Good morning. Welcome to bbc newsroom live. All 12 patients treated by two british gps with coronavirus have been traced. One worked in a e at Worthing Hospital in west sussex and the other is a brighton gp. They are two of the eight uk cases. The department of health says that all services at the hospital are operating normally, and all eight of those infected across the country are in quarantine. Between them, the two gps worked at four different places, including a nursing home, a e and two gp practices. Meanwhile, cases continue to spread out of mainline china with 47 cases reported in singapore. Mainland china. The number of people quarantined on a cruise ship injapan has risen to 175. Speaking to the bbc, professor Neil Ferguson, director of global Infectious Disease analysis at Imperial College, says the coronvirus risks becoming a new pandemic. I think we are in the early phases of a Global Pandemic at the moment. Singapore is seeing local transmission. The fact weve only reported eight cases in this country isjust because, again, our surveillance is focused on travellers. We think probably were picking up maybe one in three cases coming into the country at the current time. Well know more in the next few weeks, when we start. I mean, surveillance has started in hospitals across the uk of pneumonia cases. That will give us a proper picture. Lets talk now to our correspondent andy moore who joins us from outside worthing. Over to you. Good morning. The news broke of a night that a worker at the a e department here
had been tested positive for the virus. We found that out because a memo went out to fellow staff workers yesterday. We are hearing now a bit more from government sources. It has been confirmed that the Health Worker is a doctor, and as you said in your introduction, we know there are two doctors in the brighton and where the area that contracted the virus, and before they know that they had tested positive, they got it in an alpine chalet. They came back and are working in the community. They treated 12 patients, we understand, before they realised they tested positive and went off to quarantine ina positive and went off to quarantine in a specialist unit in london. Those 12 patients are being contacted those 12 patients are being co nta cted by those 12 patients are being contacted by the Public Health authorities. We understand those two doctors were working here in the a e, and two gp practices and a nursing home in brighton. It may well be the nursing home we were aware of that there were measures in
place there. The nhs says they are contacting those nhs patients. The hospital here is working as normal, but you can imagine a lot of concern. A lady across the road, we broke the news to her of the latest news, and then she realised her son had been at a e just last week, and as we spoke to her, she was on the phone trying to get through to the hospital. I am concerned. When we start braking in china, it didnt have the impact it is having over here. In brighton, it is frightening enough, but now it is and worthing. It is scary, and i have to think about things. You need to put it into context, my husband will say, and it is frightening. Especially as it isa and it is frightening. She did manage to get through to the hospital, and she was told if her son had been in contact with the doctor who had the virus, the Public Health authorities would be in touch with her, but as you can imagine it asa with her, but as you can imagine it as a concerning time. We spoke also toa as a concerning time. We spoke also to a woman that was passing by with a young child in a wheelchair. She was planning on going into the hospital, but she said she changed her plans until she knew more about the risk of possible contagion. Breaking news to bring you about the queens ferry crossing. The government is setting out plans to compel Companies Like facebook and youtube to protect users from illegal and harmful content. Lets take a closer look at what those plans, set out by the culture secretary, baroness morgan, involve in more detail. The government says platforms will need to ensure that illegal content is removed quickly and to minimise the risk of it appearing. For an update on everything we know, hes our Technology Correspondent zoe kleinman. Its very important to stress this is the governments First Response from its consultation it ran last year, and it says it is going to reveal more details in the spring. It has not given a exact date for that. Yes, that is the big question that. Yes, that is the big question that everybody is asking. It is all very well giving ofcom this power, giving it this regulatory role, but if it hasnt got any teeth, is any us based tech firm going to listen to it . And that is the crucial detail. That is going to be forthcoming in the spring. There might bea forthcoming in the spring. There might be a bit of politics at play here. You have to bear in mind that baroness morgan is leaving, there
will be a new appointment, there will be a new appointment, there will be a new appointment, there will be shuffling going on. This is something ofcom itself is going to have to think about now that it has been given this role, and we have just heard that ofcom has appointed a new boss, and she is going to have to look at this as being one of her firstjobs. Ofcom is already quite busy. It oversees media here in the uk, so another big question is how is it going to do this . Is it going to split itself . Is going to be a big team set up to just manage policing the internet . That sounds like an almighty role for an already stretched regulator, so as ofcom gets stuck into this, we are going to see a lot more detail emerging about the practicalities of this enormous task. Earlier we heard from chris stokel walker, author of the book youtubers, he explained the scale of task that ofcom has been set. Youtube, for instance, has 2000
