Low skilled Migrant Workers seeking employment in the uk will not be able to get a visa under the governments new plans for a points based immigration system. Ministers say employers must move away from a reliance on labour from away from a reliance on labourfrom europe. Away from a reliance on labour from europe. People need to come he will need at least 70 points to apply, so how do they break down . Having a job offer before you apply will get you 20 points. Youll also get a further 20 points if thatjob is at an appropriate skill level. An additional 20 points will be awarded if you have a £25,000 salary, or work in a sector where theres a labour shortage. And speaking english will also be a requirement that will earn you ten points. But therell be no entry to the uk for most people doing whats classed as lower skilled work in restaurants, care homes or Food Processing plants. From next year, people who want to work in britain will be treated the same if they are from the eu or outside it. The government said top priority will go to those with the highest skills and the greatest talents. On a visit to Imperial College in london, home secretary priti patel mapped out the way ahead. She wants the brightest and best to work and study in the uk, at high tech laboratories like this, where they do groundbreaking research on carbon capture. This basically redefines our immigration policy, so the brightest and the best, people with skills needed to come to the uk, and we will no longer have to use for cheap, low skilled labour, which has dominated immigration and the Labour Market for far too long. The new immigration system is about points, with people wanting to come here needing at least 70 to apply. 50 points will be awarded if you speak english and have a skilled job. 20 points come from a £25,000 salary or working in a sector where there is a labour shortage, but no entry to the uk for most people doing lower skilled work in restaurants, care homes or Food Processing plants. I think there are going to have to bea i think there are going to have to be a lot of exceptions. I think this policy is going to turn into a muddle, and yet it sends a very clear message that immigration is a bad thing, and i think thats a toxic message to send. Lets concentrate on a practical system, a fair system that can be made to work. Businesses which rely on lower skilled Migrant Workers are being told they will have to improve productivity, invest in technology, and do more to retain their existing stuff. Existing staff. Norman, how much control do you think this new points based system will give the government over immigration . I think the honest a nswer immigration . I think the honest answer is we dont know, because its an evolving system. We have the outlines of it and, in a way, i think what we get today is a moment when the sort of brexit big picture meets the brexit nitty gritty detail because, on the big picture, i think the government will be fairly co mforta ble the government will be fairly comfortable that the proposals today will strike a chord with many people, because they are ending freedom of movement, they are ending low skilled eu immigration into this country, they are insisting that migrants speak english, and all of that, i suspect, migrants speak english, and all of that, isuspect, will migrants speak english, and all of that, i suspect, will prove popular. The difficulty comes in the detail, particularly in relation to business and how business is going to cope with the new system, which is coming in very fast, its due to be in place by january the 1st next year, but business say they will have to have new systems for sponsoring skilled workers, applying for visas, and they will have to have that in place by the summer, so just months away. But the much bigger headache is for those businesses which are heavily reliant on low skilled eu workers, and there are a lot of them. You are talking about Food Processing, you are talking about hospitality, you are talking about retail, you are talking about construction and care workers. The governments response, at least, priti patels response has been to say, look, there are 8 million economically inactive people in the uk, and companies can recruit from them. The difficulty with that is them. The difficulty with that is the 8 million figure is made up overwhelmingly of the long term sick, the retired, students, carers, pa rents. Sick, the retired, students, carers, parents. In other words, the 8 million are not an available pool of labourfor million are not an available pool of labour for business to recruit from. And the cbi and others are saying, actually, we are pretty close to full employment, which means some sectors, they fear, are facing the possibility of closure and companies simply being unable to operate under this new system. Lets develop that, because the government says employers will need to adjust. How challenging is this going to be for employers, particularly in certain sectors, and what has direction been so sectors, and what has direction been so far . The reaction so far has been pretty much, business, get on with it. Its about time you invested in uk staff, you need to invest more in automation and technology, you need to start developing better career structures for people joining, particularly younger workers. In other words, you need to get your act together. The difficulty is, if you are a business and you are happy to manage a company, to implement those sort of changes in a very short time is extraordinarily challenging, and nowhere more so, you have to say, than in the care sector, where they already estimate they have around 120,000 vacancies, and thats with the availability of eu staff, which is no longer going to be so readily available. Representatives of the Care Industry are representatives of the Care Industry a re pretty