One would think that, but this white house is not necessarily been so forthcoming when they have had covid i9 cases in their ranks. For example, in july, when cases in their ranks. For example, injuly, when the National Security advisor, robert obrien, tested positive, that is also a story we had to break. We heard from sources in and around the white house that he had in fact tested positive. This was a similar example today, when we had to find out from our sources that hope hicks had indeed tested positive for covid i9. This was not something that was proactively disclosed by the white house. She has been travelling on air force one. She has been in close proximity with the president , clearly. Iwonder, from a bloomberg perspective, do you also have a reporter travelling with the president s entourage at the moment . Yes, in fact, i was on air force one yesterday when hope hicks was on air force one yesterday. We are told there was no real, i was not in close contact with her, we are told there is no real issue there, but the white house official telling us that they have done contact tracing, they have done contact tracing, they have done contact tracing, they have determined who were close contact with her, and they are following up with those folks. But yes, bloomberg, we are travelling with the white house and the president every day that he is on the road. But when there is an instance that they think someone might actually be positive, they often follow up with what is called a pcr test, a test that goes out to a laboratory, it is considered a bit more accurate. It takes longer to process and get the results back. It is possible, we have not heard back yet, it is possible the president and first lady are undergoing an additional first testing step to determine whether or not they have the virus. Do we have any indication, if the first test is, lets say it is negative, what mr trump intends to do . Or can we assume that he will quarantine for 14 days now . That is also unclear, he said in dutch tweed that he is beginning the quarantine process , beginning the quarantine process, but the public schedule that the white house released, just an hour or so before that tweed had the president going to a political fundraiser in washington at his hotel tomorrow afternoon, before flying to florida to headline a political rally, and right now we are not being given any indication that schedule is changing. So while the president is saying he is quarantining, at least two different events will be putting him in front of hundreds if not thousands of people, and again on air force one. So we are still waiting to find out from the white house how they will be changing, if at all, the president s schedule. I feel like i am going to be asking you questions which you simply cant answer at this stage, but they are important questions nonetheless. Part of that is the tracing back to where hope hicks might have picked this up from, which brings into play possibly the Vice President , all of the top team, if you like. There is no limit at this stage as to who might have been caught up in this . Yeah, and does your report as mentioned earlier, hope hicks is maybe the closest aides to the president , somebody who has been with the president since his 2016 campaign. She is with him quite frequently. She said with him now, she is with maloney a lot. She is enclosed by 70 to many members of the presidency and the staff. Mike meadows, jared kushner, they we re meadows, jared kushner, they were among those who are travelling on air force one yesterday, and i cant say whether those were the folks that she was a close contact with, but those with the ten people that she is around typically. So this could have a wide ranging impacts notjust the president but also for the whole west wing, the whole us government. Nonetheless, jordan, there is a degree of recognising that sometimes, yes, i use a mask and i think it is appropriate, but i dont need to do a biden, to stand 200 yards away whatever he said, and hold it up as a big statement, in a way. I mean, thatis statement, in a way. I mean, that is an important part of his message, isnt it . A sort of sense of bravado and confidence in confronting this disease . Yes, the president has flouted his own governments guidelines on spreading the virus. He rarely wears masks in public. He doesnt really practice social distancing. He is doing these masked rallies. He is around staff all the time in close quarters. He has used this message, this cavalier attitude, as you said, to fire up attitude, as you said, to fire up his supporters. We are reopening the country, trying to get the economy open again. But there are real consequences do not following these guidelines and we are seeing this play out in real time, with one of the president s closest advisers getting the virus and possibly putting the president at risk. This is not just a health problem. This could be a National Security programme. That problem. If the president has to quarantine, does he have to step aside . These are all possible questions how the government could be confronting in the next days, depending on the results of that test. Exactly, is positive or if negative, the difference there is huge, isnt it . And the election is four weeks away. I know it is the wrong way around , weeks away. That is why the cdc is recommending people wear masks to try to prevent the spread, in case you are asymptomatic at the time that you have it, you are not spreading those germs to others. And for some reason, one reason or another, the white house staff, the senior staff, dont typically observe that guidance. I am going to throw you a curveball, but you are bloomberg, after all. I wonder what effect this might have on the markets, on a sense of isnt a sound economic competence . I mean, of course, again, it all depends on the test. If the president is found to be ill, i imagine it would have a huge effect notjust on the state of the race here in the state of the race here in the United States, National Security, but also the markets and the economy. That could be and the economy. That could be a huge, seismic event. We will have to wait and see how it works out. But