And the president whod so bitterly criticised black sports stars for taking a knee is himself criticised for disrespecting the National Anthem. Hello and welcome. Im katty kay with Christian Fraser in washington on capitol hill. Democrats are red faced today. Theirfirst big test in the election to unseat donald trump ended in spectacular, embarrassing failure. We dont quite know what went wrong in the iowa caucus, but we do know theres still no result. Blame it on a complicated system, a new way of counting, a tech meltdown, whatever, it doesnt look good for the party. And for the president , it was all too easy. The democrat caucus is an unmitigated disaster, he tweeted. Nothing works, just like they ran the country. The only person that can claim a very big victory in iowa last night is trump. We arejoined now by nick bryant in des moines. He is the only reporter left. They have all departed for New Hampshire, havent they, nick . Yeah, they have. You leave town as quickly as you can, head to New Hampshire, the next primary state and start campaigning. Of course, things didnt go to plan at all here in iowa last night. Confusion, a colossal sense of anti climax, chaos on caucus night is the headline. We had the bizarre spectacle of watching all of the candidates basically deliver victory speeches, even though nobody was hurt and who had won. What we have had today and what we had last night we re had today and what we had last night were the most explicit claims of victory from pete buttigieg, who is trying to become the first openly 93v trying to become the first openly gay president weve ever had in the white house. He reckons he has won. The campaigns would have had precinct on caucus captains at these events, their own figures, and his campaign reckons they have won. Bernie Sanders Campaign has put out numbers that put him on top, with 60 of precincts reporting. We will wait for the results to come. There was a Conference Call not long ago with the candidate teams here in iowa and they said they will give the results over the coming hours, for pm ourtime, the results over the coming hours, for pm our time, 5pm on the east coast. By my calculations, and i think they are right, three hours from now. Beyond the fiasco and the embarrassment for the democrats, of course, Something Like this raises a question about the security of the election process itself. Within minutes on social media, we started seeing conspiracy theories had the system been had chris make both sides said it had not been hacked, but it does point to the vulnerability of the election process and of the democratic process. Over the past 20 years in america we have seen a lot of problems with the mechanics of democracy. You remember the florida recount in 2000, just the basic way of voting. You had Voting Machines that didnt record the right votes. You had the butterfly ballot which flapped its wings and caused such confusion. Since then, you had problems with democracy, whether trying to stop people voting, a lot of effort is putting into voter suppression. Four years ago, the problem of russian interference in the process. American democracy right now is very fragile. It has been a big story here over the last 20 years. Tellingly, we dont think joe biden did that well last night. We dont have the figures to prove it, just a hunch. And tellingly, his campaign has written to the Democratic Party and cast aspersions on the process, the numbers and the results, perhaps in anticipation of a bad result for them. The Democratic Party in iowa is saying these results are the real results, they show how people voted last night. It was a problem of reporting, not voting, and we can trust these results. But you may get a rather cynical situation afterwards where candidates who havent done well will question their legitimacy. Nick bryant, still in de morning des moines. We are already moving on to the state of the union and other news, so not bad if you came in below expectations. The apparent malfunctioning of the system. These sheets of paper are the back up that went to all 1600 caucus sites. We arejoined by diane by we are joined by diane by strom. We arejoined by diane by strom. No one is questioning the integrity of the result. This is a problem in getting the vote to the official count. As nick said, those, perhaps likejoe biden, count. As nick said, those, perhaps like joe biden, who count. As nick said, those, perhaps likejoe biden, who find themselves running in fourth, will question the result anyway. Yes, it was interesting to reflect on the reason that the reforms were put in place for these caucuses, which was because of concerns raised by the bernie Sanders Campaign in 2016. A number of reforms were put in place. 0ne number of reforms were put in place. One was the president ial preference ballots, and there is now a paper trail. You are right, the results will be delayed. I think they will be accurate, may be more accurate than previous caucus years, but because of the delay, this expectation game is going on and it benefits candidates who didnt finish as well as expected. Does it also raise questions that were perhaps already there about iowas status as the first state of the nation to hold the caucuses. Some people were saying iowa shouldnt have this position any more. People were saying iowa shouldnt have this position any morelj people were saying iowa shouldnt have this position any more. I think so. Have this position any more. I think so. I have been doing this since 1996, and every time there is a caucus here, the same concerns are raised. They are more acute now because iowa is not even close to the demographics of the Democratic Party nationally. You can have Someone Party nationally. You can have someone that doesnt need to spend a whole lot of money here, can organise grassroots and come out of nowhere. I like some of the suggestions today that we still have these early, smaller first dates, but maybe do it on the