Welcome to world news america on pbs and around the globe. Leaders across europe are scrambling to contain a second wave of coronavirus infections, and several countries have put new restrictions in place. In spain, theres now a nationwide overnight curfew. In italy, gyms, pools, cinemas and theatres have shut, youre watching bbc news. And restaurants, bars and cafes its the final stretch will close at 6pm. And President Trump isnt wasting a single moment. France set a new daily he has three rallies today in pennsylvania hoping to blunt record for coronavirus joe bidens lead in the polls. Infections on sunday with over 52,000 cases recorded in 2a hours. But hes got a hurdle to contend with and in the czech republic, covid infections are surging one of europes worst hotspots, across much of america. A partial lockdown is in place and field hospitals the covid spike isnt sitting have been set up. Well with the markets in a moment well hear from our correspondent the dowjones closed down more mark lowen in italy, than 650 points. But first, guy hedgecoe also in the programme. Is in madrid. The president s chief of staff tells the United States the virus cant be controlled. Its a state of emergency again, the example of south korea suggests otherwise. That same Legal Mechanism we will check in with our is being used, the same as back in spring. Correspondent in seoul. The measures being introduced under plus, will this be the year it are more relaxed. Of the gen z voter . This is not the same tight National Lockdown theres more than 23 million of them that we saw back in the spring. And many lean democrat. However, we do have this curfew now in place as of last night. The curfew that in most places runs from 11 oclock at night until six in the morning, although, there is some leeway there depending on which region you are in. Also, theres a new rule of six, limiting the number of people who can gather together at any one time. Local authorities are now being given extra powers so that they can introduce the kinds of restrictions that they feel are necessary in whichever part of the country is seeing a particularly high infection rates. So we are likely to see more restrictions being introduced by local governments in the coming days. The catalan government, for example, is talking but the possibility about the possibility of a weekend lockdown, confining people just at the weekend to their home. That is being talked about at the moment. It is trying targeted measures. I am here in the heart of rome, let me show you the restaurants, bars and cafes at that line in the piazza, as they do in many streets across italy. They will have to stop serving tables are from 6pm. It will be only Takeaway Service until midnight. Then, for example, gyms and pools and cinemas and theatres have closed and italians are being advised to only move around if i really needed so they are trying a targeted approach here in the hope of having to avoid a second National Lockdown. Struggling with the need to keep the economy is going, but also Public Health as well. Democrats mounted a last ditch effort to block president Donald Trumps choice for the Us Supreme Court but republicans are united in their support for amy coney barrett. Her appointment offers them the opportunity to strengthen the panels conservative majority and that could affect life in america for a generation. Indeed, there are big cases coming up in the next couple of weeks. Joining me now is the bbcs lebo diseko on capitol hill. Thank you forjoining me. It was inevitable, wasnt it, that the democrats are going to find themselves in this position . There was nothing they could do to block this appointment. For sure, catty. The republicans have a slim majority but that is all they need to push judge Amy Coney Barretts nomination through to make herjustice amy coney barrett. And she will become the third, art is likely to become the third, art is likely to become the third, art is likely to become the third justice to be through by donald trump, something his base will be very pleased about. A huge victory for President Trump. Talk about some of the cases that are coming up in which she may be a deciding vote to rule any more conservative way. Yes, there are a number of cases are scheduled before the Supreme Court, obviously there is the big case around 0bama care, the Affordable Care act, but also cases on immigration and lgbtq rights. The things that democrats are rights. The things that democrats a re really rights. The things that democrats are really concerned about is whether she could have a deciding, make a decision to help make the decision, should the election or the results of the election come before the Supreme Court. There are also a number of cases making their way to the Supreme Court around voting that is happening at the moment, how long states have to count mail in ballots, pennsylvania, north carolina, wisconsin having cases making their way to the Supreme Court so that is the big concern democrats have. What indication did we get it, if any at all, during her confirmation hearings on how she would real, particularly on that issue of the election if it is very close and gets challenge . You remember that she battered away question after question on how she met rule on any of these issues. She said that it would be inappropriate for her to give any kind of comment on something that was not before her, that she was not partisan on the Affordable Care act. She made the Affordable Care act. She made the point that she is not anti the Affordable Care act, but she did not allow herself to be drawn on where her decision might lie. I think a lot of people would imagine that having been put forward by donald trump, that she may take decisions that favour conservative outlook, certainly she does align with her former mentor, who had a more conservative view, a more traditional viewing of the constitution, a more viewing and some democrats would like. Thank you very much. There are eight days to go until the us president ial election. When donald trump was elected four years ago it was in part because he promised to crack down on illegal immigration specifically with a promise to build a wall along the border with mexico. A promise that is largely unkept so how is immigration affecting this election . 