Graham satchell has been to brighton to find out what the locals there think. To some they are an intimidating menace. We were frightened of them because they are so huge. You can see this as part of a two storey, 2 bedroom house, but still under way, of course, and bill is doing some tiling in the bathroom, that will be the stairwell, this is the lounge room, but there is a difference, we are not on a cold and wet windy site, we are in a factory. These things built on a Production Line, prefabricated houses, built in weeks, it takes eight weeks from start to finish to get these built and out. Come inside this one, this one is a little more complete, there isa one is a little more complete, there is a loo on the left, there is a bedroom here, and this is the kitchen. This place, the plumbing and hard work, done it and fans, so the kitchen is installed, the fridge and dishwasher is in, so the plumbing and electrics are done in the factory and then it is shipped ona the factory and then it is shipped on a truck and installs. That should help solve the Housing Problem. We need about 1 million help solve the Housing Problem. We need about million a year built by 2020. We are building about a third at the moment. You may see some sunshine before it sets. The maximum temperature between nine and 11 celsius. Overnight tonight the front that brought the rain and showers starts to move back in again westwards, so we will see more cloud developing and further showers overnight. Temperatures not too bad, between three and five celsius, but what it is doing over the next couple of days as it moves back towards us is it is breaking in air from the east, that is much colder, so we are in for a sharp drop in temperature as we heading to thursday. It is going to be quite a chilly night overnight wednesday into thursday. Temperatures dropping down to zero, so the potential for some frost, but notice the temperature change, low single figures through thursday and friday, the potential of one or two wintry flurries as we head into the end of the week and a pretty cold north Easterly Wind. Talking about Alastair Cook. A replacement for him. Joe root is the favourite to become englands next test captain this morning thats after Alistair Cook stepped down having led his country a record 59 times. Cook won two ashes series during his tenure as skipper and said it was an incredibly hard decision, but the correct decision, at the right time. Englands director of cricket Andrew Strauss has denied that joe root is the only candidate for thejob. No, i dont think thats true. As i said, there is a process to go through. Joe has been by scattered for a while now and he has had some Leadership Experience in that role. Obviously, a phenomenal cricketer and an influential person in the dress room so there is reason why he wouldnt be a strong candidate that i dont want to rule anyone out at this stage. Athletics world governing body, the iaaf, has said that russia will not be able to compete at this years World Championships in london. Theyve been serving a suspension after a State Sponsored doping programme was uncovered. The countrys Track And Field athletes were banned from last years olympics, and there were no russian paralympians in rio either. When not going to change the culture of something that has been prominent for 40 or 50 years and actually not just simply in russia. We want to see some sign that there is a cultural shift. We are not going to resubmit the newly constructed a Russian Federation yet and the clear implication is they would appear, if they do, as mutual athletes. Neutral. Tributes have been coming in for the former south africa scrum half joost van der westhiezen, whos died at the age of 45. Canadas Dennis Shapovolov has been fined over £5,500 for hitting an umpire in the eye with a ball. As you may have seen with us yesterday, canada forfeited their davis cup match against britain as a result. Shapovalov unintentionally hit umpire arnaud gabas, who has no permanent damage to his eye by the way. Shapovolov said in a statement he was incredibly ashamed and embarrassed for letting his country down. I should say that the umpire is fine now and has recovered. And sir ben ainslies battle to win the 35th americas cup has begun with the unveiling of his new boat. The four time olympic gold medallist and his team are aiming to finally bring the trophy back to britain after 166 years. The boat was launched in bermuda and named rita thats the name carried by all 19 of sir bens previous olympic and World Championship winning boats. Qualifying for the race begins in may. There she is. They conduct down into the hole which is proving aerodynamics. Hull. Good on you, rita. Utterly Outrageous and way beyond what is acceptable thats how one tory mp described the actions of house of Commons Speakerjohn bercow after he said he was strongly opposed to donald trump addressing the Houses Of Parliament during his state visit to the uk. His comments were applauded by Opposition Mps, but the speakers role is to remain politically neutral, and outside the chamber some conservatives have been furious. Lets discuss this more now with dr brian christopherjones. Good morning. What do you make of the speakers comments . Has he stepped outside the normal boundaries here . In a large sense, people are right. He has to remain neutral. As any mp will know, he has to make rulings. If you make rulings asa to make rulings. If you make rulings as a speaker sometimes they can be controversial. I think people have taken issue with maybe the forcefulness of his words and perhaps that is something to take issue with. But generally i think the speaker was trying to uphold the integrity of parliament, the integrity of parliament, the integrity of parliament, the integrity Of The Commons especially. Donald trump has been quite a divisive candidate and president so i think his comments are maybe justified in terms of his role. Its interesting because he made the point that he is effectively a keyholder. Unless donald trump, the president , has permission from him, he will not be able to go and address to parliament. It is his decision. Yes well he can speak in other areas. If he was invited to speak in other areas than he could definitely do that but i think what we are seeing and what probably caused the most tension is that usually this is not as public. For speaker bercow to come out and Say Something was a bit more public in terms of how these things are done. Again, it is hisjob to uphold the integrity Of The Commons and i think thatis integrity Of The Commons and i think that is what he was trained to do. While that is happening here, back in america there is the question of his travel ban. Today we expect a challenge to his challenge. How do you expected panning out . What will happen today is they will have hearing done by telephone which is kind of really odd for american courts to do. It will be held by telephone at three pm pacific time. It will be interesting to see what happens because of the three judges, one is an obama nominee selection, one is an obama nominee selection, one is an obama nominee selection, one isjimmy one is an obama nominee selection, one is jimmy carter selection one is an obama nominee selection, one Isjimmy Carter selection and one Isjimmy Carter selection and one Isjimmy Carter selection and one is from president bush. It is kind of leaning towards potentially reaffirming the ninth Circuit Decision in terms of disregarding the band. And then it goes to the Supreme Court . It is very likely to go there. What needs to happen is for justices need to go there. What needs to happen is forjustices need to say they are willing to hear that. The court is very likely to hear it although it has to go through those procedural obstacles. There is so much to talk about at the moment. Thank you for coming to talk to us. It is high time we have some weather. Carol is out and about. Well, out and about, our lovely weather studio. But she has a lovely picture behind there is some more snow today for the grampians. Good morning. We have the risk of ice on untreated services out to the west. It is courtesy of the Weather Front which is now resting across scotland and western england. Still producing rain and snow. As we go through the morning, we hang on to all this cloud and rain associated with the Weather Front. Push out towards the west and we have clearer skies this morning we have them shun shine but there will also be some showers. Sunshine. The showers are likely to be heavy at times and slow moving across the south west and wales and also have hail and fund and lightning. We have sunshine to start the day but as we drift further east and north, we have a lot of low cloud, hill fog, low level fog, drizzle and rain. For Northern Ireland, a cloudy start for you as well and a ireland, a cloudy start for you as welland a damp ireland, a cloudy start for you as well and a damp one. Across scotland, still a lot of rain around and they will be throughout the course of the day. The grampians, we are likely to the snow. We will it snow falling down to 200 metres but substantial snow across parts of the grampians above about 400 metres. Through the Afternoon Comedy can see how they will be sunshine but we will see further showers develop. Through the afternoon, you can see. In the east, we hang on to the cloud and the damp conditions. Temperatures are widely 5 11. We will say goodbye to the 11 celsius, though. It will turn colder. Todays Weather Front, instead of though. It will turn colder. Todays weatherfront, instead of carrying on eastwards, looks like it will drift back towards the west. Have this big, blocking area of High Pressure. What will happen behind the Weather Front is, we will start to pull in these cold air. We see the change here. Friday it gets colder, saturday even colder. The colder, saturday even colder. The cold air filters across many parts of the uk. Back to wednesday, we have the Weather Front, if you remember, dangling across Eastern Areas and trying to progress westwards. It will produce a lot of cloud. On wednesday, some snow, independent, for example. The Odd Snow Flurry coming in off that Easterly Wind. In the west, the better chance of seeing something brighter but slowly, slowly, it will start to feel that bit colder. Then by the time we get to thursday, again, quitea by the time we get to thursday, again, quite a bit of cloud of around. There will be some writer breaks, the best of which will be out towards the west. Again, the pennines could see some snow as could parts of Southern Scotland. We could parts of Southern Scotland. We could see some Snow Flurries coming in from the north sea. Look at those temperatures at down tutus and threes, out towards the west, not quite as cold. 2s. The cold front continues as the cold Easterly Wind cut in from the continent. It will be cloudy at times as well and there will be snow showers. It looks like the pennines could see quite a bit of snow, at this stage. That could change. That is what we think at the moment. Possibly as well across parts of Southern Scotland. So, if you like it colder, you are in for a treat this week thank you. you like it colder, you