Two are in china, two in the usa, and one here in the uk. 0ur medical correspondent fergus walsh was invited to the university of oxford to witness the first doses being given. This could change everything. A vaccine against coronavirus. A way out for all of us. Ok, so a little scratch. The first volunteer to receive it was elisa granato, a microbiologist. Shes 32 today. Im a scientist so, of course, i want to try and support science, the scientific process, whenever i can and, since i dont study viruses, i felt a bit useless these days so i felt like this was an easy way for me to support the cause, yeah, and thats why im here, and im excited. Half those on the trial will get the Coronavirus Vaccine, half a differentjab. The volunteers dont know which one they have received. I am just basically going to sit here, and incubate this thing, and hopefully provide some good follow up data, and well see, and hopefully it works. What would normally take years has been done in three months, by scientists at oxford university. Around 80 groups world wide are developing Coronavirus Vaccines. A few others, in the us and china, have also started human trials. Theres no guarantee any of them will succeed. Personally, i am very optimistic its going to work. Formally, we are testing it in an efficacy study. Theres absolutely no suggestion we are going to start using this vaccine in a Wider Population before we have demonstrated it actually works and stops getting people infected with coronavirus. So how does the vaccine work . Scientists have taken the genes for the spike protein on the surface of coronavirus, and put them into a harmless virus. This forms the vaccine. After its injected, the vaccine enters cells, which start to produce the coronavirus spike protein. This prompts the immune system to produce antibodies, and activate killer t cells which should recognise the coronavirus in future, and destroy it, preventing infection. The scientists will only know how effective the vaccine is if lots of volunteers are exposed to coronavirus. Well, at this moment we are chasing the end of this current epidemic wave, and of course, if we dont catch that, we wont be able to tell whether the vaccine works in the next few months, but we do expect that there will be more cases in the future, because this virus hasnt gone away. Why not simply infect people with coronavirus after they have had the vaccine, then you would know . At this moment, it would be very difficult to do that with a disease which potentially has quite a high fatality, so i think if we reached a point where we had some treatments for the disease and we could guarantee the safety of volunteers, that would be a very good way of testing the vaccine. The vaccine is stored in this freezer, at minus 80 degrees. Rarely has a medical trial had so much riding on it, for so many people. It is hard to overstate just how important this vaccine could be. If and it isa big if it proves to be safe and effective, it would represent science giving us the solution to the coronavirus pandemic. Well, i think everybody agrees it is the only way we are going to get out of the lockdown, the social distancing, and really be able to still have people protected as they go about their daily lives. Currently we are facing massive, it would be an underestimation to save massive financial difficulty. We are facing almost certain ruin. We do not have definite dates or definite withdrawals or cancellations. We have deferments. Deferred payment, temporary holds and everybody is kind of going backwards. We lack clear visibility. You make a point about lives versus livelihoods and we have seen that these factories are busy places with many people inside, nonetheless are there any that are making an effort to produce something . Perhaps a limited amount. But there is a huge level cry for protective gear, for example. Protective gear could become tomorrows consumption for all we know and we could wake up to a new tomorrow where people will buy more Health Related stuff. That is a possibility. But of course that has a process , but of course that has a process, like the who has a process, like the who has a process of approval so until they get through we will not be able to export. Yes, we are able to export. Yes, we are able to export. Yes, we are able to make it and that may be our future. But that is also not a sustainable product range in the long term. So we see the hope and, yes, there are factories who are trying to make an effort of producing locally but there are also factories who have critical exports to be shipped because china has also opened up so there are brand to supply to china. The idea of courses to get money to Small Businesses to try and keep people on their payroll so they dont have to go to unemployment. In that massive 2 trillion stimulus package that was passed a few weeks ago, there was about 350 billion allotted to Small Businesses. That was evaporated within just two weeks so now Congress Wants to put more money back into that programme but there is a lot of concern about how quickly that money can get to the people that need it and it actually the demand that money far outweighs what is actually available. Here in europe eu leaders have been holding a Virtual Summit via videoconference on their own economic response to the pandemic. They have given final approval to a financial package worth