At the moment theres no guarantee theyll be allowed to stay after brexit. But a Cross Party Committee of mps has called on theresa may to clarify their position, rather than waiting for the European Union to decide what will happen to british People Living on the continent. Among the group are ten conservatives, including the prominent leave campaigner, michael gove. Explain what it is they are calling for a year. Rather than waiting for the eu to explain what they will do with british People Living in European Countries, theresa may should act now on behalf of of those eu citizens who live and work here in the uk and to make it clear that they will be able to stay and continue to have the rights they currently enjoy. That is something the government has so far not done. It has made its position clear that it wants to have a reciprocal deal with the eu before it does that and that it cant enter negotiations with the eu about this issue until article 50 is triggered. That is the government s point of view. But this report, and as you say it contains people in this committee who are prominent Lead Campaigners like michael gove, they all save these people cannot just live these people cannotjust live in this limbo. That is unconscionable. That 3 million eu citizens can be in this position in the uk with a loving and limbo and treated like bargaining chips. It also says that the eu should done to the right of british citizens who live there in terms of the health and access to health care and whether or not their pensions will be paid. That is very much the debate about people. On wednesday we get the Chancellor S Budget which is expected to focus on finance before brexit. Philip hammond has already made clear his position and whether or not there will be any more money in the mac and a sense were getting is he is not planning on having a spending free. He says it is reckless to spend too much money at this stage and he is very much focused on trying to keep some money back depending on what happens with brexit. We expect there will be cuts to Government Departments and he is under pressure to do something about social care and waits to small businesses. Dash macro rates. And in a few minutes well be speaking to the labour mp, hilary benn, who chairs the committee for exiting the eu. Hilary benn mp is the chair of the exiting the Eu Select Committee and he joins us now from our london newsroom. There are about 3 million eu citizens living here and working in the uk and about a million british people doing the same and the rest of the European Union. Since the Referendum Result in the summer they have felt very similar about their position and what is going to happen to them and their families and as a committee we think it is time that is much of that uncertainty as possible is brought to an end. It is in the hands of the government to ta ke in the hands of the government to take a decision on eu citizens and we have agreed unanimously it should ta ke we have agreed unanimously it should take that position. We think it should help to ensure that the rights of british people abroad under right to stay but also crucially their pensions and access to health care. We have received evidence from representatives of busy People Living abroad. I think everybody wants to see the settled as quickly as possible. A lot of people have been left in limbo. We should do everything we can to offer reassurance so should do everything we can to offer reassurance so they can say it is all right and we can stay and know what the future holds. The government said that needs to be a reciprocal agreement not just government said that needs to be a reciprocal agreement notjust for government said that needs to be a reciprocal agreement not just for eu residents this country but british residents this country but british residents in the eu. Should the two not be done at the same time . That is the government s argument and you might have thought that the representatives of the british People Living abroad would have made the same argument that when they appeared before a select committee did not say that. They said the government should give the unilateral guarantee to the eu citizens living in britain because they argued it will help to ensure that our rights are protected in the other 27 Member States. In the end the British Government controls what happens in britain and does not control what happens to british people abroad and we will all be continuing to argue very strongly and actually other 27 Member States to do that. I think the committee felt this is about leading by example and i think in the end we will reach an agreement where everybody who is currently in place can stay because it is the right and proper thing to do. And nobody is envisaging for a second that either britain or the other 27 will six People Living and working and doing jobs and paying tax, off you go. That is not going to happen so why not end the uncertainty now and the bit the British Government controls relates to the eu citizens who are here. Lets talk about the vote. You are prominent Leave Campaigners on the committee such as michael gove. Those are two that did not vote for the amendment to article 50 that would have guaranteed those rights. How does that work . |j would have