The state attorney general has said two other officers at the scene were not charged because they were returning fire. Breonna taylors boyfriend, who was with her in the flat, had shot at them as they broke through the front door. Our washington correspondent, aleem maqbool, reports. They are already starting to express their outrage at the news that police wont be charged with the manslaughter of Breonna Taylor. In march, the 26 year old had been in her own home after midnight when plain Clothes Police officers burst in on a drug raid. Her boyfriend, kenneth walker, a licensed gun owner, says he thought they were intruders and fired his weapon. They fired back at least 20 times, killing breonna. No drugs were found. 911, operator here. What is your emergency . I dont know whats happening. Somebody kicked in the door and shot my girlfriend. Breonna taylor after months of protests, the city of louisville paid a 12 million settlement to Breonna Taylors family, but they wanted the officers charged with manslaughter. A grand jury decided against that. According to kentucky law, the use of force by mattingly and cosgrove was justified to protect themselves. This justification bars us from pursuing criminal charges in miss Breonna Taylors death. Instead, one of the three officers involved was charged with a far lesser count of wanton endangerment. Youve heard the announcement. What do you feel . Angry, very angry, very upset. Basically, everything thats going on right now, im pretty sure a lot of people are let down by hearing what they heard. Ijust hope it doesnt rise into anger within ourselves, and we actually do hold peace. Protesters here feel its the decision not even to send these officers to trial for manslaughter thats made anger, perhaps violence inevitable. And speaking at a News Conference at the white house, President Trump was asked for his reaction to the events in louisville. A really brilliant Kentucky Attorney general, Daniel Cameron, whos doing a fantasticjob. I think hes a star. And he made a statement illjust read. Justice is not often easy. It does not fit the mould of public opinion, and it does not conform to shifting standards. It answers only to the facts and to the law. If we simply act on emotion or outrage, theres nojustice. Mobjustice is notjustice. Justice sought by violence is not justice. Itjust becomes revenge. I mean, i heard that, i said, write down for me, please, because i think it was a terrific statement. Hes handling it very well. You know who he is, right . I think everyone now knows who he is. I will be speaking to the governor, and we have a call scheduled to make very shortly with the governor. I understand hes called up the national guard, which is a good thing. I think its a very positive thing. And it will all work out. Many people already commenting. The scale of protests in this country has been worrying for a lot of people. They are concerned about what could happen as well. Donald trump keeps referring to the election asa keeps referring to the election as a contested election, which means he thinks it could be taken away from him without any evidence whatsoever. He says it could be kicked to the Supreme Court and he would expect the justices to rule in his favour. There is a lot of concern about is he going to accept the result if he loses, will he commit toa result if he loses, will he commit to a peaceful transition of power, he was asked that in the press conference. We will see what happens. You know i have been complaining strongly about the ballots and the ballots are a disaster. People are writing, do you commit to making sure there is a peaceful. Get rid of the ballots a nd peaceful. Get rid of the ballots and you will have a very peaceful. There will be a transfer, frankly, there will bea a transfer, frankly, there will be a continuation. The ballots are out of control. You know it. And you know who knows it better than anyone else does make the democrats know it better than anyone else. Just returning to the transfer of power issue, this is going to feed into a lot of peoples nervousness about november. That come november three, bear in mind the election is already under way because early voting is already under way, november three is more accurate to say as in person voting day, they are hoping that when it comes through it will be a decisive victory either way for donald trump orjoe biden and only when that happens, potentially then, will they see this transition of power peacefully, which is what people expect from the us. Tired, saddened, upset. Just a few of the emotions im going through right now, thinking of the family of Breonna Taylor, the people of louisville, and the people of louisville, and the people of louisville, and the people of this country what we to go through right now. What did you make of the presents response . It sounded like what i thought he would say president. I dont think the president really has much time or energy for trying to heal this country and its sad. It would seem very odd, think, for all sorts of reasons, but to people outside, particularly, because 12 million does not get paid out for nothing. Correct. The