This morning we continue with those wintry showers, even at low levels, across scotland in the north there will be some sunshine. There are still a lot of people trying to figure out what it is going to mean when we leave the eu. Not least Small Businesses. The federation of Small Businesses represents over 200,000 small and medium sized firms up and down the country, and it says around a fifth of them currently employ eu staff. Because we are part of the eu, there is a Free Movement of people between the 28 countries, but that is likely to change when we leave. So what might the new system look like . Mike cherry is from the federation of Small Businesses. What would you like to see happen . That we have seen within those figures, lots of your members employ eu workers, and they are worried. Figures, lots of your members employ eu workers, and they are worriedlj think if you look at these statistics, absolutely right. One in five of our members employ eu nationals, and i think it is important to recognise that, as we go through the negotiations and through brexit, it is important that Small Businesses have the ability to keep those eu nationals, and also to be able to employ the right people with the right skills for the right jobs. So what systems do you think there should be in place . There needs to be something simple. It shouldnt be based on occupation, on sector, which is what the government likes to put in place. It must be based on something that Small Businesses can work with. Less bureaucracy than we seem to have at the moment, with the non eu visa system, and make it very easy and responsive to what business is actually need. So you think, therefore, that companies should still be able to employ eu nationals, even when we have left . They will have to employ eu nationals, because when you look at our skill base, it is those businesses which will need to employ members, about a third need those with high skills and about a fifth need those with no skills. What it is the middle sector which is crucial for is the middle sector which is crucialfor more is the middle sector which is crucial for more businesses. Why do we struggle to find people in this country with those skills . Why do we look for people in other countries, given we still have people who are unemployed in this country. You have hit the nail on the head. We do still have a lot of people unemployed in this country, but we also have moreJob Vacancies unemployed in this country, but we also have more Job Vacancies than those unemployed people. So it is clear that we have a Technical Skills gap in this country, which is not going to be dealt with straight after brexit in two or three years time. It is a long term change which needs to happen. We very much welcome the governments reflection now that vocational will be treated as equal to academic skills, so we have the long term vision, but short term will be the problem. So it is about people here with the wrong skills . Basically yes. Theresa may has said one of the messages which was really clear from the brexit vote is that people want to control immigration. So there has to be some system in place. I think everybody accepts there has to be a system, but what we need is something responsive to what peoples needs are, and to bureaucratic needs. The Shadow Brexit Secretary sir keir starmer will today say a Labour Government would unilaterally guarantee the rights of eu citizens in the uk on day one of taking power. When i walked in here after seeing henry for the first time, he was having Breathing Support and was covered in tubes and wires, what was going on with him . At 31 weeks, he wasnt doing too badly . It is scary for pa rents, at his gestation. It is scary for parents, they feel separated from their babies in a plastic box, there are many tubes and wires and it is very intimidating. We understand that and we have to help the parents through that. We try to reach out as much as possible. Is likely to meet you and your babyjensen. Born at 24 weeks. That is amazing, tell us aboutjensen its. Weeks. That is amazing, tell us about jensen its. He was 710 g. He was literally this big. He weighed nothing when i picked up from his incubator. It is really ha rd from his incubator. It is really hard to know how much you can touch and handle them. I found that process of getting to know your baby really tough. I think it was about seven weeks before we got to hold him properly. Seven weeks . What was that like . Him properly. Seven weeks . What was that like . You him properly. Seven weeks . What was that like . You cant describe it, it isjust this rush that like . You cant describe it, it is just this rush that comes, that like . Ive got to protect him. 15, 20 years ago, if they were born extremely prematurely, no one was surprised if a24 prematurely, no one was surprised if a 24 week old baby died. Now, we fight for every baby as long and ha rd fight for every baby as long and hard as we can. They are doing an amazing job, they . He was born just under 25 weeks. Yes. I have another son called adam, a completely normal pregnancy with him. Three years later, i became regnant twins. They we re later, i became regnant twins. They were born just later, i became