clear representatives of the Care Industry are pretty clear in saying they fear this will mean more care homes will have to close, and this matters even more politically because Boris Johnson has said he will come forward with a plan for resolving the difficulties in social care this year, and he will resolve the social ca re year, and he will resolve the social care crisis within this parliament. Its hard to see how that is going to be possible, if the social care sector finds itself under even to be possible, if the social care sectorfinds itself under even more pressure, in terms of staffing and recruitment. Nicola sturgeon, your party leader, saying this morning it is impossible to overstate how devastating this uk government policy will be for scotlands economy. What are your chief concerns . First of all, there are specific industries which will be devastated by these proposals. For example, weve heard about social care, but also tourism, hospitality, food and drink, agriculture, they will all struggle. Its quite disgraceful for the home secretary to come up with three and a half yea rs secretary to come up with three and a half years to come up with these proposals which she then gives the industries for months to implement. But its also about broader population concerns. We have only just become a country with net immigration at a growing population, which is entirely thanks to freedom of movement, which is coming to an end, so the real risk is the population as a whole, and the working age population in particular, going into decline, which is bad for everybody, taxpayers, business and the public finances. Are you saying, even if everybody in scotland able to be economically active was in employment, that wouldnt be enough to fill thejobs . Employment, that wouldnt be enough to fill the jobs . I was listening to an interview with a Small Business owner earlier you were saying that businesses have relied for a long time on the low wage economy, on the fa ct time on the low wage economy, on the fact there would be staff out there if there was a high of staff. Do you think that there is something in this for workers, for employees, in that it might encourage employers to really value them more, to train them up to do something that will make them want to stay with a business . I am very sceptical. The Government Migration Advisory Committee concluded there was next to no evidence that migration has any impact on wages. I am all for improving employee rights and labour conditions, but you do that through improving the minimum wage and rights at work, not through suddenly turning your back on talented and able workers, like social care workers, and the folk who operate in tourism, hospitality and construction and so on, and its disgraceful to speak of these people as if they are cheap, unskilled labour. Many are very talented and able and are making an immense contribution, so i am very sceptical there are any benefits for anyone out of these proposals. Stuart mcdonald, thank you for your time. He is the mp for pendle and he has been appointed as the hs2 minister. About 1,400 homes and businesses have been affected by the floods in the wake of downpours brought by storm dennis. The rivers wye and severn reached their highest ever levels, with people evacuated from nearby at risk areas. There are still six severe flood warnings in place, and the met office has issued three yellow weather warnings for rain for wales and yorkshire, which begin on wednesday. Lets go to tewkesbury in gloucestershire now and our correspondent, lee madan. Bring us up to date with notjust what immediately surrounds you but the picture in the wider area in terms of water levels, and how that is affecting people, how they are responding to all of this. Well, the water levels on the river severn just upstream from here are continuing to rise in places, meaning the effects of storm dennis are still being felt. Here in tewkesbury, the levels have already peaked, we are being told, and some people i have spoken to say they have seen a slight drop in the levels today. This is supposed to be a road where i am standing. This is a road where i am standing. This is a business which is shut for the day, and many of the businesses around here simply cannot open because they have had water lapping into them over the last couple of days. You can see on the centre over there, a white line, which marks the flood level way back on the 20th of july 2007, when tewkesbury was turned into an island. The town was com pletely turned into an island. The town was completely cut off, with the routes in and out not possible by cars. People were having to come here by boats, and it was described as an island. Back then, 135,000 homes we re island. Back then, 135,000 homes were without water for two weeks, and 825 homes had to be evacuated. It is memories of that flood in the town which people are really worrying about. But there was also a sense of resilience, they have been through it before, and they say they will go through it again. Look at the road over there, called harbour view, and these houses certainly have a harbour view today the river is beyond this factory over here, but today it has spelt out right in front of these houses. You cant get a carup and front of these houses. You cant get a car up and down this stretch of road, but somehow the petrol station in the distance has managed to stay open. Water level not quite reaching their. There was a slight hill which has helped to save the houses at the top of the road. There are very few houses in tewkesbury which have flooded, they are more on the other side of the town, and many people here have justified it, side of the town, and many people here havejustified it, but they are keeping a close eye on the water. Lots of people have been walking up and down this stretch into the town centre, all