0ur correspondent clive myrie reports from arizona. The heavens were no barrier to american idealism. But, on earth, how best to protect what it means to be american . Is an impregnable barrier a good option . I think it says you can tear down the statue of liberty. I think it says we should close shop. A nation of settlers that, for some, is turning on outsiders. As america votes, immigration is high on the ballot. We talked to those who see Donald Trumps border wall as a betrayal of american ideals. Ijust see this on a daily basis. It sometimes just hits you. And those for whom there is no price too high to pay to protect all they hold dear. Are you prepared to use that . Oh, yeah, if it comes down to it, im coming home. Build the wall the biggest beneficiary may be happens to be arizona. That wall, how good is the wall . It is the iconic idea of trumps america. And this. Cowboys and big skies, part of the iconography of america. All right, all right, guys, 0k. Bill mcdonalds ranch in arizona is just a few miles from the border with mexico. Illegal immigration and Drug Trafficking are live issues here, yet, for him, a republican, billions spent on a border wall is a waste of money. People think, well, you build a wall, youve solved a problem. Theyve already got saws that cut through that wall. You can do it with technology and do it just as well. Its political, he made a promise, he was determined to keep it. He thought, if he kept it, hed get re elected. Its the only reason he does anything. Im not crazy about everybody that crosses the border but im not crazy about everybody that already lives here, either. I mean, there are good people and bad people in all stripes. It takes a few hours to sort the calves for sale, headed for oklahoma. Theyll never see their mothers again, but thats business. Activists say over 500 children remain separated from theirfamilies. Building a big wall was any part of the plan. Was only part of the plan. Critics in congress and human Rights Groups claim migrants were being treated like cattle under Donald Trumps zero tolerance child separation policy to deter illegal migration. Eventually, his administration was forced to change course. But secure borders are a necessity. We saw drug cartel spotters across the wall in mexico, checking if the coast is clear, to send over human mules. Checking if the coast is clear to send over human mules. These ones went that way, so, yesterday, i followed these guys. Tim foley often spots them, too, videoing the mules camouflaged with their backpacks of drugs. From his remote base in southern arizona, he leads a group of armed volunteers that patrols the border. Is the wall making America Great again . Its making it safer. Tim represents a strain of american patriotism donald trump tapped into, giving up everything he knew in San Francisco to come to arizona. Why are you involved . What is it about this situation that gets you angry . I didnt trust the government or the media to tell the actual truth of what was going on. Some apple sauce. But what is the truth . Theres another group of volunteers on the border. They are from a charity that leaves water and Food Supplies for people crossing overfrom mexico. Asylum seekers fleeing persecution in migrant families with children crossing overfrom mexico, Asylum Seekers fleeing persecution in migrant families with children reaching for a better life. It must be difficult. They also help families find relatives who have gone missing crossing the border. So what are the kinds of things that you come across the trails . Many times we find remains, skeletal remains of border crossers. You know, evidence of a persons life. So you see wedding rings, love letters, a lot of rosaries, a lot of bibles. In this one area, the remains of 181 people have been found this year. You see young. Young people, old people, you see everybody. And you see their families. Their familiesjust reach out to us, desperately looking for their loved ones. Its an unimaginable pain and anguish. 0ften, gia and tims worlds collide and there is one thing they both agree on. What is the tattoo . One of the horsemen of the apocalypse. Its what i see is coming. Its. Its my view of the border. There is death all around. Donald trumps wall speaks to us all. We project on the barrier our own values. This election sees millions of americans casting their votes, in line with who they believe they really are. Clive myrie, bbc news, in southern arizona. Strong emotions from all sides on both sides of that border. The world is always interested in us elections but few have been watched more closely than this one. Allies and adversaries alike are keen to know who is going to win and whether they need to prepare for a new administration. As the campaign nears its close, us secretary of state, mike pompeo and us defence secretary mark esper are on a swing through asia trying to build an effective, us led counterweight to china. Theyve started their trip in india. Joining me now is the bbc state Department Correspondent Barbara Plett usher. Whether just a week to go whetherjust a week to go before the election, this feels like squeezing any trip right at the very end. Is that important . Officials have played on the timing because the us has regular security and strategic talks with close allies like india and this one was delayed because of covid and they say they have wound a time that works for both of them so they are seizing on it. Time. There are also seizing on it partly because india is imported by china policy, a natural counter, balance to china in south asia and china isolating china has been the main Foreign Policy focus of the Trump Administration and the campaign for this month so it is important, pressure. We do not know specifically what will come out of this meeting, but it is a live issue for india as well because, remember, that flared up they had earlier this year, the deadly flare up along the border with china. Equally, they do not want to be seen as a front line state again china, there are any region, have to work with china so well they will be welcoming the americans, i think they will also be wa ry americans, i think they will also be wary about being cut any tug of war between the us and beijing. And might they be worried about everything that is happening here, keeping an eye on the us election and with a change of administration make much difference to india . To india, bell, the leader of india, the Prime Minister modi, he is a nationalist populist like President Trump, so he has had a Good Relationship with mr trump, andrea Biden Administration i think he could come under more pressure domestically with regards to his hardline nationalist policies of under a Biden Administration. The basic cornerstones of the relationship will probably stay the same. There have been reports that, in the us pressjust same. There have been reports that, in the us press just today, same. There have been reports that, in the us pressjust today, that there are certain people who, if donald trump wins, might be leaving the administration and mark asper is one of them. Have you heard of any other top officials might be changing question mark casper. |j have only heard the reports that you have only heard the reports that you have heard. Market esper. I have heard about mr pompeo, the stalwart ally of President Trump. He has been presenting himself as somebody who does what trump wants and if you come up with questions about whether oi come up with questions about whether or not there are contradictions between what he says and what mr trump says, he says no, in fact there are not. He has been very much on the front runner, on the front leg with mr trump and one of the hearts with regards to policies like relating to china so although mr trump has gone hot and cold and china over the past four years, mr pompeo has a very much been somebody who has been publicly aggressive with china, especially as mr trump has taken a position more during this Election Campaign and on that score, i think if the administration will change, if mr biden would come m, will change, if mr biden would come in, you would not say that publicly aggressive pose. Ok, Barbara Plett asher thank you for joining aggressive pose. Ok, Barbara Plett asher thank you forjoining us. A lot of countries watching how china policy may change in the us if there isa policy may change in the us if there is a new president here and a lot of questions about how joe is a new president here and a lot of questions about howjoe biden met and that Barbara Plett usher. In other news. France has called on countries in the middle east not to boycott its goods after protests against president macrons defense of the right to show cartoons of the prophet muhammad. French products have been removed from some shops in kuwait, jordan and qatar while thereve been small anti french demonstrations in libya, gaza and northern syria. The chief Financial Officer of huawei is back in court in vancouver. Meng wanzhou is fighting extradition to the United States on charges of bank fraud. The latest hearing will focus on alleged abuses of process committed by canadian and us authorities during mengs arrest in canada almost two years ago. The us wants meng to stand trial on charges linked to the alleged violation of us sanctions against iran. Youre watching bbc world news america. Still to come on tonights programme chiles president says its a triumph of democracy as the people vote overwhelmingly to re write the countrys pinochet era constitution. Thousands of workers and students in belarus are taking part in a National Strike today as president lukashenko continues to refuse calls to resign. Theres been ongoing protests since lukashenko claimed victory in august elections, widely viewed as rigged. 0ur moscow correspondent Sarah Rainsford has more. Judging by social media there are certainly a lot of images being posted are people joining certainly a lot of images being posted are peoplejoining picket lines outside state factories, certainly students staging sit ins at this morning and some professors to joining at this morning and some professors tojoining the strike. At this morning and some professors to joining the strike. Private companies, too. Lots of pictures on social media businesses from pizza Delivery Companies to hairdressers who had hung up signs saying they we re who had hung up signs saying they were closed for Business Today in solidarity with this strike. It is an attempt by the opposition in belarus to up the pressure, to increase the pressure on the economy and thereby on Alexander Lukashenko to call for him to step down, but whether this strike can take hold, it did not happen in the summer, i think it will be quite difficult to make it catch on successfully. There has been an overwhelming vote in chile to re write the countrys constitution. The original was drawn up 30 years ago under the former dictator augusto pinochet. A referendum was called after major Anti Government protests last year. 0ur south america correspondent, katy watson reports. Chileans were out on the street celebrating even before the results came in, so sure they were of a resounding yes vote. Projecting onto a building was the word rebirth because this is how people feel. This referendum has said goodbye to a dictatorship era constitution and represents a new beginning that chileans say is more fitting for a modern democracy. Translation this is a foundation for everything and we will keep going and fighting for this, always. When the results came in, president Sebastian Pinera said the peoples voices had been heard but the hard work was still to come. Translation this plebiscite is not the end. It is the beginning of a path that we must all walk together to agree on a new constitution for chile. Until now, the constitution has divided us. From today, we must all Work Together so that the new constitution is the great framework of unity, stability and future. This has been a turbulent year for chile, a country praised for its stability yet one that masks deep inequalities within society. Mass Anti Government protests that erupted a year ago called for better access to services, including health and education. From the very beginning, protesters called for the constitution to be scrapped and replaced with one that would respect all chileans, notjust the privileged few. Sunday was a day of hope, an historic moment for millions of chileans who waited in line to cast their vote. Queues made longer because of social distancing in these times of coronavirus. Translation this is notjust any sunday, it is an historic sunday. Any sunday, it is an today is the day that chile literally writes that it has awakened. This, though, is just the start. Next april, chile