regnant twins. They were bornjust on later, i became regnant twins. They were born just on 23 weeks and were too young to survive, so they died. We dont know why they were born prematurely. When i became pregnant with you go, we kept an extra eye on him. At 21 weeks, it showed that he was about to arrive. I was put on Hospital Bed Rest for three four weeks, then it looked like i was getting an infection so he needed to come out. I was transferred to st mary s hospital, where he was transferred. I spent the next seven months in hospital. That is an awfully long time. He is 19 months old, happy and healthy . Absolutely. Still a bit small, but apart from that he is doing very well. He has had a whole range of medical issues while in hospital, but he has gotten over most of them now. Getting on well. Here is a picture, six months from now, when hugo was born . Well. It is just staggering, he wasjust tiny, especially when you look at him now. He weighed about 702 g. This is part of yourjob, helping these very tiny babies. There are things that happen, have you seen things changed massively . I started working in the area of neonatologist in 1989 when babies warn about 28 weeks mostly didnt survive. In my career now that is com pletely survive. In my career now that is completely reversed. The vast majority of babies born at that time now will survive with good out comes. We have seen a lot of changes, and a lot of that is due to understanding and better care when mums are pregnant, using things like antenatal steroids, that reduce a lot of the competitions of maturity, particularly breathing difficulties and problems with bleeding into the brain, which can cause a lot of problems complications. We have also got a lot better at technology, so we have the ability now to ventilate babies with ventilators which are very sophisticated, and can take into account the breathing of babies. We use medicines now to help mature lungs, which has made huge differences to outcomes, so as you saw earlier on, we are looking after babies at 23 and 24 weeks now as well. And how have the rest of the family reacted . As well. And how have the rest of the family reacted . How has your son who is six reacted to hugo and what you are going through as a family . He has been remarkable, he has been amazing. He started schooljust a week after hugo was born, so there we re week after hugo was born, so there were a lot of changes all at the same time. He has been very enthusiastic about hugo. The day he came out of an incubator and got into a cot was the day he became a proper baby for adam, and since then they have been each others biggest fans. And there is so much involved in all of this, isnt that . Seven months in hospital can have a massive impact, cant it, on family, on widerfamily massive impact, cant it, on family, on wider family as well. Definitely. Iama on wider family as well. Definitely. I am a mother of four myself, and one of the first in instincts when you have a baby is want to hold and feed the baby. And that can be challenging. I think a lot of work has now gone into helping mothers and fathers get familiar with that environment. We encourage babies to come out and have cuddles straightaway. That helps with their breathing, it helps with how they are growing. We are also aware of the environment, notjust are growing. We are also aware of the environment, not just for are growing. We are also aware of the environment, notjust for mums and dads, but also on babies as well. It helps improve their development. So the importance of having quiet time, and encouraging noise levels and light levels, can make a big difference. He has started a bit of a striptease thank you very much indeed. Some of us have also got some wintry showers. At the moment in aviemore, for example, we have eight centimetres of lying snow and a cold start across england, with temperatures hovering around freezing. This cold air is coming straight down from the arctic and is right across all of our shores, down towards the Channel Islands and the near continent. We also have a strong northerly wind which is blowing in a lot of showers. So atrocious travelling conditions across the highlands this morning, with the snow being blown around. The showers continue, but in between them they will be some sunshine. We have sunshine and showers across Northern Ireland. You could still see a wintry mix in there as well. And some of the showers getting on towards northumberland, for example. For much of england and wales it is mostly dry. A few showers in east anglia, a few showers across wales, and a few showers across South West England, but has become further south, the wind is not as strong. Nonetheless, if you are exposed to the northerly today, you will feel it. Through the afternoon we will see further showers develop, and almost anywhere they could have a wintry element. But if you see some snow, we dont expect it to settle. Around the showers, the wind will pick up, it will be blustery around it, and the temperature could drop. Yes, the book was always originally meant to come out just after rio, but with the events that happened in the summer i thought it was only right that i added the extra chapters. I spent some time and i am really happy with the finished product. It is my own story and my chance to set the record straight. As a professional athlete, you are used to criticism. I think the difficult part about this, is that it was my character that was being analysed and criticised, i couldnt defend against that. My problem is the umbrella term of british cycling, there are hundreds of dedicated, passionate, cycle loving people. These businesses serve millions of customers every day, and this morning the owner has announced a healthy rise in profits, up over 6 , to over £560 million. Yes, they are a good set of results. We are pleased with them. Revenue is up about 8. 