same day. I do think there may be some thinking about how we do these caucuses in the primaries in the united states. When it comes to the general election, we should remember that iowa is a swing state. Interesting today that the democrats have all been pouring oil on the fire, and yet the president , who took iowa in 2016, is saying its not the fault of iowa, it is the do nothing democrats, and as long as i am president , iowa will stay where it is. It is an important tradition. To some people who want to retain that special status, that might do well for the president. There is the same kind of reckoning every caucus year. There has always been some questioning. In 2012, the republicans announced that mitt romney had won the caucus, only to say a week later that someone else had. There is little delight in changing the system because the system worked for donald trump. Barack obama won it and then donald trump one like it. It is accessible to both sides, a place that both sides think they can take. If we think there are complications from the iowa counting process , complications from the iowa counting process, look at this. This is how you get the first step in the calculation of how to nominate delegates of the Democratic National convention. I think you need a phd in algebra to understand this. I have no idea what this means. My gcse doesnt go this far. I had a go at it. Is that someone did vote over toss away democratic votes . I did a calculation and got zero. We think they better smarten up their maths. Democratic Party Organisers are obviously reeling from what happened last night, making interviews like this with the Iowa Democratic chair troy price a little hard to watch. This is probably the most prepared weve ever been for these caucuses. Weve run through a few different scenarios but i can tell you were ready. That didnt age well. The Democratic Candidates use iowa to raise money and get attention. That opportunity is lost today. So, what damage does this do to them . Lets bring in the democratic strategist joel payne, who joins us now from new york. Apart from the party itself not looking good today in iowa, this is a problem for those Democratic Candidates like Bernie Sanders, who would have used iowa perhaps as a springboard to get attention and raise money. I wonder how much money Bernie Sanders left on the table last night without having a result. I think he will be plenty well funded but i bet he would like to leave on the plane from des moines with the momentum of a big victory in the victory parade where he could give a traditional victory speech. That said, i think we will get the results here soon. 0ne amendment to nicks great reporting earlier they will resume though it might release some of the results by 5pm, but not all of them. It means it is still preliminary and there are still preliminary and there are still some districts and precincts that wont have the votes counted at that wont have the votes counted at that point. This is altogether a lot of egg on the face of the iowa Democratic Party. That said, this is a night injanuary and there are 11 months till election day, where democrats are hopefully going to have a candidate that can go and unseat President Trump. Do you agree with the thesis that, forjoe biden, who might not have done as well as he would have liked last night, actually not having a result is no bad thing. Absolutely. I think the former Vice President probably is the happiest loser in iowa we have ever seen. New hampshire has an interesting role here, because traditionally it likes. They did it in 2008 when barack obama was about to run away with a nomination. I bet that New Hampshire democrats ta ke i bet that New Hampshire democrats take pride in the fact that they could course correct from a less than perfect night in iowa. Someone likejoe biden, than perfect night in iowa. Someone like joe biden, you than perfect night in iowa. Someone likejoe biden, you are pinning your hopes on New Hampshire. You have strong candidates in Bernie Sanders and Elizabeth Warren who are from the region, and most campaigners expect them to do well there. |j dont think anyone will go to the polls in november remembering what happened in iowa, but the point is, and nick was making the point earlier, for three years, democrats have been talking about the integrity of the elections, and here you have the first big opportunity for the democrats to get off to a good start and it ends in this farce. Yeah, and probably the most jarring number from last farce. Yeah, and probably the most jarring numberfrom last night was the turnout number. More than the app and the failure is related to technology was the fact that turnout was down from what was expected. I think most people expected turnout to be closer to 2008, when it was a record nearly 240,000 people. This was probably going to be closer to 180,000, closer to 2016. Why do you think turnout was lower than people might have expected . You hinted at ita might have expected . You hinted at it a bit earlier. Iowa is not the democratic stronghold it once was. You can probably say it is not much ofa you can probably say it is not much of a Battle Ground at this point. The good news for democrats is that they can win without iowa, but President Trump clearly has a certain strength in this state. They have a fully republican delegation apart from one member. A tough state for democrats right now. Thank you for democrats right now. Thank you for joining for democrats right now. Thank you forjoining us from new york. Welcome back to washington, christian. You had a good morning. Welcome back to washington, christian. You had a good morninglj christian. You had a good morning. |j did christian. You had a good morning. did three states before 11 oclock this morning. Argue very tired 5am flight this morning. Argue very tired 5am flight | this morning. Argue very tired 5am flight i was booked on. You went on the 7am. It seems that every