The European Commission wants much of that money to be distributed to the worst affected countries in grants, but sweden, denmark, austria and the netherlands say it needs to be paid back. Locals on the beach in barcelona are set to be joined soon by international tourists, but the question now is whether the eu can come together to agree a coronavirus recovery plan. It is known as the next generation eu fund. And a sign of the times, leaders wont come to brussels in person, discussions will be held by videoconference. Proposal is to raise 750 billion euros through Financial Markets in an attempt to revive the economy. 500 billion of that will then be distributed as grants, the remainder in loa ns. As grants, the remainder in loans. The german chancellor warns swift action is needed. Translation pandemic and the economic downturn connected to it are the biggest challenge in europes history. Are europe will master this crisis compared to other regions of the world will decide on the prosperity of europes citizens and europes role in the world. But there is opposition in sweden, denmark, austria and the netherlands. They are against the idea of countries being given grants, saying any money should be paid back. The European Commission is wanting this unprecedented crisis demands an unprecedented response. Cornelia meyer is an economist and ceo of mrl corporation, we can speak to her in bern, switzerland. Good to see you. The initial drive towards this summit was, we have to get a deal here and now. All the officials seem to be saying in their briefings, not a chance. What do you think . I think, not not a chance. What do you think . Ithink, not this not a chance. What do you think . I think, not this time but they will get there because they have two. You heard the Prime Minister of one of the frugalfour, Prime Minister of one of the frugal four, the netherlands saying eventually we will have to get there, and obviously the frugal four are to get there, and obviously the frugalfour are against to get there, and obviously the frugal four are against the neutralisation of debt, which this essentially is, they are against this being grants, but they have already come a long way, if you look at, its now going through the annual financial framework, through the eu budget, so it is not a neutralisation of debt and if you have a debt it is getting tricky because if you are italy and your debt to gdp ratio is 130 , or grease 180 , there is no headroom left because really, under eu guidelines, you should have 60 , so i dont see any way to get around it than distributing it as grants. I think they will get there. Good chance, because the former most frugal country germany has teamed up with france, with Emmanuel Macron in terms of saying we need to get this done, otherwise we risk the cohesion of europe. Presumably those frugal four and presumably some other countries are going to say there must be very strict conditions on how you use this money and what you do with your economy and the process , do with your economy and the process, what your policies are, they have to work. Process, what your policies are, they have to worklj process, what your policies are, they have to work. I think thatis are, they have to work. I think that is right, and that is the horse trading that is going to go on because everybody agrees you cant ask grease to take on more debt that has to be repaid and then have a 200 debt to gdp ratio. That wouldnt work. But i will say, it has to be used for healthcare, that could be very, heavy Strings Attached and that is right. If you get a grant, you should have a string attached to it. Very briefly, this is another videoconference. You cant resolve this without face to face, can you 7 resolve this without facetoface, can you . Ithink you can but it will take a lot longer. Lets say Angela Merkel cant take Emmanuel Macron on the side and they can have a little bilateral on the side, these bilateral take longer because they have to be scheduled telephone calls, they are more formal, you probably can get it done, it would be much, much better if you could do it face to face but it will ta ke do it face to face but it will take longer. That is why i have a lot of sympathy if somebody says no chance now. Thank you very much indeed. The australian Prime Minister says a major cyber attack is under way against australia targeting government, industry and political parties. Scott morrison says a sophisticated state based actor is behind the attack but didnt say which country was responsible. Mr morrison told a News Conference in canberra that the intrusions had been intensifying in recent months. This activity is targeting australian organisations across a range of sectors, including all levels of government, industry, political organisations, education, health, essential Service Providers and operators of other critical infrastructure. It is a sophisticated state based cyber actor because of the scale and nature of the targeting and the tradecraft used. Those who are engaged in this are not doing this to help us thats certainly not their intention and so, you could describe it as malicious. Lets get more from our correspondent Shaimaa Khalil who is in sydney. He recognised there arent many state who could work at this level, but he is tiptoeing around any names. What wasnt clear was why the leadership decided to make that announcement today at this moment, even though this has been happening for months. He has made a similar announcement earlier last year but as you said, he refused to name names. He was specifically asked about the country that almost everybody was thinking about, china, and he refused and declined to comment about that. We do know, though, that relationships, the relationship between canberra and beijing as atan between canberra and beijing as at an all time low, especially after australia sided with the United States and asking for independent enquiry about the origins of the coronavirus which of course was detected first in china late last year. Beijing at the time dismissed it, saying it was politically motivated and very soon after that imposed tariffs on australian barley, stopped beef imports and then recently it cautioned chinese citizens from coming to australia because of racist attacks, and the Prime Minister at the time then responded with an intensifying rhetoric saying he is not going to give in to beijings coercion. Until Scott Morrison actually comes out and says china it is hard to say 100 that this is behind it but we do know that australia has chosen this moment where its relationship with its very powerful trading partner is tense, to say that it is under cyber attack by a powerful country. The radar picture on thursday shows just how wet it was across england and wales. The heaviest rain really working into southern