The Liberal Democrats will focus on Younger Voters when they launch their General Election manifesto later. A promise to hold a second Eu Referendum will be at the heart of the document but it will also include pledges to restore Housing Benefit for younger people and to make it easier to get on the housing ladder. Our chief Political Correspondent vicki young reports. The Liberal Democrats see the General Election as a chance to change britains future and their message is clearly aimed at those who voted remain in last years referendum. They want voters to have another say on brexit once any deal with the European Union has been finalised. And if people like it they should be able to reject it and keep the uk in the eu. The Lib Dems Hope their pro eu argument will encourage remain voters to swing behind them, especially in seats they used a halt in london. But in some of the other former heartlands in the south west of england, brexit is much more popular, so the party is much more popular, so the party is trying to broaden the appeal with new policy ideas. The lib dems have already called for extra health and education spending. It will be paid for by higher income and Corporation Tax. On housing, they want to introduce a rent to own scheme for te na nts, introduce a rent to own scheme for tenants, and they have pledged to legalise and regulate cannabis. The lib dem leader, tim farren, admitted his party isnt going to win the election. He says his aim is to replace labour and be an effective opposition to the conservatives. The idea that people can be fat but medically fit is a myth according to a study of the medical records of more than three Million People. Researchers say being obese increases the risk of suffering Heart Disease, stroke and Heart Failure. Our Health Correspondent Dominic Hughes reports. So just keep your hands on your hips. The idea that you can be obese but still healthy has been debated for years. Previous studies have suggested that around one third of very overweight people are healthy with normal Blood Pressure and cholesterol levels, despite being classed as obese according to their Body Mass Index, which is a measure of height versus weight. The new analysis of the medical records of 3. 5 million uk residents suggests the idea of healthy obesity is a myth. Compared to those of normal weight, it suggests that even our healthy obese people have a 49 greater risk of developing coronary Heart Disease, the risk of Heart Failure is increased by 96 and stroke by 7 . What was new for me from this study was that it showed that people who are overweight or obese are at an increased risk of Heart Disease, even though they may be healthy in every other respect previously. I rather thought that obesity increased Blood Pressure and cholesterol and that increased your risk. Butjust being obese puts you at increased risk of heart attack and stroke. Rugby players are often used as examples of people who may be classed as obese but are healthy. Their Body Mass Index would mean they are technically overweight but, for the vast majority, this Research Suggests being obese will eventually catch up with you. Sometimes the numbers on social media are so big that we forget the Strategic Campaign will go super local to cut through the peoples opinions around the dinner table. The only time the labour party lost that seat to the labour party lost that seat to the conservatives was 1983. Michael foot was their leader, they had a radical left wing manifesto as well. And further south west from where we are standing right now has always been traditionally quite strong liberal democrat land. Absolutely, you only have to go Into Somerset and you are into Paddy Ashdown territory. That is where he was the memberfor yeovilfor territory. That is where he was the member for yeovil for decades, and also pockets of strength. They had mps in gloucestershire, yorkshire as well. But wiped out at the last General Election. They are really desperate to pull themselves back up. The problem for the libdems is they have pinned their colours to they have pinned their colours to the mast of brexit. That is what they think can win votes. Down the m5, in cheltenham, that will work quite well. In places where there was a strong vote for remain last year. Researchers conducted a study of more than three Million People and found that having excess fat increases the risk of suffering Heart Disease and stroke. Joining me now is paul gately, professor of exercise and obesity. And i know that you have contributed to this report, havent you . It is an enormous amount of people to have studied. Tell us what you think are the most important things to come out of it . The most important thing is we are still on the Pendulum Swing of the debate about fat and fitness. What scientists like to do is put things into boxes. U nfortu nately is put things into boxes. Unfortunately people dont live in boxes. When you put things into boxes. When you put things into boxes and you compare them with another, you, with a conclusion. When you take obese people and you try to define the term healthy, and then you compare them with someone who is fitter, the comparison is difficult. The reality is if you ta ke difficult. The reality is if you take an obese person and they become active, they will improve health. They might not become as healthy as a normal weight person. So, the boxes are obese and normal weight with the exercise being the Pendulum Swing. I think that is the point people have to understand. Healthy is more than just whether you have diabetes or Heart Disease. It is emotional health, psychological health, and social health. It is really about how the mix of factors is considered and organised by scientists, rather than the message, we should be to become more active, evenif we should be to become more active, even if you are obese, become more active and you will get more healthy, it will improve your health. You might not be as healthy asa health. You might not be as healthy as a normal weight person but you are healthier than when you started, thatis are healthier than when you started, that is the message. And what it finds is you might be healthier but you might have Underlying Health issues, is that what it is saying . It is basically saying that your risk remains higher. If you are overweight. So, you