civil case, im glad they settled that, because at least Breonna Taylors family have something at this time. Amen, if they did not have the 12 million, you know, i shudder to think how they would be feeling right now. On the civil side they did get somejustice. Ive the civil side they did get some justice. Ive thought they deserve more, but they did get somejustice. But on deserve more, but they did get some justice. But on the criminal side they are not getting any justice. The attorney generals offers in kentucky is showing them that they dont really care about what happened to Breonna Taylor and that her life doesnt really matter and donald trump is doing the same thing. To be fair, it was all was going to be difficult to fight this in court. You would know better than me. But clearly, one Police Officer did go round the side of the building and shoot widely into dark and windows. Another Police Officer fired and emma because he had been shot at first, he was firing in self defence. Thats true. But he wasnt firing at Breonna Taylor in self defence. And to shoot that many shots when you one time, that is not self defence, that is reckless. That is what he is sizeable. But killing ron italia had some leon taylor, there was no evidence she had a gun or any kind of weapon. She should not have been shot out at all. The fa ct have been shot out at all. The fact that they were not indicted, or officer haggerston wasnt indicted for the killing of Breonna Taylor says a lot, because Breonna Taylor is the person who was killed and we wont get to see any evidence of what happened, what the officer was thinking, what went through his mind, what he discussed with his fellow officers, what shots were coming, we wont get to hear about any of that because they we re about any of that because they were not indicted with anything related to the murder of ms taylor. Clearly the raid was ill prepared, misconceived, taylor. Clearly the raid was ill prepa red, misconceived, the police had, frankly, wrong intelligence. What is your reading of the confusion at the door . Police say they kept saying very firmly we are the police and break down the door. Many neighbours had nothing and leon taylors boyfriend said he had nothing and that is why he fired when his door was broken in. Breonna taylor. This is why we indict people when we have trials. You do that so that you can hear all the evidence. So the Police Officers can talk and tell and testify about what happened and what they saw and felt at that time. When you have no trial then you dont get to hear the evidence, you dont get peoples sworn state m e nts dont get peoples sworn statements on the stand and so we just statements on the stand and so wejust get statements on the stand and so we just get the Police Officers account of what happened and we dont get to really hear, they dont have to present that to a jury of their peers and stand trial and we just dont think that is fair. In this country and many countries around the world, those people should be put before a jury and a jury should before a jury and a jury should be able to decide that. Once again we have seen a miscarriage of justice me. Once again we have seen a miscarriage ofjustice which is the direct result of america plasma criminal justice the direct result of america plasma criminalJustice System being broken. There are a number of problems which took place in regard to this case and you heard all of them come forward when Daniel Cameron did his press conference this afternoon. You heard about the lack of transparency which american citizens have been waiting on edge, notjust here but across the world, to find out what exactly was going on and what was the delay keeping us and what was the delay keeping us from getting the information that we needed to understand exactly what was taking place as part of this investigation. Then you heard about the confusing charges that were filed against one of the three officers who are ultimately there that evening and responsible for Breonna Taylors but what you didnt hear was that you didnt hear any conversation about an investigation into the Actual Police work which led to the warrant, which led to the actual intrusion where Breonna Taylor was ultimately clear old so there was been an incredible sense of lack of transparency that has been coupled with a lack of accountability because there was a dead black woman who did nothing but we are told by the Justice System that no one is responsible. by the Justice System that noone is responsible. I think everybody will have enormous sympathy with what happened to Breonna Taylor but it was a lwa ys Breonna Taylor but it was always going to tricky, wasnt it, legally, given the Police Officer who fired the bullets to kill her was firing in self defence. Whatever the confusion of at the door, there was another officer going around the building, firing into darkened windows but it wasnt his bullets that killed her. Given the fact that you just mentioned, yes, ithink given the fact that you just mentioned, yes, i think there are going to be challenges with this case but looking at kentucky law, there are six different homicide statutes