A new report has found children are being held in harmful conditions at Feltham Young Offenders Institute in west london. It was one of five institutes highlighted by the chief inspector of prisons for multiple and widespread failings. It was found one inmate at feltham was left on a filthy matress on the floor cell for more than 22 hours. The government said it would be making immediate changes. Separating children should never be used as a punishment, and the Prison Service acknowledge that themselves. But most importantly, is the fact that they should be held in conditions which can help these children turn their lives around, and thats not happening if in effect they are being punished, and if the conditions in which they are held actually in amounts to what is internationally recognised as a solitary confinement. Hes already getting pushback and we have seen Senate Minority leader Chuck Schumer from new york essentially saying Mitch Mcconnell is trying to squeeze this process into a very short amount of time and not really give democrats enough time to very much resent their argument. He arguing since there would be only 24 hours in those two days to present their opening arguments and such, it will stretch into the evening and a lot of americans will no longer be watching television or maybe paying attention at that time. So a lot of debate as to how this very much carries out over the couple of days, but weve seen the outline of it already released. You talk about the attention of the American People, how much focus and how much appetite is there for whats going to happen be happening over the next couple of days in america is there . Weve seen the American People involved in this Political Drama ever since President Donald Trump took office, so much Media Attention surrounding the Mueller Investigation into russian interference and how President Donald Trump factored into that and we also hear this quite a bit talked about when it comes to our upcoming 2020 election. There are three senators running for president , technically four, who have had to come back from to washington for the trial. You have seen the American People exposed to this impeachment process. However, there is definitely a fatigue with this partisanship you have been seeing in washington. Remember, impeachment is a very washington centric issue. 0utside a very washington centric issue. Outside of washington, americans have other issues for front of their minds, such as healthcare, the economy, Prescription Drug reform, those Kitchen Table issues that impact them day to day. A number of the Senate Democrats who have had to come back from the campaign trail say they are worried about leaving the campaign trail because this is not forefront on voters minds. A lot of this is a bit of a hangover from the financial crisis. It has been difficult for lots of businesses. Yes, as you say, there are 23 Beales Department Stores Across the country, from bournemouthm where it was founded in 1881, up to perth in scotland, many of them in towns that have already lost a big high street name like m s, bhs, or debenhams. The administrator kpmg has said beales will stay open for the time being, but if the administrators cant find a buyer or turn things around, there are more than 1,000 jobs at stake. What has gone wrong for beales . What is the issue . Well, they didnt have a great christmas, and they have been struggling with high rents and business rates. It lost £3. 1 million in the year to march 2019. They did actually try and find an investor last year but they were u nsuccessful. Investor last year but they were unsuccessful. But these businesses are of course something of an institution. Bournemouth hq. Beales has stood here for nearly 140 years. Stores like these have been cornerstones of writtens high streets for generations. 300 miles north, at another seaside town, shoppers in southport are digesting the news that another big store is under threat. I remember a time when it was buzzing, you know, and there wasnt so much internet shopping. It wasnt so much internet shopping. It was more so you need is something you had to go out and get it. Every time we drive down the street on the park and ride bus, it is like another shop has gone. 0r lord street, it is really sad, because theres so many different shops that have gone. Debenhams has gone down that end, and we dont know what is going to be happening with beales. So it isjust really sad. We dont wa nt so it isjust really sad. We dont want to be Walking Around in the cold. We would ratherjust order it online. But then obviously they are not making money. Big stores like these, they act as magnets for a town, and when they go, there is less reason for shoppers to just nip into town and pick up a few things. And, asa into town and pick up a few things. We had that data out the other day from the british retail consortium, the first fall in retail sales for over a quarter of a century. Can you really go quarter of a century. Can you really 9 up quarter of a century. Can you really go up against economics like that . Know, and for those of us working in retail, we got to work out whether thats a short term trend thats about portion around brexit, makes an economic difference in this country, or whether people are spending less. But for some, it is too late. It is a familiar story across the country. The community here is optimistic, and the council, looking at options to fill the empty spaces. But the question is whether any business can step up and fill the gaps appearing on this heritage high street. So you really sense a change afoot. What can councils do to help . Well, the council has been trying to fill the council has been trying to fill