programme this week, there will be a moment where christian has to vent his frustration. We will move on. The president will be here on capitol hill to deliver his annual state of the Union Address. The timing couldnt be more weird. The democrats are in a mess. But the president is still on trial for abuse of power. Hell be addressing the same people who impeached him seven weeks ago and the same people whom he hopes will him acquit tomorrow. So, does he play it humble lets face it, unlikely or come out defiant which is where our money is . Either way, this will be one of americas more unusual ceremonial speeches. Were joined now by jeff flake, who served as a republican senator in arizona from 2013 to 2019. Lets quickly get your sense of the state of the union, senator. Will it bea state of the union, senator. Will it be a chastened donald trump who addresses the nation tonight or one in rally mode and more defiant . think you certainly would have liked to have had the impeachment thing com pletely to have had the impeachment thing completely behind him, but be that as it may, he will take a victory lap, you can count on it. Tomorrow, your fellow colleagues in the senate will vote in all likelihood to acquit the president. What do you make of the senators performance over the past couple of weeks of this impeachment trial . over the past couple of weeks of this impeachment trial . I certainly would have liked to have seen witnesses. All information that is available. You cannot say that you cannot see it. Senate republicans erred by not having witnesses. This is how our constitution outlines that the president has to be tried, andi that the president has to be tried, and i frankly was that the president has to be tried, and ifrankly was buoyed by it. This president subjected himself to it, as every president has too. If you we re as every president has too. If you were convicted, he would be removed from office. But that is not on the cards now. There are one or two senators in there at the moment thinking, look, if they are going to acquit, maybe we should put a vote on the floor to censure this president. 0ne senator from West Virginia is talking about that. Given there are some senators who said, this wasnt the perfect call, that might be a way to go . That would have had to have been negotiated beforehand. If there were a couple of senators who said they would vote to convict unless there was a vote on censure, then that would have happened. Its not going to happen now. What senators can do, andi to happen now. What senators can do, and i hope a number of republican senators will, is say that the president dont like this doesnt rise to the level of removal from office, but the president did wrong here. This was notjust inappropriate but wrong. You could have a bit of a sense youre that way. I hope more of my republican collea g u es way. I hope more of my republican colleagues do that. Frankly, looking at what House Republicans did, that was just awful to watch, frankly. The evidence is so overwhelming that the president did what he was accused of doing. The only question is, should he be removed from office . You can make a good case that he should not. It is a case that he should not. It is a case that i would make, but i would not exonerate him of all of these charges, certainly. Lets talk about tonight, because when you look at the electoral map, there is a path for the president to get back to the white house in november. Lets face it, he has good numbers to do it jobs look good for him, low unemployment, there is growth over 296. Unemployment, there is growth over 2 . What with the europeans do for that kind of growth . 0n the economy and this optimistic speech he is promising, that will go down well with his base, wont it . Promising, that will go down well with his base, wont it . It will, and frankly a lot of americans are buoyed by it. Looking at the democratic side, they had better be willing to nominate somebody who can appeal to a broader Cross Section and not people who scare the electorate, not just republicans and not people who scare the electorate, notjust republicans but independents as well. There are people in the democratic side i think the president would have an easy time with. You are a wellknown outcome that it might outspoken critic of the president. Do you give him a strong chance of being elected in november . Yes, depending on who the democrats nominate. If Bernie Sanders is nominated or Elizabeth Warren, i think he is guaranteed re election with Bernie Sanders, and almost with Elizabeth Warren. Beyond that, he faces an uphill battle. If you look at the midterms as a proxy for what might happen, republicans are in real trouble all over the country because most americans see that the president appeals to his base but he hasnt done much to go beyond that. Ok. Senatorjeff flake, thanks forjoining us on the programme. We will be here with special programming on the bbc in a few hours. All eyes on nancy pelosi, who will be sitting behind him. How did the democrats treat this if he does go after them . The convention is that the democrats will stay seated and the republicans will stand and cheer. That is what has happened for a long time. Given the way the democrats and republicans feel, i think that will be exactly what happens tonight. Hyundai, the worlds fifth biggest carmaker, says it is suspending production lines at its car factories in south korea, because of severe supply chain issues linked to the coronavirus. The Company Relies on autoparts from some of the cities that are now in lockdown. The fallout is affecting world markets. The Chinese Government has reported 20,438 confirmed cases 15,000 more than were affected by the sars outbreak, according to the World Health Organization. The European Medicines Agency has said it is taking steps to speed up the development of vaccines and treatments for coronavirus. But not quickly enough. Today downing street advised all 