cannot stay obese. You get fitter, then the risks dont go away. This is the point about the debate. It is swinging. Some researchers suggested it does. In certain people, they can bea it does. In certain people, they can be a obese and get much fitter and all of the health risks go away. I have never believed in that. I believe that the Health Risk Im proves believe that the Health Risk Improves if they become fitter. How do you measure it . Is it a problem with how we measure things . Should we, for example, you are the expert, should we measure fat, rather than your weight . Yes, that is why boxes are important. Scientists like to organise things in boxes. So, how to measure fitness, asking someone how fit they feel, rather than testing how fit they are, there are Different Things and you will get Different Things and you will get different answers. Measuring bmi, height and weight, versus body fat, is different. In order to measure the body accurately, you need expensive equipment, and that is not accessible to many people. So, in essence, height and weight for everybody is easy, body weight is difficult. One of the underlying issues around why the debate is a Pendulum Swing is because the way we assess these things varies between different studies, so the public think, well, they are telling us different messages, scientists recognise it is in a different message, we are looking at ways of measuring and we sometimes get different answers when we measure things differently. And the key message is, being overweight is not. What is the key. . To be overweight is not good for your health, without a shadow of a doubt, but we can do something about it if we lose weight. We can do something about it if we get fitter. We can do something about it if we change the diet, an improvement in health. Thank you. So the overall strength of the economy is a real key question at the moment. And obviously we are getting more and more details as the days go by. Today the fact that labour would look at increasing income tax, and increased spending. I think it is interesting that in one of the last your mac first elections in a while, we see a real difference between the two parties. The Labour Ma Nifesto between the two parties. I think they are all trying to avoid that because both parties are committed to going through with the exit. Nobody taking the view that you saw there, that they should stay in the European Union. It is, it is a period of change and uncertainty. The Liberal Democrats will focus on Younger Voters when they launch their General Election manifesto later. A promise to hold a second Eu Referendum will be at the heart of the document but it will also include pledges to restore Housing Benefit for younger people and to make it easier to get on the housing ladder. Our chief Political Correspondent vicki young reports. The Liberal Democrats see the General Election as a chance to change britains future, and their message is clearly aimed at those who voted remain in last years referendum. They want voters to have another say on brexit once any deal with the European Union has been finalised. And if people dont like it they should be able to reject it and keep the uk in the eu. The Lib Dems Hope their pro eu argument will encourage remain voters to swing behind them, especially in seats they used to hold in london. But in some of their other former heartlands in the south west of england, brexit is much more popular, so the party is trying to broaden its appeal with new policy ideas. The lib dems have already called for extra health and education spending, paid for by higher income and Corporation Tax. On housing, they want to introduce a rent to own scheme for tenants. And they have pledged to legalise and regulate cannabis. The lib dem leader, tim farron, has admitted his party isnt going to win the election and says his aim is to replace labourand be an effective opposition to the conservatives. The conventional approach in general Election Campaigns is that the cheeses in the party should go around, even if they privately think they will lose, is to go out and say that we are going to go out and say that we are going to win. And yet, this intervention from Len Mccluskey, leader of the biggest trade union in the country, unite, recently elected as their leader, said labour have a mountain to climb, he doesnt think the party will win the General Election and he thinks labour will win around 200 seats and says it would be a good result. The idea that people can be fat but medically fit is a myth according to a study of the medical records of more than three Million People. Researchers say being obese increases the risk of suffering Heart Disease, stroke and Heart Failure. Our Health Correspondent Dominic Hughes reports. So just keep your hands on your hips. The idea that you can be obese but still healthy has been debated for years. Previous studies have suggested that around one third of very overweight people are healthy with normal Blood Pressure and cholesterol levels, despite being classed as obese, according to their Body Mass Index, which is a measure of height versus weight. But a new analysis of the medical records of 3. 5 million uk residents suggests the idea of healthy obesity is a myth. Compared to those of a normal weight, it suggests that outwardly obese people have a 49 greater risk of developing coronary Heart Disease, the risk of Heart Failure is increased by 96 and stroke by 7 . What was new for me from this study was that it showed that people who are overweight or obese are at an increased risk of Heart Disease, even though they may be healthy in every other respect previously. I rather thought that obesity increased Blood Pressure and cholesterol and that increased your risk. Butjust being obese puts you at increased risk of heart attack and stroke. Rugby players are often used as examples of people who may be classed as obese but are healthy. Their Body Mass Index would mean they are technically overweight but, for the vast majority, this Research Suggests being obese will eventually catch up with you. There will also be extra funds for both health and education. The Liberal Democrats want £7 billion allocated to schools. The policy would see a portion of young peoples monthly rent payments being used to help them build up a share in a home. When we were in