more than 500 billion euros to support Member States, businesses and workers. They also say theyll work towards establishing a further trillion euro Recovery Fund, as eu council chief Charles Michel explains. We also agreed to work towards establishing a Recovery Fund which is needed and urgent. This fund should be of sufficient magnitude targeted towards the sectors and geographical parts of europe most affected and predicated to dealing with this unprecedented crisis. This package hasnt even been formally agreed, it hasnt been implemented and the money wont be in peoples pockets for potentially quite a long time. In fact its even possible that this stimulus wont actually reach anybody until the recovery from the virus has already begun, wenlock town has begun to ease. Its actually a very poor representation of european policy making in a massive crisis. The European Central bank by contrast, which doesnt have these political constraints, has been bold and decisive, much more bold and decisive, much more bold and decisive than the european council. What do they hand over, what do they give up to get this money . This is a bit of Financial Engineering but at the end of the day, what is going on in the developed world, who can do this, is that governments are massively expanding the stimulus and their deficits are going up, and not just because their deficits are going up, and notjust because they are spending more, they are getting less in tax revenue but Central Banks are buying the bonds they issue to supplied. And its a balance between the two. There is still an enormous demand out there from institutions in particular pension funds, for example, a long Term Government debt to pay off the future pensions and to my amazement, the level of Interest Rates around the world is incredibly low. The way i put it to. It is today, sorry to interrupt you, it is today and i suppose we have to be realistic. This isa we have to be realistic. This is a very long term scalable borrowing. Weve got to think about what its going to leave the two generations. Thats what i was about to say. Its like an interest only mortgage but without a term. You keep rolling it over and if you are the German Government, people are paying you to borrow money. Even in countries like italy, which has had a serious problem, much of which is created by the tensions that was semi announced yesterday, their Interest Rates are only 296 their Interest Rates are only 2 so effectively whats happening is that Interest Rates are low and typically when the economy recovers, they will be lower than the overall growth of the economy so actually its a very curious situation where massive deficits, totally unprecedented around the world at the same time, has hardly put Interest Rates up at all. Theyve gone down in most countries since the crisis began. Its a curious world. A lot of people crossing fingers hoping it stays that way. Something you said at the start regarding the european union. European Member States have their own governments and responsibilities as well as what the eu might be able to do to help but nonetheless, my sense was you were really saying, it is too little and probably too late. Am i being fair . Yes. Europe is one of the leading reduces of fudge. It is definitely too late. I will wait and see exactly what the package ends up being and i will wait and see if it actually ends up getting to places where it should be. Right now in europe for example, in the mediterranean, all the way across from the Costa Del Sol in spain to the greek islands in the turkish coast, people would normally be getting ready for another bright Summer Season. Instead you have local down. There is no International Travel for the purposes of tourism and as a result of that, the season is simply not starting. I absolutely agree, it seems very low. There are signs that spain, the Biggest Country in europe for international tourism, may effectively not have a Summer Season at all. Were starting here about European Company eczema country saying we can lift some restrictions, we can get a semblance of normal life. The reality is, we will probably have staying at home for holidays. Is there a glimmer of hope and how effective that could be . If you ta ke effective that could be . If you take the uk, there is a whole series of things that need to happen before you can go on vacation again. The local lockdown needs to be lifted so that you can actually get to an airport. An airline needs to be prepared to fly you even though their staff have been furloughed and are very worried that might have to bring in new social distancing rules, which can reduce the capacity of planes by one third. Airlines are being hard hit than anybody else. The destination country needs to welcome you in. If you look, just take cyprus. Very heavily dependent on tourism. You are not allowed to enter the country. You are effectively self isolating for two weeks. As you say, that is one example among many. This week were discussing the impact of the pandemic on the sporting world. Time now for coronavirus life after lockdown and today we are focusing on sport and how the pandemic has changed one of the few activities that has the power to unite their world. Lets show you some statistics. For a snapshot of what has changed already, nearly 50,000 major sporting events was scheduled for 2020 covid 19 and social distancing measures