30,000 british nationals living in china to leave the country immediately by whatever means they can. John sudworth reports. In wuhan they have turned this stadium into a hospital, state media using images like these to reinforce a message. China is getting things under control. But the deserted airports and cancelled flights show its fear that seems to be winning. Now the uk, along with germany, france and new zealand, are advising those who can to leave. It has prompted some to try to bring their flights forward. The British Government advice has not really been that helpful because you cannotjust take a flight out. If the flights are not there, they are not available, so, yes. Lydia, did it add to your sense of worry when you heard governments telling people to get out if they can . A little bit. The biggest worry was that the city would get locked down because we were in the second worst province after hubei, chongqing. So there have been cities in the province that have been quarantined and when you are quarantined, you are stuck. This is more than 500 miles from wuhan, residents kept indoors, transport shutdown. These scenes are driving fears in foreign capitals that the virus may not be contained. The advice to 30,000 britons in china to head to the airport is extraordinary. The worlds second largest economy, deeply integrated into Global Supply chains and transport networks, now essentially deemed too risky. But it is not easy for all brits to leave. Little baby atlas doesnt yet have a passport. It seems to be that the news is saying that the elderly and the young are the most vulnerable to viruses generally, so we are a little bit anxious about that. And dannys wife is a Chinese National without a valid visa. But the uk government has announced that should not matter. I have spoken to the Chinese Foreign minister and received reassurances that no families that want to return with a uk national will find themselves divided on the basis of dual nationality. China is fighting on, but with so much still unknown about this virus the International Community is not taking any chances. John sudworth, bbc news, beijing. What might that is a lot of people leaving china at the moment. People being advised to get out. How do they get out . The criticism of the uk government has been that they do not have measures to take so many people out in a hurry. Donald trump has poured plenty of scorn these past few years on those sports stars who have taken a knee during the National Anthem to protest racism. But today the president is being criticised over a video in which he appears to conduct the orchestra that is playing the anthem at a dinner in florida. While others stood silent in respect to the flag including his wife melania, who was next to him the president was seen pointing and shuffling his chair. I was quite surprised by some of the backlash on the American Networks today. We were talking about it before the programme, and they are unhappy about this. Some programmes have been saying, it almost looks as if this anthem is for him personally, when it is for the office, for the flag and for the country. Sort of inexplicable. It is a fairly short song. Why dont you just stand there like everyone is. Milani is very still and dignified. Not the first time she has picked his hand up and put it across his breast. That is one of the roads we are hearing about today. Rows we are hearing about today. Rows we are hearing about today. This is beyond 100 days from the bbc. Coming up for viewers on the bbc news channel and bbc world news 24 hours after they were due, the results of the Iowa Democratic caucus should be released in a few hours time. Well be looking into what went wrong. And chinese officials have been accused of downplaying the severity of the coronavirus. The death toll from the virus which originated in china has risen to 427, with more than 20,000 confirmed cases. Thats still to come. The last couple of days have been quite blustery. Now we are in a speu quite blustery. Now we are in a spell of much more settled weather. Light winds, clear skies and we will have some frost over the next two or three days. Mist and fog, particularly outside of town. Looking at the big picture, High Pressure has been building across the uk during tuesday evening. That will continue into wednesday and through the middle part of the week. Cold air over us right now. Colder, compared to what we have been used to, but still not that chilly. Chaos and anti climax at the Iowa Democratic caucuses as technical glitches delay the results which are still a few hours away. President trump prepares to give his annual state of the Union Address in the House Chamber where he was impeached just seven weeks ago. Also on the programme. 2035 is not very far away but the uk government says thats when youll no longer be allowed to buy a petrol, diesel or hybrid car. Are we now getting serious about Climate Change . Plus, lost in translation or a barb in disguise . Well tell you what the eus final words were to the uk as we finally brexited. The mess in iowa came about because of a change in system. It immediately led to a host of conspiracy theories the system had been hacked, the russians were to blame, the Democratic Party was trying to fix the result. None of these, we are told, are true. Even iowas Republican Party came out in support of their beleaguered democratic colleagues to say it was an honest mistake. We will finally get the results, we are told, in a couple of hours but heres what we think happened. The new counting method was plunged into chaos by technology issues, overloaded phone lines and whatjoe bidens team cold acute failures in the reporting system. Heres what we know. Well, now the Democratic Party is working to get this result, get them straight. We dont know all the results tonight. I have a strong feeling that at some point the results will be announced. We are waiting for the democratic. Still waiting. I think