it stays fairly quiet for the rest of the week until the weekend.