community moderators who are looking at all of them content posted on that platform. Facebook has 35,000, solely devoted to making sure that the content that is posted is good 01 the content that is posted is good or bad and follows the rules. Ofcom has 1000 employees in total, so this is going to have to involve a huge step up in resources, a huge step up and staff in order to police the sort of stuff, because the scale is enormous. 500 hours of footage are uploaded to youtube every minute, so trying to actually do this is going to be impossible, i think. Not every bit of content uploaded to this platform breaks those rules, but you have to remember the tech firms do have to remember the tech firms do have in place a lot of algorithms that will help try and identify this information and try and find out what is not appropriate through Computer Vision and things like that, which will enable them to refer to human staffing, which i am not certain ofcom will be able to do. It is good we are seeing some
sort of movement on this, because for many years, journalists like myself and those at the bbc have been saying there are major issues with these digital platforms, but i am just not sure that our uk only regulator can really effectively police and international supranational, Global Organisation like social networks. The left wing senator Bernie Sanders has declared victory in the us state of New Hampshire, the second stage in the democratic race to determine who will challenge donald trump for the white house. Close behind him, former mayor Pete Buttigieg and senator Amy Klobuchar. Our north america correspondent Chris Buckler sent this report. Bernie sanders is the political polar opposite to donald trump. He inspires the same sort of devotion among his supporters, and in New Hampshire, it helped him win the biggest share of the vote, in this, the second stage of the contest to find a challenger to the president. An investigation has found that nearly a third of universities have used non disclosure agreements in the past four years following student complaints, over issues such as bullying, lack of Disability Support and poor quality teaching. The government has called the practice unacceptable and is legislating to stop them being misused. Rianna croxford reports. Do british universities have something to hide . Our investigation has found widespread use of gagging clauses across the uk. Students asked to sign nondisclosure agreements or nda is to stay silent on serious issues like sexual assault. Thats what olivia, not her real name, says happened to her when she spoke to university staff. They told me not to tell my parents, not to tell my friends, basicallyjust to be quiet about it. She reported being raped by another student on campus. Her university asked her to sign a contract that said shed be expelled if she goes public. It felt like something to be ashamed of, something i couldnt talk to anyone about and i couldnt raise issues about how the uni handled things. The police dropped her case, saying it would be hard to prove in court, and so her university wont investigate. Ive been waking up multiple times a night to check my doors were locked and im still having nightmares. Nearly a third of universities have used nondisclosure agreements when resolving student complaints, paying out more than £1. 3 million since 2016. I feel they treated me like dirt, like an inconvenience, someone to get rid of. This former Oxford University student has broken her nda to talk to us at the risk of being sued. She was paid off after raising concerns at the treatment of suicidal students. There were a number of students
who we knew were suicidal. I saw no responsibility or no care of studentss well being. Why do you think its important to speak out . Why now . I have witnessed and experienced so many problems, and if people dont speak out, things will never change. Oxford University Says it does not comment on individual cases but confirmed it did carry out a review into student welfare after the complaint. It added it provides a high level of support to students. Our investigation also found not all students got a pay out. Olivia didnt. She signed her nda so that neither her or the student she accused could contact each other. Basically to feel safe, i had to promise never to tell anyone or face expulsion. They should acknowledge there is a problem and try and take steps to tackle it. The government has told the bbc that the use of ndas for student complaints is unacceptable, and it is clamping down on the practice. Lawyers say universities are often using these agreements to protect their reputations. But students wonder, who is protecting them . And rianna is with me now. You have been investigating this issue for a year. I started looking into this about a year ago after allegations were brought by members of staff at universities. Of the back of that, a student got in touch with me during the summer, which spring boarded into all of this. Lawyers have said that the use of an nda raises ethical questions. There is an abuse of power and asking students to sign agreements that could lead them to be sued, and they say it could be a bullying tactic. Students who have been affected say it is almost like