this is very bad for the Democratic Party that it is all taking so long. You are hearing the hum of crisis in the room that we still dont have a result and its not on time. Let me just read you the statement that weve had from the iowa Democratic Party. The integrity of the results is paramount. I mean, the story of the night so far is that there isnt a story of the night politically, its all about process. We have experienced a delay in the results due to quality checks. You can see behind me that the podium has been set up for Elizabeth Warren. They did expect that she would be speaking about this time. They hoped celebrating. And the fact that the iowa Democratic Party is reporting out three datasets for first time. The old conventional wisdom, about three hours ago, was isnt it wonderful this great iowa caucus . We see this great communal act of democracy. The new conventional wisdom has taken over, which says this system sucks. There is this real worry about what is happening and what the delay is. And its raised the question which is raised perennially, should iowa host the first contest of the race . This system sucks lets bring in Sheera Frenkel cybersecurity reporter for the new york times. 0ne one man said that the local officials were aware of the issue with the app, some have problems downloading data, some had problems uploading data. They asked officials to resolve it but to no avail. We are getting a lot of those stories. I think the problems with the download of the app were compounded with officials not providing any training for people to refer to. So they were really basic technological failures that happened, even before the vote started. Those were compounded when the vote started by a numberof compounded when the vote started by a number of people trying to download the app with poor wi fi. This was a failure in multitude. So poor connectivity seems to be one of the problems. Why do you think this was not figured out, given this was a new system, iowa knew it was going to have a lot of attention placed on it. Was it just to have a lot of attention placed on it. Was itjust that the numbers mean you could not possibly do a test run on the scale of returns you would need to do to make it relevant or what happened . Sadly, this was a problem that could easily have been avoided and the type of practices that were accepted by the Cybersecurity Community would have worked. Bafflingly the iowa Democratic Party decided not to test this with any independent security experts, which is what you would normally do with an app like this. You would take it and get it tested by someone independent on the outside and then you would test it with precinct captains themselves, they knew on the day of the vote that everyone in place knew how to use the app. Instead they kept the app use the app. Instead they kept the app secret and the precinct heads not to even name the app. There was a lot of confusion about what to do. So here is what is really worrying, nevada which is the next caucus is meant to be using as i understand it the same system. What they do now, junket . Basically, they have already announced that theyre going to junk it. They will use a shadow app, the name is somewhat ironic at this point. They reliant on sort of back up system, a low tech way of getting the caucus done. The point is, this is incredible thing, they spent 64 million altogether the candidates and you put a system in thatis candidates and you put a system in that is threatening bit system that isnt working very well. That is threatening bit system that isnt working very well. Do you think this is the end of the caucus system . Think this is the end of the caucus system . No. What i do think it is hopefully the end of this type of ad hoc Technological Solutions that get rolled out on a state by state basis. What needs to happen and what people have been saying for many years is that for the National Party system, someone in the National Level to make an announcement on a decision and say this is an app were going to use, we are going to test it for a number of years, not days or weeks but a number of years. We are going to make sure it works and then it is going to be applied across the country on a state by state basis. The across the country on a state by state basis. The state caucuses will use the app and states which have different processes will have different apps. But the idea that each state should be building a technological solution for itself is completely outdated and i think we have seen the result of that site. 0k, thank you. Have seen the result of that site. Ok, thank you. Im not entirely sure ifi ok, thank you. Im not entirely sure if i was buying a new app. That i would call it shadow. 0r if i was buying a new app. That i would call it shadow. Or i would buy something called shadow. Because last night we spoke to people who we re last night we spoke to people who were on the phone for two hours trying to get through. Presumably what they did is this is going to be great, we have a new app so we can cut the number of people answering the phones because everyone is going to plug in. So then the app doesnt work so then you have people trying to call in and you dont have sufficient numbers of people to a nswer sufficient numbers of people to answer the phone. You can see why this whole thing was a disaster. The who has praise china for its steps to control coronavirus. Many people have died with more than 20,000 confirmed cases worldwide. We are joined 20,000 confirmed cases worldwide. We arejoined by our world health correspondent. Some people have asked me whether we are at risk of over blowing the severity, not of the spread of the virus but of its lethality. When i read somewhere that perhaps it is not even more lethal than the common flu virus. Why are so people so focused on the coronavirus and so concerned about it . Well, i think at this stage we are still very early in this outbreak, only a month