This is Ben Broadbent, one of the people in the Bank Of England that set Interest Rates. They look at how the economy will do over the next year and then on the back of that decide Interest Rates. 0n the back of that, they are thinking the uk will do a lot better than they thought initially. It is because of some of Donald Trumps policies. Initially. It is because of some of Donald Trumps policies. The world is doing better. The World Economy is doing better. The World Economy is looking at little healthier. Fiscal policy from the government is easier. The degree of austerity has been toned down since the last inflation report. They say the system known as Vision Ads Has compromised Public Safety as it regularly crashes. The London Fire Brigade says the system has led to average attendance times improving and issues that were raised during a bedding in process have now been resolved. The system has not been fit for purpose. It is a multi Million Pound system which is dogged by technical problems. 15 months after it was introduced, fire engines are being mobilised to the wrong incidents. Sometimes not mobilised at all. Serious questions need to be asked about why so much taxpayers money was spent on a system that was clearly not ready to go live when it did. Personal data belonging to almost 160,000 customers was stolen. Now mps warn the uks National Efforts to counter these threats isnt inspiring confidence either. In its report, the powerful public accounts Committee Says ministers havent consolidated an Alphabet Soup of agencies. They are struggling to find enough people with the right skills and theres been a chaotic response to personal Data Breaches, such as loss of tax records. But the mps warn there is still no detailed plan for a new National Centre which aims to make the uk the safest place online. He said moscow was Weaponising Misinformation to expand its sphere of influence. New claimants with disabilities could be unable to meet Essential Living Costs if Government Plans to cut Unemployment Benefit go ahead, a group of mps have warned. The work and Pensions Select Committee is calling for a delay to the cut until there is clarification how those most in need will be supported. Sima kotecha reports. There are a lot of things to think about with your savings. A group of disabled people are being taught how to write a cv properly. They are all unemployed and some are worried about the Disability Allowance Cuts coming into force in april. Bob suffers from inflammation of the spine. People need that money. They need the help, like i do, for mobility. 0bviously, people with Different Things wrong with them, its a help to them as well. Todays report calls on the government to postpone reducing the amount of cash given to those who cant work because theyre ill or disabled. All these here fall into what the government calls the work related activity group. They are those who cant work at the moment but are judged capable of returning back to work at some point in the future. And its those who will be put into this category that will be affected. At the moment, they are being paid £102 per week. But from april, the amount will go down to £73. 0nly new claimants will get the lower rate. But mps say they want clarity on how the government will help those in this group, who wont be able to make ends meet because of the changes. Ministers argue their Welfare Reforms are increasing the incentives for people to get into work. They say they are giving extra money to those who need it because they are disabled. Sima kotecha, bbc news, west bromwich. Engineers are assessing the damage to a partially collapsed pier in north wales. A part of the lower end of Colwyn Bay Victoria Pier collapsed into the sea on wednesday. The pier has been fenced off for some time because of its condition and the public has been urged to stay away from the area. Its the biggest Industrial Dispute on the railways in two decades and has been dragging on for more than a year. But finally passengers on Southern Rail can see a light at the end of the tunnel. The Train Drivers Union aslef has struck a potential deal with southerns owners to end the row over who should operate the doors. The dispute has caused 3a strike days on Southern Rail so far, 28 organised by the rmt and six by aslef. Thats caused disruption and misery for the 300,000 passengers who use southerns 2,2a2 services on a weekday. These passengers welcomed news of a breakthrough. It has been frustrating. I am lucky in that i can work around it, other people arent as lucky and it affects their livelihoods and families. It hasnt been awful for me, just inconvenient, but for others it has ruined their lives. Me, just inconvenient, but for others it has ruined their livesm has been a real pain. I dont live in that area, what ever since ive been there it has been really bad. So it will be a relief if it stops. Very happy indeed. It will be great if the whole thing is done and we can get to work on time. So those delays have already racked up an estimated £38 million compensation bill, which will be footed by taxpayers. However, the dispute is not entirely over. The rmt union, which represents train guards, hasnt struck any deal with southern. Its Senior Assistant general secretary is steve hedley joins us now. This is about the safety rule of the guide. If you remember watford a couple of months ago when a train derailed, the female guide actually got everybody to safety. Guard. Your point is taken and anyone following the dispute will know there are many issues, including the safety issues you are talking about. Tell people who will be worried today about what might happen next with your union, what will you be doing our . Theres been absolutely no agreement with our union. Weve seen a Press Statement from the person in charge of negotiations for southern and he claims it has been agreed that the rule of the guard going forward. First off, we wont allowed into those negotiations. They were conducted under the auspices of the tuc, which they shouldnt have been involved in, cause we should have beenin involved in, cause we should have been in that room as the recognised union and tuc had no place