government we made an agreement so people like her would get support but unfortunately the conservatives renege on that, so we wa nt the conservatives renege on that, so we want to come back from the commission, which looked into this in detail. Whatever polities you have, you have to fund them, and the lib dems have been clear that with the crisis in social care and in the nhs we need a significant boost for hospitals, full social services, gps, Mental Health services. We will ask people in this election, because it is so important, we will take the tough decision to ask them to put a penny on every income tax band to do that. You would do that on every band, so people on the lowest wages to the highest wages would pay the same amount . It is related to the ttip a. On a low wage, you would pay very little to pay. You said 1p on every band. It is a rate on your income. If it is higher, you will pay more. Income tax is the fairest tax and even more so because the lib dems, when we are in government, would take the lowest out of tax altogether. Raising a penny on income tax is the fairest way to raise money needed for Health Services in crisis. Just make it clear for services in crisis. Just make it clearfor me. How services in crisis. Just make it clear for me. How does the 1p services in crisis. Just make it clearfor me. How does the 1p pan out . It is 1p in the pound, so the more you earn, the more you pay. If the rate goes up 1p, you pay a pound you pay tax. If the rate goes up 1p, you paya bit pound you pay tax. If the rate goes up 1p, you paya bit more. Pound you pay tax. But on the whole lighting the Energy Sector pretty well placed at the moment, if we have effective regulation which will affect consumers we will have a big change coming up. A lot of people would say you are bound to say that given you are the boss of an energy company. Perhaps, but i am quite in favour of the tory partys policy around price caps. That will be a good news for consumers and it will lead to new competition in the sector. I think the combination of the, property innovation and effective regulation is probably the best way to run energy market. Do you think people pay too much for their energy bills . People say thats a big pressure for them and its a lot of their income. And i think the other thing about energy is there are few ways people can cut back. It is one of the few products that customers buy that, regardless of what they have, they have to pay their energy bills. Most other products and services that households spend money on, they can always cut back. So it is very difficult. I think theres a lot that consumers can do to help reduce energy bills. Cant you just bring down your prices . We can, but if everybody does that to the point where they are selling below the cost of energy, sooner or later the Energy Companies would go out of business and long term the only thing that makes a really big difference is as a country for us to invest in low Cost Renewables and energy efficiency. Weve seen what energy efficiency. Weve seen what Energy Prices have done, they stayed roughly the same over the past eight years as consumers use less and less. Our customers are using 40 less. Of all of them over the years the white house is denying reports that donald trump asked former fbi Directorjames Comey to stop an investigation into alleged links between an advisor and russia. Lloyds bank says the taxpayer has made a profit of nearly £900 million after the government sold the last of its shares in the group. The idea that people can be fat but medically fit is a myth, according to a study of the medical records of more than three Million People. Researchers say being obese increases the risk of suffering Heart Disease, stroke and Heart Failure. The idea that you can be obese, but still healthy has been debated for years. Previous studies have suggested that around a third of very overweight people are healthy. They have normal Blood Pressure and cholesterol levels despite being classed as obese according to their Body Mass Index, which is a measure of height versus weight. But a new analysis of the medical records of 3. 5 million uk residents suggests the idea of healthy obesity is a myth. Compared to those of a normal weight, it suggests even outwardly healthy obese people have a 49 greater risk of developing coronary Heart Disease, the risk of Heart Failure is increased by 96 and stroke by 7 . What was new for me from this study was that it showed that people who are overweight or obese are at an increased risk of Heart Disease even though they may be healthy in every other respect. Previously i rather thought that obesity increased Blood Pressure and your cholesterol and it was those factors which increased your risk of cardiovascular disease. Just being overweight or obese puts you at increased risk of heart attack and stroke. Rugby players are often used as examples of people who might be classed as obese, but are healthy. Their Body Mass Index would mean they are technically overweight, but for the vast majority, this Research Suggests being obese will eventually catch up with you. Mark, is that over the figures, over the costings, whats your issues . First of all, it isnt costed. There is some really big promises that are not costed like some of the nationalisation proposals and labours proposals not to increase the state pension age, it will cost £300 billion over the next 40 years. There is lots of stuff thats not costed, but it is the biggest tax rise, put taxes back up the biggest tax rise, put taxes back up to levels not seen since the 19405, it up to levels not seen since the 1940s, it is the single biggest increase in taxes for 70 years. There is no way the money that needs to be spent can be raised by 5 . These taxes will land on everyone. Financial transactions tax will hit pension schemes just like Financial Transactions tax will hit pension schemesjust like Gordon Browns raid on pensions at the beginning of the last labour government, thats going to be. We have made a guarantee mark that vat wont be increased. Weve said that were asking income tax to be increased only for the top 5 of earners. That doesnt raise the money you need to spend. But were worried that if theresa may gets a landslide victory she maybe tempted to go for a soft brexit and if youre in the Single Market, you