commenting and trying to see where the water levels are, and just checking they are not going to rise. Just beyond us, you can see, why in the business is the town abbey, and the fire service had been out and about reassuring people. There have been welfare checks going on, and people trying to point out when the water levels will recede. We are told over the next couple of days that can hopefully happen. At the moment, there is only one main route from the a38 into the centre of town, and people are being imaginative, they are riding their bikes through this, i saw somebody ina bikes through this, i saw somebody in a scooter earlier, and i spoke to a chap who had bought for a mile and a chap who had bought for a mile and a half to get to the dentist, so people are getting out and about. We are told the worst affected areas of the moment are in shropshire, yorkshire and south wales, so if you are in those areas, you can go to the Environment Agency website for the Environment Agency website for the latest information and to stay safe. The inquest into the former love island presenters death opened today before being adjourned until august. The Coroners Office said she appeared to have been found hanging at her home on saturday, weeks before she was due to stand trial on charges of assaulting her boyfriend, lewis burton, in december. Talk to Richard Galpin at the inquest in east london. Tell us what took place. It was a pretty short hearing, and then adjourned, we did learn some key points from what the coroner and the Coroners Officer said. The coroner started officer said. The coroner started off with really stern words to the media, and obviously a lot of media we re media, and obviously a lot of media were at the opening of the inquest, and the coroner said that the media must report this accurately and fairly, and also respect the privacy of Caroline Flacks family. What we also heard from the Coroners Officer was that the police had been flagged down a residence, or near a residence in Stoke Newington in north london around about 2 30pm on saturday. They were taken into the residents, where they found a woman lying on her back, obviously, Caroline Flack. The police tried to resuscitate her, but then the paramedics took over. They also tried to resuscitate her, but they we re tried to resuscitate her, but they were not able to keep her alive, and of course she was then pronounced dead. Caroline flacks sister then identified her, so those were the key points which we had from the inquest this morning, and as you have said its been adjourned until august. Yes, obviously, very emotional, and some really important m essa 9 es emotional, and some really important messages in that Instagram Post, which wasnt published until today. She was saying that she had accepted shame and toxic opinions on her life for ten years, and that she brushed this under the carpet. She said, when she was arrested for assault on her boyfriend. In 2a hours, the whole world and future were swept away from her, and she lost herjob and her home. She said that all the walls she had built around her to protect her had collapsed, and that she really was having some kind of emotional breakdown, or had been having some kind of emotional breakdown for a very long time, and she went on to say that, she was not a domestic abuser, and that she had written that Instagram Post because she said that her family could not ta ke she said that her family could not take it any more. Hundreds of passengers who have tested negative for coronavirus and are healthy with no symptoms of illness have disembarked from the diamond princess cruise liner thats been quarantined in the japanese port of yokohama for more than two weeks. The vessel was carrying more than 3,700 people when it was isolated in early february. More than 600 of those passengers have been infected, the biggest cluster outside mainland china. The British Government has told british passengers to stay on board and that it is preparing to fly most of them home in the coming days. Four who have been infected, will be treated injapan. The fco are saying that people who are negative and just disembark as of 7am this morning japanese time, and obviously they have been told to stay in their room, so i think that is confirmation that they are positive, but one minute they are told they are going to be taken in an ambulance, the next they are told they will be taken on a coach. They are being messed about. These are two old age pensioners, and i dont like to think of them like that, but i have been through so much, and i just want someone to take care of them. The Foreign Office here in london has been facing some stinging criticism, not least from the abel family, that they have not been doing enough to help the british citizens stranded on board the cruise ship. Officials though insist they have been working to organise a Repatriation Flight but it is thought anyone returning to the uk is likely to have to face a further period in quarantine. 