The Ticket System we have at the moment has been with us for about 30 years. Politicians and Rail Companies have long acknowledged it is way too complicated. They want a simple Ticket Options. That means when you go to book your train ticket, you are 100 guaranteed you are getting the best deal and cheapest option and not bamboozled, as they say we sometimes are at the moment. They also want to see the end of Split Ticketing. That means when you go to book your ticket you find out it is a lot more expensive for the same journey when you can buy several tickets to make up the journey. Politicians and Rail Companies dont wa nt politicians and Rail Companies dont want it to be an incentive. They wa nt to want it to be an incentive. They want to do away with Split Ticketing. Many of us buy tickets in places like this, at kings cross, in the Ticket Machines. They have said they want these machines to be more user friendly. They have acknowledged they can be quite difficult to use. They dont always have the best deals. That is one of the things they are looking at. Who is going to benefit from this . The charity is calling for more research to help detect and treat the conditions. Then we had veteran campaigners for brexit, people like bill cash, saying that the country delivered a Peaceful Revolution in the brexit vote, and it was the duty of parliamentarians to go ahead and deliver that. You might be watching this morning thinking, didnt we vote on this as a country last year . Of course we did, this is the result of the Supreme Court case that said Parliament Must have the right to empower the government to start the process of leaving the European Union. This is part of all of that process , we union. This is part of all of that process, we have the late night debate last night and we get a first vote on the bill tonight. Talk about the vote as well because theres been a lot of talk about who will vote with it, its a foregone conclusion but not everyone will say yes . Exactly, we can say with certainty that tonight the bill will go ahead and even when there are further votes in the commons next week, nobody seriously thinks they can block the bill itself, rather perhaps reshape it but even that i dont think is going to happen. In terms of who is voting for and against, one of the big groups in parliament that will be voting against is the Scottish National party, they point out the majority in scotland voted to stay in the European Union. They wont vote for the government to be able to trigger article 50 to leave. There are around two Dozen Labour Mps who will vote against it tonight. We will have to watch and see those final numbers. Many who point out there in constituencies where many voted to remain in the eu. As for the conservatives, we know of one, ken clarke, he will vote against it, highly unlikely there will be any others. When it comes to some of the amendments, particularly next week, we will have to have a closer look at who is voting for and against but asi at who is voting for and against but as i say, no one seriously expects this bill can be blocked. Plans to ask People Living in surrey whether their Council Tax Bills should go up by 15 to pay for social care have been approved by the local authority. The conservative run Surrey County council says it is being forced to raise bills, blaming Government Cuts and increased demand for care. Tell us a little bit aboutjudge gorsuch, what are his leanings . He is a pro lifejudge, he was on the federal bench, he serves ina was on the federal bench, he serves in a lower court. He has overwhelming support in the position from republicans and democrats. And interestingly enough, he is a scholar educated at oxford university. He has been on the bench in colorado. He is someone that most republicans, most conservatives, overwhelmingly light. In fact, republicans, most conservatives, overwhelmingly light. Infact, if there was not so much tension, if there was not so much tension, if there was not so much discord in washington i think you would actually be unanimously confirmed by both democrats and republicans like. Do they accrued in the on the behest of what the president want and the people want, or are they entirely independent . People do not lobby the court. In fact, it is very rare to see people actually try a case before the Supreme Court. They operate in many ways not in secrecy, but they operate independently and they are the last arbiter, the last say on key issues from the legislature, from the white house, they are the final say and they are quite frankly i think the most respected branch of government right now in america. And to that point, when you look at how partisan things are in washington right now, and across the country right now, the number of demonstrations, the number of protests taking place, the court is an immune, independent because they dont lobby and they are removed from the political process. But efforts to protect people from possible attacks have caused anger among conservationists in australia. They argue mesh shark nets kill too many dolphins and turtles, as our sydney correspondent, Hywel Griffith reports. In a country where