Afghanistan, using Solar Technology to increase the yield of their crops and the worlds supply of heroin. Hello and welcome to the programme. The total confirmed number of covid 19 cases worldwide has now reached more than 16 million. The number of new cases has gone up than 16 million. The number of new cases has gone up by1 million injust four new cases has gone up by1 million in just four days. In the last 2a hours there have been more than 55,000 new infections in brazil. United states are still the hardest hit states are still the ha rdest hit country, with 53,000 new cases. Infections have risen rapidly in india to more than 118,000. We will have more than 118,000. We will have more on those figures in a few moments. But first, a prominent microbiologist who diagnosed early coronavirus cases in china has told the bbc he believes local officials covered up the scale of the initial outbreak. Professor kwok yung yuen, who was part of an Investigation Team in wuhan injanuary, an Investigation Team in wuhan in january, says an Investigation Team in wuhan injanuary, says there would gaps in the action taken and a relu cta nce gaps in the action taken and a reluctance to acknowledge the number of cases. Carrie gracie reports now on whether chinas response to the crisis contributed to the global crisis. Last december people started turning up in hospitals in wuhan with a mystery pneumonia. For three weeks, from the end of december, Chinese State media played down the risks. They said there was no reason to suspect the virus was transmitted through humans, and no medical personnel had been infected. On the 12th of january, hong kong doctor, kwok yung yuen, diagnosed a family with coronavirus in shenzhen. The eminent microbiologist knew family clusters signalled human transmission. I have the experience of diagnosing cases in shenzhen, and i know how efficiently the virus was spreading, and i know that it is acquired from hospitals, and i know that it can go with people by flights, on one city to thousands of miles away. Professor yuen immediately alerted officials in beijing, but china did not tell its public or the rest of the world for a critical week, in which the virus was free to spread inside the country and beyond. On the 18th of january professor yuen joined a team of experts in wuhan. He learned the market initially blamed for the outbreak had been disinfected before samples could be taken from all the animals. When we went to the wuhan Seafood Markets, of course, there was nothing to be see because the market was clean already. You may say that the crime scene is already disturbed. Because the Seafood Market was cleared we could not identify animal hosts which is giving the virus to humans. Professor yuen helped identify the sars virus 17 years ago. Back then beijing withheld information for four months. The response was faster this time but he says wuhan officials were slow to admit Rising Patient numbers and infections among medical staff. I do suspect that they have been doing some cover up locally at wuhan. The local officials, who are supposed to immediately convey information, has not allowed this to be done as readily as it should. For three weeks, beijing had silenced frontline doctors but onjanuary 20, it sighted the evidence from shenzhen and wuhan, to acknowledge what many had warned from the start. Three days later wuhan was locked down. China says it has been open, transparent and responsible and its firm measures bought the world time, but researchers now say, if lockdown had happened sooner, the vast majority of infections could have been prevented. Carrie gracie, bbc news. Thats carrie gracie. China insists it has been open about the virus from the start. You can see carrys panorama tonight on bbc one in the uk at 7 30pm. In the meantime, we talk to paul hawkins was here to talk about the latest coronavirus figures. They are worrying figures. Very worrying indeed. Was most worrying about these figures is this pandemic is clearly accelerating whats. If we look at the overall number of confirmed deaths around the world, 16 million, from december to january up to the start of july, you are looking at around 10 million confirmed cases around the world and then, for the past, this month alone, you are looking at 5 6 million confirmed cases and then in the last four days of1 million confirmed cases. So clearly there is a steadily rising trend and this month it really shoots up. And were only talking about confirmed cases. Many countries are treating people who are showing symptoms, they are not looking at asymptomatic people. And of course many people have limited testing. So the figure could be a lot higher. And what we know about the countries in terms of where they stand in terms of the numbers of deaths and cases . No surprise there. The usa tops the list. It has 25 of the worlds confirmed Coronavirus Infections, that is for. 2 million. It also tops the list for confirmed deaths around the world, hundred and 47,000 around the world, hundred and 117,000 deaths in the us. That is one for of the world total stops second on the list is brazil. Two million confirmed cases. 87,000 deaths there. And in india will1. 3 cases. 87,000 deaths there. And in india will 1. 