340 us citizens were allowed off the ship earlier this week, but more than 540 people on board have tested positive for the virus, the biggest outbreak outside china, raising questions about whether the keeping passengers on board whats been called the floating prison for so long was the best way to deal with the situation. They have been told by the foreign and commonwealth office, the advice to those british passengers who are well, who have tested negative for coronavirus, they have been asked to remain on the ship. What we are hearing is that britain will sent a plane to try and pick up its passengers and take them home by the end of this week, but we have no details yet on when that plane will arrive. Passengers that have disembarked, most of them seem to be japanese nationals, and they gave a wave to reporters as they left, with some of them saying, i am ok. They have also been lots of buses coming and going, some of them with protective screens between the driver and the passengers, to try and keep them apart. We have also seen a number of people being loaded onto buses in full protective gear, with ambulances flanking them, and we believe they are being taken to quarantine. But there was great concern here in japan quarantine. But there was great concern here injapan and at with japan, because we have heard from one leading professor in his field who is from kobe university, who has dealt with various outbreaks, including ebola, and he has said, when he was on the diamond princess, he was scared, and he believes he could have contracted the virus, because he said the Infection Control measures on board the diamond princess are totally inadequate, and critics believe that is why we are seeing this drip drip feed of cases increasing on board what some have described as a floating prison, and obviously you have heard there from the frustration, the anxiety amongst passengers, as they hear each day of those who are being taken off the ship and taken into quarantine. So what happens now . We are told all the passengers will be disembarked by the end of this week. The 543 people who are currently diagnosed with coronavirus are being treated in hospitals nearby but, as you heard there from the british man who has been trapped here for the last 14 days, it seems that they are also short on hospital beds to treat any passengers, and the concern doesnt stop there because, although the Japanese Health authorities are saying its safe to leave, many people have simply been taking taxis with their luggage, getting off the boat, heading onto public transport, although the authorities are saying it is safe to leave, that the current new cases were all there before the quarantine measures went into place, experts are throwing doubt on that, and its notjust the experts. Other countries are saying they want these passengers to undergo another 14 days quarantine when they reach their home country, australia, canada, the uk, and south korea took their passengers home this morning. South korea has gone one step further and said that any foreigner coming off this boat will not be allowed, will be banned entering the country stop so it does seem there is genuine concern that even those coming off testing negative for the virus might be potentially spreading it further. We know that from the reaction to this sector already, there are deep concerns about whether vacancies can be filled and whether vacancies can be filled and whether the sector can actually run effectively with this points based system. Not only are these proposals hugely damaging for our economy, making a com plete damaging for our economy, making a complete mockery of government claims to level up our economy, but they are potentially devastating for our health and care sector. Our nhs and other social care sector has a lwa ys and other social care sector has always relied on International Recruitment and although there may well be exemptions for certain categories of nhs staff, it seems there will be no exemptions whatsoever for social care staff. At the moment, there is around 250,000 staff working on our social care sector, who we have recruited internationally and we also have vacancies for 122,000 staff in social care. If we cannot find those staff in social care and these no new immigration rules exacerbate the difficulties in social care, that will mean many elderly people and perhaps your grandma or that you ares grandmas or aunties will be waiting even longer in hospitals because they cannot be discharged from the hospital. It means many vulnerable and elderly people out in the community not getting the support that they deserve, so these policies will detrimentally impact on the lives of some of the most Vulnerable People in our society. The government is saying it is up to businesses, employers to adapt. Frankly, do you think that there are enough buttons at their who want to do those kinds ofjobs not enough britons out there. And if they were, could they learn the necessary skills to take on these jobs . The government simply dont have a clue about the realities on the ground. The social care sector has vacancies for 122,000 staff as things stand. That is today. This is a sector that is already struggling. A sector that has been left reeling by multi billion pound cuts under the conservatives. Of course, if the sector wants to increase wages, wa nts to sector wants to increase wages, wants to invest staff to include more people to work on it, then it needs to put up the funds to do that. But the government is not prepared to put the funding into the social care sector and what this will mean is that elderly people or perhaps adults with disabilities will lose out on the Specialist Care that they need to stay in their homes and to live more fulsome lives or it will mean elderly people trapped in hospitals because there is nowhere for them to go in the community. We all know what a crisis our nhs is in with many people left languishing on trolleys for hours. That is why we thought the 2019 election and we were talking about the living wage, we we re talking about the living wage, we were talking about investing in skills and in rebalancing the economy. That is obviously a good thing, but remember we have an economy at the moment when there are high levels of unemployment in many sectors face huge vacancy rates, particularly the social care sector. They will not be able to survive u nless they will not be able to survive unless they recruit internationally andi unless they recruit internationally and i have got to say, i think theres something rather offensive about describing our social care workers, who care for our elderly and adults with disabilities, as low skilled. This is a highly skilled job. But the government, by putting them in the category of low skilled, is not only offending people and defending lots of people who work in the sector, but is actually going to make the problems in the sector even worse. It doesnt make any sense. It is suggested to me that the government either dont care about the most vulnerable in a society or dont understand the issues on the ground. 