catching a wave is a national obsession, the allure of the ocean is endless. As is the debate over how best to share these waters with some of the locals. Shark nets have been australias answer since the 1930s. Sections are set hundreds of metres out at sea. They dont create an enclosure, but they do offer reassurance. I think theyre a great idea. Weve got to try and protect our kids. Thats what it is all about for me. Im probably against them. You see creatures in the wildlife getting stuck out there. You take the risk in the ocean, and thats where sharks belong. Thats what the nets are trying to keep out. Great whites are one of ten species targeted by the programme in new south wales. They nets are put in place from september to april when these beaches are at their busiest. Last year, they trapped 130 of the targetted, more dangerous sharks. But they also trapped another 600 marine animals, including dolphins, rays, and turtles. This video shows what happens when one becomes entangled. A group of tourists managed to set this turtle free but 19 others died in the nets last year. They nets have whale and dolphin alarms. Theyre checked every three days. Around half of the animals are set free alive but some campaigners have decided to take matters into their own hands. This is their homes, thats where they live. We cant exclude them from where they live. Theyre not coming up into the car parks to get us, so lets not go into the ocean to kill them. Diver dave thomas admits hes Cut Shark Nets in the past to free trapped rays. He argues they dont really protect humans, only harm the sea life. The net is a random thing, its not based on any science or any factual data. Its out there killing anything and everything. And the risk to people, that gets back to that risk to people, is negligible. Lifeguard shark sighting, a large shark. We do Advise Nobody enters the water. There hasnt been a fatal shark attack on these beaches in 60 years. The government says this is a sign nets do work, but cutting them is dangerous. People who have deliberately tampered with the nets, that have cut the nets, released them from their anchors or released them from the floats. Obviously its very dangerous, not only for the individual involved, but creating a real hazard for swimmers and surfers at those beaches. Trials aimed at making it easier for passengers to find the cheapest fares will begin in may. As ben thompson reports. Samejourney, different same journey, different prices. Writing train tickets is notoriously complicated and confusing for many, so the government is to trial a new simpler system, one that should make it easier to find the cheapest fa res. It easier to find the cheapest fares. The new trial will begin in may this year on trains between london, sheffield, edinburgh and close go. It will reduce the number of confusing Ticket Options. The Rail Delivery Group which represents Train Operators says the changes will mean passengers are offered the best price every time regardless of whether they book in a station or online. That should put an end to what is known as Split Ticketing where passengers divide the journey into shorter trips using cheaper tickets and Ticket Machines will be simplified to remove out of date options and discounts that are no longer available. One estimate says there are currently 16 million different options available. The Train Companies themselves have welcomed the trial, blaming government rules built up over decades. In them selling more flexible tickets. We offered a compromise involving membership of the Single Market, respect for eu nationals who made the uk their home, in the same way you can nationals have made countries in the eu their home as well. The uk government has failed to compromise so far. We will have to look at the next steps. I have to say that i am incredibly disappointed at the way the uk government have dealt with this. They seem to think that whitehall have all of the answers on this when it is not the case. You have made the point on numerous occasions, not just have made the point on numerous occasions, notjust today, about what scotland voted for overwhelmingly in the Eu Referendum. Dont you think in terms of protecting scotlands interest, wouldnt it be in the best interest of scottish people, and broadly across the uk, if you were looking instead at how to make the best of brexit negotiations . We are trying to make the best of the situation. This is not a situation we wanted to find ourselves in. We were told taking us out of the Single Market would cost 80,000 jobs in scotland by fraser and stewart, an economic think tank, and we know this will be damaging. We will see dry conditions and then more rain will arrive later. It is mild in the uk with temperatures between seven and ten, the exception in the highlands, around freezing. This area of cloud is bearing rain. Later in the day after a dry interlude we will see this or the front introducing some more rain. Then it will increasingly turn more patchy. A lot of cloud around, hill fog, low level fog, lifting readily as the rain ventures to the north sea. And then quite a lot of dry weather with one or two showers before