2 and both premier inn and costa coffee have grown. In premier inn we grew the business by about 3800 rooms, in a hotel terms. We have grown about 9000 rooms in the last two years, so that is a big growth. And in costa coffee we grew the business around 250 more coffee shops around the world, and of that around 100 or 180 or so were in the uk. So both businesses are in good growth positions, and that is really helping. We are growing with the economy, and we are also growing the number of people who work for us. We add about 3000 newjobs in the business every single year. And on that point about workers, you employ Something Like 50,000 people in this country. Labour will set out its policy on brexit today, saying that the party would guarantee the rights of eu citizens living in the uk on day one of taking power. Sir keir starmer, the Shadow Brexit Secretary, will also say retaining the benefits of the Single Market would become top priority in brexit talks. Hell stress that labour wouldnt accept negotiations ending without a deal, and will promise to give parliament a meaningful vote on the final agreement. Youve made an announcement about that today, you say they will be allowed to stay. Thats absolutely right. I think there are good reasons for that. Firstly its the right thing to do, 3 million People Living and working here and contributing to our economy. The second follows on from that. And that will be it will be hugely against our countrys interest to have them leave. They propped up our Health Service and run businesses were us and provide the intellectual firepower of some of our most important companies. It is important that we keep this skills base in the uk. And finally, it would re set the tone of the negotiations, one of the tragic things about the way in which the government has approached brexit is, we find we are more divided as a nation over it and we are more isolated in europe. And what this will do is come it will reset that relationship with the other Member States in europe and be a very positive way of starting the negotiations. If you could explain, they will be no reciprocal rights for british citizens in eu countries guaranteed . Did you assume they would be reciprocal rights, how would be reciprocal rights, how would you guarantee them . would be reciprocal rights, how would you guarantee them . I find that if you are nice to people they tend to be nice to your back. If we do the right thing they will also do it. It is in their interestjust as it. It is in their interestjust as it is in ours to have british skilled workers and their countries. Many of them want to do that. They wa nt many of them want to do that. They want the skills that we provide for them just as we want the skilled workers they provide for us. I think there Mutual Benefit here. Is that youre negotiating position, being nice to people . No, you must be tough in negotiation but that does not mean you cannot approach it in the spirit of co operation. I think thatis the spirit of co operation. I think that is really important. The government has a nationalistic way of looking at brexit and not a patriotic one. Nationalists seem to think the only way to show your love of your country is to do down other countries. Patriots believe you can love your country and cooperate with others. But there are other key differentiating points and this is what Peter Mandelson seemed to wa nt this is what Peter Mandelson seemed to want and your introduction suggested, that we must convey, i think, and one of those is that the government is proposing this great repeals bill. What bad would do is, it would take away the guarantees that underpin our rights in the workplace and our environmental protections and other protections currently in place. We have seen just yesterday in the courts with a government again went to get out of its obligations on air pollution. These are things we want to embed and that is why we have said and why keir starmer will say today that we will bring in a rights and protections bill that guarantees those things in the future in law. Can we talk about what youre going to be tough on and you will be familiar that they are saying there is no access to the Single Market u nless is no access to the Single Market unless there is freedom of movement. Are you prepared then to agree there will be freedom of movement, yes or no . Look, im sorry, youre wrong. Because, of course, there is the internal market and there is access to the internal market. The Single Market, americans access the Single Market. American companies do that. Indian