0k, john ashworth, Shadow Health and care secretary, good to get your views. Thank you very much for your time. Scientists say the shipping industry could be powered by ammonia in place of polluting diesel, as a way of reducing Carbon Emissions within a decade. The chemical ammonia the key ingredient of fertilisers produces no carbon dioxide, though it does generate another greenhouse gas. A report by the Royal Society says ammonia production currently creates 1. 8 of global co2 emissions the most of any chemical industry. But the authors of the report say new technology can create zero carbon ammonia. Well, for more on this, im joined now by professor bill david, one of the Royal Society report authors. But there is, very good to have you along to talk to us about this. So how would this can work . At the moment, when we are making our ammonia, we make it from natural gas and water and of course, you end up if you are using natural gas, with a lot of emissions, half1 billion of carbon dioxide. A huge amount of carbon dioxide. A huge amount of carbon dioxide. A huge amount of carbon dioxide. What we need to do is change that and move over to taking ammonia, which is basically three atoms of hydrogen and one of nitrogen. We take the hydrogen from water and the nitrogen from the atmosphere and combine them together, and that we can do without electricity, so as there is no carbon in the synthesis of the ammonia, so we can call it green and any other. Zero carbon ammonia. And will this work as effectively as diesel does empowering these huge ships that go across oceans and so on . That is what the maritime industry believe and its. Has it been trialled . In an yes, one is bigger Engine Manufacturers for shipping and showed that you can not just burn and then a two cycle engine, but can actually retrofit existing ones, and say that is something you dont have to get a new ship and a new engine, but can actually change existing ones and they do when on ammonia. You need about twice as much full fuel, but so you need bigger amounts of space, but it can be done. If you can make it this screen where there is no carbon in its production, the shipping industry would be the first to decarbonise. How quickly do think could happen . Our viewers will be aware that the target is to it keep the temperature increase below 1. 5 degrees, so as to avoid the worst extremes degrees, so as to avoid the worst extre m es of degrees, so as to avoid the worst extremes of climate change, so how quickly can this be done . It can be done by 2050. We are going to transition through blue ammonia, whether using fossil fuels between carbon capture, so we capture the carbon capture, so we capture the Carbon Emissions and bury it underground, and then found 2030 onwards we are going to be moving over to the screen ammonia, when the technologies will be at a price and be might be green and only. It will be accessible than, and i can see around 2040 we will move over fully to green ammonia, and perhaps even earlier offering the opportunity of zero carbon on the oceans. Where else could the sort of technology and this idea be applied, apart from the shipping industry . M one hand, we get ammonia taking a big ship ten thousands of miles across the ocean and on the other hand weve got lithium batteries in ca rs hand weve got lithium batteries in cars with only a few miles comparatively, the question to ask is how far down in the size of the vehicle can you come to . I think that in chains, for example, we could put ammonia into trains. Heavy duty freight, we can do. That is already being talked about in terms of hydrogen, but hydrogen and ammonia are two Different Things and we basically want to trial both and find out what is best. I think heavy duty freight and even perhaps aviation could be decarbonise with this. We are actually proof of concept thing on that at the moment, so that would be a big one, but i dont want to say gas just yet. It found that nearly a quarter of people, other players, coaches, referees and people indulge in professional football personally knew a player who was gay, but so far at the top league of football, Justin Fashanu has been the only player ever to come out as openly 93v player ever to come out as openly gay whilst still playing. I think your report thought that by now, others would have, but that hasnt happened, has it . No, and in a sense, i shouldnt really be that surprised. What actually happened ten yea rs surprised. What actually happened ten years ago, as you say, many of the fans said, oh, it isjust ten years ago, as you say, many of the fans said, oh, it is just a matter of time. We expect within the next four or five years that a gay player will come out. And so we went along with that. But it didnt come to pass, for all manner of reasons, this code of silence is still being observed. But one of the mess that we try to debunk in that research was that fans themselves were homophobic and they would give any 93v homophobic and they would give any gay player who came out a terrible time. And that was widely accepted at the time. Ten years ago, remember. But people to say even today say the reason why gay players wont come out as they are fearful they will get abuse from the crowd. I dont think that is really going to happen. You dont think that is going to happen, even though there is clearly an issue with racism with a minority, but a very disturbing minority, fans chanting racist abuse at players . You dont