are in for a treat this week thank you. I do like a bit of chill here and there. Measures to tackle englands Housing Problem are to be unveiled today including what kind of homes are built, where, who for and how quickly theyll go up. The governments long awaited white paper will be announced in parliament and one of the ideas is to use more flat pack or modular housing. Ben is with a Prefab Business in derbyshire to find out more. Morning. Hi, guys, yeah, morning, welcome to derbyshire, we are at a Factory Building houses every eight weeks. It takes eight weeks to have a house from the initial idea until it rolls out on a lorry up and down the country and it could be the a nswer to the country and it could be the answer to some of the biggest Housing Problems but the Big Question Is it, because we have to build more and more houses. Melanie from the british property federation, lets go inside, i will follow you, lets have a look, because the challenge is getting enough houses built and getting them built quickly and putting them around the country. Is this the a nswer to around the country. Is this the answer to our Housing Problem . Around the country. Is this the answer to our Housing Problem7m around the country. Is this the answer to our Housing Problem . It is certainly part of the answer. We have to build a quarter of a million homes the year and we are hitting 170,000, so it is a huge challenge. Anything that can be put together quickly and is efficient and saves waste and disruption has to be an important part of the solution. Looking around, the appliances are m, looking around, the appliances are in, the plumbing, the dishwasher and fridge, it is about doing it more quickly and i imagined cheaply. Ultimately we should do it cheaply, with the scale, because a factory has to keep turning it out, which means we can do it safely, officially, but we need to get the throughput. What is holding traditional developing back, why are they not building enough . The government is publishing a white paper today and we hope to see three areas where we can make a difference. The first is planning. We need to have land available for planning. And Planning Permission available for development. That is the most important thing. And then we have to have investment and players in the sector. My members represent £50 billion of capital available for the newly managed re ntal available for the newly managed Rental Sector, that is an important investment in the sector which we can add to supply. And ultimately, if we can add 15,000 homes each year to the stock. And finally, new methods of construction like this, which makes it faster to deliver. Thank you very much. If you find a kettle here, let me know. We are going to meet the boss. He is outside. Wendy, watch your step, camera woman wendy. Chris is the boss. You might see this up and down in any high street, these are going to be shipped around the country. These are going to north shields. Let me interrupt you. Good morning. Good morning. We are looking at this building work, is it the answer, because if i say the word prefab many think post war poor quality and it wont last long. Things have changed, havent they . Things have moved an awful lot. We have Better Technology and we understand how to build better. The products we are making a very High Performance building. So, high in acoustic performance, thermal performance and they are built to last. It is a challenge to get them up and down the country. You need the sites, the government and local authorities to ta ke government and local authorities to take the buildings and put them up and get people in them. Yes, we do. It has to be a collaborative effort with developers, architects, Local Authority, government, designers, engineers, consultants, that is how to get it moving at a pace we need to. Thank you, good to talk to you. So that is the State Of Play here. They want to expand and get more of these buildings up and out over the next few years and as i sayjust eight weeks from starting work to them rolling off the end of the Production Line, it takes just eight weeks and it could be one of the solutions to our Housing Crisis. Thank you for that. Plenty more on that through the morning and 17 a. M. We will speak with sajid javid, the community and local secretary, on the plan build homes and tackling the plan build homes and tackling the problem for renters as world 710 a. M. Robots are great at doing the jobs that are too dangerous, dull or dirty for human workers. But according to some predictions they will go on to replace people in a Third Of Ukjobs by 2030. It sounds like rise of the machines. Brea kfasts it sounds like rise of the machines. Breakfasts tim it sounds like rise of the machines. Brea kfasts tim muppet. It sounds like rise of the machines. Breakfasts tim muppet. Laughter he is going to love you for that. I know his name. The morning to you. Laughter i have heard worse. Good morning, how are you . Robots, if you like robots, this is the place to be, the london Science Museum, it is part of an exhibition exploring our relationship with robots. Looking at the threat or opportunities, you might say, which they provide. Look at this, robo thespian, robots replacing actors . I dont know. Could it happen . The word robot is around 100 years old but the concept is much older. I have been looking around this exhibition with ben russell, the curator, looking at the history of robots. Theres at least 500 years of people reinventing ourselves as machines and building robots. Some here are so old they can no longer be moved. These are robots. Theyre mediaeval robots. They have these tremendous religious connotations. People are fascinated by these machines that pray. But only in the 20th century did robots, as we think of them today, appear. Big companies always tend to build a robot, a humanoid robot, to show off their technological capabilities. Theyre always associated with very state of the art technology. Im a sophisticated combination of hardware and software, designed to interact with humans. I thought that was the best Paper Airplane i saw, made from a robot. We often think of robots as having a humanlike appearance, but that specifically is what an android is. Robots are not defined by their shape. If we want robots to move out of factories into homes and schools and all those sorts of places, whats the best way for that to happen . In the uk, if you have a robot which is ultra lifelike, with human hair and eyebrows and all that sort of thing, people tend to go, oh, crikey i dont know if we like that. Whatever their appearance, the impact of robots on the work place has been profound. Whatever their appearance, the impact of robots on the work place has been profound. We found 35 of current uk employment is at high risk of being replaced by a robot or Similar Technology by the year 2030. Those in the transportation industry, including truck drivers, taxi drivers, processing of things like invoices and receipts. But some robots do things people wont or cant do. The Snake Arm Robots made by this Bristol Company can inspect and maintain restricted, hazardous places. Nuclear reactors, for example, or aircraft wings like this. For better orfor worse, the rise of the robots seems unstoppable. It goes around a bend you think you couldnt get around. Robots are going to be doing more and more. We shouldnt fear them, we should embrace them. For better orfor worse, the rise of the robots seems unstoppable. You will probably recognise gnoll from robot wars. What is the future of robots . Noel. It is massive, there is no time to tell you, there is so much happening, so much development. The first thing we will see in the uk is robot delivery. Starship for instance, a robotics company, are running deliveries in the east of london. Should we be excited or threatened by the impact robots will have on the workplace . think both, we have to look at the societal implications of robots in general. In the workplace, definitely threaten. There is a restau ra nt definitely threaten. There is a restaurant in San Francisco with a robot that can make 400 burgers and hour. Those will take jobs. Robot that can make 400 burgers and hour. Those will takejobs. And technology, there are buses being tried in japan technology, there are buses being tried injapan and chicago and in denmark, autonomous buses, and trucks in australia going to mining places, so if trucks and buses and taxis go, then look how manyjobs will be lost, it is massive. When you look at these robots here, though, these ones here, they are interesting and quirky, but is it actually, a robot like that, is it actually, a robot like that, is it actually going to replace a job, do you think, or is it what they represent . This is what it represents, this one here, pepe, for instance, will be looking at working in stores as a salesperson, because it is quite a nice way of selling things. I think it will register that i am here. Do you know who i am . That is a shame if not. My name is pepe. It isnt going to do a specificjob. They is pepe. It isnt going to do a specific job. They talk about it working in shops as a salesperson and they have talked about this kind of robot looking after your children between school and when you come home from work, which i dont like, it isnt really a Job Type Robot in the normal sense. Was to talk about and through the morning we will be here in the exhibition and i am going to give pepper a quick fist bump like that. Oh . She doesnt want to. More a little bit later on. Back to. More a little bit later on. Back to you for now. Thank you so much. Did you see oh move away . She didnt know to stop talking. She needs a watch, doesnt she, too know when she is boring, or. That is what humanity is about. Yes, getting peoples names wrong. Humanity is about. Yes, getting peoples names wrong. 