still have to have Free Movement of labour, if youre in the Customs Union, youre not allowed to make your own free trade deals with other countries outside the eu and we wouldnt have control of immigration. We wouldnt have, wed have to obey eu lebleg slayings so wed really be in the eu. So unless you come out of the Single Market and the Customs Union you are still essentially in the eu. So Single Market brexit is a big issue for you and ukip voters. Stephen, i know youre liberal democrat policy is a penny for eve ryo ne democrat policy is a penny for everyone in the pound to pay the various aspects of nhs and social care. If we start with a forecast at nine oclock this morning in scotland, a lot of cloud around, some sunshine, and showers in outer hebrides. The far north of england, a beautiful but chilly start of the day, until we run into the likes of yorkshire, lincolnshire, the midlands, down towards the south east, kent, the south coast. Here we have got some rain. The east of kent, east of east anglia saying something a bit drier at the moment, you will have rain later, but as we drift further west, including the channel islands, the Isle Of Wight in the hampshire, somerset, they are also silly, were back into the rain. Rain too across wales, though the north and west seeing something a little bit drier. The Northern Ireland, a dry start view but there are some showers around and that will be some showers of the day. Likely showers in Western Scotland, some will be heavy and thundery. As is the way with showers, they will also be fairly hit and miss. Through the course of the day, the sunshine will prevail in the northern half of the country. For the rest of the country, the southern half, we are looking at a lot of rain, some will be heavy. Late in the day as temperatures rise, we can hear the odd rumble of thunder. It will be muggy In The South East with highs up to 25. As that band of rain pulls away into the north sea through the evening and overnight, again it will be heavy and possibly thundery for a time and it will leave quite a lot of cloud in its wake in eastern areas. Central and western parts seeing some Clearer Skies and one thing you will notice is where it has been so muggy of late, we will see some pressure conditions coming our way. Tomorrow morning, some cloud down the east coast, that will slowly break up and we will see some sunshine coming through. For most of thursday for all of us it will be a with sunny spells and a few showers. Again the showers fairly hit and miss. If you catch one, you could catch the odd heavy one. Tomorrows maximum temperature is probably around 19. Then the friday, a bit more the same. Sunshine and showers, some could be heavy and thundery. A bit lonely. Theres no such thing as healthy obesity, according to a team of scientists at Birmingham University. Researchers conducted a study of more than three Million People, and found that having excess fat increases the risk of suffering Heart Disease and stroke. Their research is now being presented to the European Congress on obesity. Joining me now is lauretta johnnie, personal trainer, and founder of full figured fitness, and, for the second time, paul gately, professor of exercise obesity. Morning, both. Lauretta, iwill give you time to compose yourself because i know we rushed you in here. Paul, give us an idea come it is a really big study, what is the key message . That it is more information about understanding the relationship between obesity and health. What we have known for some time is obesity increases peoples risk factors. But as we move forward, we try to understand how do we improve peoples health, and we know that exercise does have benefits. What has been suggested is overtime obesity is a link to health, but if we do fitness and activity, we reduce our risk. All this study does is it clarifies that risk does not disappear. Lauretta, i know you feel passionate about this and you are a personal trainer. When you hear m essa g es personal trainer. When you hear messages like that, and you encourage people to get active, what do you think . I think it is important to get active at any size, and it is important that we promote fitness at any size for people, and we develop exercise classes, like i have done, the people, targeting specifically people who are overweight and obese. When they come to you, are they looking for moving faster, or is it about losing weight, what is their prime motivator . People come to me for different reasons. A lot of people wa nt different reasons. A lot of people want to become a lot more functional fitness, they want to be to get upstairs, stand up and sit down easily. Some people want to start walking to work orjogging to work. People come to different reasons. They dont necessarily focus on weight loss, they talk about health and fitness. Paul, are you worried when people hear the message from the study that perhaps it puts them off, for example, going to a class with someone like lauretta . off, for example, going to a class with someone like lauretta . I think lau rettas with someone like lauretta . I think laurettas method is absolutely fantastic, and i work for an organisation that is delivering these messages too. One of my concerns is that people dont see that fitness or improving their activity has a benefit. They say i shouldnt do it then, there is no point in doing it if it is not going to give me the Health Benefits that i want. The message is not that. As one says, if you become more active, if you eat a healthier diet, you will improve your health. You wont reduce your risk to the same degree as someone reduce your risk to the same degree as someone who is normal weight and healthy and eating a healthy diet, but you will move along the continue toa but you will move along the continue to a Better Health status. Lauretta, when you hear that you dont reduce your risk to someone of a normal weight, does that concern you . Reduce risk to a normal weight . I think anything that gets you active and motivated is good. It gets you on the first steps to fitness was that i am trying to show people that they can start moving. Ijust think it is important that any exercise, any fitness, if you lose 5 of your body weight, you will really improve your health. So you can improve your fitness and then you can have lots of Health Benefits.