3 million confirmed cases, 32,000 deaths. These absolute figures. If we look at the countries with the highest number of deaths and pedals population, you flip the figures around, held him as top with 85 fatalities per 100,000 inhabitants and then you have written with 67, spain, italy, and then sweden. 0k, thank you very much indeed. Britain. Paul hawkins. The decision to introduce new quarantine requirements for people arriving in the uk from spain could leave some firms unable to survive. They say tourists could be worried about quarantine is being imposed suddenly in other countries. The balearic and Canary Islands are trying to negotiate an exemption, saying the Coronavirus Infections there are Coronavirus Infections there a re lower Coronavirus Infections there are lower than in spain and the uk. A ceasefire between ukraines Government Forces and pro russian separatists in the east of the country went to effect a few hours ago after the president s gave theirjoint support to it during a phone call on sunday. Conflict between the two countries began back in 2014 after russia annexed crimea. More than 13,000 people have died. Michael carpenter is the managing director. He was the managing director. He was the Deputy Assistant of defence with responsibility for russia and ukraine. He is in washington. Thank you for joining us. How confident are you this ceasefire is going to continue . Unfortunately i am not that optimistic, not only because this is about the 20th ceasefire the last major in the war when russia and ukraine in fa bry war when russia and ukraine in fabry 2015, but also because tensions over the last few weeks have been rising between russia and ukraine with president putin having called for massive snap exercises of his military in the western and Southern Military of russia on july 17. These are really large scale snap exercises involving about 150,000 large scale snap exercises involving about 150 , 000 troops, about 400 tanks, over 100 combat aircraft and warships. They are really big and the reason for these exercises is to Counter Terrorism from the south west. There is not a whole lot of terrorism that is large scale nature that would require hundreds of tanks and aircraft to confront, and so it is not hard to see that this is intended to intimidate ukraine, which is why i think the president has elected for this ceasefire is a chance to try to simmer things down. I am not optimistic however that it will hold because these ceasefires have never held in the past. And what do you think needs to change for a ceasefire to hold for this pattern to be broken . The structural realities of the conflict, it is really a war, not a conflict between russia and ukraine. They are such that president putin controls the bulk of the fighting forces in eastern ukraine. There are Russian Regular forces, there are russian intelligence agent, and they maintain pretty tight command and control over the proxy forces in the field, and so the conflict is really president putins to escalate or de escalate as he sees fit. The reality is we want to gain control over ukraine, over its government in kyiv, and he is not likely to de escalate and to give ukraine what it wants, which is a ceasefire and an end to the tensions in the in and to the tensions in the in and to the tensions in the in and to the killing of over 14,000 ukrainians dead in this war, u nless ukrainians dead in this war, unless he receives something in return, and it is control over ukraine. Without that, it is ha rd to ukraine. Without that, it is hard to see how the kremlin backs down given the investments it has made in this war so investments it has made in this warso far in investments it has made in this war so far in terms of the number of troops that have been deployed, in terms of the cost, and in terms of russias stage in the world, and the sanctions it has had to bear as a result. How encouraging is in that the president s had a phone call together, a phone conversation together . Those phone conversations are fairly frequent, and so i wouldnt read all that much into it. It was in advance of a ceasefire, and asi was in advance of a ceasefire, and as i said earlier, my sense is that president zelensky was very worried by these are snap exercises and by the tensions that had been building between the two countries. Earlier this month there was a case of a ukrainian soldier in the dead zone between the two front lines who was trapped by an unexploded device that detonated when he stepped onto it, and he was wounded, and then a combat medic went in, and when that ukrainian combat medic went into this sort of dead zone between the two fronts, he was shot at by russian snipers and killed. That was really sort of a signal that things were spiralling a bit out of control. Again, ithink zele ns ky control. Again, ithink zelensky called putin to try to de escalate tensions, but clearly, the kremlin has other things in mind. They want a signal that the ukraine is in the crosshairs and they have built upa the crosshairs and they have built up a sizeable force on the ukrainian border, about 28 battalion tactical groups, which is approximately 90,000 Russian Troops poised on the border, and waiting to pounce if the opportunity arises. So this is farfrom if the opportunity arises. So this is far from settled. What about the International Community . What is its rule not rolling all this, pressuring or not . What is its role in all this . Sanctions have been adopted by the us and eu that have remained in place for six years. However, those sanctions are not changing in the calculus for mr putin does not change either. He is willing to accept the diminished gdp that results from those sanctions, anywhere between one and maybe 1. 