conducting and cherry groce talks. We believe weve been told by aslef that the result of those talks was that the result of those talks was that there would be a safe, Second Person on the train. But southern says there will be no critical safety person on the train and we havent yet seen a deal. But we arent bound by this deal. We are the only people with Negotiating Rights for the guards and it is scandalous that other people think they can go away and do a deal which affects our members and our members alone. You would have heard, and you will notice from passengers, they will notice from passengers, they will want to know today very directly from you and your union, will there be more rmt strikes on Southern Rail . No one likes going on strike, but the strikes have been. And remember this, if you are part of the public, it will have sacrificed 28 days pay for your safety. There is no shorter working week for rmt members. They are striking about the Public Safety. And when we have a safe solution of course we will call it off, but those people who have been condemned for taking Strike Action are absolute heroes and they should be seen as such. Just clarify for us, what strikes are planned as we speak now . Alik cities will have to take the decision to see where we will go. Earlier this week, Chelsea Cameron hit the headlines when she wrote a letter to her addict parents, thanking them for teaching her about the dangers of drugs. So how can families intervene when a loved one is living with an addiction . Heres paul husband, a former heroin addict, and his dad, tonys story. I had ihada i had a lot of self loathing. As a lot of teenagers do. You know, 13, 14. Lot of teenagers do. You know, 13, 1a. I just felt like a lot of teenagers do. You know, 13, 1a. Ijust felt like a needed Something Different and needed my mind to be elsewhere then it was naturally. At its worst, it was first thing in the morning, waking up first thing in the morning, waking up feeling very poorly, immediate withdrawals. Panic to find money to go and get drugs. As soon as i did that, had the means necessary, running into running out to get heroin and crack. As soon as you run out, get some more. Waking up wishing. Any help that i tried while i was using, itjust seemed to add to the misery. I knew that he was a good lad. No doubt that he was a good lad. No doubt that he was a good lad. No doubt that he was a good lad. I knew that he would get rid of the demon and throw it out the window. And we would get him back. Then, we knew what we had and that was special. You are not fixed until you stop using drugs is one approach. Our approach is to say ok, paul, lets have a chat around what your passions are and whats going on for you and let paul have a say in what paul wants to do. I didnt understand what he was telling me because still in my head, recovery was prescriptions and meetings. He was prescriptions and meetings. He was just introducing me to a lot of people that had done it. Who are actually happy. Their life wasnt going to be based around recovery, it was going to be based around living. Treat a man in as if he were what he potentially could be and he will be what he should be. Is it be and he will be what he should be. Isita be and he will be what he should be. Is it a confidence in his own ability to change his life around . Yes, changing the story around from paul is a problem to paul as a solution. Chelsea, i know you have experienced the problems of addiction from your parents position. Tell us about the impact it had on you and yourfamily. Experienced from my parents will stop it has a big impact on the family. Obviously, it controls their life and makes them not in a good place. It also has an impact on the family when sometimes, you know, our parents were a little bit dysfunctional but to hear that door about paul, it was really special. To find your passions and to know that there is no one ever too far gone, that there is no one ever too far o that there is no one ever too far gone, as society will sometimes tell you. There is hope for everybody to stop winnie to extend that hope to everyone. You actually wrote a letter of thanks to your parents. Explain why you did that. We need to extend that hope. Very hard to stay positive in those circumstances. The important thing is that they dont have to do it on their own. There is a Support Network out there. Weve connected him into a group of people that have lived experience of trying to get over adversity. It is also a personal story for you as well . You ended up setting up the organisation because of your own battle . The system has not been fit for purpose. About a0 minutes. And you are a seasoned runner, so you are used to going out and doing a lot of running. Iam going out and doing a lot of running. I am glad to see you are obviously fit and well now and are you running again . I am running again. A different level, but ive been running for 20 years, i have done several marathons. We both belong to a running club and thats what keeps us going. A lot of people listen quite carefully, whether it is the Financial Markets or action taken like the Bank Of England. In broadband, the Deputy Governor, is one of the team that chooses where Interest Rates are. They make the decision based on how they think the uk economy is going to do. They think that britain will grow more than what they initially assumed. Consumers in the uk have been very strong since the referendum. Also, as he told me, Donald Trumps policies could also have a positive effect on the World Economy. The world is doing better. The World Economy is looking at little healthier. That always has a big influence on an economy as open as ours. Fiscal policy from the government is easier. The degree of austerity has been toned down since the last inflation report. Those two things explain most of the upgrade in projected economic growth. The Trump Administrations policies, is there a feeling as to whether they are boosting the uk economy . Part of the new administrations economic plan is to ease fiscal policy, spend some more on infrastructure, maybe cut some taxes. That probably would help with global growth. I should say, by the way, the