0k, humanity is about. Yes, getting peoples names wrong. Ok, you have apologised, havent you . Peoples names wrong. Ok, you have apologised, havent you . Hanging my head in shame. Time now to get the news, travel and weather where you are. We will be back here at 7am. we will be back here at 7am. I hope so, anyway. Tim muffet. Good morning from bbc london news, im claudia liza armah. Put yourself in that position, think about how you would react if you had a disastrous thing happened to you out of your control and then the people who have the keys to open doors to safety want to shut them in yourface. Lets have a look at the travel situation. No issues on the tube. Earlier signalfailure on the London Overground has been sorted. On the roads, massive queues on the a13 in to town from before goresbrook. In the city, cornhill is closed from bankjunction to bishopsgate because of water works. Thats been causing delays. In westminster, Birdcage Walk closed eastbound from Buckingham Palace to Parliament Square until mid march for Cycle Superhighway Works. Lets have a look at the weather. Good morning. Following the rain overnight last night, there is still a lot of cloud around this morning. It is quite a damp start to the day. But for some of us at least it should start to brighten up later. A bit of mist. Showers through the afternoon as the cloud very slowly moves east. So a gradual brightening to the west. You may see a bit of sunshine before it sets. The maximum temperature between nine and 11 celsius. Overnight tonight, now, the front that brought the rain and those showers starts to move back in again westwards, so were gonna see more cloud developing and further showers overnight. Temperatures not too bad, between three and five celsius, but what thats doing over the next couple of days as it moves back towards us is its dragging in air from the east, thats much colder, so we are in for a sharp drop in temperature as we heading to thursday. I am back with the latest from bbc london is in around half an hour. Hello, this is breakfast, with dan walker and louise minchin. Anger from conservative mps after an unprecedented attack on President Trump by the Commons Speaker. I would not wish to issue an invitation. John bercow said he was strongly opposed to donald trump addressing parliament when he visits the uk, but tory mps say the speaker should have remained neutral. Good morning, its tuesday 7th february. Also this morning a shake up of housing in england. The government sets out plans to build a million new homes by 2020. Could prefab homes be the hansard to our Housing Crisis . . Can they shake off that drab image of post war prefab . Answer. How long do you get with your gp . Senior doctors demand longer appointment lengths, describing the Current System as crazy. In sport joe root is the standout favourite to be the new england test captain this morning after Alastair Cook stepped down as skipper after 59 matches in charge. The word robot has been around for 100 years. The concept has been around for far longer as this new exhibition at the Science Museum in london shows. So what impact could robots have on the workplace . Will we be replaced . And carol has the weather. Good morning. Today there is a cold start the day. The risk of ice the west. Here we have sunshine and showers. For central and Eastern Areas, a lot of cloud, murky conditions and rain with some snow, once again in higher roots of the grampians. Good morning, first our main story. The speaker of the House Of Commons finds himself embroiled in a political row, after voicing his opposition to donald trump addressing parliament. Listed bercow was cheered. Mr. He says they should stand up with racism and sexism. Against. One tory mp has described his intervention as Utterly Outrageous. Its an honour thats bestowed on popes and president s. A speech to both Houses Of Parliament in the splendour of Westminster Hall was part of the itinerary when these dignitaries visited britain. But the same invite may not be coming mr trumps way. In an astonishing intervention, the Commons Speaker said recent decisions by the president made him uneasy about issuing an invitation. I feel very strongly that our opposition to racism and to sexism and our support for Equality Before The Law and an independent judiciary, are hugely important considerations in the House Of Commons rare applause from snp and labour mps who have been highly critical of the american president. That anger brought anti trump demonstrations to the Prime Ministers door after she invited him on a state visit later this year. For us to roll out the red carpet at Buckingham Palace or inviting him to speak at the grand occasion of both houses sends out all the wrong messages. Thats why mr speaker bercow has called it right today. The speaker Of The Commons is a powerful figure who has a say in who addresses mps. He is independent of Party Politics and is supposed to represent the whole house. Its clear that some are unhappy with his outburst. Generally the speaker who is meant to referee all of this should keep himself above that. That is to be regretted but it is a symptom the controversy around this visit. Its very disappointing because if ever in recent years there been a more pro british president of the United States, its donald trump. I invite you, mr president , to address us. And tory mps are pointing out that he has in the past welcomed leaders to parliament whose values britain doesnt always share. Lets speak to our Political Correspondent chris mason whos in westminster. This is very unusual and how much power does he have . A huge amount in this kind of situation because it is hisjob to try this kind of situation because it is his job to try and tap into the sentiments of mps, mps who might have tapped him on the shoulder privately and raise concerns and we know that that had happened. Nonetheless, it was an astonishing moment in the chamber. I was sitting up moment in the chamber. I was sitting up in the press gallery. My mind was wandering in the direction of a cup of tea and the Prime Ministers address earlier in the afternoon had finished and we were waiting for wrecks at debating to get under way and then out of nowhere, the intervention by the speaker which got more and more passionate as it went on. Brexit. Many mps feel they have he has overreached himself, particularly in the language he decided to use. He is meant to be above politics and impartial. It is hisjob, though, to represent the House Of Commons, to articulate the unease that would have happened had the invitation come the way of President Trump. We dont know precisely when he is coming out and no insight has been extended specifically for him to come to the Houses Of Parliament. Given what the speaker has had to say, i think we can be pretty certain it is not go to happen. Thank you. Plans to fix englands broken Housing Market are to be set out by the government today. The white paper will include more help for First Time Buyers, and measures to introduce longer Rental Agreements in the private sector, as well as plans to build more homes. As Duncan Kennedy reports. Britains housebuilding programme has been underperforming for decades. Today, the government says it is time to change. It wants councils to put pressure on developers to speed up but also says it wants to protect Greenbelt Land wherever possible. Prices are too high, we are not building enough homes and this white paper is a radical blueprint to change this once and for all. The government says it wants more prebuilt houses to help create homes faster. But for some like jennifer tristram, the only choice is to rent or go into shared ownership. When i was looking i remember there wasnt that much option out there for what i wanted and what i could afford. I think anybody who is in that same situation will probably be feeling that struggle, probably even more so than i did when i was looking. The government says smaller builders should get help to boost the Housing Stock and its encouraging older people to downsize, so long as they have alternatives. Labour says the Housing Strategy is in a mess and todays white paper is a rehash of old ideas. Duncan kennedy, bbc news. Amnesty international has accused the Syrian Government of a policy of extermination. The Human Rights Group claims that as many as 13,000 people were executed at a Prison Near Damascus between 2011 and 2015. Amnesty says the alleged executions were authorised at the highest levels of the Syrian Government. The government has previously denied killing or mistreating detainees. Senior doctors say the uks standard ten minute slot for Gp Consultations is crazy. The average consultation length is ten minutes, which is thought to be the shortest in the developed world. The Department Of Health says its up to practices to decide how long consultations last. Our correspondent Elaine Dunkley has more. The great Homer Street Doctors Surgery in everton in liverpool looks after more than 2000 people. This is an area with high deprivation and patients with complex needs. Appointments are 13 minutes long. 13 minutes sometimes is enough and sometimes its not. I do tend to adjust. I would normally finish my surgery late anyway. Thats why we have recently increased to 13 minutes in the hope of reducing that. On the whole, patients onto happy to wait. Arent too happy. They know they get the time that they need but complex problems cant be done in 13 minutes. The average appointment time is ten minutes. The shortest in the developed world. 92 of the appointment here are less than 15 minutes. With short appointment slots, time wasting is also an issue. A poll for the bbc found that 70 of people in the uk believed it was acceptable to charge patients who missed appointments will not do governments of england, scotland and wales say the length of consultations are down to gps but have pledged extra funding to relieve time pressures. Northern ireland have yet to respond that Gps Say Funding cant come soon enough. We will be talking about that with a gp later. A Police Car Dashcam has captured the moment a meteor, travelling more than 45,000 miles per hour, turned the sky green in the United States. It happened in the early hours of the morning over illinois, in the north of the country. Most meteors are too small to be noticed, but larger ones can produce an impressive fireball like this one, burning up before reaching the ground. You would still get a bit of a fright if you saw it. Its great that somebody has captured it. The government will set out plans to tackle englands broken Housing Market today, by building more affordable homes. 1 million new homes are to be built. The housing white paper is expected to promise the building of more homes, extra help forFirst Time Buyers, and measures to make renters more secure. Lets talk now to the communities secretary sajid javid, who joins us from our westminster studio. Thank you for talking to us this morning. Housing, we know has been a huge priority for this government. Despite that, if you look at last years viggers, only 180,000 homes we re years viggers, only 180,000 homes were built in the uk. Figures. Years viggers, only 180,000 homes were built in the uk. Figures. We are not building enough homes in the uk. That has been a long running problem. That figure you mentioned is up significantly from where we we re is up significantly from where we were in 2010 when new homes were about 110,000. The reality is that the market is broken. It is the biggest barrier to social progress in britain today. Young people are dreaming of owning their own home or renting a decent home and they are dreaming because the average house price in england now is more than eight times persons earnings. What the white paper sets out today is that it fully recognising the problem and saying that we should Work Together and have bowled third of changes that will help fix it. Do you understand the scepticism of people who are watching you and listening to you this morning, given that you have had five years in coalition to try and crack this. It has been a priority for an awfully long time. We have had scheme after scheme and here we are again with another announcement about building 1 million homes by 2020 when there isa 1 million homes by 2020 when there is a track record of not achieving anything like it. Bello actually, i do understand peoples of scepticism. Actually, i do. People are right to think that why is this time going to think that why is this time going to be different . Look at our