think they will be a minority of fans chanting homophobic abuse . No. I do accept that there is racism. I think that racism has made a comeback in recent yea rs racism has made a comeback in recent years in british football, and it is prevalent all over the world outside britain too. But in terms of homophobia, no, the research doesnt bear this out. If fans say they are actually slightly embarrassed that there are no gay players openly in football. But there are obviously, somewhere along the line, filters or prohibitions that are stopping gay footballers coming out. And my suspicion, and a suspicion at the moment of course, but it kind of makes sense, and that is that managers or owners or possibly agents are advising gay players that it would not be in their best interests to come out at the moment and they keep on putting it off. Saying maybe in a few yearss time, maybe come out then, but for now why risk it . These are people whose invested interests a re risk it . These are people whose invested interests are in keeping the game the way it is. Football is a conservative sport, so it is an agent has a player who is gay and confides in him that he is planning on coming out, the agent may say, hang ona on coming out, the agent may say, hang on a minute. The new system is about points, and people who want to come will need at least 70 to apply, so how does it break down . Having a job offer before you apply will get you 20 points. Speaking english will also be a requirement, earning somebody ten points. She wants the brightest and best to work and study in the uk, at high tech laboratories like this, where they do groundbreaking research on carbon capture. This basically redefines our immigration policy, so the brightest and the best, people with skills needed to come to the uk, and we will no longer have to use for cheap, low skilled labour, which has dominated immigration and the Labour Market for far too long. The new immigration system is about points, with people wanting to come here needing at least 70 to apply. 50 points will be awarded if you speak english and have a skilled job. 20 points come from a £25,000 salary or working in a sector where there is a labour shortage, but no entry to the uk for most people doing lower skilled work in restaurants, care homes or Food Processing plants. The government is coming in for some heavy criticism in all of this, not just from other political parties, as one might expect, but from various interested parties in business, the social care sector and so on, with some saying there will need to be exemptions. I think its true to say many in business are deeply alarmed by the package unveiled today, not just deeply alarmed by the package unveiled today, notjust because of the timescale. They are suggesting they will have to have in place new systems to apply for visas and sponsoring skilled workers by the summer. But the big alarm is those sectors heavily dependent on low skilled workers, and there are a lot of affected industries, you mentioned care, but also retail, hospitality, construction, Food Processing. It goes on and on. The big question is, what are they to do . The response from the government has been quite blunt, well, you have had it easy for far too long, you have relied much too heavily on cheap eu labour, and now you will have to recruit and train british workers. Indeed, the home secretary, priti patel, said she thought it was a fantastic opportunity for British Companies to join the government in levelling up the country. She suggested that there were 8 million economically inactive citizens in britain. These are based on the latest official ons figures, 8 million economically inactive citizens who companies could recruit. Now, that, frankly, has prompted incredulity and ridicule from many in business and the opposition parties who say, hang on, that 8 million figure is mostly made up that 8 million figure is mostly made up of the long term sick, students, the retired, carers. In other words, these are not some 8 Million People sitting around, waiting to work. And the fear of many in the Business Community is, actually come we are at near full community is, actually come we are at nearfull employment, community is, actually come we are at near full employment, and there isnt that available pool of available british workers to take on, if they are deprived of access to eu staff. Is the government putting any figures on this . We know the government has a difficult history when it comes to talking about targets for reducing immigration, but have they put any figures on this . They have been conspicuous and avoided targets. Lets be honest, theresa may and David Cameron at their figures in the tens of thousands, and the numbersjust the tens of thousands, and the numbers just went up and up the tens of thousands, and the numbersjust went up and up and every month the figures came out it was deeply embarrassing, so Boris Johnson clearly doesnt want a repeat. Instead, he hasjust said, over time, there will be a reduction in overall levels of immigration. I have to say, we will have to see because, while it is absolutely true that low skilled immigration, the drawbridge has pretty much been pulled up, on skilled immigration the pathway has been made easier, so there is no cap on skilled immigration from anywhere in the rest of the world. The salary threshold has actually been lowered from 30,000 to 25,000, and the skills threshold has been lowered from the equivalent of a graduate degree to a level. What that actually means is, for many skilled workers outside the eu, coming to britain will be much easier, so its quite possible you will see a rise in skilled immigration into the uk. Are your members ready to recruit and train british workers in places like kent, a key region for food growing, for example . The National Farmers union was saying, in 