same is true in europe, although maybe less attention is being paid to that. We are an open economy. We tend to follow global cycles except when there are big things specific to our economy happening. So it is a positive thing. Do you think there is a bit of a disconnect between the way the Bank Of England thought the public would react to vote to leave the European Union and actually what the public thought . I think where there is a disconnect, something of a contrast, is in the implicit views of people who feel happy for the time being to continue their spending as normal and lower their savings ratio. And the views of the Financial Markets. In particular, the Currency Market who appear to take a more pessimistic view of the economic future. Is it an unfortunate consequence of the Bank Of Englands policy that there has not been a glimmer of hope for savers for years and years and years . It is moving very quickly, with technology. People are paying for things with their Mobile Phones. We have heard a lot from banks potentially charging cash machines et cetera. Do you think banks need to ta ke et cetera. Do you think banks need to take it a little slower in the rate of change that is going on in the Banking Sector . There are sizeable numbers, a minority, that still sizeable numbers. The Fire Brigades Union is claiming that there are delays in responding to an emergency because of a glitch in the new it system which sends engines to fires. They say the system known as Vision Ads Has compromised Public Safety as it regularly crashes. The London Fire Brigade says the system has led to average attendance times improving and issues that were raised during a bedding in process have now been resolved. The system has not been fit for purpose. It is a multi Million Pound system which is dogged by technical problems. 15 months after it was introduced, fire engines are being mobilised to the wrong incidents. Sometimes not mobilised at all. Serious questions need to be asked about why so much taxpayers money was spent on a system that was clearly not ready to go live when it did. Talks between tube bosses and unions will continue today aimed at averting a strike scheduled to hit the London Underground network next week. Rmt members are due to stage two walkouts in a Dispute Overjobs and Ticket Office closures. Phil shiner had 12 charges of misconduct proven against him at a tribunal, and he admitted that hed paid an iraqi fixer to find potential clients. As an Award Winning cuban rights lawyer phil shiners legal reputation was once second to none but now his standing is destroyed and he will never work in the profession again. He rose to prominence representing the family of iraqi hotel worker beaten to death by british shoulders soldiers in 2003. More than 2000 cases were brought against british troops including claims of murder and torture. But his reputation was tarnished when in 201a the enquiry found claims against soldiers in iraq were deliberate lies. None of the cases phil shiner brott have yet ended up in a prosecution and the tea m ended up in a prosecution and the team says it is reviewing the remaining allegations. His firm closed down in august last year after losing legal aid funding. He admitted some misconduct charges against him and acknowledged he would likely be struck off. Lets speak to Hilary Meredith, a lawyer whos represented some of the soliders who had allegations made against them by phil shiner. Were also joined from london by catherine baksi, a legal journalist who was the last person to interview phil shiner back in 2015. Good morning, thank you forjoining us. At the moment, you are still representing soldiers who have been accused by phil shiner of allegations of abuse and misconduct, where does that leave the situation for your clients . At the moment its very much in limbo, no information on what will happen with these cases. My own view is that any evidence brought now for investigation is flawed. The credibility has gone. We would hope that it would be disbanded. Over the thousands of cases phil shiner brought there has not been one single prosecution. We heard from some of the soldiers yesterday, the relief they feel from what has emerged. The people you represent, maybe not reaching the stage yet but do they feel the same sentiment . There is an initial sense of relief that the one person who has brought all these cases is no longer there but there are still prosecutions pending and we dont know whats going to happen at the moment with those. There are still worried people out there and their lives have been on hold for years, marriages ended, the anxiety has been terrible and they are still in limbo. To bring you into this catherine, what does this say about what is happening in the Legal Profession at the moment . It could damage it, we are talking about 2000 cases that phil shiner was involved m, cases that phil shiner was involved in, what does it mean, will it hit the Legal Profession hard . Its done nothing for the reputation of the Legal Profession but i think this was a very Legal Profession but i think this was a very particular case involving a particular man who had an amazing fall from grace. One should bear in mind that the ministry ofjustice, the ministry of defence rather has paid out £20 million in relation to over 300 cases. And as you say, it could potentially be damaging but where does this leave other cases involving other lawyers do you think, notjust phil shiners but others . These circumstances was a very particular set of circumstances involving a man who was driven and focus and perhaps came to blinkered by his drive for the work he was doing. Lawyers take on difficult cases, every day. I think the message of lawyers is that if they are going to take cases like this they will come under scrutiny and they will come under scrutiny and they have to have the highest Ethical Practices and be squeaky clean. What has emerged is that phil shiner went way beyond, what was a cce pta ble shiner went way beyond, what was acceptable in any sense legally or otherwise. Is there a danger sometimes, this is the business you are in, is there a danger that in the desperation to find evidence to