or so on since the world identified this new coronavirus that has been spreading so coronavirus that has been spreading so rapidly. I think one of the key concerns is the fact that there is so concerns is the fact that there is so much that we still dont know about this virus. Exactly how it spread, we need to find out about how. We still dont know whether people who dont show symptoms exactly at what point they are able to spread this virus. They are still many unknowns so to spread this virus. They are still many unknowns so i think that is causing a lot of concern. You did say theyre in your introduction that china has been praised for being quite open about whats been happening there. There are others that have been quite critical but the World Health Organization has been very, praising them quite a fair bit. What that has done within a week of them finding out that this isa a week of them finding out that this is a new coronavirus. In fact, i think it was within a couple of days. They did actually put information out there about this virus, genetic sequencing really shown what this virus is and how it works. That information was put out there and a number of scientists have been working on coming up with vaccines and cures. But it did sound the alarm internationally. China has taken some extremely significant steps as we have been seeing. Quarantining whole steps as we have been seeing. Quara ntining whole parts steps as we have been seeing. Quarantining whole parts of the country. One area is entirely almost quarantine. It is difficult to get in and out travel across china has been very difficult. These are quite forceful measures so that has been criticise. But i think seen over and the idea behind that is of course stopping the International Spread of it that that has also made other countries make sure that they dont wa nt countries make sure that they dont want to see it coming to their countries and they are also taking some very stringent action as well here in the uk for example we been seeing people being quarantined off their flights for two weeks in hospitals and other places while they sit through the incubation period to make sure that they dont develop the virus and therefore they dont spread it onto other people if they go home or go into work or whatever else. But when you look at the people who have been infected, overwhelmingly it is older people. So why has the government been prompted to take the decision that it took today . This is mainly a logistical issue rather than a Public Health issue that the British Government have decided to make this decision and advise people who are in china to get home if they can. And that is because we are seeing so much restriction of movement now in china and there are concerns it is getting increasingly difficult for people to get flights back. Just la st people to get flights back. Just last week British Airways and Virgin Airways announced they are suspending direct flights from china to the uk. There are still other carriers, commercial carriers, that are travelling between the two countries so the Foreign Office has said if you can, you should try and get onto one of those. It is important to note though that the World Health Organization has not suggested, advised countries to bring in restrictions on travel and on trade. They are saying that there is no Public Health reason to do that. But this is a very fast moving outbreak, there is still a lot we dont know about this virus and the aim at this moment is with some of these quite stringent significant measures that are being brought in across the world that this doesnt turn into a pandemic, where there are lots of outbreaks in different parts of the world. At this moment we are still seen the vast majority of the cases confined to china. And for that to stay that way that is why we are seeing the significant measures put in place around the world. Thank you very much for that. It took years of fighting, to defeat the Islamic State group, and its dreams of a caliphate stretching across the middle east. But the International Community remains undecided about what to do with the 70,000 is followers including 10,000 children currently detained in the region. Quentin sommerville, and cameraman, Darren Conway travelled to North Eastern syria, to hear their stories. The detention camps arentjust a stain on syria, there are a black mark on the conscience of the world. In this desert of good and evil there are the guilty and the innocent. Few countries have bothered to sift on separate what its left behind. What Islamic State left behind. This woman is punished for the sins of her father. They brought the family here in 2015. There is one family that is responsible for bringing all the way taking you out of school, from stopping you becoming a doctor. It is your father. Can you forgive your father . Yes, he is a human being, you know . Every human being can make a mistake. He has already apologised to me about what he did. He apologised to me and tried to make everything better but he cant do anything because he is in prison. Everything better but he cant do anything because he is in prisonm is the craziest thing in my life and i bring all my family to syria. Now in prison, the girls father says he is full of regret. In the beginning everything is running 0k. Is full of regret. In the beginning everything is running ok. You must have seen the video is that the Islamic State put out. They were not just videos of a paradise and great place to live for muslims. There we re place to live for muslims. There were videos of beheadings and terrible cruelty. You would have known when you left indonesia that this was no ordinary country you are moving to. Yeah, we know that for every putt he made the mistake. Maybe you made a mistake in your life and everybody makes a in their life. This is a big mistake in my life. This is a big mistake in my life. Syria was never a safe place to lock up dangerous