5 at most, but hes willing to bear the cost in to try to gain dual political control of ukraine, to keep ukraine with wouldnt with what in he calls his fear of privileged interests. That dynamic will continue in full. Michael carpenter, thank you so much for taking the time to talk to us. My pleasure. A new study has revealed that afg ha n new study has revealed that afghan opium farmers have switched to Solar Technology in massive numbers over the last five years, and in the process, have significantly increased the worlds supply of opium. You may be surprised by the choice of power supply because these days afghan opium farmers choose solar power. Each of these stacks contains hundreds of solar panels. There are thousands for sale in the market. The switch from diesel to solar on afghan opium farms has been incredibly quick. 2014 it started to be introduced among the farmers. It was 2017 that we had unprecedented level of in afghanistan, so within three years, it spread quite massively. 80 years ago, this was desert land not a few yea rs was desert land not a few years ago. There is now plenty of water to irrigate the crops. Here in the uk, Richard Posner company specialises in analysing satellite imagery. He says virtually every opium farmer in the south west of afghanistan now has an array of solar panels. There is a couple up solar panels. There is a couple up here. The effect on opium production has been dramatic. The helmand valley is the heart of the afghan opium industry, just watch how the farms spread out into the desert. The light of the green, the healthier the crop. In five years, the area under cultivation has doubled and continues to grow. And look at this. Un figures show opium production has also increased dramatically. In 2012, opium production was 3700 tons. But look at that. By 2017 it has reached 9000 tons the biggest opium harvest in afghan history. In september, lessees 1. 3 tons of heroin worth an estimated £120 million. The uks largest seizure. There was high unemployment and cheap afghan heroine had just started to come onto the market. Dave and his colleagues are worried that we could soon be facing the same toxic combination thanks to solar power and the coronavirus. He worries another spike in heroin addiction and therefore crime is on its way. Goodbye for now. Hello. Its been a fairly mixed weekend of weather, and we start the new working week on an unsettled note. Weve got some wet and windy weather around during the day on monday. But after that clears away, the middle of the week does look quite a bit drier and brighter, and then things are set to turn quite a lot hotter, especially in the south, as we head towards the end of the working week. But for the here and now, we have got low pressure thats moving in from the atlantic. Its already brought a lot of rain through the night. Were going to continue to see this area of low pressure on monday pushing its way northwards and eastwards, bringing rain to many parts of the uk. Heaviest monday morning across parts of wales, northern england, southern scotland and Northern Ireland as well. Fewer showers down towards the south east of england. Mostly dry for a time here. And for the north west of scotland too, weve got some dry weather on the cards. That rain will gradually push eastwards to be replaced by some drier, brighter spells coming in from the west. Temperatures only about 14 to 21 degrees, but feeling colder when you add on the strength of the wind. Its going to be a windy day, especially in the south and the west too. Gusts of wind about 30 40mph, Even Stronger than that in the south west. So, blustery, wet conditions through much of the day on monday, but that area of low pressure clears away relatively quickly overnight as we head on into tuesday. So, tuesday brings quite a fresh north westerly wind. Itll be a day of sunny spells and scattered showers. The majority of those showers will be across northern and western parts of the uk. Fewer showers in the south and the east. Temperatures still not great for the time of year, about 14 to 20 degrees through the day on tuesday. Those showers that weve got on tuesday should die away fairly quickly overnight into wednesday because theres a ridge of High Pressure thats moving its way in from the south west. So, that will quieten the weather down, squeeze those showers away. A largely drier picture through the day on wednesday with some long spells of sunshine for many parts. Through the day, the cloud will tend to build and bubble up, and theres just the chance of the odds splash of light rain in the west, affecting perhaps Northern Ireland and western parts of wales too. In the sunshine, wednesday looks a little bit warmer than tuesday, so highs about 17 to 22 degrees for most of us. Moving through then into thursday, and you can see this approaching warm front here. That is going to be introducing a much warmer air mass, particularly in the south. The weather front itself could bring a bit of rain to Northern Ireland and scotland, but look at those temperatures. We