guaranteed those rights. How does that work . I think it would actually have to ask them rather than me because i did vote for that and asa than me because i did vote for that and as a labour mp i will be voting. But to strong voices on that campaign on the committee who have not voted for the amendment to the bill. It is in fairness question you to ask them and not me because i cannot speak for them. All i can cannot speakfor them. All i can do is speak to the whole committee on theissues is speak to the whole committee On The Issues that we have reached agreement on. We did not discuss the committee the specific question of the amendment but what we did agree on was that the government should ta ke on was that the government should take this unilateral decision now and the committee is now adding its voice to what the House Of Lords had to say a lot of other people that this is something the government can sort out now and over 70 two eu citizens who are here and in the process i think helped to protect the rights of british citizens living abroad because i think everybody wants to end up in a sensible place. Brexit proposes a much uncertainty not just for much uncertainty notjust for the rights of citizens but uncertainty in the Single Market and what access who will have to trade. Where does this figure on the list of priorities . The government says it has this in hand and the almost certainly looked a gun to the rights of the eu uk residents overseas. What about the Single Market . You have talked a lot and been very critical of plans to leave the Single Market. Which is more important . I think all of these things are important. I dont think it isa things are important. I dont think it is a competition between protecting the rights of british citizens who are living in another 27 European Countries and trade. I think the really big issue is the feature of tariff and barrier free trade. Almost all the evidence we have taken as a committee from businesses has been to say, look at the one thing we do not want is to return to tariffs and Customs Checkpoints and delays and bureaucracy and paperwork and rules of origin. The government has said we would like to keep that but we wa nt to we would like to keep that but we want to negotiate on trade deals. What happens if you look comes back and says you cant have both of those things . My own personal view is that the right thing to do in the circumstances is to remain in the customs union. It is also very important for the situation in Northern Ireland and the public. We we re Northern Ireland and the public. We were in dublin recently at a committee and everybody says we do not want to return to a hard border between Northern Ireland and the Republic Of Ireland where lorries have to be stopped and checked. One way you guarantee that is to ensure that we continue with tariff and barrier free trade and i think that is the most important thing to secure these negotiations because a lot of jobs secure these negotiations because a lot ofjobs and industries rely on that. Indeed they have built up the way in which they work on the basis that goods can move back and forth and apart is made in one country and has a special coating put on it in another country and is then put into another country and is then put into a piece of Machinery Back in britain. This is the way that modern business works. Therefore anything that gets way of that and causes delay and obstacles are at the cost by putting tariffs in place will be bad for british industry and Bad For Business and bad forjobs and therefore bad for families and their incomes. I think that is a particular priority but lets sort out the position of eu citizens here and then i think the other 27 will follow suit and safe enough, everybody who is here now can stay. It is the right thing to do, isnt it . And you can hear more on brexit as well as the budget at nine on bbc one, when andrew marr is joined by the chancellor Phillip Hammond. Southern england will see most of that rain cleared away to leave plus three through the afternoon. In the evening the rain in the east should cleared away and were left with drier conditions as we are moving into tonight. There could be frost in Northern Ireland and missed and mucky passages falling on monday morning. Every monday we expect to see Heavy Rain In The South West Of England and south wales. That clears away towards Northern France fairly quickly. It is then a largely dry day. Scattered shows building but largely a dry day. Showers. Temperatures 7 degrees ra Degrees North or 10 degrees of 11 degrees south. We have a ridge of High Pressure for time before the next Atla Ntic Pressure for time before the next atlantic Weather Front in. Some dry weather monday and tuesday but more Rain Spreading East through the course of the week. But the time we get to wednesday you can see those temperatures get up to round about 14 temperatures get up to round about 1a degrees. Be prepared for the changeable week ahead. It was one of the worst maritime tragedies in living memory. The Zeebrugge Disaster began within minutes of the herald of Free Enterprise leaving port. The ferry capsized shortly afterwards leaving almost 200 people dead. 30 years on, the victims will be remembered at a Memorial Service in belgium today. Lets