being re traumatised, and for context, these are the people that go to university for the first time. They leave home, and done they would get the situation. Do they have a place in universities, these agreements . They are used to protect confidential business information, and we could see how this could apply in universities in research projects. We can see the use of nda is in Sexual Misconduct cases, so in order to ensure that this remains fairand impartial, it may order to ensure that this remains fair and impartial, it may impose a strict limit on confidentiality for that period, but these are solid to do with complaints. and autism into appropriate homes. Ministers insist they are determined to reduce the number of People Living in secure hospitals. Jayne mccubbin has been following the story. There was jack. It was like a prison, really. He told me the only way out of there was to die. There was stephen. And when i see him crying, he would scream, mummy no go, mummy no go. There was eddie. Get me out, get me out. I just want to go home. I want my mum. She was told it would be a nine month stay. And, um, its six and a half years later. There was tony. If hed killed somebody hed be out now. Hes done 16 years thats a life sentence. Im frightened hes going to die there. There was beth. They had no ability to manage her condition so they placed her in a seclusion cell and left her there for two years. I kneel on the floor with my hands on the doorway of that hatch and i put my chin on that hatch
and i talk to my daughter. And there was ben. An injury that was described to us as something that would normally be seen in a car accident. Why doesnt it matter . Because it doesnt seem to matter. And there was stephanie. They cant hurt her now. She died locked in a single room for the best part of eight years. We have to stop this. And the government has repeatedly promised action. Specific promises and deadlines set in 2010 after the winterbourne view scandal to get people out of inpatient care. Repeated again the promise of homes not hospitals. Fresh promises and new deadlines in 2015 and again in 2020, after the bbcs walton hall expose. But every promise has been broken, every deadline missed. So today unprecedented legal action is being launched to take the secretary of state for health to the high court. So i think weve seen too much and weve heard too much. The hallmark of a civilised society how we treat the most Vulnerable People in our community. And what worries us is that we may be failing on that basis. The government says that it is committed to bringing numbers down and it will respond to the legal threat in due course. This is my museum. Today, jack lives in his own house, which hes converted into his own Natural History museum. And when we last filmed he bragged. I still like going to the actual Natural History museum too. But in secret i think mines better. After that he was invited over to the museum as a special guest. His mum tells me that now he is living his best life, with lots of support. But over 2,000 more people remain locked away and their hope now lies with the high court. to continue reducing the number of people with these conditions in Mental Health hospitals. The race to be labours next leader is well under way, with the field now narrowed to just four candidates. This week, local labour parties will be nominating their favourite, before the ballot is opened to all party members. Tens of thousands of people have joined labour since the election and will get a vote in this contest. Political correspondent alex forsyth went to worksop in nottinghamshire to meet some. Unity, competence, truth, social, winner. The one quality these labour members want from the next leader. They are all from the bassetlaw Bachelor Party which met this week to decide which candidate to back, then members will make the final choice. And more than 100,000 people have joined the party since the election to have their say. Take gary and kathleen. Born and bred in north nottinghamshire, they have been labour voters for decades. Gary used to work in the coal pits. He firstjoined the party as a teenager but left last year, fed up with this direction. Now he has rejoined the vote for the next leader. We need somebody who is going to put it across that the labour party is for the people, and to make sure that we get a good living wage, Good Services and not carry on cutting. Kathleen, a long term supporter, has become a party member for the first time. I want that labour leader to be concerned with what bassetlaw is, we need to spend our own money on our town and a hospital, then it was all taken down to london and we didnt have a say. You feel like this community has been overlooked . Definitely, yes. Thats a familiar sentiment here. It was one of many places across the midlands and north that voted tory for the first time in years at the election. This was a mining community
which supported labour for decades until last year and the biggest challenge for those wanting to be labours leader isntjust winning support from party members, but winning back voters in places like this. What do you think the next labour leader needs to be like . Its got to be someone thats going to listen to what the people want, and not what they want. I havent seen a contender where theyve got that, that they make you feel like you can put your trust in us. Do you think people will vote labour again . If they change, then yes. But it has got to be turned around, definitely, big changes have got to be made. That is lauras hope, the daughter of a miner from worksop, she signed up as a labour member, and wants the next leader to focus