2017, of the 60,000 Seasonal Workers picking fruit and veg, barely 1 was british. Thats right, and that it begs the is there the available workforce indigenous to supply the number of vacancies . We would argue not. What the nfu are calling on is for the government to commit to and step up to the 70,000 places needed on the Seasonal Agricultural work scheme. Do you think it is that there are not enough workers here available to work, or simply that they dont want to do these particularjobs . work, or simply that they dont want to do these particularjobs . I think there could be a bit of both. We have got record unemployment, record employment at the moment, so you have to ask, are there the people there to do that work . Where are the people waiting for jobs there to do that work . Where are the people waiting forjobs on farms to do the harvesting and Seasonal Work . The other key thing is that a lot of these jobs are seasonal, so they are around for a few months, perhaps three to six months in a year, they are not a full time job, as three to six months in a year, they are not a full timejob, as in 12 months per year. So does that suit somebody living in our economy . Are you concerned that the government is saying there will be a special scheme to ensure there are enough Agricultural Workers . What are your concerns . Do you think that is going to give you enough certainty and guarantee of the people to come in and pick these crops . We need certainty to do that because, to grow the crop, you have to be sure you can harvest it, so we are talking about 70,000 places required by 2021 on the Seasonal Agricultural workers in skin, and we the government to commit to that and not to tie itjust a fruit and veg, it needs to be to all agricultural businesses, whether they be ornamental, producing flowers, the new viticulture sector for growing grapes, etc. It has to be open and allow the people recruiting the workers to do it directly, as employers, and through Labour Providers as well. Are you saying some farmers might decide not to grow some crops, in the short term, and spent the money on the outlay for planting those crops, if they think they will not be able to harvest them . Thats quite right. You have got a big Capital Investment, so anything like this which puts some ambiguity on whether we would be able to have enough staff to harvest what you have grown could stop the Capital Investment that has happened now. Its notjust a five minute with farming. You are talking about investment that is put in place for a number of years, so really you need a certainty that you can get those staff to do the harvesting. Ultimately, could that lead to the uk being more reliance on imports from elsewhere in the eu . It could do, as you say. If you cant harvest the stuff, how do we get it from the plant or the tree or whatever through to the consumer . Its got to be harvested and taken there. The government mentioned about automation, and there are things being done on that, but its not going to be here in five minutes time, you are talking ten yea rs minutes time, you are talking ten years out, probably and thats not going to be a complete panacea. So i really think that you know, theyve got to commit to the 70,000 that we need for this sector. Weve talked about 10,000, that isnt enough. We need commitment to carry on with the investment. Caroline flacks family have shared a previously unpublished social media post she wrote before she died, describing how her arrest for allegedly assaulting her boyfriend went at her whole future was swept from under her feet. The Coroners Office said she appeared to have been found hanged at her home on saturday, weeks before she was due to stand trial on charges of assaulting her boyfriend, who is burton, in december. Our respondent Richard Galpin was at the inquest and sent this update. It was quite a short hearing, then adjourned, but we learnt some key points from what the coroner and the Coroners Officer said. The coroner started off with pretty stern words to the media. Obviously, a lot of media at the opening of the inquest. The coroner said that the media must report this accurately and fairly, and also respect the privacy of Caroline Flacks family. What we also heard from the Coroners Officer was that the police had been flagged down at a residence, or near a residence, in Stoke Newington in north london around about 2 30pm on saturday. They were taken into the residents, where they found a woman lying on her back, obviously, Caroline Flack. The police tried to resuscitate her, but then the paramedics took over. They also tried to resuscitate her, but they we re tried to resuscitate her, but they were not able to keep her alive, and she was then pronounced dead. Caroline flacks sister then identified her. Those were the key points which we had from the inquest this morning. As you have said, its been adjourned until august. Talk to us about the Instagram Post, that post written by Caroline Flack in the days before her death and published by her family. Yes, obviously, very emotional, and some really important messages in that Instagram Post, which of course wasnt published until today. She wasnt published until today. She was saying that she had accepted shame and toxic opinions on her life for ten years, and that shed brushed this under the carpet. She said, when she was arrested for assault on her boyfriend, within 24 hours, a whole world and future were swept away from her, and she lost herjob and her home. She said all the walls which she built around her to protect her had collapsed, and that she really was having some kind of emotional breakdown, had been having some kind of emotional breakdown for a very long time. She went on to say that she was not a domestic abuser, and that she had written that Instagram Post because, she said, her family could not take it any more.