the bhs which has been closed for the bhs which has been closed for the last four years. Debenhams shut on the sunday at one end of the high street, this is lord street. At the other end, a mile down the road, you have beales in administration. So it is very tricky. The argument has a lwa ys is very tricky. The argument has always been from councils that these are the big Magnet Stores that attract the people and the shoppers m, attract the people and the shoppers in, which means that they then go on spending cafe s and restaurants and all that kind of thing. So it is difficult. What really struck me when i was Walking Around was the affection that people have for this town. People when there are lots of family holidays and that sort of thing, and people want to go and spend money in this town. The council says it does have £25 million to invest in terms of the government town deal, so it does have money to invest, but what do you do with these big stores . It was one of five institutes highlighted by the chief inspector of prisons for multiple and widespread failings. It was found one inmate at feltham was left on a filthy matress on the floor cell for more than 22 hours. The government said it would be making immediate changes. Separating children should never be used as a punishment, and the Prison Service acknowledged that themselves. But most importantly is the fact that they should be held in conditions which can help these children turn their lives around, and thats not happening if in effect theyre being punished, and if the conditions in which theyre held actually amounts to what is internationally recognised as a solitary confinement. There is a big shortage of ethnic minority Foster Carers in some parts of the london. In richmond, almost half of foster children are from ethnic minority backgrounds in the area, compared to 14 of carers. The announcement comes in the wake of the London Bridge attack in november, in which usman khan killed two people while out of prison on licence. Heres our home Affairs Correspondent, daniel sandford. The fishmongers hall attacker usman khan had come out of prison one year before the attack. Hed been serving 16 years for preparing terrorist acts, but had been released automatically halfway through that sentence. Visiting the metropolitan polices Specialist Training facility, home secretary priti patel has announced a further increase in funding for counterterrorism policing of £90 million, but she also promised that by mid march, therell be a new counterterrorism bill before parliament, ending the automatic Early Release of terrorist prisoners and raising the minimum sentence available tojudges. We will ensure that we increase sentences to 14 years for the offenders who are involved in planning terrorist offences but also involved in training for terrorist offences as well, and with that we are absolutely clear that we are going to be reviewing licensing conditions so that people do not have Early Release. Ministers say theyll introduce lie detector tests for people recently released and prison for terrorist offences, and theyll double the number of probation officers specialising in counterterrorism. Therell also be more psychologists and imams involved in deradicalising prisoners. 0nce somebody has been radicalised, no one is saying that theres a 100 guarantee that someone can be deradicalised, but if there is a chance, we ought to be funding that and committing to it. Counterterrorism police say their work has gone up by a third in three years, and insist the best way to turn the tide is to divert people away from extremism in the first place. Hed been released halfway through a 16 year sentence for preparing acts of terrorism. The governments now promising new laws to end Early Release in the most serious offences, and promising more money for Counter Terror policing. Lets talk to the justice secretary, Robert Buckland, whos in our westminster studio. Good morning and thank you for joining us. Lets talk about these new laws, what difference could it have made in the example of usman khan . If you remember the time of that terrible incident, there was discussion about the sentencing machine that applied at the time of those men cants sentence and although changes have been made in the last ten years or so, we think we can go further to end the prospect of automatic release, which happened in the case of usman khan, and secondly Early Release before serving the full term of that sentence and its for the most serious offences we want to go one stage further and make sure longer terms of imprisonment are served in full and beyond that terms of supervision on licence are increased so we maximise Public Protection. It goes against what Jack Merritts father said in the wake of what happened, he said he would not wish his death to be used as the pretext for more draconian sentences or for detaining people unnecessarily. His father would be concerned this would be the government reaction to what happened. I make no apology for putting Public Protection at the top of the agenda. I take on board that there are some people who are capable of rehabilitation, but, as i said at time, there are sadly others who are not. Therefore this package is not just about the sentencing regime, its about what we do in our prisons with regard to either dealing with the risk of terrorism or reducing the risk of terrorism or reducing the risk of three programmes of rehabilitation and addressing the causes of extremism. I want to come to rehabilitation in a moment but i understand you may make use of lie detectors. How effective is that and how will it protect the public . They are already used with sex offenders. They came in about seven years