could see 30 celsius in the south by the time we get to friday. Bye for now. This is bbc news, for the latest business had nines for viewers in the uk and around the world. British holidaymakers must now quarantine for 14 days because ofa quarantine for 14 days because of a spike in cases there. As the us economy reopens, politicians argue over whether or not its the right time to cut back on financial support. And junk food advertising goes ona diet and junk food advertising goes on a diet in the uk as a country looks to tackle its growing obesity problem. Hello and welcome. The Worlds LargestTour Operator has cancelled all mainland spanish holidays until the ninth of august. The move comes after the British Government imposes a14 the British Government imposes a 14 day quarantine for anyone arriving in the uk from spain due to the rise in covid 19 cases in the country. Spains foreign minister incest the country is bringing several coronavirus outbreaks under control and it is safe for tourists to visit. What about the Economic Impact of all of this . Lets talk to simon france, chief economist. We have talked about the Economic Impact of so many aspects of covid 19, but this to ing and fro ing, there is bringing in quarantines, fro ing, there is bringing in quara ntines, taking them fro ing, there is bringing in quarantines, taking them away, it must be having a severe detrimental impact on the tourism economy . Absolutely right. The tourism economy in spain is equivalent to around 1 euro in every seven spent, about 15 of gdp. You are right, the uncertainty over the policy environment for the rest of the crucial Summer Season is going to have a Chilling Effect on bookings. We know that. But also, those who have taken the attempt to get to spain over recent days, and a finding their return disrupted by 14 days quarantine, this collectively disrupts and spreads the news to have a further downward impact on the Economic Impact to the spanish economy. In the uk, not only travel companies but other companies connected to the travel industry are going to see their business suffer, and they will have a knock on effect on the wider economy, surely . Thats right. Certainly in the travel industry, having to ta ke in the travel industry, having to take a view volume drops Going Forward across the supply chain, notjust Going Forward across the supply chain, not just the Going Forward across the supply chain, notjust the operators, there is a whole supply chain there is a whole supply chain there of interdependent companies, and if they are concerned on the outlook, not just its gradually improving but it will potentially go into reverse , but it will potentially go into reverse, maybe not once, maybe not twice, then Economic Impact of two lockdowns or two changes of two lockdowns or two changes of policy is appreciably greater. Firms are having to face two restart costs, and those of the things that are real impediments to Economic Activity. When are we going to get a real idea, a proper sense of the Economic Impact of covid 19 on the uk . Of the Economic Impact of covid19 on the uk . So far, we are relying on faster indicators, google mobility data, restaurant bookings, the tone of Economic Data are that traditional economics will dismiss, and wait a little bit longerfor dismiss, and wait a little bit longer for official output data, the quarterly gdp data we are more familiar with, but it has to be said, at the moment, the faster indicators are suggesting that the uk economy is Something Like 15 20 below its quarterfor 2019 is Something Like 15 20 below its quarter for 2019 output. But that is using those faster indicators that are untested, so we will have to wait for the quarterly output later on in august, the second week of august, the second week of august before we start to calibrate quite how well the Second Quarter is for the prospects of the second half of the year. As always, lovely to talk to you. Millions of americans could see a dramatic cut to Unemployment Benefits if the federal government does not act in the next few days. In the us cares actor signed back in march gave out of work americans an extra 600 each week. That benefit expires at the end of the month. Losing that additional income will be a blow not just that additional income will be a blow notjust of those receiving it but to the whole us economy, as the bbcs business corresponded reports now. More than 30 million unemployed americans are getting an extra 600 each week in benefits stop without one in five us workers. This woman is a music merchandising tour manager. My income has been zero, for the second pandemic started and the Music Industry shutdown. What has been keeping him afloat is the payment from the government. I cant even explain how much of an impact it had on me because it is something i needed, to do groceries, rent, car payments, ceuphone groceries, rent, car payments, cellphone payments. A fight didnt washington to change that study the extra money is about to disappear at the end of the month unless congress renews it. For those who depend on these checks, its frustrating. How will you cope . That is something i have been thinking about for the last month, and their inability to act efficiently is very telling of how they feel about people that need this money. The additional money is notjust helping