This is bbc news im Laura Trevelyan in washington where america has a new president. Cheering. A new day for America Joe Biden is sworn in as the forty sixth president of the United States. Weve learned again that democracy is precious, democracy is fragile, and at this hour, my friends, democracy has prevailed Kamala Harris takes the oath as Vice President making history as the first woman ever to hold the post. Getting straight to work the new president signs a blizzard of executive orders on Climate Change, immigration and the mandatory wearing of masks on government property. The democrats take control of the Senate Swearing in new members giving President Biden a narrow majority in both chambers of congress. A new administration a new press secretary the first News Conference of the biden era begins this hour. Welcome to washington where the new president of the United States is already at his desk. Minutes after arriving at the white house, joe biden signed executive orders, rejoining the Paris Climate Accord and ending President Trumps controversial travel ban. In the senate, power has shifted to the democrats too, as the new members from georgia were sworn in. All this after an inauguration without the public, amid intense security after the storming of the capitol. Mr biden called for unity, and an end to the nations uncivil war. Were waiting for the start of a News Conference by the new press secretary, jen psaki. Lets speak to our north america correspondent lebo diseko, who is outside the white house. The First Press Conference of President Trump public press secretary was terminated by the size of the inauguration crowd size of the inauguration crowd size given without want of course be a topic tonight because there was no inauguration proud. But how do you think the new press secretary is going to try to set a different tone . Welcome as ou set a different tone . Welcome as you say. Set a different tone . Welcome as you say, laura, set a different tone . Welcome as you say, laura, sean as you say, laura, sean spicer s First Press Conference was dominated by that argument over the size of the crowd with him and martian journalists and telling them off for not having a crowd size right. That ended up a crowd size right. That ended up not being true. He ended up telling what was later called alternative facts in that press conference. We have just heard joe biden, the new president , saying that he wants to bring becky since he and his administration, and as he was swearing in around 100 white house staff saying that if he hears them disrespecting people, if he hears them talking to people in a way that is not honourable, and he will stack them on the spot. I would imagine that in terms of the tone that she takes, that will be a difference that you will see. Joe biden the new president did say that that would be a change from the last four years. We would be a change from the last four yew four years. We can see pictures ofthe four years. We can see pictures of the white four years. We can see pictures of the white house four years. We can see pictures of the White House Briefing of the White House Briefing room now, and we can see that there are signs of the backs of correspondence chairs reminding them about social distancing, and one of the First Executive orders that President Biden signed was about wearing masks on government property, wasnt it . ,. , on government property, wasnt it . ,. , on government property, wasnt it . ,. It . Yes, and he has paired it with this it . Yes, and he has paired it with this 100 it . Yes, and he has paired it with this 100 day it . Yes, and he has paired it with this 100 day challenge, | with this 100 day challenge, trying to get americans to wear masks for the next 100 days. It really does reflect the priorities that he has set out when he was campaigning. He said he talked about the importance of mask wearing over and over again. This First Executive order is a mandating mask wearing on the property in areas that he has the power to do so. That is government property, federal land as well. As you also said, he signed an executive order rejoining the paris climate deal. Again, underscoring the importance of something that he set out in his campaign. We heard him also talk about Racial Justice his campaign. We heard him also talk about racialjustice as well. Signing an executive order supporting underserved communities. Another issue that he set out in his campaign that he set out in his campaign that he said would be on his priority list. He said would be on his priority list. He said would be on his riori list. ,. , priority list. And, its been a very carefully priority list. And, its been a | very carefully choreographed today, hasnt it . And so much of it seems to be about trying to show that a new administration is in town, and the tone is going to be very, very different. The tone is going to be very, very different. Yes, i thought it so interesting very different. Yes, i thought it so interesting that it so interesting that literally, i mean, within an hour or so, they were straight to work. And again, given the crisis in america that they are facing at the moment, that something that both Kamala Harris and joe biden wanted to show to the public, that that they are notjust laying back at the moment, that they are not