on policies that help communities like hers. Start listening to the people, not just members but people who used to vote. Listen to average working people and also somebody that can bring the party back together, so none of this divide. Laura was at the local labour meeting this week, the first she had been to. There was a lot of talk of unity but what direction labour might go in still isnt clear. The shift that corbyn and his policies did pushed us in the right direction. Wiped out on the doorstep because people didnt like jeremy and what the labour party ofjeremy offered. Unity, competence, truth. There is certainly different views about what members want. Chris, the cut is from roughly half a million to a quarter of a million, what are those targets that the clubs were supposed to meet and how have the championship clubs reacted . This is them saying that the championship isnt working as a viable second tier. Among the targets a re viable second tier. Among the targets are the clubs being more self sufficient financially and also more clubs in the league having the ability to be promoted to the premiership. Emergency legislation designed to end the release of people convicted of terrorism offences halfway through their sentence is set to be debated and voted on in the house of commons today. The measures which would apply
to england, scotland and wales were drawn up after an attack in streatham, south london, earlier this month. The attacker, sudesh amman, had been freed from prison 10 days earlier. What the government wants to do now is stop the automatic release of prisoners halfway through their sentences. Well here to discuss this is raj chada the head of crimes at hodge, jones allen solicitors. Obviously, lawyers cannot stop the government changing the law, but it will be challenged . Government changing the law, but it will be challenged . It will be challenged for those who have clients affected by this change. There is a real challenge, the government have changed punishment retrospectively. And court, there has been an assumption that when sentenced, individuals would come out automatically at the Halfway Point in their sentences . Bay has been convicted and sentenced on one basis, and now suddenly the reels seem to have changed and they are
told their punishment is different. Is the assumption that because the licensing system is that, at four remain that . If the government chooses to move the goalposts, they have got every right to do that . think the government will argue that this is a change in the licensing system. It is much more than that. It isa system. It is much more than that. It is a change and what would have been automatic release at the Halfway Point. This isnt a discretionary feature of the licensing regime. It is changing something that should have been automatic. Naturalfalse something that should have been automatic. Natural false level of the European Convention of human rights. You represent people who would be affected by this. How do you envisage these challenges happening . The government wants to stop those who wrote due for release at the end of the month, they are keen to stop the releases from
happening . It may be that the failure to release a defendant at the end of this month will be challenged in court. And that the issue being that the failure to release is a breach of their convention rights. Wear with that then go . How difficult could this legal fight the . I think it is inevitable that this will end up in Supreme Court. We want certainty as soon as possible. The government is going to presumably be able to stop these releases at the end of the month, but then it will go into however long the legal battle takes over. What will happen . however long the legal battle takes over. What will happen . I think the releases will be put on hold pending any challenge, and that challenge will come. The irish Prime Minister says the onus is now on sinn fein to honour its promises to form a government led by them and to get
a socialist republican programme of government through the dail. The general election saw fianna fail wining the most seats with 38, just one ahead of sinn fein who celebrated their best ever result. The tight electoral numbers means that negotiations to establish a government could be prolonged. Lets cross to belfast and talk to our ireland correspondent, emma vardy. If you think back to the last election it took 70 days. This time around, it is a real political earthquake. The dust is just having to settle from that surprise result at the moment. You are right to say that the onus at the moment is on sinn fein. They are saying they want to try and form a Coalition Government without what were the two main parties. They want to try and do it themselves with the help of smaller parties, independence, the
greens, labour, parties like that. They need to get to a total of 80 seats by gathering all these other parties together. Will they be able to do it . Looks at the moment that the two main parties will sit back and let sinn fein have a go and see what they come up with. As we spoke to her, she was on the phone trying to get through to the hospital. I am concerned when we initially saw it breaking in china, it kind of didnt have the impact that it does when it is over here. In brighton, it was frightening enough, but now that it is and where it is scary. I have to say to think about things. You need to put it into context but it is frightening, and especially as it is literally about a two minute walk away. Youre on the phone now. Why . The government is setting out plans to compel Companies Like facebook and youtube to protect users from illegal and harmful content. The government says platforms will need to ensure that illegal content is removed quickly and to minimise the risk
of it appearing. Ofcom will be responsible for safeguarding free speech, defending the role of the press, and promoting tech innovation. Companies will be required to explicitly state what content and behaviour is acceptable on their sites, and enforce their terms and conditions effecrtively. The regulation will only apply to companies that allow the sharing of user generated content, such as comments, forums or video sharing. The regulator will have a range of Enforcement Powers to take action against companies that fail to fulfil their duty of care such as issuing warnings, notices and substantial fines.