him, it is helping the economy at large, allowing unemployed workers to keep spending. Two thirds of all Economic Activity comes from consumer spending. Of the payment were to disappear entirely, it could lead to a 2 reduction in gdp. Republicans are unlikely to extend it at its current level. They want to write smaller checks, arguing the extra cash discourages americans from finding new work. Brandon, who makes more on unemployment that he did as a cook says those fears do not reflect the reality on the ground. We cant get a normal job now, it is dire and depressing, but its true. I know a lot of people, everyone is depressed, anxious, there is no hope for the future, were just sitting inside a house all day for something to change. With the virus resurgent and reopening is on pause, Economic Conditions are deteriorating. With millions of americans out of work and many more in danger of work and many more in danger of losing theirjobs, lines at food pantry like this one in brooklyn are getting longer. Congress looks unlikely to act in time. The extra Unemployment Benefits, a lifeline for many americans, will and at least temporarily, and more and more American Workers will struggle to feed their families. Joining me now from temper in florida is chris campbell, the chief strategist. Thank you somewhat forjoining us chief strategist. Thank you somewhat for joining us here chief strategist. Thank you somewhat forjoining us here at bbc news. Festival, this policy ends at the end of the month. Do you think it is likely we will see the government extending it . I think it is 100 chance it will be extended, tomorrow, monday morning in the United States, the republicans, the trump administration, the Upper Chamber will be unveiling their wish list for what a fourth or fifth round of coronavirus funding would look like, which will include an extension of Unemployment Benefits. It will be reduced, from the 600 payments, which is more money than most people make at the very low end of the economic scale, and that will be replaced with a 70 of income support forjobs replaced with a 70 of income support for jobs they had replaced with a 70 of income support forjobs they had prior to the covid 19 crisis, economically, as well as a direct cash payment of 1200 for those people in the United States with other lower scale income. What is the answer then . How do you stem the tide of jobless claims then . How do you stem the tide ofjobless claims in the us . The reality is in the real a nswer the reality is in the real answer is they have to get a vaccine. We have to reopen our economy and the best way to do thatis economy and the best way to do that is trying to find some way of making sure that we can do so in of making sure that we can do soina of making sure that we can do so in a very safe manner. Another thing that is very important and will be unveiled tomorrow here in the states is there will be a series of Liability Protections so that businesses here in the United States can reopen without the fear of being sued, which is causing a lot of companies a pause, to try to find ways to get them people back to work safely, but also make sure they do so ina safely, but also make sure they do so in a matter that will make sure that they dont get sued because they have reopened. So, we can go on and on about what this new bill will entail, but its important to note, the bill as it is, rolled out tomorrow, it is not the last and of the vine. They still have to negotiate with house democrats, which will then make some of these things change, which may bring up the Unemployment Benefits, which the democrats want, maybe we can spend the Liability Protections, but one thing is certain, there will be a direct payment, likely and honest to all americans who are below 100,000 capability in the United States, of 1200 you talk about waiting for a vaccine but that could take time, a dinnertime, irreparable is the damage to certain parts of the economy that are hardest hit . The economy is extremely resilient and the American People are very resilient to. But there is no question that a forced closing of the us economy will be very difficult. It doesnt matter who you are, its not just the United States, in the uk, and in europe, and in asia, those countries that have had to force their economy close, there will be impacts. Later this week we will see gdp numbers for the Second Quarter unveiled by the us government, many people expected to be a very significant, dramatically negative number, and it will be a lagging number, and hopefully the Third Quarter will be more positive, but there is no question when economies are forced to close, and surely when the United States, when the consumer does not spend as much because they cant go to the retail shops, it will cause a significant Ripple Effect around the world. Chris campbell, good to talk to you, thank you for taking the time. The uk plans to ban tvjunk food adverts before 9pm, and and buy one get one free deals on unhealthy inability to tackle obesity. The announcement comes amid growing evidence people who are overweight or obese are at greater risk from coronavirus. The countrys food and drink federation have described the expected move as a slap in the face for the industry. Tv networks have what it will hurt their advertising revenue. Joining me now is sanchitjain