ago. They arent part of the criminal vesta geisha and process all the evidence one might hear in Court Criminal investigation. Its about authorities assessing the risk to the public. They are used in sexual offence incidents. Polygraph testing will be introduced. This is not a new concept and this is sensible to maximise our understanding of the risks that some of these prisoners oppose to society. The other question as well, particularly about rehabilitation, and the psychologist behind the uks main Deradicalisation Programme said there is no way in some of these cases to prove somebody is deradicalised. Well, this is the problem. When you get people who can superficially comply with the regime, as seems to have been the case in kahns case, and suddenly change their superficial compliance into offending and worse. That is challenging authorities, which is why investing more in measures within prison, and the regime by which we have experienced and trained probation officers and psychologists to really get to grips with the issues, i think will help us with the issues, i think will help us minimise that risk. I dont pretend we can never eliminate it, but i think the measures we have announced today, not just but i think the measures we have announced today, notjust on policing but on measures within prisons, will help us improve our response and help us minimise the risk that is posed to the public by this type of offending, of offender. You talk about offenders, and we know what is going on in prisons, especially funding and how that is affected, and in the Probation Service as well. How much investment doesnt need, and will you be putting enough in . Because the monitoring of all these people is expensive, isnt it . Well, thats right. I think in the past it has been a particular challenge. And of course, priorities have to be assessed. I think where were going to go now is that, with the funding that we getting for the prisons and the patients service, we will be able to do more work by doubling the number of specialist probation officers in our presence prisons and Probation Service. We will increase the number of psychologists and specialist imams in our prisons, and specialist imams in our prisons, and increasing the training programmes, regular updating of training to staff, so that they more readily spot the tell tale signs and ta ke readily spot the tell tale signs and take action. Within the community, when people are released, improving approved premises provision and improving tagging. All of these measures will be possible as a result of the announcement today. And i am sure you will agree with me, all this takes time to get people in place. The criticism you have had from the labour party is that this is too late, some of this. Well, i think we are under a rolling duty to assess the threat that is posed by terrorism, and i think it is very easy for critics to be wise after the event. What we have to do when it comes to notjust terrible events like the fishmongers hall incident but more generally when it comes to assessing the types of prisoners we have in our present and Probation Service, we have to be ready to challenge our own assumptions at all times, and to ask ourselves the question, i we really on top of this . And frankly, having that frank conversation and openly discussing it, and admitting that we can do more, is part of the way in which i think we will properly address this issue and help to minimise the risk to the public. So i make no apology for the fact that we wa nt i make no apology for the fact that we want to do more. The question is, in future, how do we track it . Is it just going to be islamic terrorism . The far right are a factor as well. We deal with many facets of extremism in our presence, and our work is world leading. Justice secretary robert butland, thank you for your time on breakfast. Did you find it particularly cold when you got up this morning . No, i thought it was cold yesterday. I felt this morning when i threw out the duvet it was very cold. Well, it is a cold start to the day, we have crossed across england and wales this morning and some folk to boot as well. In fact, there is a real difference in temperature, north to south. 0vernight, some parts of the north of scotland didnt fall below just under 11 degrees, whereas in the south of england, some of us had temperatures as low as 5. So if you are in an area with 5, it is not surprising there is some frost around. You will probably have to scrape your car windscreen. We also have some fog around first thing this morning, more on that injust a jiffy. But as we look through the rest of the week, it is going to be mostly cloudy. But it will be largely dry. Having said that, some of the cloud this week will be low, thick bowed, and it will produce some rain. The fog could be problematic especially across southern england and wales. The met 0ffice southern england and wales. The met office has a yellow weather warnings out for this. Disability will be poor at times. You will find out a wee bit more about where you are on your bbc local radio station. This, generally speaking, is the fog risk area, south west england, south wales, in three parts of the midlands and forming at the moment across parts of east anglia and the south east. Some tricky travelling conditions. Most of that will lift into cloud, but some of it will stick, and if you are in an area where it sticks, your temperature may not get up much higher than two or three degrees. But across the board were looking at a lot of cloud. There will still be some sunny breaks, especially in the shelter of the hills across eastern scotland, the pennines, the Peak District, parts of the down towards the south coast and east of Northern Ireland. Even so, across the north and west of scotland the cloud will be thick enough for some splashes of rain. As we head onto the evening and overnight, that cloud will move across all areas tonight. And were looking at temperatures not falling as low as they did last night. 