men. Amid these hard core islamic to lock up dangerous men. Amid these ha rd core Islamic State to lock up dangerous men. Amid these hard core Islamic State supporters children are packed in, in prison uniforms too big for them. 10,000 kids from 18 countries clinging on here, betrayed by their parents and their governments dont seem to care either. Its the orphans who have truly been abandoned by humanity. Here, we met this boy, and to others. Translation i ran away and didnt see anyone from my family. Translation the aircraft bombed and then everyone went missing. What happened to your brothers and sisters your mum and dad . They were killed. When you leave here, where do you want to go . What you want to do . Translation where could i go . I would say here. These children are blameless and yet there are no plans to return them to indonesia. And what you say to people in indonesia you want to go home . what you say to people in indonesia you want to go home . I am really sad being here, so. We are thankful if there are people who want to. Forgive you . Yeah. For receiving us back. And we just hope we can get out from here and go back to our country. They are one family among many. A dilemma that stretches from here in syria to countries half a world away. But should she be allowed home here to jakarta . Similar questions have been asked by governments around the world, just who should they let back . Here, they are considering it carefully and cautiously. Our next report is from indonesia, where some is supporters have been let back but with catastrophic consequences. This is beyond 100 days. Still to come no polluting vehicles will be sold in the uk after 2035 , critics accuse the government of moving the goalposts. Well look at the facts. Because ive got an electric car. This is the serious stuff and i will tell you how it is having an electric car. A rogue surgeon in the midlands was allowed to get away with hundreds perhaps thousands of botched or unnecessary breast operations because a dysfunctional Health System turned a blind eye to his crimes. An inquiry has found that opportunities to stop ian paterson were mist because of a culture of denial and avoidance among staff at nhs and private hospitals. The inquiry is recommending that the cases of more than 11 thousand other patients should now be reassessed. Sian lloyd reports. Their lives have been changed forever by ian paterson. Many were told they had cancer when they didntand told they had cancer when they didnt and had needless operations. This was important to me, this was important for the people to hear. Without any exaggeration there are so many unnecessary deaths. Ian paterson had treated thousands of patients, concerns have been raised about him in 2003 but he continued to practice both in the nhs and the independent sector. Today, the man who chaired this enquiry said opportunities to stop patterson had been repeatedly missed. My report sets out what can only be described as wilful blindness in relation to patersons behaviour. Colleagues avoided or worked around him. Some could have known, others should have known and a few must have known. Could have known, others should have known and a few must have knownm a highly regulated sector it was said supervisors appear to be waiting for someone else to act. The nhs trust where paterson worked says it supports the recommendations and Spire Health Care say it accepts the findings. The effects of this once respected surgeon continue to be felt. This could be important for the future of cares. Sian lloyd, birmingham. The uk government has announced that its banning the sale of new polluting cars and vans five years earlier than originally planned. From 2035 onwards it will be impossible for British Consumers to buy new vehicles powered by internal combustion engines. That category includes all petrol cars as well as diesel vehicles and will even extend to hybrid vehicles which are partially electric. The changes will limit new car buyers to choosing from electric options only. The government says the rules are necessary for the uk to reach a Carbon Neutral economy by the year 2050. But it is ambitious. Last year 98. 4 of new cars sold in the uk were non electric. The change would require the figure to drop to zero percent in 15 years time. Lets speak now to imogen pierce from arrival the uk based electric vehicle startup. Im sure you welcome this and im sure everybody who wants to see more Government Action on Climate Change is going to welcome this too. But i wa nt to is going to welcome this too. But i want to just read you what the president of the Automobile Association has said today. Is the timetable realistic . Is there a plan to back it up . At arrivalwe are creating generation to electric vehicles. For us, our challenge is slightly different. If we look at the commercial vehicle sector they have very predictable roots, depots in which you can have overnight charging. But what ties them in common with the average consumer is that costs typically for electric vehicles is a major concern. And so that has also been a huge focus for us, how can we make an electric vehicle that has cost parity to your petrol diesel equivalents. Ok. So speaking as an electric car owner, not a lot of people know that this is what i suffer from, range anxiety. A lot of people would say sort itself out, get a charger, do it properly. But the trouble is, what it shows me on the dashboard is not what it actually does. So if i put on the electric seats on the heater and i do like the electric seats i dont get as much distance. And this is the problem is that people need charging machines, they need lots of charging machines on the need fast charge machines. And i think with any new Technology Comes with a few sort of behavioural changes which of course are daunting to begin with. I mean, when you switch from a non smart phone to a smartphone suddenly were charging once a week to every single night. And that kind