of enders analysis. Hes been looking intpo the issue of a ban on tv junk food adverts. Let me ask you, how much more can the Media Industry take . It has been hit already by a fall in income and if this were to go ahead, it will be devastating, isnt it . Yeah, the broadcast and Advertising Industry is reeling from the impact of coronavirus. Already, having lost many millions of pounds with itv, earlier on this year announcing a decline of 42 in their annual revenues. Its really a case of why, why should they be facing a decline rather than how much more can they take. The answer to that is i dont really think they should be taking much more, i dont think there is a reason for them to be suffering further declines as a result of this. What you think is going to happen . Will it work, banning junk food ads before nine oclock . We have seen a steep decline in the viewership for people actually viewing tv and the majority of viewership is moving online. Forjunk food adverts to actually be banned on tv is going to be an irreleva nt on tv is going to be an irrelevant symbolic gesture that will not actually lead to a reduction in obesity as the government hopes. Particularly as the majority of the viewers shift online where regulation is less stringent than it is on tv. What about healthier food adverts . Do those healthy Food Companies not pay enough to tv companies not pay enough to tv companies for their ads . Is that where the problem lies . They do. But they are not going to just take over the amount that thejunk to just take over the amount that the junk food company is going to take away. Broadcasters do plenty to promote healthy lifestyles, so it will be a loss, it will be a net loss rather than an again asa net loss rather than an again as a result of adding healthy food advertising to replace junkfood advertising. Is not the first time a government has tried to bring in their span. It has been batted away by various people, how likely is it . That this ban will happen this time . We are seeing renewed push from the government, particularly given the link between coronavirus pandemic and obesity acting as a comorbidity factor. It seems like the government is looking to do something this time around, and many governments in the past have just passed the buck, but it would be misplaced, putting a ban on tv advertising, and a Lifetime Programme such advertising, and a Lifetime Programme such as advertising, and a Lifetime Programme such as henry in leedsis programme such as henry in leeds is the way forward. One of the last remaining stars from the golden age of hollywood, Olivia De Havilland, has died. She was 104. During her career spanning several decades she appeared in films including gone with the wind and became an heiress, which led to one of her two oscars. Our correspondence looks back at her life. Despite its controversial depiction of race and slavery, gone with the wind is seen as a hollywood classic. As the virtuous melanie, opposite vivien leigh as the wayward scarlett, Olivia De Havilland won an oscar nomination. What a lovely dress, scarlett, darling. India wasnt able to come tonight. Olivia de havilland herself stood back from hollywood in the 1950s, but not before her talent had made an indelible mark. Olivia de havilland who has died at the age of 104. Now, how much do we know about the source of spains new coronavirus outbreaks . Here is our science editor. A lockdown, strictly enforced, seemed to work well in spain earlier this year, because numbers came down dramatically. But since then, the coronavirus situation has changed. Whats happening now is that there are spikes in different parts of the country. In catalonia, for example, home to barcelona and costa brava, there have been more than 8,500 cases in the past fortnight. But other areas are doing much better. The balearic islands, including majorca, have had just 92 cases over the same period. So how does spain compare with italy and other countries that are popular with tourists . Well, after a big rise, italy is now down to a few hundred cases every day. Theres a similar pattern in france, though its infections are running at about 1,000 a day. By contrast, spain, with the recent rise, is now running at about 2,000 infections every day. So the risks of a resurgence are very real. So would it help to do more tests for coronavirus at airports as people arrive . In france, theres mandatory testing at airports for anyone arriving from a high risk country, including the United States and brazil. In germany, there is voluntary testing at airports, though it may become compulsory because there are doubts about people sticking to the 14 days needed for self isolation. In the netherlands, they are trying a more targeted approach. Anyone arriving from a very specific high risk area, including the city of leicester and several regions of spain, will be asked to self isolate. So, as the virus keeps circulating, there are bound to be more spikes and changes in the way we respond to them. That is it from me. Thank you so much for your company. Goodbye. Through the day, the cloud will tend to build and bubble up, and theres just the chance of the odd splash of light rain in the west, affecting perhaps Northern Ireland and western parts of wales too. Good morning. Welcome to breakfast with dan walker and louise minchin.