0nce again we have three or four in the south, as opposed to 5 and 4, and as we push further north, we are looking at some milder conditions. So, then, as we head on into wednesday, look at the yellows across the chart. High pressure still in charge of our weather, as it has been all week and will be for much of week, and it is pulling the pulling in a little bit more of an atlantic influence. So for tomorrow, despite the fact that there is a lot of cloud around, not just what we see milder conditions, but from the atlantic, more moist conditions as well. Some of that cloud will be producing some drizzle, almost anywhere, actually, but there is a higher chance across the north and the west. And yes, there will be some glimmers of brightness in the shelter of the hills, but for most it will be a fairly grey day, with temperatures between about ten and 12 degrees. So you can see the temperatures have gone up, but they are going to go back down again. As we had to thursday and into friday, you can see this High Pressure being squeezed, and that is going to allow the progress of some weather fronts. Note the isobars as well in the north of the country, it is going to get that little bit windier once again. Through the course of thursday and friday, we have the rain coming across the north of the country. The south will be drier, brighter at times, but dont forget there will be some cloud at times, a fair bit of drizzle, leading us into a windy weekend for some, but also sunshine and showers. Some cost thousands of pounds to settle. 0thers reach the Million Pound mark. Now, bbc news has learned that the bill for legal fees alone is costing more than £4 billion, and there are fears that the costs are spiralling out of control, as Angus Crawford reports. That picture is being repeated across england. Payments for clinical negligence have doubled since 2015. Last year, the nhs paid out £2. 3 billion, but the nhs paid out £2. 3 billion, but the total cost of outstanding claims now stands at a staggering £83 billion. And weve learnt legal fees make up £4. 3 billion of that. Doctors worry the costs are spiralling out of control, but lawyers for patients say the rise is driven by failures in care. The nhs in england says 70 of claims are now resolved without going to court, and it is committed to learn from incidents in order to improve patient safety. A new report has found children are being held in harmful, solitary conditions at Feltham Young Offenders Institute in west london. It was one of five institutes highlighted by the chief inspector of prisons for multiple and widespread failings. One inmate at feltham was left on a filthy matress on the floor for more than 22 hours. The government has said it will be making immediate changes. Separating children should never be used as a punishment, and the Prison Service acknowledged that themselves. But most importantly is the fact that they should be held in conditions which can help these children turn their lives around, and thats not happening if in effect theyre being punished, and if the conditions in which theyre held actually amounts to what is internationally recognised as a solitary confinement. Police are investigating a suspected hit and run at wimbledon park. They are appealing for witnesses. There is a big shortage of ethnic minority Foster Carers in some parts of london. In richmond, almost half of children needing care are from ethnic minority backgrounds, compared to 14 of carers. Its been confirmed that a mysterious new virus that has killed four people in china, can be passed from person to person. The number of people infected has tripled to more than 200 cases. The World Health Organization is holding an emergency meeting about the outbreak later this week. Lets find out more from professor david lalloo, who is the director of the Liverpool School of tropical medicine. What can you tell us about this virus . Since the beginning of the year we discovered a group of people with a pneumonia light illness in wuhan in china, and since then we discovered it is caused by a coronavirus and they can sometimes cause things like the common cold but previously they caused sars in 2002 and murs in 2012, and they were serious and sometimes people died. What is the difference between that and the flu . What is the difference between that and the flu . It is essentially a different kind of virus and it can cause similar symptoms, in fact you could easily stake the flu for the symptoms of this new virus. Essentially coronaviruses previously have had more mortality, 35 from sa and 10 from sars that we would normally see in the flue. It is a person to person virus . Initially all these viruses come from animals and the rate was originally centred around a food market in wuhan, but subsequently weve now noted that its been transferred from human to human, particularly to medical personnel, and they are often at highest risk but also from relatives and close contacts. Once you start getting a virus spreading from humans to humans, it becomes much more concerning. Do we know at this stage what animal it might have been . We dont know. We think the sars virus came from bats and the mers virus came from camels, but we dont know anything about this. There a lot unknown about this. How dangerous is it . We have 200 infected at the moment, are there real concerns about it . It is difficult to be sure. The number of