of behaviour has to change with switching to an electric vehicle. But what we can do is use the greatest and latest technology to work closely with our customers to work closely with our customers to understand their drive cycles, understand how they use their vehicles, what range they need and really optimise their vehicles for their specific needs. So are you saying that christian is never going to get to a stage where he can have both the Windscreen Wipers and have his seat warm . Hes just going to have to make behavioural changes ie the technology is never actually going to improve that much . No, not at all. I should have clarified that. We are seeing vast improvements in Battery Technology year on year. The average consumer it remains the problem around cost. They do come at a premium because batteries are very expensive. What we need is innovation to address everything that goes into making a vehicle to make that much cheaper and then in doing so you are absorbing the cost of the battery. So this is what puzzles me. If you stand on a forecourt, at a Motorway Service station and watch the volume of traffic that comes through to fillup, of traffic that comes through to fill up, how on earth are we going to replicate that with charging vehicles on the motorway . Just the speed you mean . The speed of charging, just the amount of vehicles coming through. Surely we are going to move to a Technology Ware may be because charge themselves. Well, we are seeing an increasing number of rapid charging on the motorways for example. But also people, your cars will become much more intelligent so they will understand the types ofjourneys that you will be doing and help educate, this is the best place for you to charge, you are going to have to take 15 minutes here and there. 0k, to take 15 minutes here and there. Ok, imaging, thank you. You do have to make these choices you know. Im really glad that you have a one seat. I went to maidstone to cover some of the Election Debate because i had to put my park up and i thought if i didnt put my heat teeter on i wouldnt get there. At the end of the uks 47 year eu membership the final official words uttered by the remaining 27 countries to its departing neighbour last week were apparently lost in translation. Thank you, goodbye, and good riddance. Those were the final few words from the eu to the uk that the historical record will show. They were spoken by Irena Andrassy the croatian ambassador whose country currently holds the six month eu presidency at the end of the last eu envoy meeting to include the uk. She mistakenly assumed that good riddance was akin to good luck. So, christian, when i wave you off andi so, christian, when i wave you off and i say good riddance, matches and good luck you didnt even want to fly with me this morning we are back to that we are going to double shift today. We are. We are going to bring you the state of the Union Programme when the president comes to address the nation. That is at 9pm washington time. My head is too tired to do the maths on the different times around the world. We will be here with the state of the Union Coverage on the bbc. Hello, the last few days have been quite blustery and now we are in a speu quite blustery and now we are in a spell of light winds and clear skies. Frost has well over the next two or three days. Mist and fog but tickly outside of town. Lets look at the big picture, High Pressure has been building across the uk over tuesday evening. That will continue into wednesday on the middle part of the week. Cold air at the moment, a little bit colder compared to what we are used to but still not that chilly. In fact temperatures around about average for the time of year. Through the course of night clear skies across most parts of the country. Where the temperatures drop mist and fog will form as well. North western scotland a few showers and a little bit milder, five celsius in stornoway. For places the temperatures will be lower. Here is wednesday and that High Pressure pretty much anchors itself across the uk and france, dominating the weather all the way down towards the alps. Very settled weather, notjust here in the uk but across the channel too. Again in North Western scotla nd channel too. Again in North Western scotland is slightly different here, more of a breeze, perhaps a few showers affecting northern and Western Isles but the vast majority of the country a fine day. Top temperatures seven or 8 degrees, nine in the south. Slightly above the average for the time of year even though we are in somewhat of a cold spell of weather. Thursday, the High Pressure tends to sink away towards the east of the continent but still very much influencing our weather. You can see lighter winds across much of england, wales and scotland. The winds are starting to freshen our cross island, a sign of things to come later on in the week. Across ireland. Friday, particularly across england and eastern scotland the last of the settled days, sunshine around, pleasa nt settled days, sunshine around, pleasant weather when the sun comes out and after that it is all change. Over the weekend of next week a powerful jet stream is over the weekend of next week a powerfuljet stream is expected to send bouts of heavy rain and ferocious winds. This is bbc news. The headlines at eight. A dysfunctional Health Care System allowed breast surgeon ian paterson to perform unnecessary operations on hundreds, possibly on thousands of women, says a damning report. Colleagues of the way data or worked around him. Some could have known, others should have known, and a few must have known. If you were a paterson patient you were 50 more likely to have a recurrance of Breast Cancer because you have been left with breast tissue. Basically a time bomb, in your chest, ready to explode, not ready to give you cancer, because you didnt remove it. Leave china if you can, brits are told, as the death toll from coronavirus reaches more than 400