relaxing on the inauguration day, they are getting straight to work. In terms of the actual day, you will know very, very different from what usually would happen on inauguration day. There were very few people out in dc today, it will not really able today, it will not really able to get close to the white house orany to get close to the white house or any of the areas where you might usually have parades. There were roadblocks in the lake, and thats part of it with the coronavirus and partly to do with Security Issues that we have seen in the last couple of weeks. So very different indeed. u, of weeks. So very different indeed. , indeed. And we can see their life pictures indeed. And we can see their life pictures of indeed. And we can see their life pictures of that indeed. And we can see their life pictures of that briefing l life pictures of that Briefing Room as correspondence await jen psaki, the new White House Press secretary, and of course the previous White House Press secretary, that really hurt any briefings from it all in the last few weeks. Butjen psaki bound to be asked, isnt she, about the president public agenda in the coming days, and especially that plan for a very ambitious comprehensive Immigration Reform bill. Yes, jen Immigration Reform bill. Yes, jen psaki Immigration Reform bill. Yes, jen psaki ended Immigration Reform bill. Yes, jen psaki ended by Immigration Reform bill. Yes, jen psaki ended by the Immigration Reform bill. Is jen psaki ended by the ministry should have underscored that they went to the different tone, theyre about transparency, so i do imagine we will be hearing from her certainly more than the dead from the previous in the past few weeks. We not sure what shes going to set out but they are keen to underscore this change in tone, we are about business. I change in tone, we are about business. Business. I got to entropy there because business. I got to entropy there because jen business. I got to entropy there because jen psaki business. I got to entropy i there because jen psaki taking there becausejen psaki taking off her math, she is at the podium and lets listen in. Good evenin podium and lets listen in. Good evening everyone. Thank you everyone, lets do this again tomorrow. Well, that was the first press briefing by the incoming White House Press secretaryjen psaki there, and she opened by saying that she believed in the power of truth and the importance of setting an example. She revealed that the first foreign leader phone calls that President Biden will take will be on friday with canada pots at Prime Ministerjustin trudeau, significant because one of the executive orders today that was signed by President Biden is canceling that crucial oil pipeline that the Canadian Energy sector will have some views about that. Lets talk more about the themes thatjen psaki outline for the Biden Administration there with the democratic strategist Marianne Marshall joins us now from cape cod in massachusetts. Thanks very much for being with us. So at this hour four years for being with us. So at this hourfour years ago, the discussion in sean spicer s President Trump on site first press secretary briefing was all about the inaugurations crowd size, this one was sucking but the reference to the importance of power of truth but it was more nuts and bolts, click a return to regular briefings. It bolts, click a return to regular briefings. It was like the last four regular briefings. It was like the last four years regular briefings. It was like the last four years never i the last four years never happened. It was like going backin happened. It was like going back in the way back machine but the contrast could not have been more stark and i think thats been the strategy ofjoe biden and his team not only throughout the campaign but certainly as they come into the Office Starting last night with the memorial to the 400,000 americans who have lost their lives to covid. Through today project activities, through his inaugural speech answer tonight inaugural speech answer tonight in particularjen psaki talked about as you noted the importance of truth and transparency. Forthe importance of truth and transparency. For the last four years, often these press briefings were used as a way to convey propaganda and conduct futurism. That has torn down the press and given the fact that there is a disinformation problem in this country that helped contribute to the events of two weeks ago when there was a coup against our government, to restore truth and effects which you heard throughout bidens speech today, you heard jen psaki talk about tonight, it is important because a free and independent press is central to our democracy. Service during that and make sure people hear directly from jen psaki, from President Biden, as you noted earlier doctor fauci is going to be briefing again, getting the facts, getting the truth, so everybody has a common sense of information that we can all move together and work on the big challenges that confront this country whether its covid or the economy, a host of other matters. This is an important thing to do at the end of the today. Thing to do at the end of the toda. ~. ,. , thing to do at the end of the toda. ~. , today. Well, do you worry thou. H today. Well, do you worry though as today. Well, do you worry though as