wales, where we picked up 50 millimetres of rain through the day in st athan, and down on the south coast. Take a look at this weather watcher picture. This is in fact a waterspout. You can see a little bit of sprayjust being whipped up off the sea there. So we had all kinds of weather around on thursday, and that same area of low pressure remains with us over the next few hours. So, we have got more rain to come wales, south west england. The rain moving back into central, southern england, the south west midlands. Wet weather moves across Northern Ireland, and there will be some rain for a time in Northern England and southern scotland as well. So, rain at times probably best sums up things. As we head into friday, though, our low pressure is going to be tending to ease away quite quickly north westwards, with the rain then getting shoved northwards. So most of us have a cloudy star to the day. Rain across wales, the midlands, moving into Northern England, where it will turn heavy and thundery through the afternoon. And some of those storms will make their way into southern scotland. They have long been criticized for moving their multi billion dollar profits around the world to avoid tax. Global talks have been under way to agree a fairer system, but on wednesday the Us Government walked away from them, raising fears of a damaging trade war. In a letter seen by the bbc, finance ministers including uk chancellor rishi sunak have now written to the us treasury secretary, saying the pandemic is making tech firms more powerful and more profitable, as people spend more time online. And that it is fair and legitimate to expect that they pay their fair share of tax within countries where they create value and profit. The route to a deal ever more distant, it would seem . I think that is true, this has been rumbling around in the background for quite some time with the oecd trying to bring both parties together. It is interesting that as we move through the Coronavirus Impact and governments trying to fund to keep their economy is growing, it is not a big surprise that you see the uk and other European Countries trying to finance some of that Government Spending by looking at those successful parts of the economy and trying to raise some tax from them. Route to a deal is definitely going to be challenging particularly as we move into the re election in the us. Do you think were going to come into bit of a hiatus now with perhaps European Countries hoping that there will be a different approach, lets say, come november . You could maybe see that happen. If you did getjoe biden coming into the white house could see a very different to tax in general. Donald trumps twitter account has not been particularly active on this just yet so it doesnt seem that markets are too worried. There is no issue in terms of equity markets, but you can see how this does contain two other areas. The us was potentially looking at putting tariffs on european car imports, so you can see how these things could quite quickly snowball into a wider issue. And it is not as if this issue. And it is not as if this isa trump issue. And it is not as if this is a Trump Administration issue necessarily. The medication industry have said government should not impose special taxes on other Countries Companies while at the same time recognising that some sort of tax reform is needed. Recognising that some sort of tax reform is neededi recognising that some sort of tax reform is needed. I think these companies have done very well for a prolonged period now. This is in 2000 where some of these Tech Companies arent generating earnings. These companies are generating significant earnings and profits so the debate about what that fair share of tax should be is quite lively, but it is certainly focused on the us so it is certainly focused on the ussoa it is certainly focused on the us so a lot of the countries where some of the older industries arent behaving in such a profitable manner, you can see why governments such a profitable manner, you can see why governments are quite keen to take a slice of that pie. You said this is an oecd that pie. You said this is an 0ecd issue, does that have to be, do you think, the forum through which ultimately a deal is done . I think it depends how that dealers evolved. If there was a push in that direction, you can see this being done on a more unilateral basis, but i dont think that donald trump is necessarily going to play to his base by agreeing to european government demands to tax us companies more. So, day one, how are you feeling . Very happy, because we are seeing life back into restaurants again, customers are coming back, all our regulars, we are beginning to get back to the norm. Singapore did see a big impact from the lockdown and its food and beverage sector, at least most of the restaurants that we spoke to, most of them surveyed at least in one survey saw staff being cut as well as reve nu es staff being cut as well as revenues falling. Did you have that kind of impact . I revenues falling. Did you have that kind of impact . I think everyone is impacted. And for us, when the Circuit Breaker was announced, we knew that we would be impacted greatly, because 90 of our Customer Base our office crowds, and since they are working from home, we have lost them. So thatis home, we have lost them. So that is an impact we immediately saw in the first week but we managed to adapt to that. And what did you do to try to make sure you got out of this situation and Going Forward . This situation and Going Forward . What we did, the date was announced about the Circuit Breaker, we had a meeting, we didnt want to impact any of our staff that we kept everyone and we adapted to the new norm, so what we did was we introduced a mobile app and we we nt introduced a mobile app and we went online so orders are now through e commerce, that helped us with a lot of takeaway orders. The heaviest rain really working into southern wales, where we picked up 50 millimetres of rain through the day in st athan, and down on the south coast. Take a look at this weather watcher picture. This is in fact a waterspout. You can see a little bit of sprayjust being whipped up off the sea there. So we had all kinds of weather around on thursday, and that same area of low pressure remains with us over the next few hours. So, we have got more rain to come wales, south west england. The rain moving back into central, southern england, the south west midlands. Wet weather moves across Northern Ireland, and there will be some rain for a time in Northern England and southern scotland as well. So, rain at times probably best sums up things. As we head into friday, though, our low pressure is going to be tending to ease away quite quickly north westwards, with the rain then getting shoved northwards.