another system comes from the west with a strengthening wind. Into the afternoon across Northern England we have the dregs of the Weather Front in the shape of quite a bit of cloud around. Some of us will see some breaks and some of us will see some breaks and some of us will see some breaks and some of us will see some drizzle coming from the cloud, or indeed splashes of rain. Things lighten up with this low pressure area coming from the atlantic on thursday with the attendant Weather Front which will bring some rain but it wont be the rain that will be the feature but the wind. Wherever you are on thursday it will be windy but the strongest wind with gusts at gail forst will be in the south and also the west in two north west england and wales gusts. Now, temperatures on thursday in double figures across most of the land but it wont feel very pleasant with the wind and rain and then on friday, it has been giving us a big headache with this area of low pressure. As it crosses the atlantic, it is actually going to weaken. This is the one that potentially could be called storm doris but if we look at the probability at the moment, there isa the probability at the moment, there is a 30 chance it will happen. If it comes off, what will happen is it will cross southern counties of england to the south east, with gusts along the coast of 70 mph, and gusts along the coast of 70 mph, and gusts inland or 60 mph and the other potential trap for the low pressure area is further south across the bay of biscay and if it happens it will be in the strongest winds will be across france. It is something we are keeping a close eye on. Move further north and you can see it will be windy, especially along the north west, and here too you will see some rain, but at the moment it is not a named storm, sal and dan. Thank you, i know you will keep us posted. Swimmers and sharks have long shared the same waters. But efforts to protect people from possible attacks have caused anger among conservationists in australia. They argue mesh shark nets kill too many dolphins and turtles, as our sydney correspondent, Hywel Griffith, reports. In a country where catching a wave is a national obsession, the allure of the ocean is endless. As is the debate over how best to share these waters with some of the locals. Shark nets have been australias answer since the 1930s. Sections are set hundreds of metres out at sea. They dont create an enclosure, but they do offer reassurance. I think theyre a great idea. Weve got to try and protect our kids. Thats what it is all about to me. Im probably against them. You see creatures in the wildlife getting stuck out there. You take the risk in the ocean, and thats where sharks belong. Thats what the nets are trying to keep out. Great whites are one of ten species targeted by the programme in new south wales. They nets are put in place from september to april when these beaches are at their busiest. Last year, they trapped 130 of the targetted, more dangerous sharks. But they also trapped another 600 marine animals, including dolphins, rays, and turtles. This video shows what happens when one becomes entangled. A group of tourists managed to set this turtle free but 19 others died in the nets last year. They nets have whale and dolphin alarms. Theyre checked every three days. Around half of the animals are set free alive but some campaigners have decided to take matters into their own hands. This is their homes, thats where they live. We cant exclude them from where they live. Theyre not coming up into the car parks to get us, so lets not go into the ocean to kill them. Diver dave thomas admits hes Cut Shark Nets in the past to free trapped rays. He argues they dont really protect humans, only harm the sea life. The net is a random thing, its not based on any science or any factual data. Its out there killing anything and everything. And the risk to people, that gets back to that risk to people, is negligible. Lifeguard shark sighting, rather a large shark. We do Advise Nobody enters the water. There hasnt been a fatal shark attack on these beaches in 60 years. The local government says this is a sign nets do work, but cutting them is dangerous. People who have deliberately tampered with the nets, that have cut the nets, released them from their anchors or released them from the floats. Obviously its very dangerous, not only for the individuals involved, but creating a real hazard for swimmers and surfers at those beaches. And passengers will no longer be offered out of date Ticket Options or discounts and Ticket Machines will be more user friendly. We have all been there, you go into the station, youre trying to get from a to b and there are so many options, day return, day saver, advance ticket, its really confusing. The fair system is really complicated and many rail travellers will have had that experience of turning up, looking at the ticket machine and not understanding what the options mean. Any permitted, off peak, super off peak. The situation is further complicated by a multitude of ticket selling websites with different deals, offers of splitting yourjourney and it puts many people off and it means many