a today. Well, do you worry though as a democratic i though as a democratic strategist thatjen psaki was having to take questions about the forthcoming impeachment trial of President Trump in the senate and whether that is going to actually derail the very important covid relief bill at thatjen psaki said there is a priority for this president . J there is a priority for this president . There is a priority for this president . ,. ,. , president . I think one of the thins president . I think one of the things she president . I think one of the things she did president . I think one of the things she did so president . I think one of the things she did so well president . I think one of the | things she did so well tonight which he took all comers. Its important to answer all those questions but at the end of this, it is notjob bidensjob to impeach and convict donald trump is that that is not up to the senate. The house did their job, now the senate has to do this. And i think there is a commitment by all parties to go ahead and do the trial, do the covid package, we have to do all these things because there are so many issues confronting us. I think it was smart to try to get all of this under their belts on the first day, very ambitious, the 17 executive orders all to set an example to the country of what kind of administration this is going to be. ~. ,. , administration this is going to be. ~. , be. And marianne marsh, when ou hear be. And marianne marsh, when you hearjen be. And marianne marsh, when you hearjen psaki be. And marianne marsh, when you hearjen psaki talking i you hearjen psaki talking about how to combat disinformation just two weeks after the siege on the capitol where supporters of President Trump felt the election had been stolen so they rush up those capitol steps, jen psaki exam there she is committed to sharing information even when its hard to hear. Do you think that will be a hallmark . Its hard to hear. Do you think that will be a hallmark . Yes, i do and i think that will be a hallmark . Yes, i do and i think it that will be a hallmark . Yes, i do and i think it has that will be a hallmark . Yes, i do and i think it has to that will be a hallmark . Yes, i do and i think it has to be i do and i think it has to be because for the last four years and especially since the past year dealing with covid when people were not telling the truth and offering facts, not acknowledging that there were problems, we cannot combat this successfully unless everybody works together. There are going to be tough days ahead, we all know that especially in the next six weeks when this pandemic is a hallmark . Yes, i do and i think it has to be because for the last four years and especially since the past youre dealing with covid when people were not telling the truth and offering facts, not acknowledging that there were problems, we cannot combat this successfully unless everybody works together. There are going to be tough days ahead, we all know that especially in the next six weeks when this pandemic is really good reach across the country even more thanit across the country even more than it is now. It will be important for everyone to hear the troop, hear the facts, and get the information they need so they can take care of themselves whether it is masks, social distancing, handwashing, all the things everybody can do to make sure we are protecting one another until they can get a vaccine and i think you will hear a lot about that, too. Some tough days ahead but good to build trust now so when you talk about the stuff of things, people will believe you. Marianne marsh, democratic strategist, thank you so much forjoining us there from cape cod. Well, it newman is a former assistant secretary at the department of Homeland Security. Elizabeth newman. From the Trump Administration and shejoins us now from the Trump Administration and she joins us now from washington. Thanks for being with us, elizabeth. I want to get a reaction to the peaceful transfer of power that happened today in washington for safety think it was the fact that there were 25,000 numbers of there were 25,000 numbers of the National Guard theyre securing it that acted as a deterrent to anyone who might try to derail it . J deterrent to anyone who might try to derail it . Try to derail it . I certainly think that try to derail it . I certainly think that the try to derail it . I certainly think that the actions i try to derail it . I certainly| think that the actions over try to derail it . I certainly i think that the actions over the last two weeks by the fbi, by the secret service and the National Guard and certainly sent a strong signal to those who were looking to disrupt the inauguration that they were not going to be able to easily overwhelm the Security Forces like they were on january overwhelm the Security Forces like they were onjanuary 6th. But i would suggest that it actually wasnt a peaceful transfer of power. January 6th was a part of the transition process and it was interrupted by an insurrection and domestic terrorist attacks and by people five people died. So its still a sobering moment, one which im so grateful i was able to and in this Beautiful Day with a lot of appropriate lament at times and a lot of hope offered by the president and those that participated in the programme. It