deaths would imply at the moment that the severity is less than the two other outbreaks we are worried about, but its very early and it is difficult to be really sure at this point. It is likely that there are many more cases than the 200 we have heard about but that would imply some are less severe. At the moment all indications are it is less severe than previous epidemics, but we cant be sure. In terms of the uk side of things, i would imagine hospitals and clinics are well prepared for the spread of the virus if it came this far . Yes. Generally we have a good level of preparedness for all of these viruses. We have four centres around the country, including at royal liverpool, where we look after these kinds of patents and pag has put out a lot of information to medical personnel and hospitals about being on the lookout for the virus. Public Health England . Yes. Thats the most critical, criticalthing, england . Yes. Thats the most critical, critical thing, for the Health Service to have a high suspicion of this being a possibility of this coming from china. We understand there is a suspected case in australia, so what measures can be put in place to stop it passing from country to country . We know airports take temperatures, does that help . There is a lot of debate about screening but the problem with taking temperatures routinely, people will encounter the virus and they could be infected for several days before they get symptoms. Just getting a temperature is difficult to do practically and is difficult to do practically and is probably not that much use. Much more important is anyone that has beenin more important is anyone that has been in an area where they may have been in an area where they may have been exposed to the virus to contact medical staff rapidly if they get symptoms, and that the Health Systems in the uk are prepared to deal with those individuals and isolate them if necessary. We have been accustomed to having the flu jab in this country, will you look ata jab in this country, will you look at a vaccine . Is it too early . It is far too early and interestingly sars, which is the best example in 2002, flared up, infected 8000 people and then went away. It is far too early to think about the need for a vaccine and also developing vaccines takes a lot of time. Professor david lalloo, thank you for your time. Very interesting. A real difference in temperatures, the north west highlands, the temperature is 9. 5 but further south, benson in perthshire, the temperature is 5. 3. Frost around this morning and also fog. For the rest of the week, it will remain mostly cloudy and there will be some brightness around and also mostly dry. This morning if you are travelling, the met office has a yellow weather warning for the fog in southern england and wales. Poor visibility could lead to tricky travelling conditions and these are the areas we are looking at. South west england, south wales, parts of the midlands, east anglia and the south east. Summer breaks east of Northern Ireland. For example, southern wales when the fog lifts will see sunshine, as will southern coastal counties. Through the evening and overnight, the cloud spills further south, not as cold a night as the one just gone but we will still see splashes of rain and drizzle in the north and west. Temperature wise, threes and fours as opposed to 5 in southern areas, and milder further fours as opposed to 5 in southern areas, and milderfurther north. Nine wouldnt be a bad daytime maximum at this time of year compared to an overnight minimum temperature. As we head through the course of tomorrow, High Pressure thats been covering our weather all week will very much still be with us, and we have more of an atlantic influence coming our way so that will bring in milder and moister conditions through wednesday. That means a lot of cloud and there will be low cloud around, which will be thick enough here and therefore drizzle. Most likely in the north and west but we cant rule it out in other areas and like today, if youre in the shelter of the hills, youre in the shelter of the hills, you have the better chance of seeing brightness but temperatures will be 912. Brightness but temperatures will be 9 12. Through wednesday night into thursday and friday, watch how this area of High Pressure thats been with us this week is squeezed and that allows atlantic fronts to come in, bringing rain, and if you notice the isobars, thats telling you the wind is picking up in the north. For both thursday and friday, fairly cloudy with one or two exceptions in the shelter of the hills and we have the shelter of the hills and we have the rain coming in across the north slowly moving south. Not making much progress into the far south. However, by the weekend, were back into unsettled conditions. It is going to be windier and were looking at sunshine and showers. As we start the new working week, once again the outlook is going to be u nsettled. Carol, we need good news injanuary well, yes, because last week if you think about it, we had storm brendan and all the wild and wet and windy weather. This week, although cloudy it is much more sedate. She has turned it round thank you, carol beales, one of the countrys Oldest Department stores, has gone into administration. If no buyer is found, 30 stores could close across the uk, many of them on high street which have already seen closures. Victoria is looking at this for us today. If it goes, lots of people will really miss this store, wont they . Absolutely, it is a real favourite for people. 