track record. When you talk about track record, since 2010, House Building is up. It is not enough that it is going up. The second thing is, look at the spending the government is going putting in. Thirdly, the white paper is full of bold and valley radical reforms. White paper is full of bold and valley radical reforms. Are these reforms slightly less than you would have wa nted reforms slightly less than you would have wanted to put in place . There was talk about building on green belt. Has it been scaled back from what you originally wanted . This is exactly what i would have wanted and what the cabinet wants. We have discussed it in detail. If i can just highlight to three of the key changes we are making. The stubble, we wa nt changes we are making. The stubble, we want to get more land release. We wa nt every we want to get more land release. We want every Local Authority to make an honest assessment of the demand in that area. Not to fudge the numbers in any way. That will be the starting point of making sure enough land is allocated so we can really push up supply. The second thing we wa nt push up supply. The second thing we want is to speed up delivery. Local authorities will be looking at another delivery promise. We have a lot of developers and often they ta ke lot of developers and often they take up large plots of land that build five to slowly. We need a new set of tools for local authorities to get the builders to build more quickly and if they dont, there will be sanctions. Thirdly, we want to diversify the market. We need a lot more smaller independent builders. We need a lot more of what i call modern modular construction, off Site Construction which can be a lot quicker and cheaper. Interesting was she say about councils. You question the role of local councils will stop using city centre sites, Prioritising High Rise blocks as well. You say four out of ten councils have inadequate Housing Strategy. Surely they could go to you and say, hold on a minute, as a government, you have a shocking record on building houses. Why are you pointing the finger at us . M record on building houses. Why are you pointing the finger at us . It is a partnership. There is whether the to do. When it comes to making sure there is infrastructure therefore these buildings, schools, roads, hospitals, a couple of months ago we announced a £3 billion infrastructure. The local authorities have to pay their roles. Look that the local areas, some of them do. They will take the top decisions. Frankly, there are some that will duck the tough decisions. They will not come up with the right assessment of housing need in the first place and that is berdych aint. First place and that is berdych aint. They also want to talk to you about one of the other issues. Thatis about one of the other issues. That is going to change. Has mr bercow overste ps that is going to change. Has mr bercow oversteps the mark when it comes to donald trump potentially addressing the Houses Of Parliament . Anyone who knows the speaker knows he is capable of speaking his mind. He is meant to be neutral, is not . What is important is that we have full respect for the office of the president of the United States and whoever sits in the office at any time it is clear that this is the choice of the American People and it is manifestly in the Self Interest of our country to get on with that person and that is why it donald trump is welcome in the uk. With that in mind and when you say you have the utmost respect for the office of the president of the United States, would you like to retract what you retweeted, i know it is no endorsement, but in 2016 you said anyone who backed donald trump was certified insane, and it doesnt sound like respect for the office, and i know you wasnt president at the time. That is not something i have ever said and what matters is that anyone who is sitting in the office, no matter who it is, that is a person we have to get on with, we should work with, and that is what we do. get on with, we should work with, and that is what we do. I understand you did not say it but you did retweet that, and you dont tend to retweet that, and you dont tend to retweet things you dont agree with on twitter. I think have made my mind clearon on twitter. I think have made my mind clear on this. It is in our Self Interest to work with the us, our most important ally, president , legislators and governors, we should work across the board. You think President Trump should be allowed to address parliament . President Trump should be allowed to address parliament . I think he should be welcomed in this country. The decision about parliament is for the speaker and the lord speaker. That is something the government can get involved in, but we should absolutely welcome him to our country. Thank you for clarifying that. It is good to speak to you this morning. We are talking about selfies and sharenting, parents sharing pictures online. We are talking about that later, so feel free to get in touch. Heres carol with a look at this mornings weather. Good morning. It is going to turn colder. Now, a Weather Front is draped in the east, and what it is trying to do, instead of carrying on as it would normally do across the north sea, is it is coming back westwards, allowing this cold air, with this High Pressure on the near continent, to flow across our land. Thursday it is in the east and then it will move further west on friday and into saturday. That is when you will notice a real change in the feel of the weather. It is going to feel much colder. Wednesday, our Weather Front here scraped across Eastern Areas, Producing Cloud, snow, you might see the Odd Flurry Coming in on the cold Easterly Wind to the west cold Easterly Wind out to the west, more snow on the pennines, and the grampians as well possibly. Iam not i am not very good at using the microphone. The majority take at least four selfies before choosing one to share, and three quarters say they edit photos before posting them. I feel i ifeel i am i feel i am having to concentrate here. Heres Newsround Presenter ricky boleto with more. With cameras in our phones and ta blets with cameras in our phones and tablets there is nothing easier than snapping a selfie. Looking good, being creative and having fun. You get likes and you get nice comments. You need to get your good side. You need to have it at a put it in and turnit need to have it at a put it in and turn it so that it looks at an angle. Ijust turn it up turn it so that it looks at an angle. I just turn it up to the turn it so that it looks at an angle. Ijust turn it up to the sky and click a picture. The high angle and click a picture. The high angle and the filter. We all like to look good but how important is it to look good but how important is it to look goodin good but how important is it to look good ina good but how important is it to look good in a selfie that we share, well, for a five say it is. What happens when it isntjust good fun . Sometimes people get more likes than you and you might get a little bit jealous. There is a little bit of pressure. If you take a really bad picture of people, they wouldnt like you. The celebrities, they do stuff and then, like, they wear lots of make up and it makes us feel like we have to do that to look good. think selfies are a bit of fun, because what do you do when youre bored . Let me take a selfie. Ricky is here to discuss this with us now along with emily cherry with emily cherry from the nspcc. Regular guest on the sofar. You have spoken to lots of kids about it, so give us the headline sofa. What have they said . Newsround last year did a survey of 1000 children aged between ten and 12 and 80 had a social media account, despite the Fa Ct Social Media account, despite the fact that you are meant to be 13 or over to have facebook or instagram or snapchat. Kids love social media. This year we wanted to dig deeper and we found kids love social media, they find it exciting, it makes them happy. One in three say that they feel left out, as if they are not able to do the same things as their friends if they were not on social media. And when it comes to selfies, we learnt there is a lot of pressure on young people to look good. Something like four in five children say they want to look good and they ta ke say they want to look good and they take for pictures on average before they post the right one. I spoke with one girl and she takes ten to 15 pictures before she will take the right one. The filter is important, and with snapchat you can blurt it out. This is something that 11 and 12 year olds shouldnt worry about, and that is what is disturbing. What is interesting is the photograph is so much part of communication. On snapchat, that is what you start with. It is currency in the playground, kids popular if they have lots of likes, if not, they ta ke have lots of likes, if not, they take it down straightaway, so there isa take it down straightaway, so there is a problem in schools when it comes to social media. You are judging yourself on how people judge or social appearance. We are seeing children coming through, telling us how it affects self worth, and some children feeling suicidal and self harming asa children feeling suicidal and self harming as a result of feeling they cant keep up with that pressure online. And you have also been talking about sharenting. That is when your parents take a picture of you and post it without asking for permission. I spoke to some kids about this issue. When my mum takes pictures of me, she will do it when lam not pictures of me, she will do it when i am not looking, then she will not ask and put it on. My mum will take it when i am sleeping, sol ask and put it on. My mum will take it when i am sleeping, so i dont know until the morning. Theyjust post whatever they can find, they dont really think about anything. They might post itjust to have dont really think about anything. They might post it just to have a laugh with their mates. And they think it is funny for her, but it might not be funny for you. You think about it but they dont think about it. Dont let parents have social media. I love that young lady. Do you think she has a point . I think she has. What is interesting about the newsround survey, on Safer Internet day, we want a positive change, you have to be a role model, thatis change, you have to be a role model, that is what we need parents to do, so easy talk about children being safe online, parents have to make that change as well. Think before you post a photo, talk to your child, get consent and check your privacy settings, so people cannot ta ke privacy settings, so people cannot take the photograph and share it somewhere you are not comfortable with. Are your children old enough to tell you . My children are six and eight and we have conversations. I will talk to them about whether or not to share it on social media. I am creating a digitalfootprint not to share it on social media. I am creating a digital footprint for their teenage years and embarrassing photographs now will be really embarrassing later. It is Safer Internet day and with all of the selfies there are things to watch out for. Giving out too much information