people buy a ticket and end up finding out they could have got a cheaper one later. Or on the other extreme they find they dont have the right ticket for the right train and they have to pay a big fine or buy a new ticket. Were glad to see an end to Split Ticketing, meaning passengers in the know, people with Internet Access or able to get to a Ticket Office and speak to get to a Ticket Office and speak toa memberof to get to a Ticket Office and speak to a member of staff could get cheaper tickets by splitting the journey, doing the same journey but making it into two. That wasnt there on people who couldnt look at that option and were glad to see into end journeys will always be the cheapest available. Were glad to see there are new guidelines for Ticket Machines which are different for different Train Companies, very confusing, and we hope as soon as possible that can be simple five. Do we expect this to apply equally to online sales and in the station . You mentioned if your computer literate you can do it online, you can say uk and leave ten minutes later and you get the cheaper one or arrive an hour earlier, if you use the machines in the station it can be confusing, thats not very transparent. It is so confusing at the moment. My understanding is this will apply across the board. But i would say that the clear air ticket vending machines will never replace trained, helpful members of staff clear ticket. We need to make sure that Train Companies keep Ticket Offices open and have staff that can talk you through the options and advise you and people always have the backup of a human being to explain the options. If you were going from cornwall to wick and you bout a return ticket in advance, it could cost you around £300 which isa it could cost you around £300 which is a lot of money. You canjust have it at one journey, but you can buy six separate tickets for that journey andi separate tickets for that journey and i understand that it is possible to do thatjourney for £80. So at times when people are wanting to save money, it would be very difficult, the government and the Rail Companies are saying they want to do away with Split Ticketing, but if people are saving so much money, that incentive is very strong for rail passengers. It returns to whats known as the Committee Stage next week and mp5 will get the chance to amend it and change it, but throughout this, the government remains confident that it will get the bill through and it will be able to trigger article 50, that process of leaving the eu next month. Tom, thank you. Another busy day ahead. Ministers have been urged to get a grip on the issue of Health Tourism in a damning report by mps. The Public Accounts Committee says the system for recovering cash from patients visiting from overseas is chaotic and they say more needs to be done to identify and charge those who leave the nhs with unpaid bills. Elaine dunkley explains. With budgets under pressure, the nhs cannot afford to haemorrhage money. Monitoring who is eligible for free healthcare and Debt Collecting must become a priority according to a report by the parliamentary accounts committee. The government will set a target to collect £0. 5 billion a year from overseas patients by 2018. But it is currently only managing to recoverjust over £280 million. One of the biggest areas of concern is getting money back from European Countries where agreements are in place. The latest figures show the uk recovered £50 million from these countries but paid out £675 million. In terms of the overall nhs budget, it is much less than 0. 01 but every pound counts and will be spent on patient care. The government hasnt set up a system for hospitals and other Health Providers to collect payments that overseas patients owe. Some hospitals introduced the checking of passport and utility bills to try to verify who is eligible for free healthcare. But the report calls for a better identification system. The Department Of Health says the amount recovered from Foreign Countries has more than trebled in three years and more measures have been introduced to relieve the financial burden on the nhs. The British Heart Foundation is calling for increased funding, after finding significantly more people are affected by undetected heart problems. It means around 12 seemingly Healthy People aged 35 or under are victims of a deadly heart attack or cardiac arrest each week. It is so lovely to see you here looking so well as dan said, i remember sitting in that seat reading the news about you and it was such a scary and worrying time. It was pretty scary and worrying for myself. Yeah, it was probably a tough six months straight after, but now things have just started to quieten down a little bit and things are looking rosier than they were, put it like that. You were actually incredibly lucky, werent you . Yeah, thats everything that im taking from this, how fortunate and lucky i was to be able to battle through all the problems that i had and the attack itself, the attacks ive had attack itself, the attacks ive had a couple and its not ideal, but it is what it is and like you say, im one of those fortunate people that was able to