look at that day in 1987. Every survivor tells of the great speed at which the disaster overtook her. Without warning she tilted, first gently, then violently. Joining us now is stuart rivers, the Chief Executive Officer of sailors society, which supports survivors and the families of the victims. It hits home watching the whole tragedy unfolding in the space to get to watch that summer drew up what happened that day. Had you heard what happened . I remember seeing it on the tv at the time and it was such a fast moving piece of action. Almost watching it in slow motion, you needed to do that to understand how it could have happened, if that makes sense. I know you have been working with families since then. It is something that still affects people today. Absolutely. The families come together every year and we have held a service in dover every year since the disaster. But many of our chaplains were involved at the time and is still have that connection with families today. And i think you get a sense when you speak to the families of the rawness that is still there over this disaster and the loss of life. Do you think a lot about rawness still exists because nobody was really held to account . The Manslaughter Trial that followed collapsed because of a lack of evidence. Do you think perhaps if there had been a more thorough process perhaps if somebody had been brought to account and help to account for what happened the families would have been able to move on a bit more easily or do you think this anything sticks with people . Possibly. Ithink nevertheless this was the most Serious Maritime Accident since 1914 in terms of loss of life. I think it will always be a raw memory because of the magnitude of it. It was massive. What has changed since . I know a lot of lessons were learned from this tragedy. Procedure and process has changed since. The Lessons Learned have informed Safety Standards and regulations and they have informed the Working Practices ship operators. But it will have also had an impact on ship design and safety features and this was 1987. Since 1987 the rate of change in technology has been incredible. The ability to monitor and measure what is happening within the ship is far greater now. It is, albeit no comfort to anyone, it is probably easier to have higher Safety Standards today. The investigation raised all sorts of questions about feelings on behalf of a company who are trying to turn around the ships to quickly and weather the safety and was working and those Working Practices being followed to the letter of the law. So much has changed but inherently those ship designs were at fog. Looking through the evidence it is quite incredible some of them were even set to sail and the fact from zeebrugge rather than the port it was designed to go from. How significant was that . The ship was designed for docking in calais and was used in the zeebrugge run. I know that cause some operational problems and how they loaded the ship. One of many factors but ultimately the bow doors will open and just scooped the water up. That caused the very rapid capsizing in the space of 90 seconds. That are more real Service Takes place tomorrow. That Memorial Service. Tomorrow in dover we will have a time of remembrance for the families and the two minutes silence. The role of names of all those who lost their lives will be read out which is almost quite an emotive point of the service. Having read through the list of names, and i have done that publicly, when you start reading three, four, five people from the same family, the real impact of that on the communities and on the remaining Family Members and wider relatives really hits home. Actually at the moment when you look at the polls in scotland the majority for independence, the minority for independence is dropping. A lot of people in scotland realise that that is not the way forward. The way forward is to work with the rest of the United Kingdom and get the best deal possible for the whole country and for scotland and indeed for Northern Ireland as well. What mrs sturgeon never refers to is the fact that 1. 1 million scots voted to leave the eu. Scotla nd million scots voted to leave the eu. Scotland voted to stay in but a lot of scots did not vote to stay in. Lot of things people voted to remain. I was remain and i campaigned for it and spoke for it but the nation took a different review. I think theresa may is quite right and brexit means brexit. What i love is that without even having a debate about it three out of the four parts of the United Kingdom have Women Leaders and we dont regard that as anyway strange unusual. Womens experiences in this country, around the world, Northern Ireland, scotland, are different. If you want to call yourself a woman, darling, be my guest. Butjenni murray gets upset about is people who transgender in middle age or later get obsessed with clothes and make up. I have a transgenderfriend and asked about this and she said it was wonderful, i spent my life being a man having to wear a suit and now ican wear a man having to wear a suit and now i can wear whatever i like. That is the problem with the argument. She seems to fixate on the clothes and appearance. There is no real discussion about how transgender people themselves feel and the battle