on where you live. And children are clued up to this, they know what they are talking about, they have grown up with it these days, so they know what they are doing. I think you will be able to give advice on what to do to save say. We would say, have regular conversations with your parent stay safe. Have your parents be interested, check privacy settings, look at location features, so people cannot find it, and the key on this is to make sure that you have the regular and constant conversations. And if parents are not sure how to start it, speak to us at the nspcc. We have a helpline and net aware and share aware. And have fun with it. Dont take selfies so seriously. Then, i know you love selfies. They can be incredibly fun. You just dont have to be so competitive and just make sure you are not being so serious about them. I think that is most important. When i take one i normally have grief over which showed i have worn. And you always wear a showed i have worn. And you always weara grumpy showed i have worn. And you always wear a grumpy phase. And it comes with age, being able to share a picture without worrying that my mouth isnt exactly. Concern about the little things. You can understand someone who is ten or 11 will take them and edit them and make sure they are pristine so others dontjudge them negatively because of that. That is the issue, isnt it . Because of that. That is the issue, isnt it . It is the issue, and i was speaking to a psychologist, they say the kids are comparing themselves to something that isnt real. When children see celebrities posting, we know they are heavily edited, not necessarily by them, so it is not comparing yourself to those images, and having fun with social media. Comparing yourself to those images, and having fun with Social Mediam is really good advice, thank you. It is really good advice, thank you. It is good to talk to you both. Tims at the Science Museum in london for us this morning, with some futuristic friends. Good morning. The relationship between humans and robots is one of the Big Question Is, isnt it, and one which is explored at this exhibition at the london Science Museum, and you mentioned selfies, here is roser, she can recognise peoples faces, you should be able to see my face appearing in the screen on her chest. If i move around slightly, she will follow me around. We will take a look at some of the other futuristic robots and finding out the implications for the workplace. Time now to get the news, travel and weather where you are. Good morning from bbc london news, im claudia liza armah. Two men have been arrested on suspicion of Firearms Offences in redbridge. I never thought i could ever go shopping for myself, you know, go out and, you know, now i can do all of that without to feel that, how am i going to do this, you know, sometimes ijust do it without even thinking. Tulse hill, temporary Traffic Lights on norwood road at leigham vale with water works. And in westminster Birdcage Walk closed eastbound from Buckingham Palace to Parliament Square until mid march and thats because of Cycle Superhighway Works lets have a look at the weather. I am back with the latest from bbc london is in around half an hour. Hello, this is breakfast with dan walker and louise minchin. Esprit you up to date with all the main news and sport today. Lets bring you. The speaker of the House Of Commons, john bercow, has been strongly criticised for speaking out against President Trump addressing mps and lords at the Houses Of Parliament. Mr bercow, whose position as speaker is supposed to be politically neutral, has been accused of overstepping the boundaries of his job. One tory mp described mr bercows intervention as Utterly Outrageous. I think he should be welcomed into this country. The decision of the parliament is a decision of the speaker. That is something the government cannot get involved in but its very clear that we should be working with the us president and that he should be absolutely welcome to our country. A court in San Francisco will decide today whether President Trumps travel ban on people from seven predominantly muslim countries should be reinstated, or remain suspended. The American Justice Department has lodged details of its appeal, it says the president acted legally, and the court which suspended the ban had made a mistake. Mr trump has urged the courts to act quickly, saying the threat from islamic terrorism is very real. The government will declare englands Housing Market broken, as it sets out its proposals today for fixing the situation. Doctors leaders say its crazy that the uks standard ten minute slot for Gp Consultations is among the shortest in europe. They say plans to move more care out of hospitals will leave even less time for patients. The Department Of Health says its up to practices to decide how long consultations last. Later today, concerns over aggressive seagulls are to be raised in parliament. Gulls are on the Endangered Species list and cannot be culled, but many residents in coastal towns and cities believe they are a nuisance. Current measures such as spikes on buildings, flying Birds Of Prey and even using Water Pistols to deter the gulls have done nothing to decrease numbers. Moron that later including people try to deter them. Its quite interesting to watch. More on that later. More than half of ten to 12 year olds who use social media now share selfies, according to a survey for the bbcs newsround. A fifth said that seeing images of celebrities online made them feel anxious about how they look; and many said they didnt like it when their parents posted images of them online. Get in touch. I get a non self imposed ban. Sally is here talking england captains. A lovely shot of Alastair Cook. Perhaps he is giving some words of advice because it is quite a responsibility to take on. Can see how Alastair Cook has actually been weighed down. He looked tired. He had that kind of thing going on in his eyes we thought he was just thinking i have had enough of this. Anyone who looked at him could see, he was gone. The decision had already been made. Joe has been by Vice Captain For A While now and he has had some Leadership Experience in that role. Obviously, a phenomenal cricketer and an influential person in the dress room so there is no reason why he wouldnt be a strong candidate but i dont want to rule anyone out at this stage. Were not going to change the culture of something that has been prominent for 40 or 50 years and actually not just simply in russia. We do want to see some sign that there is a cultural shift. We are not going to resubmit rusaf the newly constructed Russian Federation yet, then the clear implication is that they would appear, if they do, as neutral athletes. Tributes have been coming in for the former south africa scrum half joost van der westhiezen, whos died at the age of 45. He was an iconic member of the Famous Springbok Side that won the world cup in 1995 on home soil. He had motor neurone disease. President jacob zuma said the country had lost a legend. Fencing, goalball, table tennis and Wheelchair Rugby are appealing against decisions to axe their Elite Level Funding today. Uk sport has cut the finding of seven sports for the tokyo games in 2020. Where do you think that was . It is bermuda . It looks a bit like the uk. He calls all of his boats rita. Finally for me, rafael nadal will warm upfor finally for me, rafael nadal will warm up for wimbledon. Good news. Great to see him there. A firm favourite, isnt it . British fans love rafa all around. Particularly with you, clearly. Measures to tackle englands Housing Problem are to be unveiled today including what kind of homes are built, where, for whom and how quickly theyll go up. The governments long awaited white paper will be announced in parliament and one of the ideas is to use more flat pack or modular housing. So ben is with a Prefab Business in derbyshire to find out more. Believe it or not, this is a prefab. There is even a fridge already installed. All of the plumbing and electrics are done on site. Come with me. You get a sense of where we are surely are. That is obviously the ground floor of what we call a modular unit. Kate and military are with me. Melanie. We are looking at this will stop its modular, its built ina at this will stop its modular, its built in a factory. Is this the answer . It is one of the answers. At the moment, we have got five years to build a lot of homes and by building in factories and getting them on sight quicker, putting them up, particularly with the lack of Skilled Labour we have, this is definitely part of the solution. We hear that the traditional housebuilders are not building enough. Why not . There are two barriers. We need to get more land available with Planning Permission. The second is we need to drive new investment into the sector. We know there is upto £50 billion available to drive into the Rental Sector and winnie to get that money unlock. Melanie, kate, aged very much. We need to that money unlocked. We are saying that this home is ready out. Where is it going . This will go to a development in north shields. Within two weeks, the house will be lifting. So it is eight weeks between you building these things and then going out to the housing estates. Yes. We look at prefab. They have a bit of a bad reputation. Maybe the war, bit of a bad reputation. Irra these are better designed. They are comfortable, smart, low energy usage. They are perfect for the modern. To get through the lifespan of Something Like this and whether you to get a mortgage on what is essentially a building built in a factory, put together with, you know, strong material that it still prefab. This has the same light certification as traditional builds. Good to see you. Im going to get out of the way because it is looming above me. They can build them up to three orfour stories high. This one will be sent out on a truck up to north shields. Then the next one coming down the Production Line. It is fascinating to see the process in action and it could be one of the solutions to our Housing Crisis. They look good for the inside as well. You need a warm house because it is chilly out there. As carol can report. Good morning to you, once again. The rain report. Good morning to you, once again. The rain overnight report. Good morning to you, once again. The rain overnight is ensconced over scotland and Eastern England courtesy of this Weather Front, and behind it there is cloud around, some hill fog and low level fog, and showers, notjust in the west, but across central areas too, some of them will be heavy with hail and maybe wet snow over the moors and maybe wet snow over the moors and Thunder And Lightning. They will be slow moving and in between there will be sunshine, so it isa between there will be sunshine, so it is a classic mix of sunshine and showers. Through the afternoon we will see sunny spells along the isle of wight and hampshire, we are not immune to them, and the Weather Front here is draped across eastern scotland, so this is where we have cloud and rain. In wales, showers, some in Northern Ireland, and here there will be brightness in between. As we move through the afternoon, into