will vote for the people who will work on the new constitution. And then a draft will be put to another referendum in 2022. Its a long process and one not everyone is convinced will be good for the chilean economy and stability. Translation theres a feeling that fixing the constitution could solve everything but i dont know, i have doubts. Chile now needs to forge a new future. Nobody is under any illusions about how hard these next steps will be, but theres a real desire to fix this troubled country. Katy watson, bbc news. Democracy in action in chile any time of covid. Nasa has announced that there could be even more water on the surface of the moon than previously thought. Hidden pockets of ice might cover the surface , might cover the surface, patches that may have gone without any sunlight for billions of years. The discovery could be a boost for plans to build a Permanent Base on the moon, as our science correspondent victoria gill explains. Were right where we wanted to be for station two. It looks like a great place. Half a century since humans set foot on its surface, weve mapped every boulder and crater. But a series of discoveries that nasa revealed today have shown that the moons surface has been hiding an abundant supply of water. One of the discoveries comes from a telescope onboard a modified boeing 747. By flying above 99 of the earths atmosphere, it has a clearer view of the solar system. It picked up the telltale signature of water molecules on the lunar surface. In another simultaneously published discovery, researchers mapped shadowed areas called cold traps, where frozen water might be stored permanently. What these papers are telling us is that, actually, that the water could be trapped in slightly more easier to access areas that arent so hazardous, and this is really important, especially if we want to send crewed missions to the moon. And it gives us slightly more options in terms of where we can go and making sure that its safe for all those involved. To go farther, we must be able to sustain missions of greater distance and duration. These discoveries will be a boost for nasas plan to send the first woman and the next man to the moon by 202a. Because, while the Apollo Missions already took humans there and back, future missions will aim to establish a base there as a gateway to explore the rest of the solar system. The next generation of crewed missions to the moon are going to have to be far more sustainable, so that means finding and learning to use natural resources, particularly water, thats already there. Plans to return to the moon are already in progress. But these discoveries raise the tantalizing possibility that our natural satellite isnt just somewhere to visit, but a place to stay. Victoria gill, bbc news. The way this year has gone, maybe that sounds like quite a good idea. And before we go, its not often you see a building go for a walk, but in shanghai you just might. This Old Primary School walked to its new location to make way for a new commercial center. For a new commercial centre. There was a little legs that engineers put on it. 200 of them to get them from letter a to b. The wackiest pictures we have seen all day. Thank you for watching, i good evening. Its week good, proper autumnal, changeable weather all being driven by whats happening over the United States and canada at the moment. Blue colours, very cold air, unusually cold, in fact record breaking 0ctober cold air for the north of the us this fighting it out with warmer air in the south. When you get those two battling, you get a very strong jet stream propagating from the us out into the atlantic. That then fires up some pretty potent areas of low pressure. This one is going to drop in pressure quite substantially into tuesday, 100 mph winds on the southern flank of it, but thankfully for us, it stays well away from our shores. But it is close enough to influence our weather through this week, with other areas of low pressure running around it, it will be windy at times, but nothing untoward. Some heavy rain, which could produce flooding for one or two later this week, along with some rough seas in the west before things turn milder later. Certainly not mild out there at the moment. A cold night for many parts of the country, and across scotland, northern, Eastern England, temperatures dropping well down into single figures. Even a touch of frost for one or two. Temperature is rising, though, through the night. Southwest wales, northern ireland, thats because cloud and rain spell its way in. Now, tomorrow, your day will be split in two. Where you start off with the wet weather, northern ireland, wales, southwest, some of that heavy, you will have something brighter for the afternoon with some sunny spells and one or two showers. But after a sunny start to northern, Eastern England and through much of scotland, it turns cloudier and wetter here through the day. And because the day started quite chilly, you lose the sunshine through the morning into the afternoon, temperatures will struggle to rise, rather chilly day. Driest and brightest of although, the northeast of scotland. Mildest of all, where the sunshine comes out towards the southwest. Through tuesday evening, the rain will then sit across the northeast of scotland where it will linger into wednesday morning. Area of low pressure still there to the south of iceland. The centre of it staying away from us. But with a long sea thatch across the atlantic, out towards these western parts of the uk where we will see some pretty rough seas, waves could talk over ten metres in height towards the west of ireland. They could topple over ten metres in height. And because the low pressure is still close by, its quite a disturbed atmosphere, mixture of sunshine and showers for wednesday. The heaviest of the showers to the south and west where they will be most frequent, there could be some hail, some thunder mixed in, for central, eastern parts to see sunshine, however, through much of the day. Fewer showers, a rather cool day, particularly in the breeze. More in the way of persistent rain though back across many parts into thursday, that could cause some minor flooding in parts of west wales in northwest england, by which stage, parts of england and wales could see winds touch gale force at times. 00 27 36,200 4294966103 13 29,430 see you soon