back up the case that people overstep the mark . As a lawyer you have two remain focused and independent, we have standards and regulations we have to apply. What phil shiner did was run roughshod over any rules and regulations to make sure he reached the end point he had decided was going to be. That is not a way to conduct it, you owe a duty to the court and your witnesses that they are giving the correct evidence. You are representing soldiers yourself, when we re representing soldiers yourself, when were you made aware or wended rumours start to circulate within the profession about what was happening in this case . |j the profession about what was happening in this case . I came across phil shiner about five years ago. He is very driven and i felt he was very ago. He is very driven and i felt he was very passionate about what he was very passionate about what he was doing, whether you believe it or not. Its extremely disappointing to find out further down the line that there was dishonesty involved, tampering of evidence and almost bribing witnesses. That is not acceptable. The Public Confidence in lawyers must be at an all time low when things like that happen and to restore it back is going to be a big uphill struggle. You interviewed him, did you get any sense of the character he was and that there could be dishonest practice when you were talking to him . I interviewed him in october 2015 at the al sweady report came out. At that stage she was still defiant about all of the work he was doing and the merits of it. He said to me,| doing and the merits of it. He said to me, lam doing and the merits of it. He said to me, i am just doing and the merits of it. He said to me, iamjust a doing and the merits of it. He said to me, i am just a lawyer doing my job, i have got nothing to apologise for, and he was adamant then that the work he and his firm was doing would go on. Did you believe him . Yes, idid, would go on. Did you believe him . Yes, i did, at the time i had no real cause not to. The circumstances of the interview, but were somewhat strange, he had prepared a list of questions for me to ask and he read his answers from a prepared note and didnt want to answer any more questions. I formed the view that that was because of his fears for his own safety and what he was saying. He was very anxious about his safety because of the attacks he had received in the press for the work that he was doing, but at that stage i had no reason to disbelieve what he was saying. Can ijust add, iam what he was saying. Can ijust add, i am passionate about the work i do for the armed forces and have acted for the armed forces and have acted for them for over 25 years, they are fantastic people, the best army in the world, to be honest, and in my experience to bring over 2000 allegations of brutality and wrong doing ina allegations of brutality and wrong doing in a single conflict area just doesnt ring true. What they are worried about is these are vegeta bles are worried about is these are vegetables grown outside so they have been affected by the weather, particularly in spain, and they dont want people coming in, particularly from the catering side who would normally buy from wholesalers, where the price has gone up a lot, and clearing the shelves. They want to say to their customers, you can only have a bit, we are trying to be fair. It is unusual, im not certain many people would eat three Iceberg Lettuces per week the trouble is our Shopping Habits have changed and we are so used to salads and Everything Else 52 weeks per year, and sometimes we cannot have it, but there are alternatives. We have had lots of people contact us about things they have not been able to find, notjust Iceberg Lettuces but aubergines, tomatoes, cucumbers and the like, people sending in pictures as well when they have been to the supermarkets to find these things. Did you think, then, this will impact on price, because that is the next question whenever there is a shortage of supply, prices are hit . Well, it will impact on price, it is interesting because in the supermarkets lately they have tried to keep their vegetables, particularly cucumbers, as low as possible, and it is interesting because in england, in kent and vannett we have these huge glass houses which are growing cucumbers, peppers and tomatoes all under glass so the people who supply them will have no shortages at all. How long do you think the shortages will last . It is an ongoing thing, the problem is not only were they not able to pick them before christmas but they have not been able to replant them so people need to look at alternatives. If you are looking for broccoli, go for frozen broccoli. We have got used to this, i wanted, i can have it any time. Now, if the price goes up, look for an alternative. There are plenty. There are plenty. was going to say, there are lots of different types of vegetables so this will not mean we will not be able to get our five a day or whatever, will it . This is business live from bbc news with rachel horne low pressure low pressure approaching from the south west is set to bring us pretty wet and Windy Weather at times particularly across southern parts of the country which is where you will see the strongest of the winds, quiet in the northern and North Eastern parts through the day but the rain piling in across the south west of england and into wales, the winds also strengthening, further north scattered showers but a good deal of dry in reasonably bright weather for scotland into the afternoon, Northern Ireland will see heavy rain starting to move on, maybe even a bit of snow in the west, rain also affecting down towards the england, some south west water, the winds will be the main feature, gusts to around 50 mph quite widely across coastal parts of the south west. They could get up to around 70 mph and into the evening that is when we will see the strongest of them transferring to the south east. Could be some disruption due to strong winds particularly across Southern England. Moving into the evening and overnight, showery rain and hills snow, could see A Touch Of Frost through parts of the midlands, northern england, wales and Northern Ireland.