the markets have been reacting so much to what is happening in the us, and what is happening in the political sphere, that of course that could only be a major event. We start in brussels, where the final round of brexit talks between the uk and eu is due to end later. Time to reach a deal on future trade is running out. The transition period, which has kept the uk and eu on existing trading terms, ends on 31 december. Uk Prime Minister borisjohnson has said any trade deal needs to be agreed by the european summit on 15th october if its going to be ready for the start of 2021. With three months to go, businesses still dont know what they are preparing for no deal, or a deal whose terms have yet to be spelled out. Lets get some reaction from the business world. It was always going to go to the wire, come what may, i suppose. But how do you feel about the prospects of a workable deal at this stage . I think to some extent it appears on how much that deadline hardens as we approach october 15 and also how much progress is done between now and then. I think weve seen so far that there is not going to bea far that there is not going to be a normal press conference scheduled out of this round of talks. That is what the news was yesterday. So maybe things are looking up, i dont know if we are at that tunnel stage yet, where negotiators tend to get into the landing zone. But were certainly hearing more positive voices than previously. One thing seems clear, there are one or two sectors who are getting increasingly upset, the car industry for example, discovering that some of their car parts mean i will not effectively be qualified as british made cars. I dont know if you would look at that as a negative, or an indicated that yes, deals are being done now . It is potentially an indicator were getting into final landing zone. I dont think we can face value that the car industry does not have it have what it wants. We dont see the details yet. But outside of a customs union, which the uk government doesnt wa nt to which the uk government doesnt want to be in, you have to prove that you can justify having continued tariff treatment. But its a com pletely treatment. But its a completely different situation for a lot of manufacturers in the auto industry, a lot of their cars are actually built with parts from the rest of the world and that makes it much more difficult to actually get the tariff free trade they want. The eu, as expected, is taking legal action against the uk over the breaking of the brexit deal, or at least one or two likely elements of it stop does that bother you at all . If not an academic exercise, it is clearly one which is going to go on way beyond a deal being done or not . Yes, it is bringing us into more of the litigation phase, so to speak. I think it depends on what happens with a trade deal. It is important to know that the infringement proceedings that the European Commission started against the uk, that happens fairly regularly, even against eu states, which is and still bound by eu law. The question is whether the trade deal becomes distinct from that kind of pursued by the European Commission, by the eu, doesnt become linked, or is it treated separately . That will be an interesting question in the months ahead. While we do not yet know what the final picture looks like, one message which seems clear, and our Business Editor simonjackson has seems clear, and our Business EditorSimon Jackson has been looking at this, is that businesses are going to have to have a base in the eu if they wa nt to have a base in the eu if they want to carry on working effectively across the channel. Imean, effectively across the channel. I mean, that is obviously extra cost, extra bureaucracy, and perhaps the sort of red tape that we all thought might be removed if the uk left the eu . There is a real risk that the numbers you reference, the Senate Republicans looking for a bill ofjust 600 billion, and the House Democrats going to 2. 2 billion, that is still a big gap on both notjust numbers, but also as House Speaker nancy pelosi was talking about, on values. This comes at a crucial time because the us economy, having rebounded pretty strongly over the summer, is just starting to taper off and show signs of running out of speed. I wonder what the markets will make of this . Steven mnuchin seem to be talking up the chances of an arrangement. Well, there has been a lot of talking up of an arrangement for the past three months, and i would say that the equity markets, if not beholden to the prospects of a second stimulus package, certainly have traded quite aggressively on briefing, counter briefing the white house and others on capitol hill. And look, in order to maintaina hill. And look, in order to maintain a positive rebound that has taken place in the equity markets, not just that has taken place in the equity markets, notjust in the us but around the world, i think with 27 million Americans Still claiming some form of unemployment assistance, another package has to be passed for that to continue . You talk about positives. We have the usjob you talk about positives. We have the us job figures coming out again, and they are expected to be pretty good . We are still going to see momentum, still going to see the best part of a million, may bea the best part of a million, may be a few more jobs added, over the past month. The issue is that we still have about 12 million fewer americans in work and before the pandemic hits. The problem is that what employers need is some idea of what demand looks like in the economy, the us economy after covid. The problem is there is still far too much disruption, far too many lockdowns, far too Many Companies cannot bring their walk for sparkle create newjobs. Their walk for sparkle create new jobs. It clears from parts of southern england, though, to further showers, and its windy with those strong easterly winds gusting on the south coast, perhaps nearer 60 mph at times, especially the coast of South West England, nearer70 mph in the channel islands. Now, for scotland and Northern Ireland, well, there are a few showery bursts of rain in north west scotland to the west of Northern Ireland to start the day.