and travel bans mean only half of them are likely to take faced by the end of the year. The olympics and european football championships are some of the major live sporting events that have been postponed until at least next year as well and can you imagine the impact this is having on athletes . Thousands of spent years training for moments that may not happen now and for the olympics as well. The football, some of the best paid players in the world are struggling. There is a sharp rise in anxiety and depression amongst players. Im delighted to say i am joined by lord sebastian coe, the former chair of the london 2020 organising committee. A Public Health advisor on mass gatherings, and joining us, hoffman, the general secretary of the Football Players union. To have you all with and i am delighted. Can i start with you, sebastien. I knowi delighted. Can i start with you, sebastien. I know i am not the only one with a massive hole in my life right now because of of live sport. Tell us because of of live sport. Tell us what the new normal is going to look like when this pandemic finally comes to an end. It is going to look slightly more complicated, probably, then it looks at the moment. Let me give you an example of the challenge. Yes, you mentioned in your opening remarks about the Olympic Games moving to 2021 meaning that world athletics had to move its World Championships from 21 to 2022. And then you collide the season and it already has the Commonwealth Games and the european championship. That will be a big enough challenge under any circumstances, to bring those three events together in one year but then together in one year but then to choreograph it all within about seven weeks, i think that probably stands alone as an example of complexity. They are fundamental questions, however. We are expected to social distance. How do you hold athletics events and maintain social distancing . I was talking specifically about the upcoming years but, look, there are occasions and we need to say it with gritted teeth, those of us who love sport, has to ta ke those of us who love sport, has to take a back seat and we are trying our very best to get competitions back up and running for our competitors and thatis running for our competitors and that is what they want. I speak to them all the time. We also know that we have to do it in an environment where there are judgements that will be made by Public Health authorities, government and we do not want the athletes to be put into a difficult dangerous position and particularly not just difficult dangerous position and particularly notjust for themselves but for the risk of infecting their loved ones and families. This is a complicated landscape but i must say, and we all hope that the virus is contained, and that we are able to get athletes back into competition, but only when it is safe and sound to do so. We have had some ingenious efforts including something we will announce later in the week about having athletes compete ina about having athletes compete in a competition behind closed doors and then engaging at the same time with athletes from other parts of the world in competition. So nothing is ideal at the moment but we live in an extraordinarily challenging environment. Brian, what would you need to see in order to be confident that the olympics can take place next year . Epidemiologists in japan today have been saying they are confident that maybe japan can get it under control but not other countries. I think for any country in any games the first thing we have to see is that there are signs the epidemic is under control. Preferably on a downslope. But every event and every sport has to be judged in its own context. We need to look at what are the risks it brings, what are the risks it brings, what are the things we can do to reduce those risks and then make a judgement about it. And that will be in cooperation with Public Health authorities and government as well as the federations in the athletes. It is doable but we will do it slowly and carefully and we will face things in one by one as it is safe to do so. For the olympics to go ahead would you need to see the pandemic contained contained all over the world . Not necessarily com pletely the world . Not necessarily completely because that may not ever happen. But what we have to say is that yes, we need to see it recover International Travel so that teams athletes officials and spectators can get in and out ofjapan easily. We need to see that the risk in japan is low and that people will not bring in other risk factors to their home countries. It is all doable but it depends on the state of the epidemic and depends if there are therapies and vaccines. It is doable but we must be careful and take it step by step we still have 15 months to planet for the olympics. We will get there but it will require work. Jonas, we have heard from the German Soccer League recently and they would like things to start in may. Does that seem realistic to you . I am german but i would not dare to interpret the opinion of the German Government on this. I think there are fundamental questions that you need to ask yourself ina that you need to ask yourself in a country where this may be considered, the first and foremost is where is society in terms of this pandemic right now . Our testing capacities at a level for the ordinary people, for everybody