23 of these Stores Across the country, from bournemouth across the country, from bournemouth across to perth in scotland, and many of them in places where they have already seen the loss of debenhams, the loss of bhs, maybe an m s close as well. The word at this time is the stores will remain open. However, the reality is someone needs to step up and buy this business, and if they dont, this is the reality. Over 1000 jobs will be at risk. So what has actually gone wrong . Is it the same sort of thing we see in other shops on the high street, high rents and things like that . Exactly, it is the same thing the other stores are complaining about a lot, high business rates, high rents, and also christmas has not been great, and christmas is obviously a key period. As a result, this is what we saw last year. Losses more than doubled to over £3 million. Back in december of last year, they did actually put themselves up for sale and they looked for someone to buy them, but no buyer could be found. For lots of people, they are an institution, these Old Department stores, the likes of beales. So what happens if we risk losing them forever . Bournemouth hq. Beales has stood here for nearly 140 years. Stores like these have been cornerstones of britains high streets for generations. 300 miles north, at another seaside town, shoppers in southport are digesting the news that another big store is under threat. I remember a time when it was buzzing, you know, and there wasnt so much internet shopping. It was more so you needed something, you had to go out and get it. Every time we drive down lord street on the park and ride bus, its like another shop has gone. On lord street, its really sad, because theres so many different shops that have gone. Debenhams has gone down that end, and we dont know what is going to be happening with beales. So itsjust really sad. We dont want to be Walking Around in the cold. We would ratherjust order it online, but then obviously theyre not making money. Yes, i think theyre shutting because students like us, we never have time to come out, because on a rare day like this, you dont really want to go shopping. Southport lost its debenhams here just on sunday, and back in 2016 it lost its bhs as well. Big stores like these, they act as magnets for a town, and when they go, there are less reason for shoppers to just nip into town and pick up a few things. And, as a result, other businesses can suffer. Across the road is susanna. She runs a cafe and bar that does well from passing trade. We have been here for about five years, but the cafe itself has been here 130 years. So people have been having cups of tea here for 130 years . 130 years. Wow, amazing. Its notjust about southport. Since 2008, its globally, and i think nationally we have to have some sort of policy about what we do nationally about the high street. But the problem is people arejust not shopping as much. We had that data out the other day from the british retail consortium, the first fall in retail sales for over a quarter of a century. Can you really go up against economics like that . No, and for those of us working in retail, weve got to work out whether thats a short term trend thats about caution around brexit, which makes an economic difference in this country, or whether people are spending less. But, for some, it is too late. It is a familiar story across the country. The community here is optimistic, and the council are looking at options to fill the empty spaces. But the question is whether any business can step up and fill the gaps appearing on this heritage high street. So the council is still trying to feel that bhs, more than three years on, and at two ends of the high street, you have debenhams going on sunday, the future of beales determined on the monday. Councils dont really care about helping the big street chains. The boss of beales says he has only been offered help with one. I suppose that leads to the question should councils be helping businesses like beales . Yes, at the expense of the smaller businesses which are also struggling. The argument for helping them is that these big stores act as anchors. People do a bit of shopping and they might go and buy other things. If they go out of business, it isa things. If they go out of business, it is a real problem. And there is a real issue that when they do go, what are you going to do with them . What are you going to fill them with . It is really tricky because they are such massive spaces, and they are such massive spaces, and they are such massive spaces, and they are very expensive to run. So they are very expensive to run. So the bhs that is in Oxford Street, that has now been turned into a food hall. Down in london there is talk of the debenhams in southport being turned into a hotel, may be residential. A new report has found children are being held in harmful, solitary conditions at Feltham Young Offenders Institute in west london. It was one of five places highlighted by the chief inspector of prisons for multiple and widespread failings. One inmate at feltham was left on a filthy mattress on the floor of a cell for more than 22 hours. The government has said it will be making immediate changes. Separating children should never be used as a punishment, and the Prison Service acknowledged that themselves. But most importantly is the fact that they should be held in conditions which can help these children turn their lives around. And thats not happening if in effect theyre being punished, and if the conditions in which theyre held actually amounts to what is internationally recognised as a solitary confinement. Plans to increase minimum sentences for people convicted of the most serious terrorism offences have been unveiled by the government. Ministers also want to end the automatic Early Release of such inmates. The announcement comes in the wake of the London Bridge