the evening and overnight period, we have a Weather Front here the east, it will be producing showers, we have snow from the word go in the grampians, continuing through the course of the night. In Western Scotland and Northern Ireland, widespread frost. More patchy with the cloud cover for wales, western england and central and Eastern England. Here is the Weather Front, it will try to move back west, opening the floodgates to the cold Continental Air coming across. On wednesday, moving through till saturday, the blue penetrate inland across scotland and Eastern England, then it will spread further west as we head into the weekend. Back to wednesday, the Weather Front here is in the east moving west, Producing Cloud, we could see Snow Flurries coming out of that in Eastern England, snow on the pennines and the grampians, and bright skies to the west. And then on thursday there is the risk of more Snow Flurries coming in across Eastern Areas. We will all see them and snow across the pennines and the borders around the Southern Scotland as well. So, into the end of the week, the cold continues, coming in on the cold Easterly Wind, fairly cloudy and some showers, so there is the chance of significant snow as well across the pennines at the latter end of the week, so i will keep you posted on the likelihood of that happening. Thank you. Working in the countryside makes life as a rural gp sound idyllic, but the reality can be very different. With long days and pressure to treat more patients, many are considering early retirement and others are discouraging young doctors from going into general practice in the first place. Our Health CorrespondentDominic Hughes has been to the town of appleby in cumbria, to find out more. Nestled in the eden valley, the town of appleby in cumbria is as preeti a place as you could hope for but life here isnt quite the picture postcard existence you might expect. Really lovely town, really friendly. Doctor ashley is a recent arrival here, where the local surgery have struggled to recruit doctors. Long days and the never ending pressures of thejob leading days and the never ending pressures of the job leading many of his peers to think about giving up or getting out. I am 58 and many of my collea g u es out. I am 58 and many of my colleagues and contemporaries have either left or plan to leave and in cumbria these statistics are that in the next three years about 25 of gps will either have retired or are planning to retire, so these are worrying statistics. It is likely to get a lot worse in the next few yea rs. Get a lot worse in the next few years. And as gps leave inevitably there is a knock on effect on remaining gps. There is more pressure on them. Things are at a tipping point. Gp practices right across the uk do face immense pressures , across the uk do face immense pressures, mainly to do with the growing number of patients who need to be seen. But in rural areas like this there is an additional problem, just trying to persuade doctors to come and work in the first place. have worked at the practice for nearly four years and we have always had a gp vacancy issue. And why is it that . We live on the edge of the la ke it that . We live on the edge of the lake district, it is a beautiful place. We are always looking at moving the practice forward, looking at different ways of working, and we have always been recruiting all looking and having vacancies for gps. Soi looking and having vacancies for gps. So i dont know what we can do to attract them further. All of this has an impact on patients who may struggle to get an appointment or see the doctor they want. At the appleby practice they are trying new things, so this receptionist, linda osborne, is trained to take blood samples, relieving time pressures faced by medical staff. Everyone else doing extra tasks means that the doctor can concentrate on more important, urgent things. And new ways of providing care may be at least pa rt ways of providing care may be at least part of the answer to the recruitment problems facing rural areas. I think a lot of these solutions are ashley in our hands. The key thing to do is make general practice less dependent on gps. The key thing to do is make general practice less dependent on gpsm towns across the uk the role of the gp is evolving, that means a big change for the doctors, but also for us as change for the doctors, but also for us as patients too. Just after 8am, well be speaking to dr helen stokes lampard from the Royal College of general practitioners, sorry, i dropped my pen, apologies. Doctors always need a pen. About a number of issues currently affecting gps, including appointment timings. I know that lots of you feel strongly about your gp as well. Get in touch with us. We will put some of the questions to her as well. Robot, i wonder if you could have a robot gp, it wouldnt work, would it . Robots are great at doing the jobs that are too dangerous, dull or dirty for human workers. But according to some predictions they will go on to replace people in a Third Of Ukjobs by 2030. So should we be worried by the rise of the machines . Breakfasts tim muffet is getting a glimpse of the future at londons Science Museum this morning. Yes, good morning. You mentioned robot gps, well, robot surgeons are used in surgery, and the implications in robotics are huge, and this exhibition at the london Science Museum explores the relationship, what they can do which we cant, looked at amico, an expert in engineering, art can amico do jobs better than humans, that is a question. You might think of robots asa question. You might think of robots as a modern day phenomenon. The word itself is 100 years old. The concept is older. Lets have a look at rheem from spain. Meanwhile, at this exhibition, i have been looking around, seeing beyond 100 years, 500 yea rs around, seeing beyond 100 years, 500 years ago, the first concept of robots began. We found 35 of current uk employment is at high risk of being replaced by a robot or Similar Technology by the year 2030. Those in the transportation industry, including truck drivers, taxi drivers, processing of things like invoices and receipts. The pace has been dizzying. But some robots do things people wont or cant do. The Snake Arm Robots made by this Bristol Company can inspect and maintain restricted, hazardous places. Nuclear reactors, for example, or aircraft wings like this. It goes around a bend you think you couldnt get around. Robots are going to be doing more and more. We shouldnt fear them, we should embrace them. For better orfor worse, the rise of the robots seems unstoppable. Delighted to be joined this delighted to bejoined this morning bya delighted to bejoined this morning by a lecturer in robotics, sabine, and the president of robohub as well. Should we fear the impact of robots . There is potential for robots . There is potential for robots to change and i hope to improve how we work, live and explore frontiers, and it is important to remember that making a robot is very difficult and as a result most of us are focusing on robots which perform specific tasks, so it is about tasks, notjobs, so think of it as a helper, where would you want help . Lets have a look at some of these robots, they are very impressive, but could this robot, this robot thespian, it will never replace actors . We have them at the Bristol Robotics Lab rotary. Most of them are not humanoids laboratory. The most important are medical robots, things which can help us be more productive, and they dont look like humanoids but they are exciting to get people into the field. Is it a feel of robots which isa field. Is it a feel of robots which is a problem and do you think we should be excited by them . There is a lot of hype and misinformation. What i like is it allows people to interact with robots and it gives them a feel for what the robots can do today and what they currently cannot do. I think we also need to listen to the public concern. There have been efforts around the world to think about what the public wants with this technology so that we can design in that direction. Louise and dan, look at this, i dont want to worry you, but it is a robot newsreader, just saying. No areas of the workplace it seems our com pletely the workplace it seems our completely free from the threat, if it isa completely free from the threat, if it is a threat, of the impact robots could have. Very lifelike. Come on, can she say, the news, travel and weather where you are . No. Not quite yet but we will work on it. weather where you are . No. Not quite yet but we will work on it. I am safe for the moment, thank you. She has a very dull shirt on, i think she needs something elaborate. has a very dull shirt on, i think she needs something elaborate. I am sure that you can help her with that one. 0k. Laughter that was good. Goodbye. See you in a minute. Good morning from bbc london news, im claudia liza armah. I would not wish to issue an invitation to him. Toryjohn bercow said he was strongly opposed to donald trump addressing parliament, but tory backbenchers say the speaker should remain neutral. The Community Secretary told us it is time to get along with the president. It isa president. It is a decision for the speaker, but it is clear that we should be working with the president and he should be welcome to our country. Good morning, its tuesday 7th february. Also this morning. A shakeup of housing in england. The government sets out plans to build a million new homes by 2020. Could prefab homes be the solution to our Housing Crisis . Here, they are built from start to finish in less tha n are built from start to finish in less than eight weeks, but can they shake off the drab image of post war prefab . Iam here shake off the drab image of post war prefab . I am here to find out. How long do you get with your gp . Senior doctors demand longer appointment lengths, describing the Current System as crazy. In sport. Joe root is the standout favourite to be the new england test captain this morning after Alastair Cook stepped down as skipper after 59 matches in charge. The word robot is 100 years old, the concept is much older, it is the subject of this new exhibition at the Science Museum. What impact could robots have on the workplace . We will find out later. We will find out later. We also have Chrissy Hynde coming up later. And carol with the weather. It isa and carol with the weather. It is a cold start, watch out for ice in the west. There will be showers, but some sunshine. For scotland, central and Eastern England, more cloud, rain, drizzle and smoke, possibly affecting the higher rate in the grampians. More details in 15 minutes. Good morning. First, our main story. The Commons Speakerjohn bercow has been strongly criticised after telling mps that President Trump should not be allowed to address parliament when he visits the uk. Mr bercow was cheered by Opposition Mps when he told the commons that it was not an automatic right, and that they should stand up to racism and sexism. But theres been a furious reaction from conservatives. They say he should have remained neutral, and one tory mp has described his intervention as Utterly Outrageous. I feel very strongly