companies do that. Its not about access, its about membership and then abiding by the rules if you area and then abiding by the rules if you are a member. So, if you are a member of the European Union, then you abide by the four freedoms that characterise the internal market. We are not going to be members of the European Union and we will have to chart a new relationship with them over the issues of the four freedoms including the Free Movement of people. Actually earlier on your programmejim people. Actually earlier on your programme jim cherry spoke people. Actually earlier on your programmejim cherry spoke very well about how that new relationship ought to be from the federation of Small Businesses. He wants as easy a way of ensuring that his companies, the companies that he represents, have the skills that europe can provide and well need a new way of doing that because we wont have the same Free Movement that we do now. We wa nt same Free Movement that we do now. We want it to be as friction free as possible. We want it to be absolutely without any problems for British Companies and people who wa nt to British Companies and people who want to come and work here and contribute to our economy. Could you say at this point then whether you will accept Free Movement, yes or no . Well, look, if the European Union allows us to have the benefits of the Single Market, if it allows us of the Single Market, if it allows us to have complete friction free access then that would be wonderful. If the price, you know, that they are seeking on that, is that we have to adopt the four freedoms then we would have to be part of the internal market. We would have to be a member of the European Union. Theyre not going to do that and i think we need to be realistic, but these are points of process that will be part of the negotiation. The key thing that we want to stress and that keir starmer will be stressing todayis that keir starmer will be stressing today is we willjudge everything in terms of what it does forjobs, and the economy, for the rights that we enjoy in the workplace for the environmental protections that we need to have, to have a secure country. These are the main principles. Now, well then have to negotiate all the other elements of that deal. We will always judge it in that way. One last question. It is what you were indicating there about the idea of deal or no deal. From what weve heard today, labour wont accept no deal. What do you mean by that . Is it labour policy then to stay in europe if you cant reach a deal . Look, lets be very clear. The government has said that no deal is better than a bad deal. Thats wrong. No deal is the worst possible deal and indeed, we agree with the confederation of british industry that said no deal would be chaos. Now, the government is very keen on talking about chaos. What they dont actually do when theyre talking about chaos is quote the confederation of british industry. The cbi said their policy here is chaotic. Labour agrees with the cbi, we must get a deal. It must be done we must get a deal. It must be done we negotiate in good faith as partners. We wont be members of the European Union, but we want to be partners with them. If there wasnt a deal, would you have a second referendum . No, no, its not, look, its not about a second referendum. This is about negotiating a deal thatis this is about negotiating a deal that is in the best interests of the british economy, the best interests ofjobs and growth here and embeds in our country the protections that we currently enjoy and that people dont want to lose, but which this government seems to want to get rid of. They see things like air quality as being a burden. We see it as being a protection of the thats why we wa nt being a protection of the thats why we want to make sure that the deal we want to make sure that the deal we do brings all of that and secures all of that for our childrens future. Still wintry and some windy and then a ridge of High Pressure starts it build in from the west and that will kill off some of the showers. Still a few around the coasts. Theyd run out of Food Supplies days ago, but the thousands who turned out to greet maiden made it an emotional end to a Remarkable Campaign which has inspired millions more all over the world. And if you remember when we did maiden the first time, the only reason really we managed to do it was because of the support of king hussein ofjordan. Right. He was a mentor, a friend, he got maiden to the start line. So this is his legacy. And we also have now a very special friend, his legacy. And we also have now a very specialfriend, his his legacy. And we also have now a very special friend, his daughter, the princess, she is now helping us with maiden. Shes supporting us and this is a tribute to her father king hussein and his wonderful legacy. What will you be doing . She will be helping us with the focus of the maiden factor which is fund raising for girls education. I threw away my education. I was expelled from school when i was 15. Peu was handed an education. There are girls fighting for an education. We want to raise the awareness for Small Charities working around the world that enable girls to get into school. Good stuff.