attack in november, in which usman khan killed two people while out of prison on licence. Heres our home Affairs Correspondent daniel sandford. Hed been serving 16 years for preparing terrorist acts, but had been released automatically halfway through that sentence. Visiting the metropolitan polices Specialist Training facility, home secretary priti patel has announced a further increase in funding for counterterrorism policing of £90 million, but she also promised that by mid march, therell be a new counterterrorism bill before parliament, ending the automatic Early Release of terrorist prisoners and raising the minimum sentence available tojudges. We will ensure that we increase sentences to 14 years for the offenders who are involved in planning terrorist offences but also involved in training for terrorist offences as well, and with that we are absolutely clear that we are going to be reviewing licensing conditions so that people do not have Early Release. Ministers say theyll introduce lie detector tests for people recently released and prison for terrorist offences, and theyll double the number of probation officers specialising in counterterrorism. Therell also be more psychologists and imams involved in deradicalising prisoners. Once somebody has been radicalised, no one is saying that theres a 100 guarantee that someone can be deradicalised, but if there is a chance, we ought to be funding that and committing to it. Counterterrorism police say their work has gone up by a third in three years, and insist the best way to turn the tide is to divert people away from extremism in the first place. Quite privileged, to be perfectly honest. We had many people contact us about incidences that they were aware of. We didnt expect anyone really to come forward with their own personal experiences. They were very touching stories and majors feel more compelled to work our hardest to make sure it stopped happening. Made us feel more compelled. You are still fighting for justice for your son, ifany still fighting for justice for your son, if any of those incidents were acted on and those road Safety Measures were put in place, it might have been that harry was still alive . I cant believe this hasnt been challenged before. We cannot allow this to continue without Safety Measures being put in place. It is wonderful that Northamptonshire Police have said they will provide Driver Training for the americans that come over, thatis for the americans that come over, that is a great step in the right direction, a small step at a positive step. Our roads are very, very different in england compared to anywhere in the us. We have many hazards in our roads, lots of hairpin bends, lots of roads that are probably only wide enough for one car, certainly around the area that we live, so Driver Training is particularly important, along with other things we are working on. Can you talus about some of the other things you are campaigning for . We are trying very hard to get simple things like stickers put into cars, we have family in new zealand and they get into their car and they have stickers on their dashboards up above their interior mirror, down by the gear levers, reminding them on what side of the road they must drive. They are very simple, visual aspects but i think they could become really important, and to have that visual reminder, i think, is something we are very keen on. Your husband bruce was telling us he has heard first hand evidence of people who are now too worried and scared to drive on that roads were harry sadly died last year. Have you heard that too . Absolutely, we have no end of people who are saying theyre avoiding that road. They are taking other routes, even if it is taking them longer, they are avoiding that roads because they are just terrified, quite honestly, about the same thing happening to them or theirfamilies. We same thing happening to them or their families. We had same thing happening to them or theirfamilies. We had some family members that dont allow their children or loved ones to drive down there any more, we have people coming up to us that we have maybe never met before, telling us the same. It is not right, we should not live in a community where we are scared of driving on our own roads and we will duel that we can for however long it takes to try to get that rectified. Charlotte, it was exactly a week ago that we spoke to the Prime Minister on this programme and around about that time we asked him about the extradition request about Anne Sacoolas. We spoke to your legal representative the day after that about how that felt for you, i believe that was your birthday, what it felt like to you asafamily birthday, what it felt like to you as a family to hear from the Prime Minister saying it was highly unlikely she would come back. Unsupported. We have been down this path so many times, we have worked our way through it with various people in government, we did not expect to hear that from Boris Johnson, to be honest. The fact that he said it is something the us just do not do, it is completely incorrect, we have checked with the fco, the us has never turned down an extradition request from the uk. So the complete opposite of what Boris Johnson said. That was quite disappointing to hear and extremely upsetting to hear our own Prime Minister state something that we have, like i said, double checked, it is not true. Has hearing that at some of the frustrations you have felt along the way reallyjust steals your resolve to make sure you continue this fight . Every hurdle that we are put up against, so far we are doing our absolute best and we are doing our absolute best and we have done a pretty good job so far of getting over those hurdles.