which Daniel Cameron had at his disposal to be able to present to the grand jury. Based on his conversation today with the media at the press conference, im not confident he presented any of them, but even the reckless statute which i think would have been able to add a minimum to allow for some level ofa minimum to allow for some level of a homicide charge to appear on that environment but again, i want to stress that Daniel Cameron ducked the question of what the investigation is into the police work that led up to this to begin with. We do have a 12 million settlement so that suggests some wrongdoing took place and at minimum, there was some negligence on behalf of the Police Department and kentucky so i dont want to suggest or concede this point that while its going to be a ha rd that while its going to be a hard near impossible thing to get done in the first case, i do think there were some challenges and ultimately the fa ct challenges and ultimately the fact that there was not a homicide charge on this indictment is a miscarriage of justice not only to Breonna Taylor and her family but to the country at large. Charles, we are seeing live pictures coming in from louisville, clearly some many very angry people there. I assume they and you think the best chance the weight will change Police Approach to this kind of situation is precedent. But there is a chance that protests like these feed into President Trumps agenda. He is positioning himself as a law and order candidates. That is and order candidates. That is an interesting point and raises an interesting point and raises a lot of the nuance with these protests. What you have to realise it that a lot of the protests that have ta ken place have been peaceful, notions of these destructive protests that have been disruptive, destroyed property, of harm to people, get involved and engaged in the manner that we are complaining is problematic. Those are a sideshow that has been advanced to suggest, this is why we need this, this is why we need this access force, this is why we need this huge presence of police in these situations when the reality is the overwhelming majority of protests have been com pletely majority of protests have been completely peaceful and within the law so that is a red herring that the president has used to distract people from the fact that this is actually legitimate, peoples complaints, these are legitimate complaints that are founded, well evidenced, and the narrative if you will around these people being a mob, they are unruly, they are unjust, just seeking to destroy, actual chains taking place, that is a false narrative used to advance a political object. Even in the sunshine, itll be a cooler day than weve become used to. We had plenty of showers, though, through the day yesterday. That was whitby in north yorkshire. Plenty of sunshine, that said, for parts of Northern Ireland and scotland. And so, where weve had the clear skies, the starry skies through the night, temperatures will start the day close to freezing in the glens. But across eastern england, weve had a bout of heavy rain and strong winds. Those are starting to clear out into the north sea, but hot on their heels another area of low pressure which will cross england through the day. So, again, a spell of heavier rain sweeping its way northwards, Gale Force Winds picking up following to push in or usher in clusters of heavy showers with hail and thunder in their midst. And this rain could get stuck in some areas. And even to the south of it, given that therell be stronger winds, gusts up to 60 mph in exposed coastal areas that could cause some local damage, with gusty winds inland as well. Only 15, i think, the high, compared with the 21 that we had yesterday, and some real downpours around. And cold if youre stuck under this rain band in the north east, possibly southern scotland, even parts of Northern Ireland, although the majority here having dry and sunny weather and so, too, for the north and west of scotland. But only 11 12 degrees, a far cry from what weve become used to in the last week or so. Therell be plenty more showers following as we go through the night, and again itll turn chilly under the clearer skies further north. But i think friday will feel chillier still for many of us, and thats because of a change in wind direction. Weve pulled the low pressure away into the north sea and the low countries, and instead we get this northerly wind. Weve got High Pressure starting to move in from the west, which will quieten the shower activity down. It wont be dry altogether. Well still see some in western areas. We could have almost Gale Force Winds down the north sea coasts, bringing in rain to lincolnshire, east anglia and the south east as well. So, it will feel chillier, distinct wind chill in this part of the world as well. But some sunnier skies prevailing further west eventually, and those will prevail through the weekend potentially with that area of High Pressure continuing. Although near the north sea coasts, theres always the chance of brisker winds ushering showers, possibly even longer spells of rain at times through saturday and sunday.