was a moment i think we all needed in a season of darkness. But we cant let our guards down. The dark forces that led to what happened onjanuary 6th are still round up, many of them were very excited by what happened at the capitol on january 6th, and a number of them are in a vulnerable moment right now. We saw a lot of online chatter particularly with qanon groups who were expecting a really big moment today in their theories and conspiracy theories, they believe this was a moment when they were going to be able to see donald trump prevail after all and round see donald trump prevail after alland round up see donald trump prevail after all and round up the big evil cabal of elites and serve justice and of course none of that happened because none of it was true. And you started to see online people realizing that they had been taken, that they had been used for years. So there is this particularly interesting moment where we might have the opportunity to help some of those followers that have been radicalized and maybe were very supportive of what happened onjanuary 6th are now coming to realise that they had been lied to and it would be wonderful if you have a Family Member or a loved one who had gone down this dark path to reach out to them. Do ou path to reach out to them. Do you think path to reach out to them. Do you think this administration is very clearly focused on disinformation . Wejust is very clearly focused on disinformation . We just heard that theyre in the first press briefing from jen psaki . Do you think if disinformation is cooled out in real time that that would do something to get rid of the threat of white extremism . Called out . It helps that trump is deeply informed and it is not his people acting as the official mouthpiece of the government which caused tremendous damage to the covert response and in the perception of the Election Integrity elections integrity. So removing that official from integrity. So removing that officialfrom Government Official from government mouthpieces and officialfrom government mouthpieces and disinformation, from the government itself is super helpful. I also dont think that the people who are caught in that the conservative echo chamber are going to view the government as a trusted source of information. So, its really important for people in those circles, people that would be considered credible voices by those that voted for trump to tell the truth, that the election wasnt stolen. To tell the truth that many of the things that the president had been saying for the last few years were lies. That is going to have a more powerful impact to have a more powerful impact to help deradicalise people and hopefully calm the temperatures in our country. Bud hopefully calm the temperatures in our country in our country. And what did ou in our country. And what did you make in our country. And what did you make there, in our country. And what did you make there, elizabeth, | in our country. And what did i you make there, elizabeth, of the press secretary saying that the press secretary saying that the new administration will respond at a time to its choosing to that massive cyber attack by russia on both the Us Government and us industry . Its absolutely the right response. One, they were going to be sworn into office hours ago. The cabinet members have not been confirmed by the senate, and the transition by all accounts was poorly handled and they seem to know that theres a lot more that they need to catch up on before they are able to make decisions about what the appropriate response should be. So, absolutely the right decision to say that they are going to look at it and decide what to do and also usually when we retaliate, we dont often announce how we are really how we are italian if announce attribution, we sometimes issue statements of condemnation but often some of the retaliatory options, if you will, our best not disclosed or announced before they occur. It was a bit you worked in before they occur. It was a bit you worked in the before they occur. It was a bit you worked in the trump i you worked in the Trump Administration. It is only 12 hours since the president left washington but already it is a very different mood, isnt it . Very much so there are fireworks going off in my neighborhood tonight. There is a sense of relief. I received so many texts and people chatting on twitter and facebook about how relieved they are when the president left and when the inauguration occurred and biden and harris were sworn in and it wasnt interrupted, i think everybody was holding their breath that trump my bow something at the last minute, none of that happened. That relief than over a few hours for me at least turned into greatjoy, that this is the place we are at, it has been so dark for so long and we still have a very difficult road ahead of us i dont think President Biden is ignoring the fact that there are very many tough days ahead. He even said that in his inaugural address. He even said that in his inauguraladdress. But we actually now have a leader that is working with us, walking with us on the darkjourney towards hopefully better times as opposed to a leader that was both ignoring where we were and actually making the journey harder. And thatjust is a great sense of relief i think across the city, especially