that our opposition to racism and to sexism and our support for Equality Before The Law and an independent judiciary are hugely important considerations in the House Of Commons. Rare applause from snp and labour mps, who have been highly critical of the american president. That anger brought anti trump demonstrations to the Prime Ministers door after she invited him on a state visit later this year. For us to roll out the red carpet at Buckingham Palace or inviting him to speak at a grand occasion of both houses sends out all the wrong messages. Thats why mr speaker bercow has called it right today. The speaker Of The Commons is a powerful figure who has a say in who addresses mps. He is independent of Party Politics and is supposed to represent the whole house. Its clear that some are unhappy with his outburst. Generally, the speaker who is meant to referee all of this should keep himself above that. That is to be regretted, but it is a symptom the controversy around this visit. Its very disappointing, because if ever in recent years there been a more pro british president of the United States, its donald trump. I invite you, mr president , to address us. And tory mps are pointing out that he has in the past welcomed leaders to parliament whose values britain doesnt always share. Lets speak to our Political Correspondent chris mason, whos in westminster. Has the speaker stepped outside the recognised boundaries of the job . An extent, yes. It is extraordinary, the language he decided to use. He says he was operating entirely within the remake of his job, but even those who would knowledge that would be taken aback by his choice of words. The astonishing thing, i was in the commons press gallery, there had been a discussion for 15 minutes per call before this moment about whether the civil serva nts moment about whether the Civil Servants who advise the speaker should be able to wear wigs in the chamber. It was very westminster. My mind was drifting off the water capacity, and then, out of the blue, that intervention, with the striking language provoking a of applause, thatis language provoking a of applause, that is pretty rare in the House Of Commons, frowned upon as well, by the snp and some labour mps. Some conservative mps not happy at all. What does the government say . We put that question to sajid javad just underan hour that question to sajid javad just under an hour ago. He is what he said. What is important is that we have full respect for the office of the president of the United States, and whoever sits there, it is clear this is the choice of the American People, and it is in our Self Interest to get on with that person, and that is why the president is very welcome in the uk. Do you have a view on wigs in the chamber . They would suit you i will see if they can send one in your direction immediately, once the clocks are no longer wearing them, which was the kick luge and of the conversation prior to the speaker talking about the president. Make sure it is fully powdered a court in San Francisco will decide today whether President Trumps travel ban on people from seven predomina ntly muslim countries should be reinstated or remain suspended. The americanjustice department has lodged details of its appeal. It says the president acted legally and the court which suspended the ban had made a mistake. Mr trump has urged the courts to act quickly, saying the threat from islamic terrorism is very real. Plans to fix englands broken Housing Market will be set out today. It will include more help for First Time Buyers and measures to introduce longer Rental Agreements in the private sector, and plans to build new homes. You can tell us about how quickly they can be built, then. Yes, welcome to derbyshire, we fear at this prefab factory, where they build houses in a matter weeks, just eight weeks. They ship them out in modules opened and the country to Building Sites, where they are installed. They have all of the plumbing, electrics, windows and appliances installed, so when they get onto site, it is a matter of plugging them in and off you go. It could be used to address the massive Housing Shortage we have. The government wants to build a million houses i2020, but we are building far less than that. We need to build about 300,000 every year. We are currently building less than half of that. What the government is announcing is a white paper looking into what is holding back the developers from building. There are rules around plumbing and councils, allocating Planning Permission to developers. There will be new rules for developers to make sure that when they get the Planning Permission, they need to start work on building those sites. There will be new regulation on stopping the developers hanging onto sites and not developing them, perhaps the accusation is they wait until the price rises before they start developing. Lots of announcements in the white paper, it is due later this morning. We have been finding out here this could be one way that they solve the massive shortage of housing that has been pushing up prices for so long. Eight weeks. Thank you. In the past half hour the Energy Regulator ofgem has announced a price cap for prepayment meters, which it says should save customers £80 per year, around 10 to 15 of their annual bills. Around four million households use the meters for their energy and can pay hundreds of pounds a year more than other customers. The cap, which will be updated every six months, is expected to stay in place until the end of 2020. More than half of 10 to 12 year olds who use social media now share selfies, according to a survey for the bbcs newsround. A fifth said that seeing images of celebrities online made them feel anxious about how they look, and many said they didnt like it when their parents posted images of them online. Loads of you have been getting in contact with us about that, weve all read some comments later. Gps arent being allowed to spend enough time with their patients, according to the Royal College of general practitioners and the british medical association. An average gp appointment in the uk is ten minutes, which is thought to be the shortest in the developed world. 92 of appointments here are less than 15 minutes, compared to 27 across europe. A recent bbc opinion poll suggests that seven out of ten people would be open to a tougher approach on those who abuse the gp system, including charges for missed appointments. Joining us in the studio is the chair of the Royal College of general practitioners, dr helen stokes lampard. You are also a practising gp, you we re you are also a practising gp, you were there last night. Do you set the appointment time in your practice . Yes, all gps have control. Ten minute appointments came to be the normal basic time about ten or 15 years ago. But patients have more and more conflicts problems, and they need longer to sort everything out. We have a crazy situation, we set the time at ten minutes because there is so much demand, we do not have enough gps, so it is a demand management tool, so we are in a catchment catch 22 situation. Nearly all gps want longer, they could do more, they could get to the bottom of things. Is it putting people in danger . There is a risk of that, because we are rushing. A lot of the time we are missing some of the more sophisticated subtleties. We do notjust talk the more sophisticated subtleties. We do not just talk about the physical problem, we took about the social, psychological setting, and we miss a lot of that if we are rushing and looking at the clock. People mentioning that, stephen says, we get a five minute emergency appointment, which is way too short. It can lead to things being missed. The key says, appointments have a six week waiting list for a five minute appointment. If you need a follow up, it will be with a different doctor. Nicola says, there are signs that reminded you have ten minutes for one problem, if you have another problem you have to have a second appointment. You can feel the frustration, people thinking, why cant it be a better situation . Frustration, people thinking, why cant it be a better situation . We do not train to work like this, we wa nt to do not train to work like this, we want to provide a good quality service. Its becomes with three or four problems because they because they have been waiting for a fuel weeks, it is for straightening with both sides. The answer is you need more gps. The government is talking about that, they say they are training gps, putting an emphasis on that. There is a sign of the cavalry coming over the hill in the distance. We have a promise of more gps by 2021. If you are waiting a month now, that its hard. We do not even have those promises elsewhere in the uk, it isjust in england. Watching the 6pm news yesterday, they went to a hospital. They are under pressure as well. Sitting on floors, waiting for treatment. What happens is doctors, nurses, all the Health Care Professionals do their very best, we pull together, we pull out all the stops, we work ourselves to the bone, the top is an nurses are going under, the rate of people leaving the profession is very worrying, they train as a doctor and then they never take up a post because they cannot face it. That is a waste and a tragedy. The promises we having need to be delivered, we need to get the money to the front line and the numbers coming through. Being a doctor or a nurse the best job in the world on a good day, because it is so worthwhile, and we can make it great again, but we need a serious conversation about how much we invest in health and how we do it. Does it often, back to underfunding . That is one of the major issues. We can work smarter, in innovative ways, and patients will have to adapt they may not seek the gp when they want, it may be an advanced nurse practitioner, but thatis advanced nurse practitioner, but that is fine, as long as they are trained and can a greatjob. Working differently, more clinicians, and more resource generally. And then we wa nt to more resource generally. And then we want to move more care into the community, because that works well. But it will take a big sea change. One of the things that they have been talking, it is only an idea, charging people for missed appointments. Mixed reaction. Whats your view . It is a great idea. Punish people for missing out. There maybe reasons . This is the problem. The people who miss. Quite a few people might be exempt . Children, people might be exempt . Children, people who are retired, people who dont pay prescription charges already who make up the vast majority of people who come and see agp majority of people who come and see a gp anyway. So it would be a big infrastructure for a very modest gain and a distraction from the real issue of whats going on, how much would you charge £10, £20, £50. How do you make them pay . How do you make them pay . Those who are just above the line where they have to pay for everything are really struggling. I get patients say, doctor, you prescribed me two drugs, which is the urgent one . I will get this one and wait for my pay cheque. Its difficult. Will get this one and wait for my pay cheque. Its difficult. Sam says, i agree