survive the attack. It seems that more people are in james situation than we previously thought. So what sort of thing should people be looking out for . What are the hallmarks here . First of all, it is really important for people to talk to their family and talk about any cardiac hi5tory people to talk to their family and talk about any cardiac history in the family any sudden death, any history of fits, any passing out for unexplained reasons and any cot deathin unexplained reasons and any cot death in the family, they can be signs that there is an inherited heart condition. So thats really important. And the other thing is just to be aware of symptoms yourself. So any shortness of breath, any palpitations and anything like that and we are trying to raise awareness to the fact that Heart Disease can affect anybody, even when they are young and fit and active like james. So james what happened to you . Active like james. So james what happened to you . Did you have that type of experience. You said you had attacks . Well, i call it, it is the easier way to say, i had an attack. My easier way to say, i had an attack. My heart rate went up to 265 beats per minute. 265 beats per minute . That was the first one. The second one was 275. I was warming up for the first game of my season. How did that feel . You have physically see it beating through my shirt. It was hitting the wall of my heart. And i remember reading, the only reason you survived because you were so fit. Normally people would just die in that situation . And you survive it . I was very lucky because of all the exercise i did. It might have accelerated my condition, but it ultimately saved my life for me to withstand all the pressure my heart went under. I am pretty proud of it, it is one of my proudest achievements. Surviving it is an amazing achievement. Was there any history in your family . Nobody knew and it was as a result of me being genetically tested to realise that my mum has the condition. But she is fine, she hasjust got that my mum has the condition. But she is fine, she has just got the gene, it has not developed like mine has. That is part of the problem. Because of the nature of the condition you do not find out until somebody goes through what james dallas . Yes, unfortunately it is sometimes only at the time of death, but james was lucky, he had some symptoms and he was able to get a diagnosis. What he is talking about is cascade testing. 0nce somebody has been identified, we can look at theirdirect has been identified, we can look at their direct siblings and parents to identify the mutation in them. What are the options . Is it surgery . It depends on the condition and the severity of the condition. Like james said, his mother does not have any symptoms or signs and it might bea any symptoms or signs and it might be a case of keeping an eye on her and having regular testing. But james needed an internal defibrillator fitted and some medication and those are the other options. What is life like for you now that among you said it to you six months to get over it. You have come to terms with not playing cricket, so what have you been filling your time with either in raising awareness . I found it really tough in the First Six Months to find a release. I could not do anything and i still cannot do too much. It took me six months to get over the operation, having wires screwed into your heart is not nice and you cannot move your arms for six months, or three orfour months after you cannot move them in places where you want to move them. But now i have found a golf which is nice. I was very bad when i started, and i ama was very bad when i started, and i am a little better now. It is nice to find the release. There are so many things you cannot do, but it is important to focus on what you can do. Is thatjust amateur golf . Will you take it anywhere . There is a lwa ys you take it anywhere . There is always amateur golf. Yes, definitely i am an amateur golfer at the moment. The understatement of the moment. We think it will cross southern counties of england bringing gusts of about 70 miles an hour, but what might happen if it might drift further south, in which case it will be france that has the strongest winds. At the moment there is only a 30 chance of it being named. That means there is a 70 chance it will not be. I will keep you posted as we go through this week. It could go either way. The Train Operating Companies have to fulfil their obligations. When they win franchises they promised to provide Train Services with fares that are understandable. If they have not been doing that, they have to explain past conduct and more importantly put things right now. It is a private scheme and it is not clear what it will cover, it is not clear whether it will cover whole journeys or split journeys. I still welcome it, will cover whole journeys or split journeys. Questions about changes of ownership are questions for the future. We currently have a system which must work better in the interest of customers. One of the reasons is the costs of running the railway have not come down although there are so many customers. But there are so many customers.