from the men and women that work in the federal government and had been berated and bullied for the last four years. J democracy even though he said ultimately prevailed . Ultimately prevailed . I think he was tapping ultimately prevailed . I think he was tapping into ultimately prevailed . I think| he was tapping into probably the main concern on peoples minds right now. Of course people are worried about the pandemic and the economy, but wejust saw pandemic and the economy, but we just saw two weeks ago insurrection at the Capitol Building where he was standing and the idea that democracy is fragile, that we had just gone through a period where we didnt have the peaceful transfer of power, democracy was the word on everyones mind and coming out ofjoe bidens mouth over and over again topic he used the word democracy more than any other president has in his inaugural address and i think it is precisely because of that lack of a transition piece full of power that we need that rededication to democracy is a form of government. Democracy is a form of covernment. ,. ~ government. Has an american president government. Has an american president ever government. Has an american president ever had government. There has certainly been domestic extremism and violence in the us before, there have certainly been periods where misinformation and disinformation saturated American Society of us about having it linked directly to an election and having it linked directly to a moment like this is so unusual. There have been moments of about talking about civil unrest and strife and nothing rises to the surface more than the speeches given by Abraham Lincoln in 1861 and 1865, thats our most useful precedent for this. But again, that was a moment surrounding the civil war. And i dont think thats the part that we are at. But we certainly are at are at. But we certainly are at a point of high civil unrest. I think what we saw with joe biden was a flipping of the script. He acknowledged that yes, the us was in a very difficult position right now but what better time to use a phrase like american carnage then went 400,000 americans have died in this pandemic when the economy is in such poor shape, when you have had an insurrection at the capitol prince and yet that is not the tone he struck. He decided to go for hope and optimism and healing, which is for record who is. And i think that those in speeches, his and Donald Trumps four years ago, reflect the personalities of those two men. At this hour, my friends, democracy has prevailed. And the home of the brave. Hello, and we yet have more Severe Weather in our forecast for thursday. We start the day still with the met Office Amber Warning in force for heavy rain across Northern England. That will lapse through the morning but, obviously, the flooding situation lags somewhat behind the falling rain, so i dont anticipate the flood warnings going up once again across england. And then for scotland, we have an amber warning for the risk of disruption across the borders where heavy snow is set to fall accompanied by strong winds. The reason for all of these problems is storm christoph, this deep area of low pressure. Its now pulling off into the north sea but behind it, weve dragged down some cold air all the way south from the arctic right the way across the uk, and that gives us a cold start to thursday. It means ice is possible, well, just about anywhere a lot of surface water lying around aside from where we see showers falling first thing. But wintry weather for scotland the Biggest Issue through the course of the day. The rain, improving across Northern England. Still some showers around here, though. Still some wintry, even as far south as the southern pennines, perhaps the odd one getting into the peaks. To the far south of the uk, perhaps some rain grazing the south coast. Much of england and wales seeing a dry and sunny day but feeling chillier certainly. Northern ireland largely fine. Scotland keeps on packing in those wintry showers even overnight thursday into friday as christoph pulls off towards scandinavia. There will be some, as well, for northern ireland, a few more for Northern England but scotland with the greatest risk of piling up some more snowfall. A widespread frost, though, takes us into friday. So, again with that surface water sitting around across many parts of the uk, could be icejust about anywhere as the day gets under way. Friday, quite a bit of sunshine for england and wales. A few showers of rain running into the south. Some more wintry showers though for Northern England grazing the north of northern ireland, and across scotland. But friday, in contrast to the last few days, a much quieter day. As for the weekend, low pressure still to the north west. We feed in some weather systems around it through the course of the weekend. Dont put too much stake on the exact detail of where these are pushing through but you can see white there. Those weather systems are set to interact with the very cold air. Hard to put the detail on them because they are quite small, but the upshot is we will all be sitting in the colder air this weekend. And if those features do run in where you are, you could see some snowfall. This is bbc news im Laura Trevelyan in washington. And, in london, im mike embley. The headlines mr president.