with charging. Take the same stance as france. You get your money back in you turn up and your money back in you turn up and you dont lose your cash. A Business Needs to be run. Craig says it is 0k to needs to be run. Craig says it is ok to charge for not bothering to turn up, but it cant be automatically charged, there must be built in unavoidable circumstances . Lets have good infrastructure so people can phone in and cancel easily. Lets do that, but a bit of tech will help there, but blanket charges will just tech will help there, but blanket charges willjust penalise the vulnerable. Thank you very much. The Department Of Health in england said its up to practices to decide how long consultations last. The Welsh Government told us that timings should be based on clinical needs, and there are no targets in place. The Scottish Government told us they are investing an additional £500 million into gp services by the end of this parliament. Northern ireland did not get back to us with a response. We will be looking at the state of Health Services in the uk all this week for the bbcs nhs health check. You can follow the coverage online at bbc. Co. Uk health. The speaker of the House Of Commons is accused of abusing his position after speaking out against the us president donald trump. Plans to build more than one million homes in england by 2020 are to be announced by the government with more help for first time announced by the government with more help forFirst Time Buyers. Heres carol with a look at this mornings weather. I have just spotted a dog as well. Isnt he cute . There is snow in the forecast. For some of us it is snowing already, but for most of us, its not. It is a chilly start. Watch out for ice on untreated surfaces in the west of the uk and weve got rain. The rain that crossed us yesterday and overnight now becoming ensconced across scotla nd now becoming ensconced across scotland and Eastern England. A lot of it isnt particularly heavy, but there are some moderate bursts, particularly so in the east, a lot of cloud around. Quite a bit of Rain Across Scotland with snow in the grampians and sleet across the Southern Uplands and as we move further west we are looking at sunshine and showers and through the afternoon, some of those showers particularly across parts of wales, and South West England will be slow moving with hail and thunder and maybe a wee bit of wintriness over the moors. So drifting towards the midlands and Eastern England, although this looks like there will be no showers, there will be some showers developing so it is a mix of sunshine and showers, but across the east there will be more cloud. Bright spells and sunshine and showers across Northern Ireland and then weve got the snow in the grampians down to 200 meters, but we will see significant snow settling above about 400 meters and still in the Central Lowlands and Southern Uplands there will be a wintry flavour at times amidst the rain. So through the evening and overnight we carry on with the snow. We carry on with the strong winds across the Northern Isles and the cloud and the rain in the east. For western scotla nd rain in the east. For Western Scotland and Northern Ireland, there will be a widespread frost. But for england and wales, it will be more patchy in nature due to the amount of cloud cover were looking at. So heading on in through wednesday, our Weather Fronts will be draped in Eastern Areas. Trying to retreat back towards the west, being blocked by this area of High Pressure. Around this, there is cold air and you can see the days changing. So from wednesday and thursday and friday and saturday, it becomes increasingly cold across much of the uk. And again, there will be some Snow Flurries and snow in the forecast, but not for us all. So wednesday, our Weather Front is draped across Eastern AreasProducing Cloud and showers and snow on the pennines and the grampians, a cold easterly along this coastline, out towards the west, something drier and brighter with a little bit of sunshine. Then as we head on into thursday, well, it will be colder still. A lot of cloud at times, some sunshine, but cold enough for wintry flurries. Again coming in across Eastern England and snow on the pennines and the grampians. As we head towards the end of the week we carry on with that. Cold Easterly Wind and cloudy with snow showers and it looks like we could see significant snow on the pennines. Thats still open to question and ill thats still open to question and ill keep you posted as we go through the rest of this week. Dan and lou. Its not a new problem, seagulls swooping on residents in seaside towns up and down the uk, stealing food and even going on the attack. But what are we to do about it . Today mps will try to come up with some answers as they discuss the issue in parliament. Gulls are protected and cant be culled, but netting, Spikes On Roof Tops and even using Birds Of Prey to scare them away are some of the tactics that have been used. Graham satchell has been to brighton to find out more. To some they are an intimidating menace. We were frightened of them because theyre so huge. Its a bit scary when they fly really close of if youve got some food. Theyre definitely a lot braver than seagulls in other areas. My daughter was a little worried that shed get pecked. So yeah, she was worried. Argh a seagull attacks. It can be scary and today in Westminster Mps will debate what, if anything, can be done about it. I hate them because they come and take fish from my pond as well. Sit on the roof of the shed, wait and dive down and take the fish. It has got out of hand. They shouldnt be protected. But they are protected. Theyre endangered and protected. Theyre on the red Endangered Species list. So we cant kill them. No, we cant kill them. We can only deter them. John butler is in the Bird Control Business in brighton. All we do by deterring them is move them. We move them from one building to another building and so we cant get the numbers down at all. You dont think this is a battle that we can win . No, i dont. I dont think we will win. I think the gulls will win in the end. Doing battle with seagulls has become gerry gambles life. This bbc report is more than 20 years old. The methods they were using then to stop seagulls, spikes and netting on roofs, Birds Of Prey, even Water Pistols, are still being used today. This, a cafe in teignmouth in devon. You think we should live and let live . I most certainly do think we should live and let live. The seagulls were here before we were here. Back in brighton, lynda hyde, the former mayor, is sticking up for the seagull. I think its absolutely part of life. Its part of brighton and when you consider what else is going on, really bad things in this world, are seagulls that much of a problem . No, i dont think so. Maybe not, but seagulls remain divisive. Should more stringent controls be put in place . We may get some answers from westminster today. They can be quite scary. What do you think about the water pistol idea . If it works. That guy was quick on the draw outside the cafe. Helen says, why are gulls a nuisance . Maybe if we didnt leave rubbish around. Thank you for pointing out that they are gulls. Different gulls. Gina says gulls were first. Maybe if we didnt leave so much rubbish around they wouldnt have become so aggressive. Mary says dont cull them. Another viewer says, theyre a pest. They will dive bomb you. I love the sound of them. It reminds me of the sea. One million new homes in england by 2020. Thats what theresa may is promising and today well find out how. Ben is looking at one possible solution. Good morning. Good morning. Good morning, guys. Welcome to derbyshire. How about living in a house like this one . This is just one of many prefabs they build in in derbyshire. A street could look like this. These houses made in a matter of weeks. About eight weeks it takes from start to finish to get these off the Production Line and the joy off the Production Line and the joy of doing in somewhere like this means they can put in the pipes, the wiring and the electrics and the plumbing and the windows and the doors and they can be done here on the site. They are not at the whim of the weather and any poor Building Sites, so they can do it all here and then they ship them out. This could be one of the answers to the Housing Crisis because we know that the government wants to build about one million homes by 2020. But at the moment were building less than half of that because it would involve building 300,000 houses every year. Were only building 150,000 of them at the moment. Here, they want to get the houses built quickly and make sure they can get them out on the Building Sites up and down the country. Today, we get the housing White Paperfrom and down the country. Today, we get the housing white paper from the government. In it, theyre expected to announce relaxing the regulations on building and encouraging House Builders to build more quickly and to make sure they dont hang on to land and development to get more brown field sites. Those are disused sites in city centres built more quickly and get houses on them to help solve that Housing Crisis. So, in halfan help solve that Housing Crisis. So, in half an hour ill speak to the boss here, ill speak to experts about what difference it could make for the Housing Shortages in this country and crucially, whether it could bring down prices, of course for the rest of us. Its time for the news, travel and weather where you are. Good morning. Cloud and rain has been working eastwards overnight. For most of us, the wet weather is beginning to clear, leaving sunny spells and showers through today. But the Weather Front will link up all day long across eastern coastal areas of scotland and Eastern England. It stays grey and damp through into the afternoon. Further west, a decent amount of sunshine, but some hefty showers across the south west of england and wales, some of them with hail and thunder. Not too many showers into the midlands and the south east. Not too bad across northern england, lots of showers across more than ireland, and for southern and eastern scotland, it is likely to stay cloudy and wet all day long. Over the mountains, we will continue to see significant snow. The snow will continue to fall as we go through tonight. The band of cloud and patchy rain will begin to drift west again. For western blood, wales, Northern RockNorthern Ireland, frost, with some icy stretches as well. For tomorrow, the best of the brightness is out west. Spots of rain drifting west. To the east of the Weather Front, some rain drifting west. To the east of the weatherfront, some pretty rain drifting west. To the east of the Weather Front, some pretty cold air started to the Weather Front, some pretty cold airstarted to dig the Weather Front, some pretty cold air started to dig in. On thursday, more of us get into this cold Easterly Wind. And a lot of cloud around, the odd spot of rain and the odd flake of snow on high ground. As we get towards the end of the week, we get towards the end of the week, we are into the cold Easterly Wind. It will be cloudy, and there is the increasing chance of some snow showers.