that it would be even conceivable to consider using many of those test on athletes and their entourages . But also where are we in terms of social distancing environments, what is the acceptance . Is it socially contributing to the normalisation or something that could actually offend many people who would see a stark difference with how some parts of society are treated than others. That requires a lot of good communication and fair engagement with the people. Then of course the big question is football, being a contact sport, what is the risk of transmission . Germany, the way we understand the plan the bundesliga is working on would be working on the basis of incredibly high testing numbers but even then, you know, we have to bear in mind that everyone of those players after training will go home, unless you put them into a quarantine environment like some clubs are discussing which has massive social and logistical consequences. Social and logistical consequences. That when they go home they may come back the next day with a different different medical situation. Theoretically if you wanted to really control the risk of them transmitting the disease to their teammates and other Staff Members and thereby spreading something to a broader community, you would basically have to almost assured of their not being contagious whenever they step onto the field and thatis they step onto the field and that is a very, very high threshold. I dont want to judge whether germany and foot ball judge whether germany and football here can pull it off over the next few weeks but so far there over the next few weeks but so farthere are many over the next few weeks but so far there are many hurdles that we see doubtful that can be climbed. And what about resolving these issues around contract and transfers, particularly of many legs around europe are extended. Particularly of many legs around europe are extendedm is complex. I was part of the fifa task force that looked at these matters and tried to give some recommendations. Along one size fits all approach is is legally not possible and there are contracts in place and they we re are contracts in place and they were signed with a certain intention and the parties need to ultimately agree on whether they want to extend those not. The big concern for us, frankly, we represent notjust players in the Bundesliga Premier League level we represent players and 65 countries around the world and most of them are nowhere near the remuneration that is often talked about and for them a potential non extension of the contract or a prolonged period where they may be unemployed if the clubs would let them go, it will mean very severe social consequences. Such as many other people in society are facing. It is not more important that athletes have these concerns but they are similarat these concerns but they are similar at the broad base of foot ball similar at the broad base of football and all other sports. Just want to add to that, some very interesting facts and figures on the bbc website about the german bundesliga, above all, whether they are in above all, whether they are in a position to start again in early may to get depends on a political decision but you can get a sense as to what it involves in terms of they reckon that at least 300 people would be needed in any case for any match. A slightly different story, however, coming in across eastern england, with a breeze from the north sea and a little more cloud here, temperatures struggled at around ten or 11 degrees. Now, we start our day on friday with some cloud across parts of eastern england, stretching in as far as the east midlands, maybe. But as we go through the day they should melt away, dry, settled, and sunny for many. Just an outside chance later on in the afternoon for an isolated shower, perhaps across the south west. But we should see temperatures peaking at 22 degrees, you might see 20 degrees into western scotland as well. Now as we go through the evening we keep clear skies for most. The risk of an isolated shower across Higher Ground of south wales and South West England continues, but as we go into the weekend it looks likely to stay largely fine and dry. It will be just that little bit cooler and we increase the risk of some showers as we go through the second half of the weekend. But we start off on saturday with very, very open isobars, light winds across the country. This little fellow here might just introduce some more cloud and eventually the risk of further showers. So as we go through the day on saturday we could have, again, a little more cloud to start with along that east coast. That melts away. Lots of sunshine coming through. Cloud thickens into the far north west but saturday should stay dry and pleasantly warm out there with highs of 9 21 degrees. Now as we move out of saturday into sunday, that weather front will just creep towards the north west of scotland and enhance the risk of some showers as we go through the day. So a slow and subtle change of the story for the second half of the weekend. So the potential for some showers and cooler fields may develop as the winds swing round to a northerly. Though showers may creep into north west england and north wales by the end of the day on sunday. But ahead of it stays pleasantly warm with 22 degrees, behind it somewhat cooler conditions, 10 14 in the far north of scotland.