transgender people go through. She is talking about transgender people through. She is talking about tra nsgender people have through. She is talking about transgender people have not shared the struggle women have gone through. What struggle . They have had a different struggle of their own. They have had a hard time and it doesnt do for people who have felt discrimination to practise it. What youve written your notes on this morning . Over the next week, well be looking at what is being done to tackle the problem. So what exactly is Air Pollution . Our environment correspondent David Shukman has been taking a look. Air pollution, what exactly is it and how bad is it for me . Most of it comes from traffic, Nitrogen Dioxide and tiny particles from Exhaust Fumes and tyres. You cant actually see some of the most damaging pollution, it is called pm2. 5 and involves particles that are microscopically small. So lets use Virtual Reality to visualise them. Theyre less than 2. 5 microns across, which means you could fit 400 in a single millimetre. By comparison, a grain of sand is 20 times larger. Now this matters because particles are small enough, notjust to get into the lungs but also into the bloodstream. The largest particles get caught in the nose but the very smallest can pass through the nerves that connect the nose to the brain and it is possible but not confirmed that they can cause what are called could clacks breaking the connections between brain cells leading to dementia, though this is not proven. Uk scientists estimate that Air Pollution cuts british lives by an average of six months. It is linked to heart attacks, Lung Diseases and asthma. Pollution limits are breached by 23 of the 28 countries of the eu and the government here is under legal pressure to come up with a new clearer plan next month. David shukman with that report. Well that is known as Fear Of Missing Out or fomo for short. And Public Health england reckons its such a problem amongst young people, it should be addressed in school. The agony aunt and Parenting Adviser, suzie hayman, joins me to discuss this. The Fear Of Missing Out. It is something we think we know about but what is it . Every person wants connection and want to be approved and accepted. If you have a mobile phone you are connected to your friends all the time. You are talking with them or whatever Social Media Platform you use. There is a discernible issue now with young people who are terrified that if they close down their friends will continue chatting and be saying things together you miss out on, or turning on you because you are not there. And you are really missing out. You have young people who dont wa nt to out. You have young people who dont want to turn off their phones ever, who go to bed with their phones, checking in all through the night, because they are terrified of being the person who is not there when the conversation is going on. It is easy to blame technology and social media but it is not a new concept. When you leave your friends at the school gate, i remember going home and being on the phone immediately, you call people to keep up connection. What is different now is that you can have the intimate connection everywhere 24 hours a day with a group of people. Because you can comment you feel you should and if you have young people who have grown up you have young people who have grown up with this as a possibility, the idea of letting go is frightening. The social media element i suppose is different in a sense that we want to portray the best of ourselves so you put the nicest pictures, the ones where you are surrounded by friends and family, not mundane ones. The selfies do not show the spots we assume that is real life for Everyone Else. You know you are airbrushing your pictures and you still think everybody else isnt. There is constant encouragement and incentive to do this and keep making the best of it puts you think eve ryo ne the best of it puts you think Everyone Else is having a better time. That always was, but it is ramped up by the fact it is 24 hours a day, right in front of you in technicolour detail. So serious that Public Health england want to launch fa rces. Public Health England want to launch farces. What would they teach you . Teach we think of as Somebody Standing in front of you telling you things. That is not what it should be about. Schools who do it that way will not make a difference. You need discussion, to help young people to be analytical, discriminating, understand what is pulling your strings and how you can do something about it. If you have a young person with self esteem and self confidence, awareness, they are not that needy to have to constantly need this on the phone that tells them they are being noticed. It needs to be schools and parents helping young people raise their Self Awareness and self esteem, but also analyse, being able to say what would happen if you were not there . It is actually not necessarily the Fear Of Missing Out that the joy of being switched off and appreciating that. It is so funny, when i did research for my book, one thing i talk to parents and young people about, when you had children whose pa rents about, when you had children whose parents said an hour before bed, things switch off, you do not use the phone.
